No winning bids for correctional centre GN 'examines options', delays opening by a year

A request for proposals for the construction of the Qikiqtani Correctional Healing Centre (QCHC) – the new and improved Baffin Correctional Centre (BCC) – has failed to produce a winning bid.

"Only one company, Pilitak Enterprises Ltd, responded," policy and communications analyst for the Department of Justice Matilda Madekufamba stated via e-mail.

"The project will not be awarded because the sole bid was over budget."

The total cost of the project, announced as a 'go' in early 2017 when the federal government stepped in with funding, was originally estimated at $75.8 million.

Madekufamba said this included the cost for the design and foundation at $8 million.

"The remaining $68 million

would not cover the construction cost. The sole bid was $74,874,000 for construction, which is over the $68 million budget," she said.

A funding agreement will see the GN contribute $19.2 million with the federal government contributing the remaining $56.6 million through the Small Communities Fund.

Construction was supposed to begin in July 2018, with an opening date sometime in 2020. The government now says the facility is planned to open in 2021.

"The Department of Justice, in conjunction with the Department of Community and Government Services, are examining options to ensure that the construction of the facility proceeds," said Madekufamba.

"The centre will resolve many of the issues identified by the Office of the Auditor General and the Office of the Correctional Investigator and allow for incarcerated Nunavummiut an environment for appropriate cul-

tural programming to occur for healing and rehabilitation for eventual release back to their communities," then-Minister of Justice Keith Peterson said in 2017.

Peterson was referring to the dismal and dangerous conditions at BCC. In 2013, the Office of the Correctional Investigator publicly documented the conditions. In March 2015, auditor general Michael Ferguson's report on corrections in Nunavut noted the Department of Justice was doing very little to correct what he said were insecure and unsafe conditions for inmates and staff.

The first phase of the Qikiqtani Correctional Healing Centre project includes the construction of a new two-storey maximum security unit that would allow inmates currently housed in the south to return home to Nunavut. The second phase is to renovate the existing BCC into

The project to build a new maximum-security unit and renovate the Baffin Correctional Centre has met an obstacle after only one bid was submitted and it was over budget. two medium-security living units, along with program and counselling spaces.

The new correctional healing centre will have 112 beds, which combined with the 48 beds of the Makigiarvik minimum security

facility, will be sufficient for the next 25 years, a GN official said in 2017.

"The construction of the new correctional facility remains a key objective of the Department of Justice," said Madekufamba.

Not long after the federal government unveiled its five-year action plan for official languages in late March, Nunavut Tunngavik Inc. president Aluki Kotierk addressed the United Nations Permanent Forum on Indigenous Issues (UNPFII).

"In Canada, our language, Inuktut, is considered to be one of the stronger Indigenous languages. Seventy per cent of Nunavut identify Inuktut as their mother tongue. Yet it is declining at one per cent per year. Nunavut is the only jurisdiction in Canada that has a majority language that is not one of the federally recognized official languages – French or English," said Kotierk to those assembled.

Kotierk attended the forum by invitation of Minister of Crown-Indigenous Relations and Northern Affairs Carolyn Bennett.

In a message prefacing the federal action plan, Prime Minister Justin Trudeau stated, "English and French, our two official languages, are at the heart of our identity as a country."

The feds say the action plan represents the largest federal investment in official languages in Canadian history.

"This new plan contains more than 30 new measures to help support our communities across the country and ensure that official languages continue to thrive for years to come, from a Francophone immigration strategy and early childhood education, culture and education initiatives to a new fund for English-speaking Quebeckers," said Canadian Heritage Minister Melanie Joly.

Inuktitut show takes children out on the land Rita Claire and husky Qimmiq guide young viewers through learning adventures in Anaana's Tent

Pre-schoolers now have some home-grown Saturday morning viewing to tune into as Anaana's Tent hits APTN between 6 and 7 a.m each week.

The new kids' show stars Rita Claire Mike-Murphy who, since shooting wrapped up early last year, is gaining widespread attention and accolades as Riit with the release of her self-titled album last spring.

"Being on set, in front of the camera, that was new to me. I got pretty comfortable pretty quick," said Mike-Murphy, adding she spoke into the camera as though she was speaking to a real child.

