National and regional honours for Nunavut News Northern News Services

Nunavut News was a top achiever in the national and regional newspaper awards competitions this year, earning nine top-three Canadian Community Newspaper Awards (CCNAs) and eight top-three awards from the Ontario Community Newspaper Association (Nunavut News is the only non-Ontario newspaper in the OCNA).

Reporter Michele LeTourneau earned the top national reporting award for papers under 10,000 circulation for her ongoing coverage of proposed changes to education legislation, Bill 37, which ultimately failed to pass in the legislature.

"It is difficult to imagine an issue more central to a community than its language and culture," the judge wrote.

"The writing was clear and concise without leaving any important angle uncovered.

Excellent job."

Editor Casey Lessard's editorial on the subject, "Kill the bill, save the culture," won the top national prize for local editorial in the 4,000 to 12,499 circulation category and second place in Ontario for best editorial under 10,000 circulation.

First prize LeTourneau's series "Search for peace," which sought to share the stories of those who lost loved ones to tuberculosis sanitoriums, won first prize in Canada for historical story, first prize in Ontario for feature series and third prize in Canada for feature series.

"This search for history is history in itself," wrote the judge of the historical story category. "(LeTourneau) weaves historical data into the stories of the people who are still, today, affected by the repercussions of government decisions and the healthcare tragedy," wrote the CCNA feature series judge.

A movie inspired by the development of the Kugluktuk Grizzlies lacrosse program as a tool to combat suicide will premiere at Toronto International Film Festival in September.

The Grizzlies, which was partly shot in Iqaluit in 2016, is among the announced lineup for the prestigious event, which will be held Sept. 6-16.

A screening of the film in Kugluktuk is part of the plan, said Hayley Brown, a coordinator with Northwood Entertainment, the Toronto-based production company behind The Grizzlies.

Brown added that the Toronto premiere will include invites to "our Kugluktuk partners."

While the film was anticipated to be released in 2017, it was postponed due to The Grizzlies director and producer Miranda de Pencier overseeing the CBC TV series Anne, for which she is the executive producer. "(Anne) went into production last year, delaying the post-process on The Grizzlies," said Brown.

Casting workshops for The Grizzlies were held in Kugluktuk, Iglulik and Iqaluit in 2016 to select Nunavummiut actors.

"The vast majority of our cast is Indigenous, if not Inuit," Brown said.

Kugluktuk's Emerald MacDonald landed a leading role as Miranda, who she described as very shy and

quiet, which MacDonald said is the opposite of her own outgoing nature.

"That is the role I wanted when I auditioned," she said.

It was MacDonald's first time in front of a movie camera, which she admitted was intimidating.

"At first I was really, really nervous and then afterwards it felt natural," she said, adding that it took a couple of days to get comfortable. "I was amazed to see how many people worked on set and seeing everybody on their feet for what felt like 24/7.

It's just amazing."

She is eager to see the finished film.

"I'm very nervous and I'm also excited. I haven't seen any of my scenes," said MacDonald, whose sister Stacey Aglok-MacDonald helped produce the film.

The film, which will run 104 minutes, is based on a true story.

Although MacDonald, 21, was too young to be a Kugluktuk High School student during the early-tomid 2000s when the lacrosse program rose to prominence, she knows people in the community who were part of it.

"Talking about the past, it's like I can feel what they feel, but I can't," she said.

"I can't imagine to have that news in school about a kid's suicide. It's really sad."

Paul Nutarariaq and Anna Lambe are among other Nunavummiut actors with roles in the film.

Nunavut Brewery is collateral damage in water debacle Northern News Services

What matters in Iqaluit doesn’t always matter in Nunavut’s other communities, but the current debate over municipal water is one that deserves watching by hamlets that are also facing the same challenges.

In a nutshell, the city is running out of fresh water, and it needs to figure out how to conserve water or top up its reservoir. Neither one seems likely without outside help.

Stuck in the middle is the proposed Nunavut Brewing Company, which needs water to make beer.

The project is one of the largest manufacturing ventures in Nunavut, outside of mining, in recent years.

The group behind the brewery has been ready for months. Water is the last hurdle.

Investor and architect Ambrose Livingstone estimated that the brewery will use in a year the amount of water that flows over the Sylvia Grinnell River waterfalls in two minutes. The business proposed drawing from the river, but for now would need to draw 8,000 litres per day from Lake Geraldine, the city’s water source.

