The past month Cambridge Bay has hosted many visitors to our cold community attending conferences, workshops and even for work.

Cambridge Bay has enough hotel space to house our out-of-town guests, so the restaurants have been very busy.

We are happy to meet and make new friends from all over Nunavut. Also those from down south who got to experience the cold spot on the island. We hope you all enjoyed

The Nunavut mayors and SAOs gathered to discuss their community concerns, with guest speakers presenting. our friendly community.

Some exciting news! The arena is almost ready after being shut down for a mould problem. Soon hockey will begin and our minor hockey executive committee is gearing up for our youth hockey players to hopefully start hockey games in the new year or maybe earlier.

Santa Claus is coming to town! This year's Santa Claus parade will be on Dec. 8 starting at 1 p.m. at the community hall.

Everyone is encouraged to join the parade with their awesome floats.

After the parade there will be a coffee house back at the community hall with door prizes and much more. A family day for everyone!

Wellness Centre is making a list of names

for families who will receive Christmas food hampers till December 10.

The Christmas Games Committee with volunteer Albert Okhina and helpers will have the first night of games Dec. 14.

The schedule is being finalized and will be available soon. All games and festivities will be held at the Luke Novoligak Community Hall and the Kiilinik High School gymnasium.

Building healthy relationships together Research and performance leads to empowered youth

Providing youth creative tools to express their identities and develop healthy relationships is at the heart of Timiga, Ikumajuq (My Body, Light Within), a joint project between Qaggiavuut and Qaujigiartiit Health Research Centre.

The two Inuit organizations have been offering the workshops, which use poetry, storytelling, music, dance and mask to build creativity, selfexpression and wellness since 2016 for Grades 8 to 12.

"It's so ultimately important. Through the statistics, we know how high the sexual abuse rates are. And we know how much young people suffer, through the suicide rates.

And we know through interpersonal relationships how much trauma families are going through," said Qaggiavuut's Laakkuluk Williamson Bathory, who offered the workshop at Inuksuk High School in mid-November.

"To be able to have venues and safe spaces for people to feel like they're expressing themselves in a constructive and individual way within a group is ... really, really,

really important."

The workshop is geared towards teenagers, specifically Inuit teenagers, but also any Nunavummiut youth.

"It's to provide a culturally sound environment that is safe and open in order for young Nunavummiut to learn healthy expressions of identity, sexuality and relationships," said Williamson Bathory.

"It's a combination of us using performing arts as a medium for those expressions, as well research, in order to be able to create the building blocks around the youth to support them."

Though the workshop is for one day only, Williamson Bathory says it would be amazing to transform it into a year-long class.

"So that the youth performances could be developed into more than just a presentation at the end of the day," she said. "For them to be able to use performing arts as a way of exploring so many different subjects would be awesome," she said.

"But even the one day is quite important. When we've done it in the past, they remember it for the rest of their high-school years."

Williamson Bathory has witnessed the transformation in youth.

"And I don't just observe it, but a lot of kids will say after, 'Wow, I've never thought about these things before, in this particular way.

I feel much more open and safe.' There's the aspect of them expressing themselves in a way that they're being heard and appreciated. Then there's the aspect of them learning things about sexuality that they didn't know before," she said.

That includes discussing safe sex and condom use.

And there is laughter and humour.

Before the workshop begins, youth fill out a questionnaire about their knowledge of sexuality, relationships and where they are at emotionally. Theatre games then provide the opportunity to open up and be silly.

"We played a game where groups had to find four things

they had in common, then everybody voted on who is the weirdest group. Things like that, to encourage youth to know that we're all unique and we're all weirdos in delightful ways," said Williamson Bathory.

Inuit mythology is incorporated.

"From there we do workshops in Greenlandic mask dancing, which is all about being open, exploring sexuality, humour, fear and humility. The youth put on the greasepaint and we let them loose on the school," said Williamson Bathory.