Except when she talked with her husky buddy Qimmiq, performed by puppeteer Ippiksaut Friesen.

"It was cool. Ippiksaut, she's very good at that stuff.

It wasn't weird at all because

In terms of challenges, Mike says at the top of the list was getting all the scripts written on time.

Each Anaana's Tent episode was also shot in English for a southern audience. The initial writing was sometimes in Inuktitut and sometimes in English.

"Also, it was everybody's first time working together on a production. It was Rita Claire's first time acting, my first time directing."

Mike says everyone was proud of the project.

"Knowing it's going to be airing over the weekend, it's amazing."

Mike says one outcome the production team wants is for children to learn before kindergarten.

"Language was a big part of it. Numeracy was another.

values and focusing on IQ (Inuit Qaujimajatuqangit) principles. Being prepared on the land. There were lots of different themes throughout the episodes," said Mike.

Another successful year for the 2018 Omingmak Frolics. A big thank you to all the volunteers and hamlet workers, committee members and youth for putting on a good show and working so hard to make this year's festival a fun and safe weekend.

The Frolics are usually held during the May long weekend, but this year the festival started a couple of weeks earlier to avoid the thaw on the ice to hold the races and games. Yes spring is here and the snow is melting fast. Soon there will be puddles and mud so get ready for a wonderful spring everyone.

This year the entertainers were fabulous with a magician, duelling pianists and Gustin Adjun and his band. The music was great.

The food was plenty delicious, koana to all the caterers and cooks. The games and contests were so fun and well organized again. The parade was spectacular again with many floats. The corporate challenges were fun to watch with many organizations, agencies and government and hamlet staff all participating in the challenges.

We are so thankful there were no injuries at the events, especially the snowmobile races. The youth did very well and we are all proud of your participation at canteens, volunteering and full of energy fun for all.

The community of Cambridge Bay deserves a big thank you, as without each of you the Frolics would not have been successful and fun and safe. Big thank you to Fred Muise and Jeffrey Sather for your hard work in making sure everything was ready.

Now it is time to go fishing and camping and getting on the wind tans for all of us.

It was once said – not so long ago – that the Royal Canadian Legion’s Iqaluit branch was the most profitable in Canada. Those were the days.

Since the government opened its pilot project beer and wine store at the next corner, bar sales have dropped significantly.

We know this because most of the legion’s profits become donations to community groups. Last year, the community benefitted to the tune of $456,997. This year, the legion is on track to be able to donate about $100,000.

That extra $350,000 would have once been used to sponsor trips for cadets, to pay for breakfast programs at Iqaluit schools, to buy Christmas gifts for children who might otherwise go without.

Another local bar, the for-profit Storehouse at the Frobisher Inn, is also seeing a drop in bar revenue.

They, too, say they have less to donate to the community.

The city – and the territory – will notice the loss of this source of charitable donations.

of alcohol, which is still a drug that is not without its downsides.

The mission of the beer and wine store was to reduce bootlegging and the severe drunkenness that comes from downing massive amounts of hard liquor in one sitting.

So far, it appears to be a success.

We saw the lineups in the early days, and the drop in business at the local bars is further proof that many Iqaluit residents like having a choice.

By making lower-alcohol beer and wine freely available at a much lower price, residents can indulge in an alcoholic beverage at home in a manner less harmful to their bodies, families, and pocketbooks.

The store means less money from bar sales for charitable use but it doesn’t take a giant leap to suggest that the lost revenue is now being used for more important things.

Such as food, clothing, bills.

Strengthening the financial resilience of our community’s most vulnerable is a critical element of harm reduction, and a result we should all champion. Instead of spending $300 on a bottle of bootlegged vodka, residents can now spend far less on a case of beer and put the savings toward their own expenses, including their children’s breakfasts and Christmas gifts.

In everything, there are winners and losers. We expect the beer store to reduce crime and improve community health, and that’s a win for everyone.

Relying on alcohol sales for charitable donations is no longer a sustainable business model. And yet, we need to support the charities and projects that will struggle in the face of lost alcohol revenue.

If the end result is harm reduction, the government needs to consider the harm it is doing to community projects and find a way – we recommend a per can/bottle levy on top of the current retail cost – to divert more revenue to charities and community projects.

