City strikes task force for water supply issues Water and sewer bylaw goes to public consultation, no resolution for brewery

The City of Iqaluit council meeting July 24 was long and tense, peaking with Nunavut Brewing Company Ltd. partner Stuart Kennedy stalking out of chambers when the city's proposed new water and sewer services bylaw failed at second reading.

Both the city's fresh water source and its proposed new water and sewer bylaw dominated the agenda and drew a packed standingroom-only crowd to its small chambers.

After a presentation by acting chief administrative officer Amy Elgersma, which demonstrated that action does need to be taken immediately by the city to supplement Iqaluit's water source, Lake Geraldine, councilors passed a motion to officially strike a task force. The task force, composed of city and GN officials, as well as water experts, has already been meeting, according to Mayor Madeleine Redfern.

It will continue to meet three times a week throughout the summer until the issue – caused by lower precipitation and increasing demand – is dealt with. Solutions are being sought for the immediate and long-term water needs of the city.

"We had a low precipitation in June. We don't know how much precipitation we're going to have for the remainder of the summer and fall, but we'd rather be proactive and not find ourselves in a situation in October where we don't have enough water for the winter for the community," said Redfern, adding a solution will be found to fill the lake by Oct.1.

"But we've always known we've needed to look at the long-term solutions. That's partly why we budgeted as much as we did this year."

The city budgeted $1 million for supplementary water supply design, $1 million for demand management and initiative to deal with unaccounted-for water – bleeds and breaks in the city's systems account for 40 per cent of water usage – and $100,000 for utilidor management initiatives.

"This information is actually very, very useful for lobby purposes, building our business case to the two levels above us and say, 'We need to now get that extra support to move on our longer term secondary water source so our water needs are met," said Redfern.

Coun. Joanasie Akumalik asked for clarification.

"So you're suggesting we deal with the present water management plan before we can deal with Bylaw 200 (water and sewer)," he said.

"I made no such linkage," said Redfern.

Bylaw goes to the public The messier part of the meeting had to do with the bylaw.

Coun. Joanasie Akumalik – chair of the engineering and public works committee of the whole – started the ball rolling by putting forward a motion to bring the proposed new water and sewer bylaw to public consultation.

"I don't know if residents have had a chance to take a look at the proposed bylaw, but it would be good for the city and the council to consult with the public and get feedback from the community," said Akumalik, who had previously expressed concern about the introduction of licenced service providers.

But, to get started, the Nunavut Brewing Company needs to haul its own sewer and water because the city is already at the breaking point providing services to residents.

"I oppose the motion emphatically. The issues being dealt with in the amendments to the water and sewer services bylaw are actually quite minor. The city has the authority already under the existing Bylaw 200 to issue licenced hauling to proponents," said Sheppard.

"If anything this is just cleaning up the existing bylaw, adding additional restrictions, requirements."

He said the changes were well within the reasonable expectations of council as elected officials without a costly and time-consuming public consultation.

The public consultation is to be held before Aug. 14.

Sheppard then attempted to introduce amendments to the proposed new bylaw, giving more explicit control to the city. Nevertheless, the second reading failed to pass.

Finally, Sheppard attempted to pass a motion to enter into a service contract with the brewery. That motion tied, with councillors Akumalik, Simon Nattaq, Noah Papatsie voting against, and Matshazi, Sheppard, and Deputy Mayor Romeyn Stevenson voting for the motion.

Redfern looked shocked to have to step in as the tie-breaker, but after a short pause, she voted against the motion.

Brewery seeks creative solutions After the council meeting, Papatsie explained why he voted against the motion that might have allowed the brewery to open its doors.

"The brewery has been doing great making things happen but the real problem is the water issue plus changes during the proposal not once or twice, but almost three times, they changed it. If they want to make it happen they need to do it right way," he said.

"Water shortage has been an issue for the city this past few years and making it worst by opening up a brewery will create disaster."

He also said he had concerns about alcohol-related deaths.

"And it's not stopping until we step in."

Akumalik also spoke with Nunavut News about his vote against Sheppard's motion.

"I'm concerned that there are enough drink-

ing establishments and the brewery has made some amendments to have a tasting room, and I don't understand if it's going to be open for everyone or not." he said.

Brewery general manager Katie Barbour says she understands the brewery has become a flashpoint for the public and the city on a number of issues – social issues related to alcohol city residents face, water usage and protective measures regarding the water source, private hauling of water and sewer, and environmental issues related to waste.

"It's all become about (the brewery) and it shouldn't have been. This is not about a brewery in West 40 or an industry trying to take off in the territory. This is about growth and future development," she said.

"Without a doubt it's obvious we were incredibly disappointed with the outcome of last night's city council meeting. However, it's not the first hurdle or obstacle we've faced as a team."

