Progress made, but more access needed MLAs suggest increasing level of optical, dental care in communities to stem medical travel and escort costs

Nunavummiut can access a full range of optical and dental care wherever they live in Nunavut, but the ease of access remains a sticking point for some MLAs. Iqaluit-Niaqunnguu MLA and former Health minister Pat Angnakak says there have been community concerns over the timing of getting an appointment to see the dentist.

"The dentist is usually in town for five days or so and many residents don't get to see the dentist on a timely basis due to demand. I think that communities facing a long wait list should get their MLA or mayor to write to the minister to request for more dental days for their community," she said.

"It's the same for eye exams. There are wait lists and the service is limited in the community for such a service and so we see many Nunavummiut travelling to the regional centres to get such services. I think the concerns over this kind of travel mostly has to deal with the travel experience itself or the fact that parents have to leave their children and family members in order to get the service."

The wait list for pediatric dental services in hospital is also long.

"But to understand it, you have to know what that means," said Ron Kelly, the Government of Nunavut's director of oral health. "It's always about 600 kids. But the number of kids we can actually treat in the territory through our channels is probably half that. The others are all slated for service in the south and the way they're allocated is they're controlled by the southern facilities."

Aggu MLA Paul Quassa notes the high cost involved with sending children out of territory.

"I do know that Health sends children down to Churchill, Manitoba, for dental care, where parents or guardians are escorts and this cost is huge. These costs could be diverted to our community health facilities," he said.

Rankin Inlet North-Chesterfield Inlet MLA Cathy Towtongie's concern

stems from personal experience.

"I do know with dental care, non-insured benefits very often does not cover badlyneeded braces for children. Two of my grandsons have been refused a number of times," she said.

"My daughter takes very good care of their teeth, but the teeth are crowded. This is an issue. Too many children have their teeth taken out instead of getting braces."

What's on offer?

Regarding braces, Kelly notes the NonInsured Health Benefits Program is a federal program and the GN has no say in decisions.

But, he says, the desire for braces often has to do with aesthetics versus need.

"Specialty services, for the most part, have to be accessed outside the territory, although we do provide, here, some hospital treatment for children. We also provide some orthodontic care and oral surgery care," said Kelly, adding those are only provided in the three regional hubs.

Each community is set up with a GNowned dental clinic, which Kelly says have mostly all been significantly upgraded. Basic dental services – fillings, extractions, preventive services, root canals and dentures – are available in every community.

"It's all pretty new. That's been ongoing for two, three years. And we have a lot of new clinics, also," said Kelly.

The two dental contractors means there are 15 to 20 dentists making their rounds at any given time. One contractor services the Baffin and Kivalliq regions, while the second services the Kitikmeot. Visits to communities are regular, with separate teams designated for adults and children. The number of visits per year depends on the community.

"The minimum number of trips (per community) is four a year. Some communities only go two or three weeks at a time without service," said Kelly.

Kelly says some wait lists for dental care can be long, as for oral surgery. Patients are prioritized.

Dental clinics such as this one are located in each Nunavut community and over the last few years all the equipment has been upgraded. Dental teams, with a total of 15 to 20 dentists at any given time, rotate through communities for a minimum of four separate visits to each community.

"It's need and how long you've been on that list," said Kelly. "If you start as relatively low need and you keep getting bumped by people who are more urgent, you're going to become urgent. So we try to take both into account," Angnakak notes travel is often necessary for children.

"This is because these children have to be put to sleep in order to get the dental work needed done," said Angnakak. "I do know that the Department of Health has tried to address this problem by using their health representatives in each community, where children are provided with a toothbrush and shown how to brush their teeth."

She hopes this will help in the long run.

"If we can get more and better services in the community, it will help families stay home and not have to travel," she added. "It will be less expensive for the GN if they can find the expertise willing to spend the time in the community.

"It's not easy but I hope that the GN will be thinking about the next five years and how they can provide more services at home for Nunavummiut."

Aside from two private practices in Iqaluit and an office privately maintained in Rankin Inlet, dental care in Nunavut is delivered by two contractors chosen in a Government of Nunavut open-bidding process.

Optical care easier to access out of territory Similarly, eye care is provided by one contractor, but not by way of the GN. "Optometry services are not an insurable service, meaning they are not covered by the territorial health program. Some residents have private insurance which will cover a portion of needed optometry services. This is in line with most of the rest of Canada's provincial insurance programs," stated executive director of Iqaluit Health Services Dennis Stavrou by email.

"Non-Insured Health Benefits covers approved optometry services for eligible clients, including vision testing, screening for eye disease and corrective eyewear prescriptions."

That program is federally-run and Stanton is contracted by the feds.

Stavrou says anyone with emergency eye issues should present to the emergency room (at the Qikiqtani General Hospital) or local health centre for assessment.

"Routine eye care (i.e. eye exams) should be done when clients are travelling out of territory for other reasons. Those not travelling can add their names to the eye-team waitlist," he said.

Stavrou explains the team of certified ophthalmic medical technologists can provide full routine examinations, provide prescriptions for glasses, assess for all pathology, treat when possible and refer to an ophthalmologist when necessary. They also perform visual fields, diabetic screening and all other medical screening required by the ophthalmologist.

"Each community has at least two visits per year scheduled. Some communities have more depending on population. I can only speak to the specifics for Iqaluit. Iqaluit has six visits per year," Stavrou said.