The government created this dilemma, and the government needs to help solve it.

Today’s is a different workplace Our workplace is not like when my late father was employed by Social Services back in the ‘60s and ‘70s.

Wind, rain, sunshine or blizzard, he reported to work as an interpreter and welfare payout officer. It was a small office with two workers and my father. They went to work about 15 to 20 minutes ahead of scheduled start promptly at 8 a.m., had a 15 minute coffee break at 10 a.m. and at 3 p.m. and left for lunch right at 12 p.m. and returned before 1 p.m., then left for the day at 5 p.m.

Whenever they had to get in contact with their head office for clarification, it was by telephone or mail. They had the old typewriter and this was used for birth certificates and writing out welfare cheques.

They were on-call 24/7, but back then this was rarely applied. People cared for each other, their elderly and the little ones. We didn’t see

people staggering from one place to the next, and the lone policeman did his patrol on foot.

The workplace was held in high esteem and the workers were courteous, friendly and welcoming. There was the usual holidays but with one day off or two days maximum off then back to work. Look at what it’s like today? Every imaginable kind of leave is good and applied.

Now that institutions and organizations have found loopholes, you can even leave early on Friday afternoons.

The character of today’s workforce makes the heads of our old-timers shake with amazement at how this workforce can get away with minimal attendance and yet are compensated for a full 7.5 hours.

In those times, the small workforce had access to a van and this was used for the elderly or in an emergency. Now you look around and each department has two, three or four vehicles

Two dead in murder-suicide NEWS Briefs Iqaluit A 22-year-old Clyde River woman's sudden death at the Tammaativvik Boarding Home March 6 was determined to be

a homicide, according to RCMP. "During the course of the investigation, the woman's domestic partner, a 31-year-old male was located deceased," RCMP stated in a news release, noting the incident was considered a murder-suicide.

Police are not seeking other suspects.

The Nunavut Major Crime Unit conducted the comprehen-

sive investigation, along with the RCMP Forensic Identification Section and the Nunavut Coroner's Office.

The coroner's office ordered autopsies.

"Our thoughts are with the families during this difficult time and grief counsellors have been made available through the Nunavut Crisis Response and Trauma Teams," stated RCMP. – Michele LeTourneau

Friday April 27 2018, Baker Lake just past Nuvuttuaaq. Old man Thomas Qaqimat, 91, having tears when he saw the boat that had killed his dear son Peter Haqpinaaq Qaqimat on Friday August 10, 1983.

He was the age of 21 years, and his remains were never found. See what wilderness does at times, it takes lives too, it takes lives innocently. He had asked me to take him to go see the boat, so I took him there with my truck, then parked the truck and then put him on a snowmobile to reach the boat. When the boat tipped there were four Americans with him. Three survived, one died, and his remains were found.

Indigenous women artists to be featured on 167 billboards

Canada A Winnipeg-based artist-run centre will launch a crossCanada project featuring 50 Indigenous women artists from June 1 to Aug. 1.

Mentoring Artists for Women’s Art (MAWA) will unveil 167 billboards from coast-to-coast-to-coast. The project, entitled Resilience, will include the work of Shuvinai Ashoona, Pitaloosie Saila, Kenojuak Ashevak and Annie Pootoogook.

Resilience is curated by Lee-Ann Martin, a Mohawk curator.

“For these artists, resilience is embodied as endurance, adaptability and sovereignty in relation to customary practices, contemporary identities, the land, and the impact of colonial practices and strategies,” stated Martin in a news release.

“The large-scale billboard images exist outside of art galleries, standing alongside the country’s roadways. The artists in Resilience stand as defenders of their cultural sovereignty and protectors of this land.”

Project manager Lindsey Bond says MAWA is currently in the process of figuring out locations for installations in Iqaluit, Arviat, Rankin Inlet, Cape Dorset and Pangnirtung.

New radios, jackets and hats for firefighters

Iglulik Iglulik’s volunteer fire department is in possession of a new and improved radio system.

“If you phone in with a fire report, it rings on six phones all at once,” said Greg Morash, the senior administrative officer for the Hamlet of Igloolik. “This really, really works well.”

The phones have a range of three to four kilometres, Morash added.

The hamlet also ordered new jackets and hats for the fire brigade, which consists of eight volunteers.