Barbour said the rest of the week would be devoted to figuring out next steps.

"We're looking for creative solution for a bit of a muddled problem."

She did say the brewery, whose partners are Kennedy, Sheldon Nimchuk, Harry Flaherty, Cody Dean and Ambrose Livingstone, is looking at whether they can change what it's looking for to help facilitate moving forward.

One of the company's goals was to replace some of the import into the territory with a locally made product. It also intends to be at the forefront of environmental stewardship.

Barbour says the brewery, which currently has at least three paid staff, loses roughly $3,000 a day not being open.

"So you can do the math. We have been stalled let's say, very fairly, a solid three to four months by this last component, this last piece of the puzzle," she said, adding that last piece is hauling its sewer and water.

"Clearly they (the city) support the business or we wouldn't have gotten this far. I have to think that. Development permits and business permits, all of those things have been granted by these same people. So to just figure out how to get the municipal services to service this area and service the brewery is really the goal, and to help everyone feel comfortable about the decision."

A big hello from Cambridge Bay, Nunavut!

We're having a wonderful summer. We still have a bit of ice on the ocean.

Summer is here and mosquitoes are here too, even with the ice on the ocean.

The community is very busy with summer projects and summer employment. We already have visitors from around the world. Lots of scientists coming in for the Canadian High Arctic Research Station.

People are camping and fishing. Our elders are camping too, making dry fish and stocking up for the winter.

We've had many birdwatchers from around the world coming in. Soon, the cruise ships will arrive in August and September. We're expecting four of them this year.

The Hamlet of Cambridge Bay is maintaining the roads, trying to work on a dust control program, which is badly needed in Cambridge Bay. This time of year, lots of flowers are blooming. Soon everyone will be boating to the mainland when the ice goes. The ice is late this year.

It's nice to see all of our youths out there working at their summer jobs. Please show them your support and give them a high five.

RCMP seek Inuit recruits in 'extremely competitive market' Nunavut's police chief says police force has had success in hiring civilian personnel for key roles

The commanding officer of Nunavut's RCMP is acutely aware of the numbers: only four Inuit police officers remain on his staff of 128 Mounties. There is also one Inuk special constable.

That number once stood as high as 11.

Chief Supt. Michael Jeffrey has also studied other figures, such as a recent labour force analysis that he says illustrates how difficult it is to find suitable Inuit candidates.

He starts with the population of Nunavut, at approximately 38,000. He then extracts all the people who aren't of working age, reducing the figure to about 24,000.

Of those, close to 15,000 want to work and nearly 13,000 of them have already found employment, he says. The remaining Inuit labour force is also coveted by the Government of Nunavut, the Government of Canada, municipalities and the growing number of mines in the territory, said Jeffrey.

"I can tell you it is an extremely competitive market in Nunavut for Grade 12 applicants with a good work history and a good reputation," he said, adding that some of the competitors offer very enticing compensation packages.

In addition, the RCMP must reject those with a significant criminal history and can only accept those who are medically fit, he added.

Regardless of those hurdles, Nunavut has a relatively high proportion of young people entering the 18- to 24-year-old age bracket, a target for recruiters, and the RCMP will attempt to persuade some of them to consider a career in the RCMP, Jeffrey said.

Local efforts to hire more Inuit workers have included having up to two positions dedicated to recruiting, and those positions were filled by Inuit officers over the past several

years, said Jeffrey. Last year, the recruiter went into nine communities, attended a trade show in each Nunavut region and met with more the 750 people. Six RCMP entry exam-writing sessions were held and two individuals passed.

In addition, there are numerous RCMP youth initiatives, such as sending teens to youth leadership conferences and to training programs at the police force's depot in Regina.

Mounties also attempt to be a positive influence in communities through volunteering as sports coaches, at community breakfasts, bike rodeos and other events, the commanding officer said.

At the national level, a dedicated analyst is assigned to make sure Inuit applicants are given proper attention and phone contact is made with those applicants, Jeffrey noted. Inuit are guaranteed that they will be able to remain in the territory when they have qualified to serve as police officers.

The RCMP has lost four Inuit police officers over the past couple of years, two who left for government positions and two who departed to further their education.

While the police force has struggled to fill their boots, the RCMP has, over the past several months, hired six Inuit to serve in civilian roles such as working at the front desk in various detachments and taking 911 emergency calls, Jeffrey noted. That brings the number of Inuit civilian personnel up to 12, he said.

"They know the community that they live in because they're from those small communities," said Jeffrey. "They can act as translators for our members. They can assist persons in making complaints in their language of choice ... They are as integral and important to policing service delivery as regular members."

Jeffrey said he has found them to exhibit "outstanding professionalism," particularly when community members sought them out in hopes of resolving legal issues rather than going through official channels.

