Laura-Jeannie Gibbons enjoys a good laugh by the shore in Hall Beach. She is working to reduce crime in Hall Beach while also reinforcing traditional Inuit values and practices through various programs.

There's enthusiasm in Laura-Jeannie Gibbons' voice as she describes the ways she's trying to help members of her community.

She's putting together a proposal for a summer women's group that will incorporate seal skinning and sewing to make kamiik, along with self-improvement in other aspects of life. She's expecting more than 20 participants.

"It's going to help them with a healing circle and there's also one-on-one (counselling sessions)," Gibbons explains, adding that previous women's groups over the past fiscal year – her first as community justice outreach worker – brought in 59 people.

"This job inspired me, where I get to help community needs; how we can reduce crime in the community."

Having elders involved in the programs is also important, Gibbons said.

"They're our role models," she said. "How

we can have them collaborate between elders, youth and adults; how we can continue keeping our Inuit values is my focus, based on IQ (Inuit Qaujimajatuqangit) principles."

Through her part-time position – she works afternoons and takes occasional calls after hours – she is also contemplating proposals for a men's group, a boys' group and she would like to see a workshop to tackle the issue of young teens getting pregnant and exposing themselves to sexually transmitted diseases.

By participating in the women's groups as coordinator, Gibbons has picked up some skills for herself. She crafted her own mitts, headband and a purse, and she made sure they matched the colour of her parka.

"I'm so into red," she said with a gentle laugh. "It was quite amazing."

Her grandparents, who helped raise her, emphasized the value of education, she said.

"They encouraged me to complete my high school so that I can move forward

for the workforce," said Gibbons, who completed high school in Hall Beach after living in Iglulik in her younger years.

She later enrolled in a camp cook course in college. Since then she has worked as substitute teacher, school secretary, tenant relations officer and community health representative.

As part of her current occupation, she serves as a commissioner of oaths, verifying that legal documents are legitimate and witnessing the signing of those documents.

This is needed for medical travel and passports, for example. She also helps prepare applications for emergency protection orders and community intervention orders, which address personal abuse.

In addition to her career, she's raising four children of her own, constantly thinking of their fate and that of her community.

"I want Nunavutmiut to have a better future," Gibbons said.

Gjoa Haven MLA grills Savikataaq on Grays Bay funding withdrawal

Gjoa Haven MLA Tony Akoak put Economic Development Minister Joe Savikataaq on the spot recently, pointing out that an April 13 Government of Nunavut news release revealing Ottawa rejected a funding request for the $550 million Grays Bay road and port project came after a March 26 letter to the Kitikmeot Inuit Association (KIA) stating that the GN was withdrawing its request for Grays Bay project funding under the federal National Trade Corridors Fund.

Grays Bay entails a deepwater port that would be built at

the Coronation Gulf, in the Central Arctic, and a 233-kilometre road from the port to the former Jericho diamond mine. It's envisioned as key infrastructure that would spur various largescale mining projects, leading to an estimated $5.1 billion boost to Nunavut's economy over 15 years.

The letter to the KIA indicates that the GN's responsibility for 25 per cent of project funding would "significantly impact the GN's ability to pursue needed infrastructure in other areas."

Bay when it made its public announcement about the federal government's denial of funding.

Savikataaq replied that the GN "did notify (the KIA) before the announcement from the federal government that the project was turned down for funding.

"We want to work with our partners in terms of trying to not hinder their process in terms of trying to access funding. It was jointly agreed between the KIA and our government that we would hold off and have a 'wait and see' attitude, but they were informed before the announcement from the federal government. That's correct. We work with them and we support the Grays Bay road project in prin-

ciple, just like we support any major developments in Nunavut that’s going to bring employment, boost the economy, and bring jobs to Nunavut," the minister said.

"This new government decided that we have our priorities and we only have so much money to spend. We have the debt cap to worry about. All the funding that we get for the GN, we still always have to put in our 25 per cent and that comes out of our money. Mr. Speaker, we only have so much money to get so much done. I'm sorry if the member disagreed with our government’s position on that, but we just have to make sure that our priorities are within the mandate."

SMASH delivers on sexual health education Nunavut youth 'very interested and very engaged in being positive people in their communities': facilitator

Sexual health, empowerment and social responsibility – these are the themes Nunavut youth in Pangnirtung, Iglulik and Iqaluit explored in late April and early May. "There's very standard sex ed stuff. We talk condoms and STIs (sexually transmitted infections), healthy relationships. To branch out of that we really talk about their power of choice, the way that their decisions can affect their lives and other people's lives now and in the future," said co-founder and facilitator for FOXY and SMASH Nancy MacNeill.