Morash said some safety training for hamlet staff is planned as well.

Kamiik-making course

Kinngait/Cape Dorset Seven people completed a kamiik-making course from Jan. 8 to April 20, allowing them to walk away in their own sealskin boots.

Mary Joanasie was one of the students in the Nunavut Arctic College course, under the tutelage of instructors Nuvalinga Kingwatsiak and Annie Pitseolak. Joanasie said she doesn’t have a grandmother or an aunt to teach her this skill, so she was eager to get involved.

“It’s something that I’ve always wanted to learn and I knew it was a really huge undertaking,” she said. “We did the preparation of the skins ourselves. We cleaned them, we stretched them and they had to dry for a period of time. Then we scraped them and softened them.”

A combination of hand-held tools and chewing on the soles softened the material, Joanasie said.

The stitching had to be precise, she added.

Time to 'fix' your pet

Kugluktuk The NWT SPCA will send two veterinarians to Kugluktuk to spay and neuter pets as well as provide examinations and vaccines May 23-25.

Dr. Michelle Tuma, one of the vets, said the SPCA will also take possession of animals that people are ready to surrender.

Although there are discounted fees for the services, compromises can be made in some situations, Tuma stated.

“Sometimes the mother and pups are all surrendered, but we also allow the mother to be spayed for free and returned to the owner if they allow us to find homes for all the pups in the litter,” she explained.

Tuma said the last spay/neuter clinic in Kugluktuk that she knows of was held in 2015.

The NWT SPCA offers its services in all Nunavut communities, according to Tuma, who added that she was involved in a veterinary clinic in Resolute in August 2017.

Costs associated with the Kugluktuk clinic are offset by sponsors, including the NWT SPCA, Veterinarians Without Borders, the Hamlet of Kugluktuk and First Air. – Derek Neary

Free dog tags and shots in Pang

Panniqtuuq/Pangnirtung The Hamlet of Pangnirtung teamed up with the health centre last week to offer free dog tags and rabies shots.

“More than 40 dogs were immunized,” said senor administrative officer Ron Ladd.

“Since I have put the program in place, 159 people have registered their dogs for free dog tags. In the last year, in partnership with First Air and the Humane Society, the hamlet has adopted out over 35 dogs and four cats and returned 20 dogs successfully to their owners as a result of the free tags.”

Another round is planned.

Ladd says he created a “dog book,” tracking each animal, which includes photos of cats and dogs for the safety of pets and the community.

Iqaluit A dozen musical Iqalungmiut joined Justin Rutledge – in town to perform an Alianait concert – for a Sunday afternoon songwriting workshop May 6.

“Justin played a few songs,” said Alianait executive director Heather Daly.

Those gathered then had the opportunity to ask some questions.

“A couple of other great musicians were there,” said Daly, adding songwriters struggling to complete their songs were able to work out their difficulties in the group.

Those in attendance included: Alannah Johnston, Jason DeVries, Francisca Mandeya, Susan Bazilli, Maxime Joly and Jeff Peacock.

Daly said it’s normally part of artists’ contracts to offer a workshop while they’re in the capital.

Qamutiik-full loads of Joamie School students head out to Mount Doom every spring and, this year, that special jaunt took place April 27.

"We have a good system going on," said principal Sonja Lonsdale, explaining the students are bussed in two groups to the Arctic Winter Games lake then ferried by snowmobile and

qamutik to Mount Doom, 10 minutes outside Iqaluit.

"Everyone is usually at camp by 10 a.m.," said Lonsdale.

Until it's time to pack up at around 2 p.m., it's all spring fun – slipping around on the ice, sliding on polar bear skins, and hanging out in tents. The menu? Lovingly prepared caribou stew and bannock, of course.

One way to celebrate the Earth is to enjoy its contours and gravity by going sliding

down hills.

That's what students at Netsilik School in Taloyoak did on April 22 to mark Earth Day.

Nunavut Quest wraps up to fanfare in Pond Inlet despite less-than-ideal weather conditions

Driving winds and lots of snow made it hard to travel, but the eight mushers and their dog teams made it to Pond Inlet from Iglulik at the end of the Nunavut Quest on April 29.