On an average day, the brewery would be required to haul its own water and sewage so as not to further burden the city’s systems. The

brewery seems prepared to do this, and simply needed a licence to do that.

But the fear of any additional burden on the system turned at least one councillor, and confusion over the project’s intentions appears to have turned others. The licence was denied after council moved to consult the public on the future of the city’s water.

At a cost of $3,000 per day, the brewery is suffering collateral damage. To be clear, the shortage of fresh water in Iqaluit is not a new problem. It’s been in the news for years, and we are now that much closer to the precipice.

But there is reason to be optimistic. In 2016, the feds agreed to join Iqaluit and the territory in upgrading the city’s wastewater system at a cost of $26 million. Arviat and Chesterfield Inlet also saw upgrades in that announcement.

And last month the feds agreed to pitch in to build a new dump at a total cost of $35 million.

The city’s sewage was so poorly managed that it was basically dumped into a lagoon, and the dried waste was moved to the dump. As a result, when the dump famously caught fire in 2014, it had plenty of stinky fuel to maintain the inferno.

The water supply is the final piece of the puzzle. We’re told 40 per cent of the water in the city’s system is lost due to ‘bleeds and breaks’. Ontario municipalities lose on average 25 per cent of the water going through their pipes, and Iqaluit’s compares with the worst in that province.

Nunavut Brewing’s problems are in many respects a case of bad timing. And yet, the water supply needs fixing first. It’s responsible for the city to take the time needed to sort out its own affairs before it adds a new burden to the system. That said, council could have easily limited the brewery to drawing water from Sylvia Grinnell River. We hope the two groups will try again to find a workable solution.

In the meantime, the territorial and federal governments need to see that the city’s infrastructure is once again at a breaking point, and only funds from outside of the city will be able to solve the latest in a long line of municipal woes.

Sense of urgency When in conversation with a friend or colleague, has there been any reference to ‘sense of urgency’? This simply means, “must deal with quickly”. What are some of the urgent matters that must have our attention? Let’s look at a few.

Social justice, family services, including mental health, suicide prevention programs, coping skills for family members, parenting programs to empower young parents. The areas are many and complex. Each of the social venues I mentioned takes time and effort in affording plans and options to implement in the success of participation and engagements.

Social housing is an ongoing battle in every community across Nunavut. This is the breeding

ground for harmony or dysfunction. An overcrowded home has the potential for strife, misunderstanding, hunger, abuse, neglect and every other negative term in the book and yet each representative housing association or authority has their hands tied because of the lack of funds or limited funds towards a needed service of providing adequate affordable homes.

Family services is a vital component in ensuring stability and assistance in helping with positive programming and guidance. Families are being torn apart and divided because of dysfunction and substance abuse. Cannabis has been around for a long time and soon it will be wide open for use and abuse. What then? Alcohol

Man accused of pointing rifle at police, domestic assault

where she alleged her spouse had assaulted her. The Mounties went to the home where the accused was located and, after knocking at the door, they say a man responded by pointing a rifle at them. The police quickly took cover and proceeded to talk to the accused, eventually arresting him without further incident. They say they found that the rifle was loaded and two weapons were seized from the residence.

Arena mould contract awarded

Ikaluktutiak/Cambridge Bay The contract to address the mould that led to the shutdown of the Cambridge Bay arena in 2017-18

has been awarded.

Community and Government Services (CGS) has selected Qillaq Construction, based in Cambridge Bay, to complete the job for $257,000.

CGS director of capital projects Paul Mulak previously told Nunavut News that he anticipated the work would be complete by October.

However, not all of the mould will be removed from the building

this summer, Mulak said. There will be restricted access to the spores left behind on the second floor, in the curling rink and in the arena's crawlspace, and the remaining contaminated material will be sealed in place by antimicrobial sealant or polyethylene sheeting, Mulak stated several weeks ago.

Further renovations and upgrades to the facility will be undertaken in 2019 and 2020.

In 2013, Nunavut’s intimate partner violence rate – 7,772 per 100,000 population – was six times higher than Saskatchewan's, the province with the highest rate at roughly 1,300 per 100,000. trafficking, said Bishop and Rogers.

In the south and other Northern jurisdictions, where women fleeing violence have a range of housing options – including emergency shelters, second-stage and affordable housing – a typical stay in an emergency shelter can last up to six weeks. Bishop says the Agvvik board of directors understands this is not the south, or even the Northwest Territories.

