Are pot street sales declining?

Iqaluit's deputy mayor is skeptical that federally-regulated marijuana is making much of a dent in the black market.

"Since the legalization of cannabis, I don't think there's been a significant decrease in the young men standing out

RCMP Staff Sgt. Garfield Elliott, who appeared as a delegate during the meeting, declined to address the issue publicly. Elliott said he was

"There is work being done, but for those reasons I'm not able to speak publicly about what is being done," Elliott said.

Coun. Jason Rochon invited Elliott back for an incamera meeting in the future.

Elliott accepted.

Nunavut RCMP laid only five cannabis-related charges between Oct. 17, when marijuana was legalized, through Jan. 17. That's compared to 12 cannabis-related charges during the same timeframe a year earlier, before legalization. The single biggest difference revolved around possession of 30 grams or less of marijuana, which dropped from six charges prior to legalization to zero afterwards. Charges for trafficking of various volumes differed little.

"Unfortunately for us there is not a large enough data set to make proper comparisons at this point and there is not enough data yet for us to make a statement on the impacts," stated RCMP Const. Danielle Pollock.

Stevenson later told Nunavut News that he thinks the local marijuana market is still thriving due to convenience.

"I would assume it's the access to a credit card and (having) immediate access (from a local dealer) versus waiting a week while you order it online from Ontario," Stevenson said. "If there was a store (in Iqaluit), it might curb the illegal market."

The Government of Nunavut hasn't yet consulted with Iqaluit city council about establishing a cannabis store, Stevenson added.

That's because a timeline for licensing retail stores in the territory hasn't yet been determined, according to Dan Young, the GN's director of Nunavut Liquor and Cannabis.

"However it's expected that the framework for the licensing regime will be established in the near future," stated Young.

In Cape Dorset, Mayor Timoon Toonoo said he hasn't discerned any changes since recreational cannabis was legalized.

"I was just talking to my SAO (senior administrative officer) about this. We both agree that it's the same as it had been," Toonoo said.

In Rankin Inlet, "absolutely nothing" has changed, said Mayor Robert Janes.

"Actually, I was a little bit surprised because I was expecting it to have more (of an effect), but nope, not a thing."

Iglulik residents have been very conscientious about not smoking close to public buildings, Mayor Celestino Uyarak said.

"Nothing has really changed," said Uyarak. "The greatest concerns were that high school students would be smoking when they go out at recess or that (it would be smoky) going in and out of the stores, but we have not (had) any complaints to our office."

Gross said Cambridge Bay will adapt the cannabis-use bylaw that the city of Iqaluit has enacted, which outlines where smoking marijuana is authorized, akin to smoking cigarettes and vaping.

Toonoo and Uyarak also said they and their respective councils are also planning to draft cannabis-use bylaws for their communities to define areas where smoking it is permitted.

Iglulik mayor backs elder who shot polar bear, cub 'I would have defended this elder or any person that was on the defence kill'

An Iglulik elder who shot a mother polar bear and her cub within municipal boundaries did the right thing, says Iglulik Mayor Celestino Uyarak.

The two bears were killed over the Christmas holidays and the elder subsequently received several phone calls from outside the community criticizing his actions, according to the mayor.

"Any polar bears, cubs or not, that is threatening local people, hunting ground or shack, the polar bear would have to be put down," Uyarak said, adding that the intruders

had wandered into a resident's porch prior to being shot. "I would have defended this elder or any person that was on the defence kill."

Polar bears also pose challenges by digging up and consuming hunters' walrus caches buried outside the community, the mayor noted.

A Naujaat man and an Arviat man were killed in separate encounters with polar bears last year.

The Department of Environment conducted its own investigation of the Iglulik incident and a conservation officer said it was an acceptable defence kill, the mayor stated.

However, a spokesperson from the Department of Environment told Nunavut News that the investigation is still ongoing, therefore no details would be released until a conclusion has been reached.

Even though there's a conservation officer in Iglulik, Uyarak said it's not always advisable to wait for the officer to show up if bears pose an immediate threat to human life. Conversely, it's essential for residents to exercise utmost caution when firing rifles in the community, the mayor said. In the December incident, the bears were killed near some teachers' residences, on the edge of town.