"All the (Inuit) members that have come through have shown great care towards the

community that they've served and worked diligently at the job that they do," he said.

Nunavut Tunngavik Inc. didn't respond to a request for comment on the low number of Inuit in the RCMP. Nunavut Justice Minister Jeannie Ehaloak couldn't be reached prior to press deadline.

Nunavut's crime rate rose by two per cent in 2017, according to Statistics Canada data released on July 23.

That was above the one per cent increase recorded nationally last year. However, it was an improvement on the five per cent jump Nunavut experienced in 2016.

There were 13,863 crimes recorded in the territory in 2017, compared to 13,287 a year earlier.

The number of crimes per capita in Nunavut was the second-highest in Canada in 2017, with only the Northwest Territories showing a higher level.

Nunavut's crime severity index (CSI) – a measure using a formula to gauge the "scale of seriousness" of crime – rose by one per cent in 2017. It had risen by seven per cent a year earlier.

All three Canadian territories and six Canadian provinces recorded CSI increases last year. The national CSI rate climbed by two per cent, double that of Nunavut.

While violent crime in the territory was up

by 9.6 per cent year over year, the number of sexual assaults reported by police declined by six per cent in Nunavut in 2017.

With many Nunavummiut in the 15 to 24 age group, which is more prone to crime, the territory's demographics are a factor in the rising crime statistics, according to Chief Supt.

He also cited harsh socioeconomic realities as an influence.

Nunavut's top cop remains hopeful "What fuels crime stats is always social issues: mental health, welfare, housing issues, alcohol and drug addiction, those are key things," Jeffrey said, adding that's he's particularly concerned about the prevalence of violent offences.

Despite the upward trend, Jeffrey, who has served as Nunavut's top cop for three-anda-half years, spoke with optimism about the future.

Facebook plans to open its interface – the parts of the website that Facebook controls, not the content you post or share – to crowd-sourced translation in Inuktut.

Companies need to join fight for Inuktut Northern News Services

There should be no doubt that Facebook is a popular way to stay connected to each other and the world. Pretty much everyone has an account and it's hard to take a holiday from the service.

It's no surprise, then, that Nunavummiut are excited to see Facebook's plans to open its interface – the parts of the website that Facebook controls, not the content you post or share – to crowd-sourced translation in Inuktut. You won't be able to post a story in English and have it translated automatically to Inuktut, but if Inuktut is your first language, you'll be able to read the site with no problems starting next year.

Is it a good idea? Sure. But it's only one small step that will contribute to the long-term survival of the language.

The government has acknowledged the need for businesses to support Inuktut and is prepared to bankroll the work. The law requires Nunavut businesses to translate their websites and other materials and the Department of Culture and Heritage offers $5,000 to each Nunavut business to offset the cost of translations and the replacement of signage and promotional materials that were previously offered only in English.

Nunavut businesses need to get on board, but we also need the extraterritorial companies doing business here to join the fight. Especially the ones with deep pockets who have a presence here.

English is pervasive and easily takes over. We've heard many stories of immigrants learning English from TV and movies, which shows the need for media to be available in the language of choice. Companies such as Inhabit, Taqqut, Isuma, Pirurvik, Pinnguaq and the Inuit Broadcasting Corporation are working to create Inuktut media, but they're tiny compared to the Facebooks of the world.

Canadians spend plenty of money to support Facebook, Google, Microsoft, Netflix and the like, yet very little is coming back to create media in Canada. Media producers across the country raised this issue at the Commons committee on Canadian Heritage.

Facebook's idea relies on its Inuit audience to provide the translations.

Despite raking in billions in profit each month, we expect Facebook will not spend a dime having Inuit translate the site.

What costs Facebook nothing costs Nunavut businesses major cash. Professional translators are neither cheap nor numerous. And while Facebook and Google take in major cash platforming everything, other media struggles.

So we call on Facebook to show it is serious about Inuktut and include the language in its content translation technology.

And Google, we're looking at you next. Google Translate in Inuktut would be welcomed with open arms.

But we can't overlook the software behind most of the other sites we use. Drupal powers the Government of Nunavut's website, yet you can't manage Drupal websites using Inuktut. The same is true for WordPress, which powers almost a third of the Internet.

If we want to see Inuktut survive in the digital age, it needs to be available on the sites we use to create and spread the personal and professional content of Nunavummiut and Nunavut businesses.

Time to clean up social media When we engage on social media platforms, it can prove to be a challenge or outright intimidating.

On this mode of communication, we find items for sale or give-away, much like our email connections but with a twist.

This could be used in an anonymous fashion (I can't see how) but the whole world gets to see and read your words whether positive or negative.

