Iqaluit boarding home in limbo Northern News Services

The Iqaluit Elders Society (IES) is trying to figure out how more than 50 staff, as well as patients, will be affected after its contract to run the Tammaativvik Medical Boarding Home was cancelled without notice on Jan. 10.

The Government of Nunavut contracts Nova Group to run the boarding home, which

had in turn subcontracted the management and staffing of the facility to IES for many years.

Department of Health spokesperson Sara Arsenault told Nunavut News that Nova had informed the department it was ending the relationship with the society.

Nunavut News did not hear back from Nova by press time.

IES lawyer Anne Crawford says that the GN has committed to 70 beds and provides resources for such, and with that the facility has been able to provide a 90-bed facility.

"The government refused to change the contract and continued to send us over 200 people a day," she said. "So, as a consequence, services have not been perfect."

"This is the largest Inuktitut-speaking workplace in the territory. If you're unilingual, you can work there.

"I have no expectation that (Nova) will be able to do a better job."

No resolution on barge debacle Lawyers reviewing situation as MTS customers await satisfaction

Marine Transportation Services says no further compensation is coming for customers of its cancelled barges last fall and legal action is still being considered by Kitikmeot businesses.

All essential cargo has been delivered to Kugluktuk and Cambridge Bay, according to Kelley Ryder, spokesperson for the Government of the Northwest Territories' Department of Infrastructure, which owns and operates MTS. The Kitikmeot Chamber of Commerce posted on its website that it has retained law firm Cooper Regel to review the situation and help determine steps forward. Nunavut News was unable to schedule an interview with the chamber by press time.

Meanwhile, customers are saying they've been treated unfairly.

"There's nothing I can do," says Suzanne Maniyogina in Cambridge Bay. Maniyogina's vehicle was supposed to ship to Cambridge Bay last summer but was stored in Inuvik after MTS cancelled its barge service to Cambridge Bay and Kugluktuk when it couldn't make it before the ice came in.

While fuel and cargo were airlifted to communities in October and November, some items – such

as vehicles – are being stored over winter in Inuvik. Nine Cambridge Bay residents, including Maniyogina and one Kugluktuk resident were refunded shipping costs for vehicles, which will be barged in this summer.

Maniyogina got her vehicle so that she could manage a busy schedule, balancing work with childcare and says MTS hasn't offered any further help than refunding shipping costs.

"What can I do? I can't make them treat me properly or help me," she says.

Maniyogina says she doesn't intend on getting anything shipped up in the near future, though she can't foresee whether a situation will come up in which she would need to.

If she does, she says she wouldn't go to MTS. Cambridge Bay-based Kalvik Enterprises had ordered supplies to the community for construction projects that were underway and while supplies trickled in by airlift, further compensation has not been offered for costs caused to the business by delays.

Helen Koaha says MTS has not responded to Kalvik's requests and that lawyers are reviewing the situation.

Ryder says MTS refunded shipping costs for vehicles as a "gesture of goodwill," but isn't liable.

In the post, the Kitikmeot Chamber of Commerce granted that MTS, which is owned and run by the Government of the Northwest Territories, is new to the barging business. It says MTS's services are likely going to be

an important part of doing business in the region for years to come, but that it needs to amend its operating policies and figure our insurance coverage for customers that would clarify liability in situations like this.

Ryder says MTS is taking steps to prevent similar situations in the future.

"The plan will include staging

tugs and barges and cargo in Inuvik and Tuktoyaktuk to facilitate earlier departure and delivery to each community," she stated. "MTS will also collaborate with federal agencies and subject matter experts on matters of ice conditions, forecasting and climate change in order to determine our best approach to cargo delivery in the Western Arctic."

Co-op marks 60 years in Cape Dorset West Baffin Co-operative has facilitated Inuit art sales for generations

West Baffin Co-op is celebrating its 60th anniversary in Cape Dorset and Jimmy Manning has been there for much of it. Manning, who has worked for the Co-op for many years, recalls being a young boy peering into the print shop with his friends.

"We'd climb over to the window and see what was going on in there," he said.

"There was very interesting artwork in there and a lot of fumes from ink," Manning laughed. "We were very curious."

It was in 1959 that the Co-op began releasing an annual Cape Dorset print collection in Stratford, Ont. In the early 1960s, a small retail store was established that competed with the Hudson's Bay store. A board of directors was eventually put in place to guide the venture, which is the oldest member of the Arctic Cooperative network.

"Their idea was to try and get more employment for local people because they were no longer in the outpost camps," Manning said, noting that the fur trade industry – mostly based on foxes and seals locally – had fallen on hard times.

New Co-op members received a share in the store.

"That's how it grew over the years," Manning said, "because the money made from the Co-op goes back to the community and goes back to the members, if they had a successful operation."

Manning was hired at the Co-op in 1970 and was trained to be a carving buyer. He spent many of his days in the print shop that intrigued him as a boy. He would go on to become manager of the Co-op's Kinngait Studios.

In the mid-1980s, a marketing arm was developed in Toronto, known as Dorset Fine Arts.

