Iqaluit's Federal Road to get makeover Kudlik Construction wins $2.6-million summer upgrade contract

Iqaluit

During a season dominated by weathered and ravaged roads, the City of Iqaluit announced Federal Road is receiving a makeover from the RCMP building to the airport.

"Paving this area of Federal Road will improve drivability, reduce annual maintenance costs, as well as help enhance a positive image of the city, especially for visitors arriving from our international airport," stated Mayor Madeleine Redfern in a news release.

Following a tender, the city awarded the sole-bidder contract to Kudlik Construction at a cost of $2,544,866. The targeted area is from Qaqqamiut Road to Ikaluktuutiak Drive – this is the section between the far side of the airport to just past the RCMP building, two block short of the Four Corners.

The work is scheduled to begin May 21, with the removal of old pavement. Paving is scheduled to begin the second week of July, continuing through the summer.

To accommodate traffic, the city stated flow will be modified "which may entail one-lane traffic-flow through this area."

Prior to the news release, Nunavut News requested interviews with Redfern and the director of public works to discuss the state of Iqaluit roads and water and sewer infrastructure, as well as plans and funding opportunities moving forward.

"It may be best to defer this interview until a little later this summer.

A lot of activity is happening right now and perhaps there may be a few more details in the next few weeks," stated communications manager Andrea Spitzer via e-mail.

But these days, she's looking forward to going on a family vacation. Aside from visiting her boyfriend's family in Sept Iles, she mentions Niagara Falls. She especially wants to take her grand-mother and daughter on a trip together.

"What I want for my daughter and really for every child is to pursue their education and

What happened within the walls of Edmonton's Charles Camsell Indian Hospital will be brought to light in a new documentary project by award-winning Dene television producer, director and writer Raymond Yakeleya. Camsell is also one of 29 Canadian Indian hospitals named in a statement of claim in the preliminary stages of a $1.1-billion class action suit filed in January.

Dene filmmaker Raymond Yakeleya wants to include Inuit voices in his documentary about Edmonton's federally-run Charles Camsell Indian Hospital.

Getting to Inuktut-first through education Northern News Services

This month saw the launch of Anaana's Tent, a made-in-Nunavut TV show for kids produced in Iqaluit by Taqqut Productions – and airing on APTN nationally.

Taqqut Productions is owned by the same people as Inhabit Media, an Inuitowned publishing company based in Iqaluit.

We watched the show on the website, which features Riit and a great dog puppet and animated versions of some of our favourite Inhabit books.

TV programming for kids in Inuktitut is one of the front-line defences for the preservation of Inuktitut. Inhabit's books and curriculum development projects for the Department of Education are other tools in this fight.

It's a fight that appears to be Nunavut's alone. Nunavut Tunngavik Inc. president Aluki Kotierk rightly took the Canadian government to task at a recent United Nations forum, pointing out the massive gap in per-student funding for Inuktut versus French.

The feds put more than 40 times the amount per student than they do for Inuktut – in Nunavut!

Kotierk said Inuktut is the heart of Inuit identity. The loss of Inuktut would complete the colonization effort that the federal government claims it is trying to reverse.

those claims. Indigenous languages everywhere are at risk of extinction thanks to the spread of English in particular. Like Inuinnaqtun in Nunavut's west, the Haida language on Canada's west coast has a few dozen fluent speakers, almost all elders.

It's not an inevitable path for Inuit languages.

Hawaii is a case study in rebuilding a language near extinction. As documented by the Associated Press, colonizers in the late 19th century overthrew the monarchy there and implemented a law banning the Hawaiian language. It was 80 years before efforts were made to resuscitate the language.

At that point, fewer than 50 people under the age of 18 spoke Hawaiian.

Those efforts appear to be paying off. After 40 years, about 18,000 Hawaiians – including 2,000 children – speak the language and that's a victory.

Hawaii's success stems from a small group of educators who founded a key revitalization program and now immersion schools work to preserve the language and culture.