In general terms, people who use this mode of connection and/or communication with friends and loved ones are cordial, polite and use proper English while others are very brash and forward and don't stop to think that young ones or little ones see what is being written and

begin to think that this is normal.

In my view it's bad enough that the atmosphere inside the walls of home is sometimes tense or volatile. To view a very public exchange with vulgarity is not good for the young.

When information is being given on television or in the newspapers, there are very strict adherences that must be followed according to the CRTC regulations and maybe Facebook should consider this act and try and adopt it to this social media.

Cam Bay fire deemed suspicious, arrest made

Ikaluktutiak/Cambridge Bay The RCMP have arrested an individual in relation to a July 26 fire that caused extensive damage to a residence in a Cambridge Bay multi-unit building.

Cambridge Bay Fire Chief Keith Morrison said he's not aware of any injuries. However, there was substantial fire, smoke and water damage to the unit, where one occupant was forced to flee. Residents in the adjoining units of the 10-plex were also forced to evacuate, Morrison said.

"There was extensive visible flame and smoke rolling out," the fire chief said of the scene when he arrived shortly after 3

Occupants of six of the remaining nine residences were able to return home immediately after the incident, Morrison stated.

Of the remaining three units, one had very minor smoke damage while the other two were undamaged, however the occupants of all three will have to wait a few days to return until building utilities are inspected and repaired, Morrison said Friday.

Kenn Harper, who lived for half a century in the Arctic, will see Volume 3 of his historical stories In Those Days: Collected Writings on Arctic History published Aug. 4. Tales of Arctic Whalers presents the tales of whalers, sailors and Inuit at the turn of the 19th century. outside of the North. It happened, but very seldom. There was a theory that it might have a great stock of bowhead whales in it.

Millions for new Iqaluit dump Feds commit $26 million the same day councillor resigns

The City of Iqaluit announced July 20 it will go ahead with a new dump, the same day councillor Terry Dobbin tendered his resignation from council.

The city will receive $26.2 million from the federal government for the $35-million project to improve its solid waste management system.

The city will provide $8.7 million. It's unclear when the project will begin.

"The project includes the development of a new recycling and eco-centre, composting, and new methods of waste collection for residential, commercial and industrial waste. Funding will also be used for the construction of a road to the landfill and the decommissioning of the existing site," according to the city's news release.

The pace of development was too slow for Dobbin, who expressed frustration with a lack of progress.

"I find we're always putting out fires. I just felt I had enough," said Dobbin, who was first elected in 2012.

Instead, the city's next election will be held in the fall of 2019.

Mayor Madeleine Redfern thanked Dobbin for his contributions in a news release.

The council will discuss the vacancy at a future council meeting, according to the release.

The council decided July 24 to keep Dobbin's seat empty until the next city election in late 2019.

Appeal route continues for two cases Convicted child-sex offenders Eric Dejaeger and Johnny Meeko both appeared in Nunavut Court of Appeals this week

Defrocked oblate priest Eric Dejaeger and former Sanikiluaq teacher Johnny Meeko – both convicted for sex crimes against children – had their day at the Nunavut Court of Appeal July 25.

Dejaeger is represented by courtappointed lawyer Scott Cowan. His appeal of 24 convictions for sex crimes against Inuit children and youth between four and 20 years of age during his time in Iglulik between 1978 and 1982 has been scheduled for Sept. 25.

Dejaeger, now in his 70s, pleaded

guilty to eight charges of 72 and Justice Robert Kilpatrick convicted him on a further 24 sex crimes in a written decision released Feb. 4, 2015. Dejaeger is serving 19 years in prison.

Dejaeger's appeal moves ahead Justice Earl Johnson accorded Cowan more time to prepare for the appeal, due to the loss of some of Dejaeger's appeal books, now reproduced, and the sheer amount of material they contain, which Cowan described as a banker's box-full.

The appeal books contain the material from Dejaeger's 2013-2014 trial, which saw more than 40 com-

plainants testify. Dejaeger filed his prisoner's appeal March 26, 2015, after which he was denied legal aid

by Nunavut's Legal Services Board in 2016. The Attorney General of Canada is footing the bill after Justice Neil Sharkey found the appeal has merit.

"I was well aware of the background to this file and some of the problems with the appeal books, etc. But I think it's in the interest of all parties to get this matter on and although it may be pushing things a little bit I think if the appellant could have their factums (statements of fact in the case) filed by Aug. 31st, that will give the court about 25

days," said Justice Earl Johnson.

"I think we should shoot for the Sept. 25 date, get this matter rolling."

Cowan also informed the court Dejaeger did not want to be present for the appeal.

Former teacher appears via video Meanwhile, Meeko's bid to appeal now rests with lawyer Peter Connelly. Meeko appeared in court by video from Millhaven Institution in Ontario.

