Grizzly causes a stir in Kugluktuk Bears are rarely aggressive, veteran conservation officer says

A huge grizzly, such as this one in a stock photo, made its way into Kugluktuk on July 14, raising alarm in the community after a video of it was posted online.

When a grizzly bear passed right by her house on July 14, Helen Whittaker grabbed her digital camera to record the massive beast ambling by.

"It was walking towards town, through our backyard," said her husband, Larry Whittaker.

Veteran conservation officer Allen Niptanatiak received a phone call shortly thereafter, around 1 p.m. He went into his office and picked up his shotgun and other bear deterrent. By the time Niptanatiak spotted the bear, it was heading toward the airport,

outside the community.

"It was very large, possibly a male, just (judging by) its stature and its walking. It was not afraid, but with a large male like that they're usually not afraid anyway," he said.

Niptanatiak kept an eye on the grizzly for about half an hour, until it disappeared into the distance.

Although the bear didn't return to the community, Niptanatiak heard that a young man on an all-terrain vehicle saw the animal that night about five kilometres outside the community and he also took video of it.

The Whittakers have occupied their home for 35 years and they've never witnessed a

grizzly come that close before, Larry said.

"That doesn't mean it hasn't happened. Bears often come around at odd hours... it's probably happened before," he said.

The video was uploaded to the Internet and created quite a buzz in Kugluktuk. Whittaker doesn't believe it was any reason to be alarmed.

"The bear was, more or less, minding its own business," he said. "I don't think he had any ill intent. He was just wandering around and happened to wander into town."

Niptanatiak agreed.

"We're used to the grizzlies around here because there's quite a few of them," he said, adding that reports of the bears have ranged from a couple per year to as many as eight annually.

If anyone spots a grizzly in or near town, Niptanatiak urges them to call the Department of Environment and Natural Resources, the RCMP, bylaw or the hunters and trappers organization.

"If it's not doing any damage or anything, just leave it, just observe it," he said, adding that taking shelter inside a home is wise.

If the bear is obstructing a person's path to shelter, it's best to remain composed and speak to the animal in a calm voice, Niptanatiak advised.

"When it sees a quad or people, they usually turn around anyway and start going back the other way," he said.

In his 19 years as a conservation officer, Niptanatiak can only recall one instance of a grizzly doing harm. It was a young, skinny male that came into Kugluktuk several years ago in December, when the species is normally hibernating. That bear killed a dog, so the decision was made to shoot it.

Any Inuk may legally shoot a grizzly, but exercising caution when an animal is amidst nearby homes is critical, Niptanatiak warned.

"No one should shoot it unless they're personally in danger. We don't want anybody discharging firearms in the community," he said.

Normally, the bears are not aggressive, according to Niptanatiak, who has been a hunter and trapper for close to 50 years.

"To this day, I respect them so much ... they're amazing" he said. "We as Inuit have always been told that if you talk to animals, they'll hear you. There's that spiritual connect. I still use that, and it seems to work."

Tourism in Nunavut underdeveloped Cultural tourism, ecotourism has plenty of space to grow

Cultural tourism continues to be a rising trend in the industry, and it's a good time for Nunavummiut to get on board.

"The trends are going, and have been for some time, towards Indigenous tourism.

People want to come up and experience the tourism industry through the eyes of Indigenous people, whether it is to visit someone's place and experience tea and bannock, storytelling, learning about the Inuit culture and history," said Travel Nunavut (formerly Nunavut Tourism) chief executive officer Kevin Kelly.

"We've certainly been working hard to make sure that we make it so that people want to get into the tourism industry. How we do that is through a series of member benefits."

Hakongak Outfitting began in 2010 as a guided muskox hunt from Naikak Hakongak's camp out at Byron Bay about 140 kilometres from Cambridge Bay. But by 2016 the muskoxen were no longer in the area.

"At about that time, my wife and I decided we should try to do some ecotourism out of the camp at Byron Bay. So I'm trying to focus more on ecotours out of Byron Bay," said Hakongak, who also offers guiding services for scientists.

The Hakongaks welcomed their first group of ecotourists in August 2017.

"It worked really well. We had a family of seven come up," said Hakongak.

A Travel Nunavut member for six years, Hakongak is well-acquainted with its benefits.

"For tourists coming up, they get airfare discounts. If they have a tour, I can give them a code and they get a bit of a reduced rate," he said.

"Another thing is my business is listed in the (Travel Nunavut) guide. Those are distributed all over the place. I get calls for bird watching, wildlife viewing and such. I get a lot of exposure through (Travel Nunavut)."

Most recently, Travel Nunavut has teamed up with insurance company HUB International to offer members rates on liability insurance.

Hakongak explains that means, in January when he renews his insurance, instead of paying $2,700 a year for $2 million in coverage, he'll pay $1,500 for $5 million.

"For most people, a huge barrier to entering the tourism industry as an operator is the high cost of insurance," said Kelly, adding HUB cre-

"We also offer a series of marketing programs for our members. By far our biggest marketing program that we have is our new website," said Kelly.

"Our new website is geared to our members and showcasing our members in as little clicks as possible. And, of course, we're only going to be making more improvements to our site."

Travel Nunavut currently has about 120 members, mostly Northern-based and Inuit operators.