"After that, we hand the reins to the young people and get them to make a performance of some sort. It could be a play, a poem – they could even draw cartoon strips – about youth sexuality and relationship building."

says it takes a lot of time to develop trust and openness.

"That's important because what they end up creating is just so remarkable. It's always remarkable," she said.

The workshop has also been offered at Inuksuit School in Qikiqtarjuaq.

Schools in Arviat, Cambridge Bay and Nunatsiavut have expressed interest in the workshop, said Williamson Bathory.

"But the great thing is we've also done train-thetrainer programs, so we have young people that work here at Qaggiavuut now and other places, that have the equipment to be able to teach (the workshop) as well," she said.

Schools interested in providing the Timiga, Ikumajuq workshop to their students can contact Qaggiavuut or the Qaujigiartiit Health Research Centre in Iqaluit.

Delays jeopardize Kugluktuk care home Mayor says private partners need timelines, but GN isn't providing any

Time may be running out on the Hamlet of Kugluktuk's efforts to build a 24-bed continuing care centre.

Well over a year after making its initial pitch to the Government of Nunavut, the community still has no approvals, said Mayor Ryan Nivingalok.

"It's getting kind of tough.

We've got partners who want to know what's going on with the contract," Nivingalok said

last week. "We don't want to see all that time and effort go to waste."

The hamlet, which has lined up financing and has cleared an area for construction, wants the Department of Health to sign a service agreement that would pay for the nursing care to keep more ailing elders in Kugluktuk.

The Department of Health has been fully briefed on the fee-for-service structure.

Former Health Minister Pat Angnakak said in May

that the GN prefers to issue a request for proposals, which would be open to the hamlet's plan, among others.

Kugluktuk MLA Mila Kamingoak demanded answers from Health Minister George Hickes in the legislative assembly on Oct. 30, once again outlining the "desperate" need for long-term care for elders in the territory and the GN's "frustrating" delays in moving ahead with the Hamlet of Kugluktuk's proposition.

Kamingoak reminded her colleagues that she's already tabled a petition signed by more than 300 residents who support the development of the 24-hour care facility.

Hickes replied that he will update the Department of Health's plans for long-term care in December, but later said he doesn't have a "definite timeline."

Kamingoak said she appreciates that evaluating every option is important, "however, it is also important that

reviews, studies and decisions occur in a timely manner so that we do not miss critical opportunities to proceed."

Hickes said whenever the GN receives an "unsolicited proposal," the government evaluates it to ensure it provides benefits for Nunavummiut.

"We can explore different options associated with it. We do have to make sure that we are following the accountability to you as legislators and to the population who we are

accountable to," said Hickes.

"But I can assure the member that when we have some finite options available in front of us, we will sit down and we will go over the best open path to provide longterm care across the territory."

On Nov. 29, Stephen Jackson, the territorial director of home, community and continuing care, said the GN has received Kugluktuk's long-term care proposal and is "considering the next steps forward."

Resale royalty long overdue for Inuit artists Northern News Services

Kenojuak Ashevak continues to bestow Nunavut – and Canada – with the gift of her artistry. Last month's auction of her famous 1960 stone cut print The Enchanted Owl garnered $180,000 plus fees for a total of $216,000. The sale set a new Canadian record for a print sold at auction.

The sale is almost four times Kenojuak's best previous auction price, $59,000 in 2015 for Rabbit Eating Seaweed. That print was her first included in the annual Cape Dorset collection in 1959.

It's lovely that Kenojuak's owl now holds the record for top Canadian print considering the fact the previous record holder – Speedway by Sybil Andrews, which sold for $129,000 in 2015 – could barely be called Canadian (no disrespect intended).

Although Andrews migrated to Canada after World War II and Speedway is stunning, she created the print in 1934 while in England, more than a decade before she stepped foot on Canadian soil.

Kenojuak was the first woman to join the Cape Dorset printmaking cooperative and a film about her work was nominated for an Oscar for Best Short Documentary in 1963. She has been featured in a Heritage Minute

In short, Kenojuak is an icon.