Meeko is serving more than eight years in federal prison for 27 convictions. He pleaded not guilty to all of them and filed a prisoner's appeal

earlier this summer.

"He is now seeking legal funding from the Legal Services Board. The board has referred his matter to Peter Connelly for an opinion on merits, whether he's eligible for funding," said lawyer Will McNair, adding that work should be completed in the next four to six weeks.

"Counsel will likely be assigned thereafter." Meeko's matter is scheduled to return to the court Nov. 14.

Johnson explained the next steps to Meeko via an Inuktitut translator.

Three vie for ITK presidency Obed, Ittinuar and Williamson campaign to represent 65,000 Inuit

Delegates to the Inuit Tapiriit Kanatami (ITK) 2018 annual general assembly are set to elect a president from a field of three on Aug. 16.

Incumbent Natan Obed, who has led the organization for the past three years, will face Peter Ittinuar and Peter Williamson.

ITK represents the national interests of 65,000 Inuit living across Canada and in communities throughout Nunavut, Nunavik, Nunatsiavut and the Inuvialuit Settlement Region of the Northwest Territories.

From Nain, Nunatsiavut, Obed is running his platform on his accomplishments with ITK over the past three years and his entire professional career with Inuit organizations, according to his biography on the ITK website.

"During his mandate, ITK has worked with its board of directors to approve and implement an ambitious 2016-2019 Strategy and Action Plan that has led to significant progress on suicide prevention, eradicating tuberculosis, housing, research, and climate change through an Inuit Nunangat policy approach," states his biography. "Natan has used his role to actively lobby the government of Canada to broker Inuit-specific initiatives, advocate for Inuit-specific federal budget allocations, and encourage closer working relationships with Inuit at the national and regional levels," it continues.

Ittinuar, originally from Chesterfield Inlet, is a former ITK executive director and currently works as a negotiator for the negotiations branch of the Ministry of Indigenous Affairs in the Ontario Government.

With First Air and Canadian North proposing to merge and alarmed by some recommendations in the GN's Airline Procurement Strategy, Iqaluit city council has passed two resolutions encouraging more airline competition.

Coun. Kyle Sheppard introduced the July 24 motions calling on the Government of Nunavut to attract more national carriers and for the City of Iqaluit to promote the capital as a viable destination.

"If the GN decides to try and attract additional carriers to the (Ottawa/Iqaluit) route, they can do this easily by requesting meetings directly with the airlines or at various trade events," Sheppard said.

"The GN carries some heft with the business they are able to provide and I'm certain that airlines would make time to hear their pitch."

Concerns over strategy Sheppard expressed concern over aspects of the GN's Airline Procurement Strategy, being assembled by German-based Lufthansa Consulting, particularly the idea of splitting the three Nunavut regions into separate markets for duty and medical travel and government cargo.

"I don't believe this to be true and feel that the Iqaluit-Ottawa route should be treated as its own market, separate from the rest of the region, allowing larger carriers to compete for GN business and to provide improved and lower cost services to Iqaluit," said Sheppard.

A spokesperson from the Department of Community and Government Services, which is overseeing the GN's $698,000 Airline Procurement Strategy, wasn't available for an interview prior to

Nunavut News' deadline.

The initiative, launched last summer, is intended to reduce the cost of airline travel, ensure adequate service to all Nunavut airports and make duty and medical travel – which costs the GN an estimated $60 million to $65 million per year – more efficient and affordable.

The strategy states, in part, "Due to the apparent lack of effective competition in the marketplace, the GN decided to hire an airline industry consultant to advise the GN on the development of an airline procurement strategy."

That objective was laid out prior to the July 6 announcement that First Air and Canadian North plan to merge their assets and operations.

Asked how much of a factor the GN's Airline Procurement Strategy was on the merger decision, First Air spokesperson Dan Valin replied that it wasn't an influence.

"Rather, it serves as a valuable proof-point for what ownership on both sides have long-known: that Northern communities would be better served by one air carrier operating a sustainable schedule," Valin stated.

The Airline Procurement Strategy is in a "request for input" stage until Aug. 31. The awarding of airline contracts is targeted for April 2019 with an effective date of Jan. 1, 2020.

The contracts will be in place for five years with two options to renew, each for another two years, making the agreements effective for a maximum of nine years.

The longer terms will benefit the airlines by allowing them to "invest in new infrastructure and more efficient assets," according to the strategy document.

Frigid water awaits fundraising polar bear dippers

Ikaluktutiak/Cambridge Bay The money raised from the annual Polar Bear Dip in Cambridge Bay, to be held Aug. 10, is going to be put toward a future recreation complex, and the more dollars that pour in, the more community leaders who will take the plunge.

At the top of the chain of several volunteers is Deputy Mayor Christina L'Heureux, who has a $12,500 price tag attached to her exposure to the cold Arctic Ocean.

