news in Brief Holiday crime up in Kugluktuk

Kugluktuk There was a sharp spike in crime in Kugluktuk during November and December of 2018 compared to the same months in 2017.

While this is the first holiday season since the community lifted alcohol restrictions last fall, officials say the data isn't directly traceable to easing of those rules.

Calls for service increased by 77.5 per cent to 142 in November 2018 from 80 in November 2017 and prisoners lodged by RCMP in the community grew to 38 from 16 in the same months, respectively.

In December, which typically sees an increase in crime, calls for service jumped to 158 in 2018 from 85 in 2017 and prisoners lodged jumped to 40 from 15 in the same months.

"Please be advised that the ... stats cannot be attributed to any one factor and we do not have comparables for the territory or other neighbouring communities," stated Danielle Pollock, media relations for Nunavut's RCMP division.

Kugluktuk senior administrative officer Don LeBlanc says

it's still too early to determine the effects of the new liquor rules and it wouldn't be fair to judge the change's impact at this point.

Last October, 61 per cent of Kugluktuk residents voted to end liquor restrictions in the community that forced residents to apply to a committee for permission to bring in orders of beer, wine and spirits.

LeBlanc says the hamlet expected a "big bang" right after the change in rules and that a bit of an effect has been seen, "but we really, honestly do feel it's all going to level off in the end."

"I found that working with my hands quieted my mind," says artist, designer, jeweller and writer Tarralik Duffy, who started Ugly Fish Design as a venue for her work.

"What I love about Ugly Fish is nothing was forced," said Duffy from Saskatoon. "Nothing was planned. Even finding the first beluga bones. They just washed up by my feet. Two perfectly washed-up little bones. I remember staring down at them ... Like gifts from Nuliajuk."

Where before she'd been pushing at life, here she felt invited.

Duffy divides her time between Saskatoon and her hometown of Coral Harbour. Recently, that shows up as a few weeks in Nunavut, a few in Saskatoon, a few weeks back in Nunavut.

"I'm just winging it. Whenever the opportunity arises, I take it. And there's always the guarantee – summertime, I'm going to be there," she said.

It will become more complicated as her young son enters school, as Duffy says Nunavut issues – cost of living, health, education – will figure in her decision-making.

"But then there's all the other pros for me. This rich culture, beautiful land."

In Saskatoon, she co-parents Bo with his dad, enjoys her network of friends, as well as some family.

"It's comfortable. It feels like home.

But my heart and soul is in Nunavut. It's also here, but there's no place ...," Duffy stops herself and starts laughing.

"It sounds so cheesy, so Wizard of Oz. So cliche, but so true."

So, for Duffy, there is no place like home.

"Everything about it. The land. The water. It's in my bones, you know? My

aunties used to talk about it when I was growing up," she said. "How they couldn't properly relax until they were almost landing back home, because they also spent a lot of time travelling.

"And I'd be in Coral like, 'I want to get the (expletive) out of here. What are you talking about?' But now I totally understand."

She shares that love of the land and water with her son, who goes along bone-hunting. For the work she needs to do on her own, such as writing, Duffy relies on community, Bo's dad and family.

About turning her creative attentions to jewelry, Duffy says it began as a way to deal with anxiety.

"To stay busy and put my hands to work. I found that working with my hands quieted my mind," she said. "The hours would pass and I wouldn't notice and I had a sense of accomplishment when the piece of jewelry was done."

"The surprising part of that was how it naturally grew," said Duffy. "People became interested in the pieces. Ugly Fish just sort of happened out of me making stuff."

About operating the business end, she says she shifts her focus, though it's sometimes difficult.

"Classic artist versus business," she said, adding that looking for bones on the beach is still the best part.

Recently, she's been devoting time to writing projects.

"I'm writing a piece for Canadian Art Magazine," said Duffy. "I've recently written for Inuit Art Quarterly. A lot of reflective pieces."

"I have my drawing that I like to do, too," she adds.

Duffy calls being a person of many interests a blessing and a curse.

"I really envy people who have their one main interest and they're super-

good at it," she notes.

But she's learned to identify what she is interested in when an idea comes up.

"I just follow the idea. If an idea presents itself and I can't sleep and I keep thinking of it and I get this sense of urgency ... I always follow that," she said. "I spent a lot of time wasting ideas and not going for it, so I had to make a commitment to follow my instincts."

Her instincts led her to iconic designs – who can forget the Klik onesie from 2017, or more recently her Red Rose tea leggings? Her sense of play is never far behind, on her social media for Ugly Fish, she writes: "The steeper the tea, the deeper the roots."