Nunavut is so much further ahead in its capacity and number of Inuktut speakers, yet the risks to the language are real. Inuinnaqtun is on the ropes and English is the de facto language of Nunavut's government and business sectors.

Hawaii showed the schools are where change needs to begin and we can't ignore this fact.

Premier Paul Quassa – then education minister – lost his battle to push Bill 37 to delay deadlines for graduates to be fluent in Inuktut. He lost because legislators said 'someday' is just not soon enough. Inuktut must be preserved now.

To do so, the feds need to recognize Inuktut as a founding language – as Kotierk said – and provide the required funding to provide the resources needed to make Inuktut the first language across Nunavut.

It's not too late – yet. With increased resources would come improved curricula and the opportunity for creative solutions.

We can't replace English teachers and principals overnight. But we could support them by investing in translation technologies and Inuktut-speaking assistants in every classroom. Put those folks on track to being teachers and some day Nunavut could have an education system that supports a truly Inuktut-first society.

Movement in the workplace A majority of people who are in the workforce usually aspire to move from worker to supervision to director and so on until retirement. This is not an easy journey but it can be done with effort and commitment.

Normally when we enter into employment we've had some exposure to or some experience in our field of choice. Maybe a few examples will help us see the big picture.

When an individual enters into one of the trades they are expressing their mechanical aptitude and put this to practice. A plumber gains skills in pipe-fitting and connections to various devices for proper water flow, intake and expulsion of fluids. An electrician learns the conductivity of wires and pipes. He learns the different sources of energy, the potential current of energy and applies this skill in construction and household use of this energy. A carpenter

sees lumber and visualizes how these pieces can be measured, cut and fitted in building houses, sheds, kamotiks. A miner can gain skills in both underground and open pit through heavy equipment operating, blasting techniques, drill patterns and driving drifts to the ore bodies.

There are countless other means of applying understanding and skills in a field of interest.

When we engage with other people, families and individuals, we need to make sure we are okay and stable before we attempt to help someone else. This involves an awareness of the person and their environment. Perhaps everything appears ‘normal' – a regular job, maintaining a place of residence, some involvement in the community – but something is just not quite right.

As we begin to listen to their story, we see a picture emerging from this story that has underlying issues that have not been dealt with on a

Fire destroys QEC storage building

Iqaluit firefighters battle a blaze at a storage unit owned by the Qulliq Energy Corporation May 14.

A blaze broke out in a storage property in the capital owned by the Qulliq Energy Corporation (QEC) May 14.

The storage unit was between the 100 and 600 blocks.

Qulliq later sent out a news release saying it was demolishing what remained of the property May 16 to 18.

"Emergency services quickly responded to a fire on QEC property at approximately 5 p.m. QEC staff and line crews were on site to disconnect power to the inflamed structure and neighbouring buildings," stated manager of corporate communications Renee Boucher.

"The fire was contained by approximately 5:30 p.m. No injuries were sustained as a result of the fire." The cause of the blaze is being investigated by the fire department.

The day started off slow, no bears, few tracks, travelled more than half the day, finally spotted a bear in the distance, checked out the bear only to see it was a 6-1/2 foot bear. Set up camp disappointed no bear today, I guess was in my mind. Decided to look through the binoculars a last time before going off to sleep to find a boar and a sow. Meeka Mearns receives an appreciation award from MLA Margaret Nakashuk and councillor Jaco Ishulutak, as councillor Jenna Kilabuk watches. Mearns was honoured for her time and energy fundraising for minor hockey every year. The Hamlet of Pangnirtung celebrated 45 years May 12.

An award ceremony took place in the evening to recognize the contributions community members have made over the last 45 years, said senior administrative officer Ron Ladd via e-mail.

Forty-five plaques were made up saying, "Thank you for your kindness, contribution and volunteerism."

Ladd said among the 45 recipients were: Cpl. Aaron Simard with the RCMP for keeping the community safe; hunter Mathew Qaqqasiq who regularly shares his catch with the community; Meeka Mearns for her work fundraising for minor hockey every year; and Attagoyuk Ilisavik principal Aaron Wile who accepted on behalf of the district education authority and all teachers and support workers.