The elder couldn't be reached for comment. However, he recently went on community radio to explain the circumstances so local residents could better understand his predicament, according to Uyarak.

"I spoke with this elder and he says things have calmed down, things are better," he said.

Although the conservation officer seized the predators' hides, the polar bear meat was distributed within the community.

"The elders were very grateful, not only the elders, but everyone was very grateful because of this meat."

As we walk on life's path, we go through many experiences – whether positive or negative, good or bad. Every one of us lives this.

I believe this is where we put the pieces of the puzzle in order.

The biggest influence on your interpretation of events actually starts at home. Most of us come from a moderate-sized home and the interactions of these closest members will somehow shape what's ahead.

When you are allowed to voice your thoughts and opinions freely, you get the sense of being considered and included in the large group engagements and this carries on into your private and public life in confidence and awareness.

Your opinions may not necessarily be accepted as expressed, but you did your part in giving consideration to a situation or circumstance.

Having this voice will enable you to begin speaking for those who are not listened to or heard. You can be their voice in times of distress or seeking answers.

There are times of confusion when information is not clear and when answers are hard to come by confusion turns to anger, negative reaction or withdrawal.

Having discipline instilled in a child is a good example of this.

You say no to a child for his or her safety.

You say no to a child when you know that they cannot carry out the responsible use

A Makerspace pilot project in Iqaluit is the physical manifestation of a proposal

up for $10 million in a Smart Cities funding competition, which could lead to variations of the Makerspace in communities across Nunavut.

"One of the things with

Smart Cities is they gave us $250,000 to develop the final proposal to potentially win the $10 million," said Pinnguaq founder Ryan Oliver. "Part of that money has been used

to open the Makerspace in Iqaluit and a big part of it is to go into as many communities as we can fit and do some consultations."

The pilot and the larger

proposal, led by the Pinnguaq Association, have the goal of providing central hubs for creativity, innovation and knowledge-sharing in the territory. In other words, Pinnguaq seeks to create physical locations for play and learning – whether that be in a dedicated building, in a library, or at a school, depending on the needs and desires of each Nunavut community.

The Pinnguaq Association is a non-profit launched in Pangnirtung.

The project, Community, Connectivity and Digital Access for Suicide Prevention in Nunavut, will be heading into a final pitch in the spring of 2019. Pinnguaq, the Embrace Life Council and the Qaujigiartiit Health Research Centre, as well as the Nunavut Association of Municipalities (NAM) are partners.

After an initial presentation at the NAM annual general meeting in Cambridge Bay in the fall, a consultation team will now visit Pond Inlet, Pangnirtung, Qikiqtarjuaq and Cape Dorset next week. The following week the team will visit Rankin Inlet, Chesterfield Inlet, Naujaat and Kugluktuk.

"That's the rough of what it's going to look like for the next two and a half weeks,"

said Oliver.

"The final proposal is this 75-page monstrosity of a pitch. So we're developing that and at the same time trying to bring together as many people as we can for consultation."

Since presenting to mayors and senior administrative officers, Pinnguaq has been keeping in touch with communities via phone and email, but the physical visits are the final push before the competition deadline.

The Makerspaces are an extension of te(a)ch, another Pinnguaq project which has garnered accolades and high profile-funding, including $400,000 from the Arctic Inspiration Prize and $1.7 million in CanCode funding to develop 100 coding lessons and provide them to 15 Nunavut communities.

"At the same time as the core travelling group (for the Smart Cities pitch), we're also going to be doing a lot of te(a) ch sessions over the next two months. te(a)ch is a big part of Smart Cities, as well and although they will not officially be part of this consultation tour, it will inevitably be more thorough because each one lasts five days instead of one and there will be more hands-on delivery stuff with Please see, page 11

both kids and elders," said Oliver.

As an example, Pinnguaq will be in Arviat soon to develop an "extremely unique piece of science curriculum."

"We're going to bring together the young hunters of Arviat, a big elders group, the HTO and a whole bunch of other groups and try to figure out what would the most unique piece of madein-Nunavut science curriculum look like," said Oliver.

"That's the one I'm most excited about."

Oliver acknowledges that in Nunavut, $10 million really isn't much, but he also notes any Makerspace must be community-led.