Asked if her open-hearted expressiveness also comes naturally, Duffy says: "For me, I think I've dealt with a tremendous amount of self-hate and self-loathing, as a lot of us do and just confused by it," said Duffy. "With everything that I've made and my art, it's just sort of carving out your worth.

Without really knowing what's driving you."

It comes back to the sense of urgency.

"Something presents itself, it's like a different frequency than the world that we're in that's just always demanding on us," she said. "I just follow that. I trust it. I just trust it."

"With my writing, it starts off with a sentence or a title, an emotion or a memory," said Duffy. "I just want to honour them. They're the most precious things and we shouldn't waste them.

I'll write it down or draw it or go make the piece of jewelry. Or go design the clothing."

Which she says brings peace.

Duffy's work is featured on the cover of the latest Inuit Art Quarterly, while Uvanga/Self: Picturing Our Identity can be read in the fall issue.

Time for the plan to become reality Northern News Services

As a territory covering one-fifth of Canada, at 3.2 million square kilometres of land, it's clear Nunavut needs a land use plan.

Such a plan is one of the unsatisfied requirements of the Nunavut Agreement, which itself celebrated its 25th anniversary in 2018.

That's a long time without a plan.

The Nunavut Planning Commission (NPC) is currently working from its third draft plan, which sits in limbo as funders – Government of Canada – and signatories – Government of Nunavut and Nunavut Tunngavik Inc. – demand a reboot.

"Go back to the drawing board," were the words Premier Joe Savikataaq used to paraphrase a letter to NPC from the three parties that will get to make the final approval of the draft. The direction was a non-binding suggestion but NPC appears to be taking the advice to heart.

Funding is required, of course and past experience has shown that the feds are not a guaranteed supporter of the NPC's requests.

tion, though, it would make sense for the feds to come through with the funding.

Last week we reported the Kitikmeot remains left in the cold without a funded public hearing of its own on the draft use plan.

With last week's news of the shift toward a fourth draft, it seems logical to expect the Kitikmeot will get one eventually but leaders in the region are so desperate to see this land use plan become a reality, they're willing to forego consultations if the NPC can be permitted to do its work and get the plan done. It sounds crazy, but that's the state of things.

This is coming from a region where gold is coming out of the ground so pure, it can be turned straight into gold bars. There's money in these hills and Inuit need to know there is a plan that protects their interests.

This stands in contrast to the comfort provided to the two other regions, which have the Kivalliq

Regional Land Use Plan and the North Baffin Regional Land Use Plan, the latest versions of which were both approved in 2000.

These plans provide a framework from which developers can make plans for the lands informed by the Inuit vision.

We're coming up on 20 years with these plans – which are the basis for their respective regions of the Nunavut plan – and longer without one for the Kitikmeot and south Baffin (where there is admittedly less activity but DeBeers' Chidliak property between Iqaluit and Pangnirtung could change that).

Progress takes time in Nunavut, but it's getting to be time for this file to close.

So we hope that the fourth time is a charm, that the process will work the way it should and that NPC is provided the funding it needs to do the job right. We encourage all parties involved to focus on the intention of the land use plan, to make no compromises in the process and to balance completion with conciseness in the interest of drafting a plan that works for Nunavummiut.

Driving is a privilege Northern News Services

For those of us who were fortunate enough to receive a driver's licence, we can now enjoy a drive out to the ocean when the roadways open, or we can join family and friends out at the picnic grounds and we can also drive to the store for groceries and other goods. Once you've gained experience and obey the rules of the road, you can upgrade from a learner's permit to a Class 4, 5 and maybe even a Class 1 or 3 for heavy equipment operation.

The local or municipal government has put out signage for the drivers to follow. At the corner, you may see a yellow triangular sign and the word 'yield' while major corners will have a red sign that says 'stop'. In between these signs, there are numbers put up for maximum speed limits within the municipality. Then in designated areas, such as the school zone, more cautionary indicators instruct operators to exercise more

awareness for the safety of the children going to and coming from school.

The larger centres and cities have imposed a no distraction order punishable by fines and possible licence suspension for cell phone use while driving and this has been introduced in Nunavut as well. The most courteous drivers on the road should be the heavy equipment operators, such as delivery trucks. I've witnessed many times our municipal trucks and a couple of taxis coming to a four-way corner and slowing down but not stopping properly and continuing on down the road while the other vehicles have to wait for them.

If this type of driving continues, someone will get hurt and damage will happen to the vehicles. We forget that driving is a privilege and not a right. The rules of the road apply to our Ski-Doos and quads as well.

