Man charged with murder in Sanikiluaq After responding to a critical situation in Sanikiluaq earlier in the week, RCMP advised June 21 that a local 35-year-old man was charged with murder.

"On June 19, members of the 'V' Division Critical Incident Command, Containment and Crisis Negotiation teams responded to an incident in Sanikiluaq involving a barricaded male. The members attempted to speak with the male who had barricaded himself in his home after allegedly stabbing an acquaintance. That individual died from his injuries," police stated in a news release.

As the situation unfolded, RCMP urged Sanikiluaq residents to stay away from the 100 block area, asking that everyone in the community shelter in place and remain in their residence.

The school was also locked down.

"A lengthy and exhaustive attempt was made to establish contact with the barricaded male. Shortly after the arrival of the RCMP 'D' Division (Winnipeg) Emergency Response

Team, the barricaded male was arrested without incident," police stated.

As of June 21, the scene was being processed by the RCMP Winnipeg Forensic Identification Section and the 'V' Division Major Crime Unit continued their investigation in the community.

Josie Takatak, charged with murder and breach of undertaking, remained in custody and is scheduled to appear at the Nunavut Court of Justice in Iqaluit Aug. 14.

It was a 'coup,' Quassa says Power-hungry politicians conspired behind his back, former premier says

'Conspiracy' and 'coup' are the words Paul Quassa chooses when he reflects on his removal from the highest office in the Government of Nunavut.

There were power-hungry cabinet ministers coveting the premier's seat and MLAs thirsting for a cabinet position and that's what led to his downfall, he told Nunavut News.

"I knew there were some who want to be premier, (others) who wanted to become a minister so badly that they would do anything," Quassa said.

"I believe there was a breach of confidentiality from some of the cabinet members to the regular members and therefore this motion (of removal) came about," he said, adding that some of those allegedly doing the plotting sowed the idea of a lack of solidarity among the executive.

"Even my cabinet members, not once did they tell me of any of these things ... not once did they tell me that they're dissatisfied or anything ... I was always open and that's how a leader should be.

"I feel sorry for those who started talking behind our backs and saying, 'We're going to get this person out without even consulting their constituents,' It's not the Inuit way."

In the seven months he was premier, Quassa said there are no decisions he would have changed.

"It's unfortunate. We were just starting and this thing comes about and disrupts the whole vision of Nunavut," he said. "I don't believe I did anything wrong, I certainly didn't. Certainly I didn't do anything criminal ... nothing to oust a premier."

Responding to criticism The territorial government recently faced strong criticism over $572,000 spent so a roster of ministers and bureaucrats could attend the Northern Lights Trade Show and Conference in Ottawa in February. Quassa

It's not the Inuit way." countered that all spending was approved by the legislative branch and conference attendance was aimed at building business within Nunavut.

Another point of contention was the GN's decision to stop seeking federal funding for the $550-million Grays Bay road and port project, which would boost mining in the territory.

Because the GN would be responsible to provide a portion of project funding, the government decided to address other needs.

"I've always said we haven't abandoned

(Grays Bay). It was a matter of prioritizing other things first," Quassa said. "At the end of the day, it's the federal government who decides where the money is going to go. This time around, the federal government decided it was going to go elsewhere, besides Grays Bay." Fighting for Inuit language and culture The former premier made no apologies for his strong stance on promoting Inuit culture and language, such as making Inuktutlanguage training mandatory for bureaucrats.

"I always say we have to make a bold move," he said. "In the first place, who voted to create Nunavut? It was the Inuit, nobody else. The Nunavut government is very much part of the Nunavut land claims. Our vision was, at that time, to have a Nunavut government that speaks Inuktitut, a Nunavut government that respects and enhances Inuit culture."

Changes to government are required to ensure there's no repeat of another premier being unceremoniously deposed, Quassa said. He suggested that issue may partly be solved by having Nunavummiut vote for the government leader rather than having the legislative assembly choose the premier.

Not about to quit Although the week following his removal from the premier's office has been "very emotional" for him, his family and other Nunavummiut who have offered their support, Quassa said he fully intends to serve the remainder of his term as Aggu MLA, representing constituents in Iglulik.

"I was voted to sit in the legislative assembly for four years and I'm not going to cut that short," he said.

"I'm not going to just sit in a corner and stay there. I was elected to represent my constituents and Nunavutmiut interests and that's what I'm going to do. It's not going to stop me ... We can survive. The Inuit have survived for thousands of years and we still can."

Cabinet confidentiality means few details on ousting

If there was any backroom conspiracy to bring down former premier Paul Quassa, cabinet wasn't part of it, says the politician who succeeded him.