He also makes the point that all a potential operator needs is a vehicle, insurance and licences.

"People will go out and just stand on the land and watch for the Northern lights. You

smart small and you work your way up," said Kelly.

"We have all kinds of opportunities and it's really just a matter of somebody taking advantage of them," he said, mentioning Hamlet Days and local spring festivals. "There really is stuff for everybody."

Hakongak plans on developing a website come the fall.

"We decided not to do anything this year, mainly because we want to go back to camp and reorganize it so things make a little bit more sense, make it a bit more user-friendly," he said.

He knows the interest is out there.

Hakongak can offer visits to old longhouses, ancient fish and meat caches, old tent rings, Mount Pelly and its myth, and Thule sites.

Cambridge Bay, as with most communities, has a lot of cultural history.

"And I know it's going to sound crazy but some people just want to come up here, go out into the Dease Strait and say they've been on the Northwest Passage. Some people just want to come up and go out on a boat for a day, go out maybe 15 miles – then you can look north, south, east, west. They say it's what they always wanted to do," said Hakongak.

"It's like a bucket list thing."

Kelly says it's unclear how many tourists come to Nunavut at this time, but in 2015 there were 16,750 non-resident visitors spending $37.9 million.

Only eight per cent of that spending went to packages and guided trips, a percentage limited by a lack of availability.

Merged airline needs to put people first Northern News Services

If all goes according to plan, First Air and Canadian North will soon become one airline. The new Canadian North will use First Air's newer planes under the latter's recently redone branding.

A merger is a wonderful idea – for the airlines.

A merged airline can fly fewer flights with less empty space. Currently splitting the government's medical travel contract, duty travel flights, and various cargo contracts, one airline will fill more seats and carry a heavier load on its daily runs.

In this respect, the merger is a logical way to save money in a place where there's not enough demand to run parallel flights.

From Iqaluit to Ottawa, for example, two half-full flights doesn't make any sense from a business standpoint. The fact that they run at the same time – morning to Iqaluit, afternoon to Ottawa – makes even less sense.

Meanwhile, if you want to cross Nunavut from Iqaluit to Rankin Inlet or the other way, you can fly either airline – on the same days. Canadian North runs the route back and forth on Mondays and Fridays. First Air also runs Mondays and Fridays, as well as Wednesdays and Sundays.

A merger of this duopoly will herald a return to the virtual monopoly created by the companies' 2014 failed attempt to merge and their subsequent codeshare agreement.

One advantage for passengers under that regime was the fact they could access flights on the major routes at different times of the day.

But this came at a cost – flights were often cancelled, usually for the suspicious excuse of "mechanical issues". When flights were cancelled, northbound cargo sat in Ottawa, and food went rotten. Without true competition, Nunavummiut believed passengers and cargo took a backseat to profit.

That's because before 2014, the two airlines fought for customers.

Seat sales were a regular occurrence, and prices were sometimes hard to believe, sometimes well under half price. That disappeared under the codeshare.

Then came an upstart called FlySarvaq, which planned to offer

flights from Iqaluit to the south for $499 each way. The airline never got off the ground thanks to the duopoly, which dropped their prices as low as $266 each way. And they were still making a profit.

Sarvaq didn't stand a chance.

Today the Iqaluit-Ottawa route sells for $826 per way, which is much lower than it was before the merger plans were announced. Forgive us if we're suspicious of this price drop ahead of the government's assessment of the merger plans.

The proposed merger has to go through the Competition Bureau, but if its dismissal of allegations of predatory pricing against the two airlines in the Sarvaq dispute is any indication, the deal will go ahead.

We can only hope for the best.

For appropriate prices that come with fuller airplanes. For faster delivery of cargo through efficiencies. For fresher food and less waste.

The airlines promise this will be the case. And maybe we're wrong to be skeptical. After all, the airline will be Inuit-owned, and that's a positive.

But we still think a second option is the best scenario. It will take some work to convince Nunavummiut otherwise.

To put into action When we use the word 'mobilize', this simply means 'to put into action'. For people in leadership or aspiring in a leadership role, this is an important concept.

We all recognize in our various workplaces how some supervisors or managers apply their abilities to their subordinates. Some of these individuals display open and honest efforts by being transparent and inclusive while others are there just for the paycheque. We've all heard the term "their heart is not in it" and it shows in the results or lack of results in their engagements.

To mobilize a plan of action, there has to be some thought put into a particular theme or needed actions. We all hope and want social justice in many areas of our lives and those around us. We wish for our elders to be respected and cared for, we want our children and grandchildren to not be afraid, we wish for all the youth to head home at curfew and get a

good night's sleep and the wish list is big.

Our municipal government or hamlet has mobilized this idea by having a curfew sound at 10 p.m. nightly and this is a loud reminder for our young people under the age of 16 to be off the streets and at home. I remember in the early years of Cambridge Bay's development, the Settlement Council hired a local to be the 'night watchman' and he patrolled the community from 10 p.m. to 6 a.m. seven days a week and this had a positive impact on the community as a whole.

As our population grows, there are matters and situations that begin to surface in the family circle. Our young people are having children of their own and need guidance while trying to carve their own path in life with employment, a place of their own and then to deal with substances on top of all these responsibilities and situations.