Sanikiluaq voters face alcohol plebiscite Change could allow residents to import one litre of spirits, four litres of wine and 18 litres of beer in a 14-day period

A petition out of Sanikiluaq has led to a plebiscite scheduled for Feb. 4 on whether or not to change the community's liquor status from prohibited to a restricted quantity system.

The petitioner, who requested their name be withheld, says the prohibition of alcohol in the community is just not working.

"It hasn't been working for the longest time," they said. " I'm glad something is being done about it.

"There's always alcohol bootlegged into town and sold for $120 for a mickey (375 ml) bottle."

"It would make more sense to have a limited restriction system in place, to minimize bootlegging, criminal activity, as well as poverty," the petitioner continued. "Some people spend their only money for that mickey bottle."

Only 20 signatures were required for a valid petition to be sent to cabinet to authorize a plebiscite. The Sanikiluaq petition had 44, according to director of the Nunavut Liquor and Cannabis Commission Dan Young.

Young explained that if Sanikiluaq votes yes, residents of the community will be able to import alcohol using a restricted system allowed for by the legislation, but which no other community currently uses.

Rather than use an Alcohol Education Committee to approve orders, Sanikiluaq would use a restricted quantity system.

"What a restricted quantity system would be is there is a maximum amount they are allowed to bring in," said Young.

The limits and number of days – one litre of spirits, four litres of wine and 18 litres of beer in a 14-day period – were set as part of the petition by the petitioner's choice, with wording help from the commission to meet legislative standards.

Sixty per cent of the community must vote yes for the alcohol system to change from prohibited to restricted.

"Any alcohol-related incidents, I've had some start pointing fingers at me, calling me names for initiating a plebiscite," said the petitioner. "But what they don't know is that cocaine has been behind these incidents that have occurred and they blame alcohol for it."

"I know it'll be very difficult in the beginning, because it's something new for the community and

they don't take new changes too well," they said. "I know there's some mixed emotions about it, but I know it'll be good for the community in the long run."

The commission is also taking the opportunity to bring their Let's Be Aware campaign to Sanikiluaq.

"While they're in town and we actually also have a contractor with them, they're visiting schools, visiting front-line employees, setting up booths at the grocery stores and any other public places they can get into to distribute information about responsible drinking, " said Young.

The responsible drinking campaign seeks to explain what amount of alcohol constitutes one drink and how many drinks are considered to be safe.

"They do a full-on blitz and talk to as many people as possible when they're in the communities," said Young, adding the Let's Be Aware campaign is delivered to as many communities as the department is able to.

At 72, James Eetoolook said, "I'm not sad about my age."

He was re-elected as vicepresident of Nunavut Tunngavik Inc. in December and shows no signs of wanting to sit back and enjoy the fruits of his labours.

Eetoolook was re-elected with 68.2 per cent of the vote in December, with the rest going to challenger Peter Ohokanoak.

"He's a young lad and he's got good potential for

the future," said Eetoolook. "I think he did a good job campaigning as well."

Eetoolook isn't ready to pass the torch yet, though.

"I've been employed since I was 17. I went to school one year in Inuvik, took a job and never went back."

He said Nunavut is an expensive place to live, so it's necessary to have an income.

He said he's seen a lot of people retiring without anything to do – and he's seen their health deteriorate because of it.

"You need to work. You need to serve your people.

And when you represent your own people, you keep on. If you have potential, use it."

After close to 26 years in the role, during which he's served as acting president four times, Eetoolook still sees a lot to be done.

"We still have a huge responsibility with the implementation of the Nunavut Agreement with the Canadian government and the Nunavut government," he told Nunavut News.

"We need to see (Inuit) be part of the Nunavut that we've created. We need to see them employed in gov-

ernment, industry and other organizations."

Eetoolook says the federal and territorial governments need to take action on bridging the territory's huge infrastructure gap, both linking the territory to the south and bolstering port facilities so Nunavut's commercial fishers don't have to go to Greenland to offload and fuel up.

"I think we can create more jobs, create revenue through renewable resources (through these investments)," he said.

"We are always behind within Canada when it comes

to infrastructure and I think we need to see that change," he said. "We, as the implementers of the Nunavut Agreement, need to work together with all the governments that we are dealing with. The infrastructure is costly but it is needed."

His responsibility is mostly to do with environment and wildlife management, with a focus on helping determine rules to balance industrial development with the protection of Nunavut's land and wildlife and the rights of Inuit harvesters.

"It's a huge responsibility and we need to protect it."

