Luxury liner free after running aground near Kugaruuk Cruise ship was trapped in Gulf of Boothia; passengers safe, says company

Two Canadian Coast Guard icebreakers were called to rescue a luxury cruise ship that ran aground outside of Kugaruuk, Aug. 24.

"We are in charge of the operation and passenger vessel Akademik Ioffe is floating free.

The situation is stable. No pollution has been observed. Disembarkation of the passengers has commenced and no injuries are reported," the coast guard tweeted early the next morning.

The 117-metre Akademik Ioffe is a "modern, comfortable and ice strengthened" ship, states the cruise line One Ocean Expedition's website. The ship had left Kugaruuk the morning of Aug. 24 before running aground in the Gulf of Boothia

later that day.

Andrea Beaubien, spokesperson for One Ocean Expedition, said there were a total 127 staff and passengers on board when the ship got stuck.

No inuries, no spills He said there were no injuries and no environmental damages caused by the incident. Beaubien could not confirm what exactly caused the boat to get stuck or what the boat was stuck on, but did says as of Aug. 25, the boat was "floated" -- meaning it was under its own power and movable.

"There are a number of nationalities on board, mostly Americans and Canadians but there's a range of nationalities on board as well," said Beaubien.

"It left Kugaruuk and I don't know its exact destination, it was

cruising the Arctic. On those trips we often go where we can find cool things to look at."

While it is not clear exactly when the boat got stuck, the company issued a statement regarding the situation at 7:40 p.m. local time, Aug. 24.

"We regret the inconvenience to our passengers and are working closely with the captain, shipowner and all relevant agencies to resolve the situation as quickly and safely as possible," the news release stated.

"As per standard procedure, the captain of the Akademik Ioffe has engaged all relevant federal and territorial agencies.

The Akademik Ioffe's sister vessel Akademik Sergey Vavilov is within closest proximity and is proceeding to the area to provide any support and assistance required."

It was not clear where the passengers would be taken once they were offloaded from the ship. Calls to the Canadian Coast Guard were not returned as of press time.

One Ocean Expedition offers a number of cruises in Nunavut ranging from nine to 12 nights and from $7,000 to $12,600. The Akademik Ioffe has a movie theater, hot tub, gift shop, Jacuzzi, sauna and plunge pool, according to the company's website.

These vessels were purpose built to conduct sensitive hydro-acoustic research and science in the polar regions and our newest addition to the fleet was purpose built for expedition cruising." states One Ocean Expedition's website.

There's a lot of excitement surrounding the grand opening of the Kenojuak Cultural Centre and Print Shop, and Louisa Parr is at the centre of it all.

Parr, the facility's manager, is admittedly feeling some pressure as the big days draw near – Sept. 5 for community members and Sept. 8 for visiting dignitaries.

"It's been very hectic," she

said, while battling a cold with two weeks to go until opening. "I'm starting to get a little nervous. The time is going by way too quickly."

Although Parr is doing the bulk of the work, she gets direction and support from an advisory committee comprising Hamlet of Cape Dorset officials and West Baffin Eskimo Cooperative representatives. She also has a cocurator in William Huffman, with Dorset Fine Arts, who is helping to arrange some

Although Parr is a throatsinger, she claimed not to be an artist.

"I can't carve. I can't draw to save my life," she joked.

However, coming from a strong line of artists on both sides of her family – including grandfather Kananginak Pootoogook, who was influential in the founding of West Baffin Eskimo Cooperative – Parr has developed a keen appreciation for art.

The $10.2-million,

10,400-square-foot building has already hosted some guests. An elders group gathered there earlier this month and some benefactors who contributed greatly to the $3.2 million in private donations made their way to Cape Dorset from as far away as the U.S. to see the building and its contents.

"There are a lot of people who donated to this building and if it wasn't for them we wouldn't have this beautiful building," Parr said.

Nunavut has a teaching crisis, and this time it’s far worse than simply not having enough Inuktut in the schools. (That’s still a problem.)

No, the problem this year is a shortage of teachers – 66.5 positions across Nunavut – that threatens to delay the start of school in some communities.

Teacher shortages are an issue at the beginning of each school year but it keeps getting worse.

Last year, there were 58 vacancies at the start of the year, with 19 that were never filled, and another 14 vacancies arising mid-year. It’s not easy staffing schools here, it seems.