FOXY (Fostering Open Expression Among Youth), founded in 2012, and SMASH (Strength, Masculinities, and Sexual Health), launched in 2016, are sexual health education programs developed with Northern youth, for Northern youth.

The mission is to use the arts to enhance the education, health, and well-being of Northern and Indigenous youth.

"High rates of STIs in the Arctic have been a focus of recent research, and youth are believed to be at greatest risk of infection," notes Qaujigiartiit Health Research Centre's Gwen Healey in a research paper published in the International Journal of Circumpolar Health in February 2017.

"In 2013, Nunavut's rates of chlamydia, gonorrhea and syphilis were more than 10 times higher than that of Canada, and still remained high in 2014/15."

MacNeill says these statistics are non-negotiable.

And the Nunavut youth she encountered at Attagoyuk Ilisavik in Pangnirtung, Ataguttaaluk High School in Iglulik, and Aqsarniit Middle School and Inuksuk High School in Iqaluit get that.

"Talking to youth who already understand that idea … it's really easy for them to put

two and two together about how their choices about health affect the health of their community," said the Iqaluit-born MacNeill.

Describing how she and peer leaders Kendrick Bolt and Jacob Schiller engage youth "who see this stuff through a masculine lens," MacNeill says it starts with play.

"We play a lot of games to help break the ice and help everyone realize that it's a safe space, and that they're allowed to goof around and at the same time learn about sex," she said.

MacNeill says there's no shame in feeling awkward.

"Because of the way our society is set up, people do feel awkward the first few times they talk about sex. And sometimes forever.

I know adults who still giggle when you say the word penis, or vagina. I get it," she said, recalling the first time her teacher pulled out a wooden penis to demonstrate condom use.

"I laughed. Of course, I laughed."

But she notes it's the students with the giggles who end up being the ones who are most attentive.

"They're asking really good questions, and they're really engaged. I think a lot of that has to do with the fact that we get nervous about the things we care about," MacNeill said.

While MacNeill, Bolt and Schiller led SMASH workshops, FOXY peer leaders simultaneously led workshops grounded in the female gender.

FOXY and SMASH run retreats at Blatchford Lake Lodge in the NWT in the summer.

That's where youth deepen their sense of being powerful and develop their leadership skills.

"They do a lot of arts training and leadership stuff. There's a lot of opportunity for them to step up and take care of things," said MacNeill.

"I think a lot of youth feel very underestimated. A lot of teenagers really want to feel that power, and every time you give them some tools and knowledge that give them that power they really attach to it."

Candice Lys, the Fort Smith woman who conceived of FOXY, said more than 20 Nunavut youth had applied for the retreat ahead of the May 31 deadline, and she was expecting more in the final hours.

SMASH received $1 million from the Public Health Agency of Canada May 15.

"Specifically that fund is going to help SMASH do more travel ... and offer our retreat program, which frees up additional funds for us to come back to Nunavut," said MacNeill.

Mayor to keep fighting for elders centre Department of Health to issue request for proposals rather than endorse Kugluktuk's proposed facility

"Yeah, it was a disappointment."

That was Mayor Ryan Nivingalok's response to the Government of Nunavut's recent decision to examine all options for an elders' longterm care centre instead of throwing its support behind the Hamlet of Kugluktuk's proposal.

The hamlet has spent the past two years developing plans and a site for a 24-bed, 24-hour long-term care facility for elders.

"I don't think it's dead.

We're not giving up. We'll still work at it," Nivingalok said.

"We've got a lot of partners in this project. We're going to keep going forward, try. Hopefully we come out with the best."

Kugluktuk MLA Mila Kamingoak pressed the government for a positive response to Kugluktuk's proposal during the late May sitting of the legislative assembly.

Health Minister Pat Angnakak replied that since the new territorial government has taken power, there has been substantial interest expressed by numerous parties regarding long-term care centres that would keep elders in Nunavut, rather than sending them south.

"People from all over have started to say, 'We want to run the facility,'" Angnakak said.

"We met as a cabinet to discuss the next steps of how we should be dealing with this and we decided in collaboration that we need to probably issue an RFP (request for proposals) because that

would be the most transparent way of doing it."