Along with the usual event at the Frobisher Inn in Iqaluit, co-hosted by the Qikiqtani Inuit Association and scheduled for Feb. 2, the made-in-Nunavut publishing company will also host a similar event in Rankin Inlet Feb. 9.

In Iqaluit, featured authors include Susan Aglukark, Germaine Arnaktauyok, Aviaq Johnston, Celina Kalluk, Solomon Awa, Kenn Harper, Nadia Sammurtok, Nadia Mike, Ceporah Mearns, Jeremy Debicki, Kerry McCluskey, Laura Deal, Margaret Lawrence, Janelle Kennedy, Aviaq Johnston and Nadia Sammurtok.

In Rankin Inlet, the public can mix and mingle with authors as well, including Suzie Napayok-Short, Germaine Arnaktauyok, Aviaq Johnston, Nadia Sammurtok and Susan Aglukark. That even takes place at the Kivalliq Regional Visitor Centre.

"This is Inhabit Media's first ever author event in Rankin. It's perfectly timed to help celebrate Inuktitut Language Month and we're really excited," said Erin Dunlop.

"It's also a fantastic boost to the author and artist's profiles to share their work outside of Iqaluit, especially at the Kivalliq Regional Visitor Centre, a brand new space that opened this June. Our audience is truly the entirety of the North, so the more we share our books throughout the whole region, the better."

Books will be available for purchase and it's the perfect opportunity to have them signed by their authors.

Health brings TB screenings to Cape Dorset Kinngait/Cape Dorset Nunavut's Department of Health is setting up at Cape Dorset's community hall for three months, starting Feb. 11, to screen residents for tuberculosis.

"We're giving them the community hall so they can screen the whole community," said Mayor Timoon Toonoo.

"We're not experiencing an outbreak but we do have active and sleeping TB in our community."

The screenings are aimed at helping eliminate tuberculosis in the community and preventing future outbreaks.

Households will be contacted and invited in for screening. The tests are voluntary but strongly encouraged and $25 gift cards will be given out to everyone who takes part.

Those who have active tuberculosis might have a cough that lasts for weeks, feel tired, lose their appetite and experience fever-like symptoms or night sweats. Anyone experiencing these symptoms should go to the health centre for a test as soon as possible.

People can also have latent or "sleeping" tuberculosis, which could turn active and con-

tagious in time.

Similar screenings took place in Qikiqtarjuaq and Whale Cove last year and close to 90 per cent of eligible residents took part, said Toonoo.

Hens produce eggs every day Sanikiluaq In 2018, Paatsaali School in Sanikiluaq went into the chicken business, hoping to supply fresh eggs for the school and daycare, as well as elders.

The school then hoped to sell any excess eggs at a great discount to the community.

"We have seven chickens. They are all egg layers. We started with eight, one died of unknown reasons," said principal Tim Hoyt.

"We get approximately four or five eggs per day, usually five, sometimes as low as three."

Hoyt says students on kitchen duty collect the eggs and feed and water the chickens daily.

"I do it on the weekends," he said.

The chickens live outside in an insulated coop built by the school's construction class.

"The coop has one light bulb and no other sources of heat. We don't have a thermometer out there, but it's hot enough that my glasses fog up and I have to take them off when I go in the coop. The chickens seem very happy even when it's -35 C outside. I'm not anticipating any problems when it gets colder over the next couple of months," said Hoyt.

Currently, the eggs are mostly eaten at the school, but over Christmas holidays, Hoyt gave eggs to anybody who wanted them.

The school is working on a new chicken coop. "(It's) almost completed and we're hoping to bring another 80 chickens in March or April," said Hoyt.

The project is entirely funded by the local daycare, which did apply for funding from the Nunavut Food Security Coalition but was declined.

"The daycare has spent less than $25,000 on the project. Most of the costs have been for construction materials. The costs for the chickens themselves and the food they eat is remarkably cheap," said Hoyt.

"Local food production of this type is exciting for the students and our community."

New power plant in Cape Dorset Kinngait/Cape Dorset While a date hasn't yet been set for the grand opening of Cape Dorset's new power plant, it is already running and providing power to the community, according to senior administrative officer John Hussey.

"The old plant was just outdated and extremely old – the structure itself – and not equipped for the growth of the community," said Hussey.

With the completion of the new Peter Pitseolak High School and the Kenojuak Cultural Centre and Print Shop, the new power plant will be able to keep up with a growing Cape Dorset.

Nominate an artist!

Nunavut Nunavut Commissioner Nellie Kusugak announced Jan. 14 that nominations are open for the Nunavut Commissioner's Arts Award.

