Residents are busy ice fishing and checking fish nets, caribou hunting also. There have been sportshunters hunting for bull caribou. Usually bull meat is used for dog food as it is not much consumed by Inuit. Our hunters know when tuktu are close by.

Many wolves and foxes have been seen in town and at the dump. Be careful when out walking or riding, carry a stick if you have to.

Christmas will soon be here in the blink of an eye. Many Christmas activities are being planned once again for families to enjoy the holidays. Will write about them next time.

First Christmas event is the Annual Christmas Bazaar scheduled for Saturday, November 17.

Annie Petaulassie wins best stitcher contest Readers choose self-taught artist to win wolf pelt; Iqaluit resident will exhibit her skills in Norway

Online voters have chosen Annie Petaulassie as the territory's best stitcher in a Nunavut News contest.

She will receive a wolf pelt valued at close to $1,000 from International Fur Dressers and Dyers Ltd. The winner's work was the most popular among Facebook users, judging by their reactions to a post on the Nunavut News Facebook page and reactions to the post as shared by others.

Petaulassie, who's from Cape Dorset but resides in Iqaluit, taught herself how to stitch in the early 1980s because she wanted to make use of spare pieces of sealskin, she said.

"I don't know any of the names for the stitches. I just do them from my head. I don't follow the instructions," she said of her innate talent, which took years to hone. "You need to practice to get to be good at it."

She didn't stop with stitching, however. She also sews, crochets, quilts, beads and does embroidery. She's fashioned kamiiks, mitts, slippers, parkas, hats, wristbands and juggling balls (or hacky sacks), among other items.

Petaulassie has passed on stitching skills to many youngsters as an elementary school and daycare teacher as well as at a workshop in Baker Lake a few years ago. She will be travelling to Norway later this

Janet Brewster, executive director of the Nunavut Arts and Crafts Association, said Petaulassie's handiwork was on display during the Nunavut Arts Festival in July and also during the Nunavut Day Craft Fair.

"Annie's sewing work is often intricately detailed, a great example of the talented seamstresses throughout Nunavut whose impressive work is steeped in Inuit culture and inspired by the landscapes of Nunavut," Brewster said.

Petaulassie usually indulges in her hobby in the mornings.

"I'm always looking forward to sewing right after breakfast," she said. "It's relaxing for me.

Otherwise I'd go crazy because I don't go out and I cannot just stay home and watch TV or anything like that. I like to do sewing."

She doesn't rush when she's

"I take time. I'm not in a hurry," she said. "I like to try to make it look good and make good stitches instead of hurrying."

She's not certain yet what she will do with her newly-won fur pelt.

"Maybe I'll make mitts to sell, because they're warm," she said. "Qujannamiik. I'm so happy that I won."

This isn't the first contest in which Petaulassie has come out on top. The wallhanging she submitted to Northwestel was featured on the cover of the 2017/18 phone book.

Fire destroys portion of NorthMart Emergency response group rallies to ensure Iqaluit fire containment and food supply after warehouse destroyed

An underage person was charged with arson and disregard for human life Nov. 9 following the devastating NorthMart fire which saw a large portion of the store destroyed.

RCMP originally indicated two youth were in custody, but later confirmed one youth was released after providing an alibi.

The underage person appeared at the Nunavut Court of Justice Friday afternoon to face charges.

"We would like to thank the community for its patience despite the devastating loss," stated Inspector RCMP Qikiqtani District Commander Mark Crowther.

"RCMP and fire personnel are working diligently to ensure public safety and bring those responsible

to justice."

The city's fire department received five other calls in the night beginning at 10 p.m. on Nov. 7 -- four vehicleand a rubbish bin against a vacant house – aside from the NorthMart fire. The NorthMart fire was called in at 1:40 a.m. on Nov. 8.

Firefighters worked throughout the night and all day to stop the blaze from spreading from the attached warehouse to the main portion of the store and the neighbouring elders' residence.

By 2 p.m. the warehouse had been demolished and the main grocery area was to be inspected to determine the state of the building.

At the fire's peak, fire chief Nelson Johnson said at an 11 a.m. news conference, 18 firefighters were on the scene.

"The fire had gotten up to the attic

space in the warehouse. We made a couple of interior attacks and the fire kind of pushed us back to the exterior. We've contained it so far to the one warehouse area, which is also housing the furniture store," said Johnson.

The main store remained unaffected, he added, except for some smoke and water damage, as sprinklers did go off. He also said the building was without power all night, which could affect perishable foods.

"We had other people in the community come and help us, such as the airport fire. They've come to offer a crash unit to help with fire suppression," he said, adding the Office of the Fire Marshal also supplied five personnel to help.

"To help relieve our guys because our guys have been out there since 10 o'clock ... when this all started for us."

Two excavators joined the fire fight. "Our plan is to knock it down in on itself so that we can save the elders' centre, which is right beside it and we can stop spread to the main grocery store area," said Johnson.

Firefighters from nearby communities were brought to Iqaluit to help.

"Despite the devastating loss of property, no people sustained injuries," stated RCMP in its news release.

Elders were evacuated from their residence to the nearby Elder's Qammaq and Johnson said when firefighting efforts were completed at the NorthMart, an inspection of the home would take place. Evacuated elders were informed they would be provided with hotel accommodations for the evening. The Canadian Red Cross was also providing support and the Government of Nunavut was

looking into longer term accommodations if needed.