And yet federal law works against her legacy. While it's true retail sales of her work generate income in the form of licensed products – you may have seen her work on magnets and mugs at the airport – Kenojuak's estate does not receive a dime from any prints sold at auction.

This is the case for all Canadian artists but it is not so for artists in at least 93 countries, including all European Union nations. The 'droit de suite' is a French concept that indicates that the rights follow the work, so the artists and their heirs benefit from future sales.

The Canadian Artists Representation Copyright Collective (CARRC) is fighting to bring the "artist's resale right" (ARR) to Canada, at a rate of five per cent of the sale.

In other words, Kenojuak's family missed out on $9,000 in royalties.

That's far more than Kenojuak received for the work in the first place.

She sold the piece for $24 in 1960.

The artist herself is quoted supporting the initiative on the collective's website. The case for adopting the idea is a strong one, especially for Inuit artists.

In their submission last month to the Standing Committee on Canadian Heritage for the Statutory Review of the Copyright Act, CARCC notes that in Australia, ARR has benefited Indigenous artists most. Of the $6.3 million in royalties generated for more than 1,600 artists in that country, 64 per cent of the money has gone to Indigenous artists.

CARCC states that ARR also tends to be of greater benefit to elder artists, whose work has increased in value over time.

By all measures, this is an initiative Nunavummiut should support. If you agree that Inuit artists shouldn't be left in the cold as art collectors and auction houses benefit from Inuit art, follow our lead. Notes on our automated existence Northern News Services

In our modern and very technical society, we have automated reminders of where we're at.

You press a button on your land-line (telephone) and it will tell you 'no messages'. You go to withdraw some money from the automated teller machine and the screen will tell you the transaction was cancelled because of the lack of funds and it goes on.

We operate in an automated, disconnected manner. There is no conversation, there is no catching up with news from work, home, hunting trips and so on. We engage with robots, no human contact.

Some will say, 'I get things done quickly, there was no argument, or there was no interruptions,' or provide some other lame explanation.

We all find that when the power source is compromised or cut, everything comes to a grinding halt. If we are in one of the stores, the door is locked automatically and we stand

around until the power comes back on. If we are at work, the lights go out and the computer is shut down.

There is even an office language that is used in our daily engagements that mom and dad and especially our grandparents do not understand.

We even talk in acronyms: I'll be by ASAP. I've seen and learned that a good communication link allows the recipient of instructions to complete the task in safety and efficiency.

This brings the memory of working underground into light. I recall being told that the development crew will be busy in my normal workplace at the 1130 metre level so I was sent to the 250 metre level and was reminded that some of the truckers will push over-sized muck through the grizzly, so you may need to make sure you have enough powder (dynamite) in the powder magazine to last at least for half of your shift. Sure enough, I was blasting more than I was crushing.

In my View Harry Maksagak is a Cambridge Bay resident and former underground miner at the Lupin gold mine. He has been married for 43 years and has five children, 28 grandchildren and four great-grandchildren.

$1 million for Naujaat Co-op members Always exciting to see shoppers benefit from their patronage, says president

Outgoing Naujaat Co-op president Pio Kopak had excellent news for members at the annual general meeting held on Nov. 24 – $1 million is returning to members' accounts by way of dividends.

"As the president of the Co-op, it's exciting for me to see the people shopping at the Co-op receive their patronage pay-back," Kopak said.

Kopak, a heavy equipment operator with the Hamlet, has been president for roughly four years. He started out as a regular board member when he was first nominated, then became vice-president for a couple of years.

He's just been re-elected to the board. Elections for the executive will take place at the first meeting.

"I like being a board member with the Naujaat Co-op because I like to help people. I like helping the community," he said.

Along with Kopak, Michel Akkuardjuk, Peter Manik, Lammiki Maliki and Mary Tuktudjuk remain on the board, with former MLA Steve Mapsalak and Pierretta Kaunak elected to replace Jimmy Immingak and Mary Kopak.