"It has been very successful for the Co-op here to handle their own product through the dealership in the

south," said Manning.

Some of the artwork that the West Baffin Co-op has acquired over decades will be displayed at the Kenojuak Cultural Centre and Print Shop, named in honour of renowned artist Kenojuak Ashevak. The September official opening of that facility – comanaged by the West Baffin Co-op and the Hamlet of Cape Dorset – was the realization of a dream that began in the 1980s, Manning said.

"Now we have a wonderful, beautiful place today to house all this stuff," he said. "(There's been) lots of progress. Now our children, grandchildren will be able to see

some of the work in future dates and Cape Dorset is visited every summer (by people) from around the world."

During the 2018 fiscal year, Dorset Fine Arts realized total sales of close to $2.8 million for drawings, prints and carvings while copyright and licensing fees amounted to approximately $140,000, according to William Huffman, marketing manager of Dorset Fine Arts, based in Toronto.

In conjunction with West Baffin Co-op's 60th anniversary year, the Co-op has assembled an ambitious agenda of promoting Cape Dorset art nationally and internationally.

"We've always had traction in Europe ... particularly when the federal government actively promoted Inuit art through its cultural diplomacy programs," Huffman said.

The Ontario capital will be the site of the first major solo presentation of Shuvinai Ashoona's pencil crayon and ink drawings at a public institution.

The Power Plant Contemporary Art Gallery will exhibit the Ashoona collection from Jan. 26 to May 12.

In addition, a Kenojuak exhibition will tour the country while a Living Legacies exhibition will pass through the United States and Europe. The latter will showcase "mid-career and emerging artists" from Cape Dorset.

Huffman marvelled at the level of rich artistic talent that exists in the community of 1,400 people.

"It's kind of extraordinary that we can do a whole program internationally with only artists from this tiny little community," he said. "People will discover new work by artists they've never heard of."

As well, a special spring print release – comprising lithographs, etchings and stonecut prints – will precede the 60th anniversary fall print collection.

Also in the fall, a delegation representing the charitable group Partners in Art is expected to visit Cape Dorset to pursue a professional development program for artists, which could involve a $25,000 contribution.

Pay attention to contrasting priorities Northern News Services

Each year, Nunavut's leaders have a platform in Nunavut News to present their priorities for the year and this year's comments from Premier Joe Savikataaq and Nunavut Tunngavik Inc. president Aluki Kotierk are proof of contrasting perspectives.

Savikataaq outlined his main concerns as in-territory addictions treatment, elders' care facilities and more housing. He also highlighted the pending creation of a human resources department, which returns after being dissolved six years ago.

In contrast, Kotierk highlights language as a "foundational piece" of so much of the territory's workings. She notes the lack of bilingual education as one of her greatest disappointments. She also criticized the government's lack of consultation on the Education Act, noting that NTI was not consulted, despite legal requirements to do so.

As a result, she raised the nuclear option of self-government.

Savikataaq is presenting his vision for what is best for the territory, while Kotierk is presenting hers as what is best for Inuit. The two visions do not have to be incompatible.

structure requirements he mentions have been raised by premiers for many years now. The government's pitch that it is working on in-territory treatment, elders' care facilities and more housing sounds like a broken record we're all tired of hearing.

The fact that these goals require federal funding makes it even more unlikely to happen in an election year – despite the tradition of throwing money around in such times – when Nunavut's sole ex-Liberal MP has so little pull with the federal Liberals.

On the subject of the human resources department, the government's move is a welcome return for a department that should never have been dissolved in the first place. The move should be welcomed by NTI, too, as it should – in theory – improve the proportion of Inuit employed by government, which has been stagnant at 50 per cent for more than a decade.

Even Savikataaq recognizes, though, that employing more Inuit

will be tough and filling vacancies is easier said than done. Government jobs should be filled by the most qualified person and this is hard to do considering the number of Inuit with post-secondary degrees or even high school diplomas. We don't expect to see the GN reach its 85 per cent Inuit employment goal any time soon.

Kotierk's goal to bolster Inuktut in schools will benefit all Inuit, as the Inuit language should be the working language of the Inuit territory. It's clear that the GN does not see this as a possibility any time soon.

Hence NTI's call for self-government, which we'd like to hear more about. A territory run by Inuit speaking Inuktut is the only way to build a distinct future for Inuit. At the upper levels, the GN is looking more and more like the government NTI envisions.

The middle ranks of government – educated and experienced bureaucrats – are where NTI's concerns need to focus and replacing these roles with Inuit will be tough at this moment. We're not sure even NTI could fix this problem.

When we look back on 2019 next new year we'll see whether either leader had found success in their visions. At this moment, even one success will be considered a victory.

Another year gone Northern News Services

We've closed out yet another year and we all hope that we met our targets and forecasts. Let's not go there.

What was can never be brought back unless you dwell on the memories. If we continue to dwell on the past, then we stop ourselves from further growth and maturity and it does affect our health, mental, physical, emotional and yes, our spiritual domains.