A nurse was on the scene to care for the elders.

Acting chief administrative officer Amy Elgersma said the City of Iqaluit was working closely with government agencies, community groups and retailers to ensure services continued for city residents, all part of a coordinated emergency response.

"We can confirm that there's enough storage space in town for food and supplies. The retailers have engaged their supply chains and they've already made arrangements to bring additional perishable food," said Elgersma, echoing Mayor Madeleine Redfern's early morning message to her Twitter followers.

Anger over Inuit employment target MLAs take Justice minister to task over new jail construction negotiations

A firestorm blew through the legislative assembly as the government faced the fury of MLAs concerned about the prospect of lowering Inuit employment ratios in the construction of Iqaluit's new correctional centre.

The Government of Nunavut is bargaining with an Inuit-owned construction company to build the new correctional centre in Iqaluit and one of the points of negotiation is dropping the Inuit employment component to 15 per cent from 20 per cent.

MLAs voiced their anger in the legislative assembly on Nov. 6.

"I think this is a really sad situation. I think it's ridiculous," said Arviat North-Whale Cove MLA John Main, one of several MLAs who was opposed. "We're imprisoning largely Inuit into a jail or a correctional facility for societal reasons, which include high unemployment. It seems to be like a ridiculous catch-22 situation that we're stuck in here."

The GN sought contractors to build the Qikiqtani Correctional Healing Centre earlier this year but only one responded: Hall Beachbased Pilitak Enterprises with a bid of $76.5 million, well above the $63-million budget the GN had set for base construction costs. That resulted in a cancelled tender and delayed the start of construction this past summer. The GN has since been in direct negotiations with

MLAs expressed outrage in the legislative assembly on Nov. 6 when it was revealed that the GN is considering reducing the Inuit employment quota for construction of the new correctional centre from 20 per cent to 15 per cent.

Pilitak Enterprises in an effort to trim construction costs to $73 million, according to Justice Minister Jeannie Ehaloak.

Among the cost-cutting measures discussed would be using cheaper materials in some areas and scaling back the number of Inuit employees because there aren't many qualified workers available in the capital city and the cost of providing housing for Inuit flown in from other Nunavut communities is expensive, explained William MacKay, deputy minister of Justice.

Main didn't accept that reasoning. He said southern workers are provided a temporary place to live while on the job and it should be no different for Inuit from outside Iqaluit.

"We just heard there would be no accommodation. They are being treated differently and that's not good," Main said.

Some MLAs also inquired about the possibility of using inmate labour to assist in building the new facility while providing trades training to the prisoners at the same time.

"This is more of an idea that's sort of at the beginning stages. As far as we know, there hasn't been any correctional facility that has been built with the assistance or while using inmates and using it as an opportunity to train inmates in certain trades," MacKay said.

"This is new ground or new territory that we're undertaking, a new ground we're breaking in this regard, so we don't have a lot of the details worked out. We still haven't finalized a contract. That's something that the company will propose something on, but we don't know a lot of the details on that. It's sort of an idea at this stage."

The total cost for the new correctional centre – including expenses outside of construction – is expected to come in at $84.8 million, with the federal government providing $57 million.

Ehaloak said construction is now expected to start in 2019-2020 and be complete in 202324. The new jail should be in use for around 50 years, she added.

To close the discussion, Ehaloak made it clear that she comprehended the criticism levelled in the assembly on Nov. 6.

"I just want to comment to the members that today the Inuit employment discussion was a great debate and I thank you for that," she said.

"Nunavummiut should be aware that not only the government but ... all companies within Nunavut that work in Nunavut should look at Inuit employment as a priority when they bid on contracts and stuff."

Councillor Kyle Sheppard, the city's acting mayor, also made an appearance and spoke at city hall, but later took to social media to assure residents there is no need to stockpile or hoard food.

"Our retailers assure us that they can meet our needs over the coming days. There is no reason to panic whatsoever. Iqaluit is very fortunate to have multiple retailers to supply us in situations like this. The city is working with all levels of government as well as retailers and any other related groups to ensure a stable supply of necessary goods going forward," Sheppard stated.

"Please work together and with the city to help ensure that a bad situation doesn't become worse. Buy only what you need.

Share with your neighbours as needed. We will be just fine.

Retailers are at the table with officials, they will not be price gouging. They are and will continue to be good corporate citizens."

Arctic Cooperatives vice president of stakeholder relations Duane Wilson said one of his company's seven principles is concern for the community.

"It's very easy to recognize the fact that you need to set aside that we (NorthMart and Co-op) are day-to-day competitors because this is a time of crisis," he said.

"They had perishable food that was on the way and it was perishable food that was intended to satisfy the needs of the community of Iqaluit."

Arctic Cooperatives, which own Ventures, Iqaluit's other main grocery store, took on responsibility for that food.

Derek Reimer, director of business development at The North West Company, which owns NorthMart, was not available for comment.

Medication assured for those in need The city did also request that residents continue to conserve water. Water delivery was cancelled for those on trucked service and residents requiring drinking water could fill containers at the Arctic Winter Games Arena between 10 a.m. and 10 p.m.