The re-elected Kopak says Co-op members didn't receive dividends for quite some time until they got a good manager.

"In 2009 we started getting (dividends) back to the members," he said.

"And since then we've been getting (dividends) every year."

Since 2009, the Co-op has consistently delivered roughly $1 million in dividends annually.

That represents about $11 million in sales each year.

"You can tell the people support the Co-op," said general manager Troy LeBlanc, who returned to the community in 2015.

Kopak says a good manager is an

important factor in that success.

"It's always hard to find a really good manager for the stores. Luckily, we've had really good managers.

"Before we had Troy we had John Kaufmann. He was really good, too," said Kopak.

The 50-year-old Naujaat Co-op is a member-owned enterprise. It is also the Calm Air agent in Naujaat, the cable-TV provider and a hotel and rental-property owner. Further, the business holds the fuel contract with the Government of Nunavut, handles air-cargo delivery when needed and owns a separate Tundra Take-out and convenience store.

At 40 employees, the Co-op is one of the largest employers in the community.

"The Hamlet might have more," said LeBlanc.

Community-minded business "The Co-op is really involved with the community. The Co-op donated $50,000 to the Hamlet to get a concrete (base) for the arena.

And other societies, like Search and Rescue. All those societies, when they ask for a donation, we always try to help them," said Kopak.

In total, the Co-op donated $88,000 this past year.

There are roughly 530 active members in the community of 1,100.

"That a very good share of the adult population. I'd say of 18 and over, you've probably got 90 per cent, because almost 50 per cent is under the age of 18. The second you turn 18-19, you get a Co-op membership.

"It's like a ritual, in a sense," said LeBlanc.

Kopak says he encourages people to shop at the Co-op so they can see patronage pay-backs every year.

"Every person that shops there is pretty much a member. Each person that becomes a member buys one share in the Co-op and then their purchases are all recorded. They

"If you're a person that spent $100,000 and you're getting 10 per cent back, you're getting $10,000."

The dividends can be used to buy items in the future, or pay off debt on an existing long-term loan for larger items.

"It helps lots of people when they get patronage pay-back," said Kopak.

"They buy a lot of groceries, or even purchase a Yamaha or Honda."

The Naujaat Co-op passes on dividends in two instalments, in December and May. There is a Northern store in the community and LeBlanc says the stores are competitive.

"We do price checks. They do theirs. We do ours. We're more on some, less on some, same on lots – it varies. But we're competitive almost the same. They come check us out and adjust the price. We go check them out, then we adjust the price," said LeBlanc.

"It's kind of like a small, little war. It goes back and forth – a nickel here, a nickel there, 20 cents here, 15 cents there.

"But we have 80 per cent of the

business, I believe, in our community. " LeBlanc recalls an Elder speaking up at the annual general meeting.

"He threw a question at myself and the board and he said, 'Of our net savings each year how much of that goes back to the people?' We told him and he said, 'There you go, people. This is why we shop at our Co-op. Our neighbour down the street doesn't give us anything back.'"

Members receive just shy of 80 per cent of the Co-op's net savings, said LeBlanc.

"The Co-op is doing really well in Naujaat, even though we've got two stores. We're doing really well for the community," said Kopak.

Superboard unifies Inuit organizations Northern News Services

Ottawa/NWT/Nunavut An amalgam of Inuit organizations was formed Nov. 28 to get better contracting deals with the federal government.

"We need to be prepared," said Inuvialuit Regional Corporation's Duane Smith at the inaugural meeting of the Inuit Development Corporation Association in Ottawa.

"Shipping is the big ticket item. Bringing fuel from some-

where," says Smith. "It creates a unity among the Canadian Inuit organizations in enhancing the intensity of meeting our combined objectives."

Smith said the other amalgamation deal – First Air and Canadian North – was close.

"We hope it will be a reality and go through the minister's process. We hope they will see it's of value."