"If he (Quassa) truly believes he was blindsided with the motion (to remove him), then we were, too. Cabinet was not aware that the motion was going to be what it was. We had no idea of it either," said Joe Savikataaq, who served as deputy premier and a cabinet minister under Quassa.

Arviat North-Whale Cove MLA John Main introduced the non-confidence motion that led to a 16-3 count in favour of evicting Quassa from the premier's office on June 14.

The only cabinet member to vote in Quassa's favour was David Akeeagok.

The overwhelming outcome of the vote reveals that all was not well, said Savikataaq.

It was Quassa's leadership style that convinced Savikataaq to cast a ballot in favour of ousting the premier, he said.

"It wasn't functioning well. There was issues with his leadership style. To make it very clear, this was not a vote against Paul Quassa the person, it was on his style of leadership and how he was leading the government," said Savikataaq. "I figured that

there were definitely issues, but after the vote I went to shake Paul Quassa's hand and I told him that there was no winners in this vote."

Asked whether he had personally communicated his disapproval of Quassa's leadership style to the premier himself prior to the vote, Savikataaq replied, "I may or may not have," but then cited cabinet confidentiality.

"There's not a whole lot I can say," he said.

"I hope you understand that. If I breach cabinet confidentiality, then I'd be gone."

Savikataaq offered some praise for his predecessor.

"He's done good work. I'm not here to put him down. I'm not going to say, 'He said/I said,' and all that," he said. "He's going to say what he wants and all I can say is the vote should speak for itself."

Savikataaq pledged to be "more of a team player" who will improve communications overall.

"You have to have everyone on the same page and then we can get to our common goal," he said.

The new premier said he's comfortable with Nunavut's governance system and knowing that he too is subject to suddenly losing his status.

"That's the conditions we work under, yes.

Everyone is going out ice fishing out at Mount Pelly, Grenier Lake, Ferguson Lake and at the rivers soon. I hear the river is open now with many residents heading out for a drive out towards Gravel Pit where many of our cabin owners spend their spring and summer with family and friends. It is usually a busy time of the year when everyone sets up their cabins and tent frames for summer camping.

Many residents are so busy ice fishing everyday, you can see many still head out with snowmobiles out towards mainland as there is still ice, but soon it will melt away and then everyone can start boating.

Families head out to go egg hunting also, so everyone is filling up their fridges with eggs from the land, so delicious and healthy. Koana

School is out until August now and many children are out biking and enjoying the warm weather. The older high school students are already busy working at their summer employment jobs and we wish each of them a good summer and we are all proud of you.

We have a few students who will be busy travelling overseas and down south to attend courses, camps and other exciting times for them. Keep up the good work kids. Stay in school and have a great and fun and safe summer. Look after your younger siblings.

Cambridge Bay is busy as usual and community town clean-up will be on Monday, June 25.

RCMP held a community barbecue on June 21, Aboriginal Day. Koana to the members and Department of Justice, Wellness Centre staff for always putting on a great gathering with good food and good music by Brydon and Gary Beattie. Lots of kids bicycles were given out as prizes and gift certificates. Koana everyone for a fun day even though it was a little windy.

They had a canvas tent set up for the elders where they had a feast of muskox stew, char piffy and much more. Raytheon donated a large yummy carrot cake for the barbecue. Koana to Rosabelle and Raytheon for supporting the community.

See you all on July 1st on Canada Day again and Nunavut Day on July 9 everyone.

'This government has to stabilize' Former MLAs and candidate offer opinions on what the GN must do next

Many Nunavummiut were taken aback by the sudden removal of Paul Quassa as premier on June 14.

In the aftermath of that political upheaval, Nunavut News contacted several former MLAs and candidates for office for their thoughts on what transpired and where to go from here.

These are the ones who responded (some responses have been edited for length and clarity):

Manitok Thompson

MLA for Aivilik, 1995-99 and MLA for Rankin Inlet South/Whale Cove, 1999-2004 I believe that a party politics mindset has arrived in Nunavut. Most of the politicallyminded younger generation seems tired of the romance with the consensus style of government.

The style of consensus government was formed in the NWT in the '60s to reflect ᒪᓃᑦᑐᖅ ᑖᒻᓴᓐ the way Inuit were supposed to have governed themselves. Even in Inuit smaller groups, there was a way to get your message across if you wanted to make a statement. It came out in a song where two people sang to argue their conflicts. You were even allowed to Manitok Thompson speak your mind to an elder if you disagreed with them, but you had to be in the right with your argument – and it had to be well-researched and well-presented. Consensus governance may no longer be effective in dealing with the complexity of modern-day issues.

