An Arviat man is being hailed as a hero after he died protecting his children from a polar bear attack.

"I think the only thing to say right now is he's a hero," said Andrea Ishalook.

Aaron Gibbons, 31, was out picking eggs with his children on Sentry Island on July 3.

When a polar bear suddenly appeared, Gibbons put himself between the animal and his children and told them to run to the boat to radio for help.

A group of nearby hunters was able to shoot and kill the bear following the attack.

Emergency and RCMP responded to the call for help and attended the location of the attack. Gibbons was pronounced dead at the scene.

Ishalook, who is a distant relative of Gib-

bons, said he was a family man with a big heart.

"He is a very kind person who always cares for his children," she said.

It has been 18 years since the last fatal polar bear attack in the Kivalliq. A man was killed near Rankin Inlet in 2000.

People in the Kivalliq region have been warning that bears have become increasingly bold and aggressive in recent years.

Just last month a polar bear had to be shot in Rankin Inlet after it came too close to the community.

Following the tragedy, Gibbons' relative Gordy Kidlapik, who overheard the girls calling for help on the radio, took to Twitter arguing polar bear tours, especially around Churchill, have been encouraging animals to be more comfortable around humans.

Kidlapik says the effects of normalizing interactions with humans is being felt around

the Kivalliq, as the bears migrate up and down the coast.

Ishalook, who is the manager of Arviat's hunters and trappers association, said people in the Kivalliq should be given more polar bear tags.

"We're trying to increase the quota but it's hard for us as Inuit," she said.

In January, the Nunavut Wildlife Management Board increased the total allowable harvest of Western Hudson Bay polar bears to 34 from 28 animals for the remainder of the 2017-18 hunting season. The policy is expected to be reviewed by the Government of Nunavut this summer.

A 2016 NWMB report estimated there were 842 polar bears living in the Western Hudson Bay region between Chesterfield Inlet and Churchill, Man. That number is slightly down from the 2011 aerial survey, which counted 949 bears.

The combining of resources should result in better on-time service and fewer flight interruptions, help address pilot shortages, improve maintenance of aircraft and create a wholly-Inuit owned airline, according to Makivik Corporation.

"The world is changing and we need to adapt to new realities," said Makivik president Charlie Watt Sr. "This is one way to assert our sovereignty across the Arctic."

Makivik and the Inuvialuit Development Corporation stated that customers won't see any changes to fares and scheduling while the merger is in progress.

Early response from Nunavummiut to news of the merger online was a chorus of concern over possible higher airfares in the

future. Some online posters pointed out that a codeshare agreement between the two airlines in the past saw ticket prices rise.

"You can bet that the federal government is going to be paying attention to this quite closely," said Rick Erickson, an airline analyst with RP Erickson & Associates in Calgary, who added that merger talks have been ongoing for several years. "You can never underestimate how important (the airline industry) is to the North, in every aspect you can think of: economic development, social welfare, health care."

From the airlines' perspective, Erickson said they will be aiming for improved economics in the high-cost environment of the North.

"The key issue is the financial well-being of each of the carriers. A merger could conceivably strengthen the role that aviation is able to play in the North," he said.

Longtime competitors First Air and Canadian North are joining forces to form a single airline.

The airline will function under the name Canadian North and will feature First Air's marketing brand, including its recently adopted inuksuk logo.

The proposed airline – if approved by regulatory authorities – will be headquartered in Ottawa, stated a news release issued Friday.

Makivik Corporation, the Quebec-based parent company of First Air, and the Inuvialuit Development Corporation, owner of Canadian North, hope to complete the deal by the end of 2018.

Dental victims compensated Terms of settlement with Canadian government kept secret

A settlement has been reached between plaintiffs and the Government of Canada in a historic sexual assault civil suit involving a deceased dental therapist.

The terms of the deal and the number of plaintiffs remain a secret, however.