"We won't put them out, unless they are safe and have someplace to go," said Rogers, though she says the Qimavvik policy does stipulate a six-week maximum stay.

Women come to Qimavvik from all over the territory – it's the largest of five emergency family violence shelters.

"Social Services workers will refer somebody here, from different communities, and mental health workers would refer someone here. Some are self-referred. Some come through the medical system, the boarding homes, the RCMP," said Rogers.

"Some people just show up at the door, arrive in a taxi."

As Qimavvik is always at capacity or more, both Bishop and Rogers know there are so many other women they will never see.

"I have a friend, a psych nurse at the hospital, who comes up six weeks at a time. She was saying every day there is a woman who comes in because of domestic violence. They don't call

us," said Bishop.

"But if there was second-stage housing, if they knew there was a place for them to make that change and have that support, maybe they would."

Bishop recalls doing a presentation outside the territory where she talked about the lack of second-stage housing in Nunavut – the response was shock.

"But people have a tendency to go, 'Oh, yeah, the housing problem is really bad there.'

This isn't a housing problem. Let's not mix it all together," she says.

"This is a human rights issue. And people say, 'Well, yeah, you put them in second-stage housing and that'll fill right up and then what?'

You know what? Then we may have a two-year rotation. But at least they have those two years of having their own place – stability, healing for the family, opportunity for treatment if there are substance issues, whether they want to get a job with the government or they want to go to Arctic College."

Arnaquq-Baril adds it's ridiculous for people to suggest second-stage housing won't help.

"If it filled up right away, that's an indicator that it's needed. Probably a lot more women would come here to the emergency shelter if they knew there was transitional housing. Then there's less trauma being passed on, because they are breaking that cycle."

Contaminated waste tackled in Resolute Transport Canada will spend almost $5.2 million to deal with decades-old hazardous material at airport

Transport Canada has contracted out contaminated landfill cleanups at the Resolute airport starting later this month, work that has been been neglected for decades.

Kudlik Construction won the contract, worth nearly $5.2 million.

The three landfill sites at the airport have existed since 1949. They were property of Transport Canada until the airport was transferred to the Government of the Northwest Territories in 1995 and subsequently to the Government of Nunavut in 1999.

Asked why the remediation took this long, Julie Leroux, a media relations adviser with Transport Canada, said the department prioritizes its remediation projects around the country based on the level of risk to human health and the environment.

Among the steps to be taken in Resolute will be removal of 300 cubic metres of hydrocarbon-contaminated soil, disposal of hazardous materials such as oil and lead paint, and capping non-hazardous waste with gravel in one of the landfills. It's an approach similar

to what was done at the Iqaluit Airport landfill in 2017, according to Leroux.

She added that there has been no indication of any contaminated materials leaching into the nearby bay.

Resolute Mayor Tabitha Mullin said she's relieved that the sites are being addressed.

While she didn't know of any issues created by the hazardous waste, she said the landfills were an eyesore for passersby, including those who have cabins beyond the airport, which is located less than five kilometres from the community. "(The landfills) have been in that situation for as long as I can remember. It's very nice to hear that they'll be cleaned up," said Mullin, who was understanding about the decades it has taken for the work to get started. "I know they (Transport Canada) have a lot of other priorities, a lot more contaminated sites that they were cleaning up. I'm just grateful it is going to happen here now too."

The contaminated materials in Resolute will be stored in appropriate containers and then barged to a hazardous waste disposal facility in the south, Leroux stated.

Cleanup efforts will start this month at three former Transport Canada landfill sites containing contaminated waste in Resolute.

Airport landfills should only be buried nonhazardous materials, the site will continue to be monitored, Leroux noted.

The work will be seasonal, kicking off on Aug. 14 and wrapping up by late September before beginning again in 2019. It's expected

that 15 to 25 workers will be needed during the peak of the cleanup in 2019, and the majority of those employees will come from Nunavut, according to Leroux. Some of the heavy equipment needed to do the work will arrive by sealift this summer, she said.

Actua camper returns home as instructor 'It's actually them inspiring me,' says Fatima Awan about campers

Actua's summer STEM (science, technology, engineering and mathematics) camps helped plant the seed that will yield a young doctor for Nunavut when Fatima Awan makes her childhood dream come true.