The award is a cash prize of $10,000 and a certificate, which are to be presented to a visual artist who has made a major contribution to the arts.

Nominees must be Nunavut residents and/ or Nunavut Inuit who have been working in the arts for more than two years. Nominations must receive the support of three individuals or organizations.

All nominations will be reviewed by a selection committee and nominees will be judged on their artistic achievements and the quality and impact of their work.

Nomination guidelines and nomination forms are available from the commissioner's office.

The deadline for nominations is Feb. 28.

Chase the Ace in Cambridge Bay Ikaluktutiak/Cambridge Bay The girls' hockey team in Cambridge Bay is conducting a trial run of Chase the Ace as a fundraiser, according to Tracy Okhina.

Hope Bay project gets water licences Permitting now complete for Boston and Madrid gold projects

If TMAC Resources Inc. wanted to, it could start mining two new gold projects on its Hope Bay property, 125 kilometres southwest of Cambridge Bay. The company announced on Jan. 15 that it had received approval for two Type A water licences for its Boston and Madrid gold projects, concluding the environmental permitting necessary to develop those sites.

TMAC president and CEO Jason Neal told Nunavut News that the company will "probably" begin recovering ore and delivering it to the already-operating Doris North gold mine and processing plant, late this year.

"Already, there's roads (to Madrid)," said Neal. "If we decide to, the first ore that would go to the plant in 2019 would be from surface crown pillar."

Surface crown pillars are parts of the ore bodies that outcrop on the surface on the land.

At Doris North, which poured its first gold brick in 2017, the company was recovering gold from the same sort of structure in the fourth quarter

of 2018. At Madrid, TMAC would mine the crown pillar while starting to tunnel down towards the ore body underground.

"It provides us a little flexibility in feeding the Doris mill," said Neal, adding that the rock dug-out could also be used for road-building.

While the Boston site is permitted for operation, TMAC is still conducting exploration there to further define the amount of gold it holds.

"Boston is really interesting," said Neal.

"It's one of the strongest ore bodies, for sure and also has a lot of prospectivity to grow. When Newmont finished with the Hope Bay project in 2013, Boston was what they were most excited about and we really haven't spent much of anything in exploration down there."

Given its potential, TMAC's permit application for Boston was much more aggressive than what they laid out in their pre-feasibility study, published in 2015.

While TMAC still plans to truck ore north to Doris, more than 50 kilometres away, for processing, the approved permit gives the company the option to put a processing plant in at Boston if the deposit lives up to its potential and holds enough gold

to make a larger project there feasible – complete with more jobs at that site, said Neal.

The permits also allow TMAC to expand its port infrastructure and to construct a wind farm to provide the sites some non-diesel energy. The company is studying the feasibility of wind energy right now.

The Madrid and Boston sites could lead to roughly a doubling of the workforce needed at the site, according to Alex Buchan, vice president of corporate social responsibility for TMAC. He says it could also lead to twice as much opportunity for local contractors.

As to the Inuit workforce, both Neal and Buchan said the company is working to try to get training in place for local workers.

"We're hiring Inuit as aggressively as we possibly can," said Neal.

In recommending the approval of the licences, Nunavut Impact Review Board panel chair Allen Maghagak said the board has seen widespread support for the project and is confident TMAC can mitigate the environmental impacts of the site.

As for Doris, Neal says the project is producing more gold in a more efficient manner with each quarter.

While TMAC had been aiming early last year to mine 420,00 to 470,000 tonnes of ore at 10 to 11 grams of gold per tonne in 2018, Neal said he couldn't discuss the final count as TMAC has not yet released its fourth-quarter results for the year.

Maximizing bingo benefits in Arviat 'There's not as much money in this town as there is, say, in Rankin Inlet or someplace like that'

Arviat's hamlet council has announced the creation of the Nalauttaq Fund, which will replace the current bingo slot system, said Mayor Bob Leonard in Arviat this past week.

The fund is being created so that hamlet council can provide grant funding to support various community-based volunteer groups.

Hamlet council will, through an application process, award grant funding four times per year to successful applicants.

Leonard said moving forward, bingo will be held twice a week in Arviat – run by the hamlet – and a hamlet-run lottery (Chase the Ace) will start in late January or early February.

He said all funds raised by the bingo games and Chase-The-Ace lotteries will go into the Nalauttaq Fund.

"Every year, of course, there are way more applications submitted than there are bingos to be had," said Leonard.

"So decisions have to be made on whether one application has the potential to benefit the community more than those submitted by other groups.

"And, at the same time, council never really sees any reporting on what the funds actually wind-up being used for at the end of it all."