"We can't be in every community. It's just not sustainable," he said. "Part of this

conversation we've been having this whole time is which communities could support this from an infrastructure side, as well as a staffing side."

Meanwhile, at the Makerspace in Iqaluit, hang-out week in mid-January drew a full house of youth at building 754. Artist Gail Hodder is the office manager and she says the usual programming is a mix of art lessons and technology lessons.

Some days, more than 25 kids show up to learn and play. The space opened in September and is gaining in popularity.

"Our consistent programming exists after school. I've been breaking the weeks down to different age groups and one week will be a tech week and the next week will be an art week," said Hodder.

Preserving residential school records Feds mandated to destroy documents containing intimate details of trauma

The Indian Residential Schools Adjudication Secretariat is urging residential school survivors to act if they want their claims records preserved.

"We want to tell claimants what their options are," said secretariat spokesperson Michael Tansey.

The secretariat is an independent tribunal that has been deciding how much compensation is paid to people abused at the nation's residential schools.

It has launched a new website to alert former students who made claims of abuse at residential schools about their options on what happens to their records.

The records contain intimate details of the physical, sexual and emotional trauma suffered by more than 38,000 former students, including 1,523 NWT and 520 Nunavut residents.

There are four remaining unresolved claims in the NWT and five in Nunavut, but they are expected to be settled by 2020.

The new website explains how residential school survivors can obtain a copy of their records to keep or to share with others. It also explains how those who want to preserve their records for history, public education and research can share them with the National Centre for Truth and Reconciliation (NCTR) at the University of Manitoba.

Those who choose to do nothing will have their records destroyed in September 2027.

Claimants can visit myrecordsmychoice.ca for more information.

The secretariat has also launched a national outreach program that includes advertising, social media campaigns and training so health workers can inform residential school survivors of their options. It is designed to reach Indigenous people in all regions of Canada.

The website and the outreach program were developed in co-operation with the Assembly of First Nations, the federal government, lawyers representing former students and the Centre for Truth and Reconciliation. It was also approved by the Ontario Superior Court of Justice.

The Independent Assessment Process was established under the Indian Residential Schools Settlement Agreement, which was the largest class action settlement in Canadian history, to resolve claims of abuse suffered at residential schools, stated a news release from the secretariat.

The secretariat engaged in a long court battle with the federal government, which wanted to preserve the documents for historical and research purposes, but the Supreme Court of Canada ruled that the records were private and confidential in October 2017.

Tansey said they were trying preserve the confidentiality of settlement claims.

"Many claimants came to our hearings never having spoken of the abuse that occurred to them before," he said. "In many cases they hadn't spoken to their children or their spouses or anyone at all. A lot of claimants told our adjudicators that they would not have agreed to go to a hearing to tell their story if they knew that there was any chance that their confidential information about the abuse they suffered would become public."

Gjoa Haven turns to Parks for runway Citing Franklin tourism as a reason why federal agency should make jet service possible

The Hamlet of Gjoa Haven is seeking a runway extension that would allow jet service to the community and mayor and council are leaning on Parks Canada to help fund the project.

Because Gjoa Haven is aiming to capitalize on tourism associated with the Franklin shipwrecks – the nearby HMS Erebus and Terror national historic sites that Inuit co-manage with Parks Canada – the federal

agency could play a key role in making the runway extension a reality, said Gjoa Haven Mayor Joanni Sallerina.

"A lot of times we now have cancellation of tourist ships. We were expecting seven (cruise ship visits) last summer and all of them had to cancel because of ice conditions," said Sallerina. "If we had jet service ... it would be more accessible from the south."

Several other communities in the territory are also seeking to have their runways equipped for jet service, as

supported through a motion at the Nunavut Association of Municipalities' annual general meeting in Cambridge Bay last November. Rather than simply getting in line for Government of Nunavut support, Sallerina suggested that Gjoa Haven is better off exploiting its alliance with Parks Canada.

Hamlet council doesn't have a cost estimate for lengthening and widening the runway to accommodate jet service, noted senior administrative officer Ed Devereaux.