"Settlements of this type are confidential between the parties involved. It would be inappropriate for the Department of Indigenous Services to provide further comment," Martine Stephens, a department spokes-

person, stated in an email.

Alan Regel, who represented the plaintiffs, said confidentiality in settlements is commonplace.

Regel spoke to Nunavut News about the case last August when he was actively seeking additional individuals who may have been molested as children by dental therapist Daniel Nahogaloak in the early 1980s. At the time, 12 people in Iglulik had joined the civil suit as well as two from Cambridge Bay. Nahogaloak, who was from Cambridge Bay, also worked in Taloyoak.

He was trained by Health Canada and

under their supervision, therefore the Government of Canada was named as the defendant.

Nahogaloak, who was charged with four counts of sexual assault, was sentenced to one year in jail on Oct. 15, 1986 after those charges were reduced to a single sexual assault conviction. Nahogaloak died in 2016.

Last August, Regel said it hadn't yet been determined how much the plaintiffs would seek in monetary compensation.

"It's always up in the air until the court looks at all the circumstances," he said at the time.

"You really can't put a number on it because it depends on so many variables."

Representative workforce on the way: premier Wildlife management is one success of Nunavut Agreement, Joe Savikataaq says

Nunavut Agreement negotiator and former premier Paul Quassa, Nunavut Tunngavik Inc. president Aluki Kotierk and newly elected premier Joe Savikataaq were asked by Nunavut News to pinpoint a specific area where the implementation of Nunavut Agreement has benefitted Inuit and, where there have been challenges to implementation, how have Inuit been affected.

Premier Joe Savikataaq is a former conservation officer and environment minister, so it's no surprise that his first mention of successful implementation is Article 5 of the Nunavut Agreement.

Article 5 is all about wildlife.

"The Government of Nunavut (GN) has seen great success working with our partners with the comanagement of wildlife, as per Article 5 of the Nunavut Agreement.

"The GN is committed to active and meaningful involvement of Nunavut Inuit as co-managers of wildlife research and management," stated Savikataaq via e-mail.

The GN Department of Environment, the Nunavut Wildlife Management Board, hunters and trappers' organizations, and regional wildlife organizations all share responsibilities for the conservation of terrestrial species.

Savikataaq states, as per the agreement, the organizations work collectively and independently on their respective priorities, with the responsibilities on the GN side falling to Environment's wildlife division.

"This division ensures that Nunavut Inuit are involved in all aspects of research project design, research study execution, and are consulted on the final wildlife management recommendations and study results.

"This includes ensuring Inuit Qaujimajatuqangit is incorporated appropriately into wildlife research and management decisions," stated Savikataaq.

"I am very proud of this approach, and as an avid hunter, combined with my wildlife conservation background, it is near to my heart."

Article 23 – a representative workforce in the public service – is top of mind in terms of challenges to implementation.

"Unfortunately, progress on this front has not always been as quick as we had hoped, but we are making significant strides to improve opportunities for Inuit to be employed in government," he stated.

"Through our renewed com-

mitment to working together for a common cause, and as a result of the settlement of the lawsuit between Nunavut Tunngavik Inc. and the Government of Canada, we collaborate regularly with NTI and the Government of Canada on comprehensive measures to achieve our objectives to ensure increased Inuit staffing."

Savikataaq lists initiatives: the Sivuliqtiksat Internship Program, career development workshops, the Amaaqtaarniq Education Program, the Career Broadening Program, the Hivuliktiqhanut Emerging Leaders Program, the Training Travel Fund, and the Policy Foundations Program.

"Additionally, the GN recognizes the importance of completing detailed department Inuit Employment Plans as well as the government-wide Inuit Employment Plan.

This requires strategic workforce planning over a 10-year implementation period," stated Savikataaq, adding the GN is finalizing a master Inuit employment plan.

"This extensive exercise allows us to plan properly. Building Inuit employment capacity within the GN is a common priority area, and I am confident these initiatives will lead to long-term success," he stated.