All of us have within us a part that some of us have a hard time talking about. If we could focus on us men for a moment, we all say, "I can handle it, leave it to me, watch what I can do."

And perhaps there is some merit to this, but we are humans and we cannot live and do things alone.

With a new year unfolding before us, a

renewed sense of hope comes with it. I want to do more, I want to change, I want to get more involved and the list grows.

These are good thoughts and some of us need to dream a little bit and as we allow our inner being to be in this state of dreaming for a brighter future, we must take a hold of these dreams and have them play out in our engagements.

Do not be afraid to step out, do not let what others may be saying about you stop you from moving forward. There are times when you discourage yourself with negative thoughts and feelings and you stop growing.

You have seen the example many times of the little one who is learning to walk. They grab something to hang onto and then they take steps to get to the other side or around the furniture and they fall down. They do not stay down. They

Participant funding now available for Baffinland Phase 2 process Feds contribute $10.3 million over five years for Northerners to take part in technical reviews

Good news arrived from the federal government in late December when it announced a new Northern Participant Funding Program – $10.3 million over five years.

That's just in time for communities seeking to be a part of the Baffinland Iron Mines Corp. Phase 2 proposal process to access that pot of money.

The Nunavut Impact Review Board (NIRB) will be handling applications on a project-by-project basis.

"NIRB's expectations to inform and involve potentially impacted communities in the impact-assessment process are the same regardless of the availability of participant funding," said Tara Arko, NIRB's director of technical services and acting executive director.

"However, the participant funding may provide additional resources for organizations and individuals that qualify to be

part of the technical review of documents, as well as attend the technical meeting or final hearing to provide evidence before the board."

Arko said that funding pot is also open to those seeking to participate in the Agnico Eagle Whale Tail expansion proposal.

"NIRB is working to ensure parties are aware of the participant funding, have access to the guide and application forms and coordinate the submission of the applications to the Government of Canada," she said.

The funding is to help Indigenous peoples and Northerners access the resources and expertise needed to participate effectively in impact assessments of major resource or infrastructure development projects in Canada's North, according to the federal government.

All three territories will share the pot of money, specifically "those potentially affected by major project develop-

ment in areas subject to modern land claim agreements."

"Indigenous peoples should have a real opportunity to have input into decisions about major infrastructure and resource projects that can affect their communities and way of life.

More effective Indigenous engagement is an opportunity to advance reconciliation between Canada and Indigenous peoples, while rebuilding public trust in Canada's impact assessment system, fostering economic opportunities and growth and safeguarding the environment for future generations," stated Minister of Intergovernmental and Northern Affairs Dominic LeBlanc.

The government also specified the activities to be funded: project-specific technical reviews of information, research, data collection, preparation of submissions and presentations, preparation of witnesses and retention of experts, including legal representation.

Inuit innovation focus of new TV series Uakallanga aims to be how-to guide for traditional and modern practices

An all-new Inuktitut television series focused on Inuit ingenuity debuted on APTN on Jan.7.

Uakallanga, created by the Inuit Broadcasting Company (IBC), is hosted by Annabella Piugattuk.

IBC director of operations Malakie Kilabuk – who directed and did some of the camera work alongside Mo Kipanik – said the idea for the series came from an IBC staff brainstorming session.

"We came up with a bunch of ideas. We nailed it down to a couple of series we wanted to do," said Kilabuk, adding that's an exercise staff does on an annual basis.

Uakallanga, which translates to "wow and impressive," sees Piugattuk learn how to create such items as a drum, a spear, an ulu and an amauti, among others.

Former IBC producer Sylvia Cloutier, who worked on this first season and helped out with a second, says a lot of the ideas that staff came up while brainstorming had to do with making things.

"It was all based on what the staff wanted to learn from our Inuit culture and what we thought the viewer would be interested in learning, as well," said Cloutier.

"The more ideas that were generated, it seemed it would be a good fit to create a show following Inuit making things. Inuit are so innovative and always have been, using materials like by-products of animals. Even materials that are thrown in the garbage – we've heard of Inuit going to the dump and getting materials to make something."

Cloutier recalls hearing of someone making a qulliq out of an old frying pan. Another story tells how an Inuk had a Ski-Doo break down on the land.

"Obviously he couldn't get a part for his machine – he was out on the

land – and he fixed his machine with whatever materials they had. I think it was the packaging of a food item they had brought out. It just goes to show how Inuit are so resourceful. There's no such thing as there's nothing out there on the land to work with," she said.

"We wanted to create a series

that really highlighted some of these amazing skills that Inuit have."

That includes the artistry of women who sew, Inuit artists who make jewelry, makers of old tools which are no longer the norm – all with traditional and modern materials.

"For instance, the drum used to

be made of driftwood and caribou skin, sinew from the caribou back muscle and antler. But, today, we use lumber purchased from the store," said Cloutier.

Cloutier says people don't always have the means to get traditional material, but the main idea is to promote the practice.

Kilabuk says while in some episodes two or three items are featured, the norm is one item per episode.

"We do our research and find people who are willing to make something and know how to make the item," Kilabuk said.