The Cambridge Bay Wellness Centre has been front and centre in this idea of 'mobilizing'

Eleven charged in wake of BCC riot Slew of charges from investigation that followed June 20 riot

After an investigation into the riot which took place at Baffin Correction Center June 20, RCMP laid charges against 11 current or former prisoners.

"The investigation identified eleven individuals that were primarily involved with inciting and participating in the destruction of property at the facilities' Charlie Unit and RCMP were mobilized to contain the situation," stated RCMP in a July 12 news release.

Accused of taking part in a riot and mischief to property exceeding $5,000 dollars are: Aaron Akulukjuk, Gary Arnaquq, Suati Atsiaq, Archie Ishulutak, Jobie Kadloo, Adam Kigiuna, Tim Lucassie, Spencer Nakoolak, Edmund Pameolik, Kootoo Papatsie and

Additionally, seven were charged with taking part in a riot while

wearing a mask and intent to commit an indictable offence wearing a mask, six with assault with weapons

while peace officers were engaged in their duties, four with uttering a threat to cause death to staff, three

with assault with weapons against a peace officer engaged in their duties and obstruction of a peace officer engaged in their duties, and three with uttering a threat to damage real property of the Baffin Correctional Centre.

Midnight riot The riot, which began sometime around midnight, lasted five and a half hours and involved 26 inmates.

Forty were later flown to Ontario to be housed because of the damage to Charlie Unit.

Eight of the 11 inmates were processed in Ontario, while arrest warrants were issued for the remaining three as their sentences had expired

by July 12, stated the RCMP news release.

All eleven are scheduled to appear at the Nunavut Court of Justice Aug. 14.

GN piecing together driver exam services Arviat first hamlet to receive training; schedule for travelling examiners in the works

The Government of Nunavut is working on a schedule to send driver examiners on tours of communities to fill the gap left when RCMP stopped testing drivers as of July 1.

The GN also hopes to train hamlet staff to become driver examiners. That's now a reality in Arviat, where two hamlet workers underwent 60 hours of training each – in April and June – to become qualified.

Baker Lake MLA Simeon Mikkungwak has expressed interest in having his community's hamlet staff receive that same training.

"Considering the fact that we also have an operating gold mine, when I look at it overall, Class 1, Class 2 and Class 3 driver's licences is a very essential thing here in Baker Lake now," Mikkingwak said, adding that the municipality also has to make sure it has enough qualified heavy equipment operators. "People want to work but the thing is they need that (licence)."

To address the growing backlog of people in need of testing, the GN is considering hiring driver examiners on an interim basis and training community-based contractors to provide the service, according to John Hawkins, assistant deputy minister with Economic Development and Transportation (ED&T).

The void was created when the RCMP, which had been testing drivers in communities

for many years, put a halt to the practice earlier this month.

"Driver's licensing and examination is not considered a core policing function," stated RCMP Insp. Mark Crowther. "Some of our detachments do not have the capacity to provide this specialized service when competing with other emergency calls for service that require an immediate police response."

Crowther added that the decision also hinged on the GN's driver examiners having the "prerequisite training and experience as subject matter experts in the area of driver's licensing and examination."

Former ED&T minister Elisapee Sheutiapik addressed the issue in the legislative assembly in March, acknowledging that the RCMP have other priorities. Sheutiapik committed to having driver examiners visit every Nunavut community before September. At the time, she said the schedule would be finalized and released publicly "in the coming weeks."

However, those details were still not available as of July 19.

"The driver's licence examination schedule is still in the works and the department will release it to the public once it's done," Hawkins stated.

Neither Arviat Mayor Bob Leonard nor senior administrative officer Steve England returned requests for comment on the hamlet's newly-trained driver examiner staff members.

Online bookstore for Nunavut authors 'There's often a lot more Inuktitut and Inuinnaqtun books than people know,' says Nunavut publisher

Made-in-Nunavut books, published by Inhabit Media and Inhabit Education, are now available straight from the source via a new on-line bookstore.

The Iqaluit-based publisher, known for its high-quality book in Inuktitut, Inuinnaqtun, English and French, found its books were not easily accessible for Nunavummiut, said managing partner Neil Christopher.

"We had a lot of people commenting that they had a hard time getting the various language versions of our books and we had a hard time getting bookstores to stock Inuktitut books, or any Inuinnaqtun books," said Christopher.

"There's often a lot more Inuktitut and Inuinnaqtun books than people know, and there's going to be more and more coming up, especially Inuinnaqtun."

Inhabit also found outlets like Amazon did not accurately represent the language versions.

"Finally we decided we have to make our own store, at least for Nunavummiut, to make sure that they could see the full catalogue for both companies," said Christopher.

"We spend all this time making books, and we make them for our community, especially the Inuktitut and Inuinnaqtun versions, as well as the education books. We wanted to make sure if someone wanted a book there's nothing to prevent access."

The company publishes books for all ages, and boasts more than 500 titles. Some favour-

"We're trying to make it as competitive, or more competitive, than Amazon or Indigo, or any of the large book chains. We're trying to make it as accessible as possible," said Christopher.

He also notes Inhabit is branching out to supply school book fairs, which generally feature the longstanding Scholastic product, which has been in schools across Canada for more than three decades.