Toward Nunavut Agreement fulfillment Representative workforce, IQ in legislation and devolution next steps needed, says former premier Paul Quassa

The creation of Nunavut, with its own government, is Nunavut Agreement negotiator and Aggu MLA Paul Quassa's pick for an article successfully implemented.

"We have a public government and yet, within the legislative assembly, 80 per cent, if not more, are Inuit," Quassa said in an interview.

"That was the vision when we negotiated the Nunavut Land Claims Agreement – a government that was going to be representative at the legislative assembly level. Certainly that is one of the successful stories."

Quassa said, in the negotiations, Inuit were only going to get 20 per cent of the land that they could call their own.

"But with the creation of the Nunavut government, we're going to have control over the rest of the lands. Certainly, this was always the vision," he said.

"The next process of course is the conclusion of the devolution negotiations to ensure that the territory would have total control over its lands, resources and the waters within the Nunavut territory."

Quassa noted the Government of Nunavut has many obligations under the agreement that need to be implemented.

Quassa was still premier at the time of his chat with Nunavut News – Joe Savikataaq took over after an ouster June 14 – and he said

it was the government's priority to ensure it meets Inuit employment targets.

"A good example is Article 23, where the government's obligation is to ensure our workforce is at a representative level. It's something we've been working towards," he said.

"And certainly we're doing a lot of changes within the government to ensure that it's implemented," he said.

"Right now our goal is to have 85 per cent Inuit employees within government." then Quassa brought up Article 32.

"To ensure that any social programs we deliver are very Inuit-oriented because this government's main guiding principle is to work towards Inuit Qaujimajatuqangit, that our government respects and implements Inuit societal values within its policies, regulations and legislations."

Quassa called the Nunavut Agreement a living agreement, so the government is always working towards full implementation.

"Of course, it's challenging. Not all Nunavut Inuit want to work for the government.

There are a lot of other opportunities."

Quassa said he wanted to celebrate Nunavut Day big time, noting it had been 25 years since the signing of the final agreement.

"It's a celebration of the success of it, because look where we are now," he said.

"We're kind of on our last step, which is completion of devolution. Once that's done, it's a matter of making it work."

Aluki Kotierk was 15 when she heard Paul Quassa, who was then president and chief negotiator for Tunngavik Federation of Nunavut (now Nunavut Tunngavik Inc.), speak in April 1990 at the signing of the agreement-inprinciple in their home community of Iglulik.

It was a time of hope and vision, said Kotierk, who was elected president of the Inuit organization in late 2016.

But, she adds, "In so many implementation issues, even if it's working well, there are aspects that are not working well."

She points to Institutions of Public Government (IPG), which include the Nunavut Impact Review Board, Nunavut Water Board, Nunavut Planning Commission, Nunavut Wildlife Management Board and Nunavut Surface Rights Tribunal.

"I think that's a really good aspect of the Nunavut Agreement that established these structures so that there's the co-management regime so that Inuit are always involved in discussions that impact our land and our wildlife and our waters," said Kotierk.

"An aspect of that regime we find problematic in this day and age is that the honoraria offered to board members has remained stagnant for so many years that it's become quite challenging to garner interest and recruit Inuit in being part of those IPGs. "On the one hand this is a great achievement, but on the other hand by not keeping up to date on the honoraria, it makes it a challenge."

But nothing fires her up more than Article 23, 25 years after the signing of the final agreement.

"In that article, there's so much intent and spirit and vision of seeing Inuit in a more prosperous position in our society. When you look at that and you see the vision of that article and you see the lack of implementation of it, it's heart-wrenching," said Kotierk.

Kotierk says there was a lot of hope in what the negotiators thought Nunavut would look like.

"Part of that vision was that Inuit would be in positions where they could design and develop programs and services that reflect Inuit ways of being and understanding, and that they would be able to provide those programs and services in Inuktut, a language the majority of the public speaks."