As a director, Kilabuk's specific interests included locations, how a scene would be shot and which angles.

His enjoyment comes from "just being out there shooting and directing and meeting people" he said.

"Learning things, too."

His favourite episode featured learning how to make a bird-claw necklace.

Cloutier says the team also wanted to feature items children use, to give parents ideas of items they can make for their kids, like a children's qamutik.

One target audience for IBC on this series is younger Inuit and while the broadcaster's audience is usually older Inuktitut speakers, non-speakers can easily follow the detailed visuals. There are English subtitles.

"It's always interesting to learn how to make something from beginning to end," said Cloutier, adding that includes a conversation about how it's made, the history of the object, why the person is making it, how they learned and why it's made a certain way.

So far the series has only filmed in Iqaluit. The first season, now airing ,was filmed in 2017. A second season is in production, with a third planned.

The Resolute Bay Hunters and Trappers Association puts on a seal hunting contest at the beginning of every year. Uluriak Amarualik, who works with the HTA, says this year's was popular, even though Mark was the only one to bring back the bounty.

"There were at least three or four groups (competing) and apparently there was still a lot of fresh ice and a lot of polar bears," she said.

The HTA had been planning to give out a first prize of $500 to the first person back with a seal, a second prize of $400 for the smallest seal and third prize of $200 for the biggest.

Mark's lone seal won all the prizes.

"We do that because that's part of Inuit Qaujimajatuqangit principles, tunnganarni, being welcoming and inclusive. And that's the whole idea, to be welcoming and inclusive," said Manning.

"And of course, the smiling faces. That's why we do these things."

Manning says despite the expression "we're a team" being overused, that's what all the staff at the Iqaluit middle school are.

"We're a congregation of equals here who are all working for the students entrusted to our care."

Big winner in Qik Qikiqtarjuaq Tulugak Co-op shopper Selina Nookiguak came away a big winner in late December when she walked away with a $1,000 gift certificate as part of the Co-op bingo.

Nookiguak was one of five such winners from all participating Co-ops.

"To support our shoppers, we create a monthly flyer and on special occasions, like around Christmas time, they (the Co-ops) want to use a contest or a draw often related to a bingo to create a bit of fun and give some people the thrill of perhaps winning something," said vice president of stakeholder relations Duane Wilson.

Often the winner might walk away with a new quad or snowmobile, said Wilson, but this year the decision was made to spread it around a bit more.

"Let's face it, as much as people value quads or snowmobiles in the communities, not everybody wants one or needs one. Whereas pretty much anyone can use $1,000 and direct that to whatever their needs are," said Wilson.

Science in the air in Taloyoak Taloyoak Taloyoak students of all ages will soon become experts in areas of science that fascinate them.

Netsilik School principal Marty Leach says the school is planning its science fair, scheduled for March 15.

Students who win the school's contest won't have to travel far to compete against their peers from around the Kitikmeot. Netsilik School will be hosting the regionals, as well, from April 12 to 14.

Tulugak Co-op shopper Selina Nookiguak came away a big winner in late December when she walked away with a $1,000 gift certificate as part of a bingo.

Kugluktuk Those who participated in last fall's moosehide tanning workshop are invited to take part in a kamik-making workshop at the end of the month.

The course will cover making flower kamiks or sealskin kamiks and will take place on Saturday, Jan. 26, from 10 a.m. to 5 p.m. at the prenatal building. Participants should bring their own scissors and thimble and the materials will be supplied by the Hamlet of Kugluktuk.

Getting ready to frolic Kugluktuk Anyone who wants to help put on this year's Nattiq Frolics will have their chance to be part of the discussion next week.

A preliminary meeting for the event is scheduled for Wednesday at 7 p.m. in the Ulu Building. The meeting won't go too far into the details of this year's event, according to the Hamlet of Kugluktuk's recreation department, but significant and complicated events will be discussed so people can get to work on them early.

QIA targets family literacy Qikiqtaaluk The Qikiqtani Inuit Association (QIA) announced the launch of an Inuktitut family literacy initiative as part of its Ipitiki program.

"I'm excited about this program because it pushes forward QIA's commitment to early childhood learning and provides real tools for families to keep Inuktitut strong in their home," stated president PJ Akeeagok.

With the new initiative, QIA hopes to encourage more Inuktitut speaking within homes, where both children, as well as parents and guardians can enjoy fun activities while learning new Inuktitut words and phrases.

The project is made possible with the help of the Government of Nunavut's Department of Education and includes resources developed with the help of Inhabit Media.

Each kindergarten student in the region is receiving a family literacy package, including an Ipitiki backpack, an activity booklet, daily activity cards, Inuktitut syllabic cards, a CD of Inuktitut children's songs, home vocabulary stickers and Inuktitut books.

Other projects included under QIA's Ipitiki program are the forthcoming governance training for daycare boards, a daycare managers' conference and an elders in daycares pilot project.

Funding comes from the Makigiaqta Inuit Training Corporation.

Winnipeg Nunavut artists will once again travel to Manitoba's capital, this time to set up shop at the Northern Perspectives 2019 conference in February.