Sure, the pay can be good, though comparable with other decent jobs in the territory. And many would prefer to take a desk job rather than brave a classroom of children. Throw in the added burden of managing those with special needs, which most classrooms have, and it’s a big ask.

And despite the pay, conditions on the ground make recruitment from the south much harder. The everpresent housing shortage is aggravating the situation.

Be anxious for nothing

Too often in life we become anxious how quickly we forget these comforting words simply because we became for… too anxious. I don’t know that being This is a natural phenomenon and anxious is wrong or something to feel once we learn to control this then life Harry Maksagak is a Cambridge Bay resident and former guilty about, but I feel too that as becomes bearable. underground miner at the Lupin we experience this unsettling emotion I think many of us understand that gold mine. I’ve just returned great-grandchildren. put it into perspective. from a brief medical trip to Yellowknife I recall a phone call my wife received and I experienced some, or rather a lot, several years ago. I was seated at one of anxiety and I had to calm myself and end of the couch and watching my football game but I could relax until my examination was complete.

Life is a journey of experiences and situations that help to hear a loud and demanding voice at the other end and my wife equip us with a toolbox full of options and choices. When we calmly returning answers and suggestions. I thought this could make quick or hasty decisions, this will build up the emotion be a stressful and anxious end to the call but because she had of anxiety and when we stop and look at the circumstance, we experienced this many times she remained calm and defused what could have been a very anxious time and then for some realize I was all excited about nothing really.

The choices we take or make will help us or discourage time after that.

We can be anxious but we need to know and understand that us. Often when we see or hear someone refer to their situation we will jump in and say, “Remember, you’re not alone” and we can control this and not hurt ourselves emotionally.

Police charge man after rifle incident near airport

Kinngait/Cape Dorset Cape Dorset RCMP arrested a man allegedly brandishing and firing a rifle near the airport on Aug. 21.

The man shot multiple rounds into the air around 5:30 p.m., according to police. The accused then made his way toward the community's 4500 block. The police followed and heard sounds of "screams and distress."

As the RCMP took position in the area, the man allegedly pointed a piece of wood at police and pretended to shoot at them as he challenged them

to fire on him. The officers used de-escalation techniques to safely conclude the confrontation.

The man was arrested without further incident.

He has been charged with two counts of careless use of a firearm.

The rifle and numerous spent shell casings were seized, the RCMP stated.

"We take these calls very seriously. We're very fortunate at how this was resolved peacefully and without incident thanks to the perseverance of our members and the support from residents in Cape Dorset," said Insp. Mark Crowther, the RCMP's Qikiqtani district commander.

Savikataaq makes cabinet changes

Iqaluit Premier Joe Savikataaq announced cabinet changes Aug. 20 affecting four ministers.

George Hickes will resume control over Health, which he oversaw in the last government under Premier Peter Taptuna.

Hickes retains the Finance portfolio as well, which he inherited from David Akeeagok when Savikataaq made his first changes to cabinet after assuming the premiership from an ousted Paul Quassa in June.

Pat Angnakak moves from Health to oversee the Nunavut Housing Corporation, formerly Lorne Kusugak's responsibility, and she will also be in charge of Qulliq Energy Corporation, which was previously one of Jeannie Ehaloak's posts.

Ehaloak remains minister of Justice and minister of Environment while Kusugak holds on to the Community and Government Services portfolio.

While the Government of Nunavut is attempting to attract competitors through its Airline Procurement Strategy, Arctic Bay businessman Frank May is advocating that the GN should make flying a public service.

"The extremely high cost of air travel reflects through everything else that you try to do, and because 95 per cent of what happens up here is government, it's government who's paying. So the government might as well take over the airline," he said.

May describes himself, in many ways, as a liberterian/"small-c" conservative, but when it comes to flights in Nunavut, he said he has come to realize the free market isn't necessarily the best alternative.

That's the alternative that the GN is aiming to expand, however. Through its procurement strategy, the territorial government is hoping to entice more air carriers to enter the market in Nunavut. Economic Development and Transportation Minister David Akeeagok said he's confident additional airlines will express interest in providing duty, medical and personal travel as well as freight to each of Nunavut's three regions, which the strategy recommends be served separately.

"We're reaching out and we're making it available to other carriers. There's opportunity here," Akeeagok said. "It is quite a huge chunk of money that this government spends just on medical travel alone. That should get some interest."