Lacrosse making a comeback

Kugluktuk Lacrosse is being revived in Kugluktuk.

The sport was popular in the early-to-mid 2000s when it was introduced as a suicide prevention program. Its positive impact on the community was the subject of an ESPN documentary in 2007, but the momentum faded in the years after that.

With the turf being placed in the arena for the summer, recreation coordinator Matt Craddock said nine people have already expressed interest in a lacrosse coaching clinic that will be held in July.

Informal programs will be developed for youth and adults starting in June because there are some adults who played 10 to 15 years ago who know enough to get the youngsters started, Craddock said.

After teaching those as young as eight the fundamentals of the sport this year, they may be able to travel to tournaments next year, he suggested.

"There's kids in the streets playing with their (lacrosse) sticks already," Craddock said.

"It used to be a big thing here ... there's some excitement there."

SEALING UP HER FEET IN HOMEMADE BOOTS

Mary Joanasie wears a pair of kamiik that she made with her own hands through a Nunavut Arctic College course offered in Cape Dorset from January to April. Nuvalinga Kingwatsiak and Annie Pitseolak were the course instructors.

Sanirajak/Hall Beach North Arrow Minerals is working with the Hall Beach Hunters and Trappers Association to identify a couple of wildlife monitors for some upcoming work.

The company plans to drill this summer at its ML-8 kimberlite on its Mel property, approximately 140 km south of Hall Beach.

The wildlife monitors, who would be part of a camp of close to 10 people, will inform the company of any caribou sightings, which could lead to a temporary shutdown of activities until the animals pass by. It could also result in flight paths being altered so the caribou aren't startled, said Nick Thomas, North Arrow's investor and community relations manager.

A couple of people in Hall Beach will also

be hired as expediters, shuttling food and other supplies from flights into the community to aircraft heading out to the Mel camp site, Thomas added. There's also a possibility that driller's assistants may be hired locally as well.

North Arrow has developed a good working relationship with people in Hall Beach, according to Thomas and he said the company has left a chunk of the ML-8 kimberlite at the hamlet office for display.

Last summer at North Arrow's Naujaat property, which is only about 10 km from the community of Naujaat, close to 15 residents were hired for jobs that lasted days to several weeks, Thomas said.

Bump, set... action!

Gjoa Haven Gjoa Haven was bustling with activity during the May 12-13 weekend, hosting a regional volleyball tournament and a film crew working on behalf of CBC. Frantic Films, which has offices in Toronto and Winnipeg, was in town for a few days shooting footage for a documentary on the economic benefits of sealift and the community's dependence on it, said Bob Cheetham, the hamlet's economic development officer. Members of the film crew went out on a caribou hunt with local harvesters as well, he said.

The guests, the volleyball players and many community members then enjoyed a gathering featuring dancers and throat-singers on the evening of May 13.

"That was a packed house," Cheetham said.

Award for Iqaluit airport engineers

Iqaluit Engineers Canada is honouring Stantec engineers who worked on the Iqaluit International Airport Improvement Project this week with the National Award for an Engineering Project or Achievement.

"Last year, engineering firm Stantec completed a four-year, $330-million project to upgrade Iqaluit International Airport's single airstrip and support facilities. This build is a resounding success in the community, offering more efficient use of airside space and a barrier-free, architecturally stunning terminal for visitors and Nunavummiut to use year-round," according to a news release.

The new facility is also being praised for improving opportunities for trade, education, health care and tourism.

The awards ceremonies for engineering excellence will take place in Saskatoon, Sask., May 24.

An iglu-building contest at Pond Inlet's return of the sun celebration held in February led to a full-on workshop recently. "It was recognized we needed to get some younger people out to participate.

Hopefully, that will generate more interest and more people coming out when we have our return of the sun celebration," said Sirmilik National Park

manager Carey Elverum.

"More than 60 people came out, while seven teams of two each worked on building an iglu."

Elders Elijah Panipakoocho, Ham Kadloo and Titus Allooloo led the workshop.