As with Crafted, a November event also held at the Winnipeg Art Gallery (WAG), artists can make a big splash with numerous benefits for themselves.

"Nunavut artists' combined sales at Crafted 2018 were $24,057.00, a marked increase from $9,702.00 in 2017 and $4,750 in 2016," said Nunavut Arts and Crafts Association's (NACA) director of programming Kathleen Nicholls.

"Of the 15 artists that have previously attended Crafted with NACA, eight continue to supply the WAG Gift Shop."

Nicholls says artists who attend Crafted also benefit in the areas of business planning and coaching, financial management and business development, marketing and market expansion and research and creative development through a variety of training efforts.

NACA co-presented Crafted with the Winnipeg Art Gallery and the Manitoba Craft Council. The organization is co-hosting Northern Perspectives with the Baffin Regional Chamber of Commerce and the Kivalliq Chamber of Commerce.

The plan, covering two-million square kilometres, is intended to provide for the conservation, development and utilization of the land – a balance between economic and traditional needs.

'It's a waste of money,' premier says Mayors, from page 14

"We felt that we were left out of the process and our community voice won't be included."

The resolution Gross presented and which she and others say was passed by all Nunavut mayors in attendance, reads: "Whereas the sole source of funding for the Nunavut Planning Commission is from the Government of Canada, we direct the Government of Nunavut to support the Kitikmeot mayors' demand that adequate funding be provided so the voices of the Kitikmeot are heard as per Section 11 Part 5 of the Nunavut Agreement to share and voice our concerns during the 2016 draft Nunavut land-use planning process prior to the commission re-drafting as outlined in the Nunavut Agreement."

Failing this, the mayors resolved the commission conclude its work, that it update the plan and submit it to the federal government for approval.

Gross says the Kitikmeot mayors don't want the plan scrapped. The need for the Kitikmeot to have a plan is great, Gross has previously told Nunavut News, as that region does not have an existing plan, while there are two existing plans – the Keewatin Regional Land Use Plan and the North Baffin Regional Land Use Plan.

The final wording of the NAM resolution is not yet available to the public, as members are reviewing all resolutions passed at their November meeting.

Savikataaq says the GN does support the commission.

"We just don't support the 2016 draft. And

it's not only us. It's the federal government and NTI, too. And we want the hearing, too, but what's the point in having a hearing if this plan is not going to be signed off by the three signatories? It's a waste of money."

More and more detail coming in Misinformation abounds about the plan, mostly related to the NPC's adherence to the Nunavut Agreement and subsequent guiding documents. It's also worth mentioning consultation is an iffy topic on the best of days.

The commission has held extensive consultations all over Nunavut and other affected communities bordering the territory over 10 years to develop what should have been a final draft of the land-use plan. A 2014 draft plan was scheduled for public hearings, but the federal government declined to provide funding.

Iqaluit Mayor Madeleine Redfern says it's not the quantity but the quality of consultations that matter. She says there are issues with the 2016 draft plan and she recommended re-doing some of the consultations in the Qikiqtani region "because there were problems with not producing hard copies of the plan for the consultation.

"What are we supposed to be looking at if we don't have it in front of us? Is that consultation? We said not," said Redfern, who also says the lack of "track changes" to identify differences between the current draft and 2014 draft is a problem.

Ehaloak disputes the lack of hard copies.

Brian Aglukark, NPC's director of policy and planning says five hard copies were sent to each

community. But, most importantly, one of the consistent government and industry criticisms leveled at the plan is that it's too detailed. Meetings were held between the three parties and the planning commission to try to resolve this issue, among others.

It's not clear what exactly was worked out in those meetings in late 2017 and on – the record of those meetings hasn't been released by the commission, at the request of the three parties.

But what the NPC public record does show is the longer the process takes, the more details come in and the more detailed each draft plan becomes.

When the record was reopened, due the parties' position in 2018, more than 300 pages in additional documents streamed in.

Redfern talked about other issues. Municipalities don't have the resources – necessary staff, expertise or other resources – to adequately participate in the consultations, to develop detailed submissions, she said.

"And there is a significant gap, an effective process for meaningful consultation to avoid judicial reviews and court action, such as the Clyde River case which sought to halt seismic testing in their area, but had to go all the way to the Supreme Court of Canada to do so," said Redfern.

"This is why I spoke of the need for addressing the gap about the kind and quality of the consultations."

She agrees the plan is too detailed and favours a more general plan which would then allow development to be considered on a caseby-case basis, with details to be worked out

between the proponent and any affected communities. But to hear Aglukark describe the draft plan is to understand the voice of Inuit, which is highlighted in the Nunavut Agreement along with a balanced approach to development, is respected.

The document clearly lays out three fundamental areas: protected, special management and mixed use. Mixed use, in grey on the landuse map, is where there are no terms to the areas and it's the predominant colour on the map.

"You could potentially do whatever you want in those areas," said Aglukark.

An estimated date for a final draft plan for submission to the federal minister will depend on whether or not Canada funds the pre-hearing engagement with communities, as well as the four regional public hearings.

