Iqaluit hosts MMIWG hearings Cultural programming supports healing, says community advocate

Leaning on culture and openly talking about the past will heal communities afflicted by the ongoing impacts of colonialism, testified an expert at the Sept. 10 MMIWG hearing in Iqaluit. "(Inuit) have seen a lot of changes in our lives. There are a lot of things I went through that confuse me," said Elisapee Davidee Aningmiuq, who offers cultural programming in support of community health and well-being with the Tukisigiarvik Centre.

She described federal day school abuse, which instilled shame toward Inuit culture.

"They were putting us down as Inuit for speaking Inuktitut. It was like a 'not good enough' sign on your chest," she said.

In federal day school she was forbidden from speaking Inuktitut and teachers struck her with a ruler as punishment.

The abuse she experienced by staff at day schools resulted in a fraught relationship with her own children, whom she would scold over the use of English in her home, she said.

"Because of all of the lies that I believed about myself, I didn't live a very healthy lifestyle. The tears are, because I'm sorry to my children.

I'm sorry that I scolded my children," she said.

In her youth, while simultaneously being shamed for her own language, a priest remarked on her inability to make kamiik.

In consultations with homeless and marginalized people in Iqaluit, Davidee Aningmiuq realized there were no supports for single mothers

and children to go out on the land, which led to Tukisigiarvik's creation, she said.

The knowledge that hundreds of women have learned to make kamik through the program is a source of pride, she said.

"One elder, she got in a canoe, she said 'this is the first time I've been on a canoe since my husband died,' and her husband had been dead for some 20 years," she said.

People without means to travel on the land, or who feel tied to their duties of child-rearing, are reluctant to seek out cultural land-based activities, said Davidee Aningmiuq.

"It is so important to teach selfesteem building, to work side-byside with people who have been oppressed for so long, ... to give them some hope," she said.

Inuit cultural organizations should have indefinite funding, rath-

er than piecemeal short-term funding to sustain their operations, she said.

"We need financial assistance to be able to take people out on the land so that they can learn or re-learn some of the cultural activities that bring pride, that bring back selfesteem, that bring back the diet. The diet is so very important to us too."

Finally, Inuit are speaking their truths and opening up a dialogue about injustices they endured and starting the healing process, said Davidee Aningmiuq.

The colonial experience "was too painful for our parents, for our elders," she said.

"It hurts me, too, when I think of how some Inuit would go to their local dump for food because they were relocated. They didn't know the hunting grounds. It's only when we start talking about it and only when someone believes us that and we can continue to speak the truth that comes from us," she said.

"We were so put down. When somebody breaks your soul it's painful. The feeling you get afterwards (making kamiik) is deep. It's very therapeutic," she said.

"Sometimes I wish my mother was here to see this. I wish that those women who encouraged me were here to see what I can do. There's been a lot of healing through them, there's been a lot of tears, a lot of joy, a lot of happiness."

Anaana's Tent now in English, too Educational programming an opportunity for language and culture learning, says director

Children's TV series Anaana's Tent is airing an English version of its Inuktut show on APTN this fall.

The series, now available in both languages, will introduce cultural traditions and language to unilingual children across Canada, said director Roselynn Akulukjuk.

"We thought it would be very important to have a TV show that was based in an Arctic setting and in Inuktut," she said.

"It's very important that children know there can be TV shows" with relevant geography, culture and language, she said.

The English version is peppered with Inuktut words, and incorporates animation and reading segments.

It educates viewers on flora and fauna that can be found in the Arctic.

"They are education-based and we wanted to do it both in Inuktut and English," she said.

"They can learn Inuktitut at a very early age. But there are children that don't speak Inuktitut so we have the English version," she said, adding that it teaches some Inuktitut words.

"It prepares children in their pre-

school years," she said.

The Inuktut version aired in May on APTN and the English version premiered for the first time in early September.

"A lot of the other segments and animations are narrated using the same bilingual voice actors," she said.

Uliaq's amazing animals has an animated boy talking about different animal facts, allowing the viewer to interact with basic terminology.

The show teaches simple words, including names for household items, buildings and nature.

"There aren't that many Inuktitut shows for children to watch," said Akulukjuk.

"There aren't a lot of TV shows for children, cartoons for children in Canada and a lot of children do watch TV and they're always from the south."