He said there is a wait list, though he didn't specify the number of people waiting for eye care.

"Referrals deemed medically necessary are first priority. Otherwise clients are called on a first-come first-serve basis," said Stavrou.

Stymied by shortage of staff MLA concerned about health-care delivery as Nunavut continues to face capacity issues

There is no magic bullet to solve the problem of nursing shortages in communities across Nunavut, said Arviat North – Whale Cove MLA John Main last week in Arviat.

Main, speaking to Arviat nurses being terribly overworked due to a shortage of staff and a nasty flu bug making the rounds, said the staffing and capacity issues at the Arviat health centre are nothing new.

He said the shortage is concerning for local residents and in terms of how it can impact the workforce at the health centre.

"It's extremely concerning to see that these capacity issues keep coming up and it certainly doesn't help for health-centre staff to have to go and work in an environment like that every day," said Main.

Nunavut communities are not alone in their effort to recruit more nurses.

Communities across Canada have recruitment teams put together that focus on having incentive packages appealing enough to recruit and retain doctors and nurses.

Main said Nunavut has to realize it's not the only province or territory looking for medical professionals and it has to find ways to compete with the packages being offered by other locales.

He said Nunavut has to become number one in putting time and energy into its recruiting efforts.

"We have to hire people who want to be here and who are a good fit for the reality of life in Nunavut.

"Once people get on the ground here in our communities, we need to make sure we have

everything in place that's needed to retain them and that goes to making sure they're not overworked, making sure they're made to feel welcome and that their housing is adequate.

"There's been some talk of opening up job sharing for people who are semi-retired so, from my perspective, there is a lot that can be done in terms of further developing our workforce.

"Retention is a huge issue and the Department of Health can't solve it on its own. It has to be a larger, multi-pronged initiative that involves community members and different agencies such as those tasked with providing housing."

Main said the staffing issues are impacting health-care delivery on an ongoing basis.

He said people across Nunavut are feeling a huge amount of frustration over health care right now and that's particularly true in his constituencies of Arviat and Whale Cove.

"We don't want to see people suffering because we can't solve these staffing issues.

"We don't want to see elders and infants – the most vulnerable members of our society – going without proper health-care delivery.

"We need to really focus on moving the dial on this problem in a good direction and the vision I have, for the next few years going forward, is if we can make a dent in this and get things going in the right direction, then it will become easier to keep it that way.

"Right now we're in this downward cycle where nurses being overworked and not having great working conditions impacts our recruitment and retention, so it's a huge issue for Arviat, Whale Cove and communities across Nunavut."

Main said recruiting nurses and other med-

ical professionals from within has to be part of the solution to the problem.

He said Nunavut has to invest more into developing its workforce and that has to include opportunities for Inuit to receive the training in their own communities.

"I'm not sure if a nursing degree has ever been offered in a Nunavut community other than Iqaluit but, when it comes to teaching positions, for example, it's being done regularly now across Nunavut where degree programs are offered in the community, said Main.

"Nursing is a four-year program and if it's offered closer to home – especially for Inuit with families – that can make a big difference when you're trying to catch up on your workforce development.

"There's no magic bullet for this problem because it's such a multi-pronged and complex issue that we've been battling for such a long time."

Main points to a tuberculosis-screening initiative a few months back in Whale Cove as an example of an initiative where resources were committed to a project which will have a lasting positive impact on the health of the people living in that community.

He said that's the direction Nunavut has to come from in attacking the issue of nurse staffing in the territory.

"We need to look at it in terms of an investment – where can we invest in terms of making a difference and having a positive impact? Is it housing? Recruitment?

"The Department of Health has been doing some good work and is trying to move things forward, but we need a concentrated effort involving all our resources to make positive inroads with our efforts."

The battle for a dedicated in-territory, long-term care centre for elders has been waged for years.

The Nunavut Seniors Society is firmly behind the idea.

"We're still lagging way behind in terms of our longterm care infrastructure," asserted Lazarus Arreak, the society's president.

Nunavut has 44 long-term care beds spread among continuing care facilities and elders homes in Iqaluit, Arviat, Cambridge Bay, Iglulik and Gjoa Haven. All those beds are full, according to the Department of Health.

With no place to accommodate them in the territory, close to 30 other Nunavummiut elders have been moved to Embassy West Senior Living in Ottawa.

Premier Joe Savikataaq recently told Nunavut News that a long-term care facility is among his top priorities, but he acknowledged that federal funding is essential and that the project could still be years away.

Sandy Kownak, acting executive director for the Nunavut Seniors Society, said she'd like to see the GN institute compensation for family members who voluntarily look after their elders.

"People end up leaving their jobs to care for elders at home. This would supplement that gap," said Kownak. "If they (the GN) were to implement a caregiving program – the NWT is doing that as we speak. They're using that as capacity within the community. The caregivers are given compensation to assist their elders in the family or community."

Another concern for elders, some of whom are unilingual Inuktitut speakers, is the periodic unavailability of interpreters at medical facilities within the territory and in the south, according to Arreak and Kownak.

all Nunavut seniors is Home and Community Care, which is designed to provide assistance so elders can remain largely independent at home.

The services include house cleaning, assisting with meals and groceries, help with bathing and dressing, injections and bandage changing, relief for family members providing care and rehabilitation exercises.

A typical year will see about 1,000 Nunavummiut receive home care services, according to Stephen Jackson, territorial director of home, community and continuing care.