Christmas hamper demand high

Ikaluktutiak/Cambridge Bay An estimated 60 to 70 per cent of families in Cambridge Bay have registered to receive a Christmas hamper, said Francis Oduro, manager of healthy living and recreation with the Hamlet of Cambridge Bay. "We've extended letters to all the businesses and organizations in town, asking for donations of any kind to be able to support the Christmas games and Christmas hampers," Oduro said. "What we're asking for, basically, the number (of people in need) has increased and we want people to reach out and support us to be able to put a smile on people's faces."

The hampers, which will start being handed out on Dec. 10, will contain items such as a turkey, other food, clothing, gift cards and toys for children. The Elks Club is instrumental in the toy drive, Oduro noted.

One of the major fundraisers in association with the initiative was a $10,000 bingo that was to be held Nov. 30.

Prep started for Christmas and beyond

Panniqtuuq/Pangnirtung Pangnirtung's new youth co-ordinator, Laura Bourassa, on the job for a week, spoke with Nunavut News about a few initiatives happening in the community.

Bourassa is part of the Christmas Hamper Committee, which is looking for food donations and volunteers. The committee plans on approaching the local grocery store for food donations or a discount as they put together a Christmas dinner for roughly 100 Pang households.

"We would like to include turkey or ham, stuffing, rice or mashed potatoes, vegetables, bread, a dessert, maybe a cake mix and juice," said Bourassa.

"And we're going to be asking Pang Fisheries if they're willing to donate some fish."

The committee will meet for a second time on Dec. 3 to discuss fundraising.

Meanwhile, Bourassa is collecting names for a sealskin-cleaning workshop, as well as a net-making workshop. That's open to youth between the ages of 13 and 35. A traditional dancing workshop is also a possibility.

"I think the best time to do it will be in January because it's going to be pretty busy during December," said Bourassa.

There are 10 spots to work with Elders on sealskins and 20 spots open to work with experienced net-makers. Names will be drawn at 4:45 p.m. on the local radio – Dec. 4 for sealskin and Dec. 5 for nets.

Woman launches birthday fundraiser for library

Mittimatalik/Pond Inlet What does Pond Inlet's Georgina Pewatoaluk want for her birthday? Two-hundred-and-fifty dollars to go to the Pond Inlet Library and Archives Society.

Pewatoaluk, whose birthday is on Dec. 10, launched a Facebook fundraiser to make that happen.

"This library means so much to me, because this is where I learned to read and speak Inuktitut. I grew up thinking English was my only language. It wasn't until I turned six that I finally learned to speak Inuktitut and was directed to the public library to learn more reading in Inuktitut," said Pewatoaluk.

"It was also when I was a teenager that I was learning about the history of Pond Inlet for a project that was due in high school.

There are so many resources that helped me learn about my own community when I was an adult."

Pewatoaluk also served a tourist guide for the library, which she says helped integrate more knowledge of her community

She hopes the funds will help the Pond Inlet Library and Archives.

"They also have a few programs that help little ones learn how to read. This, I feel, will help future generations to come as well, as keep some of their programs open," she said.

Square dance showdown on hold

Gjoa Haven The 10th annual Gjoa Haven Square Dance Showdown, originally planned for Nov. 22 to 25, has been postponed until April 11 to 14.

"The other communities couldn't make it," organizer Elizabeth Anavilok said, adding that holding the event in spring means that participants and spectators from surrounding communities will have the option of coming by snowmobile instead of flying.

Another plus is that there's more time to fundraise for even bigger prizes.

"And we have more time to practice," said Anavilok.

Administrators to focus on professional development

Nunavut When the Nunavut Association of Municipal Administrators (NAMA) meets next year, the delegates will put greater emphasis on professional development for municipal staff, according to Greg Morash, who was elected vice-president of the organization at this year's AGM in Cambridge Bay in November.

Issues like asset management and the security of electronic file transfers are the types of topics that may be on the agenda,

said Morash, Iglulik's senior administrator officer.

Morash said he and NAMA president John Hussey agreed to consult with all Nunavut hamlets to get a sense of what specifically they want to focus on within the professional development envelope.