The translated version is an opportunity for cross-cultural learning, Akulukjuk said.

"Kids from the south of Canada who haven't seen anything from the North will be able to watch it and understand what they're watching, but also learn about the Arctic and some simple words."

Education Minister David Joanasie announced Sept. 4 his department will consult the public on draft legislation to reform education and language laws.

The Taptuna government's efforts to present similar legislation – Bill 37 – in the last legislative assembly collapsed in the final days of the government's tenure. It was an embarrassment.

The decision by Premier Peter Taptuna and Education Minister Paul Quassa to stand by an idea that would cancel any targets for Nunavut's high school students to speak Inuktitut upon graduation – among other line items, such as the parental right to have a child be taught in the official language of their choice – became a badge of dishonour they seemed to wear with pride. It was our last memory of the Taptuna government and the ensuing Quassa premiership was short-lived.

Joanasie, then a regular MLA, was an outspoken critic of Quassa's proposed legislation. Quassa turned the tables in November 2017, making Joanasie his education minister. It was time for Joanasie to walk the walk.

So now the education department is drafting its legislation and appears to be using Bill 37 as the template.

The value of being reliable

Reliability means we can count on a company, organization, group or individual. In today's world this can be difficult to maintain.

Many of us have gone through the motions of saying, "I'm here for you, you can call me anytime, my address is" and many other lines.

But we fail. I firmly believe the spirit is willing but the flesh is weak. All of a sudden excuses crop up and we are not answering the phone call or we had to attend a meeting and the list seems endless.

It is critical that you say what you mean and mean what you say.

Our emotional and mental domains are very fragile along with our physical and spiritual entities. There is a prolonged sense of despair when people's words don't match their actions.

Imagine what our little ones are thinking and feeling when times are good and they hear "I love you" and then all of a sudden they are being yelled at and mistreated.

Whatever the circumstance or situation, human nature is always looking for someone or something to blame.

I believe there is a way around this and maybe this will work for you if you try it. Confront and identify what is troubling you, name it. For example, you may be drinking too much ᔨᓃᓐ ᕿᔪᒃ "ᑎᑭᕋᕐᔪᐊᖅ."

This is not an easy thing to say or suggest but I hope that your options and preferences begin to show you a path or pattern that gives you more feelings of empowerment and positive outlooks.

There is no one out there that can change your mind or your behaviour except you yourself. Our North, our heritage, our future From: Leona Aglukkaq, Nunavut; David Connelly, Northwest Territories; and Jonas Smith, Yukon – National Councillors, Conservative Party of Canada Dear editor, At the Conservative Party of Canada's policy convention last month in Halifax, the three Northern territories were successful in advancing a policy declaration which contains exciting news for the North.

Titled "Our North, Our Heritage, Our Future," the resolution is an update of the party's previous position regarding Northern development, but features a new commitment designed to further enable self-determination and self-reliance for territorial and Indigenous governments.

The policy commits the party – should it form government in 2019 – to work towards ensuring the territories "retain 100 per cent of resource royalties" and afford Northerners the same opportunities as our provincial counterparts.

Presently, the three territories in their varying stages of devolution of powers from Canada, have different agreements with complex formulas to determine how much of the benefits of Northern resource development stays in the North and how much must be returned to Ottawa.

This amended policy however levels the playing field and guarantees that all Northerners benefit from resource activity and that the revenues go toward supporting strategic investments in nation-building power, communications and transportation infrastructure and enable "Northern solutions to employment, educational, health and social challenges."

No consultation with the people The policy also states "Decisions about the North should be made in the North," which is in stark contrast to the approach of the current Liberal government of Prime Minister Justin Trudeau, with his unilateral decisions to make vast swaths of the Arctic unavailable to economic activity without any consultation with the people who actually live here, imposition of an expensive and ineffective carbon tax on Northerners who have no choice but to heat their homes for most of the year or transport the essential goods required to raise and support our families and legalization of recreational drugs while offloading the implementation challenges on law enforcement, employers and communities that are already struggling with substance abuse and addictions.

As such, it would appear that allowing Northerners to be masters of their own destiny is not in the Liberals' "father

knows best" approach to governing the North and the criticism of this new policy from the government benches of the House of Commons is both predictable and insulting to democratically-elected territorial and Indigenous governments and Northerners alike.