At the legislative assembly, Premier Joe Savikataaq kept MLAs and the viewing audience informed, assuring medication would be taken care of. NorthMart houses one of the city's only pharmacies.

"The Department of Health is assisting with prescriptions and will be able to store medications at the Qikiqtani General Hospital in the interim," he said. "The GN has cold and heated storage available for food storage, if and when needed."

Department of Family Services income support clients affected by the closure of the store can have their benefits transferred to another store in the interim.

Savikataaq also said federal Minister of Intergovernmental and Northern Affairs Dominic LeBlanc contacted him to offer support.

'Can I be acclaimed?'

If you aren't a Twitter user, you will have missed a comment posted by TootooGoggles, a satirical account based on Liberal MP Hunter Tootoo's follies. The account was launched soon after the 2015 election and has provided comic relief even after Tootoo was booted from Justin Trudeau's cabinet.

Early this month, TootooGoggles quipped, "can i be acclaimed," alluding to the recent run of acclamations at other levels of government.

For example, MLA Mila Kamingoak was acclaimed to replace outgoing Premier Peter Taptuna last year. Patterk Netser was the only MLA to put his name forward for the cabinet seat recently vacated by Pat Angnakak.

And this month, Qikiqtani Inuit Association president PJ Akeeagok was acclaimed ahead of the Dec. 10 election, as was one community director.

We've seen many mayors and councillors across Nunavut put into power the same way.

What's interesting about TootooGoggles' 'can i be acclaimed' quip is that it is on point.

We imagine the idea of maintaining his role in Ottawa by acclamation in the 2019 federal election holds a certain appeal for Tootoo. His fall from grace happened in his first year as

an MP and federal minister, a prime power position in Ottawa that, without the scandal, would have provided a comfortable spot at the cabinet table for years.

After all, Tootoo is a long-time politician from a public family – which includes former NHLer Jordin Tootoo, businessman Victor Tootoo and Health Minister George Hickes – that continues to exercise influence across Nunavut.

Nunavummiut sent Tootoo to Ottawa in hopes he would be sitting at the cabinet table, as Conservative MP Leona Aglukkaq did for most of her time in the Stephen Harper government. Nunavut gets one MP. Prime ministers see the value in having Inuit on cabinet and Nunavummiut see the value, too, with increased chances of having federal money flow north.

As minister of fisheries and oceans, Tootoo could have been the face of shoreline infrastructure projects and really any funding announcements in Nunavut.

Instead, Tootoo is on the sidelines,

one of only two independent MPs. He says he has more chances to raise Nunavut's concerns in the House of Commons than he would have had as a minister but we find that a little hard to swallow.

We look forward to the healthy debates to come over the next year and are curious to see who will run against Tootoo. Perhaps he will be re-elected but we doubt he will be acclaimed. Sorry, TootooGoggles.

Our ability to communicate

ᐳᕆᑎᓂ ᐊᒡᒐᖅ "ᕗᕋᑎ ᑯᕉᒍᕐ."

Our way of communicating today is sure different from yesteryear. There are not many written letters put in envelopes and mailed through our post offices. The only time you see or receive a card is on your birthday or – if you're lucky – at Christmas.

I'll throw out three ideas around communication – of course there are many more, but these ones stand out for me: the imparting or exchanging of information or news; a letter or message containing information or news; and the successful conveying of ideas and feelings.

The delivery of ideas and feelings to me is important and worth exploring. As humans we have several ways of sharing or giving ideas and feelings. At times we forget that body language will often speak louder than words.

You may show a frown, fold your arms, bow

your head or make strong contact with your eyes.

These are shown just before your words come out.

On the other hand, you may totally withdraw because for you to express what's in your heart is too difficult and only makes the pain worse.

There are things that we can do to say what we need to say so that there is not a build-up of feelings inside. We can phone a friend and express our thoughts and feelings at the moment, we can join groups that are comfortable and safe helping us to realize there are other people in our community that are going through the same things we are going through.

The key is to take that bold step and say "I don't want to be like this, I don't want to go through this thing alone."

Battle over 'deficient' flooring delays Iglulik school opening $29.6 million school was set to open in August

There's still no official opening date in sight for the new high school in Iglulik as the Government of Nunavut and the company that constructed the building fight over the condition of the flooring.

The installed flooring has "severe deficiencies," according to deputy minister of education Pujjuut Kusugak.

There's also no agreement on whether the issue is heading to court. A statement from Kusugak indicates the matter is "in litigation." However, a representative of contractor FCNQ Construction – a Quebec-based arm of the Federation of Co-operatives – countered that "there has been no judicialization of the matter at the present time."

"We can also state that, while there are concerns that have been raised in regards to a portion of the floors in the building, concerns that our client qualifies as serious deficiencies, it is our opinion that the responsibility for such quality issues has not yet been assigned," said the FCNQ Construction spokesperson, who requested not to be named

The new high school in Iglulik has not opened due to a dispute with Quebec-based contractor over what the GN describes as deficient flooring. because doing so could further inflame tensions between the parties.

The 33,140-square-foot school, which carried a projected $29.6 million price tag, was expected to open

in August. Meanwhile students continue to attend the aging Ataguttaaluk Secondary School, which is at

Mayor Celestino Uyarak said residents of his community have been looking forward to using the new facility, particularly the daycare, which will alleviate demand on the community's existing service.