Consensus-style government is presenting your position to the other party, while you listen respectfully without interruption to opposing points of view. When all have said what's on their minds, then you come to a consensus and decide what's the best way to go forward with a particular issue. The elders were the government before (Western) contact and in a way they were dictators. They decided many things including who you should marry and what the name of your child should be. In such a harsh physical environment, they had to lead the best way they could so everyone could survive and conflict was minimized.

Over the years I have talked to many politically-active and -aware Inuit, including elders, who have expressed their concern with a consensus style of governance.

The aboriginal peoples who first had early contact with non-aboriginals were able to move their agendas and priorities forward more quickly because of the way they negotiated with the various levels of governments.

In a consensus type of government, cabinet votes as a block to get a bill or motion to move forward. Internally and in confidence, cabinet also allows members to speak their position and vote independently if a bill is contentious.

This vote is private and confidential and if a majority is obtained, cabinet solidarity is presented.

The recent motion of non-confidence in the Nunavut government's leader demonstrated the solidarity of cabinet was broken. Non-confidence in fact means the members had lost trust in the leader and to lead you need to be trusted and be honest and open with each other. While some of the reasoning for the motion and its resulting vote have emerged, many others will remain confidential. But a clear majority of the

members, including cabinet ministers, decided a change had to be made.

In the past, when MLAs were nominated for a position in cabinet, you voted for the most capable, educated and experienced to get the job done. With this recent election, cabinet selection seemed to be not a vote for the educated, experienced or capable, but for whom they wanted to be in cabinet with. I assume this was strategic. This strategy wasn't based on the most able to run a department but more on friendship and who they wanted in. That strategy has failed.

In Pond Inlet, the decision was made by the members to do away with the mid-term reviews of ministers but to be able to remove and review a minister anytime, based on performance. With this latest action by regular members, the ministers are now expected to move agenda items faster and also to keep the regular members informed and involved in decisions within the departments.

This new group of MLAs, unhappy with the direction and leadership of the government, worked together as a group to effect change.

Was this not the equivalent of an opposition party defeating a minority government?

This was not a personal attack against an individual but a verdict on leadership. The leader may have been the easy target but the message has a much wider aim. Clearly this new group of MLAs have now stated they will not put up with leadership that does not listen to the concerns and aspirations of the regular members and their communities.

The regular members are full of educated, experienced and capable people willing to take the risk and do something about the issues that face Nunavut. The effective and careful management of public money is important.

This new group of MLAs is functioning like an official opposition party. This can be done without anger or bitterness but in a spirit of moving forward together.

While not a full-blown party system, I see a much higher level of governance emerging in Nunavut today.

Inuit are a loving, welcoming people, generally, but in politics sometimes firmer, more difficult decisions have to be made.

Johnny Mike

MLA for Pangnirtung, 2013-17 I can only speculate, but the issue came up that Premier Quassa (had) a transparency problem. The new government has a transparency problem too because they haven't really defined why Premier Quassa was removed.

We've got to see transparency. We, the public, are waiting for that. ᔮᓂ ᒪᐃᒃ There has to be a better way of having a non-confidence vote process.

It sounded like this was done through a backroom deal instead of the MLAs having a full caucus meeting about it or community meetings.

When it comes Johnny Mike to leadership performance reviews, I think it should be handled more fairly.

This issue of removing the premier by nonconfidence vote brings forward a lot of issues that need to be dealt with now by this government to see if this new government can handle and develop a new policy to go with the Inuit traditional way of governing the cabinet and the MLAs. During the land claims agreement, I was one of the advocates (examining) how this new government was going to work and sure enough the way it was going to be handled was

a public government.

Once that happens, this government has obligations to follow the Canadian government system that is in place, which is a democracy.

We've got to realize that if you want to beat out that old democracy system with the traditional Inuit way of doing things, then let's find it, let's do it and use it.

I'm tired of seeing this whole song of, you know, 'Inuit should be running the government, the Inuit way should be running the government' – but it hasn't happened after 19 years.

Something has to develop now, something has to form. It has to change lives. We have so much social problems, social unrest. We've never seen this before in Nunavut, not in our history – we see murder, we see standoffs, people are dying.

This government has to stabilize. Stability is the only solution now to implement the Turaaqtavut mandate.

Matt Teed

Second-place candidate in the Aggu riding, losing by 10 votes to Quassa, in 2017 I disagreed with the decision to remove Premier Quassa. I think only seven months into a mandate is not enough time to judge someone's performance. If there were other reasons then I feel they should be made public.

My opinion is that MLA Quassa can and will be very effective in advocating for issues directly affecting Igloolikmiut. He cares about his people and I am sure he will continue to serve us well.