He said he didn't know yet whether any southern carriers have offered their services in Nunavut. That answer should come around the end of the year, he said.

When Nunavut News contacted Air Canada, WestJet and Calm Air shortly after the proposed First Air and Canadian North merger was announced in July, representatives from all three companies said they expected their operations to remain status quo for the territory, which for Air Canada and WestJet is nothing at all.

In regards to the proposed merger of the two largest airlines that have long served Nunavut, Akeeagok is "keeping a close eye on" airfares and freight costs as the airlines' unification may receive regulatory approval before the government awards its contracts through the procurement strategy.

"We need to ensure that there's continued

services up there," he said of the High Arctic communities. "We do need to look after our public."

Akeeagok said the GN will seek to be an intervenor – formally expressing its concerns – when the Competition Bureau or Transport Canada holds hearings on the proposed merger.

While running for MLA of Quttiktuq in the 2017 territorial election, Akeeagok made air travel one of his priorities, stating: "With travel cost almost impossible for personal travel, and the high cost of freight, our government needs to assist where possible to make this reasonable."

He said he's heard ongoing concern from his constituents in Arctic Bay, Grise Fiord and Resolute about ticket prices but very little pertaining to the merger as each of those com-

munities is already served by only one airline.

May, speaking as owner of Ikpiaryuk Services Ltd. and not in his capacity as mayor of Arctic Bay, said airfares are already so costly that he's essentially become indifferent to the idea of further price hikes.

"At $7,200 for a round-trip (flight) to Ottawa, if they raise it another 20 per cent, who cares? It's so damn high now you can't see the difference," he said.

May is fully aware, however, that high operating costs in the North are a factor.

"Really, it's not that they (the airlines) are evil. It's just that that's the way it is," he said.

"As a businessperson, I don't want to talk them down because I'm in business and I know what things cost, although First Air is part of the problem."

De Beers' interest in Chidliak holds promise Iqaluit mayor wants partnership and direct benefits to Inuit

Iqaluit Mayor Madeleine Redfern sees great potential for Inuit and the city if De Beers Canada's purchase of the Childliak Project is approved later this month, among the benefits Inuit partnership in the mine and affordable energy for Iqaluit.

"For some time several of us have indicated that maybe it's time to move from an impact benefit agreement to a partnership agreement," Redfern said.

De Beers stated it was premature to comment for this story, as it doesn't own Chidliak.

However, De Beers Canada chief executive officer Kim Truter spoke to the Timmins Daily Press as the company is preparing for the closure of its 10-year-old Victor Diamond Mine in Northern Ontario, where the Attawapiskat First Nation were never being completely satisfied with the operation or the terms of its impact benefit agreements.

Calling it a challenging problem, Truter told the Daily Press, "I can't help wondering whether the formula should be modified for the next operation and whether we seek to connect people more with some of the benefits and perhaps some of the communities felt that everyone would benefit directly."

De Beers Canada Inc. is poised to take over ownership of the Chidliak diamond project 120 km northeast of Iqaluit, as Peregrine Diamonds Ltd. shareholders prepare to vote on the sale Aug. 31.

He added: "We can consider equity partnerships. There are other models around the world that I think we'll have to evolve to."

Redfern is very interested in this idea.

"The Inuit of Nunavut have $1.6 billion in trust. Qikiqtani Inuit Association has tens of millions of dollars in their bank. Rather than simply negotiating minimum targets for training and employment, there's opportunity for partnerships and ownership stake and therefore a direct involvement in the management of mines."

Redfern hopes Nunavut and Inuit leaders consider partnering in ownership and development, rather than the usual benefit agreement approach.

"Which to date, for the most part have provided limited benefits. When you look at the Baffinland mine, all the royalties flow through the Qikiqtani Inuit Association. You don't see in our communities, as in other Northern regions, where you can point to a specific recreation facility or a daycare or community centre or a culture and arts performance centre, and say that's there because of the mine," she said.

"Royalties and benefits sitting in bank accounts doesn't help our people, especially when so many of our people in the communities are living in such high rates of poverty."

Redfern wants a better deal negotiated, and she says it's important that Nunavut communities do significant research on mining, are fully engaged, maximize the benefits, and minimize negative environmental impacts. In her own research, Redfern has also come across information on how De Beers has assisted remote communities to develop hydro lines.

"Which of course are beneficial for the mine and the nearby communities," she said.