Iglulik's Jonah Qaunaq came in first place, winning the grand prize of $15,000, followed

by Lee Inuaraq with the second prize of $7,000 and Andy Attagutalukutuk in third place, winning $4,000. The final five contestants, one of whom – Peter Siakuluk – was just 25 minutes shy of third place, all took home $2,000.

Team North in tough

Membertou, N.S. The 2018 National Aboriginal Hockey Championships in Membertou, N.S., are over for another year and Team North wasn't able to make it in for the medals this time around.

The boys' team ended up fourth in their pool after the round-robin, finishing with a record of one win and three losses. The lone win came against Eastern Door and the North (Quebec) on May 7, 6-4, while the losses came against Manitoba, Ontario North and Ontario South.

On the girls' side, Team North ended with a record of one win, two losses and one tie in their round-robin pool. They tied Eastern Door and the North in their opening game on May 6, 5-5, and book-ended losses to Saskatchewan and B.C. with a 4-3 win over New Brunswick in their final game on May 10.

Both teams were set to enter the seeding round as of press time and you can see the next edition of Nunavut News for the final results.

It's Halifax in 2020

Montreal Team Nunavut now knows where they will be headed for the 2020 North American Indigenous Games.

Halifax was chosen as the host city for the next edition of NAIG on May 5, beating out Ottawa and Victoria. The decision was made at the North American Indigenous Games Council's meeting in Montreal. The votes cast by the council were based on the bid book submitted by each city, the site evaluations of each bid city, which were done last month, and

Coaches set for duty

Nunavut The Canada Games Council has launched the 2019 Canada Games Aboriginal Apprentice Coach Program (ACCP) and Women in Coaching Program, and Nunavut has some folks in the system.

Murteza Dareshshopipour of Iqaluit will be part of the ACCP initiative and will do his work in badminton. Dareshshopipour will be heading to the 2019 Canada Winter Games to be an apprentice coach in order to prepare him for high level coaching and ensure an increase in their coaching certification to a minimum of Competition – Development, Trained.

Lisa Kresky, the long-time gymnastics coach from Rankin Inlet, has been chosen to take part in the Women in Coaching Program. Like Dareshshopipour, Kresky will be part of the 2019 Canada Winter Games as an apprentice coach and will be working to improve her levels.

There isn't an umpire in the world that will stand for a baseball player playing Etch-ASketch around home plate after what they felt was a pitch that was inside or outside. I won't.

Nicholas Gargan, who plays with the Midville Dodgers of the Long Island Men's Baseball League, found out the hard way earlier this month when he decided to let the umpire know how he felt about his strike call, which admittedly wasn't exactly close. He drew a line on the outer half of home plate and that got him run from the game.

Now, people have been saying he got tossed for arguing the call but that's not why. He got gunned because he drew the line and the umpire even told him so. Umpires take crap about the strike zone all game long but the one thing they won't put up with is being shown up. If Gargan had simply said a few words, he

Rankin Inlet/Kivalliq Leo (Dali) Kaludjak captured the Senior Division of the Kivalliq Cross-Country Challenge snowmobile races in Rankin Inlet on May 8.

Troy Makpah captured the Junior Division crown (18 years of age and younger), while Ross Tatty grabbed the checkered flag in the Master's Division (35 and older).

The Kivalliq Challenge saw a total of $42,000 in prize money handed out between the three divisions this year.

Comedic magician and anti-bullying/suicide prevention champion Brian Glow, centre, poses with the students at Rachel Arngnammaktiq Elementary School in Baker Lake, where he performed and shared his special brand of empowerment.

Help-line executive director Sheila Levy, who met Wilson at the Northern Lights Trade Show, is grateful, because every little bit helps keep the line open for callers.

"We do get some support from the government but we definitely need more than what we get so we are doing fundraising all the time in order to keep our program alive and well," said Levy.

Levy got the Frobisher Inn on board for Glow's Iqaluit visit.

Multiple shows running After performing at four schools May 10 and 11, Glow will give two shows at the Frobisher – one for the whole family Saturday afternoon and one for adults in the evening, which will include a silent auction and cool prizes.

Next up are school and community shows in Clyde River, Resolute Bay, Arctic Bay, and possibly Pangnirtung and Pond Inlet.