The commission decided to split the Baffin region in two, as per community requests.

Ehaloak says the commissioners will need to decide next steps if funding from the federal government, as laid out in the Nunavut Agreement, is once again denied.

"Failing adequate funding the Kitikmeot mayors request the Nunavut Planning Commission to conclude its work with the information gathered and submit the commissioners' revised plan for ministerial approval even in the absence of further public hearings," the Kitikmeot mayors stated in their resolution.

Meanwhile, the NPC continues to receive almost 200 project proposals annually with no territorial land-use plan in place.

Participants can respond to the additional written submissions until January 25.

Rankin Inlet rocks Winnipeg Bantam Rock take home gold from Challenge Cup

No matter the level and no matter the situation, scoring a late goal to win a game is as exciting as it gets.

One young player from the Rankin Rock got to experience that feeling late last month.

Kadin Eetuk's goal with less than a minute to play propelled the Rankin Rock to a 1-0 win over the Selkirk Fisherman and earned the Bantam A1 Division championship at the Winnipeg Jets Challenge Cup tournament in Winnipeg, Man., on Dec. 30.

Rankin's A1 Division featured Selkirk and eight teams from Winnipeg.

The Rock were in the middle bracket of the tournament, which also featured action in bantam AAA, AA, A2 and A3 divisions.

Rankin went 4-0 in roundrobin play and defeated the same Selkirk team in their final round-robin game to secure first place.

The Rock then got past the Winnipeg Canucks 5-0 in the semifinal to set-up the championship tilt with the Fishermen.

Bubsy Kusugak accompanied the Rock and head coach David Clark to Winnipeg as an assistant coach for the first time.

Kusugak said the only other time he was behind the bench was when he was doing it for volunteer hours while he was still in high school.

He said Clark was in need of some help at the tournament and he decided to go along and help out where he could.

"It's a bit different perspective being behind the bench rather than out on the ice playing but not really all that much because hockey is hockey," said Kusugak.

"We were pretty confident about our chances with the teams in our pool, especially as the round robin went

along, but I wasn't really sure of the caliber of play going on in the other pool.

"You're kept really busy at tournaments like this and it seems like you have to be at so many places at once that you can't possibly watch all the games.

"In the end it didn't matter because Selkirk eliminated the top team in the other pool and we ended up playing them again for the championship in a really rough game."

Kusugak said the Rock had beat Selkirk in the round robin and the team was confident going into the final.

He said even though the Fishermen had some really big players on defence, he was confident the Rock's smaller but faster players could get the job done.

"I had told Kadin (Eetuk) he burned this team in the round robin and he could do it again in the final because he could use his speed to beat those slow-moving defencemen and it worked out for us.

"After Kadin scored with 56 seconds left, I think it was, everyone was getting so pumped up on the bench, but it was stop time so you can't really take anything for granted.

"You don't want anybody ready to celebrate on the bench before that final buzzer goes, that's for sure, because you know how quickly things can turn around on you.

"Selkirk shot themselves in the foot by taking a penalty during that final minute and we just shut them down to take it."

Kusugak said you couldn't help but be excited on the bench during such an even game that was well into the third period and still tied at 0-0.

He said it was a lot of fun to be behind the bench, watching Clark work the team and lead it to victory.

"David and I have played together since we were younger than bantam age and we were mostly coached

by Donald and Steve (Faulkner), so to hear Donald's words coming out of David's mouth was pretty awesome.

"I mean David's got his own personality and way of going about things but there's a lot of his dad's influence mixed-in there too.

"We had just about everyone on our side down there and you want to leave a good impression – a good taste in people's mouths – at these tournaments because often it's the first time people get exposed to people from Rankin or Nunavut, or Inuit in general for that matter, so why not try to leave a good impression."

Kusugak said the experience piqued his interest in possibly getting involved with coaching minor hockey.

He said he doesn't know what the future holds but, right now, he's thinking why not get more involved?

"The tournament was so much fun and the kids had so much fun, so that makes an impression on you for sure.

"These kids are starting to become young adults, so it's cool to see a little bit of maturation taking place and I'd like to see how far some of these kids go.

"I'm not too sure about getting more involved but I think I might.

"But, for now, this was a real rewarding experience and I didn't do a thing to earn it. I just helped the kids out and they took home the gold, so I'm very proud of them."

The girls' team hails from the Iqaluit Curling Club with veteran skip Sadie Pinksen leading her rink of Christianne West, Kaitlin MacDonald and Abigail Atenzia into action. The boys will be skipped by Javen Komaksiutiksak with David Aglukark, Jason Panikaladjuak and Calvin Laforet also part of the rink, which hails from the Iqaluit

Iqaluit The Iqaluit Hockey League is into the 2019 calendar year but the league closed out 2018 with a four-on-four tournament at the Arctic Winter Games Arena.

A total of seven teams were in action from Dec. 28 to 30, with each guaranteed six games in the round-robin.