As far as regional issues, I am curious whether the Grays Bay road and port project

issue didn't play a ᒫᑦ ᑏᑦ larger role than is being discussed. I wish the issues that led to this decision were made public.

I feel Premier Quassa was on the right path with regards to language requirements and other decisions.

With regards to the three candidates who ran for premier (Savikataaq, Netser and Matt Teed Kusugak), I was OK with that as they were nominated.

I have met with two of them previously while on council and felt either would do a good job.

The Baffin Correctional Centre suffered significant damage to its Charlie Unit overnight June 20, as several inmates barricaded themselves in that section of the facility.

For the second time in nine months, inmates at the Baffin Correctional Centre (BCC) in Iqaluit took control overnight.

The June 20 incident, which RCMP called a riot and an uprising, began sometime around midnight, with RCMP and the fire department responding.

"Several inmates barricaded a section of the facility resulting in significant damage to the Charlie Unit," Minister of Justice Jeannie Ehaloak stated in a prepared statement.

According to police, 26 inmates gathered to form a riot.

"RCMP responded immediately with 22 members positioned around the perimeter of the facility to prevent an escape attempt. For several hours, RCMP, Sheriff's Department and GN Corrections Staff contained the riot

situation until such time as all 26 inmates were extracted one by one," police stated.

Ehaloak said there were no injuries to inmates or staff through the joint effort of Corrections Division and the RCMP. "The fire department was also on site during the incident as a precaution, but did not need to enter the facility," she stated.

"This was a co-ordinated effort that involved an allhands on deck response. The extraction went extremely well and the most important fact was that nobody was hurt.

This could have ended much differently," stated Insp. Mark Crowther.

As with the October 2017 incident, which involved four inmates, repairs to the correctional facility will be required.

"Significant damage was caused inside the facility. Five police vehicles were damaged as inmates hurled metal and other projectiles through an open window on the south side of the facility. Despite the volatility, no RCMP or Corrections staff were hurt and all inmates were extracted from the facility without injury. The Iqaluit Fire Department, ambulance and municipal enforcement were also on scene as a precautionary measure," stated police.

"In the meantime, the Department of Justice is looking at options to transfer and house inmates in correctional facilities outside the territory until these repairs can be completed," Ehaloak stated.

"As Minister of Justice, I would like to reassure the residents of Iqaluit that there is no threat to public safety because of this incident. The Department of Justice and Corrections Division are working diligently to repair the damage and ensure the facility is safe and secure for correctional staff and inmates."

Deputy minister of Justice William MacKay said in October corrections staff worked with RCMP to create a security plan in the aftermath of the first incident.

Ehaloak stated her department continues to work on the new Qikiqtani Correctional Healing Centre, which will replace the current facility.

But it was announced in May the construction of the new healing centre would be delayed a year after a request for proposals had failed to produce a winning bid.

In 2013, the Office of the Correctional Investigator publicly documented the conditions at Baffin Correctional Centre. In March 2015, auditor general Michael Ferguson's report on corrections in Nunavut noted the Department of Justice was doing very little to correct what he said were insecure and unsafe conditions for inmates and staff at BCC.

Magical Alianait days away ᓄĪØflî

Festival garners international attention in its 14th year

Very, very soon, artists from various communities in Nunavut, other circumpolar regions and as far away as New Zealand will converge upon Iqaluit for the 2018 Alianait Festival.

"For myself, it will be my first time," said David Kuksuk, who joined The Arviat Band five or six years ago.

The band has been around for decades, playing festivals across Nunavut and Nunavik. The festival program biography notes, "During Simon Sigjariaq and Charlie Panigoniak's early days in music, The Arviat Band were essential in developing the unique country sound Arviat is known for."

Add to that all-Inuktitut lyrics.

"My brothers have been together for a good 25 to 30 years." Kuksuk said of now-bandmates John and Billy Kuksuk.

Paul K. Irksuk and Sandy Okatsiak round out the band.

"I'm excited," said Kuksuk, who says the band plays at the community's church, where he has also taught guitar to youth.

"It's music that makes you happy. Music can be a lot of things. If you're depressed or whatever – it's stress free. Somehow, it helps."

Iglulik's Lazarus Qattalik played a gig in Iqaluit earlier in the year, then soon found himself on a stage in the Yukon playing with the award-winning Quantum Tangle and Leela Gilday. This will be his first Alianait Festival.

He's looking forward to seeing all the artists and playing music, he says, "is magic."

For executive director Heather Daley this festival is magical for a couple of reasons.