The intent of the policy is also clear that the retention of royalties is not to be "clawed back" in a "giving with one hand to take with the other" manner such as how the current sharing formulas are structured, as the policy was developed over a nine-month period in full consultation with the Party's three Northern riding associations, the Northern Regional Policy Committee, members of the Senate and House of Commons, the Leader's Office and the National Policy Committee.

Furthermore, it received approximately 99 per cent support on the convention floor from the over 3,000 delegates in attendance representing Conservatives from across the country and ranked sixth overall out of more than 300 policy proposals that were put forward to convention.

This policy and its intent have the support of Conservatives from coast to coast to coast and truly offers Northerners a viable alternative to the top-down and Ottawa-centric methods of the Trudeau Liberals, as well as a future for our children in the North we know and love.

Getting active with the elders

Iglulik The recreation department in Iglulik is aiming to engage elders in learning and physical activities. On Sept. 6, close to 20 elders came to the arena to play bocce on the turf.

The game is similar to lawn bowling, except the ball is rolled at other balls instead of pins.

Maktaaq and tea were offered to participants and they were able to play darts as well. As the two-hour morning session drew to a close, some of the elders were having such a good time they were reluctant to leave, said recreation coordinator Ghadihela Quezada.

"Every Thursday we're going to try to get the elders together for something different, something new they could try out," Quezada said.

"We did (bocce) to let them see that the arena is not just for the young people. The elders can enjoy the arena too."

Also on the agenda is teaching the seniors how to use the Internet, Quezada noted, adding that the Qikiqtani Inuit Association has donated some computers.

"We're just thinking of giving them the opportunity and letting them know that there are these programs," she said.

Elders gather in Sanikiluaq

Sanikiluaq The elders gathering in Sanikiluaq was a success, with 256 elders flying into the community for five days of activities, said Coun. Sarah Meeko.

"It was quite the event. There were performers that came in and local performers to get the elders going," Meeko said.

The elders travelled by boat to gather sea urchins and sea cucumbers and the community harvested a beluga whale.

They enjoyed an Aug. 28 community feast with mussels, seal meat and bannock.

"It was nice to see them, too. We didn't expect that many elders so that was really surprising," she said. "We had a lot of fun and it was a good experience, just seeing the elders with smiling faces."

Gunning for big bucks for new turf

Kugluktuk With hopes of getting new turf for the Kugluktuk arena and funds to afford a climbing wall and soccer nets, recreation coordinator Matt Craddock was finalizing an entry into the annual Kraft Heinz Project Play contest last week.

The winning community receives $250,000 while the three runners-up each get $25,000. The four finalists will be announced on Oct. 13. Then, following a round of national voting, the grand-prize winning community will be revealed on Oct. 28.

"We're crossing our fingers that we make the final four," Craddock said. "That's going to be an exciting one...

"In my head, (the money is) already spent."

Even if Kugluktuk is successful, Craddock said the new turf couldn't be installed until spring 2020 because it would have to be delivered on sealift in 2019. It would arrive in the late summer, leaving too short of a window to install it before the ice rink season begins, so the turf would go in storage until spring of 2020.

"There's just no way we could afford to do it any other way," he said.

New buildings for youth, elders, moms and tots and those in crisis

Gjoa Haven A new facility that will serve as a combination of a youth centre and a moms and tots resource centre is under construction in Gjoa Haven.

"We don't have (an existing) youth centre. We've never had one. I'm excited about it," Mayor Joanni Sallerina said, adding that the moms and tots centre will replace an exist-

ing facility that the community has outgrown.

The frame for the new building, located near the community hall, is in place. Construction will hopefully be complete by March or April, according to the mayor.

The Hamlet of Gjoa Haven also recently acquired a three-bedroom house from a construction company that is being converted into a "safe house" for those in crisis.

"It's small, but it's a start," said Sallerina.

A new insulated cabin for youth and elders, another project through

the hamlet, was towed on a trailer to Swan Lake, about five kilometres outside the community, a couple of weeks ago. The cabin will be used for cultural activities when the youth committee is revived, the mayor said.

"It could be hunting, fishing, it could be storytelling, it could be healing – whatever they want to use it for, it's out there for them to use," Sallerina said. "It's a traditional campsite from years ago that has a fish-drying rack made of rocks in that location."