"I have been trying to find out if the Department of Education has set any dates for the opening. As of today, we have not been notified," Uyarak said on Nov. 6. "It's costing the GN a lot of money."

The issue arose in the legislative assembly on Nov. 1 when Aggu MLA Paul Quassa noted that the GN has requested additional funds to complete the project. Quassa asked whether the delay in opening the school will last a year.

Education Minister David Joanasie replied, "We cannot really say how long the delay is going to be for as it might have to go through the court system."

Uyarak noted that Iglulik faced a similar situation in the construction of its community hall four years ago when deficiencies under a different contractor postponed the opening of that building.

Baffinland ships 5.1 million tonnes of ore Sets new Canadian Arctic record thanks to backing from regional Inuit organization

Shipping season has officially closed at the Mary River mine.

Baffinland Iron Mines Corp. announced Nov. 8 its plans to ship ore out from July 24 to Oct. 17 were a success.

"As we focus on our expansion program, a successful, safe and responsible shipping season remains a critical component of our growth. Along with our employees, I want to thank all of our partners involved in making this program a success. This includes our shipping partners and the continued support of the North Baffin communities and the Qikiqtani Inuit Association (QIA)," stated president and chief executive officer Brian Penney.

The company stated it shipped approximately 5.1 million tonnes of iron ore from its Milne Inlet port to markets in Europe, the United Kingdom, Taiwan and Japan.

Seventy-one voyages carried an average of 71,750 tonnes of iron ore each over 86 days.

Baffinland Iron Mines Corp. received federal approval for its production increase of ore to 6 Mt/a (megatonnes per annum) from 4.2 Mt/a Sept. 30 despite the Nunavut

Impact Review Board recommending against it.

But QIA stepped in, showing support for the company after the renegotiation of its Inuit Impact Benefit Agreement.

'No longer willing to accept inaction' "QIA pledged that it could only consider supporting the 2018 Production Increase Application if there was a consistent drive towards directly improving the lives of Inuit as a result of the project.

QIA was no longer willing to accept inaction in key benefit areas such as Inuit training, employment, contracting and project monitoring and mitigation," stated the regional Inuit organization at the time.

Baffinland stated in its release that its shipping season establishes the record for the largest shipping program by volume ever executed in the Canadian High Arctic, surpassing Baffinland's previous record of 4.1 million tonnes shipped in 2017.

Baffinland also carried out two Northern Sea Route transits to Asia, a first for iron ore bulk carriage, according to the news release.

The company touted its environmental standards it stated it worked out with North Baffin communities.

Return of the Inuktitut rockers Northern Haze produces new album for first time in three decades

"I'm getting old."

That's what happens when 33 years pass between one album and the next.

On Nov. 23, revered Iglulikbased rockers Northern Haze, led by aging front man James Ungalaq, will release Siqinnaarut, their first album since the mid-1980s.

Much has changed over that span. Original band members Elijah Kunnuk and Kolatalik Inukshuk both died after Northern Haze's selftitled debut album came out in 1985.

Allan Kangok and Derek Aqqiaruq, Ungalaq's son, stepped in to fill the void.

Nevertheless, Kunnuk and Inukshuk's influence is still strong, according to Ungalaq.

"Imagine you lose two very prominent people in your group. Of course, they never go away," he said.

"They're gone physically but their spirits are still very close to us forever... I grew up with them. They're my relatives. Whenever we play music we think about them."

Angajusakuluk, one of Northern Haze's best-known hits, was inspired by Kunnuk's battle with terminal cancer. The song became an anthem of encouragement for many people, Ungalaq acknowledged.

"Everybody just went crazy over it," he said, adding that it was one of the highlights of his musical career.

Although Aakuluk Music indicates that people who like Black Sabbath, The Misfits and Blue Oyster Cult will probably dig Northern Haze's gritty style, Ungalaq eschews comparisons to legendary bands.

"Those guys are rock gods.

They're way far higher than we are, for sure," he said, but he did acknowledge that the Iglulik rockers have always aspired to play guitar like Jimi Hendrix.

One advantage Northern Haze enjoys compared to internationallyacclaimed acts is singing in Inuktitut, which creates a special connection with many Nunavummiut.

"I think the most appreciated part of Northern Haze is we play in our language," said Ungalaq. "We've got to save our language – it's saving ourselves. It's survival."

'Amazing' emerging talent The Nunavut music scene has grown and evolved a great deal since Northern Haze was formed. Ungalaq said he's in awe of the emerging talent and the increasing resources for Northern artists.

"It's amazing," he said. "I'm so

impressed. I'm so happy with how it's growing really fast now."

Asked what he thinks draws Inuit to music, he suggested that it's always been part of the culture through ayaya and drumming – another means to celebrate the land and the sun.

Perhaps not coincidentally, Siqinnaarut is an Inuit word that hails the return of the sun after months of darkness.

But it's not all euphoric. Some tunes communicate conflict and perhaps may be a catalyst to help find solutions to various challenges, Ungalaq said.

The lead single from Siqinnaarut, titled Inuk, conveys a deep sense of anger. Unqalaq shouts jarringly in

Inuktitut for the first several seconds.