After this year's four-day show, she passes

on the reigns to a new generation of organizers. And she's leaving quite the organization.

Alianait has a reputation and is now being sought out.

"One thing I'm noticing is we're really on the map, on the world stage. This year, for example, out of the blue the new festival director and chair of the board for this amazing festival in northern Norway called Riddu Riddu, they're coming to our festival to look for talent for their festival in 2019," Daley said.

There are others scouts – from Montreal, from Greenland – and musicians from across the world applying to play at Alianait.

"I didn't go after them. I think that's a big statement," she said.

"And I'm very excited about this festival's line-up. It's very strong – not just Inuit but also Indigenous-focused."

Another very important focus of Alianait is to provide an opportunity for emerging artists – such as Qattalik and Leetia Kalluk of Arctic Bay – to be on the same stage as well-known artists.

"Like Nanook, for example, the most popular band from Greenland," she said.

Qattalik, bandmate Allan Kangok and Kalluk will take part in this year's collaborative effort, led by Sylvia Cloutier.

"It's a unique special thing that we do every year. They're going to get to workshop together with the Maori trio from New Zealand, with the Australians, with Cris Derksen ... Some amazing, amazing Indigenous performers from different parts of the country and the world and then perform together on closing night," Daley said.

"Let the magic begin."

The festival runs June 29 to July 2.

Judging by the looks on the faces of those who voted to oust Premier Paul Quassa, they knew this was no mercy killing. It was murder and they were guilty as hell.

Except for one. Joe Savikataaq had a smile to light up the room and he flashed it when he voted for himself and it stayed for the rest of the day. He continues to do so.

You would, too, if you spent the last seven months in purgatory.

This is a man who wanted – and many expected – to win the premiership in November. With Peter Taptuna's retirement, it was Savikataaq's turn to take the stage.

But, with a new cast of MLAs, anything is possible and the unexpected happened. They supported the elder statesman, Paul Quassa, who won despite the tarnish of supporting at all costs the unpopular Education Bill 37.

Quassa's election was a chance for a man who helped negotiate the creation of Nunavut to provide his vision for the future of the territory. He promised to bring more Inuit into government and to strengthen Inuktitut.

Non-Inuit deputy ministers and their minions started to worry about their positions and with good reason. Within days, top bureaucrat Chris D'Arcy was out the door, as were several non-Inuit

Safety measures are important Safety underground is paramount and always the main opening theme before we go underground.

These are two safety measures of many while working underground. These are very practical and simple procedures for the protection of miners and workers as they extract the ore body.

As we engage and work with people, we try and find that safety net for protection and

forward movement while carving a practical approach and path to healing. This is two-way communication and requires co-operation by both client and social worker or caregiver.

We must always remember to listen to the client and to paraphrase what we just heard so that he or she recognizes that we are engaged. At the beginning of each session, it's best to let the client know that we will be taking some notes and this allows them to see that we are sincere and does not distract them with thoughts that we are not paying attention.

We are sitting with someone who is making an effort in wanting to change a few things to make life a little better or easier. It was a big step in realizing things are not going so well and then to make the contact with you to converse about the situation.

Eight teams gathered at the Iqaluit airport June 16 to pull planes and raise funds for the Niqinik Nuatsivik Nunavut Food Bank.

Exchange treats youth to traditional and city life

Tikirarjuaq/Whale Cove Youth from Whale Cove and the Ottawa Inuit Children's Centre spent time with each other's communities in April and May. The exchange took place thanks to YMCA Youth Exchanges Canada program.

The Ottawa group hosted 15 students from Inuglak School May 6 to 12. The students visited the Parliament of Canada, learned all about Ottawa's Nunavut Sivuniksavut, prepared baby blankets for the local children's hospital, explored museums, reconnected with family and friends and enjoyed some amenities that southern living has to offer, according to Inuglak teacher Brandon MacKay. Inuit youth from Ottawa visited Whale Cove in April to get the opportunity to reconnect with their land and people. They went out on the land, acquainted themselves with traditional arts and crafts and traditional games, activities and performances.

MacKay said such an undertaking would not have be possible without the help and support of many groups and people, such as the Arctic Buying Company, Senator Dennis Patterson, the Hamlet of Whale Cove, Arviat North-Whale Cove MLA John Main, Kevin Waugh, Nord Gold and Stanley Adjuk.

Plane pull raises funds for food bank

Iqaluit Iqaluit's first-ever plane pull was held outside the old terminal building June 16.

Plane pulls are popular charitable events, where teams of people pull a plane over the tarmac with sheer human muscle power.

The airport and Nunavut Airport Services hosted the event to raise funds and collect food for the Niqinik Nuatsivik Nunavut Food Bank in Iqaluit.