From there, the top four teams entered the playoffs and it would be Team Aaron, consisting of Calvin Tilley, Davidee Qaumariaq, Josh Pollock, Keith Oqallak, Trevor Nangmalik, Kevin Kullualik Jr., Jon Kingwatsiak and Taqau Evaloakuk, coming out on top in the final.

Team Nunavut putting finishing touches on 2019 Canada Winter Games preparations

The 2019 Canada Winter Games in Red Deer, Alta., are now little more than a month away and with that comes the job of making sure everything is in good order for Team Nunavut.

That job falls to Mariele DePeuter, the team's chef de mission and she said the planning stages are going about as well as could be expected.

"We have our uniforms and our pins ready," she said. "Our people are ready and everything is good right now."

What the uniforms and pins look like are still a closely-guarded secret but DePeuter said the uniform will be unveiled at the legislature on Jan. 31.

The flag bearer is also a mystery but that's only because one has yet to be chosen, she added.

"We're going to be opening up nominations shortly," she said.

The deadline to get choices in is Jan. 23.

This year's team will consist of around 60 athletes, coaches and mission staff, said DePeuter, with 10 members of the Youth Ambassadors Program also making the trip to serve

as volunteers on the ground.

Because the Games are a two-week affair, the sports are being divided up with week one for Nunavut featuring boys' hockey, speed skating and table tennis and week two seeing badminton and judo.

Getting to the Games will also be a new feature this time as there are no charter flights for the team. The Canada Games Council decided to have the athletes arrive on scheduled flights, all paid for by the council.

DePeuter said most of the teams will be at camps in advance of the Games and will take off from wherever they are.

"The boys' hockey team will be at camp in Ottawa, the table tennis team is gathering in Kugluktuk and will be leaving from Yellowknife, the badminton team will be in Vancouver and the speed skaters are gathering in Iqaluit," she said.

No matter where they come from, DePeuter said everyone will be arriving in Red Deer on Feb. 14, the day before the Games begin.

"It's basically steady as she goes right now for us," she said. "I'm excited to see Nunavut in hockey for the first time and hope they'll come out the way they did at the Arctic Winter Games."

I guess the inevitable was bound to happen – I had to reoccupy this chair after serving a month on the sidelines watching everyone else do their thing while I did as little as possible on vacation. Truth be told, I was ready to come back by week three. There's only so much WWE Network you can watch... which we got for our soon-to-be 10-year-old.

Anyway, something else I did over the holidays was watch a bunch of blooper reels from the past 12 months and here's what I picked as the 10 best of the worst. No, I will never do a 10 best of the best because that would be both too nice and too positive.

I'm all about schadenfreude. Here we go:

Look at Sterling when he falls – he doesn't spin around and theatrically wave his arms like an idiot or flop around like yesterday's catch.

The sad part about this is the video assistant referee couldn't overturn the decision. In UEFA's infinite wisdom, it decided the system would only be used in knockout games and not group games, as was the case in this instance. So let's blame the referee for this one.

8 – There's an own goal Cam Ward of the Carolina Hurricanes managed to score on his own net but there's a pretty good chance he didn't even know he had.

The runner from first had already made his way around second and was heading for third but was forced to retreat back to second, meaning Garcia had to retreat back to first. You'd think Garver would throw the ball at least to second to get that runner, right? Not a chance. Garver literally stood at third base and watched both runners return safely.

This is complete Benny Hill-type of stuff and Yakety Sax would have been the appropriate theme song to this debacle.

How does Garver simply watch? He didn't even attempt to throw the ball to either first or second. This is the same as Hosmer's situation – you simply have to make that play.

6 – It takes four wheels One of the most impressive things to me is watching pit crews work on race cars. It's precision and speed all rolled into approximately seven to 10 seconds.

Everyone has to be in concert, though and that includes the driver. Matheus Leist forgot that in order to travel around the racetrack, you need to have four wheels.

This happened at the IndyCar Phoenix Grand Prix. Leist was in the midst of a pit stop and was all raring to go. The jack was lowered and off he went. Only problem was his left rear wheel rolled off the hinge and slowly rolled along pit road. How does that happen? I'll tell you.

There was a real breakdown in communication among his pit crew. Everyone thought things were fine except for the poor guy who was trying to screw the lug nut onto the wheel. If you watch the video, you'll notice him frantically waving his arms, telling everyone he could that he wasn't finished. Too late as Leist left him in the lurch.

To my surprise, no yellow flag was brought out because according to the rules, anything that happens on pit road doesn't qualify for a yellow. I didn't know that but I do now and I'm still confused. A rolling wheel that could enter the main track doesn't constitute a yellow? Oh well, this whole thing reminds me of that Kenny Rogers song: "You picked a fine time to leave me, loose wheel."

5 – Sort of a smell aboot here I love it when darts gets into Sports Talk but this one isn't reserved solely for this page. This made the rounds internationally.

Gary Anderson of Scotland and Wesley Harms of the Netherlands were playing a round-of-16 match at the Grand Slam of Darts back in November, which Anderson won, 10 legs to two.

But the result isn't what got people talking. Nope, it all had to do with some rather feral flatulence.