The vision of Nunavut is short-changed by the failure to implement Article 23, she says, and Inuit are losing out on the salary dollars they would have been able to take home had Nunavut achieved a representative workforce.

In September, Kotierk revealed financial firm Price Waterhouse Cooper Canada's results after assessing the situation: an estimated $1.28 billion in lost wages to Inuit from 2017 to 2023.

"Not only would it have been an economic benefit to households and homes of Inuit, but it would have a cultural impact."

Kotierk links the importance of Inuit ways in a modern world of a cash economy.

"Often people don't make that connection. But it's the same premise for Nutrition North Canada," she said, noting the foods subsidized by the federal government aren't focused on country foods, for example.

"Is there a way so the main goal is still to provide nutritious healthy food, but is there

another way of doing that," she asks.

"I think that was the hope.

Is there another way of doing this? We know we do this in Ontario. We know we do this in Newfoundland. We know we do this in Alberta. But now we're in Nunavut and it's OK for us to be different. And it's OK for us to build upon the knowledge, the strength, the cultural foundations of the majority public who are Inuit," Kotierk said.

"And take pride in that."

The NTI president mentions the song Nunavut by the band Uvagut.

"It speaks to the Inuit who were working towards getting Nunavut and what they had hoped for. Some things are going well and some things are not going well. But, as Inuit, we have to rise up and make things go well."

RCMP needs more Nunavummiut Northern News Services

In May, the RCMP 'V' Division lost one quarter of its Inuit officers after Cpl. Henry Coman decided to put his Akitsiraq legal studies toward a different line of work. Coman is now working as a lawyer with Justice Canada.

His retirement leaves a force of 120 with only three Inuit members.

In late 2016 – less than two years ago – the force had seven Inuit members.

In a territory where 85 per cent of the population is Inuit, it's an embarrassment that the RCMP's Inuit representation sits at 2.5 per cent.

Last summer, we called for more action from the RCMP to increase its recruitment efforts and bring back the special constables program, and even suggested it was time for a home-grown territorial force to replace the RCMP. After all, the GN pays for policing and the RCMP has yet to show any interest in improving its Inuit participation rate.

That said, we must acknowledge that there are many legitimate reasons for the RCMP to fail in its recruitment efforts.

ter placement in the south – that it's hard for Inuit to see themselves as part of the team. And with even fewer Inuit members, that's becoming a much bigger problem.

A second barrier is that of education. Until 2016, if you wanted to join the force, you had to have a university degree or take an aptitude exam, and pay to take a physical ability test. Faced with only 1,700 applications for 2,000 jobs nationwide, the force made some changes. Now, you can skip the aptitude exam if you have a two-year college diploma, and there's no fee for the physical test.

Although this barrier is easier for many southerners to pass, Nunavut's education system still struggles to graduate youth from high school, let alone graduate them from college or university.

And if they do the latter, they're more likely to look for jobs that pay well and allow them to stay in one community, with the added bonus of not putting their lives at risk every day.

Perhaps you recently read about former RCMP officer John Christopher Bewsher of Nova Scotia, who developed post-traumatic stress disorder during his time in Nunavut.

He is suing the force for allegedly exposing him to traumatic experiences and for not providing psychological evaluation, support or counselling.

It's not easy being a Mountie, especially here. Bewsher claims there's insufficient backup and infrastructure to deal with the rate of crime in Nunavut communities.

That's why the RCMP needs to show it's serious about being here.

Make changes to adapt to the situation on the ground by increasing the odds in favour of Nunavummiut.

Develop Northern-specific training programs that appeal to youth, and bring back the special constables to bolster the ranks.

The Nunavut government and Nunavut Tunngavik Inc. need to get involved, too. It's time to develop a two-year Northern policing diploma program at Nunavut Arctic College, with funding from the Makigiaqta Inuit Training Corporation.