Team Planey McPlaneface came in first place pulling a Canadian North Dash 8 – which weighs in at more than 10,400 kg – 15 metres in a time of 8.38 seconds and raising $2320. Eight teams raised a total of approximately $20,000, said organizer Sarah Price.

"What a beautiful day to pull plane and support the food bank! A sincere big thank you to Sarah Price and her team from Nunavut Airport Services for all their hard work organizing this event and all the teams that came out to participate," stated the Food Bank on its Facebook page.

"It was a lot of fun and a big success! We'll make the money raised go as far as we can to provide healthy food to hungry families in our community. Thank you for helping us help others."

Nunavut Arts Festival kicks off July 4

Iqaluit The Nunavut Arts Festival, which kicks off July 4 at 7 p.m. with a barbecue at the Sylvia Grinnell Park Pavilion, promises five packed days of activities in Iqaluit for artists and the public alike.

Artists from all three regions will converge on the capital.

The Nunavut Arts and Crafts Association (NACA) unveiled its new festival logo in advance of the festival on June 20. The logo by Resolute Bay artist Babah Kalluk, who now lives in Iqaluit, is an Inuit mythological character with different names such as Innulaaq and Katutajuk. The mythic figure has a big head, legs and no body and is known to be feisty, mischievous

and strong enough to break through an iglu wall.

Workshops of all kinds are planned bridging the traditional and modern. The festival culminates with an arts fair on July 9, Nunavut Day. – Michele LeTourneau

Cultural centre opening date set, manager hired

Kinngait/Cape Dorset Mark Sept. 5 and Sept. 8 on your calendar.

Those are the dates of the "pre-opening" and official grand opening for the Kenojuak Ashevak Cultural Centre and Print Shop. There will be two such occasions because the latter date will involve so many guests from the territorial government, the federal government, Inuit organizations and private donors that there wouldn't be room for community members, said John Hussey, Cape Dorset's senior administrative officer.

So the hamlet has set Sept. 5 for a "pre-opening" to give local residents a chance to get a sneak peek at the newly-constructed $10.2-million facility devoted to the arts.

Coppermine River breaks up late

Kugluktuk Residents in Kugluktuk had to wait until June 18 for the ice to let go on the Coppermine River.

Dumond, manager of the Kugluktuk Hunters and Trappers Organization, on June 19, a day that reached 22C. "There's still some ice coming down but it's slowing down.

Probably in the next few days people will be out fishing," she said.

The river broke early last year, right around June 1. The norm is sometime during the second week of June, said Dumond.

Seal samples heading to York University

Kugaaruk Seal hunters have been turning in portions of their meat and organs from their catches for the sake of science.

Mark Jr. Karlik, manager of the Kurtairujuark Hunters and Trappers Association, hands out sample bags and collects them again, eventually shipping them to York University in Toronto for study.

The analysis has been taking place for about five years and the researchers make an annual trip to Kugaaruk to present their findings, Karlik said, adding that the levels of toxicity detected to date have not been of major concern.

The hunters who provide samples receive a little compensation, enough to help out with gas or purchase a meal, said Karlik.

The ice on the ocean was still intact as of June 20 but some dark patches were forming, indicating that it's starting to thin out, he noted.

"They're being careful," Karlik said of the seal hunters.

Men's shelter to double capacity Cambridge Bay facility will house 16 beds later this year; radio station to find interim home

The Hamlet of Cambridge Bay is aiming to double the capacity at its men's shelter to 16 beds by late October.

The Government of Canada is providing $300,000 for the renovations. The duplex housing the men's shelter will be altered to expand that service into the adjoining space currently occupied by the community's radio station.

"The need is great and the waiting list long," Marla Limousin, Cambridge Bay's senior administrative officer, said of the men's shelter.

There are 32 applicants hoping to get spots at the shelter, according to Isaac Mensah, the shelter's coordinator. The facility, located on Omingmak Street, was only established in 2016. With so much demand, there have been times when recliner couches in the shelter have accommodated four additional men, said director of wellness Janet Stafford-Brenton. In addition, there are respite and support services available at the wellness centre and the elder's palace during the day, she added.

The average length of stay at the men's shelter is nine months, Stafford-Brenton said. Clients come seeking safety and sobriety, retreating from overcrowded homes and some have indicated that they've suffered financial abuse, she said.

"Some men come to the shelter to enable them to receive the support to make productive choices, moving them from unemployable to an employed stage in life," said Stafford-Brenton.