"Home care services are available in every community, as and when needed," Jackson stated. "If a particular community does not have an established program and services are required, arrangements are made to meet the home care needs of the individual."

Elders recreation Some communities have weekly recreational activities for elders – gatherings for tea, in particular – but other communities do not, Arreak said. In Iqaluit, for example, the aquatic centre has a small room dedicated for the use of elders "but it's not being used right now," he said.

Conversely, Cape Dorset is taking advantage of its new Kenojuak Cultural Centre to host elders gatherings at least once a month. Rankin Inlet and Baker Lake have terrific facilities and "encouraging programs" for elders, Arreak added.

Nurse and doctor shortage requires creative solutions Northern News Services

Nunavut is suffering as a result of a medical staffing shortage and it doesn't appear anyone has a solution.

Arviat North – Whale Cove MLA John Main discusses how the staffing shortage is affecting his constituency – and the rest of Nunavut – in this week's edition (the article first appeared in Kivalliq News) and notes there is no magic bullet that can stop the problem.

The Canadian Nurses Association notes that without policy interventions, Canada will be short 60,000 registered nurses in 2022. With an aging population nationally (Nunavut being the outlier here), our country (and many others around the world) will continue to need an increasing number of trained health professionals.

Nursing schools simply can't keep up with the demand. The Registered Nurses' Association of Ontario notes that universities can only graduate as many nurses as they get funding for and there is also a shortage of nurses with PhDs who are qualified to teach nursing students.

Nunavut Arctic College is training Nunavummiut to be nurses at the Iqaluit campus, but the program may never be able to fill all of the nursing positions in the territory. We will continue to rely on southern imports for a very long time.

Despite offering one of the best compensation packages in the country and despite the federal government offering loan forgiveness to nurses and doctors who work in remote communities, many health professionals don't even have Nunavut on their radar.

Many of those who come to Nunavut are committed to providing quality health care to Nunavummiut. They love their work and love the territory. In return, we overwork them (the Department of Health spent $13 million on overtime in 2016-17) and we provide them with insufficient supports to make their time here a positive experience.

The overwhelming workload has resulted in mistakes in diagnosis and care. Last winter, Iglulik's mayor raised his community's concerns about the workload after a child died during a flu outbreak.

Greed and racism – sadly evident in some southern imports – has also resulted in injury and in some instances death due to carelessness.

where one Iqaluit resident reported overhearing three young health care professionals – believed to be on locum assignments – leaving the capital and openly joking about the health of Nunavummiut.

The city should put antibiotics in the water, the woman overheard, because "everyone has chlamydia," and that one of the trio's three-week illness could be attributed to "TB hahaha."

The post drew the attention of Iqaluit MLA Adam Arreak Lightstone and the woman reported the incident to the Government of Nunavut, which promised it was taking action.

It's obvious Nunavut needs more people who want to be here and want to stay long-term.

First, that means Inuit, who need to be encouraged to pursue this career.

But our second thought leans toward the immigrants who are already building strong community connections here. Other jurisdictions are looking to the Philippines, which is the largest exporter of health care professionals. Considering Nunavut's strong Filipino community, it makes sense the territory would invest in recruiting more Filipinos.

This problem needs creative and aggressive solutions. No more Nunavummiut should die just because our health care workers don't have the backup they deserve.

When we talk about health, we automatically think of our physical state and that is true, but let's not forget about our three other domains that make up our structure. These are the emotional, mental and spiritual.

I believe we all understand that everything about us is connected somehow. If we are scared, something snaps in our mind. If we are worried, we are shaky and unsteady. If we are anxious, we have headaches. You see where I'm going.

Our health is affected by how we feel and think. Our mind is a very powerful tool that will often make us do or say things, whether positive or negative. A long-term health defect is directly connected to how we act or react to a situation or circumstance. Someone says something to us or about us and a trigger goes off and our body is thrown into a whirlwind of emotional or psychological turmoil that contributes to a health break-down.

We have heard many times it is a good thing

to talk to somebody you trust about what is happening with you. We are very social beings and this really helps you in finding ways to cope with your situation. We all have the skills to do this and many times we just to be reminded of which way to go.

With people who work as care-givers, they often talk about undergoing debriefing so that they do not go through vicarious trauma, which simply means they are not affected by what they hear from the client or they are not directly impacted by what they hear from the client.

This is referred to as a projection by the client or acquaintance. So, too, with you talking to a trusted friend.

If we keep things inside for any length of time, our body sends a signal to our brain through anger, doubt, insecurity, anxiousness and so on. If we are alert and attend to the signal, we can do something about the matter quickly. There is nothing wrong with talking, asking questions and simply expressing how we feel and think. We just have to remember to be

honest and to accept what is given to us by way of suggestions and comfort.

Some of the more serious health matters may be generational; that is trauma and multipletrauma through residential schools and repeated abuse. This may touch a nerve, but we need to talk about it, then let it go.

There are very caring and well-trained people out there to guide the talks and help develop your path to healing. All you need to do is make up your mind and be consistent in your desire for healing of the mind, body and soul.

After-school program aims to make youth healthier Leading the Way rolls out in several Nunavut communities

Recreation equipment is scarce in many Nunavut communities, but that's not stopping the Recreation and Parks Association of Nunavut (RPAN) from promoting healthy living and physical activity for youth.