Leonard said, this year, the committee

decided to try something new and moved forward with the Nalauttaq Fund, which requires new reporting procedures at the end of a group's event, or prior to the next round of funding being considered.

He said the jackpot at an average Arviat bingo used to be $2,000 to $3,000.

"There's not as much money in this town as there is, say, in Rankin Inlet or someplace like that.

"But, as the number of applications for a bingo slot used to show, the money generated by bingo played a significant role in a number of areas and was often a benefit to the community overall."

Leonard said the issue of a lack of dependable reporting procedures to ensure the bingo money was ultimately going where it was supposed to had come up the past couple of years with the committee.

He said he's happy the decision was finally made this year to go ahead and give the Nalauttaq Fund a try.

"I think word went out to the groups that typically receive a bingo slot that we were going in a new direction this past November, or so, but the public announcements on Facebook and that just went out recently," he said.

"An important part of this plan is that we will be asking for more reporting on where the money actually went and people applying for a fixed amount of money are going to have to

explain to the committee members what they plan to use the money for and then follow-up with a report after their event, or whatever it is, to show here's where the money actually went before they apply for funding again.

"There's some smaller projects or groups that couldn't get a bingo in the past because a local bingo night in Arviat might raise $8,000 to $10,000 – and maybe they only needed something in the neighbourhood of $2,000 or $3,000 – so that was actually too much money for them and they would never get a bingo.

"So, this way, those groups can still apply to the Aquanaut Fund for the funding that they do need, so it actually opens it up to a lot more groups."

Leonard said at this point in time, he doesn't believe a ceiling has been set in regards to the amount asked of the Aquanaut Fund by a community group.

He said there are groups such as the food bank, day care and the radio society that typically hold a bingo every month or something like that, so they're dealing with fairly large amounts of money throughout the year.

"Six of the eight hamlet councilors have participated in the work of the committee so far and, I would imagine, that number will stay the same or it may, in fact, expand through an actual special meeting of the hamlet council.

"In actuality, the committee is just a subcommittee of hamlet council put together to

"Speaking for myself, I'm eager to try it and see how it's going to work. It's a bit of an experiment but it has real potential, so I'm eager to give it a go.

"We probably still haven't thought about all the issues that are going to come up, but we'll develop it as it goes along and, if it looks like we're going to stick with it, then we'll fine-tune it along the way."

Ten Rankin Inlet hockey officials get certified for season

You can play hockey anytime you want but you can't do it properly without officials.

That won't be a problem in Rankin Inlet for this season.

A total of 10 hockey zebras earned their stripes for the 2018-2019 season during an official's certification and recertification clinic held at Simon Alaittuq School in Rankin Inlet late last month.

Earning their stripes for the season were senior officials Jeff Tulugak (Level 2), David Clark (Level 2), Christian Gee (Level 2), Kris Okpatauyak (Level 2), Noel Kaludjak (Level 2) and Kyle Tattuinee (Level 3) and minor

hockey Level 1 officials Owen ConnellyClark, Sandy Tattuinue, Robert Jr. Alareak and Kadin Eetuk. Absent from clinic were Level 2 official Eric Nukapiak and Level 4 official Max MacDonald.

The course was led by Hockey Canada Level 4 official and master course conductor Darrell Greer. As a matter of disclosure, Greer is also the editor of NNSL's Kivalliq News.

The Rankin officiating program has been down a bit in numbers during the past few years and officiating organizers are hopeful the current hockey season will see a slight bump in the overall number of officials actually working games.

Next leg of the tour

Iqaluit The Nunavut Open Volleyball Tour continues early next month with the second and final stop in Iqaluit.

The Iqaluit Open Volleyball Championships are scheduled to happen at Inuksuk High School from Feb. 1 to 3 with action in men's and women's divisions. Any teams that do register

Atoms, Powerful Peewee, Rankin Rock Bantam Championship, Polar Bear Plate, Junior 'C' Challenge and Terence Tootoo Memorial events, in addition to regular season and playoff action in the Rankin Inlet Senior Men's Hockey League. Robert Jr. Alareak recently moved to Rankin from Arviat and said he's been waiting a long time to take this officiating course.

He said he's looking forward to any games the local minor hockey association can schedule him for this season.

"I reffed a lot in Arviat, but not much as a certified official," said Alareak.

"I'm new to the community, but I know most of the players and refs and I'm looking forward to reffing in Rankin this year."

Teams will receive points for their final result, with each team guaranteed five points simply for showing up to play and 10 points for the champions.