"Schools are starting to contact us for book fairs at their school. A couple of schools used it as a fundraiser and made money. That's another great way … If we can do anything to encourage Inuktitut books into homes. I think the schools were surprised at the success," said Christopher.

The company is stretching in another way – it will be selling foreign rights.

"To try and bring more revenue to the authors. We want authors to be successful so they continue to write and hone their craft. With their support and consent, we're representing their books," said Christopher.

"We sold the first Spanish right to one of our books. It's kind of an interesting milestone."

He also notes authors deserve the global recognition, as the subject matter of contemporary stories is often universal to children all over the world.

De Beers acquires Peregrine Diamonds in pending deal Vancouver Peregrine Diamonds, with its advancing Chidliak diamond project 120 kilometres from Iqaluit, is now property of global mining giant De Beers, pending regulatory approval.

The two companies announced the deal on July 19. De Beers is paying $107 million in cash for Peregrine's assets.

Chidliak towards development. Peregrine was also proposing a 160-km all-weather road from Chidliak to Iqaluit.

Controversy over land use plan continues Process halted, funds withheld

Federal, territorial and Inuit officials have applied pressure on the embattled Nunavut Planning Commission to rewrite the 2016 draft Nunavut-wide land-use plan, via a letter dated June 21, effectively halting the hearing process with two regions left to go.

The Qikqitani hearing was held in March of last year.

"It remains our shared position that significant revisions to the 2016 draft plan are required and it would be counter-productive to hold further hearings on this draft," stated federal Minister of Crown-Indigenous Relations and Northern Affairs Carolyn Bennett, the territorial Minister of Environment Jeannie Ehaloak and NTI president Aluki Kotierk.

"Instead, consultations should inform a redrafted plan, which should then be subject to public hearings in all three regions."

The federal government holds the supplemental-funding pursestrings, and the commission doesn't have the funds to complete the public-hearing process.

Premier Joe Savikataaq says the process being halted is "not so much because of the letter."

"I can't speak for the feds but I know the NPC put in a funding request and the three signatories aren't satisfied with the 2016 draft," he said.

Savikataaq says the commission is "completely independent" from government. He says the proof is in the fact that government can't tell the commission what to do.

"We're requesting that they reconsider amending the 2016 draft before they go to (hearing). They have not been ordered to. They have been requested to."

He says a land-use plan signed off by the three signatories is necessary to provide certainty and stability for industry interested in Nunavut.

Meanwhile, the NWT and Nunavut Chamber of Mines, the industry advocate, is pleased with the triparty letter.

"Nunavut and Nunavummiut will not be well served with a tweaked 2016 draft plan. It needs a new

and fresh approach," stated chamber executives collectively via email.

"We believe the signatory parties were clear that NPC needs to start fresh, and that is more transparently and fairly, and with better balance between economic development and environmental protection."

Savikataaq points to two issues: protected areas and the process.

"They couldn't explain why the prohibitions were so much larger than the 2014 draft. It seemed like it was too rigid of a land-use plan if it was approved in the current state that it was," he said.

According to a comparison table between the 2014 and 2016 versions of the draft plan, the protected areas increased by .3 per cent (to 15.9 per cent from 15.6), while special management areas decreased dramatically by 14 per cent. Aside from established parks over which the commission has no jurisdiction, mixed use is designated for 80.8 per cent of lands over which the commission has jurisdiction in the 2016 version, up 13.7 per cent from the 2014 version.

Savikataaq said he'd also been told commissioners weren't listening to participants at the Qikiqtani hearing.

Kitikmeot shut out NPC chair Andrew Nakashuk issued a public notice July 16 that the record is now re-opened to receive new submissions, with a deadline of Oct. 19, but events suggests it wasn't the commission's preferred choice.

Executive director Sharon Ehaloak said the commission has followed its rules and procedures, but agreed to enter into a tri-party process with the governments and the Inuit organization to resolve issues after the hearing held in Iqaluit.

"That's what we've been doing over the last year. Then the commissioners reviewed the tri-party reports and made some concessions to the parties, but stood fast that the two outstanding public hearings must happen. They passed a motion.

In essence, two-thirds of the territory hasn't been heard from," said Ehaloak.

This is the second time the federal government has withheld funds

and requested a rewrite – it also happened with the 2014 draft. Ehaloak says the commission is being asked to start the process all over again.

In the Kitikmeot, Cambridge Bay Mayor Pamela Gross and senior administrative officer Marla Limousin are baffled and concerned.

"The three parties made the decision of writing this letter to not proceed with the planned public hearings. It's down to them not consulting with us, specifically, our MLA who is also the minister of Environment.

We plan to ask her why they didn't consult with us before this letter was written. We do not have a regional plan," said Gross, adding there are two existing plans – the Keewatin Regional Land Use Plan and the North Baffin Regional Land Use Plan.

The Kitikmeot is seeing a lot of activity, and the municipality, as the regional centre, is at the heart of it. It is constantly being consulted regarding a long list of activities in the region, and it has no guidelines to follow.

"Without a plan, everyone is just making it up as we go along," said Limousin.

"We wanted to continue with the process and hold a public hearing in the community," Gross said. "Now it doesn't seem we'll get that opportunity to do that, to hear our residents' voices and know what the concerns are, in that setting."