We expect better from this national institution. The RCMP may be Canada's force but it has a lot of work to do to remain Nunavut's.

'We lose the bond we should have had,' says mother who was forced to part with two children special to Northern News Services

Editor's note: A mother who was forced to surrender her first two children to adoption wanted to share her excruciating experience with Nunavut News, in hopes that it prevents similar occurrences.

She requested anonymity. These are her words, edited for length and clarity: I have gone through two forced adoptions: one to my parents and one to a couple who knew very well I didn't want to give the baby away.

I was 18 years old with my first. I was not in the picture to make a decision, although the bond was always in the heart from the beginning. The pregnant woman is the first to love the unborn.

I grew up watching my mother being very submissive to my father. In my earlier relationship, I thought that is how wives were supposed to be to their husbands.

Just after I gave birth, I saw my mother and the father of my baby talking while I was still in the bed. The baby's father started coming my way and, without even reaching to me, said: "Your mother said she can have her, so she will have her."

Like, where was I in the decision?

To this day, it still freezes me. I was thinking:

I'm here too! I was in the same room, but I was not part of the discussion. Did it matter that I was the one pregnant and gave birth to this beautiful baby? I was excluded by these people to whom I was so close. I felt that since she was my own mother, I had to listen to her and I believed that the father of the baby makes the decision because that is how things go in our culture.

It should not be assumed women will "be OK" with it, or will get over a forced adoption.

We lose the bond we should have had. This hurts me the most. The children who were adopted are not attached to me because I didn't raise them.

The strong affection you would have had is gone too. This is very sad when you are forced to give away a child.

A lot of this goes on in Nunavut. I think, in my case, our tradition is that older people make the decision for younger people. The mother is an afterthought, not even asked. I think some among the older generation think the younger generation lacks feelings, or that their feelings are weak and don't matter. At least this was me.

I heard of a elder who was forced to give her child after six months for a reason she did not understand.

A friend I went to high school with got

pregnant too young. According to her story, she told me she cried, screamed and yelled, wanting to keep her baby but she was ignored. I guess older people do this, they're thinking it is for the "betterment" of the newborn since the parents are "too young."

However, what they could have also done was to give support for the new young parents – support in every way possible: financial, emotional and teach healthy parenting, not "snatch it" from young parents.

Some are forced to abort when it's not their own decision just because they are "too young."

Yes, it is OK to adopt, but most important is approval from the one who's pregnant.

I almost lost my third child to adoption but I decided this time I would fight for him. He became my last, and I didn't want to give away any more children.

As I am getting older and seeing the young adult life starting for my children who were adopted out, what is healing to me is knowing they became a blessing to their adopted family.

Those families would not have experienced the blessings without raising the children as one of their own. For that, there lies a special gratitude in part of me.

Alianait's big top tent set up in downtown Iqaluit and the Nakasuk School gym next door were the places to be Canada Day long weekend.

"It was by far the most fabulous festival we've ever presented," said outgoing executive director Heather Daley, who has led the Nunavut music festival since its first years more than a decade ago. The final show Monday night inspired the audience to four standing ovations.

Pang latest to get Qiniq mobile

Panniqtuuq/Pangnirtung The community of Pangnirtung is the latest to receive mobile voice and data services via SSi Micro's Qiniq.

Back in February, SSi Micro announced that after extensive testing in Clyde River by its agent Mike Jaypoody, it had launched in that community, as well as in Chesterfield Inlet.

The service uses the latest-generation 4G LTE and 2G GSM technologies.

"This brings the total number of communities launched thus far to 13: Chesterfield Inlet,

Clyde River, Hall Beach, Qikiqtarjuaq, Grise Fiord, Cape Dorset, Coral Harbour, Arctic Bay, Taloyoak, Sanikiluaq, Resolute Bay, Naujaat, Pangnirtung," stated communications manager David Veniot.

The remaining 12 communities will be added in the coming months.