"It's identifying with my struggles.

I mean, I'm a complete Inuk. I have my uniqueness and over the years it's deteriorated because of assimilation, residential schools, churches and justice and everything else," he explained. "Why I wrote that song is to really show myself that I'm a complete Inuk who is not less than anybody else – to fight assimilation, to fight colonialism. It's a punchback... I hope it shows that we haven't lost everything."

Inuk is one of 10 tracks on the new album, which was recorded in Iqaluit in January.

Now 54, Ungalaq said he can see himself performing the new and

old tunes on stage during events in Iglulik, but his days of going on tour are over.

"I'm done. I'm finished... I can't do this forever," he said of his rocker lifestyle. "I'm not travelling anymore.

I'll pass on the good stuff, the touring and playing venues, to my son (Derek) and friends... I want to live a private life with my grandchildren.

I don't have many more years left.

I've been away over 33 years, away from my children, away from my grandchildren. When festival season comes up, we had to prepare. I was away a lot of time.

"It's time to come home and grow old. I want to spend my last few years very close to my family."

That was the scene at the Kenojuak Cultural Centre on Oct. 26 when a get-together for elders was held. It was the third such occasion since the cultural facility opened in early September, with each meeting attracting 30 to 40 elders for a few hours, according to cultural centre manager Louisa Parr.

While some may think of the new building as a place where artwork is exhibited, it serves other purposes, too. Parr said she's preparing proposals that would increase elders' gatherings to twice per month, including a kamiikmaking program for elders and youth.

The community's elders do appreciate the artwork that adorns the building as well, said Parr.

"They enjoy the exhibitions. The prints on the walls, they're very soothing and they like to look at (them), but we can do programs as well," she said.

The Oct. 26 gathering was successful due to help from the recreation department and volunteers Colin Gibson and Cheryl Constantineau, in particular, Parr noted. In addition to the seal, fruit and vegetables and tea and coffee were served.

Inaugural Louie Kamookak medal awarded to Josephine Kamookak

Ottawa Josephine Kamookak, wife of the late Inuit historian and educator Louie Kamookak, accepted one of the first Louie Kamookak medals presented at a National Arts Centre ceremony in Ottawa on Nov. 1.

The Royal Canadian Geographic Society, for which Louie was an honorary vice-presi-

dent, established the award to commemorate Louie, who was instrumental in helping locate the John Franklin British expedition ship HMS Erebus, which had been lost in the Arctic Ocean since the mid-1840s. His contributions to geographical knowledge were also cited as a reason for the medal in his name.

Louie, a resident of Gjoa Haven, died in March.

"The reason (Josephine) got the medal is because she accompanied (Louie) almost every step of the way. She, in her own right, is a pretty amazing person as well," said Deborah Chapman, communications manager with The Royal Canadian Geographic Society.

Josephine couldn't be reached for comment.

Jared Harris, an English actor who portrayed Capt. Francis Crozier in the AMC television series The Terror, which dramatized the ill-fated Franklin expedition, was also awarded a Louie Kamookak medal.

Mayor won't resign

Baker Lake Reports out of Baker Lake indicate Shawn Attungala, 44, refuses to step down as hamlet mayor despite hamlet council calling for his resignation after he was charged with assault on Sept. 8 following a domestic disturbance.

Attungala is scheduled to appear in court on Dec. 4.

The mayor has yet to consent to media requests for an interview since being charged.

Sports hunts wrap up

Ikaluktutiak/Cambridge Bay Sports hunts for caribou, muskox and wolf attracted 10 hunters from all over the world between Oct. 24 and Nov. 5, according to Beverly Maksagak, manager of the Ekaluktutiak

Hunters and Trappers Organization.

"The (hunting) guides are members of the community," Maksagak said. "It's only seasonal, the spring and the fall. It brings in good income for the guides."

The hunts accounted for 10 muskox tags.

There are no tags required for the Dolphin and Union caribou. Only a couple of wolves were harvested, she added.

The HTO has a partnership with Canada North Outfitting, which arranges to bring the sports hunters to Cambridge Bay. The weather co-operated for all but one day, when strong winds forced the cancellation of travel on the land, said Maksagak.

Top Inuktut songwriters announced

Iqaluit Joey Nowyuk and Amanda Ishulutaq, both of Pangnirtung, placed among the top of the field in the Qilaut Inuktut songwriting contest, an initiative by the Government of Nunavut.

Nowyuk claimed first place with a composition titled Nunaga and also took third place with Tamaani.

Ishulutaq, who finished second, penned a tune titled Iqqaumaquvagit.

The top 10 songs will be recorded on a CD, due to be released in conjunction with Nunavut's 20th anniversary celebrations in 2019.

Twenty-three entries were submitted for the contest. Paul Irksuk, Nancy Kudlun and Lucassie Peter served as the judges.

"By singing in Inuktut, Nunavummiut are contributing to strengthening and enhancing the use of Inuktut in our daily lives," said David Joanasie, minister of Culture and Heritage, who announced the Qilaut winners on Nov. 7.

Literacy Week at Jimmy Hikok Ilihakvik in Kugluktuk in October was preceded by a Thanksgiving feast for the community's older and wiser citizens.