The newly-introduced Leading the Way program uses variations of popular sports and games such as hockey, volleyball, soccer and dodgeball to overcome the absence of full equipment, like nets and to make the games more enticing for youth ages five to 12.

An example would be "underwater volleyball," where the ball is hit gently and kept on the floor.

"It just basically says OK, just because you have no equipment or anything doesn't mean you can't do a program and we're going to teach you how to do it," said Savannah Angnaluak, Kugluktuk's youth co-ordinator.

Besides Kugluktuk, Leading the Way has been adopted in Iglulik, Pond Inlet, Arctic Bay, Sanikiluaq and Coral Harbour.

A few representatives from each community were trained in January, which will lead to part-time jobs with the program.

"It's how to keep kids using their mind and their imagination to keep them active," Angnaluak said. "They taught us 19 games while we were in Iqaluit (for training) with little to no equipment. They just did a phenomenal job."

Cambridge Bay has also expressed interest

but inclement weather forced the postponement of training there, said Dawn Currie, RPAN's executive director.

RPAN has outfitted each participating community with some basic equipment: floor hockey sticks, balls, bean bags, Frisbees and pylons.

Computers were also shipped to each location, along with a software for a dancing game where players imitate the moves they see projected onto a wall or big screen.

By using the computer, elders' physical activities and walking programs could also be thrown into the mix, Currie suggested.

"There's all kinds of things online that you can download onto a (memory) stick and show that way," she said.

With three years of financial support secured through Nunavut Tunngavik Incorporated's Makigiaqta Inuit Training Fund, there will also be a cultural component through activities like Arctic sports and sewing, Currie added.

Leading the Way is an offshoot of RPAN's summer programming that has been in place for several years.

"We thought, how can we make this more year-round?" said Currie.

Kids in Kugluktuk will be taken out sledding, but when they move indoors for activities, there's plenty of space, Angnaluak said.

"We're fortunate that (the youth centre) used to be a curling rink, so it's very large," she said.

"It keeps people on their toes and active."

Resolute Bay has seen its share of hardship and tragedy.

To help the community of close to 200 residents along the road to wellness, motivational speakers were brought in Jan. 22 to 27.

There was a singing and songwriting session to create a tune about Resolute Bay, led by vocal artist and musician Jeffery Straker. There were healing-through-art sessions with artist Danielle Vachon. There was also cooking, a fashion show and self-esteem building exercises.

"After they were done, a lot of people almost had tears. So they'd done a really good job,"

Mayor Tabitha Mullin said of the guests.

Vachon can attest to the level of emotion.

"They were crying and thanking us and so excited about it," she said. "Resolute was kind of like being home.

They were all so fun and welcoming, just warm-hearted and excited."

While a lot of fast friendships were made, there were also reflections on hurtful moments in residents' lives.

"There's a lot of really hard topics and subjects. We brought a lot of light to that," Vachon said.

She has visited a number of Nunavut communities and has more on her agenda with Influencers Motivating Influencers,

a group that aspires to educate people about mental illness, deter bullying, build leadership skills and help others set goals. She has also done work in Nunavut through Paint it Forward.

Vachon said a return to Resolute was discussed and she's planning an artist-inresidency program as well as demonstrating airbrushing techniques, which could lead to a mural in the school gymnasium.

At one point, close to 120 people – more than half the community – gathered in the gym.

"It was massive, which was great," Vachon said, adding that she has taken some local artwork to her home in the Edmonton area to sell. The proceeds will go back to the community for wellness initiatives, she said.

One "really cool" adventure Vachon experienced in Resolute was a dog sled trip with Devon Manik. She praised Manik's entrepreneurial spirit and for keeping the tradition of dogsledding alive. She didn't see any polar bears during the trek, although the animals are known to wander in and around Resolute frequently.

"They were there, though.

(Residents) said, 'Oh, there's a bear,' but I missed it every time.

I don't know how close I want to get to this bear," Vachon laughed.

A women's night and a men's night were held but many of the Wellness Week activities – sponsored by GN's Wellness division, the Hamlet of Resolute Bay, the Co-op, Bell Let's Talk and First Air – were geared toward children.

"It did a lot for them," Mullin said. "It was very busy for a while."

Although that pace of activities won't be sustained, the hamlet recently hired Mark Amarualik as recreation co-ordinator, the mayor noted, a position that was vacant for quite a while. After-school activities are now in place too.

"So the kids are getting used to the routine now and doing stuff. We're trying to keep them busy," Mullin said.

Further Aulajaaqtut materials to be developed with new lead writer

As a high school student, Kanayuk learns about leading a healthy life through the Aulajaaqtut curriculum, which seeks to help youth develop into adults grounded in their culture and confident in today's world.

In Nunavut's schools, students engage in matters of health holistically.

One way is through the made-in-Nunavut curriculum called Aulajaaqtut – a formation of flying geese – which has received national attention. A decade in development, the program launched in 2010.

Director of curriculum development Leigh Anne Willard says Aulajaaqtut is both a curriculum of its own and a curriculum strand throughout the grades.

"Aulajaaqtut in Grade 10, 11 and 12 is an actual subject. It covers the key ideas of health, emotional and physical wellness. It also covers leadership, citizen-

ship, planning for the future in the way of careers and other kinds of planning and goal setting," said Willard.

Elders were on the writing team and the intent was to ground young Inuit in their culture while teaching them how to thrive in today's world.