Qaggiavuut's December offerings

Iqaluit December is a typically a busy month, but Iqalungmiut can add two more events to their must-do lists.

Qaggiavuut is presenting two Inuit-led theatre productions.

Kiinalik: These Sharp Tools will make its first stop on a multi-city tour, on Dec. 12, co-presented by Toronto's Buddies in Bad Times Theatre. Kiinalik is dubbed a concert and a conversation and features Inuk artist Laakkuluk Williamson Bathory and queer theatre-maker Evalyn Parry. The two met on an expedition from Iqaluit to Greenland.

The production has won several awards to date: the Toronto Theatre Critics Association awarded best performer to Williamson Bathory and best director to Erin Brubacher; and Parry and Williamson Bathory took home Outstanding New Play, while Cris Derksen and Parry won Outstanding Sound Design/Composition from the Dora Mavor Moore Awards in 2018.

"In conjunction with the rehearsal process for Kiinalik, Qaggiavuut is hosting a mentorship program for eight Inuit youth to train in all the technical and performative aspects of pulling together Kiinalik," said Williamson Bathory.

"Youth will receive one-on-one training in everything from stage management and lighting design to electroacoustic music."

And for those who have not yet seen Kiviuq Returns, mark Dec. 21. The Kiviuq cast of Natar Ungalaq, Christine Tootoo, Vinnie Karetak, Avery Keenainak, Keenan Carpenter and Charlotte Qamaniq are just back from a run in Nuuk, Greenland. After their Iqaluit stop, they will head off for a 32-show run at Toronto's Tarragon Theatre.

The Mamaqtuq Nanook cooks always go home with full bellies.

The Mamaqtuq Nanook Cooking Club's young cooks were invited into the live action of a professional kitchen in early November.

Kerry McCluskey, who spearheads the Friday afternoon cooking club at Nanook School in Apex, brought her charges to the Frobisher Inn for a visit.

"We spend every Friday for two hours developing various skills in the kitchen – how to measure, stir, how to combine ingredients, how to taste for flavours, how long it takes to cook them. And, of course, they learn the enjoyment of eating something they've prepared. All those things are really important life skills," said McCluskey.

"But I want these children to know that they can transfer these skills into employment, that there are very viable employment opportunities to be had in their very own community in the food services industry."

The hotel's general manager Steve Sullivan provided the tour of kitchen facilities and more – he threw in a surprise gift for the young cooks.

"Steve upped the game like he always does. This guy is so generous and supportive," said McCluskey.

Each young cook went home with T-shirts made to look like a chef's jacket.

"The Frobisher Inn was gracious enough to let us come in with 30 kids and that's not an easy thing to control. The day we were there was perfect because they were preparing for a formal RCMP banquet, so the kids actually got to see these things in action. The kids got a really good sense of what was going on," McCluskey said.

Councillor suggests curfew for youth Arson a concern in Iqaluit in 2018

Arson took its toll on Iqaluit this year and following RCMP Staff Sgt. Garfield Elliott's report to Iqaluit city council Nov. 27, Coun. Jason Rochon introduced the idea of imposing a curfew for the capital's youth.

Elliott's report spanned from Sept. 1 to Oct. 31, but included a night in early November when the city dealt with multiple arsons, including the NorthMart fire which saw one youth charged.

"About arson ... we're about triple more than last year," said Rochon.

To date, Iqaluit has seen 19 arsons in 2018. That compares to eight in 2017, four in 2016 and 11 in 2015.

"There was an article in the newspaper in April or May last year saying there's buildings that aren't getting insurance because it would be cheaper to just build it as opposed to paying insurance because of all the arson," Rochon said.

"So I'm just wondering

... would the majority of the arsons be minors and youth?"

Elliott said he was tasked to look at arson by Mayor Madeleine Redfern earlier in the summer.

"We had several that were occurring around the beach area, as an example. At those times we had four or five in a short period of two to three weeks and it was a cause for concern," he said.