"We are still in a deficit

situation here, but we are very proud of the fact that we are progressing towards working out of it," he explained. "So right now we cannot afford to expend any of our resources towards such a (runway upgrade) study.

"With that, we are hoping that Parks Canada will take a look at our situation and see value in making such an investment in our runway."

A Parks Canada spokesperson said, as of Jan. 24, the agency had not yet received the letter from Gjoa Haven hamlet council, which was

sent by mail in mid-January.

Therefore, Parks Canada had no comment at this time.

In 2016, Parks Canada announced $16.9 million over five years for Franklin wreckage research and for a field research centre in Gjoa Haven. Devereaux noted that $6 million has been committed to the expansion of the community's Nattilik Heritage Centre, where some Franklin artifacts will be on exhibit.

"Our view is that the expansion to this (heritage) centre will help draw tourists to our community, but we need to improve our transportation infrastructure so that tourists will be able to get

here," Devereaux stated.

Sallerina added that a runway extension and jet service could also result in lower airfares and cheaper cargo rates, as only turbo-prop planes can currently service the community.

Oranges in Gjoa Haven sell for about $3 apiece and an individual serving of nosugar-added juice costs $3 to $4, he said. Airfare to Yellowknife is commonly priced around $3,000, if booked on short notice, according to Sallerina.

"It's hard when you live way up North and the only way in and out is through the air," the mayor said.

Iqaluit's Christmas standoffs have lasting effect on RCMP Possible solution to city's violent crime may lie with community policing initiative

An Iqaluit city council meeting Jan. 22 took an emotional turn when RCMP Staff Sgt. Garfield Elliott's spoke of the Christmas season in the capital.

"In the previous meeting I indicated that we were looking forward to the Christmas season," said Elliott, about a November meeting when he presented his update to council.

But it wasn't too long after noting check stops throughout Iqaluit, with numerous vehicles being checked between early December to Jan. 2, didn't yield any impaired drivers, that Elliott reported on the two standoffs.

It was six days before Christmas that Iqaluit's first December standoff took place, with another a few days later.

"We had two incidents that involved our critical incident command," said Elliott about the first standoff on Dec. 19.

"Our critical containment team and crisis negotiation teams were successful in resolving the one incident."

At the time, the alleged perpetrator, a 34-year-old Iqaluit man, was charged with forcible confinement, assault, uttering threats and violating court conditions following the 12-hour standoff with police.

Three young children were safely placed in the custody of Family Services after police negotiations with the accused finally concluded the situation.

But, then came the Dec. 22 standoff.

"The second incident involved a firearm being discharged at members and police vehicles. It was a concerned threat to the public and members. Members did respond with lethal force.

They stopped the threat," said Elliott.

Elliott also said the RCMP were relieved no innocent people were injured during the event and he thanked neighbouring residents for opening their homes to police as they dealt with the situation and warmed up. The windchill factor that night was -45C. One of the alleged perpetrators remains in hospital, while the other is making his way through the court system. Charges, which differ against the two men in their early 20s, range from multiple counts of attempted murder to a breach of undertaking.

That incident was so disturbing, it led Insp. Mark Crowther to widely release a strongly worded statement

encouraging Nunavummiut to lock up their guns.

"Our resources cannot sustain this sort of continued behaviour. It is both a danger to the community and in most instances irreparable to our members who are having to respond in extreme weather conditions and often in complete darkness," he stated.

Violence takes a toll on cops It's when recounting RCMP participation in community events, such as food hamper deliveries and attendance at community Christmas feasts that Elliott's voice cracked and broke.

He recalled one Dec. 23 feast in particular where the community spoke frankly in appreciation. Elders spoke about community well-being, RCMP members served food at the feast and those gathered expressed their gratitude to the Iqaluit detachment.

"We really appreciated the support," said Elliott after a long pause.

Elliott also said the incident has had an impact on involved RCMP members.

Several city councillors expressed their gratitude.

"On behalf of myself and the city, again, I just want to thank you for your service, you and the entire detachment. Obviously it's a lot of work involved in exceptional circumstances. The ability of your team to resolve situations without loss of life is absolutely amazing," said Coun. Kyle Sheppard.

Coun. Noah Papatsie also thanked the RCMP. "You put your lives on the line everyday," he said through a translator.