"It was a way to celebrate our elders," principal Tiffany Kelly said.

Afterwards, students were given writing assignments based on what they observed and experienced during the feast.

German film crew documenting life, teaching youth in Arviat

A German film crew is in Arviat to work on a virtual reality (VR) documentary series, Eggs, Rocks, Human Beings.

The film crew consists of director Philipp Schaeffer, cinematographer Fabian Klein and creative producer Levin Hubner.

Schaeffer said the VR series will consist of five different videos tied together by the theme and stories of youth in Arviat.

"What we're really trying to do is find some of the really unlimited stories of young people in Arviat that are fascinating and give them a voice," said Schaeffer.

"We're also continuing work on a documentary I started working on the previous time I was here in 2017 and we're working with Gord Billard and the (Arviat) Film Society to produce one little short film with the students in co-production to come up with the creative and technical direction for the film."

Schaeffer said he wants the VR series to weave through Arviat to

the point where the community itself becomes a character in the documentary.

He said he wants viewers to realize everything they see in the series has to do with life in this little community in the south of the Kivalliq region.

"We are really interested in trying to use speeches that some elders give on the radio – about what it was like to grow-up in the old days when they were children – as a red thread to inform and contextualize the stories of the young people growing up today and I think the two fit perfectly together.

A local group of researchers – including Shirley Tagalik, Joe Karetak and a few others – have been doing tremendous work on IQ (Inuit Quajimajatuqangit) and one of the most important things within the focus of their work is what it takes to raise a capable human being.

The title of the series (Eggs, Rocks, Human Beings) is a tribute to that.

"As elder Rhoda Karetak says, 'You can raise children to become fragile like eggs, hard like rocks

or true human beings,' – that's the context we're trying to put this series in, so we're always looking for connections between what the elders know about child rearing and about how young people are growing up and finding their place in this world today," said Schaeffer.

The crew is not trying to explain anything or tell a history that's not theirs, he said.

Instead, they will present a collage of individual stories.

"The strength of this piece could be which stories the viewers find most interesting and that they get to engage in an array of individual stories from young people around Arviat that will give them some picture of what it feels like to grow up here.

Billard said the membership in the Arviat Film Society constantly changes from year to year so he never knows how many members will show up for a meeting on any given night.

He said he decided not to start up anything with the society this semester until Schaeffer's arrival and the decision proved to be the right one.

Canada Winter Games excitement builds

Every time you turn around, there seems to be another major Games that the territory will be competing in. That's the beauty of living in the North – never a dull moment.

We're now less than 100 days away from the big show in Red Deer, Alta. and Nunavut will have several athletes competing against the best in the country. I normally save my comments for Sports Talk but sometimes, I have some more things I have to say and anyone who knows me well enough will know I have a hard time keeping my trap shut when I'm rolling.

Here goes and while you're reading, see if you can answer this question: who won Nunavut's only Canada Games medal to date? I'll tell you at the end.

Badminton This is one of those sports where the age category goes up to U23. That's right – there are players as old as 22 playing in this. I have always railed against anything older than U20 simply because what purpose does it serve for an adult to beat a teenager? Someone who could

potentially go to the pub to celebrate their win?

Anyway, it is what it is and Nunavut will have a badminton team in the Games. The team was put together following the Nunavut Badminton Championships in Iqaluit earlier this month and the team members weren't available as of press time but it's a sure bet that the team will have a strong Sanikiluaq presence on it.

If Rankin Inlet is Hockeytown and Cambridge Bay is Basketballtown, Sanikiluaq is fast becoming Badmintontown, Nunavut. Stephen Keoughan has done a wonderful job with the community's badminton players and there's always a genuine sense of excitement whenever they're around.

I got a good look at Davidee Kudluarok of Sanikiluaq at the 2017 North American Indigenous Games and I remarked to Keoughan that he was going to be a star. Best part about his situation is that if he sticks with it, he has at least this Canada Games and another Canada Games to go.

He's just one example of how good the factory in Sanikiluaq has become because there

are many good players from the community.

There are also players from Baker Lake, Iqaluit and Grise Fiord who would be in with a shot to make the team as well but like any team from Nunavut, they would be in tough.

Remember, there are players as old as 22 out there playing so any match has the potential to be a rough ride.

canada games Preview

Hockey For the first time, Nunavut will have a team playing hockey at the Canada Winter Games.

It's a boys' team and it's about time, I say.

Hockey is a U16 sport for the boys at the Canada Games, although the team will have the luxury of having three one-year overage players on the team, the same deal the other two territories have. Helps with the competitiveness and considering the level of talent that will be on display, having a helping hand is always nice.

The team has already been picked and they've been out and about playing already; they played an exhibition series in Sarnia, Ont., this past summer and did quite well against

some house-league teams from the minor hockey association there.

Now, that's house-league and there's nothing wrong with beating those types of teams. You need to instill a winning attitude and besides, winning is better than losing. But this won't be any old tournament and there definitely won't be any sort of house-league competition.

In fact, there's a very good chance everyone Nunavut faces will have several players playing at least AAA hockey.

The NWT and Yukon will definitely have AAA-level players on it as both territories have come together for the Yukon Rivermen pro-

Following the tournament, the boys and girls teams were picked for the Games, which are happening in Red Deer, Alta., this coming February.