"Diamond mines are highly energy inten-

sive. It's been one of the main conversations I've had with Peregrine Diamonds over the years, the work that QEC or GN or the city is doing on getting affordable and abundant power for Iqaluit because they too require significant power. I am keenly, and others are keenly, interested in that potential."

Chidliak has the potential to be good for families, as well, as the mine site would be located 120 km from the capital, likely connected by road. Whether employees would drive home each night or each weekend, the disruption to people's home life is reduced, said Redfern.

"There isn't that same level of anxiety. It's incredibly difficult for families, for a spouse to effectively become a single parent every two weeks," she added.

Peregrine Diamonds, said Redfern, made significant efforts in keeping nearby communities – Iqaluit and Pangnirtung – informed.

"De Beers, when and if they acquire Peregrine Diamonds, they'll have inherited all that good work that Peregrine Diamonds has done," she said, adding social licence is not something given once, but is ongoing.

But, for now, this potential future for Iqaluit and Pangnirtung residents is in the hands of Peregrine shareholders. They will decide Aug. 31 whether the De Beers deal goes through. If the vote is successful, there will be a few weeks of legal filings until the matter is official.

De Beers, in a joint ventures partnership with Mountain Province Diamonds, also owns 51 per cent of the Gacho Kue Diamond Mine in the Northwest Territories. The company began operating its first Canadian diamond mine, Snap Lake, in 2008. In December 2015, it announced it was shuttering Snap Lake.

A 10-minute drive across the island took several young men from Iglulik to a fishing camp Aug. 5-10.

At that location, known as Sigjariktuq, the boys were shown how to cast nets and prepare the char they caught, as well as an unexpected seal.

The Department of Culture and Heritage sponsored the program.

Rain, defective compactor squash part of BMX season

Kinngait/Cape Dorset The hard work of some community volunteers who constructed a BMX track over the past two summers was suspended by recent rains – and even light snow – and a compactor that didn’t work properly.

The track requires one last layer of soil to be compacted to make the surface smooth, but the compactor that came in via sealift in August – which was three weeks late in arriving – had some defective parts, according to recreation coordinator Will Sandoval. Replacement parts have been ordered.

“When you live in the North, it’s one of those things where you just have to try and get over the hurdles,” Sandoval said.

If everything goes according to plan, the track will officially be in use this weekend, he said. Although the BMX course isn’t officially open, Sandoval said up to 70 eager youth still make their way to the attraction some days, giving it trial runs.

New archeological project wraps first season

Ikaluktutiak/Cambridge Bay The Kitikmeot Heritage Society and the University of Toronto have partnered on a new five-year archeological project.

Eleven days of field work took place this summer to identify locations south of Bathurst Inlet where excavation will take place in coming summers, said Pam Gross, executive director of the Kitikmeot Heritage Society. The area in question spans a few hours of travel by boat.

“There are two gaps in history (of local Inuit), one is really old sites – archeology sites that are about 5,000 years old – and modern sites, ones that are about 50 to 100 years old. Those sites are ones we’re hoping to do research on in coming years,” Gross said.

This summer’s field team comprised 11 people, including three youth.

“In the future we hope that we can train more youth to become influenced by doing this type of work and be inspired to work in the heritage field,” said Gross.

The heritage society and the U of T worked together previously on a 10-year initiative, studying a location near the Ekaluk River – about four hours from Cape Dorset by allterrain vehicle – where Dorset, Thule and Inuit previously lived and travelled.

“Today they still catch a lot of the char from there for the fish plant,” Gross said. “So it still continues to be one of the greatest place for those types of resources.”

Kimmirut takes the plunge

Kimmirut The Hamlet of Kimmirut is planning a polar bear plunge.

“We’re planning that for Sept. 3. We invited the whole community to just come down,” said senior administrative officer Kimberley Young.

“I got some towels made up. Everyone who goes in will get a towel.”

The towels say: Kimmirut Polar Bear Plunge.

“We’re trying to plan a chili and hot chocolate for afterwards at the community centre. We’re trying to pull the community all together,” said Young.

In other news, she says the hamlet has been swamped trying to get their gravel crushed for winter use.

173-km hike for Qik youth postponed

Qikiqtarjuaq A group of youth in Qikiqtarjuaq postponed their summer hike from their home community to Pangnirtung via Auyuittuq National Park.

“Unfortunately we are delaying to next year,” said Pisuktiit Project organizer Celine Jaccard, adding summer got busy and there wasn’t enough time for preparation.