Tonnes of kids had a blast playing in the iglus and getting the general experience and tradition, Elverum added.

Champions crowned and race organizer steps down after five years of running Kivalliq Challenge

Leo (Dali) Kaludjak returned to the winner's circle by capturing the Senior Division of the Kivalliq Challenge snowmobile races in Rankin Inlet on May 8.

The races were scheduled to run in Rankin on May 5 and 6, but bad weather forced the championship heat in the Senior Division to be moved to May 8 from its originally scheduled time.

Troy Makpah captured the Junior Division crown (18 years of age and younger), while Ross Tatty grabbed the checkered flag in the Master's Division (35 and older).

A total of $42,000 in prize money was

handed out between the three divisions this year. Race organizer and coordinator Noel Kaludjak has been running the Kivalliq Challenge races for the past five years.

He said this year's track was about 5.1 kilometres long and stayed very smooth for the racers despite the weather.

The juniors ran an eight-lap race, while the masters ran a 10-lap race. The Senior Division ran eight laps per heat in the qualifying heats, with the semifinals being 10 laps and the championship final 20 laps.

The number of racers in the Master's Division was way down this year, with only six taking part, said Kaludjak.

"The number may have gone down because I lowered the top prize to $3,000 from $5,000

the previous year, but we also lowered the entry fee from $300 down to just $150 this year," he said. Noel said the competition was fairly close this year, especially in the Junior Division.

He said there were a couple of wipe-outs and one minor injury.

"The Senior Division was very, very fast this year," he said. "Last year's winner (Nanaouq Tanuyak) didn't even make the finals this year. I think there may have been something wrong with his machine because he just wasn't racing that fast."

The weather was not great for this year's senior final, but everything worked out in the end and the crowds were extremely enthusiastic.

Race organizer steps down Noel announced before the races that he would be stepping down from running the Kivalliq Challenge after this year's winner was crowned.

"Next year I want to enjoy the races by just watching and taking lots of pictures and, besides, it's time to let the younger guys take over," he said. "The first few years were just awesome, but the past couple of years it was all starting to get to me. I almost didn't do it this year, but, I thought, no, I'll do it one more year and then step aside."

"I'll still help out here and there," he continued. "But it's time for someone else to take control of the event because I won't be around forever."

Three tournament wins in a row for Gjoa Haven 18U boys in April and May

To be the man, you gotta beat the man. So said professional wrestler Ric Flair.

If recent results are anything to go by, Gjoa Haven's 18U boys' volleyball team, known as the Snowy Owls, are the men and they are still the men until they're knocked off.

The Snowy Owls have had quite the run of success in the last few weeks and put a bow on it by winning the Gold Diggers Tournament in their home community earlier this month, besting seven other teams from Taloyoak and Gjoa Haven to do it.

That win came on the heels of their victory at the Nunavut 18U Championships in Iqaluit last month and another at a tournament in Taloyoak against a full complement of senior men's teams, no less.

Their success has been a bit of a surprise to their coach, Carol Takkiruq.

"It's really surprising to see them do so well and represent their community the way they have," she said. "They all put in lots of hard work and they play together as a team.

That's how they've won."

Takkiruq began working with the boys three years ago and helped them grow into a tight-knit unit. Three of the players – Brent

Eighth best for Team North

Membertou, N.S. The final results are in from the 2018 National Aboriginal Hockey Championships in Membertou, N.S. and Team North had the exact same on both the boys' and girls' side.

The girls took on Alberta in their seventh-place game and ended up on the wrong end of a 9-2 decision to finish in eighth

Puqiqnak, Thomas Porter and Brendan Jewell – even went on to play at the Arctic Winter Games with the boys' team that finished fourth this past March in Hay River, NWT. This was a source of pride for Takkiruq.

She said the experience the boys had there really helped with their development.

"They learned a lot and they came back and showed everyone else what they learned," she said.

The boys started practising this year when school started in August but ramped up their schedule after the Arctic Winter Games in preparation for the final push of the season.