Coun. Kuthula Matshazi suggested that it was time to fully move forward with a community policing initiative in the city, which would see neighbourhood residents involved.

"I believe it's generally understood that when you engage a community in policing you generally tend to have an effective system," said Matshazi.

He then asked if Elliott felt those engagements were taking place.

Elliott said the initiative began when he raised concerns to the mayor and council about what RCMP was hearing from the community.

He said plans are in the works to deliver on that initiative.

"Steps that we can take to mitigate risk. I know Her Worship is working to establish a public safety committee with respect to championing the community policing aspect even a bit further. It's

He said the idea would be to work on the initiative area by area.

"Sort of to take self-control back, build that rapport so that people feel free to call the RCMP. We want to get one or two areas up and running and very sound. That's our

vision. Then hopefully we can get that spread out and have representatives from each of these areas as a working group to share information," said Elliott, adding he feels there is support currently and people do call when something is happening in their neighbourhoods.

"This is just another way to enhance that confidence

and hopefully have the calls coming in before more severe crime taking place."

Matshazi encouraged the Iqaluit detachment to prioritize the community policing initiative.

"I think it's a very important program to close the gap between the official authority institutions and the community," he said.

The Ottawa Police Service (OPS) is investigating the Dec. 22 events, as it is an RCMP member-involved shooting. The OPS interviewed RCMP officers and civilian witnesses, said Elliott and the report remains outstanding.

Alcohol was a contributing factor in both pre-Christmas standoffs.

Nunavut's first female commanding officer takes reins

Nunavut Chief Supt. Amanda Jones assumed the commanding officer role with Nunavut's V Division last week, replacing Michael Jeffrey, who had served in that capacity since November 2014.

Jones, Nunavut's first female commanding officer, comes to the territory from the NWT, where she was the officer in charge of criminal operations for two years. As the eighth "top cop" in Nunavut's history, she will be responsible for 185 employees at 25 detachments in the territory.

Jones was born in Montreal, raised in Halifax and joined the RCMP in

news in Brief 1992. In addition to the NWT, she has served in British Columbia and completed a nine-month United Nations' mission in Kosovo in 2001.

Jones has a bachelor of arts degree from Dalhousie University in Halifax.

She has been awarded the Canadian Peacekeeping Service Medal, the United Nations Mission in Kosovo medal, The Queens Golden Jubilee medal, The Queens Diamond Jubilee medal, the RCMP Long Service medal and the Canadian Forces Decoration.

A formal change of command ceremony is planned for May 1.

Late narwhal harvest Kugaaruk A couple of Kugaaruk hunters got some bonus maktaaq earlier this month when they harvested a few narwhal.

It's unusual to see the mammals at this point in the winter, said Mark Jr. Karlik, manager of the Kurtairujuark Hunters and Trappers Association.

"The hunters managed to see them or hear them in open water," Karlik said, adding that the remaining open water around Kugaaruk is mainly in the fjords. "(The whales are) a little skinny, but it's still good to eat."

Narwhal hunts generally take place in the fall. The pods normally swim south in search of more abundant prey during the colder parts of the year.

"They have to find a good area to feed on.

There's not much fish in the (Arctic) ocean right now," said Karlik.

The sun rises Mittimatalik/Pond Inlet The community of Pond Inlet will celebrate the return of the sun at Sirmilik National Park in fine style Jan. 29.

This is the third year Parks Canada is joining with the community to host the Return of the Sun Festival.

"People are invited to travel by snowmobile to Bylot Island near Inguaq mountain at 10 a.m., then gather around a fire with refreshments and wait for the sun to rise. On Saturday, Feb. 2, they will continue the celebrations in Pond Inlet through an igloo building contest with prizes," stated partnering, engagement and communications officer Teevi Mackay in an email.

"In the evening they will continue the celebrations at the community hall with food, refreshments, a sun mascot, games, entertainment, activities and a sun-themed pie-baking contest with more prizes to be won."

Mackay notes celebrating the sun's return is an Inuit tradition.