The health minister added that she encouraged Kugluktuk's senior administrative officer to submit a proposal as part of that process, which will take a couple of months.

Kamingoak didn't accept that response. She said the hamlet's plan is "ready to go" with a fee-for-service structure and it hasn't been given adequate consideration.

A few days later Kamingoak made another statement,

criticizing the GN's singular approach when Nunavut needs more than one new long-term care facility.

"It is not clear why the government cannot consider and support different approaches to meeting that need," she said.

"It is very frustrating when, on the one hand, our government urges Nunavummiut to learn to be self-sufficient and to work together to find our own solutions, but on the other hand will not com-

mit to providing the necessary support. Mr. Speaker, I would like to quote a line from the vision statement of our government's Turaaqtavut mandate: 'Government supports communities to build on their strengths and enables their self-reliance.'"

Nivingalok, who also used the terms "unfortunate" and "shocking" to describe the GN's current approach, said he felt the Hamlet of Kugluktuk was making headway with the previous territorial

government.

Last June, former Health Minister George Hickes addressed long-term facilities in the legislature.

"If there are third parties and partners available out there that are looking at investing in infrastructure and facilities such as this, it would be something that the department would obviously look very favourably upon to provide care in the territory," Hickes said at the time.

view Thursday to compare his position to that of the current government.

Kamingoak invited Angnakak to come to Kugluktuk to discuss the proposal. Angnakak said she would gladly accept, however she said she wouldn't be at liberty to discuss much detail about the Hamlet of Kugluktuk's plans if the request for proposals is in place.

"I wouldn’t want to cross any lines; just keep it fair for everybody," said Angnakak.

This is how minor hockey looked on a good day in Cambridge Bay this past winter. Cambridge Bay MLA Jeannie Ehaloak will not guarantee hockey players and recreational skaters will be back on the arena ice in Cambridge Bay next winter, but she says she's working on the issue alongside Community and Government Services Minister Lorne Kusugak.

Gillard added that local volunteers and Hockey Nunavut were very accommodating last year during the period when it was uncertain whether the arena might open. The hamlet has also decided to pursue a capital campaign, likely to kick off in the fall, to start fundraising for a new recreation

complex, Limousin added.

Ehaloak said the existing arena, with renovations, likely has eight to nine years of life left in it. She said that it will probably take close to 10 years to build a new rec centre.

"I'm totally in support of what they're trying to do," she said.

Ehaloak, who was Cambridge Bay mayor for six years prior to being elected MLA last October, said she tried to get the arena situation resolved during her term as the hamlet's leader.

"When I became mayor seven years ago this was an issue," she said.

Health, QEC pay out most overtime Northern News Services

The Government of Nunavut (GN) revealed that its overtime payments to all staff totalled almost $28.2 million in fiscal 2016-17. The department spending the most on overtime was – by far – Health at close to $13.4 million. Next came Qulliq Energy Corporation (QEC) at $5.9 million and Justice at $2.7 million.

Eleven Health employees received overtime pay in excess of $100,000, as did two from QEC. Ninety-one GN workers earned $50,000 to $100,000 in overtime, with 43 of those employed by Health and 40 by QEC. Another 212 civil servants pocketed $25,000 to $50,000 in overtime pay.

No progress on decentralization plateaus

As of March 18, there were 4,889 positions within the GN and 2,250, or 46 per cent, of them were based in decentralized communities. Iqaluit had 1,991, or 40.7 per cent, of the government jobs while non-decentralized communities accounted for the remaining 648, or 13.3 per cent of the positions.

Back in December 2004, when the GN made a commitment to decentralize more of its jobs, 46.4 per cent of positions were located in decentralized communities. Back then, the total number of government jobs stood at 3,198.

The territorial government's aim is to have 60 per cent of its positions based in communities outside of Iqaluit.

Resounding calls for action on mental health

Multiple MLAs expressed a dire need for greater mental health support in Nunavut.

Cathy Towtongie, MLA for Rankin Inlet North-Chesterfield Inlet, spoke of "parents on the verge of giving up on their sons or daughters, who are hearing voices in their heads."

She said there's a struggle among some Inuit, with their ancient culture and old traditions, who are trying to cope in a modern world.

Gjoa Haven MLA Tony Akoak invited Health Minister Pat Angnakak to visit his community, which he says is suffering from "serious crisis and trauma, much of it due to mental health and addictions issues."