No tension, says premier At a session during the Nunavut Mining Symposium in April, two viewpoints appeared to emerge.

Industry and government representatives found the 2016 draft too detailed, while commission staff and then-premier Paul Quassa noted the plan needed to reflect the voice of the people.

"I know Nunavut was created to become self-sufficient, therefore sustainable development is something that we all go for. But not every land that was selected was for mineral development. I think that has to be very clear," Quassa said at the time.

Savikataaq says there isn't tension between the two sides, that the GN simply wants responsible development.

Industry and government representatives expressed their dissatisfaction with the 2016 draft Nunavut-wide land-use plan at the Nunavut Mining Symposium in April. "There's not going to be development at the price of wildlife and people's livelihood off the land. But it has to be a balanced approach. It has to be the kind of development that the people of Nunavut want, that's sustainable and most good for the environment," Savikataaq said.

"With the NPC process, if it goes as is, there might be cases where it won't even get to the IPGs (Institutes of Public Government) for them to review the project," said Savikataaq, referring to the Nunavut Impact Review Board, the Nunavut Water Board, the Nunavut Wildlife Management Board and the commission.

Meanwhile, the Chamber of Mines, which represents industry, is worried the commission does not fully understand the three-party letter.

"We are concerned however from reading the NPC's response that they are not taking direction to create a

new plan, rather want to just tweak the old plan. We do not want to participate in a process that simply tweaks the old draft," stated the chamber.

The land use plan is intended to be a legal framework to manage the use of 3.2 million sq. km. of land, fresh water, marine areas and wildlife in Nunavut, and is a requirement of the Nunavut Land Claims Agreement not yet met. The agreement describes the process the commission, which has conducted extensive consultations since 2007, needs to follow.

Kotierk wasn't available for comment due to her obligations at the Inuit Circumpolar Conference being held in Alaska. The newly appointed federal minister for Northern Affairs Dominic LeBlanc and the Minister for Crown-Indigenous Relations Carolyn Bennett did not reply to questions by deadline.

Feds work with ITK on language legislation

Iqaluit Throughout the summer, the federal government's Canadian Heritage department has engaged Inuit and First Nations in preparation for Indigenous languages legislation promised for 2019.

Engagement sessions for Inuit have been held in Ottawa and Montreal, with a third one held in Iqaluit July 18. That session was closed to the media.

"Canadian Heritage, the Assembly of First Nations, the Inuit Tapiriit Kanatami and the Metis Nation are working together on developing legislation to revitalize, strengthen and maintain First Nations, Inuit and Metis languages. We are engaging First Nations, Inuit and Metis peoples to further inform what may be included in the languages legislation," stated media relations officer Eric Girard via email.

"To that end, the objective is to encourage participation in the in-person engagement sessions and ensure that participants feel free to voice their opinions and share their concerns and ideas."

Further sessions for Inuit are planned for Kuujjuaq, Nain, Inuvik and Winnipeg, as well as a second session in Montreal.

Girard said there are a number of ways for people to have their say, including an online questionnaire.

CHARGES FOLLOW SUSPECTED ARSON

Sanirajak/Hall Beach Close to 60 youth in Hall Beach have been coming out for summer day camp, held 9 a.m. to 5 p.m. Monday through Friday, according to Jim Langille, the community's senior administrative officer.

"They have all sorts of activities," added recreation coordinator Anita Anguratsiaq. She listed rock painting, musical chairs, baseball and hikes around town as examples.

When rain falls, the youths and their five day camp leaders move inside to the elders' centre.

The day camp program, which kicked off in late June, will run until school starts, Langille noted.

Police took a suspect into custody after a vehicle was set on fire near NorthMart in Iqaluit July 19. The fire spread to a second vehicle and small explosions were observed, police stated in a release. A home was evacuated for safety reasons. Firefighters were able to stop the fire spreading to the house. A 27-year-old woman faces charges of arson and possession of incendiary material. Guardian program for Tallurutiup Imanga

Arctic Bay Qikiqtani Inuit Association (QIA) president P.J. Akeeagok, together with Catherine McKenna, Minister of Environment and Climate Change and Minister responsible for Parks Canada, announced a pilot guardian program for the Tallurutiup Imanga National Marine Conservation Area.

"The establishment of the Tallurutiup Imanga pilot Guardian program in Arctic Bay is a significant landmark in the 60-year journey commenced by Inuit leaders in Qikiqtani to protect these waters and its rich abundance of marine life," stated Akeeagok in a news release.

With $900,000 from Parks Canada, QIA will implement the pilot Guardian program, and explore how Inuit can be engaged with management of the Tallurutiup Imanga NMCA. "The implementation will ensure the transfer of traditional knowledge from elders to youth, as well as the long-term sustainability of Tallurutiup Imanga Guardians Program. And the funding will also enable the QIA to explore how the program could best contribute to the management of the entire (conservation area)," according to the release.

Plenty of roadwork

Iglulik Hamlet crews have been busy fixing and building roads in the community. Two weeks of upgrades to Igloo Point Road recently wrapped up, said senior administrative officer Greg Morash.

"Everybody goes out there camping and having a nice holiday," he said.

A 2.5-km road for a new subdivision is also on the books for this year. It's the third road for the newly developed area, with the other two arteries having been constructed last year. The money for the project is coming from the hamlet's land development fund, said Morash.