More than 60 Pond Inlet community members came out for the iglu-building workshop hosted by Parks Canada in 2018 – with the plan being to host a contest this year in tandem with the return of the sun celebrations to be held Jan. 29 and Feb. 2. its own hands by launching a fundraiser for an Inuusirvik Community Wellness Hub. "We are looking to acquire funds to test an innovative, self-sustaining, holistic, community-driven model for programs and services with the intent that it can be replicated in other Northern communities and across the Arctic.

This is a need identified by all our communities in Nunavut and by other communities across the North," according to the GoFundMe page.

The Qaujigiartiit Health Research Centre's executive and scientific director Gwen Healey could not be reached for comment.

The goal is to raise $1.5 million. By press time, $1,600 was raised by seven people.

The beading goes on Iglulik A beading program has resumed in Iglulik with participants crafting earrings after completing beaded necklaces over the past two months.

Cheryl Qamaniq and Gillian Kripanik are instructing the group in the art of beading. Sessions take place at the library on Monday and Wednesday evenings. The hamlet's recreation department is sponsoring the activity, which will run until the end of February, said recreation coordinator Ghadihela Quezada.

Those taking part, numbering close 10 most nights, get to take home their own handiwork, Quezada added.

Quttinirpaaq National Park, located on the northeastern tip of Ellesmere Island, is featured on a new Canadian stamp as part of the Canada Post series From Far and Wide.

Taloyoak Even though the community arena has been open for a couple of months, Taloyoak residents continue to flock to the Netsilik School gym in the evenings for recreation activities, said recreation coordinator Joseph Quqqiak.

There's floor hockey, basketball, soccer and volleyball, but it's the latter two sports that generate the most interest, according to Quqqiak.

"It's pretty even – soccer's pretty popular, same thing with volleyball. It's approximately 50/50. Those two are the most popular sports in Taloyoak," he said.

Younger children occupy the gym during the early evening while older youth and adults take over during the later evening.

"We try out best to try and keep them busy," said Quqqiak.

Nunavut national park featured on new stamp Ellesmere Island While not everyone has Quttinirpaaq National Park on their bucket list of places to visit, a new Canada Post stamp brings the allure of the Ellesmere Island area to life dramatically.

"Canada Post has issued the second set of stamps in the multiyear From Far and Wide series – its name inspired by a line in the lyrics of O Canada – that promises to take Canadians on an armchair journey to some of the most breathtaking and memorable must-see locations," stated Canada Post upon the release of the stamp in mid-January.

Quttinirpaaq, which means 'top of the world' in Inuktitut, is a vast expanse between the North Pole (approximately 800 km south) and the communities of Resolute Bay and Grise Fiord (more than 700 km north), located at the northernmost tip of Ellesmere Island.

The 2019 From Far and Wide series includes nine other Canadian locations.

"The challenge is to establish a design platform that can be repeated, but that can also evolve. In the From Far and Wide series, the evolution is the result of the images chosen for the background of the souvenir sheet and a strong and distinctive colour scheme that establishes the tone for the series," stated stamp designer Stephane Huot.

The stamp is available in booklets of 10 and coils of 100, while the US-rate, oversized-rate and international-rate denominations are available in booklets of six and coils of 50.

The stamp was issued the same day domestic rates for individual stamps increased by five cents, the first increase since 2014.

Aqsarniit Ilinniarvik prides itself on its strong culture and language programming.

Principal Brian Manning says the school "regularly engages in strong initiatives to preserve, promote and embed Inuktitut language and cultural aspects as an essential and key element of curriculum delivery."

Manning adds that goal is achieved thanks to the teamwork between the school's teachers, language specialists, student support assistants, elders and ilinniarvimmi inuusiliriji (school counselors) "These staff work hard in a dedicated room called the Inuktitut Literacy Centre in the school," he said.

and Koonoo Muckpaloo support the school curriculum by meeting with students on a daily basis and transfer their cultural knowledge.

"The students learn and communicate in Inuktitut and can interact freely with these two respected elders," said Manning.

Ilinniarvimmi inuusilirijiit Annie Ipirq and Rosie Kopalie also meet with students to encourage and support them through challenging times and to serve as a valuable link between the home and the school.

"Annie and Rosie are an integral part of the life of the school. It is a very important role in the orderly functioning of Aqsarniit Ilinniarvik," said Manning.