That program also has detailed lessons that help a student learn about suicide prevention, self-esteem building and sexual health awareness.

Aulajaaqtut 10 and 11 are required to graduate and Aulajaaqtut 12, though an elective, qualifies for university entrance at 26 institutions.

"The curriculum strand Aulajaaqtut (includes) kindergarten to Grade 12 and covers the subjects of health, phys-ed, emotional and social wellbeing," said Willard.

Aulajaaqtut can help students through hard times The curriculum division currently has 11 staff, but that's set to jump to 22. Of those, only Willard and one other are not bilingual.

Michelle Curley is a bilingual teacher who graduated from the Nunavut Teacher Education Program in 2006 and just joined the curriculum division a month ago as lead to develop more Aulajaaqtut curriculum for younger grades.

Curley says the overall objective of health programming in the schools is to "recognize their personal goal setting."

"It important to help an individual make changes in lifestyle habits, like for personal goals to influence physical activity, diet intake and maintaining a healthy lifestyle," she said.

And as Curley explains, that elders were involved in the development of the material is reflected throughout.

"For example, respect comes very strongly in our culture and some of the students today that are Inuit or bilingual don't recognize how very, very important it was with our ancestors. The Aulajaaqtut modules have elders interviews where they actually share their stories and experiences of what they were taught and how they were taught with respect," said Curley, adding the modules provide key knowledge to build identity and helps build students' confidence.

"There have been times I've been travelling to different communities Michelle (Curley) has taught in, where I have students maybe waiting on me at the store or restaurant. I ask them if they're still in high school and they say, 'yes,' I ask them what their favourite subject is.

"In the communities where Michelle was, often I was told it was Aulajaaqtut," said Willard.

She then asks them why.

"They were very frank to tell me about the fact that Aulajaaqtut helped them with a really difficult time in their life, helped them to know who could give them some help and helped them to talk about things they wouldn't normally have talked about. They were really open about that," said Willard.

Big topics age-appropriate But Curley isn't only a teacher. She's also a mother and she's seen the positive effects of Aulajaaqtut on her son.

"He's taking Aulajaaqtut 11 right now and the course has a practicum project that a student needs to complete to learn how to be independent with employment. My son is a very quiet, shy child. A teacher guided him and he did his practicum at a store. That helped him to open up, to communicate

with other people in public and gave him more confidence," said Curley.

"And recognizing his own confidence, to say, 'I can do it. I can go out and get a job.' Literally, before he did this program, I could say, as a mother, I had no hope he was going to pursue any job because of how quiet he was. As a mother, I was so proud of what he had done with a program in the school."

Curley fully realized how successful Aulajaaqtut can be.

Willard also recognizes that some parent may feel the program is not academic, so not as important as the academic courses.

"But the truth is, if kids aren't healthy socially, emotionally, physically … If they're not taught the skills to help them establish a healthy lifestyle or to deal with difficult situations in life or to plan for the future, then all the academics in the world are not going to help that child," she said.

Language and culture are also instrumental in developing healthy students.

"Whether we borrow some or adapt (curriculum) from other places or whether we're developing it from scratch ourselves … We have an IQ curriculum foundation that was done very much on purpose by the folks that were originally in this division in 2000, along with the elders, in order to support a solid foundation no matter what the subject,

Willard adds that health and wellness – physical, emotional, social or mental – is important right from birth to death.

"So those big topics are taught so that they're ageappropriate. Let's say in Grade 6, healthy bodies also involves getting to know more about puberty. That obviously is quite different by the time they're in Grade 12," she said.

Physical wellbeing is taught in physical education across kindergarten to Grade 12.

The following theme units are also taught: selfawareness, relationships, body systems, disease prevention, food identification/ nutrition, personal and environmental safety, accident prevention, first aid, dental hygiene, families, human development – puberty at Grade 5 and 6, abuse prevention, drugs, environmental health,

growth patterns, decision making, teen decisions, lifestyles and healthy sexuality.

Curley says she's very ready to dig into developing new curriculum.

The nation's three Northern capitals, as well as other Canadian cities, raised flags to promote mental health January 30, a day Bell Canada designated as the Bell Let's Talk Day. "Bell Let's Talk Day is an event that brings Canadians together from coast to coast to coast to promote positive mental health," said Northwestel's manager of government relations and community engagement Gabrielle Morrill in Iqaluit, prior to the flagraising ceremony in Nunavut's capital.

Northwestel is a subsidiary of Bell.

"We believe that together we can take great strides to improving access to care, supporting world-class research, being a leading example in our workplaces and ending the stigma of mental illness," said Morrill, adding Bell changed the mental health funding landscape in Canada.

Morrill also said Northwestel is eager to work in Northern communities and within the company to promote and foster an environment where people can speak openly about mental health.

On social media people reported receiving countless messages to use the hashtag #BellLetsTalk on Twitter, Facebook, Instagram or Snapchat. Doing so would mean the company would donate five cents toward mental health. Send a text message on Bell's network, five cents. Watch its videos, five cents. And on this day, a mobile or long distance call on Bell's network would also yield five cents.

All these five cents, according to the website, have accumulated to $93,423,628.80 donated since the beginning of the initiative and the company hoped to raise enough to say this year it had reached $100 million.

But there's backlash. Many on social media spoke out in frustration, saying Bell's workers have stepped forward to talk about a lack of compassion toward their own mental health struggles and that this speaks volumes about a profitdriven company's intentions.