He also cited the Truth and Reconciliation Commission's 2015 final report that called upon the federal government to "ensure that the funding of healing centres in Nunavut and the Northwest Territories is a priority."

He noted that still hasn't happened, and Akoak asked the government to establish a healing centre to help Nunavummiut "break free from the legacy of the past."

Pangnirtung MLA Margaret Nakashuk acknowledged the GN's response to her community's recent need for emergency intervention by providing crisis counselling and victim support services as suicide and the threat of more suicide looms. However, "a more sustained level of service is now needed," Nakashuk said.

Health Minister Pat Angnakak replied, "I think we can do more, but it’s going to take some time."

Nakashuk asked whether the government can establish a healing centre within the territory.

Angnakak said the GN, Nunavut Tunngavik Incorporated and the federal government have had meetings on that matter.

"They’re putting a proposal together for a healing centre in Nunavut. We want to establish a healing centre in Nunavut," Angnakak said. "We are presently working on that, please be aware."

Progress on residential mould removal

Professional mould removal has taken place in 32 of 35 Nunavut Housing Corporation homes classified as needing urgent intervention following 2017 inspections, Housing Minister Lorne Kusugak said on May 29. Those homes are in Baker Lake, Cambridge Bay, Gjoa Haven, Iglulik, Sanikiluaq, and Kugaaruk.

He said the remaining three units will be completed by September.

Another 31 houses requiring mould removal – in Hall Beach, Iqaluit, Cape Dorset, Kimmirut and Arviat – will be included in contracts being advertised this spring, he said.

In addition, 196 local housing employees in all 25 communities have been trained in mould remediation techniques, he added.

Water concerns run deep

Drinking water worries persist in Sanikiluaq, where high sodium levels are present, Hudson Bay MLA Allan Rumbolt said on May 24.

CGS Minister Lorne Kusugak replied that a request for proposals is being issued to find the best solution. While CGS has outfitted each willing household with a reverse osmosis machine in the interim, the long-range options may involve a new water source and a new water plant or a reverse osmosis plant,

he suggested.

In the legislative assembly the following day, Cathy Towtongie, MLA for Rankin Inlet North-Chesterfield Inlet, raised the issue of "seriously discoloured" water from the community's utilidor, which has been the source of complaints from constituents who drink, bathe and cook with it.

Kusugak, who is MLA for Rankin Inlet South, said he's familiar with the problem and gets asked the same thing by his constituents.

He noted that it's only a portion of Rankin Inlet that's affected by the murky water.

Kusugak added that Health is looking into the water quality, but he hasn't heard any safety issues to date.

Meanwhile, CGS has issued a request for proposals to deal with Rankin Inlet's water infrastructure and water treatment system, which is more than 40 years old. Maintenance costs continue to "spiral upwards," he acknowledged.

Household allowance denied to casual workers

Adam Lightstone, MLA for IqaluitManirajak, wanted to know why the household allowance for employees who are homeowners or who pay the full cost of market rent has remained at $400 per month since the benefit was introduced in 2009, and why casual workers – who comprise more than 1,300 people – are excluded from the allowance.

Finance Minister David Akeeagok confirmed that the allowance has been static over the past nine years, although he didn't say why.

As for casual employees, the government has been trying to convert many of them into permanent staff and has been succeeding at a rate of about 100 employees each year, Akeeagok said on May 25.

Tradition meets technology at Paatsaali Twitter a tool for promoting Inuit culture and hunting lifestyle

From polar bear skinning and goose plucking to sewing, art and shop class, Paatsaali School's Twitter feed has it all.

"Kids like seeing their work displayed. At the elementary the artwork is all over the walls, here we put it all over the Twitter feed," said principal Tim Hoyt.

"It's an exciting time to work in a school when you can use the new technology of today to connect with our past, to help preserve and promote our traditions and culture."

The Sanikiluaq 164-student high school is active culturally – regular classes include sewing and the school incorporates traditional seasonal activities in the students' lives – though the school's 587 Twitter followers may have been surprised to witness the arrival of chickens at the school.

"The chicken project is in cooperation with our local daycare – they paid for everything and the students built the chicken coop and care for the chickens with daily feed and water.

This year was a trial run, only eight chickens, with hopes to expand to 100 chickens for next year to provide local food production," said Hoyt.

"Eggs will be used in the school and daycares. Excess eggs will be given to elders or sold at a great discount to the community."

Sewing takes students from hunting to providing for others.