"Those investigations did appear that it was random, but young persons involved. I don't want to get into how the investigator – fire scene examiner – provides me that information, but they are logistic, sound backing of why they are making that determination by the style of the fire."

Rochon followed up.

"I personally think that if there was a bylaw in place, that there was a curfew like in other communities, that there'd be a lot less fires. I just think if there was a curfew people wouldn't be setting fires. Do you think your job and the community would be safer if there's a curfew?" he

asked Elliott.

Elliott remained silent for 15 seconds before answering.

"I think we'd have to weigh that question, but I am in the chair so a response is warranted," he said slowly.

Elliott said some of the arsons were not late night fires, with a few in the summer occurring in what's considered daytime hours and some in early evening and so wouldn't have been affected by a curfew. But Elliott acknowledged that Rochon also mentioned youth under buildings and homes and gas sniffing.

"Overall, if a curfew was in place it would reasonable to adduce that the crimes would be diminished somewhat for the vandalism-type complaints," Elliott finally said.

The staff sergeant informed council that a youth remains in custody for two charges related to the Nov. 8 NorthMart fire. The youth has since appeared at the Nunavut Court of Justice twice.

"That matter has been further adjourned. We have further investigative steps to be

followed up on some exhibits to be sent away for examination. The NorthMart fire has come together and we're quite confident in the charges that have been laid in that matter," said Elliott.

"There's still some followup work with the fire commissioner investigator report that will be quite in-depth.

Everything has come together in that investigation and it's looking very sound."

About crime generally, Elliott said the numbers vary.

The number of sexual offences isn't encouraging. In 2015 there were 69, in 2016 there were 91, in 2017 105 and this year to date there have been 102.

Assaults are similarly much higher than 542 in 2015 and 599 in 2016, but looking to outpace the 890 in 2017 as there have been 887 in 2018 to date.

The number of impaired driving charges is up to 124 as of Oct. 31, already surpassing numbers from the last three years – 113 in 2015, 92 in 2016 and 110 in 2017. There have

Six players and four alternates chosen following trials in Iqaluit

One sport which has its team ready for the Canada Winter Games is table tennis and to no one's surprise, the majority of the team hails from Kugluktuk.

The community took five of the six spots up for grabs as Nunavut Table Tennis held its territorial qualifier in Iqaluit in late October with the boys' and girls' teams selected following the end of play.

The husband and wife duo of Attila and Maria Csaba of Kugluktuk will be the coaches for the team when they travel to Red Deer, Alta., for the start of the Games this coming February.

Attila Csaba said a total of eight communities took to the tables in the hopes of putting players on the team.

It should have been nine communities but Csaba said the team from Baker Lake was weathered in and unable to fly out.

There was no Nunavut team at the Wickenheiser World Female Hockey Festival in Calgary this year, but the territory was still represented.

Madison Ahle of Iqaluit was given the chance to play with the Whitehorse Mustangs team that competed in the midget 2-B division and very nearly came home a champion. The Mustangs got to the final but lost a heartbreaker to the SPS Fuzion Midgets by a score of 2-1.

But how did Ahle get the chance to play with the Mustangs in the first place?

She said it all came about thanks to Candice MacEachen, the Mustangs' head coach.

"My parents were contacted by the Mustangs coach Candice MacEachern and asked if I would like to play on the Yukon team for the Wickfest tournament," she said.

"Candice was also the coach of the Yukon team during (the) Arctic Winter Games in Fort Smith (NWT and) this is where I first met her."

A brand new team with players she had never met could have made for a nervous first few moments but Ahle said her new teammates made her feel right at home from the start.

"There were a lot of nerves about playing with a group of girls I didn't know (but) it was easy to fit in," she said. "All the girls were very welcoming and made me feel like part of the team right away. I made a lot of new life-long friends and I'm so happy they invited me to be part of their team."

DEAs confronted with drastic changes Education Act overhaul could reduce community control over education

The future of district education authorities (DEAs) will be shaped over the next several months.