School will be out from Feb. 18 to 22 in the territory, meaning youth will be looking for something to do.

They won't have that problem in Cambridge Bay and Sanikiluaq as Recreation and Parks Association of Nunavut (RPAN) has a plan.

RPAN is rolling out a pilot program known as the NU Multi Sport Camp with both communities being used as the testing grounds, so to speak. Six Nunavummiut made the trip to Humber College in Toronto for training earlier this month and they will be joined by four students from the college to help deliver the program.

Dawn Currie, RPAN's executive director, said the camps will feature three sports which have plenty of participation in the territory.

"We chose soccer because I have some connections in the sport, volleyball because of Scott Schutz's connections and Arctic sports to have a traditional activity," she said.

Cambridge Bay and Sanikiluaq were chosen as the first communities because they were able to commit to having everything ready for the camps, she added.

The camps will run for four days with three days of sport activity and a tournament on the fourth day. Each day will be split in half, with one of the three sports played in the morning, followed by another in the afternoon.

"So day one could start with soccer in the morning and then Arctic sports in the afternoon," said Currie. "The next day, they could start with volleyball and then soccer in the afternoon."

The half-dozen people chosen from Nunavut to work with the pilot are between the ages of 18 and 25 and all have experience in the

sports they're working with, said Currie.

"They could be done playing or they aren't eligible for the Arctic Winter Games because of age and they've become leaders in their community," she said.

The Nunavut folks will be helped by four students from Humber College, who will act both as support staff as well as helping with logistics on the ground.

"We've split them into two groups of five with half going to Cambridge Bay and the other half going to Sanikiluaq," said Currie.

Each sport will have a team leader every time it's held in one of the communities. For example, Akpak Duval of Baker Lake will be leading the Arctic sports activities when it's being done in Cambridge Bay, where he will be travelling to. The other four staff will act as support for him until it's over and Duval will then act as support staff for another team leader for a different sport.

Any community in the territory is eligible to submit an application along with non-profit agencies based in the territory that are in good standing with legal registries.

Government money up for grabs

Nunavut The Sport and Recreation Division is once again looking for groups who could use a bit of help in the planning and delivery of programs that focus on sport, recreation and physical activity.

Kangiqliniq/Rankin Inlet The Royal Canadian Legion Branch 169 hosted a one-day dart challenge to select four players to travel to Nova Scotia to represent Rankin Inlet at a major darts challenge.

The Rankin challenge was held Jan. 26 at the branch with the first dart scheduled to be flung at 3 p.m. The contest was open to all darts players in the community.

Each sport had a specific training program which everyone will be following when they're on the ground and they were put together by people who have plenty of experience with the territory, said Currie.

"Susie Pearce of Iqaluit, who's very wellknown in Arctic sports, developed our Arctic sports program," she said. "Scott Schutz did our volleyball and Jay DaCosta of Ottawa did soccer."

Currie also said the excitement was obvious among everyone who's getting to do this.

"They are proud to be a part of this," she said. "Emily-Ann Niego (of Iqaluit) was gushing when she was doing her training and it's so neat to see them come through the system.

They're working with us because of their experience and leadership. We're not looking to develop any all-stars from this, it's all about active kids and giving them something to do so they aren't getting into any sort of trouble."

Still perfect after all these games

Iqaluit The Iqaluit Hockey League season rolls on but one team is still atop the standings and is doing so as perfect as you can get.

One of the worst things about being a softball player during my high school days was one of the league's umpires happened to be the vice-principal at my school so I had to be on my best behaviour or some sort of reasonable facsimile thereof. He never threw me out of a game (came close one infamous night in Scarborough, Ont., in front of my grandfather) but soccer player James Milner wasn't so lucky.

Milner, who plays with Liverpool in the English Premier League, got himself sent off by referee Jon Moss when the Reds played Crystal Palace on Jan. 19. He was given a second red card by Moss for a rather clumsy tackle on Crystal Palace's Wilfred Zaha in the late-going of Liverpool's 4-3 win.

The story, though, isn't that he got the red card. No, it's that he got the red card from his former phys-ed teacher. Yes, Moss taught Milner 20 years ago when Milner was a student and Moss was an instructor at Westbrook Lane Primary School in Leeds, England. Someone put a photo up of the school's youth soccer team with someone who looked like Milner and someone else who looked like Moss. The Premier League confirmed the legitimacy of the photo and the rest is history.