Following this tournament, the top four men's and women's teams with the highest point totals earned from playing in Iqaluit and the Laura Gauthier Memorial Volleyball Tournament in Rankin Inlet back in November will qualify for the NOVT in April.

Kangiqliniq/Rankin Inlet The first big hockey tournament of the season in Rankin Inlet is in the books.

Senior official Noel Kaludjak, 60, said he's looking forward to another hockey season.

He said it's still too early to decide if this will be his final season wearing the stripes.

"I like reffing because it's fun and good exercise," said Kaludjak. "I've loved hockey since I learned the game in Whale Cove around the mid-'70s, starting with floor hockey then ice hockey by playing on a frozen lake and the sea-ice.

"I played in my first tournament in Churchill, Man. and I reffed a tournament in Arviat in the early '80s.

"I've been officiating under Darrell's direction since 2014 and I'm still enjoying myself."

The Arctic Atoms happened in Hockeytown from Jan. 18 to 20 with eight teams in action over the course of the weekend: three from the host community, Naujaat, Arviat, Baker Lake, Coral Harbour and an entry with players from around the Kivalliq.

Panniqtuuq/Pangnirtung It's territorials time for Nunavut's best young wrestlers.

The Nunavut Wrestling Championships are set to happen in Pangnirtung on Jan. 26 and 27. Several communities will be sending competitors including Iqaluit, Cambridge Bay, Coral Harbour and a team from the host community.

New look for an old favourite Exciting new format awaits teams competing in Arviat's JLM tourney

The Calm Air Cup Jon Lindell Memorial (JLM) senior men's hockey championship in Arviat from Jan. 24 to 27 will have a new look to it this year and the prediction of the tournament's organizer is that this will become the blueprint for future hockey tournaments in the Kivalliq.

The second largest senior men's tourney in the Kivalliq, the JLM will sport 10 teams this year, with six facing-off in an A Division and four competing in a new B Division.

The A Division will see each team play two games in roundrobin action before advancing to the playoff round, which will begin with quarter-final action pitting the second-place teams vs. the thirdplace teams in Pool A and Pool B. The quarter-final winners will then meet the two first-place teams in A Division semifinal action.

B Division teams will compete in a double-knockout elimination round (lose twice and you're out) to claim championship glory.

The six teams competing in the A Division will play in two pools, with Pool A consisting of Rankin Inlet 'A', Team Kivalliq and Whale Cove and Pool B featuring the hometown Arctic Connection, the Karetakers and Baker Lake.

Vying for the B Division crown will be Team Arviat, the Arviat

Legends, the Arviat Kings and Rankin Inlet 'B'.

Organizer Gleason Uppahuak said he's excited to roll out a new format he sees as soon being loved by players and fans alike.

He said the B Division playoffs are a bit different than a standard double-elimination format because, once only two teams remain, they will play one winner-take-all game for the championship regardless of team records up until that point.

"We've grown quite a bit over the years since the JLM – which is now officially the Calm Air Cup – first started more than a decade ago," said Uppahuak.

"I know Rankin 'A' will be looking to stay on top for another year from the moment they take to the ice.

"All team rosters have been in for a while now and can be found on my Facebook page.

"Every shot, every minute, every shift and every period now matters right from the opening ceremony with this format."

Uppahuak said Arviat is gearedup for this year's event and the community is rocking with anticipation for the action to begin.

He said continuing to organize the tournament while living in Winnipeg for a few years has, to this point, gone smoothly.

"With today's technology, putting this year's JLM together has been

just like working back home, with the biggest difference being all of my hockey buddies are back home and I'm down here.

"This year's paperwork has been a piece of cake because of technology and my love for doing it.

"When I do team placements for a two-pool division, I make sure the first-place team from the previous year goes to Pool A, the secondplace team to Pool B and so on, so that they're well-balanced with a different look each year.

"I've done it that way for the past 10 years and the approach helps keep the tournament fresh."

Uppahuak said hockey fans are going to see some crazy, intense hockey in the A Division, with eachand-every game a pressure cooker.

He said fans will also see a number of young guns trying to ride speed to success over the crafty and grizzled Arviat Legends – an old-timer's team built on a mixture of skill and nastiness that has been aged and developed on the Arviat hockey scene for decades.

"The majority of players on the Rankin B team are midget-aged, so I expect the division to be fast, wideopen hockey.

"I still have to take a longer look at how the B Division champs will move up to A Division the following year and which team would be relegated to B from the A Division.