The Pisuktiit Project is a year-long youth program delivered under the umbrella of Nunavut Youth LEAP (Land-based Educational Adventure Programs).

In the spring, project youth skied a 30-km loop from Qikiqtarjuaq to Bubble Lake, and the next challenge was the 173-km hike, including a fair portion through the national park.

“But Adam (Aliqatuqtuq) and I just spent a few days in the park to do some scouting and preparation. We will be very prepared for next summer.”

Aliqatuqtuq is a youth leader in the community.

NUNAVUT BREWERY OPENS ITS DOORS

Inuktitut and a slice of Inuit culture in the concrete jungle

Toronto Approximately 15 people took part in an Inuktitut workshop through the Native Canadian Centre of Toronto, Aug. 13 to 17.

Participants learned from three Toronto-based Inuktitut instructors, said Maggie Campaigne, community culture coordinator for the centre.

Not only did they work on pronunciation and syllabics, there was throat-singing, drum dancing, making ulu bracelets out of beads, creating felt wall hangings and playing Arctic games.

Some seal meat was served one day, “which was a real treat,” said Campaigne.

“It wasn’t all just in-class language language practise, it was also activities and crafts,” she said.

The Native Canadian Centre has an opening for a full-time Inuktitut teacher to continue furthering the language, Campaigne noted.

“We’re hoping someone fills that position and starts fairly soon,” she said.

National MMIWG inquiry to land in Iqaluit

Iqaluit The National Inquiry into Missing and Murdered Indigenous Women and Girls announced its final four hearings Aug. 21, and Iqaluit is the first scheduled stop.

Commissioners will hear from knowledge keepers, experts and institutional representatives speaking on colonial violence, criminal justice, family and child welfare, and sexual exploitation, according to the news release.

The hearings are open to the public.

The hearing theme in Nunavut is specifically colonial violence and its socio-economic, health and wellness impacts.

“Bound by the government’s deadline to conclude our investigation and file our final report, the National Inquiry had to make some difficult decisions about the specific subject areas we need to examine in greater detail,” stated chief commissioner Marion Buller.

“These final hearings will provide evidence about critically important topics, which are meaningful and relevant to the realities facing diverse Indigenous communities, including Inuit, Metis and 2SLGBTQQIA people.”

Commissioners continue to prioritize gathering statements from families and survivors who registered with the national inquiry and are waiting to share their truths. This work is currently underway, according to the release.

The inquiry is scheduled to conclude its research by Dec. 31 and submit a final report by April 30, 2019.

QIA needs positions filled on park committees

Qikiqtaaluk The Qikiqtani Inuit Association is looking for people to fill positions on committees.

There are five three- and four-year terms open on joint park management committees. These positions are for Grise Fiord, Resolute, Sanikiluaq, Pangnirtung and Qikiqtarjuaq. These committees provide advice and support to the management of a designated park or conservation area, according to a release.

There is also a three-year position on the Nunavut-wide Territorial Parks Co-Management Committee, which provides advice and support to the overall management of all territorial parks across Nunavut.

As hundreds of elders prepare to arrive in Sanikiluaq for the annual Nunavut and Nunavik elders' gathering scheduled for Aug. 25 to 31, the territory's chief medical health officer issued a chickenpox advisory for the community.

But Dr. Kim Barker is more concerned for pregnant women than elders.

"We've got 300 elders arriving in the community, but typically elders have either had chickenpox themselves or have been exposed and have developed their own immunity. I'm not so worried about an older age group," said Barker.

"It's a new vaccine introduced just a few years ago. This year we've added a second dose to the schedule for children under five. We also have a catch-up program for kids in Grade 6," said Barker.

"But in the past, we all had chickenpox."

Barker is in communication with the health centre in Sanikiluaq.

Search on for long-term water supplies Researchers study options for Hall Beach and Iglulik; Kivalliq communities targeted for future examination

While Iqaluit's low water supply has garnered a great deal of attention, researchers are trying to determine long-term water sources for Hall Beach and Iglulik.

Each of those communities is served by a small reservoir that is supplemented by another water body. In Hall Beach, water is pumped in from a shallow old military reservoir.

In Iglulik, Small Lake is the alternate source. Finding secure water supplies for the future is the goal, and it appears challenging, said Andrew Medeiros, an assistant professor at Dalhousie University in Halifax, who is co-lead in the research project with a colleague from the University of Ottawa.