Many suggested other ways to support those who struggle with mental health, such as directly supporting others by being present for them.

But raising the flag in Iqaluit sends a message, said Mayor Madeleine Redfern.

The City of Iqaluit also raised a transgender flag two days prior.

"The raising of flags … shows support for a particular cause, like today's regarding the Let's Talk initiative.

The goal is to raise awareness around mental health, attempts to reduce the stigma

around it and provide information to those who may be struggling with mental health issues so that they're aware of the resources that are available to them and to let people who are dealing with mental health struggles realize that they are not alone," said Redfern.

She noted one in five people are likely to suffer from mental health issues in their lifetime.

Such public events help provide support for friends, family and colleagues who may be dealing with such struggles. Similarly, the transgender flag-raising was to signal support to the community.

"We support you," said Redfern. "We acknowledge your desire to be recognized and to be respected."

Iqaluit is a diverse community, said the mayor and it's important to recognize every member of the community has valuable contributions to make.

"We're not all one and the same. We may have different strengths and different challenges but, nonetheless, as a community coming together to acknowledge and celebrate diversity is beneficial," she said.

Support more than symbolic Kieran Drachenberg is a Bell Let's Talk spokesperson who, along with fellow spokesperson Melynda Ehaloak, raised the flag January 30. Drachenberg is a transgender man who was instrumental, along with his mother Catherine Lightfoot, in ensuring Bill 31 – which protects gender identity in Nunavut's Human Rights Act – passed in Nunavut's Legislative Assembly. He was also present at the transgender flag-raising.

"I feel like the importance of something symbolic like this really is emphasizing the fact that we are in full support.

With the transgender flag, it shows we are in support of creating a safe environment for transgender people and for LGBTQ people," said Drachenberg.

"And in the case of mental health it really shows a dedication to ending the stigma.

It really is showing dedication and passion and support. It's important to show that commitment."

As a spokesperson for Bell Let's Talk, Drachenberg says the goal is to create a positive arena for mental health discussion and to increase awareness that more needs to be done.

"We want people to know there is hope," he said.

Financially, these messages have also been communicated via some Bell Let's Talk funding to Nunavut.

In 2017, Bell Let's Talk and Northwestel donated $250,000 to Inuusirmi Katujjiqaatigiit Embrace Life Council to deliver a new mental health program to be delivered by Nunavut called safeTALK, a half-day program for young Nunavummiut over the age of 15 to become suicide-alert peer helpers with connections to intervention resources.

the RCMP representative on the Inuusirmi Katujjiqaatigiit Embrace Life Council board.

He spoke prior to the flagraising.

"For generations, Inuit have cared for each other by sharing food, tools, resources.

In time of trouble or great challenges we have always supported one another. Inuit Qaujimajatuqangit is our core and teaches us to care for others, provide for each other, be respectful and work together," he said.

"We are strong and resilient, but that does not mean we don't ask for help when

coping with difficulties. Let's talk with each other about our feelings. Sometimes, just talking with someone can improve our mental health.

Let's listen to one another, really listen. Take time to be someone's listener when they are struggling."

Aglukark said it's important to inform ourselves.

"The more we know, the stronger we are. Kindness doesn't cost anything. Be kind."

In 2014, $1 million was destined to be shared among the three Northern territories for community health resour-

ces, according to the company's website.

In 2012, some funding landed in Arviat.

"The Hamlet of Arviat with the funding support from Bell Let's Talk was able to train youth workers at the youth drop-in centre in peer support skills, healthy relationships, coping skills and bullying," stated Michelle Malla, director of community development with the hamlet in a testimonial on the Bell site.

In 2011, funding was provided to train front-line workers in Nunavut.

Iqaluit's new habit – flag raising

Iqaluit The capital saw a small flurry of flag-raising events at the end of January – two in one week.

The first took place Jan. 28, with the raising of the transgender flag.

Coun. Jason Rochon led the event, accompanied by transgender activist Kieran Drachenberg, Iqaluit Mayor Madeleine Redfern and Health Minister George Hickes, as well as a crowd of Iqalungmiut.

Redfern says raising a flag shows support for community members of diverse groups and celebrates the city's diversity.

Flag-raising may become more prominent in the future.

"City council has directed the city administration to develop a flag-raising policy that should actually come to council at the next meeting, so that there's a clear process in which individuals and organizations who wish to have their flag raised at city hall know how to bring that request forward," said Redfern.

"Iqaluit is a diverse community."

Tracking hunters for safety

Gjoa Haven Brent Puqiqnak is entering the final several months of his twoyear term position as a youth research apprentice with Ottawabased Carleton University.

Visitors to the Gjoa Haven Hunters and Trappers Association are likely to see Puqiqnak, a Qiqirtaq Ilihakvik graduate, on weekday afternoons. He issues inReach devices – which use satellites for GPS and can send SOS signals if hunters or fishers encounter trouble on the land – and he monitors the related data.

"I can communicate with them and I can see where they are on the website," said Puqiqnak, adding that the communication between him and the harvesters is done by texting.

There are nine inReach devices available for loan at no cost to hunters or fishers. When they return the units, all the harvesters are asked to do is complete a survey, Puqiqnak said.

With all the data points and figures that Puqiqnak is responsible to enter into a computer, he said he has decided that he's going to pursue accounting as a career.