Their season came to an end after the Gold

place. The boys also ended up in eighth place after dropping their seventh-place game to Team Atlantic, 8-3.

Qaritaq Kusugak of Rankin Inlet was the highest-scoring Nunavut player on the boys' side with three goals and five assists in five games while Kadin Copland of Arviat led the Nunavut attack for the girls with four goals and three assists in five games.

Indoor soccer on the horizon

Iqaluit The Youth Minor Soccer Program in Iqaluit is getting ready for its indoor season on the turf at the Arctic Winter Games Arena.

The season is set to begin on May 30 and will run every Wednesday evening for youth between the ages of four through 10 until July 4.

Diggers Tournament, but Takkiruq said they will be back at it in August when the new school year starts up.

"We have two players who will be too old for next year but I'm hoping we'll be able to get back together as a team for the Gold Diggers next year and defend our title," she said.

For now, Takkiruq is just proud of what her boys did this season.

"I'm just so impressed with what they were able to do," she said. "They've helped each other out all year and they supported each other. Winning those tournaments was tough to do but they did it and our community should be proud of them."

Registration for this season is happening at the arena on May 22 between 4 and 6 p.m.

Time to dodge again

Iqaluit One of the favourite events on the recreation calendar in the capital was back on for another year.

The annual dodgeball tournament happened on May 19 at the Arctic Winter Games Arena. Teams of up to eight people with at least three women suited up for battle on the turf.

As in past years, the tournament had a theme for all teams to follow and this year, it was the letter G in that every team's costume had to have something that began with the letter G. All funds raised from the tournament went toward the programming at the Elders Qammaq.

Cambridge Bay has been a mainstay of the Arctic ShootOut basketball tournament in Yellowknife for several years and they can now call themselves the champs.

You can bet the SCOTUS ruling will reopen debate on how sports betting is done in this country. If Americans get the chance to wager on single games, why can't we? We're on the road to decriminalizing the sale and possession of marijuana so why can't the same be done for single-game sports wagering? It would make things more interesting for those who enjoy a "flutter", as the British like to say.

The big question now is what happens to the sports themselves? There have been issues of match-fixing or point-shaving for years – the most famous being the 1919 World Series involving the Chicago White Sox, known as the Black Sox Scandal – and there's the potential that it could happen more often thanks to this ruling. The NBA, NFL, NHL and Major League Baseball all had their concerns and voiced them in court. Sure, the risk is there.

No one would deny that. This is where outside monitoring comes in, much the same way several leagues now have concussion spotters at games.

Several sportsbooks in Europe and Asia already employ analysts whose sole job is to watch betting trends and see how money is moving in certain markets.

Anything that looks out of the ordinary is flagged immediately and betting can be stopped. You are looking to beat the house, after all and the house doesn't want to part with its money without a fight.

They don't just look at how much is being wagered on who's going to win a game because that's too obvious. There are in-game wagers, such as how many goals a team gives up, who

gets ejected in a certain inning, how many penalty flags are thrown in a football game, etc. That's what analysts are looking at because smart gamblers think they can get away with that.

As much as I hate government regulations, which involves engaging with stakeholders and taking the matter very seriously and forging strategic partnerships to take advantage of a more robust stance in shaping policy priorities and implementation mechanisms, there needs to be some sort of law in place to make sure people know there are penalties for even thinking about corrupting a game. I'm talking about college athletes in particular.

Amateur worries No paycheque for what they do makes it awfully tempting to think about doing something for a bit of money. There are those who will be vulnerable and I'm not saying that in a negative light. Everyone has a price, as Ted DiBiase kept telling us on WWF Wrestling Challenge every Saturday morning and someone could come along with the right dollar amount. That needs to be watched closely watched and that goes for the professional ranks as well. Many of them are well-paid already but you know what happens when you make a lot of money, right?

Let's face it – people have been betting on sports for as long as there's been betting but it's about to come out of the back alleys and it will explode, much like the weed thing. Come to think of it – making a wager while high would be something, wouldn't it?