Iqaluit Nunavut's Canada Winter Games team for badminton is ready to go following the Nunavut Badminton Championships in Iqaluit, which wrapped up on Nov. 11.

Three age categories were in play in the tournament: U16, U19 and U23 and each one had boys and girls singles and doubles events with a mixed doubles event as well.

Gary Wong with Nunavut Badminton said the boys events were held at Inuksuk High School while the girls events were

Iqaluit One sport which has its team ready for the Canada Winter Games in table tennis.

Nunavut Table Tennis held its territorial qualifier in Iqaluit from Oct. 26 to 28 with the boys and girls teams selected following the end of play.

WickFest invite for hockey player

Iqaluit Nunavut won't be sending any teams to the Wickenheiser Female World Hockey Festival in Calgary this year but the territory will still have some representation.

Madison Ahle of Iqaluit has been added to the roster of the Whitehorse Mustangs midget squad, which will be playing in the tournament from Nov. 15 to 18. The Mustangs are guaranteed four round-robin games in the tournament.

One of the first things sports officials are taught at any clinic is that the game belongs to the players. You are supposed to make yourself as invisible as possible. The fans aren't there to watch you.

Then there is Wes McCauley, who has made it his job to make sure everyone who goes to the rink knows he's there as an NHL referee and he did it again on Nov. 6 in a game between the Detroit Red Wings and Vancouver Canucks.

The Canucks challenged a Detroit goal that evening on the basis that the play was offside. So the play went to the video review folks.

Concrete floor, artificial turf have to wait until next year in Naujaat

Plans to have a concrete floor installed at the Naujaat arena had to be put on hold until the spring of 2019 when shipping delays resulted in the materials arriving in the community too late for the project to be done this year.

Hamlet senior administrative officer (SAO) Rob Hedley said the community is deeply disappointed by the delay.

He said the local Co-op partnered with the hamlet on the concrete floor, which will comein at just under $100,000.

"The sealift was late bringing the material in, which was a little ironic because we actually had a film crew here doing a piece on the sealift," said Hedley.

"Also, for next year, we're trying to access funding so we can add artificial turf and have a year-round facility.

"We didn't get a dime of government assistance on this. The Co-op contributed $50,000, Nunavut Sealink and Supply Inc. (NNSI) contributed $5,000 and Calm Air kicked in $5,000 without even being asked.

"We were going to wait until the concrete was down and we were happy with it, then we were going to apply for funding for the artificial turf so that, hopefully, once hockey season was over we'd sweep everything away, wait until it

was warm enough and then lay down the turf so our youth could get into soccer, maybe lacrosse and whatever else we could accommodate."

Hedley said like most Northern arenas, Naujaat's only gets used for about half the year.

The SAO said it's disappointing to have everything backed-up for a year, but there was simply no choice.

"You have no idea. We're very, very disappointed. We tried everything, but our first sealift didn't arrive here until Sept. 15.

"We were originally told it was going to be here in July and, were that the case, we wouldn't have had a problem, but, with all the horrible weather we had and everything else, our sealift was 1.5-months behind.

"It was too cold by the time we got it in because concrete won't cure (remain hard) at that temperature, even if we tried with heaters, so, basically, better to wait until next year rather than take any chances.

"They (NSSI) sent everything – concrete, rebar, you name it – so we got this done together and it's much appreciated."

Hedley said the local hockey community is really looking forward to having the concrete floor installed.

He said a lot of prep work, such as ensuring the natural ice bed in the arena was level, was done in anticipation of the project.

The community of Naujaat is disappointed over the fact the supplies landed by barge too late for the hamlet to install a concrete floor in the Naujaat arena before the weather turned too cold. when we do put the concrete down it will drain properly.

"It's bedrock in there so it's not going to move too much, but you have to worry about frost heave and such.

"Once it's down, it's going to be really, really

nice – the ice will be better, more stable and easier to freeze because it won't have to be so thick and we'll have an extended season.

"Then, if we're able to secure funding and get the artificial turf down, we can do almost anything in there ... The sky's the limit!"

gram, a Tier 1 squad which plays through BC Hockey. Nunavut does have some talent playing down south right now, such as Bradley Nowdlak-Fraser of Iqaluit, who's playing in Ontario and Max Joy of Iqaluit, who's playing in Saskatchewan.

The boys will be heading to Yellowknife for a tournament that will see them take on the NWT and Yukon teams and that will give the coaching staff a chance to finalize everything and figure out what to do when they take the ice in Red Deer.

Speed skating It's a sport where Nunavut has always had a team and it's a sport where Nunavut may have an outside chance at doing well.

Judging by the 2018 Arctic Winter Games, Nunavut's speedskaters should be competitive with their counterparts. Emma Carpenter will be the one to watch as she reeled off five ulus – four of them gold – in the juvenile girls category at the AWG but that was the AWG. This is the Canada Winter Games and the rest of the country is competing.

The team made the trip out to Halifax for a camp and competition and from the looks of things, they were put through their

paces both on and off the ice and that's good. They will need to be in tip-top shape because they will be up against some of the country's best, some even on the cusp of making the national team.