Chief executive officer Jeff Philipp stated it would now be easier for everyone to have a mobile phone.

"For example, all calls between Nunavut communities from an SSi Mobile phone will be local. That means no long-distance fees – a

Trade show applications Kivalliq The Kivalliq trade show is currently looking for artists and designers to take part in the annual event, which will take place in Rankin Inlet from September 24 to 26.

Artists selected for the show will get the chance to display their work during a one-day art market, in addition to a photography workshop focused on teaching participants how to capture their works on film for advertising purposes.

Designers and seamstresses will each be asked to provide a minimum of three outfits and a maximum of five. Models will be available in all sizes and items may be sold after the show is over.

People can apply to take part in both the art and fashion show. The deadline is July 27.

Remembering a fallen Ranger

Taloyoak A memorial service will be held at the community hall this week for Taloyoak Ranger John Ukuqtunnuaq, who died of a heart attack while participating in a Ranger exercise in Resolute in February.

"They're going to give him long-term recognition," Mayor Simon Qinqnaqtuq said, adding that July 11 is the likely date for the ceremony.

Meanwhile, Junior Canadian Rangers from a few communities converged on Taloyoak last week to take part in a summer camp.

Qingnaqtuq estimated about 30 Junior Rangers and additional senior supervisors departed for Netsilik Lake, approximately 24 km southeast of the community, by allterrain vehicle during the first week of July for several days.

Training award goes to Joanasie

Kinngait/Cape Dorset Hamlet of Cape Dorset director of finance Mary Joanasie has been named the winner of the Municipal Training Organization's $2,500 Elwood Johnston Memorial Bursary.

Joanasie – nominated by senior administrative officer John Hussey – accepted her award at a hamlet council meeting in late June.

"It was very unexpected," she said. "It was a surprise."

Joanasie, who has been employed by the hamlet for 21 years and became finance director in 2010, has upgraded her skills through several

courses in accounting, public sector finance and Northern governance.

The bursary was established in 2013 in memory of Elwood Johnston, who served as senior administrative officer in several Nunavut communities. Johnston advocated for municipal training opportunities and, as president of the Nunavut Association of Municipal Administrators, he helped form the Municipal Training Organization.

Humane Society receives grant

Iqaluit The Iqaluit Humane Society will be able to renovate its animal shelter in the capital thanks to an $11,900 grant from PetSmart Charities of Canada.

The society is in dire need of more and better organized space.

"These new cages and pens that we're going to have can hold a lot more animals.

The kennels (the animals from other communities) are shipped in kind of get a lot of wear and tear, and it's not ideal to hold them in those pens," said society board member and co-chair of grants and fundraising Heather Crowley, adding there will also be more cat-specific cages and an improved outdoor space.

"It's big for us because we can increase our capacity to help other communities. Five years ago we weren't doing that so much and now we're moving in the direction of trying to help the entire territory," said Crowley.

"It's been a rough couple of days for us. A lot of the ones that didn't make it were from our shelter so we're not only dealing with that but we've worked with them over five, six years. We're currently trying to find new locations,"

said Crowley.

The society's hopes for the future include a new, larger location to which these new cages and pens can be moved, and expanding into community wellness, with programming for elders and youth, for example.

"Over the past two years, we're proud to have provided more than $25,000 in funding to support the Iqaluit Humane Society's efforts to help pets in need in Nunavut," stated

New book from Nunavut publishing company

Iqaluit Inhabit Media is releasing author Kenn Harper's newest offering, entitled In Those Days: Tales of Arctic Whaling, Aug. 4.

Inhabit is calling it "a thrilling new book on the rise and fall of the whaling industry in the Eastern Canadian Arctic."

The book explores events at the turn of the nineteenth century, when "whale baleen and blubber were extremely valuable commodities."

"Sailors braved the treacherous Arctic waters, risking

starvation, scurvy and death, to bring home the bounty of the North.