Harms was the one who levelled the accusation that Anderson let one rip on stage during the match, which he claims threw him off. He even told a Dutch TV station that it would take him two days to rid himself of the smell.

4 – You catch the ball ...

Soccer bloopers, especially ones made by the goalkeeper, seem to be more spectacular than anything else. Just ask Declan Rudd.

Rudd, who plays for Preston North End in the English Football League Championship, was the dog of the hour when Preston played Birmingham last month. Birmingham's Maikel Kieftenbelg played what could only be described as a bad shot on goal. The ball slowly rolled toward Rudd, who bent over to pick it up. Who knows what the synaptic message was from Rudd's brain to his hands because he somehow completely missed the ball. I mean, he was royally nutmegged. You have to see it to believe it. Immediately, Rudd became the bane of Preston's existence as the team's fans lit him up online mercilessly.

I don't know if there's any way we can tell Rudd to keep his chin up.

3 – If at first you don't succeed ...

1 – That's some trick If you paid Cody Parkey of the Chicago Bears to hit the goalpost, he may do it three times out of 10.

Parkey had the most nightmarish of games against the Detroit Lions earlier this season as he hit the uprights four times in one game. Yes, four times. Kickers go through an entire professional career and not hit the damn things once. I can't describe it – you have to see it for yourself if you already haven't. I mean, it's like the posts had magnets in them.

It didn't end there as Parkey managed to ring one off the iron against Minnesota in the final regular season game for the Bears and then again versus Philadelphia in the playoffs. That's a suspect one, though, because it was blocked. Don't tell me it wasn't because it was. The video doesn't lie.

Students make series of recordings with Darkspark team in Rankin Inlet

Grade 7 and 8 students took part in the Four Directions Project led by Darkspark – a not-for-profit arts organization that uses songwriting and recording to engage youth and promote crosscultural understanding – at Maani Ulujuk Ilinniarvik (MUI) in Rankin Inlet in December.

The program helps participating youth discover how colonial prejudices and stereotypes were created, are maintained and may be broken.

Led by a team of Indigenous and non-Indigenous performing artists and arts educators, the students write and record songs in response. The experience helps them build empathy, intercultural understanding and mutual respect.

The Darkspark team was in Rankin Inlet from Nov. 25 until Dec. 3.

MUI teacher Emily Gee was the lead local educator and teacher on-call working on the project with the Rankin youth and Darkspark members.

Gee said she worked with the Grade 7 and 8 teachers to select 27 students from four different classrooms to participate in the project.

She said the students had a general understanding of what the project was about and that they would be singing and recording music and talking about their community and their lives.

"All of the students had that interest to start with and the five Darkspark team members quickly got to know the students and their strengths and also got the students feeling comfortable with each other," said Gee. "They talked to the students a little bit about colonization and tried to help them understand how their ancestors' past might affect the present.

"They brought in local artist Terri Kusugak and she did a great slide show on colonization and her experience with her own family's history with it. She also sang for the students.

"We broke the students into groups by Dec. 28 and they started learning a bit about the technique of singing, using proper strong structure and understanding about choruses, verses, melodies, bridges – all the different structures within a song – and gave them some good examples of songs that have been written over the years."

Gee said the students started brainstorming ideas about what they wanted to share with the world, the kind of things they wanted to include in their songs and what kind of message they wanted to send.

She said the Darkspark team members worked with each of the groups to come up with the structures for the songs they were going to record.

"It was kind of a process that started with the songwriting, then getting their beat and melody and then planning out each verse and the structure of the song to get how it was going to sound.

"I was careful to organize the groups so that each one had some leaders in it and well as some students who were, maybe, a little bit more shy, so each group was structured according to its strengths and weaknesses.

"So, there were definitely some kids who retreated a little bit,

"I did find, overall, that all of the kids contributed, just in different ways according to whatever their strengths were."

Gee said although the students are effectively guided every step of the way, every idea behind all of the songs produced in Rankin Inlet were those of each of the individual groups.

She said in the videos produced to accompany the songs, the students talk about how their dads, grandpas and uncles taught them about hunting and how they want to keep their moms' patterns for sewing.

"Those were all very true student experiences and the thoughts behind who they are, what being Inuit means to them and, also, what living in Rankin Inlet means to them because not all of the students in the groups were Inuit.

"There was a real effort in finding common ground and sharing in experiences."

Gee said most of the students were super excited to record.

She said the experience was unlike anything they'd ever done before, with an amazing recording studio set up in a dark room accented by Christmas lights that was very engaging for the students.

"The students definitely took away a really great experience that they'll probably remember for a very long time and that experience for most of them was the coming together of the different grades and even there being non-Inuit kids in the mix.

"They got to learn more about Inuit culture and what's important in their history through a lot of the sharing before the songwriting even started.

"It was a chance for them to find connections with each other and to remember that we're all human and, whatever our differences, there's always a way to connect.

"That would be the underlying takeaway for most of the students and they will remember that time in Grade 7 or Grade 8 with Darkspark when they got to feel unique and special."