Awan attended her first Actua camp in Iglulik as a youth, after she moved to the community late in her Grade 5 school year.

"I was 12. It was my first time (at camp). I attended with my brother who is just two years younger than me. It was just an amazing lot of fun, and the next time it was here I was 13. I was actually too old for it, but they were able to make an exception," said Awan, whose father is a wildlife biologist for the Government of Nunavut.

This year, Awan is a camp instructor in her home community. She recalls her experience as a camper.

And there's people in their community with those skills and knowledge to share with them," said Spencer, adding the first activity at camp is community mapping – kids take instructors around the community and share their own knowledge right away.

Awan has now completed her third year of university, taking biochemistry and biotechnology, and has wanted to be a doctor as long as she can remember. Her goal is to return to Nunavut when she's completed her schooling to be a doctor.

"When I tell the kids, 'I was an Actua camper just like you,' their face … it lights up. The way they smile. They can be, 'Oh, I can be an instructor, too.'"

Awan also taught campers in Pangnirtung, Iqaluit, Hall Beach,

Qikiqtarjuaq, and, this week, Cape Dorset, on her first tour as an instructor.

Spencer says Actua is seeing more campers becoming instructors.

Specifically, the organization counts Nunavut Sivuniksavut (NS) among its many partner educational institutions, and has hired instructors from its student body. There are no Inuit instructors this year.

"We definitely see value and impact when we hire locally as much as possible, and have had Inuit instructors so they can be role models and leaders for the youth. Some of their (NS) students were Actua campers," said Spencer.

"We did have plans to include a few of them (this year), but they made the decision to stay in their home communities, which I do understand if they've been out of their home community all school year. We're always learning, to make the position more workable and more inviting for Inuit instructors."

Youth in Cape Dorset painted this gazebo and created images related to geese and geese hunting on the exterior while the interior drawings relate to surreal animals. The youth who had a hand in the drawings were Moe Kelly, Joanasie Tunnillie, David Pudlat, Salomonie Ashoona, Saaki Nuna, Tommy Quvianaqtuliaq, Christine Adamie and Dennis Hayward. The painters were Johnny Samayualie, Olayou Nuna, Taqialuk Nuna, Jacky Kelly, Miali Mangitak, Oqittuq Pudlat, Katsua Saila, Kevin Qimirpik, Harry Josephee, Joanasie Atsiaq, Qavavau Mangitak, Koonoo Akesuk, Annie Oshutsiaq, Mary Lisa Parr, Iqaluk Quvianaqtuliaq, Janine Manning, Cie Taqiasuk, Gina Curley, Jutani Alariaq and Miakulu Salomonie. Fun parade finale for Embassy of Imagination

Kinngait/Cape Dorset Three months of artistic and cultural programming for Cape Dorset youth was set to wrap up with the Quviana Parade on Saturday. Art, dancing, hunting were to be among the concepts to be highlighted in the parade.

“It’s just about celebrating and having fun together ... It’s kind of like the finale of our time here,” said Alexa Hatanaka, a facilitator with the Embassy of Youth, a Toronto-based program that promotes art and healthy lifestyles. Representatives with the program make annual trips to Cape Dorset and sometimes brings the youth to cities in the south to paint murals.

Papier mache projects and sewing skills were put to use to make costumes and objects that were to be on display during the parade, which Hatanaka estimated would involve 50 youth from aged nine to 22. Quviana means fun or joyous in Inuktitut.

Some of the youth were also involved in video projects and painting a mural on a gazebo in town.

“It (the gazebo) was looking a little scruffy, so now it’s nicely painted and has drawings on it by a number of youth,” she said.

Summer barbecues for children and youth

Nunavut An organization which supports school meal programs has branched out with community barbecues this August.

“Unfortunately, during summer months, students lose access to school meals. Summer barbecues seemed like a great way to reach children during this time of the year,” said Taye Newman of the non-profit Feeding Nunavut, by email.

“We funded the food for one community barbecue last year. It was a big hit. We posted pics on social media, and other communities responded with interest.”

But a conversation between Newman and Duane Wilson of Arctic Cooperatives Ltd. then led to conversations between Wilson and folks at Calm Air, First Air and First Nations Bank of Canada.

“They agreed to match. It often takes working together to get things done,” said Wilson. “So we took (Feeding Nunavut’s) seed of an idea and looked how we could build something, stretch it and complement.”