"The presence of these whalemen in the North would irrevocably alter the lives of Inuit."

Included in the book are "first-hand accounts from journals and dozens of rare, historical photographs … the myth of the Octavius – a ship that drifted for twelve years with a frozen crew – encounters between sailors and Inuit, tales of the harrowing hazing rituals suffered by firsttime crewmembers, and much more."

Across the territory, communities participated in a variety of events to celebrate Canada Day. Residents gathered for barbecues, cake and bike decorating contests, and other festivities.

In Pond Inlet, the weather was windy and

sunny, but beautiful.

"Some kids decorated their bikes, there were foot races, juggling, homemade toy boat races, throwing rocks at rock stacks, hot dogs at a Mountie barbecue, fashion show, lots of laughs, too." said Milcah Mekai Popoff.

He'll take this man to be his husband Cam Bay's first same-sex marriage in August; 'We have so much support here'

It will be a colourful and historic occasion when Jason Koblogina and Kyle Mercer recite their vows in Cambridge Bay on Aug. 8.

Theirs will be the community's first gay marriage. People have generally been encouraging, they said.

"The amount of support I've gotten from the community members has been overwhelming, with people telling us how proud they are that we don't let anyone's small-mindedness get to us or bother us," said Koblogina, 27. "I find the majority of people are accepting and the ones that aren't give looks, but they don't really say anything. They keep it to themselves."

"There are a couple of people who are kind of iffy," Mercer agreed, "but whatever. We have so much support here, it's incredible."

The couple are already parents to two young adopted children.

"They (local residents) are happy and proud to see we are raising two kids who are very much healthy and growing way too fast for us," Koblogina said.

Mercer, 20, describes parenthood as being amazing.

"I couldn't have asked for anything better," he said.

The couple took up residence together in Cambridge Bay in September 2016. They'd struck up a relationship after meeting through Facebook.

Their mothers have been central figures in reinforcing that they should be secure in who they are, according to Koblogina.

"Both of our mothers have been supportive to us since day one. We both have a great support system, great friends and (we) both have family who love and accept us for who we are," he said.

"Growing up ... I was closeted but people could notice and tell I was gay. When I came out to my mother, her response was, 'I knew already.

I was just waiting for you to tell me yourself.'"

Their "quaint" August wedding at the community hall will be officiated by a local commissioner of oaths, said Mercer, who was born in Newfoundland but previously lived in Yellowknife.

"It's going to be very colourful," Mercer said of the ceremony.

"All of our bridesmaids are wearing a dress that's a different colour of the rainbow."

Mercer says he appreciates Koblogina for his kindness and his honesty.

Koblogina describes Mercer as a thoughtful and kind individual who's proven to be a fantastic father.

"I can't wait to marry him and spend the rest of my life with him," said Koblogina.

They're planning to spend the remainder of their lives primarily in Cambridge Bay, where Mercer says he's embraced Inuit culture.

"They're so kind. Everyone is so giving," he said.

"I love that people respect their elders.

There's nothing stronger than that."

Bell driven to be the best Arctic sports athlete strives for another spot in record books

Arctic sports aren't a pastime for Andrew Bell.

They're a lifestyle.

He devotes eight to 10 hours per week to training during the "off season" – a number that climbs as high as 18 hours weekly when competition is getting closer.

"I put a lot of time, a lot of training into my approach... and this has been ongoing for many, many years," he says.

Waterfront program gearing up Kugluktuk

The water is still cold but local youth are already wading in at the waterfront.

For Kugluktuk's new lifeguard – Vancouver's Justice Martens, who arrived last week – that water is going to feel absolutely frigid.

"I recommended that Justice bring a wet-suit up with him because we're not going to be used to this kind of cold," said recreation coordinator Matt Craddock, who arrived in Kugluktuk in February, so he too is experiencing his first Kugluktuk summer.