WWF helps Nunavut hunters participate in land use plan process Arms-length funding gives communities chance to make quality submissions

With technical help, the Spence Bay Hunters and Trappers Association increased the depth of their participation in the draft Nunavut-wide land-use plan process.

That's thanks to the World Wildlife Fund Canada (WWF-Canada), which provided financial support so the HTA could hire consultant Amanda Hanson Main.

"They've been very, very helpful," said HTA manager Jimmy Oleekatalik about the conservation organization.

"The board is really pleased overall. We're really happy with the results."

Oleekatalik says the HTA is not able to afford a technical consultant to help navigate the Nunavut Planning Commission (NPC) process. As a result of the WWF-Canada funding, in November 2018 it submitted a detailed 18-page report outlining its objections to the change in process and cancellation of the Kitikmeot's public hearing, as well as extensive details related to expanding current protected area designations on the Boothia Peninsula. In contrast, the HTA contributed a one-map, onepage submission with point-form notes in 2016.

"The HTA understands that to date, despite consultations carried out with our community in 2014 and our submission made in 2016, neither of the subsequently released 2014 or 2016 versions of the NLUP have accurately captured the wishes of our community in terms of either conservation or the protection of our resources," the HTA states in its recent submission.

"The HTA is deeply concerned that the commission has not incorporated our input and we are increasingly concerned that with no in-person hearing, our voice will again be lost or forgotten as the NPC endeavours to review and revise this NLUP (Nunavut Land Use Plan)."

The Qikiqtaaluk Wildlife Board (QWB) also availed itself of WWFCanada funding to carry out work with the Baffin region's 13 HTOs.

Qikiqtani hunters and trappers organizations and associations, which have presented their information orally at consultations with the Nunavut Planning Commission, found their information wasn't captured by the 2016 draft Nunavut Land Use Plan, but thanks to funding from World Wildlife Fund-Canada their information stands a better chance of being included. As a result, the QWB submitted an additional 43 documents in November ranging from community-specific submissions to broader submissions related to Inuit routes, wildlife and wildlife habitat, among other points of concern.

"It was pretty critical," said QWB senior wildlife advisor Michael Ferguson of the WWF-Canada funding.

"We had some supporting funding from the QIA (Qikiqtani Inuit Association) and Nunavut Wildlife Management Board, but we wouldn't have been able to afford all the travel to all the communities without the WWF funding."

There was also the considerable cost of multiple translations, multiple times, of submissions as they were hammered out in various drafts.

Those 13 HTO boards had a similar frustration to Taloyoak's: the boards orally expressed their area-specific information at NPC consultations but felt the 2016 draft land-use plan, as presented at the Qikiqtani public hearing in March 2017, didn't capture that information.

"They wanted to know how they could get the areas that they were trying to describe included in the plan. Inuit normally transmit their knowledge orally. That's the way it's

done," said Ferguson.

"It came out in the responses from the planning commissioners and staff that they seemed to put more weight on written documentation. One thing that struck me was in some of the communities there was inclusion of on-ice transportation routes, basically snowmobile trails on the ice and routes that Inuit use.

But they were only for a few communities."

When Ferguson asked why that was and the reply was that the information was taken from a Department of Fisheries and Oceans report, based on Inuit knowledge. The com-

munities and QWB felt the commission only wanted to include Inuit Qaujimajatuqangit (IQ) if it was in a written format.

"That did not seem to please the communities. So QWB decided to try to have a project to try to put as much as possible in the formats that the planning commission may understand, to put IQ in that format.

Hopefully it will be used to protect areas the HTOs are concerned with," said Ferguson.

Two ways of looking at the land The HTOs' areas of concern are quite extensive, said Ferguson.

"But at the same time, they made choices. Not all areas of value are included. It has a lot to do with food security. These are the places that provide resources for them to feed their families. And food is so expensive. They need these resources. To have them put at risk by development ... " said Ferguson.

"It's two ways of looking at the land."

Brandon Laforest is the Iqaluitbased senior specialist for Arctic species and ecosystems with WWFCanada, which has been participating in the NPC land-use plan process for years. Laforest has been involved for the past four years, contributing WWF-Canada-specific submissions.

"But we also support communities through our Community Voices Fund to help them ensure that their voices are heard in the process, which can be pretty technical and pretty intensive," said Laforest.

He says his organization responds when communities ask for support.

"We either offer money for them to hire a consultant or hire a lawyer, or pay their own staff time. Whatever is necessary for them to have the capacity to work on a submission and be able to submit that on their own."

WWF does not review or approve that community-based work.

"It's really owned by the communities themselves. We make submissions of our own where we have the explicit WWF position on things," said Laforest.