This summer, the five communities with First Nations community banking centres will have a barbecue for youth.

Kugluktuk had theirs July 31, while the barbecue in Baker Lake is scheduled for Aug. 15, in Pond Inlet Aug. 18 and Iglulik Aug 25. Pangnirtung’s will be scheduled once the banking centre officially opens.

There’s enough food for 500 children and youth in each community, while Iglulik gets food for 1,000 because of its larger population.

“So awesome,” said Newman. “We also are very appreciative of the folks in each community that will be organizing the event and serving up the fun. I hope the kids and youth enjoy the barbecues.”

Bring back the pisiit

Nunavut Beginning Aug. 6, the Qaggiavuut Society is putting on a one-week master course to teach once-banned traditional Inuit drum songs.

The course includes individual mentorship by elders from across Nunavut.

“The drum songs brought joy, the Inuit were always striving to be happy, no matter what they went through and the drum and singing made them happy,” states Pakak Innuksuk, a longtime performer, film and theatre actor and teacher of the North Baffin drum style.

Pakak will lead the drum dance training during the course.

Eight renowned elders from all regions of Nunavut are teaching – including from Taloyoak, Kugaaruk, Arviat, Rankin Inlet and Iglulik.

Inuit performing artists Susan Aglukark and Looee Arreak will teach vocal technique and performance skill.

“The participants will learn Pisiit daily and rehearse as a ‘choir’ each evening of the course. The Pisiit course is a fundamental music course in Qaggiavuut’s newly launched Qaggiq Performing Arts School,” states Qaggiavuut.

“The Qaggiq School, in partnership with the National Theatre School of Canada and the National Theatre School of Greenland, will offer flexible training to Inuit performing artists in seven programs and 34 courses.”

A public performance of songs not heard publicly in over 50 years is planned for Thursday, Aug. 9 at 7 p.m. at Iqaluit’s soup kitchen.

Narwhal hunt underway

Kugaaruk Hunters in Kugaaruk embarked on narwhal hunts for the first time this season on July 31, said Mark Jr. Karlik, manager of the Kurtairujuark Hunters & Trappers Association.

There are 113 tags available, down from 156 tags last year, when not all of them were used, Karlik said.

There have been three to five pods of five to 10 whales each swimming very close to the community, he noted.

“It’s actually right at our Pelly Bay area. It’s only five minutes (away by boat), give or take a few,” he said, adding that at

least one hunter had a successful hunt on opening day.

The narwhal season will continue until either all the tags are claimed or until ice forms again later in the year.

Boating and hunting abound

Iglulik The ice receded around Iglulik around three weeks ago, allowing community members to finally launch their boats for the season.

The waters are clear, although heading north toward Arctic Bay could bring some obstacles, according to Jacob Malliki, manager of the Iglulik Hunters and Trappers Association.

“We’re still expecting ice in that area,” he said.

There was another temporary disruption recently.

“We had strong winds lately but we have calm winds now and I saw boats going out,” Malliki said on July 31. “They’re hunting now.”

Seal, walrus and char – all seemingly plentiful this season – are what the hunters are after, he added.

17 Nunavut students on board Arctic expedition

Nunavut Seventeen Nunavut students are on board the Students on Ice 2018 Arctic Expedition.

They joined 113 students and more than 80 staff from 20 countries for a learning journey through western Greenland and the Canadian High Arctic.

The students are: Travis Kine of Arctic Bay, Wayne Muckpah and Tapisa Tattuinee of Arviat, Aislyn Omilgoetok of Cambridge Bay, Saaki Nuna of Cape Dorset, Jocelyn Kautuk and Uluappak Enook of Clyde River, Madison Pudlat, Shantea Bruce and Quintin Nester of Coral Harbour, Joshua Komangapik, Jukipa Anrango Kotierk and Jessica Peter of Iqaluit, Megan Case and Breale Hokanak of Kugluktuk, and Teegan Tucktoo and Gail Wallace of Rankin Inlet.

“The team will participate in Zodiac excursions around icebergs, glaciers and bird colonies, hikes across the tundra, visits to remote Arctic communities, engage in citizen science to better understand the health of the coastal environment, learn from Inuit leaders about history, politics, culture and the social and environmental challenges they face, and connect with a diversity of students and educators from around the world,” according to the news release.