The hamlet has visions of creating a transition residence for those who have rebounded and are ready to find work and become more independent. Stafford-Brenton said she'd like to see six men able to access that service. She added that Mensah is advocating for a location by working closely with the local housing association and the Government of Nunavut.

With the radio station sacrificing its space for the expanding men's shelter, plans are being formed to find an interim location for the community's radio enthusiasts, said Jim MacEachern, assistant senior administrative officer. City holding back brewery opening Timeline unknown as dated water and sewage bylaw and stressed city services take toll

A decades-old City of Iqaluit water and sewage bylaw and stressed city services are hampering business development in the capital.

"We're ready to open," said Nunavut Brewing Company Ltd. (NBCL) general manager Katie Barbour.

The brewing company has two approved vehicles for hauling water and sewer and they're asking for access to city facilities.

"We're just looking for permission," said Barbour.

Bylaw 200 states, "No person, except those authorized by council, shall directly or indirectly engage in the provision of municipal services within the Town."

The city is working on a revision of that bylaw, but that could take many more weeks.

A workshop is scheduled for June 27. But the approval process, including first, second and third reading, would take the timeline into the slow summer months.

"Therefore our water management plan cannot be adopted until after that third reading of that revised bylaw," said brewery partner and long-time Iqaluit businessman Stuart Kennedy at a city council meeting June 12.

The original plan was for the brewery to open in the fall of 2017.

Black Heart Cafe owner Joseph Szakacs had his own issues to contend with prior to opening his business. He said it took some

time to resolve water issues related to his fledgling business, adding he and his landlord approached the city in April 2017 and while they expected any water issues to be resolved in a timely fashion – the operation wasn't even looking for a water-use amendment – it wasn't until October any real movement was seen on the file.

"By the end of September, we were still waiting for approvals – we started in April. We were still trying to figure out, can we do this?

Pull the trigger, buy the equipment and hope for the best?"

Everything did work out, but the planned January opening took until mid-March.

Szakacs said the city's planning department appeared understaffed and struggling to keep up with the demands placed on it.

Meanwhile, Kennedy and partners Sheldon Nimchuk, Harry Flaherty, Cody Dean and Ambrose Livingstone have already employed Barbour and master brewer Mike Wayne for months.

Councillors seemed more concerned about how the brewery planned on being good corporate citizens and the wastewater the brewery would create. But the brewery has worked with city staff and developed a water management plan, which includes licenced hauling and effluent quality information.

"The company does have plans to use Sylvia Grinnell water and the company will continue to develop towards that goal. However, until we develop a pumping system that can provide

fresh water year-round, we need to depend on the City of Iqaluit water supply," Kennedy told city council.

Councillor Kyle Sheppard, speaking to Nunavut News, responded to rumours that Tower Arctic Ltd. received expedited treatment for approvals for its new camp at the Iqaluit site. The company won an $89-million contract from the Government of Nunavut to construct a small-craft harbour at Pond Inlet and a deep-sea port and small-craft harbour in Iqaluit.

Sheppard admitted a revision of Bylaw 200 was long overdue and indicated each of the three situations are different.

"There's separate issues at play here. The camp project you referenced can actually be hooked up to the water supply. That's actually going to be supplied by piped water. The issue there is the sewage pump-out," said Sheppard.

"The arrangements the city has made, in conjunction with that development permit, is the city will provide additional sewage pumpout over and above normal until such time as, hopefully, Bylaw 200 is amended for the licenced hauling of water and sewage whereby large corporation and companies, whose needs exceed the city's ability to provide water and sewage services, will be able to provide their own."

Sheppard said it's hard for the city to keep up with the existing trucked supply.

"What the city is considering (with the bylaw revision) is that licenced hauling, where-

by those companies can use their own water and sewer trucks," said Sheppard, adding the city has faced the issue for several years.

The city agreed to fill the gap for Tower Arctic, until the amendment is in effect.

As for the brewery, Sheppard says there are still issues to be worked out with the finalized permit.

"Regarding wastewater, as well. There's some unique wastewater. It's more complicated, a bit more complicated than the situation that was faced by the camp," he said.

"I think it's just a matter of getting comfort that the way the wastewater is treated is going to be acceptable for the city system, especially with our new wastewater treatment plant coming online in the next year and a half or so."

As for staffing at the planning department, Sheppard says there have been challenges and the city has been using contract workers to fill gaps.

"Hopefully, we'll have a fully-staffed permanent complement sometime soon. Planners are hard to come by and more so here," he said.

"And, from my personal opinion, the amendments to Bylaw 200 need to happen as soon as possible. Licenced hauling is going to help spur economic development, help our business community grow. This isn't about providing a new marketplace for privatized water.

This is about companies who will, for the most part, be doing it themselves."