Perhaps the funniest – and smartest – thing Milner did was accept the card and head straight down the tunnel to the dressing room.

HTO wants moratorium extended Final meeting on offshore oil and gas licences set for March

In a late 2018 letter to the Nunavut Impact Review Board (NIRB), the Nangmautaq Clyde River Hunters and Trappers Organization called for the federal government's moratorium on new offshore oil and gas licences to be extended for another five years.

That letter is a response to a request for input on the Strategic Environmental Assessment (SEA) in Baffin Bay and Davis Strait.

"Our community needs jobs and we are not opposed to development; however we believe that certain conditions must be met before we can support oil and gas activities in Baffin Bay and Davis Strait," stated HTO vice chair Mosa Palituq.

Prime Minister Justin Trudeau and President Barack Obama put in place an indefinite ban on oil and gas drilling in Arctic waters, a decision to be revisited every five years, in December 2016.

The SEA is a federal government initiative, handed off to NIRB in early 2017 and is intended to inform the feds when it reviews the moratorium. The NIRB process began in the spring of that year.

The Clyde River HTO's reasons for an extension fall under various categories: concerns about financial benefits and employment; significant gaps in research and baseline data; inadequate oil spill response capacity;

The Nunavut Impact Review Board holds a public meeting in Arctic Bay to gather information and concerns about oil and gas development for the Strategic Environmental Assessment (SEA) in Baffin Bay and Davis Strait. free, prior and informed consent must be prioritized; and questions about how such development might drive climate change.

The HTO's concern in this area has to do with being compensated for any impact on wildlife, as the community relies on hunting and fishing for its livelihood and survival, Palituq stated.

"As noted in the NIRB's letter of appreciation to the Clyde River HTO, these types of future benefits for a specific development proposal within the Nunavut Settlement Area would not be negotiated or otherwise imposed by the NIRB or Government of Canada and would be entirely dependent on project-specific negotiations between industry, Nuna-

vut Tunngavik Inc. and the applicable regional Inuit association at the time such an oil and gas development entered the regulatory system," NIRB's director of technical services Tara Arko explained to Nunavut News by email.

The Resolute Bay Hunters and Trappers Association expressed concern about insufficient time and resources to provide meaningful comment. It notes, in its letter to NIRB, that meetings were held a day after the Preliminary Findings Report was released.

"Similarly, the two development scenarios reports were long and complex documents that were a combined 700 pages in length. Our HTO does not have the capacity to review

and comment on technical documents of this length and this has been an impediment to the meaningful engagement of our community," stated Philip Manik Sr. The Resolute Bay HTO expressed similar concerns to those of the Clyde River HTO, including concerns about seismic testing as relates to wildlife, lack of clarity about the study area, spill prevention and response, transboundary effects, economic benefits and impacts on sea ice.

SEA not project-specific In a letter to the Clyde River HTO dated Jan. 9, Arko assures Palituq that HTO concerns will be included with all the evidence NIRB has gathered during the SEA process, "up to and

including the evidence presented and discussed at the final public meeting in March, for development of its recommendations for the final report to the Minister of Intergovernmental Affairs, Northern Affairs and Internal Trade."

Meanwhile, the Qikiqtani Inuit Association (QIA) is behind schedule, as they had reports due in the second half of 2018.

"The written reports that QIA is working on regarding IQ (Inuit Qaujimajatuqangit) and the SEA have not yet been submitted to NIRB, we are still finalizing them," stated director of lands and resources Rosanne D'Orazio by email, adding the Inuit organization hoped to submit the documents by the end of January.

The final public meeting on the SEA is scheduled to be held in Iqaluit March 18-22.

The federal government contributed $2.6 million to NIRB to carry out the SEA over a two-year period, a first for the regulator, which usually assesses projects application by application.

In a June 2017 interview, executive director Ryan Barry said he expected a final report to be submitted to the federal government in a timely fashion.

"Although the issues themselves are very complex and broad, we have every bit of confidence we will provide a report, as requested, in advance of March 2019," said Barry.