Asked whether the DEAs would have less control due to a proposed overhaul of the Education Act, Education Minister David Joanasie paused for several seconds.

"There's a question around who has authority, whether it's the DEA or the minister, on school programs, education programs and local programs, so those areas, I think, we really need to hash out who has the final say," Joanasie said.

He added that improving student performance and the quality of learning are the primary objectives of the pending Education Act and Inuit Language Protection Act revisions. He repeated that message a few times in an interview with Nunavut News.

In an effort to create greater consistency, the Department of Education would produce three school calendars and DEAs could adopt one.

Nikki Eegeesiak, executive director for the Coalition of Nunavut DEAs, said that wouldn't be helpful because each community has its own weather and seasonal patterns affecting the school year.

"For example, Grise

Fiord's spring is much later than our spring (in Iqaluit) or Sanikiluaq's spring," she said.

"So this would not work for at least 50 per cent of the DEAs if they were offered only three or four options (for school calendars)."

DEAs may also lose their ability to hire and fire principals and teachers, which Eegeesiak insisted would be a step backwards.

"What if the parents are complaining? What if the teachers are not getting along with the principal?" she said.

"That's why the community voice is so vital."

The two sides also have disagreements over school program plans, bilingual education and inclusive education.

Eegeesiak asserted that the department is striving to "centralize" authority.

"Our DEA members feel it will make it harder and create even more barriers if the department makes decisions on behalf of the communities," she stated. "We hope the department takes seriously what the communities, members of the public and what the DEAs are saying. (The department's) proposal was already rejected at Bill 37, where MLAs rejected it (through the previous legislative assembly in 2017)."

Joanasie said he and his department staff are certainly listening to the messages from

the communities.

"The thing that we are emphasizing is that these are proposals that are being presented are discussion points.

They're not set in stone. We're trying to hear what Nunavummiut have to say on them, on the best way forward and how can we reach consensus on these different roles and responsibilities."

Coalition may cease to exist The GN is also proposing to replace the Coalition of Nunavut DEAs, the umbrella organization for all community DEAs, with a council that the government says will be more accountable and will provide more training and administrative support to communities.

Eegeesiak acknowledged that administrative support and training for the community DEAs is needed, but she said the coalition is currently not equipped to provide it with GN funding for just two staff positions – hers and a DEA co-ordinator. The coalition's board feels the department should contract out the training and administrative support instead, she said.

Joanasie said the District Education Authorities Council office would be staffed by six employees who would enjoy the same pay and benefits of civil servants, but they would

not be GN staff, so they would remain at arm's length from the Department of Education.

The council itself would comprise nine members chosen by the DEAs, similar to how the coalition is selected, he said. However, unlike the coalition, the council would not fall under the Societies Act. The council would be required to submit annual reports and financial statements to the legislative assembly, making it more accountable, he said.

The coalition, which has existed since 2006, has designated seats for Nunavut Tunngavik Incorporated, Commission Scolaire Francophone du Nunavut and the Nunavummi Disabilities Makinnasuaqtiit Society, Eegeesiak noted. The coalition produces an audit and quarterly financial statements and quarterly goals and objectives, but not on a formal basis, she said.

"But all they (the department) have to do is ask us and we could," she said. "The mechanism is already there."

Joanasie said the council would also introduce teachers to Inuit culture and history, produce program materials to support a positive school environment and be subject to the Access to Information and Privacy Protection Act as well as the Archives Act. Despite their differences, Joanasie noted that the Department of Education has paid for coalition representatives to take part in Education Act community consultations, realizing that the organization doesn't have a sufficient budget to cover so many flights and accommodations.

Although the GN is proposing to cease funding for

the coalition after creating the council, Joanasie said it's possible that members of coalition could transfer to the council.

"Yeah, that would very well be the case, if we proceed that way," he said.

The deadline for input from communities is Dec. 14.

The feedback will be summarized early in the new year and draft legislation for Education Act changes will be presented during the spring sitting of the legislative assembly in May or June, he said.