Recreation co-ordinator Fred Muise already knows he's on the hook. as of the July 27 update $4,653.20 had been raised.

Only $2,500 was needed to obligate him.

It won't be Muise's first time. He entered the chilly ocean three or four summers ago.

"I think I was the last one in and the first one out, but I followed the rules and I got drenched completely and then got out," he recalled. "It was pretty chilly, but it was fun. It was a laugh.

Other people swam around for two or three minutes and I'm like, 'You're crazy.'"

He may savour the experience a little longer this time.

"It's my last chance to (be) in the Arctic Ocean so I might swim around a little this year and try to be brave like everybody else. It depends on how much money they raise," said Muise, who is moving back to his hometown of Yarmouth, N.S., at the end of August.

Big donations to shelters, food centre and food bank

Iqaluit Arctic Ventures in Iqaluit is revamping their product offerings, and this resulted in a surprise donation for Uquutaq Men's Shelter, YWCA Agvvik's two women's shelters, the Qajuqturvik Food Centre and the Niqinik Nuatsivik Nunavut Food Bank.

The men's shelter's acting executive director Dan Laffin was thrilled, as he, Peter Salomonie and Nooyaleah Sikkiniq loaded up a van with crate after create of food.

"This is thousands of dollars' worth of food and hygiene products," said Laffin, adding he was especially grateful for the shampoo and other hygiene products as people generally donate food and don't necessarily consider other needs.

"This is tangible food, and nutritious. And they aren't giving away their trash," he said, pointing to a 2019 expiry date.

"These are sellable goods."

Ice breaks up, char break loose

Gjoa Haven The Arctic Ocean ice let go around Gjoa Haven on July 24.

With the water now open, many residents in the community will quickly get their boats in the water and head out to snag some tasty Arctic char, according to James Qitsualik, chair of the community's hunters and trappers association.

"All of a sudden, bang, it's just like let the floodgates

go and everything is going to start happening now that the ice is gone," he said. "That's huge char we're talking about, probably 25- to 30-pounders in the ocean."

Seasonally, the fish remain in the area around King William Island until September, said Qitsualik, then they start heading back up the rivers of the mainland.

By the first few weeks of August, a much smaller number of people will likely go whaling closer to Prince of Wales Island, Qitsualik said, adding that beluga and narwhal will be sought.

Amautinuar has plans to broaden the recreation options. He recently placed an order for additional equipment, including badminton racquets.

"We're hoping to get more sports activities happening in the arena during the summer," he said.

For those more inclined toward educational opportunities, an Actua science camp wrapped up in the community over the July 21-22 weekend, Amautinuar added.

New Tuttarvik website to create resumes, link to jobs

Ayalik Fund sends four Baffin youth to sail a tall ship

Qikiqtaaluk The Qikiqtani Inuit Association (QIA) is launching its new Tuttarvik website this fall, and to get ready the organization is gathering applicants interested in training opportunities for an Inuit labour pool database.

The site is for Inuit impacted by the Mary River Project.

"Tuttarvik will automatically create a resume for anyone who is registered and link them to new and upcoming job opportunities across the Qikiqtani region," stated QI in a news release.

"Additionally, those registered with Tuttarvik will be eligible to participate in training and education opportunities, including skills training, apprenticeships and university programs."

QIA staff will be available to gather information and application forms in Pond Inlet at the Sauniq Hotel Boardroom Aug. 1 from 7 p.m. to 9 p.m., the Tununiq Sauniq Co-op Aug. 2 from 1:00 p.m. to 5 p.m. and again at the hotel boardroom Aug. 2 from 7 p.m. to 9 p.m.

Expanding arena recreation options

Kugaaruk Artificial turf has been installed in the Kugaaruk arena for a few weeks now and there are plenty of youth showing up to play indoor soccer, according to Chris Amautinuar, the community's recreation director.

Kathi-Lee Arnatsiaq of Iglulik, Jeannie Qiyuapik Ootoova and Brandon Ootoova of Pond Inlet, and Kirk-Paul Kunnuk of Iglulik are all taking part in Toronto Brigantine Inc.'s sail-training program aboard a tall ship on Lake Ontario, thanks to the Ayalik Fund. Qikiqtaaluk The Ayalik Fund has grown to include youth from the Baffin region this summer.

Laurie and David Pelly started the fund in honour of their late son Eric Ayalik Okalitana Pelly. It was begun with an initial $5,000 from Eric's savings.

"This program offers opportunities to Nunavut youth to participate in challenging outdoor adventures," said David Pelly.