New parka exhibit on the way

Ikaluktutiak/Cambridge Bay A new exhibit at the May Hakongak Community Library and Cultural Centre will examine the evolution of the Inuinnait parka.

The unveiling of the exhibit, which will comprise six pieces, is expected to occur in the next couple of weeks, said Pam Gross, executive director of the Kitikmeot Heritage Society (KHS).

Inuit of the Coronation Gulf – were made of caribou skin and sinew, as opposed to modern fabrics, some of the sewing practices have been retained, Gross noted.

None of the new exhibit pieces is historical, but elders were consulted and old photographs were scrutinized to recreate a traditional drum dance parka.

"We want to ensure that knowledge is being passed down," she said.

The KHS is also in the midst of shipping out 10 items that have been on loan from other museums.

Those items have been exposed to a great deal of light and now need to go into a proper storage facility for preservation, said Gross.

She added that new archival pieces will replace those, including crimped kamiik – drum dance boots with a slipper that goes

over the sock. There are plans for a future crimped kamiikmaking workshop and that will entail bringing in guests from Ulukhaktok who are more familiar with that footwear, according to Gross.

Black and red paint covered the faces of Nunavut Sivuniksavut college students following Greenlandic mask workshops held with instructor Vivi Sorensen on Jan. 18 and 25.

"Students learned about this unique art form and

enjoyed pushing their boundaries," college staff stated of the experience.

Good news for Cambridge Bay's athletes Arena opens at long last, plus wellness centre promotes alternative to smoking Northern News Services

Hello from the cold, cold community of Cambridge Bay. We've been experiencing lots of cold weather and we hope everyone is keeping safe and warm during these winter months.

The sun has been out shining longer each day. It looks beautiful, but it's still cold.

The community of Cambridge Bay is busy preparing for the 2019 Kitikmeot Trade Show where we have lots of visitors, businesses, agencies, entertainers, good food, dance and lots of souvenirs for everyone to take home.

Please check out the schedule, which should be available soon.

All the ladies are busy preparing and sewing their handicrafts and carvers are busy carving their masterpieces and little souvenirs. We hope everyone will be dressed warm and be safe and have fun.

Every year, the kids enjoy going to the trade show because they can collect souvenirs and swag. It's like Christmas for them.

We have some great news about our arena.

It's in the final stages for inspection and to finally open soon. Our youth will soon be able to go skating and our hockey players, young and older, can begin to play hockey for a couple of months.

It is extremely important that buildings are inspected and kept safe for everyone's health.

Cambridge Bay was able to get our arena back in a safe and healthy condition.

We also have some upcoming basketball tournaments where some of our youth will be attending a tournament in Yellowknife in February. Good luck to them!

Cambridge Bay basketball players are very well known for their achievements. We also have soccer players who are so busy and energetic.

Once again thanks to the coaches who are so committed to keeping our youth active.

We are very proud of our very own coffee company, which launched a few days ago, Kaappittiaq. Congratulations to the Kitikmeot Heritage Society and the board of directors for keeping up the dream of having a coffee company out of Cambridge Bay. Already sold out and awaiting new stock to come in.

A nice way to start the new year. Women in Cambridge Bay participated in amauti making classes to find a way to reduce smoking. Through a funded program, the Department of Healthy Living (Wellness Centre) supplied material and sewing supplies along with sewing machines for women to learn how to make baby-packing parkas – western Kitikmeot style amautiit. Sewing is a good way to occupy your cravings to avoid smoking or just to cut down the number of cigarettes smoked. Way to go ladies!

"Of course, that's big news for us," said Jim MacEachern, Cambridge Bay's assistant senior administrative officer, adding that the monetary rewards would be "fantastic" to take the projects to the next level.

Uqarluta Inuinnaqtun – Let's Speak Inuinnaqtun – spawned by the Kitikmeot Heritage Society, is one of three finalists for the $1-million grand prize. The aim of the project is to build partnerships among communities to spur increased use of the Inuit Inuinaqtun language among youth and to enhance their

ᓄkᓴNKusi

understanding of the local culture. It's estimated there are fewer than 600 fluent Inuinnaqtun speakers remaining.

Vying for up to $100,000 in the youth category is From Scrap to Art, a welding project that guided at-risk youth, teaching them welding skills and boosting their self-esteem, as they created two iconic statues from discarded metal: one of a colourful muskox, the other of a fierce wolf.

Andrew Kitigon is the team leader on that initiative. Canadian philanthropists launched the Arctic Inspiration Prize in 2012. The Rideau Hall Foundation now manages the funds, which recognize Arctic knowledge and innovation.

Kivalliq A number of school days were lost across the Kivalliq with the arrival of a week-long freezing-cold spell that had windchills often falling below -60C and nearly hitting -70C on a couple of occasions at the end of January in the Kivalliq.

Government and municipal offices also shutdown for a couple of days in many communities due to the extreme freezing temperatures.

The deep freeze hit the region just a day after a three-day blizzard pounded most of the Kivalliq.

There's nothing like home mat advantage, if you will, when it comes to wrestling and Pangnirtung's finest showed that late last month.

The Nunavut Wrestling Championships were held in the community on Jan. 27 and it was Pangnirtung that ended up winning the overall title. Cambridge Bay came in second while Iglulik was third. Points were given for each result obtained by a wrestler, which were then tabulated for a team's total.