"The sewing we've done this year is parka making. They had to do one for a student who is in need of a parka. Then they can make one for themselves. And when they finish, they can make one for their family," said vice principal Mina Rumbolt.

The students also made winter pants.

"Again, with hollofil because we don't have eiderdown at the moment," said Rumbolt.

Finally the students made mitts, either in

leather or seal skin.

"If they have a grandmother or grandfather, they have to make one (pair) for a grandmother or grandfather first. Then they can make one for themselves or make one for a family who is in need," she said.

The students also hunt seal, and when teachers brought in geese the students learned how to pluck the geese and how to prepare a meal for a small feast.

Paatsaali provides space for families to work on polar bear skins.

"Students get to observe. It takes a lot of space to spread out a bear and can get crowded in a house so it's a win-win for everybody," said Hoyt.

Paatsaali's presence on the internet began with a website.

"My desire was to try and communicate good things that are happening in the school out in the community because a lot of the time people just don't know what's happening in the school. If we can use technology it's a little easier to spread the news," said Hoyt.

"Then last year we started Twitter. It's been super-popular. It's really popular with people outside Sanikiluaq, as well. This year we added a Facebook page, and that's more of an opportunity to communicate with our local community about what's happening in the school, make announcements. We're trying to get away from sending home newsletters because almost everybody's on Facebook now. It's the easiest way to communicate with parents."

Students, such as Grade 11 student Alice Mickiyuk and graduates Jaani Audla and Sapa Cookie are fans of the school's social media efforts.

"I go on Twitter because I want to see the pictures the school has posted. When I want to see what other students make I go on Twitter and like their posts," said Audla.

Responses to the school's tweets are overwhelmingly positive, said Hoyt.

"But occasionally we'll get somebody who doesn't support the hunting lifestyle or feel bad for the animals, which are humanely slaughtered. But they're far and few between, and usually they self-select out of our Twitter feed if they're offended," he said, adding the school does not engage though other followers might.

"Usually we can count on other Twitter followers to educate about our culture, tradition,

where we live and what not."

Mickiyuk prefers Facebook, which is also a way to check if there's school on any day when that's in doubt.

"I post my work from school so my friends and family see what I did in school. Like it was my first time making mitts this year for my girl," she said. "She told me her friends wanted me to make some for them."

Too little, too late for skate park Northern News Services

A select group of parents in Iqaluit were up in arms last month over the recreation department’s decision to close the long-running skate park, which has taken over the curling rink every summer for more than a decade.

A petition to keep the skate park garnered almost 400 signatures, with support coming from across the country. The petition called the skate park a well-loved venue that adds value to the city.

The petition also said cutting recreation programs has a direct impact on youth’s mental and physical health.

The petitioners called for the city to find a way to make it profitable rather than simply closing it down.

We’ve been to the skate park, and it can hardly be called well-loved – by the community or by the city. Attendance has been poor, and the hours of availability did little to broaden its appeal. Compared to the other venues – the Arctic Winter Games arena, the Arnaitok arena and the new pool – the skate park did not get proper attention from the city’s recreation department, and as a result could not generate the momentum required to draw a real crowd.

their share of the blame for the closure. Had more cared, they would have recommended changes a long time ago and would have attended en masse.

This is not the first time the recreation department’s lack of foresight has killed the momentum and enthusiasm for its programming. When the new aquatic and fitness centre was being proposed, the deal was Atii Fitness and its volunteers would have a home there. Soon after the facility opened, the volunteers were suddenly not welcome. In a community as small as Iqaluit, this approach to human resources – staff and users – does not sit well.

The pool, though, remains a destination and it had better remain that way, considering how much it cost.

Odds are, regardless of how it is managed, it will be well-used long into the future thanks to its broad appeal to all ages and elements of the community.

In contrast, the skate park has a

pretty limited appeal and demographic.

That’s not to say the kids using the skate park don’t deserve a place to go. But a handful of kids probably shouldn’t expect an entire facility dedicated to their sport all summer.

The city has made the right choice to convert the space into a multi-sport venue for kids to be introduced to fitness in a safe environment. We expect that on its own the T-ball league using the space Wednesday nights will be better attended on a more consistent basis than the skate park at its peak.

This is proven by the overwhelming demand for hockey, soccer, skating, gymnastics, martial arts, dance, skiing, swimming, and any other activity kids can sign up for in Iqaluit. The demand for the skate park pales in comparison.