"The whole idea is we build the roads first and then we start doing the lot development," he said, adding that installing power poles and surveying are also required. "From start to finish, it will take two to four years. It definitely keeps (hamlet workers) busy."

The entire subdivision will comprise up to 70 lots, both residential and commercial, he said.

There are also plans to improve the road to the graveyard, which involves a steep grade. Efforts will be made to reduce the slope. The existing pitch makes it treacherous for vehicles to ascend and descend when funerals are held at the cemetery in the winter, Morash noted.

Nunavut The Baffin Regional Chamber of Commerce has put out a call for nominations for the 2018 business award.

Nominations can come from any community in Nunavut, and are intended to shine a light on businesses that deserve recognition.

The awards include business of the year, business person of the year, lifetime achievement award, special achievement award – for extraordinary success or innovation in economic development – and the volunteer of the year.

The awards presentations take place each year at the Nunavut Trade Show and Conference, scheduled to take place this year Sept. 18 to 20 in Iqaluit.

"The workshops and information sessions were well attended by the artists that we brought in from all three regions, as well as artists from Iqaluit and other communities who traveled here on their own for the festival," said Nunavut Arts and Crafts

Association executive director Janet Pitsiulaaq Brewster.

"The exchange and learning between traditional artists and younger artists was apparent in the diversity of art that was created throughout the festival, and was both exciting and inspiring."

Brewster adds the association hopes to continue to work with and stimulate artists throughout the territory with more successful events like the festival.

Caretaker of her own backyard Angela Piercey en route to become manager of Qausuittuq National Park

When Angela Piercey gazes over the landscape at Qausuittuq National Park, she's enchanted by the scenery and the wildlife.

"The Peary caribou, they're very important, and they have quite a few muskox over there as well. They're amazing animals," Piercey said of the 11,000 sq. km. park, which, if all goes according to plan, she will manage in the next few years.

Piercey, 33, is currently the manager trainee for Qausuittuq, which officially became Canada's 45th national park in September 2015.

She was born and raised in Resolute, where she completed high school. She took the first year of the Environment and Technology Program and has picked up additional courses "here and there," she said. Prior to taking on the manager trainee role, she was senior administrative officer for the Hamlet of Resolute for three years and was in charge of the hamlet's finance department for a couple of years before that.

She remembers when the announcement came that the park was formally created.

"I was really happy about it. It's very good for the caribou and the caribou mean a lot to the community, especially with all the past oil and gas exploration over there. There's a lot of potential for (petroleum) over there and for the land to be protected from that is really good."

When the opportunity arose to work with

Parks Canada, she jumped at it.

"When I was younger, I always told myself I wanted to be a park warden, but park manager is fine as well," she chuckled.

Last summer, she participated in a program to remove empty fuel barrels from within park boundaries. Close to 200 of them were shipped out.

"It was a really big eye-opener... to see exactly how much there is, quite a lot," she said of the industrial supplies that had been left behind over many years.

Preserving the environment and its wildlife is what Piercey's motivated to do in the coming decades.

"My hope is to keep the animals healthy and the land restored to the way it's supposed to be for future generations," she said. "The land is very important to us and we depend on it a lot."

About 25 per cent of her time is spent in the park, she estimated. Her duties outside of the park consist of extensive paperwork and hiring. A new resource conservation officer was recently chosen, Piercey said, noting that the Inuit Impact Benefits Agreement stipulates that nine positions will be created for the park, some full-time, some part-time.

Jordan Takkiruq's eventful summer Gjoa Haven teen fully immersed in science and entrepreneurial program

"All days are full."

That's how Gjoa Haven's Jordan Takkiruq described his eventful stay at SHAD, a month-long entrepreneurial program that took him to the Mount Allison University campus in Sackville, N.B. in June.

Swimming in the Atlantic ocean; tagging fish; eating lobster; identifying invertebrates; practising fly fishing; unicycling; candle-making; learning about salmon stocks, sea levels and tides; day trips to Hopewell Rocks, N.B., Fundy National Park and Prince Edward Island – these are just some of the many highlights that Takkiruq has experienced. There have also been numerous lectures on physics, biology, the science of music and business fundamentals, among others.

Much of the subject matter

has fascinated him as it's in line with his future aspirations.

"I'd like to pursue a career in the sciences, specifically environmental science," said Takkiruq, a 17-year old who will enter Grade 12 at Qiqirtaq Ilihakvik this year.

Some of the activities, like unicycling, weren't as appealing, at least not initially, he admitted.

"That's what SHAD really promotes – getting out of your comfort zone," he said.

Socialization is also strongly encouraged, he said, noting his 47 counterparts on campus.

"I've really enjoyed it.

We're more than halfway through the program and I know I still have a lot friends to make and a lot of connections to build, but I know I'll get there," he said.

Takkiruq is the only SHAD participant from Nunavut.

He's been asked a few times

about sleeping in an iglu and riding with a dog team, but he said some of his cohort are familiar with current events and politics in the North and they probe him on food prices, housing issues, power generation, language and culture.

He was planning to further educate them with a presentation on how climate change impacts Nunavut.

"As a local, how climate change has affected me, that's what I want to enlighten people on," he said.