There are numerous lakes near Hall Beach but they are shallow and have cloudy "turbid" water, Medeiros noted. The best alternative may be Fisherman's Lake, but it's 45 minutes outside the community, he said.

As it stands, Hall Beach may be vulnerable to a water shortage, similar to the one Iglulik suffered three years ago, according to Medeiros.

"We have heard reports from individuals in (Hall Beach) that the old reservoir leaks, which could become a severe problem if there is an extreme weather year in Hall Beach," he said, adding that inadequate infrastructure in the community could further complicate efforts to replenish the fresh water supply.

Medeiros said the issue is on the minds of many residents, about 50 of whom turned out for a community meeting on the subject a few months ago.

"Almost everyone we spoke with were extremely concerned over their freshwater supply," said Medeiros, who has been studying freshwater systems in Nunavut since 2005. "I realized early on that basic science, especially in the Arctic, needs to be grounded in communities."

Iglulik suffered a crisis in 2015 when a prolonged winter kept the community water reservoir frozen, a situation Medeiros referred to as "an incredible disaster."

Beyond the frigid weather, the emergency occurred because the GN didn't know the volume of water in the reservoir and had no plan to respond to the ensuing water shortage, he said.

Iglulik has since undergone a major upgrade to the reservoir and the water treatment facility.

However, the water plant's filters have already clogged, which led to a boil-water advisory, and that was only about a year after the upgrade, Medeiros noted.

Iglulik Mayor Celestino Uyarak acknowledged that the lakes on Iglulik island are shal-

low, so the research can help identify needed options.

"At least we'll know where we're at or where we're heading in the near future," said Uyarak.

"Like I said, we're a growing community."

In addition to mapping water sources for Hall Beach and Iglulik, the researchers are looking at projected population and demand growth as well as climate models.

Although the Hall Beach and Iglulik studies will continue into 2019, the researchers have an eye on Coral Harbour and Whale Cove as future destinations to investigate – dependent on funding – due to low water supplies and numerous boil-water advisories in those communities.

The Nunavut government has hired one

individual to oversee a territorial freshwater strategy, Medeiros pointed out. By comparison, the NWT and Yukon have established comprehensive and inclusive freshwater programs.

"I wish that Nunavut was advancing on a freshwater strategy with more effort and proactiveness than they currently are," said Medeiros, who warned of Iqaluit's impending water woes three years ago.

"While I am happy that the City of Iqaluit and the GN is starting to take water sustainability and planning seriously, it is difficult for me to suggest that I would be 'relieved' by the attention, because if it was given serious thought back in 2015 we would not be in a water emergency in Iqaluit and we would have had better planning for this year's water shortage."

Salliq Invaders edge out Rankin Kativik in wild Calm Air Cup championship game

Now this is what a championship game should be.

In a wild game that saw both a monumental blunder and the breaking of one of competitive ball's oldest never-do-that rules in extra innings, the Salliq Invaders (Coral Harbour) scored a pair of runs in their final at-bat to defeat Rankin Inlet's Kativik squad 15-14 and claim the 2018 Calm Air Cup mixed slopitch championship.

The Calm Air Cup is an SPN national qualifying event.

Coral dethroned the defending champions, New Era, in their semifinal, while Kativik defeated another strong Rankin team, the Cubs, in their semi to set up the championship tilt.

Also competing in this year's Calm Air Cup were the Rankin Rebels, the Sons of Pitchers, the Baffin Blue Sox and a combined Chesterfield Inlet/Baker Lake team.

Coral scored a run in the bottom of the seventh to send the championship game into extra innings.

It looked like Coral had won the game in the bottom of the eighth when Kativik hurler James Merritt walked in the winning runs.

It was total chaos moments later when Merritt called for the ball while the Coral players were celebrating, tagged third and then threw to first.

The nationally-qualified umpire gave the out signal and explained to the Coral players that the batter joined the celebration and didn't run all the way to first base after being walked.

The double play sent the two teams to the ninth inning where Kativik made the decision to go against one of competitive ball's oldest rules.

Leading by a run with a runner on third and two out, Kativik decided to walk the male batter to get to the female on deck, putting the go-ahead run on first base and.

By this time the balls were hard to grip properly due to a fairly steady rain and, a couple of walks later, Coral were the new champs.