If a company can provide for itself, that makes sense, said Sheppard.

While it's still a ways from completion, the sight of the new arena taking form in Rankin Inlet has the community excited for the arrival of the long-awaited multi-purpose facility.

Rankin Inlet's recreation co-ordinator David Clark points out, however, that the skeleton of the building will be the quickest to go up.

He said work on the inside of the structure will be the more time-consuming part of its construction by a wide margin.

"It's a stand-alone rink with a lobby and beautiful canteen/kitchen and, although it's not a huge building, I'm hoping it will do justice to our community and be a great place for people to enjoy the game of hockey and other events throughout the year," said Clark.

Clark said the facility will be in operation 12 months of the year once it's open.

"Hockey will be from October until the middle of April, we'll use the ice-surface area for big events during Pakallak Tyme in the spring and, starting in June, indoor turf will be put down for soccer, flag football, maybe some lacrosse and other fun types of things

Baseball for the youth

Iqaluit The capital will be seeing the return of a sport that hasn't been seen for quite some time.

Youth baseball is coming back and it's being organized by Rachel Clow. The plan is to make it a drop-in sort of program

We take you aboard the plane carrying the Saudi Arabian squad as they headed from Moscow to Rostov-on-Don on a routine flight. Anything but routine on the landing, though, as the plane went mechanical upon descending. No big deal – just the wing catching fire. There's a short video of it and the players are taking it all in stride. Everyone was safe and sound so crisis averted.

Again, had this been me, there's a very good chance the person sitting next to me would have become part of the aircraft itself and I would be finding my Diet Pepsi.

ing our bigger tournaments. I wanted a little bit more, but it's going to be a new building the hamlet and the community can take pride in," said Clark. "It's going to really benefit our community, not only as a hockey facility but as a complete recreation facility throughout the whole year."

The initial schedule for its opening is January of 2019, but Clark's guess is that the community will have one more hockey season their our old barn before they finally get to start fresh their new arena.

Clark said he's working with the recreation committee and hamlet council on different ideas for use of the old arena once the new one is operational.

He said time is running out and he wants to be able to utilize the old building as soon as it becomes available.

"We need to come up with a solid plan for the old building and find the money needed for that plan to further benefit our community," he said. "The hamlet's not going to have two rinks operating at the same time. That decision has already been made. I'd like to take the boards and plexiglass out of the old building and build a new outdoor rink near the new arena."

"We also need to look at finding the money to come up with drawings on, possibly, expanding our existing community hall in the old building and see if it would be worth the effort," he continued.

Excitement in the community is building as the new arena in Rankin Inlet begins to finally take shape.

Aviation fuel spared carbon tax Ottawa The federal government has announced its intentions to spare aviation fuel used in the territories from a future carbon tax.

Senator Dennis Patterson called the decision a "positive first step."

"Nunavut has 25 fly-in only communities and it is not fair to tax them with no alternatives available," Patterson stated. "However, I am disappointed in the lack of concrete promises with regard to home heating and electricity costs."

Nunavut relies on close to 44 million litres of jet fuel per year, according to Patterson's office.

The territory also imports 114 million litres of heating fuel, 33 million litres of diesel for electrical purposes and 17.8 million litres of gasoline.

The federal government further committed to holding a discussion on the impact of the carbon tax on mining operations in the North.

The Crown admitted that the accused had been arbitrarily detained and unreasonably searched prior to his arrest, without being informed of his right to a lawyer.

Despite that, the Nunavut Court of Justice trial judge still allowed the evidence to be admitted because the breaches of the Charter of Rights and Freedoms were not "at the high end of the spectrum of 'wilful and reckless disregard.'"

The man was subsequently convicted of trafficking and given an 18-month conditional sentence on March 5, 2015.

The appeal judges, however, found a "wholly unacceptable pattern" of Charter violations by Sanikiluaq police.

"The wilful disregard of the appellant's ... Charter rights is not only unjustifiable on an individual basis, but in considering its systemic nature, squarely defines this matter as a serious breach of the most fundamental protections under the Charter," one of the appeal judges wrote.

"Criminality or addiction problems in the small hamlet of Sanikiluaq, or in any community in this country, cannot be solved by deliberately unlawful policing."

Condoning the Charter breaches by police would "undermine society's confidence in the justice system and damage the long-term reputation of the administration of justice," the judge added.

Marijuana conviction overturned

Iqaluit A man convicted of possessing nearly 1.7 kg of marijuana for the purpose of trafficking in Sanikiluaq has been acquitted by the Court of Appeal of Nunavut.

The case dated back to Nov. 1, 2013.