Brandon Anaviapik, 17, and Jeannie Qiyuapik Ootoova,16, both from Pond Inlet and Kirk-Paul Kunnuk, 15, and KathiLee Arnatsiaq, 15, from Iglulik travelled to southern Ontario to participate in the sail-training program aboard a tall ship called a brigantine – a two-masted square-rigged sailing vessel with fore-and-aft rigged sails on the mainmast – operated by Toronto Brigantine Inc. "These four youth represent the Ayalik Fund's expansion into the Baffin region. In total, about 20 young people from across Nunavut – from seven different communities, from all three regions – will enjoy the adventure of a lifetime over the summer. The basic goal is to build self-confidence in young people by providing these potentially life-changing opportunities," said Pelly.

"Other youth are trekking in the Rockies, canoeing wild rivers and going to summer camps. It's a banner year for the small foundation: more kids, from more communities, to more programs … than ever before!"

Youth have been able to indulge in a wide variety of activities through a summer camp made possible by the Hamlet of Baker Lake. Close to 130 children registered for

summer camp and about 80 of them show up daily for events organized by age group, according to camp supervisor Alysa Ookowt.

The program wraps up at the end of July.

Tattoo artist joins pipeline protest Rankin Inlet woman offered support to Kinder Morgan blockade following workshop in B.C.

Ever since Ippiksaut Friesen started learning how to do traditional Inuit tattoos a year ago, she has travelled around Canada to share her practice with people.

When the Rankin Inlet artist was invited to take part in a tattoo workshop in British Columbia by Indigenous activist Kanahus Manuel in July, she knew it was an opportunity she couldn't pass up.

Little did she know she would find herself in the midst of a headline-making protest against the Kinder Morgan pipeline that would lead to Manuel's arrest.

Friesen first met Manuel during a month-long tattoo gathering in Kelowna, B.C. last September. During her most recent workshop in North Thompson Provincial Park, B.C. things started off smoothly. Over the course of three days Friesen gave tattoos to a handful of women, including one who had been waiting 20 years to get hers.

"There's a lot of pride and joy when people receive their traditional markings," said Friesen. "I feel it's really healing for people."

Following the workshop Friesen planned to travel around and maybe go to Vancouver to visit friends. But Manuel and her group of Tiny House Warriors, who move their trailered homes around to create blockades against the Kinder Morgan pipeline within unceded Secwepemc Territory, decided they were going to set up camp for a protest in the provincial park.

That's when Friesen decided she would stay and help support the protest against the pipeline, which was recently purchased by the federal government for $4.5 billion. Friesen said it's not just the pipeline itself that the Secwepemc women are worried about, but men in camps that are creeping up along the highway.

"A lot of people have a missing and murdered Indigenous woman story. It's something that has been on my mind a lot recently. Being there with those women was the least I could do in the moment."

Friesen said the week she ended up with the blockade was tense. At times there were police helicopters flying overhead and people were constantly trying to harass and confront the group who were peacefully camped out in the park.

"Just the amount of racism that was happening there, that kind of shocked me," she said. "It's not right that they're hurting people that are just protecting the land and the water."

The night before Friesen was supposed to fly back to Nunavut, she ended up leaving the camp. The next morning she woke up to a Facebook livestream from Manuel, who was being arrested by RCMP. She rushed back to the campgrounds to offer her support, but by the time she got there the police were already dismantling the blockade.

Manuel was eventually released and charged with obstruction of justice. The livestream of the arrest has since been viewed more than 500,000 times on Facebook and has become a rallying call for activists intent on stopping the pipeline.

Since returning home, Friesen has been having trouble trying to digest what happened. She said she is staying in touch with the women she met, many of whom currently fear for their safety.

"It was scary," she said. "I'm just watching the stuff they post and hoping that they're safe."

Nunavut's Canada Winter Games boys hockey team heads to Ontario for training camp

Nunavut will make history at the 2019 Canada Winter Games in Red Deer, Alta., this coming March when the territory's boys hockey team hits the ice for the first time ever.

Before that, it's all about getting the boys ready for the big show and the first step of that road happened in Sarnia, Ont., earlier this month.

The team of 21 players and the coaching staff made the trip south for a series of exhibition games and workouts with the Sarnia Hockey Association from July 24 to 27. As of press time, the boys had won two and tied one with two games left to go on July 27.

Martin Joy of Iqaluit is one of the coaches that went with the team and said there's only one decision left to make when it comes to the team.

Rankin Inlet takes on the country

St. John's, N.L. The Slo-Pitch National Canadian Championships are underway with several cities around the country hosting the various titles up for grabs.

Kangiqliniq/Rankin Inlet The recreation hall in Rankin Inlet is playing host to a sport that hasn't been around the community in some time.

Boxing lessons are being offered and it's open to any level of boxer so long as they're 15 years of age or older. Mahmoud Zahaby is the instructor and the only things he requires are a clean pair of indoor shoes to go along with a positive attitude.