“This year’s education pillars are climate change adaptation, ocean literacy, sustainable development goals and truth and reconciliation.”

Nunavut lawyer charged with bigamy, forgery

Prominent Nunavut lawyer James Morton faces charges of bigamy and forging court documents in Ontario.

The Law Society of Ontario is seeking to have Morton's licence to practice law suspended or restricted through the Law Society Tribunal Hearing Division.

In April and early May, according to the society's motion, Morton allegedly obtained a divorce with forged documents. "(Morton) participated in a marriage ceremony on May 12, 2018," according to the motion.

"On 26 June, Morton surrendered himself at the York Regional Police Station and was arrested and charged."

Morton faces seven counts, including forgery by signing two judges' names on a divorce order, and other charges related to the divorce certificate and a marriage licence, and unlawfully marrying a woman named Jennifer knowing he was still married to a woman identified as RS. "There are reasonable grounds to believe that there is significant risk of harm to members of the public and/or to the public interest in the administration of justice if an order is not made suspending," stated the Ontario Law Society.

None of the allegations have been proven in court.

Bigamy comes with a maximum sentence of five years in prison.

Morton has represented many high-profile defendants facing serious charges in Nunavut.

President of the Nunavut Law Society Alison Crowe did not respond to questions by press time.

Efforts to reach Morton were unsuccessful.

City seeks emergency water licence change

Iqaluit The City of Iqaluit will be requesting an emergency amendment to its water licence, according to an August 3 letter from the Nunavut Water Board to federal minister Dominic LeBlanc.

The city wants "to withdraw water from a new source, the Niaqunguk River (Apex River), to augment the withdrawals already authorized under the water licence from Lake Geraldine," states water board chairperson Lootie Toomasie.

Lake Geraldine reservoir. At the council meeting, those in attendance heard the city wanted to top up the reservoir with water from another source before October so it could avoid the possibility of running out of water this coming winter.

Toomasie states in his letter to LeBlanc that in July of 2017 the Government of Nunavut's chief medical officer identified the situation as a public health and safety emergency and ordered the city to take the steps necessary to ensure a sufficient water supply for the city.

According to Toomasie, the city has requested to pump approximately 400,000 cubic metres of water from the Apex River into the Lake Geraldine Reservoir, from the week of Aug. 12 until October.

"Pumping from this supplemental water supply is urgently required to ensure that the Lake Geraldine Reservoir has sufficient water to meet the water withdrawal needs of the City (including supplying drinking water for residents) throughout the upcoming winter season," states Toomasie.

The water board is seeking LeBlanc's consent to expedite consideration of the city's emergency application once it has been received.

If the board recommends the change, LeBlanc then considers approval.

If the minister withholds consent, the city's

application would be processed as a nonemergency and lead to a nine-month process, including a public hearing.

Pangnirtung man succumbs to injuries following collision

Ottawa A Pangnirtung man died in Ottawa after being struck by a vehicle the evening of July 29.

"Gordon Pitseolak, 22, was struck by a vehicle as he attempted to cross the multiple-lane highway near St. Laurent Boulevard on foot," Ontario Provincial Police (OPP) stated in a news release July 30.

The tragedy occurred on Highway 417.

Police state Pitseolak attempted to run across the highway. The Ottawa detachment of the OPP responded to the fatal collision at approximately 10:33 p.m.

Multiple lanes of the highway were closed as a result, with the Ministry of Transportation assisting with traffic control. The Ottawa Police Service assisted in identifying Pitseolak.

The investigation is ongoing.

Beginning in late June and continuing into August, Actua spreads the love of science, technology, engineering and mathematics (STEM) through week-long summer camps.

Actua is a national youth outreach network representing 36 university and collegebased members.

"We've been operating in Nunavut for almost 20 years now," said the organization's

manager of education and outreach Jenifer Spencer.

Spencer says there are a few more camps this year and, with the addition of Grise Fiord to the roster this summer, that makes a total of 24 communities.

"We haven't gone to Sanikiluaq, yet. We're definitely hoping to. We're always looking to build new relationships."

New bylaw to streamline business licensing Business owners will see a new rate structure and reduced paperwork

The City of Iqaluit unveiled updates to its business licence bylaw July 10.

"This new Business Licence Bylaw is based on input we received from consultations with the business community," stated Mayor Madeleine Redfern in a news release.

"Business owners clearly told us what was working, and what needed to be fixed."