Chris Crooks, Nunavut Wrestling's president and head coach, said having the event in Pangnirtung was a good way to help continue the growth of the sport in the territory.

"Wrestling is growing and it was great to be able to give their wrestlers a showcase," he said. "It's also good to have it there, because a lot of territorial events are hosted in Iqaluit and Rankin Inlet and places like Pangnirtung don't get a lot of chances to host a territorial."

Speedskater preps for Games

Calgary One of Nunavut's Canada Winter Games speedskaters was on the road late last month to get in some extra practice before the big show in Red Deer, Alta., later this month.

Aleksander Hejnowicz of Iqaluit was in Calgary to compete in the Winterfest meet, part of the Western Elite Circuit,

With the team picked, Crooks' plan is to have another camp in either May or June, all dependent on funds.

"I'm looking at the big camp in Jasper (Alta.) in July and possibly a pre-meet camp in the territory just before the Games so we can go down as a team," he said.

Tournament hockey continues

Kangiqliniq/Rankin Inlet The latest hockey tournament in Rankin Inlet is all over for another year.

The Kivalliq Cup oldtimers tournament saw five teams from Rankin Inlet, Baker Lake, Coral Harbour and Arviat hit the ice to claim the big prize. The round-robin started on Feb. 1 and continued through to the following day. All five teams made the playoffs with the first place team getting a bye into the semifinals.

Murder charge laid in Cambridge Bay Northern News Services

Ikaluktutiak/Cambridge Bay A Cambridge Bay man has been charged with murder and remains in police custody following an RCMP investigation into the death of a 46-year-old man who was found unresponsive in a local residence.

Raymond Komak, 44, faces a single count of murder, according to the RCMP, which released the news Wednesday. Komak is scheduled to appear in the Nunavut Court of Justice in Iqaluit in early February.

The police investigation, which is ongoing, involves the Nunavut and NWT major crime units as well as the Chief Coroner's Office.

Kugluktuk resident accused of murder

Kugluktuk Following a lengthy investigation, Nunavut RCMP's Major Crime Unit laid a charge of murder against a Kugluktuk resident in relation

to the April 2017 death of a 46-year-old woman from the community.

A publication ban prohibits media from naming the accused, who is due to appear in the Nunavut Court of Justice in Iqaluit on Feb. 5.

In a separate incident, the RCMP and the Chief Coroner's Office are looking into the sudden death of a 31-year-old woman who was found unresponsive in a Kugluktuk residence on Jan. 29. An autopsy has been ordered.

Kugaaruk to hold public meeting on liquor plebiscite ahead of vote

Kugaaruk With a liquor plebiscite scheduled for Feb. 25 in Kugaaruk, the community will first hold a public meeting on Feb. 13 at the community hall to discuss the implications.

Alcohol is currently prohibited in Kugaar-

uk. Residents will vote to retain the status quo, or to move to a restricted level of liquor, which would still outlaw "spirits," or hard liquor, but allow residents to purchase up to four litres of wine and nine litres of beer every seven days.

Sanikiluaq residents have a Feb. 4 date set for a similar plebiscite that will determine whether the remote Belcher Islands community will remain on prohibited status or switch to restricted limits of liquor.

Celebrate Inuktitut with QIA

Qikiqtaaluk February is Inuktitut Language Month and the Qikiqtani Inuit Association wants people all over the region to celebrate.

"Language is vital to preserving our culture," stated QIA president P.J. Akeeagok.

"Strengthening Inuktitut empowers our communities and reinforces our identity as Inuit."

A song for Resolute Three-day songwriting workshop helps youth express themselves

Eleven students at Qarmartalik School in Resolute Bay had the opportunity in January to make music with Toronto- and Regina-based folk and roots singer-songwriter Jeffery Straker.

The three-day songwriting workshop came thanks to Co-op manager Gloria Burbidge, who approached the musician. Straker, who says he spends time in one or two schools each year, welcomed the opportunity – which First Air and Arctic Co-operatives Ltd. made possible.

"My hope in doing this is that I get to introduce an art form to young creative minds that they've likely not tried out before. At the same time

I'm sharing a new way for them to express what it is that they want to express," said Straker.

"Our goal was to write a song about Resolute Bay. There aren't many of those tunes out there. I took the students through a process I've developed and over two days they came up with a really great song called Our Hearts Will Stay. It paints a vivid picture of the people, place and landscape."

Straker said the students' performance at a community feast brought tears to everyone's eyes.

"It was really moving. It was particularly great to see the elders positive reactions."

The musician was particularly impressed by the students' dedication.

"I knew something special was going on when they kept wanting to make it better; really wanting it to be as good as it could be. They were really owning the creative process," he said.

"For me some of the best parts of doing this were the conversations we had amongst our group about some of the lines. For example there is one line, 'We love this place ... There's no way you can take it from me.' This led to a great conversation about how Resolute came to be and what the future looks like. It was really incredible to hear them discuss this. I loved my time working with them and will never forget it."

Students at Qarmartalik School in Resolute Bay wrote a song all about their home with the help of singer-songwriter Jeffery Straker, seen here at the piano.

The students are,– in no particular order, Aasta Idlout, Suupi Idlout, Sky Kalluk, Isaiah Brown, Jushua Atagootak, Jerome Idlout, Rhoda Idlout, Tatiana Mcdonald, Jenny Salluviniq and Enookie Idlout. Missing from the photo is Angel Koonoo. The students performed their song at a community feast.