Coral captain Charlie Nakoolak said the win was a sweet one because Coral had come up empty in three previous trips to the final.

He said for him, personally, the win was extra sweet because his three brothers – Andy, Nigel and Ian – were all on the team with him.

"This feels awesome," said Charlie.

"We finally did it.

"I didn't even notice our batter didn't go to first base in the inning before, but we had to forget about that and continue to play hard.

"It was hard to get pumped-up again after that call, but we got it done in the next inning and that's all that matters."

Charlie said Coral entered the tournament feeling confident they could get it done this year.

"The competition was awesome and I found all the teams pretty close this year.

"We're looking forward to finally being able to compete at the nationals. Many of the players on our team have been going to tour-

Iqaluit The Iqaluit Breakers Swim Club is gearing up for its new season, which starts on Sept. 10 at the aquatic centre.

The club is open to anyone between the ages of eight through 18 who can swim 50 metres unassisted in the pool with their face underwater. Practice nights are scheduled to take place every Monday, Wednesday and Saturday when the season begins.

Registration starts on Aug. 27 and you can sign up at the aquatic centre or by contacting the city's recreation department.

He had to chip it in, and it looked really good rolling toward the hole, only to have it miss and sit less than an inch from the cup.

That's what stood between him and the PGA Tour. Now, people have been saying that he should never have been that close because he had missed eight of the last nine cuts in tournaments leading up to the Portland event but his chip shot is all people will remember. He has one more shot to win a tour card through the Web.com Tour Finals, which will see the top 25 money winners in the last four events of the season earn cards.

This was one that got away, though, and it could haunt him for a long time if he fails in the last four.

Conservatives endorse full resource royalties in Nunavut No more 'begging' Ottawa for money to fund major projects, says former federal minister Leona Aglukkaq

The Conservative Party of Canada may offer Canada's three Northern territories 100 per cent of resource royalties if the Conservatives form the next government in the 2019 federal election.

The policy was up for debate at the Conservatives' national convention in Halifax this past weekend.

"It would be a game changer for the North, period," said Leona Aglukkaq, the Conservative national councillor for Nunavut and former Environment and Health minister in the Stephen Harper government.

"We have a system right now, particularly for Nunavut because Nunavut does not have a devolution agreement, so 100 per cent of the royalties from the five potential mines and three operating mines in Nunavut goes to the federal government, and that's in the millions, probably close to the billions (of dollars) now.

When it comes to requesting assistance for

investments in major infrastructure, it means you're going down (to Ottawa) begging ... it's just unacceptable."

Providing 100 per cent of resource royalties to Nunavut would mean the territorial financing formula – which provides close to 80 per cent of Nunavut's existing budget, or about $1.7 billion in transfers from Ottawa – "would be discussed going forward" through a comprehensive resource revenue sharing agreement, according to Aglukkaq. Asked whether the transfer payments from Ottawa would be clawed back, Aglukkaq replied, "I didn't say that."

Currently, the Government of Nunavut is not entitled to resource royalties. However, land claims organization Nunavut Tunngavik Incorporated (NTI) claims 100 per cent of royalties from development, namely mining, on Inuit-owned lands.

In 2011, NTI passed a policy for a minimum 12 per cent net profit royalty on Inuit-owned lands. On Crown land, NTI collects 50 per cent of the first $2 million in yearly resource

royalties and gets five per cent of royalties thereafter.

The GN has pursued a devolution agreement with the federal government over the past decade. The Conservative policy would put the federal share of resource royalties in the hands of the GN because the Nunavut Land Claims Agreement is "constitutionally entrenched" and not subject to change, Aglukkaq said.

During the GN leadership forum last November, Aivilik MLA Patterk Netser, who was vying to become premier, made a statement in regards to the lack of royalties for the GN. "Inuit organizations are now receiving huge royalties from the mining industry," Netser stated.

"We need their support because we can't do it on our own as a government. We have a huge issue to deal with and it's going to cost a lot of money.

I know that the (regional Inuit associations) have been given lots of money, so I would work passionately to make sure that they provide support to us."

Meanwhile, Nunami Stantec Consulting Ltd. has applied to the Nunavut Impact Review Board (NIRB) to conduct a field study to identify a water intake location in the Sylvia

Grinnell River for fresh water for the city. The program is proposed to take place in September 2018, according to NIRB documents.

The deadline for comments from the public on the proposed project is Sept. 4.