I say this is where Nunavut may have an outside chance because short-track speed skating provides plenty of excitement and is very unpredictable. Crashes happen all the time and if a skater is lucky enough to avoid the debris, they could take full advantage. Same with skaters who are penalized for infractions – a skater may be advanced through or have their placing improved because of it.

You never hope for that but if it happens and you win a medal because of it, you smile and take it. I would.

Table tennis The table tennis team has been picked following the selection tournament in Iqaluit last month and it's a heavy presence from Kugluktuk. That's because Kugluktuk is TableTennisTown, Nunavut.

Attila Csaba is the head coach of the team and he will be taking a team that has both major Games experience and some success. The Demerah sisters – Layla and Mackenzie – will be

the ones to watch in the girls division as they were bronze uluit this past March at the Arctic Winter Games. Kimberly Hokanak, also from Kugluktuk, will be the third girl on the team and she brings experience to the table (that's meant to be a pun) having played at the AWG in both 2016 and 2018.

On the boys side, Daniel Niptanatiak will lead the team as the grizzled veteran. He's also played in two AWGs – 2016 and 2018 – and will be looked upon to provide some guidance to Caleb Bolt and Kyshton Kalai, two rookies to the team.

The best thing going for the team is that Csaba will be there and he's someone who won't put up with any garbage from anyone. He's going to make sure this team is ready and if they aren't, there are alternates who are ready and willing to step up. They may be in tough in their matches but the one thing they won't lack is preparedness.

And there you go. A quick look at what the territory has to offer to date. There will be more updates as the days draw nearer so watch this space. Oh, by the way – the answer to the trivia question? Eugene Dederick of Iqaluit won a bronze medal in judo at the 2007 Canada Winter Games and to date, he's the only one from Nunavut to ever hit the podium.

A disabled Cambridge Bay woman said she was "brought to tears" after a man anonymously helped pay for her Internet bill.

"He is an angel," she said.

"And now I have Internet for the first time since January.

It makes me cry when I think about it."

Peggy Tologanak, 60, was trying to pay her SSi Micro Internet bill at Kitikmeot Supplies on Oct. 29 but was dismayed when it came out to about $322.

"That amount would have been one third of my disability cheque," she said. "I said, 'oh no I can't afford it.'"

The longtime artist and residential school survivor had been living from one disability cheque to the next.

She supplemented her income by selling her carvings, prints and jewelry to the cruise ship passengers who visited the hamlet, but not many had come this summer and she was struggling, she said.

She was about to leave the business when another customer stepped forward and covered about half of her bill.

"I asked him what his name was and he wouldn't tell me," said Tologanak. "He said, 'just someone.'"

She told Nunavut News that she was glad to be back online. She had been without the Internet since the beginning of the year, she said, and would now be able to receive photos from her son and two grandchildren who live in Rankin Inlet.

"From Cambridge to Rankin, we don't travel that way. The cost is too much," said Tologanak. "So I was so thankful to that man. I was really crying."

Survey indicates early success for beer and wine store Northern News Services

Initial findings from a September survey of 787 Nunavummiut indicate that hard liquor consumption may be in decline due to the lower-volume alcohol options available through the Iqaluit beer and wine store, according to Health Minister George Hickes.

The survey suggests that respondents still drink the same quantity of alcohol as they did prior to the beer and wine store opening in September 2017, but 78 per cent fewer people reported drinking hard alcohol during that time.

Four per cent admitted to purchasing alcohol from a bootlegger since the store became accessible versus 19 per cent of respondents who said they turned to bootlegger prior to the store's existence.

"From the start, the store's objectives were clear: liberalize access to lower-alcohol content beverages at affordable prices to reduce the consumption of hard alcohol, encourage people to drink responsibly and target bootlegging," Hickes said on Nov. 7. "While we still have a lot of work to do, the survey indicates we are moving in the right direction to meet these goals."

Complications in enforcing Inuktitut as government's primary language Aggu MLA Paul Quassa pressed Premier Joe Savikataaq for an update on making Inuktitut the working language within the GN, which had been established as a goal for 2020.

The premier replied on Nov. 5 that the government has devoted funding for Inuktitut training for public servants who wish to improve their language skills. He said there were 159 GN ᔫ ᓴᕕᑲᑖᖅ employees who registered for Inuktitut training in 2017-18.

Quassa said there are teachers and nurses, among other professionals, who are not taking the training.

"If I wanted to work for their government within Quebec, I would have to speak French in order to get hired," said Quassa, adding that Inuktitut training should likewise be made mandatory for public servants in Nunavut.

Savikataaq said in light of the shortages of nurses and teachers, he won't give them an ultimatum to learn Inuktitut or be fired.

"We should focus on filling the positions first," the premier said, "and I am in full support of any government employees who wish to take the conversational Inuktitut language Joe Savikataaq training."

Premier orders review of GN harassment policies Shortly before more concerns were raised Nov. 2 about harassment within GN workplaces, Premier Joe Savikataaq said he has instructed department staff to review the GN's harassment policies to ensure they are adequate for women who have been victims of sexual harassment or inappropriate behaviour.

Speaking in the legislative assembly, Savikataaq said he has requested that a working group – comprising female deputy ministers, human resources experts and Inuit Qaujimajatuqangit coordinators, among others – identify "gaps and solutions" and confirm that there are enough supports and resources available to address workplace harassment.