The city should continue to offer skateboard programming, as the annual skate camp was well-received.

Perhaps this means bringing the equipment back out for two or three weeks instead of several months.

But the city’s limited resources mean we have to share our spaces for the maximum public benefit. If the facility brings a greater diversity of kids to fitness, the public will support the change, too.

We have so many choices In today’s world we have so many choices to make that it makes your head spin. Which shirt should I wear today, how much gas do I need to buy, who should I see first, where do I have lunch? The list is enormous.

Somehow we manage to come up with an order we think is good and away we go. Some choices are straight forward and others need more thought.

This is a simple way of going about our business for the day. For most it becomes a routine and things get done. For others there is some confusion, frustration and maybe bewilderment.

How do we line up our thoughts and plans and strike a path to follow?

I believe a positive path can be formed if you stop to consider who you are, where you want to go, what you want to accomplish and who you want included. The outlined IQ principles can lead and guide us in being totally aware of those around us and if you can’t remember some of

them I’ll write them out for you to remember: respecting others, relationships and caring for people; fostering good spirits by being open, welcoming and inclusive; serving and providing for family and community; decision making through consensus; development of skills through practice, effort and action; working together for a common cause; being innovative and resourceful; and respect and care for the land, animals and the environment. If we follow these principles closely we will see positive results in our daily lives.

We always want to see the positive side of things but this is not the case all the time.

People’s lives have been interrupted mentally, emotionally, physically and spiritually to the point where making choices is difficult. They cannot think straight. Their thoughts are scrambled and affected by substance. The use and abuse of these substances are a cover-up in their inability to make sound choices. I think it’s not

Tragedy on Nikku Street

Iqaluit A man and a woman have both died after what appears to be a murder-suicide.

Around 6 a.m. on Sunday, May 26, Iqaluit RCMP responded to a weapons-related incident, stated to a news release.

"Witnesses reported observing a female being chased by a male with a knife on Nikku Lane in Iqaluit. Reports indicate the male stabbed the female then himself before being transported to Qikiqtani General Hospital where they suc-

cumbed to their injuries," the RCMP stated.

"Autopsies have been ordered. The police are not seeking any other individuals in relation to this investigation."

RCMP Nunavut Major Crimes Unit continues the investigation, along with RCMP Forensic Identification Services and the Nunavut Coroner's Office.

"Our thoughts are with the families during this difficult time and grief counselors have been made available through the Nunavut Crisis Response and Trauma Teams," the RCMP stated.

Nunavut victimhood far exceeds national average

Nunavut The number of victims of violent crime and traffic offences causing death or bodily harm in Nunavut equates to a rate of more than seven times the national average, according to 2016 data from Statistics Canada released May 30.

The 2,707 recorded victims in 2016 gave Nunavut the highest rate per capita of any province or territory in the country.

More than three-quarters were victims of assault, with the rate of assault being highest

among young adults.

However, female victims were over-represented overall – at 64 per cent – due to facing a greater proportion of sexual offences – 95 per cent – as well as criminal harassment and harassing communications.

Among victims of sexual offences, young people were affected disproportionately, with 54 per cent being age 17 or under.

Trout helps out

Ikaluktutiak/Cambridge Bay Eddie Hatok Mala was the winner of the Ambrose Aknavigak memorial fishing derby, taking home $800 for the largest trout on May 27.

John Evaglok received 200 litres of fuel and $100 for second place.

There was a tie for third place between Tammy Omilgoitok and Gilbert Moses Panioyak Tikhak. They divvied up a coffee maker, a pocket knife, 38 litres of gas and $50 in cash.

Fishing derby organizers Evelyn Kitigon, Rick Lauer and Rosabelle Klengenberg donated the catch of 11 trout to the community's food bank.

"That's awesome. We started out with nothing and finished with nothing. All the donations were given out," Kitigon said of the contributed prizes.

To keep the momentum going, a fishing derby committee is being formed in Cambridge Bay to plan for future events.

Pang's new co-op set to open

Panniqtuuq/Pangnirtung The community of Pangnirtung is preparing to celebrate the opening of a new 10,000 square foot Co-op June 13.

"The opening ceremony and ribbon cutting will take place at 3 p.m. on Wednesday, June 13 at the new Co-op, followed by a Community Feast at 6 p.m. at Attagoyuk School," stated Pangnirtung Inuit Co-operative Ltd. president Nancy Anilniliak and general manager Moussa Ndiaye in a widely distributed invitation.