But the true success of the revamped bylaw, intended to be simpler and fairer, lies in its implementation, say observers.

"The good news is that we have five months for them to figure out how it will be administered and hopefully they've got a good process come November when people start submitting their applications for 2019," said Iqaluit Chamber of Commerce vicepresident Ted Walker.

The chamber currently has 32 fully-paid members.

"How it gets implemented is going to be very important.

The city and government can

take a long time to move on things," said Walker.

Travel Nunavut executive director Kevin Kelly agrees.

"As a general comment, just making sure that what they've outlined here they're going to be able to enforce.

Enforcement has been always been a big issue," Kelly said.

"And making sure that by putting these bylaws into place we're not going to be hampering the smaller businesses that are out there, the carvers, the harvesters. They're very much a part of the economy, and we want to make sure these bylaws don't hamper their growth."

If someone witnesses a carver selling their work will they be told they need to get this licence, Kelly wonders.

An "exempt business licence" at zero cost is available for Inuit carvers, craftspersons, performers who practice their art, Inuit hunters and gatherers who sell locallysourced country food to customers within the city.

"Are fines going to be given out at that level?" if they don't have the licence, Kelly asked.

Walker says some of the positive changes – if the bylaw gets implemented the way it's written – include reduced recurring paperwork for businesses.

"In the past, we've had to submit the exact same paperwork year after year after

year, which doesn't change and should only need to be submitted the first time. Moving forward I think it will benefit because we'd no longer have to submit that paperwork. The WSCC (Workers Safety and Compensation Board) would be the only thing that needs to be constantly updated," said Walker.

The new rate structure, based on a point system

involving number and type of employee, divides city businesses into five classes: large, medium, small, micro and hobbyist. Rates range from $500 to $25 for residents and $1000 to $75 for non-residents.

For 2018, the city issued 430 businesses licences.

"While there are not exact numbers for small vs. large, it is estimated that half or more businesses have three employees or fewer (class 4)," stated City of Iqaluit communications manager Andrea Spitzer by e-mail.

"Approximately five per cent of licensed businesses are non-resident."

Non-government/charitable/non-profit organization with employees will pay $100 for a licence and volunteeroperated non-government/ charitable/non-profit organization can get a licence for free.

A bed and breakfast or AirBNB will be considered a micro-business.

"The good news here is they have ultimately moved forward on licensing AirBNBs. There's been discussion throughout the tour-

ism industry, throughout the country over the last several years. Nunavut, and specifically Iqaluit, always lags behind the country when these hotbutton issues come up," said Kelly, adding it holds AirBNB operators accountable just like other businesses.

Walker thinks the city was trying to figure out a way to make more businesses apply for licences.

"Because I know there's been a number of unlicensed busineses for years and years and years. I think they were trying to tackle that and make it more attractive for those smaller businesses so they can keep track of what businesses and where," said Walker.

To that end, fines are heftier. But it also means the city will have a comprehensive on-line business directory and solid statistics.

"It's nice that within these new bylaws, the City of Iqaluit is going to be collecting some baseline information," said Kelly, adding there's a lack of information available about the health of the economy in Nunavut and its capital.

So many young hockey players from the North have had to make the long trip south in order to further their hockey careers.

Bradley Nowdlak-Fraser of Iqaluit is one who will be making that trip in the coming weeks and he's feeling a mixture of both nervousness and excitement.

The 15-year-old will be starting at the Ontario Hockey Academy in Cornwall, Ont., on Aug. 27, his first day of classes and while he's going to school as part of the experience, it's the hockey that he's most looking forward to. A winning finish for Nunavut

Sarnia, Ont. Team Nunavut's boys' hockey entry for the 2019 Canada Winter Games spent some time in Sarnia, Ont., playing some exhibition games against teams from the Sarnia Hockey Association.

Their final exhibition game was against the association's bantam A squad, which ended in a 2-0 win for the visitors.

The win capped off a near-perfect week for Nunavut, the only

Iqaluit Skateboarders in the capital will get a chance to do their thing all day long later this month.

The Iqaluit Summer Skate Camp gets going on Aug. 20 and will last two weeks at the Iqaluit Curling Club, the home of the city's skate park.

The camp will host boys and girls between the ages of six through 12 who want to learn how to skateboard or just get better at it.