Erin Penney, a program director with SHAD, certainly appreciates Takkiruq's presence and his perspective, referring to him as studious, hardworking and insightful.

"Jordan embodies everything that we want to see in a SHAD participant. While many students take a few days to adapt to the business and rigour of the program, Jordan seemed to happily jump right in," said Penney. "(He) also

has a great sense of humour.

He is lighthearted and his jokes never fail to leave us all with a smile on our faces."

Takkiruq learned of SHAD last year while attending the Canada-Wide Science Fair in Regina. To raise the several thousand dollars needed to attend, he sold Rice Krispie squares, Kool-Aid and pop.

He added that he's very thankful to the businesses that made donations as well.

The program itself relies on fees, government grants and public and corporate donations to maintain operations.

For the curious, SHAD isn't an acroynym. It was named after a creek in Aurora, Ont., where the program launched in 1980.

Takkiruq has enjoyed the experience in New Brunswick so much that he's planning to become an assistant director with SHAD in the future.

"I just love the program," he said.

England may have lost to Croatia at the FIFA World Cup in Russia earlier this month, but in Rankin Inlet's first ever mens' futsal tournament, it was the Three Lions who were crowned champions.

The Rankin Inlet World Cup tournament featured five teams with players from Iqaluit, Baker Lake, Arviat and Whale Cove. They were not only playing for a title but also a chance to represent Nunavut at the Futsal Canada national championships in 2019.

In the final, England ended up defeating Portugal 6-3 in a tense final that saw lots of back-and-forth action.

Portugal got off to an early lead going up 2-0, but England came back and equalized with two goals of their own.

Portugal responded right away to make it compete at the tournament for the first time.

Soccer for the girls

David Clark, Rankin Inlet's recreation co-ordinator, said Dubiel is back home working as a summer student with the territorial government.

The camp will happen every Tuesday and Thursday with the players split into two groups. Those aged eight through 11 will play from 5:30 to 6:30 p.m. each night followed by the 12to 15-year-olds from 6:45 to 7:45 p.m.

Everything will run until Aug. 23.

The minor ball program run by Robert Kabvitok and Holly Mercer held a five-game series between July 20 and 22 to give the registered players a chance to experience the thrill of gameplay and put what they've learned into action.

The players were split into two teams – Rankin Blue Jays and Rankin Red Sox – and they began with one game on July 20 before doubleheaders on both July 21 and 22.

No pool for now

Iqaluit Swimmers in Iqaluit will be out of luck soon.

The pool at the aquatic centre will be closed beginning on July 30 for its annual maintenance. The city said in a release on July 16 that the necessary work can't be completed while the pool is in service.

Once the work is done, the pool will re-open on Aug. 13.

Former Nunavut deputy premier and cabinet minister Monica Ell-Kanayuk was elected president of the Inuit Circumpolar Council (ICC) Canada July 15.

"I'm overwhelmed. I'm very excited," said Ell-Kanayuk.

"I'm excited to be working hard for the next four years on behalf of Inuit in Canada, and bring issues to the table internationally."

She adds there are many issues, including Indigenous knowledge, knowing your rights as an Inuk, social issues, among others for the betterment of Inuit.

ICC holds Consultative Status II at the United Nations.

Kotierk also thanked Nancy Karetak-Lindell and former vice-president Herb Nakimayak for their service to Inuit in Canada.

Ell-Kanayuk will serve a four-year term.

Whale Tail a go with water licence Agnico Eagle project on track to start production in 2019

Agnico Eagle Mines Ltd. received federal ministerial approval July 11 for a Type A water licence, which allows the company to move ahead with the construction and development of the Whale Tail pit at the Amaruq project.

"Preliminary construction work and stripping of the Whale Tail pit will begin in the third quarter of 2018 as expected," stated the company in a news release.

Amaruq is approximately 50 kilometres northwest of Meadowbank, Agnico's first gold mine in the Kivalliq. Meadowbank is 110 kilometres by road north of Baker Lake.

"We would like to thank the various regulatory agencies, both federal and territorial, the Inuit organizations, the local communities and our employees for their diligent participation in the permitting process," stated Agnico's chief executive officer Sean Boyd.

"With the approval of the Whale Tail Type A licence, the project remains on schedule to commence production in the third quarter of 2019, and exploration activities continue to expand the known mineralization, which could potentially extend the mine life."

In August 2016, company officials indicated the regulatory process would take two years. The objective was to narrow the time

gap between mining at the three existing pits at Meadowbank and mining at Whale Tail to avoid impact on employment and revenue.

"The schedule for construction activities, including Whale Tail Lake dewatering, is expected to allow for progressive mining and stockpiling of ore in the second quarter of 2019 to support the expected start of production in the third quarter of 2019, which will coincide with the end of production at the Meadowbank mine in 2019," according to the release.

Agnico plans on starting construction of the Whale Tail dike in late July.

The Amaruq project is also on budget, with capital expenditures in 2018 forecast to be approximately $175 million, according to the release. By the end of June, roughly 478 metres of the underground exploration ramp were completed, at a cost of approximately $10.7 million. The company foresees developing a total of 1.2 kilometres of ramp development in 2018.

"Elsewhere in Nunavut, development activities at Meliadine are progressing on schedule and on budget, which continues to support the start of production in the second quarter of 2019," stated Boyd.