"Performances by Tim and the Band, accordion players Simeonie Keenainak and Roger Alivaktuk and a special dance performance by Ben Qaqasiq will commence after dinner."

The opening comes after some delays in construction – the store was supposed to open in December.

"There were a lot of issues with the ground when they were drilling," Ndiaye told Nunavut News in December.

First Air donated two round-trip tickets from Pangnirtung to Ottawa. The draw will take place at the grand opening.

Meanwhile, a new First Nations Bank of Canada community banking centre, located in the Co-op, is also scheduled to open its doors to the community, but first the centre needs to be staffed. The bank is looking for two customer service representatives.

Throat-singing workshop

Kinngait/Cape Dorset A throat-singing workshop is being organized in Cape Dorset. Although details are still being finalized, the lessons are expected to start in June and be held three to five days a week for six weeks, said economic development officer Maata Jaw, who secured the workshop funding through the Qikiqtani Inuit Association.

Geena Toonoo and Novalinga Kingwatsiak will be the instructors.

Participants, who will be between the ages of 11 and 30, will gather at the community hall. Jaw said last week she was still seeking more people to take part in the workshop.

Publishing company and author share good news

Iqaluit Inhabit Media announced May 28 it has received the 2018 Social Enterprise Award from StartUp Canada, a national entrepreneurs network.

"Inhabit Media publishes Inuit stories and tales that have never been written down before. As a modern vehicle for Inuit's rich storytelling culture, Inhabit Media preserves ancient wisdoms and contributes to Canadian literature," stated StartUp Canada.

Pinnguaq won the same award in Whitehorse last year, then went on to win nationally in the fall.

The award recognizes the best start-up which balances profit and not-for-profit initiatives.

Two days later, one of Inhabit's authors, Deborah Kigjugalik Webster, was shortlisted by First Nation Communities Read for her book Akilak's Adventure.

First Nations Communities Read is an annual reading program launched in 2003 by the First Nations public library community in Ontario. The program recognizes titles written and/or illustrated by a First Nation, Metis, or Inuit creator encouraging family literacy, intergenerational storytelling, and intergenerational information sharing.

Webster's story is about a young girl named Akilak who must travel a great distance to another camp to gather food, and thinks she will never be able to make it. With a little help from her grandmother's spirit, and her own imagination to keep

Share a favourite country food recipe

Nunavut A new country food cookbook is in the works at the Department of Environment.

"Do you have a favorite char, turbot or seal recipe or cooking story?" asks the department in a news release. Published stories come with a $25 honorarium and a digital copy of the cookbook.

"The goal of the book is to promote local seafood products, celebrate Nunavut fisheries and cultural harvesting activities, and to preserve Inuit Qaujimajatuqangit. Hardcopies will be distributed for free to organizations across the territory."

Whether traditional or modern, breakfast, lunch or dinner, the department wants that recipe.

"They can vary from main dishes to appetizers, drying methods to filleting techniques, or simple preparations for every occasion, like camping and community feasts," the department states.

"Stories shared could be about your first hunt, your connection to country food, or how you learned to make pitsi from an elder."

The designated e-mail address is nunavutrecipes@gov.nu.ca, though the sealing division is also accepting oral submissions via telephone.

Small vessel training underway

Gjoa Haven Representatives from the Nunavut Fisheries Training Consortium are in the process of training a second group of Inuit Guardians to operate small vessels. The first group completed their two weeks of training on May 25, said Keith Nimiqtaqtuq, manager of the Gjoa Haven Hunters and Trappers Association.

A first aid course will also be included during this round of training, he added.

In late July, there will be instruction on ocean mapping over two days.

All of these lessons are designed to help the Guardians perform their duties while monitoring the wrecks of the Franklin ships HMS Erebus and HMS Terror, Nimiqtaqtuq noted.

Governor General Julie Payette and researchers, along with regular programming, kept Environmental Technology Program students busy this year at their seven-day winter field camp in early April.

Twenty-four first- and second-year students headed out 12 km from Iqaluit to Crazy Lake, putting all the theory into practice.

"Great thing was that she (Payette) requested she drive her own machine. She wasn't going to be driven around by somebody else," said senior instructor Jason Carpenter, adding the students thought she was cool.

Payette spent time with both groups of students, as they went about their business sampling water and ice and learning how to build igluit.