As of press time, it's only skateboarding that will be happening as the Iqaluit Skateboarding Association published a

reunion of sorts as Nowdlak-Fraser met family he didn't even know he had.

"I met my cousins for the first time," he said. "One of them was the goalie for one of the teams I played against so that was really cool. It's good to know they live in Ontario."

Like any young hockey player, NowdlakFraser has aspirations of going as far as he can, hopefully following in the footsteps of Jordin Tootoo and playing in the National Hockey League.

He said that's the ultimate goal, but using hockey as a way to get into university would be just as good.

"I want to get scouted by junior teams or club teams down there," he said. "I'd like to get a scholarship to a NCAA (American university) school and hopefully get a chance to play pro."

Soccer camp continues

Kangiqliniq/Rankin Inlet The community soccer turf in Rankin Inlet will be busy for the next few weeks with the sounds of the beautiful game.

A girls' summer soccer camp started on July 24 and will see young ladies between the ages of eight through 15 hit the field to learn from Chelsea Dubiel, a Rankin Inlet resident who plays with the women's soccer team at the University of Manitoba.

The camp will happen every Tuesday and Thursday with the players split into two groups.

Those aged eight through 11 will play from 5:30 to 6:30 p.m. each night followed by the 12 to 15-year-olds from 6:45 to 7:45 p.m.

Everything will run until Aug. 23.

So the Toronto Blue Jays have mailed it in for 2018 as the fire sale has begun.

J.A. Happ is now a New York Yankee and you can bet Josh Donaldson and Troy Tulowitzki – if and when they ever get healthy – will be right behind him. The one name no one missed was Roberto Osuna, who went to the Houston Astros in a deal that saw three minor-league pitchers come back. Osuna is about to complete a 75-game suspension for allegedly assaulting a woman back in May and all eyes are going to be on him. But why would Houston make that deal? First off, the team has a zero-tolerance policy for anyone who abuses anything. Jeff Luhnow, Houston's general manager, said he's confident that Osuna is remorseful. Maybe, but that's going to be one interesting locker room.

Houston is already a good team and Osuna may make them better, but was it worth it, knowing the baggage that came with it?

Most people I know, including myself, don't really take too kindly to domestic violence. If Osuna is found guilty, you can bet his employment opportunities will lessen to the point that no one will want to take a chance on him.

Locker rooms are fantastic courtrooms and they do a better job of handing out judgment than most public courthouses.

Operation Nanook eyes the Northwest Passage Military exercise to involve Rangers in several communities

Sgt. Roger Hitkolok plans to lead seven other Kugluktuk Rangers on a boat trip to Victoria Island this week to help track activity in the Northwest Passage.

They're part of Operation Nanook, an annual military sovereignty, safety and security exercise that will ramp up over the next several weeks.

Hitkolok expects to be gone for six days, returning on Aug. 13, and then make a similar trek again in September.

"There's so much ships going through now that people don't know about," Hitkolok said.

"They (the military) just want to see what's going on out there.

"We've got to take some information and pictures, if we can get close enough to take pictures."

Approximately 50 Rangers from several communities and an Air Force Twin Otter will keep an eye on increasing traffic in the Northwest Passage into September.

There's also growing activity in the air with polar route flights rising to 14,000 in 2016 from 1,000 in 2003, according to the Canadian Armed Forces.

The higher volume of commercial, research and tourist traffic poses safety and security risks; emergency responses to natural and

human-caused disasters must be rehearsed; and there's widening interest in Arctic fossil fuels and minerals, the Canadian Armed Forces (CAF) stated.

"The CAF acknowledges the importance and unique nature of the Canadian Arctic by considering it a theatre of operations, where Operation Nanook complements other Arctic operations by providing training, partnership building and (research and development) opportunities to our mission partners," stated Captain Ian Grant, a military public affairs officer.

The RCMP, Environment and Climate Change Canada, Canadian Coast Guard, and the Department of Fisheries and Oceans are also participating in this year's operation, which officially kicked off on July 16.

Last year's Operation Nanook involved close to 900 soldiers, Rangers and civilians combined. It was split between Rankin Inlet and Voisey's Bay, Labrador.

Hitkolok, who has been a Ranger since 1993, said the Arctic military exercises are beneficial because they allow southern military personnel to get a sense of what life is like in the North.

He said the time on the land can bring some pleasant surprises as well.

He recounted an expedition where he was helping to guide Junior Rangers a few years ago.