Teacher vacancies fall below 40

Nunavut There were 37 vacant teaching positions in Nunavut as of Sept. 10, down from 66.5 on Aug. 15, according to deputy minister Pujjuut Kusugak.

The total includes 18 unfilled jobs in the Qikiqtani region, 12.5 in the Kitikmeot and 6.5 in the Kivalliq.

$12 million for energy efficiency

Ottawa The federal government has allotted close to $12 million for improving energy efficiency in existing public housing and to install new district heating systems in Sanikiluaq

and Taloyoak, the Department of Environment and Climate Change Canada announced on Sept. 10.

The district heating system in Sanikiluaq will offset an estimated 124,000 litres of fuel and 340 tonnes of carbon dioxide annually. In Taloyoak, the new system is expected to save 174,000 litres of fuel and 480 tonnes of carbon dioxide per year.

The energy efficiency improvements to public housing will entail window and door replacements, upgraded insulation, better weather stripping and improved furnaces and hot-water tanks, extending the life of nearly 1,000 housing units.

Environmental violence and women Day three of the Iqaluit hearings focused on the role of industry in social ails

Resource extraction across Canada has direct effects on the wellbeing of Indigenous women, through increased sexual and physical violence and exclusion from the consultation stages, said panelists on day three of the MMIWG hearings in Iqaluit.

Indigenous peoples are affected by the close proximity of industry to their communities, which are not meaningfully consulted on projects in their territory, said TJ Lightfoot, a two-spirit Mi'kmaw youth and scholar.

On day one of the hearings, panelists described Cold War era man camps from the Distant Early Warning Line and the sexual violence

perpetrated against Inuit women between 1950 and 1975.

Modern industry still fails to meaningfully consult communities, by holding consultations at inconvenient times and locations and failing to translate documents for the community, said Lightfoot.

"Indigenous women are often neglected. They are shut up and shut out of consultation processes," they said.

Lightfoot referenced a report from Pauktuutit Inuit Women of Canada that studied social impacts of mining activity near Qamani'tuaq (Baker Lake).

Increased rates of violence The report showed Inuit women witnessed increased rates of domestic violence, loss of culture, sexual harassment at the mines. The women witnessed racism (57 per cent), sexual harassment (49 per cent) and increased harassment in the community (28 per cent.)

The respondents observed an increase in STIs (45 per cent) and more sex work in the community (13 per cent).

Lightfoot asked the commission to view a popular photograph of Amanda Polchies, an Indigenous woman, holding a feather in front of a line of more than 20 riot police in Rexton, N.B. during a peaceful protest against fracking in their territory.

For Lightfoot, the photo taken by former APTN journalist Ossie Michelin represents the strained relationship between Indigenous Peoples and authorities when communities resist industry.

"They tell us to be peaceful ... to protest peacefully. What are we met with? Violence," they said.

"Meanwhile when we get raped, when Indigenous people are calling for help, when LGBTQ2 people are

asking for a place for support, we can't (expletive) get them to show up," said Lightfoot.

The "environmental fallout" of resource extraction "impacts the survival of a people," said Lightfoot.

"When you do those things and it's not popular to say it, that is genocide," they said.

Industry should have the burden to seek true consent and prove that it will not cause harm to a community, they said.

An influx of transient employees who are primarily heterosexual and non-Indigenous men for resource projects brings increased domestic, physical and sexual violence against Indigenous women, said Lightfoot. "(Workers) don't have to make an investment in the community or interact with our people. Often when they do make that choice, it's one of exploitation," they said.

"Often these choices are put on our communities and sometimes it's the only economic driver in our communities," they said.

Half of Inuit women in the Pauktuutit report responded that they took a mining job because they "needed the money," but few high-paying skilled jobs in industry are held by Inuit, said Lightfoot.

Those who are directly employed in the industry face "racism, sexual harassment and exploitation," said Lightfoot.

Long-time recreation co-ordinator calls time after eight years

Fred Muise still remembers his first day on the job like it was yesterday.

He had sat down at his desk and proceeded to open up Facebook to write the following post: "I am sitting in my new chair in my new office in my new position with the Municipality as Recreation Coordinator so excited."

"A friend replied that I better get off of Facebook before my boss finds out," said Muise. "I then stated, 'My boss is too old to have Facebook so I don't have to worry'.

His boss at the time was Derrick Anderson.