A "polar bear dip" in those cool waters was part of the schedule for Nunavut Day. In addition to recreational swimming, Craddock said he and the recreation staff are developing a structured waterfront program for the summer.

"We're really pushing to get some organized swimming lessons so we can develop our own lifeguards up here," Craddock said.

There's another new recreation team member who was recently hired. Jenny Klengenberg has started as recreation co-ordinator trainee.

RPAN applying for $1.5-million grant

The Recreation and Parks Association of Nunavut is applying for its second grant of the year.

The group is writing to the federal government with the goal of obtaining $1.5 million in funding to be put toward youth employment initiatives.

The organization is attempting to keep youth out of trouble with the goal to employ them in various activities throughout the territory.

Executive director Dawn Currie said grant money will always be put toward the board of director's goal of using sports and recreation as a way to keep youth away from crime.

This is the second grant RPAN has received this year.

The other was for close to $ 1 million, Currie said.

Edmonton Eskimos refuse name change

President of the Edmonton Eskimos Canadian Football League franchise, Len Rhodes says he will not change the name of the franchise.

Rhodes was in Inuvik, NWT, last week for a meeting with Inuit groups to discuss the meaning of the term Eskimo and if they believed the term to be derogatory.

Some people consider Eskimo derogatory because it is widely perceived to mean "eaters of raw meat" in the Algonquian language.

Rhodes told other media consultations which included Inuit members from Inuvik and Yellowknife were positive and some members felt empowered by the name.

Rhodes will meet in Iqaluit, Edmonton and Ottawa later this summer to discuss the further possibility of changing the name of the franchise.

But it doesn't stop there. He frequently reads about training techniques to improve his athletic ability, and he watches his diet carefully. For the last Arctic Winter Games (AWG) held in the Northwest Territories' South Slave region in March, Bell slimmed down to 177 pounds from his normal 185-pound physique.

"Those five to seven pounds, believe it or not, make a big difference," he says of his need to hurl his body through the air in various events.

His dedication paid off. Bell achieved a personal best while competing in the two-foot high kick at the AWG in Fort Smith, reaching a towering 2.54 metres. But it wasn't good enough to win. Alaska's Andrew Christopher Kashevarof turned in a 2.59-metre effort and earned the gold ulu.

"That really gave me more motivation to want to improve more. I have put so much into training because it's what I like to do," Bell says, adding that he's eyeing the 2.64-metre twofoot high kick record.

Chasing down that record will likely be an uphill battle.

While Kashevarof, at 20, hasn't even yet entered his athletic prime, Bell, at 33, is starting to notice the effects of Father Time.

"I can feel the changes in my body since about the age of 29. It's taking longer to recover. It's easier to get an injury," he says. "My window of opportunity is pretty small now. If I don't do something in the next couple of years..."

So he's seeking ways to wring that extra 10 cm out of his performance by the time the 2020 Games in Whitehorse roll around. That has led him to the possibility of training with "strength shoes," which have a weighted platform.

"I don't know if they work or not," he says. "If that's a method that could help me get a little bit farther, that would be great."

Bell didn't leave the 2018 AWG – his fourth time competing at that level – without setting an event record himself. He pushed the Games' best mark in the open male one-hand reach event to 170.2 cm.

He also remains the holder of the AWG triple jump record at 11.49 metres, which he set at the Games in Nuuk, Greenland, in 2016. He says that remains his most satisfying Arctic sports accomplishment to date.

Bell, who grew up in Nova Scotia, got his start in Arctic sports in 2011 while living in Kugluktuk. Although reluctant at first, he tried some events and found that the skills required

He moved from Kugluktuk to Arviat in 2012, and still lives there today.

"It's my home now," he says of Nunavut.

What Bell hasn't found yet is any proteges.

"I've made an effort to reach out to the youth, to hold practices here in Arviat and pass along some of the techniques that have worked for me that might work for them. It lasted two weeks and then there's other interests," he says.