A formal ceremony was held May 12 to recognize the Junior Rangers program in Iglulik, the 20th Junior Rangers group in Nunavut.

The 43 youth in the program, ranging from 12 to 18 years old, are taught on-the-land skills and how to conduct drills, and receive counselling on healthy lifestyles.

Arctic Inspiration Prize renews excitement over community qajaq program

The nationally-recognized qajaq program at Victor Sammurtok School (VSS) is in the process of receiving a much-needed revitalization in Chesterfield Inlet this month.

VSS teacher and program developer Glen Brocklebank said so far the program has gone through about 60 per cent of the $122,000 in Arctic Inspiration Prize monies it received earlier this year.

He said right now, he and his students, with the help of some local volunteers, are totally focused on rebuilding the program's qajaq fleet.

"We've got five built now and we had planned to have them covered, but, unfortunately, our material didn't arrive," said Brocklebank. "So, we're going to have to wait to cover them when this year's sealift arrives."

So far, they've purchased a construction shed, 30 sets of new gear including dry suits and cold weather protective gear, wood to

Nunavut The 2018 Recreation and Parks Association of Nunavut Awards are set to happen this coming October, but who gets those awards is still a mystery.

Annual general meeting on the horizon

Nunavut The Recreation and Parks Association of Nunavut (RPAN) is getting set to host its annual general meeting on June 21.

Everything will be done by conference call and begins at 6:30 p.m. EDT. The agenda for the meeting will be sent out on June 7 but there will be the usual AGM-type fare, including elections to the board of directors, a report on the financial health of the association and various issues of importance to the board's business. The rules for the meeting can be found on the association's website.

"When other students come to our community for something like the science camp, they try out qajaqing and they really love it. They're only here for a couple of days, or so, but they really enjoy it and wish they had a qajaq program in their school or community."

Mullins said he hopes the program lasts at VSS for a very long time and that many kids in the earlier grades are looking forward to the time when they will be old enough to join in.

"We all realized how important winning the Arctic Inspiration Prize was because we badly needed new boats," he said. "Many of the older ones were breaking and ripping from all their use, and the dry suits were all ripping and getting cold.

He and his peers are getting excited for the summer to come so they can use their new boats and equipment.

"We're almost ready to go qajaqing again," he said.

Get Happy this summer

Iqaluit Before its annual general meeting, RPAN will be getting into the day camp groove in the coming days.

The annual Get Happy Summer Day Camp Program is back for another year and RPAN will be training a whole bunch of new people on what it's all about in Iqaluit from June 11 to 15.

Dawn Currie, RPAN's executive director, said a total of 13 communities will be taking part this year, the most ever.

They include Kugluktuk, Cambridge Bay, Gjoa Haven, Kugaaruk, Coral Harbour, Iglulik, Clyde River, Arctic Bay and Hall Beach, all of which have been with the program from its inception in 2015.

Pond Inlet and Pangnirtung are returning after a year away while Kimmirut and Sanikiluaq are joining in for the first time this year.

Beyond that, Grandpa was a big supporter of everything I did sports-wise. He came to my softball games, took me to karate tournaments and did it with not a word. He wasn't one of these parents who wanted the world to know how average their kid was going to end up being, which happens more often than we want to admit.

Being so far away really sucked and I knew deep down he hated it. He always understood I had to travel for work but it didn't make it easier. The phone calls were a ritual and every time I would go to Toronto to visit the family, I would end up staying with him simply because there was more room at his place. He loved it, though, because his drinking buddy was back and he could watch the soccer/baseball/rugby/ darts/hockey game on TV with someone who would enjoy it along with him.

Grandpa was the epitome of how to live your life. I always looked up to him because he was so respected by his friends. No one ever said anything bad about him and if they did, they would be joking. They also probably didn't want to get a punch in the snoot, either, and he was more than capable. Ask my father.

I've always said the day Grandpa died would be the worst day of my life. It was terrible, but I've found peace in the last few days. I flew home on May 28 and stared out the window as I headed toward Edmonton, knowing that

My grandfather was sent off in a casket draped with the Scottish flag, the way he would have wanted it.

Grandpa died on May 24 and with him went so many good memories.

Grandpa was doing good, wherever he was, and remembering all the good times. We had a lot of those and while the trips home from now on will be a lot different, there's the memories and they won't ever go away.

He made the best of this world and made this world better. So long, Bigyin. Tell Grandma I said hi.