The Meliadine project is 25 kilometres outside Rankin Inlet. The first boat of the 2018 shipping season has been off-loaded at Rankin Inlet, and additional boats are expected in the coming weeks, stated the release.

Get involved on water: Iqaluit councillor Joanasie Akumalik pushes public, businesses to act as bylaw passes first reading

At the heart of issues surrounding the several-month delay for a new brewery to begin operations and finally open its doors, is the state of Iqaluit's water supply Lake Geraldine.

Coun. Joanasie Akumalik made his point to fellow councillors, the deputy mayor and mayor July 10 by passing around bottled water at the top of the council meeting.

"In front of you, you have a bottle of water. It costs to buy water from the stores. I'm scared that in the future, we might have to buy water," said Akumalik, also noting the city might have to impose water restrictions, such as once-a-week showers.

"I'm scared if we don't look after this matter very urgently, it's going to become a chaos for the community."

He also refused, despite being chairperson of the engineering and public works committee, to bring forward the new proposed water and sewer bylaw – intended to replace the existing decades-old version – for a first reading. Deputy Mayor Romeyn Stevenson took on the task. Akumalik voted against.

Privatization is another issue arising from the proposed water and sewer bylaw, which opens the door to licenced service providers. Akumalik told Nunavut News he just doesn't have enough information about potential consequences, such as national or international companies moving in, to have any confidence in the matter.

Councillors Simon Nattaq, Noah Papatsie and Kuthula Matshazi also expressed concern either July 11 or at past meetings, but Mayor Madeleine Redfern said members' statements were not the time for discussion.

On a walk to Lake Geraldine, Akumalik explained why he voted against the by-law at first reading, and why he's so concerned. As he approached, he swept his hand across the valley which leads to the reservoir.

"This used to be filled with overflow," he said, adding that was the case any time of year.

Now, the green and flowering rocky valley, except for a bit of snow, is dry.

At the lake itself, Akumalik pointed to four islands which were never visible in the past, as well as to visible high-water marks that show just how much the lake has receded.

This is not a surprise to the city.

In 2014, architecture and engineering firm EXP completed a report entitled City of Iqaluit Supplementary Water Supply Study.

"Due to available water quantity limitations of the Lake Geraldine watershed, the population that the Lake Geraldine system can support is estimated to be limited to approximately 8,300; beyond that number the city will need to supplement its current system," states the report.

According to population statistics, said Joanasie, the lake is already servicing more than 8,000 people, as well as the hospital, the new airport, schools, the upcoming port construction, the upcoming Qikiqtaaluk Corporation hotel, hotels, the boarding home, and major companies.

'Neglecting that report' EXP offered a solution in its report: use a specific point of the Apex River watershed to supplement Lake Geraldine, at an estimated cost at the time of $6.3 million.

"The council and the administration are at fault for neglecting that report," said Akumalik to fellow council members, adding he had photos of the lake to show them.

At the lake, Akumalik speculated why the city ignored the report, why it didn't take action.

"At that time, the city was going through a crisis with the dump fire.

So I don't think the city or the committees ever really had a chance to deal with that report," he said.

The state of the city dump is another ongoing problem. The summer 2014 dump fire cost the city $3 million. July 11 saw a fire erupt there, the second so far this summer.

The EXP report is not the only one the city has seemingly ignored. Nunavut News reported in June last year

Past high-water marks on the concrete behind Akumalik show how the reservoir has been depleted over the years. that York University assistant professor Andrew Medeiros, in his third paper in as many years, stated the City of Iqaluit's water supply could dry up by 2024. The city refused to comment for that story.

Medeiros also noted all it would take for the city's water supply to dry up is one bad year.

"If you get a warm and sunny year, that means you're going to melt off that lake really quickly, all that water from the wintertime is going to flush out in May, no recharge, no rainfall, lots of evaporation and it won't fill back up again by the time the lake freezes. You're going to have a huge problem. You'll just run out of water," said Madeiros.

"That's exactly what happened to Iglulik."

In an email July 11, communications manager Andrea Spitzer stated the city is continuously monitoring

the water levels of Geraldine Lake.

"It should be noted that water is replenished during the spring and summer ice melt, as well as with rainfall that occurs during the spring, summer and fall," she stated.

"The city has commissioned a study to review supplementary water sources and identify viable options for the future. The report is tentatively scheduled to be completed by early 2019."

Brewery languishes in limbo Nunavut Brewery staff sat in the visitor's section as council voted on the first reading of the proposed water and sewer by-law. A request for an interview with the business partners, who have been paying staff for months as the brewery languishes in limbo, went unanswered.

Akumalik has no qualms about the brewery delay, despite the fact the

city gave the go-ahead in 2015.

"They're not stuck in a place.

They keep amending their plan.

One example would be, they never asked for a tasting room. But now they've asked for that, and that kind of changed the whole picture. And they were asking to haul water themselves," he said.

"That bothered me a bit because if the city allows them to do that, then we're privatizing water."

The state of the city's potable water supply, as well as the water and sewer by-law, are expected to figure prominently at the next council meeting July 24. Akumalik urges the public and the business sector to get involved.

"It's very important for the future, the future of our community and the future of our children. We should have dealt with it a long time ago," he said.