"Then another comment appeared from Steve King, my boss's boss and he said, 'Yes, but your boss's boss isn't too old to have Facebook, now get back to work'."

It's stories like that which made the eight years as the community's recreation coordinator so much fun, he said.

Muise is now officially off the job after his final day on Sept. 12, a day he said was both happy and sad at the same time.

"It's nice to go back home to Nova Scotia, but it's sad

that I have to leave so many friends I made here in Cambridge Bay," he said.

Muise became the recreation co-ordinator after funding for his previous position ran out. Without a background in recreation, he still applied and was hired.

"I knew nothing about recreation," he said. "The job presented itself and I'm the kind of person who wants to make a difference. My first few days on the job were spent figuring out the role and set some goals."

One of those goals was to increase the amount of programming in the community for everyone, something he said was lacking a bit.

Another thing Muise wanted to work on was the swimming pool. When he started, there were lifeguards but there weren't any programs or lessons for people to take part in.

'As far as she can' "We brought in some Red Cross lifeguards and we started doing lessons for the community which continue to this day," he said. "We actually have one young lady who has gone as far as she can here lesson-wise so I'm hopeful she's able to go somewhere and get what she needs

Michael Gilday heads home

Iqaluit The Recreation and Parks Association Awards are happening on Oct. 20 in the capital and there will be a big-name guest providing the keynote address for the evening.

Aside from his job with the hamlet, he was also president of Cambridge Bay Minor Hockey for three years, another way he saw to help build programming for the community.

Muise said just like with his day job, he had no background in the sport, having never played and not being able to even skate, but he ran with it.

"The goal was to create a more stable program and have a good product out on the ice," he said.

Arctic Inspiration Prize When he started, there were 37 players. Three years later when he left, that number grew to 97.

In addition, he served as president of the Recreation and Parks Association of Nunavut (RPAN) for two terms with his biggest success there coming in the form of the Arctic Inspiration Prize in 2016. That would see the inception of the Tri-Territorial Recreation Training Program, which is now Recreation North.

Recreation North would build a training program in the North for Northerners and Muise said it was a labour of

love.

"It took about six months to put the proposal together and it was long but it was successful," he said. "The program just graduated the first group of students and I hope it carries on for a long time."

Along the way, Muise also managed to get the Jays Care Foundation to come to the community and run a baseball camp, hosting Jenni Linkson from Ontario several times for a hip-hop camp and even a professional wrestling show hosted by the Canadian Wrestling Federation.

He said people still remembered those events years after they took place.

"They would come up to me and share their memories of all of that and it melted my heart every time," he said.

Muise's final day was a sombre one with plenty of laughs and tears, said Jim MacEachern, the hamlet's assistant senior administrative officer and he will be missed.

"He did so much in his role," he said.

"He organized the Omingmak Frolics every year, worked in minor hockey, the radio society, he was our MC at the trade show every year and was a pastor.

"I could go on and on but that's just the tip of the iceberg

as the keynote speaker at the event. Gilday was a member of Canada's men's national short-track speedskating team for several years and was at the 2014 Winter Olympics with the men's relay team. He'll also be working with Nunavut Speed Skating while he's there as part of a two-day camp for everyone who's registered with the association, on Oct. 20 and 21.

Good coaches wanted

The recreation department will continue on, but it's been merged with the former department of wellness to create the new Department of Healthy Living. Charles Zikalala is the head of the new department while Francis Oduro takes over Muise's old job, which is now known as the manager of recreation and culture.

Donnie Robinson is the youth co-ordinator under the new department and is responsible for youth development and activities.

Oduro has actually been on the job since Aug. 30 shadowing Muise and MacEachern said he knows Oduro will be just as good as Muise.

"He has big shoes to fill, for sure, but we're all confident he can do it," he said.

Soccer set to go

Kangiqliniq/Rankin Inlet Youth soccer is getting underway later this month as the Rankin Wolves start up its new season on Sept. 20.

The practices for this season will be held on Thursdays after school from 3:30 p.m. to 5 p.m. and Saturdays from noon to 1 p.m., all at the Simon Alaittuq School gymnasium.

Players will also be able to purchase shoes for the season from head coach Paul Stroeder if they need them.

People gathered at the Tootoo family home, walked around Williamson Lake to raise awareness of suicide prevention in Rankin and then returned to the family home for a discussion and light refreshments.