Kangiqliniq/Rankin Inlet While the 2018 Slo-Pitch National Canadian Championships, the qualifiers for the 2019 championships are getting set to happen in Rankin Inlet.

The annual Calm Air Cup co-ed tournament gets underway at the Rankin Inlet Ball Diamond on Aug. 8 and will determine who will get a spot to represent Nunavut next year. Each team that enters must have at least 10 players to a maximum of 14, at least four of whom must be women. There is also prize money for the top two teams, with the champs slated to take home a cheque for $10,000.

The finals are scheduled to happen on Aug. 12.

So summer is finally here. I say that because all of the rain we had in Yellowknife meant I wasn't able to mow my lawn for days and days.

It started to resemble the Amazon.

You ever try to mow a lawn where the grass was up past your knees? Not fun. It got done but what a chore that was. Now the back lawn needs to be done. Pray for me.

Now on to other things which can be a pain in the arse, which is what one sports executive could have if things don't go his way:

This one's on you, Masai For years, the Toronto Raptors with James McCarthy have had to suffer the indignity of star players moving on to greener pastures. It began with Damon Stoudamire, the team's first-ever draft pick, followed by Vince Carter, followed by Tracy McGrady, followed by Chris Bosh.

The players were blamed for all of those moves but this time, all of the blame is on the Raptors themselves.

Masai Ujiri, the team's general manager, pulled the trigger on the long-rumoured Kahwi Leonard-to-Toronto deal earlier this month and gave up DeMar Derozan in the process. Let me put it in a way hockey fans will understand: remember that time Wayne Gretzky was traded from the Edmonton Oilers to the Los Angeles Kings? Yeah, I still hate Peter Pocklington's guts.

Granted, that's a bit of a stretch as far as comparison's go but it's close enough. DeRozan was someone who bled for Toronto, loved Toronto and even declared himself to be Toronto.

He was someone the fans loved and he loved them back. This is the guy you want to keep around, right? Guess not. And he wasn't too happy about it.

His Instagram post the day after the deal was made spoke volumes.

He claimed Ujiri never told him what was going on and Ujiri himself even admitted in the following days that the communication could have been better. I guess so, right? Kind of like a mushroom – feed it crap

and keep it in the dark.

I wouldn't blame DeRozan for feeling betrayed but at least he went out with some class by thanking Canada. Never got that from McGrady or Bosh.

I'm not saying Leonard isn't a great player. When it comes to twoway guys, he's one of the best there is and Ujiri had been chasing him for forever. I'm thinking this is Ujiri going all-in: one last roll of the dice to win a championship. If this team can't win it all after this, they need to blow up the shop and rebuild. Leonard, Kyle Lowry, they all go and if it doesn't work, you can bet Ujiri will become public enemy number one in Toronto.

Nice hustle, jackass It's well-known that baseball catchers can't run too good. That's not speculation, it's fact. Their knees are used more for squatting than running and it takes a toll. But Gary Sanchez of the New York Yankees has absolutely no excuse for the stunt he pulled against Tampa Bay on July 23.

Sanchez was up in the top of the ninth inning, two outs, Yankees down one, sacks drunk. Sanchez hits a ground ball to the second baseman, who was playing behind the bag expecting a pull. He flipped it to the shortstop who went to second base to try and get the force on the runner coming in from first, but the runner beat the throw.

Imagine the shortstop's luck when he looks up and sees Sanchez still heading toward first base. He fires it over and gets Sanchez in plenty of time for the final out. Not even close.

Worst part for the Yankees? Aaron Judge was the tying run. In the post-game interview in the Yankees clubhouse, Sanchez admitted he should have run harder.

That's deep thought right there, kids. He should have run harder.

No, what Sanchez did was give minor ball coaches around the world an instructional video for why you run the ball out. Every. Single. Time.

It was drilled into my head as a young softball player, as slow as I was, that you hustle down that line straight out of the batter's box.

You can rest assured he will be hustling from now on.

Kayden, who was the pitcher for the winning team, said the league has meant a lot to him and his friends. His hope is that one day he will be able to play in the MLB. "When I'm older I want to be an MLB player so I just got to work hard. The love of the game will hopefully take me there."

Wiseman, who grew up playing high level baseball in Nova Scotia, said he couldn't believe how fast the kids have picked up the game.

"Considering they only started a year, year and a half ago, it's amazing. Kids up here catch on so quick," said Wiseman, whose 12and 13-year-old boys each play on one of the teams.

The highlight of the summer for both teams was an official bestof-five tournament to end off the season, which took place on the weekend of July 20.

Wiseman said he hopes the popularity of fastball will continue to grow in Rankin so that one day they can take a team down south to compete in tournaments.