Terence's dad, Barney, said his wife, Rose, puts a good deal of work into the event every year.

Barney said it's devastating that so many people in the Kivalliq have lost someone they love to suicide.

But it's 100 per cent better to bring it out in the open than it is to keep it locked behind closed doors, he said.

"I know a lot of guys who have lost loved ones to suicide and they don't want to talk about it, but there's no sense keeping it bottled inside because it's just going to build and build until it takes over your life in one way or another," he said.

"When it's bottled up like that – in the end you start thinking about it yourself."

Barney said he hopes the Suicide Pre-

vention Walk also helps to keep the topic highly visible in the region and reminds the Government of Nunavut that a lot more has to be done, especially in the area of mental health.

He said it was nice to see this year's walk being a lot bigger than the one held the previous year.

"I think the word's getting out a little more about the walk every year because so many people continue to be touched by suicide," said Barney. "We even had a number of people we didn't know come to this year's walk and they all came inside and chatted a bit and that was really nice.

"We had some folks help out, too, with our local kids' soccer coach Paul Stroeder working the barbecue for us. It's people like that you really want to keep in town here, because without people like Paul, I don't know what a lot of these kids in the soccer program would do."

Barney said it's important to keep events like the Suicide Prevention Walk and the annual Terence Tootoo Memorial hockey tournament held in memory of his son going in the community.

He said other communities host similar events for the same reason and they all seem to be getting a little bigger each year.

"People really seem to want to get

together and talk now, which is nice.

"In some ways, hosting these events is hard on all of us in the family, especially Rose, but I'm pretty sure suicide has touched every family in the Kivalliq, so we're not alone in that regard.

"My own opinion is that it's good these events are getting people to come together, bringing this subject out in the open and having it talked about it instead of trying to hold everything inside."

Barney's son, NHL hockey player Jordin, also does a great deal to promote suicide awareness during his travels and he encourages kids across Nunavut to love life and follow their dreams, he said.

"Jordin delivers a positive message everywhere he goes and I'm so proud of the work he does bringing this out in the open to be talked about.

"He lets people know that there is help out there and there are people out there who really care."

Barney said he finds inspiration in the words of his mother.

"My mom used to tell me that we have to keep moving on because, if we stop, we'll get left behind and have a hard time catching up again, if at all.

"So, we try to let bygones be bygones as much as we can, but it's always in the back of our minds."

BB guns aren't toys, woman warns Cape Dorset children firing weapons injured her grandson and nephew, she says

Kuluaqyuk Simeonie says her 10-year-old grandson almost lost an eye.

A BB struck his nose, drawing blood, a few weeks ago and the shot was fired by another child, according to Simeonie.

"It was the side of his nose, his nostril. He's just starting to heal now," Simeonie said on Sept. 7, adding that the incident scared her.

"I just freaked out. It could have been his eyeball."

Simeonie said children tend to think of BB guns as toys, but they're "very dangerous."

She doesn't know how the

youngsters got their hands on the weapon.

"Maybe without their parents' knowledge, that's what I thought. Because this parent commented that he wouldn't let his boys play with their pellet guns," she said.

She said her nephew, who was eight years old at the time, nearly lost his vision last year due to a BB shot by a youth.

Parents and the police should be involved in disciplining the children responsible for reckless shooting so they know better in the future, Simeonie suggested.

Depending on the type of BB gun used, the weapons commonly fire projectiles at

105 to 122 metres per second, capable of puncturing a metal can from 10 metres away.

The RCMP stated parents may assume civil liability for their children's actions, meaning, in certain circumstances, they can be sued for damages caused by their offspring.

Under the Youth Criminal Justice Act, which governs those aged 12 to 17, judges can sentence youths to youth custody facilities, but this punishment is usually reserved for violent and repeat offenders, according to Justice Canada.

More often, youth are issued warnings or cautions from a police officer or a Crown prosecutor, or are referred to

a community program like a justice circle.

They may also be ordered to perform volunteer work, compensate the victim or attend a specialized educational program.

Federal firearm regulations do not cover common BB, pellet or air guns, only highpowered versions. This responsibility is left to territorial or municipal legislation.

In Nunavut, BB and pellet guns are generally not regulated, according to the Department of Justice.

Whether Cape Dorset has a bylaw pertaining to BB and pellet guns couldn't be determined prior to press deadline.
