Prize dedicated to Nunavut's children With $1 million-plus in hand, Pirurvik heads out to seven Nunavut daycares

Pond Inlet's Pirurvik Preschool trainers will soon set off on a threeand-a-half year journey across Nunavut's three regions to introduce their award-winning, made-in-Nunavut early childhood education program.

That's thanks to the $1 million Arctic Inspiration Prize the Pirurvik team won in mid-February and an initial quarter-million pledge from the Qikiqtani Inuit Association.

As co-founder Karen Nutarak explains, Pirurvik blends Inuit Qaujimajatuqangit (IQ) and the Montessori method.

"I'm very excited. I think it's a very good learning method for children," said Nutarak, who recalled a visit to the Glebe Montessori School in Ottawa to observe its Montessori preschool.

"Children can learn at their own pace. If children learn at their own pace, they enjoy what they're doing," she said. "It looked like the way Inuit learn. Children observe and they play."

Children learning at their own pace is grounded in the Inuit societal value pilimmaksarniq – development of skills through observation, mentoring, practice, and effort – and the foundation of the Montessori method developed by Italian physician and educator Marie Montessori.

Nutarak references a TV series, wherein one episode two men are building a qamutik.

"The children observe, even though they're playing on the side.

They see what's happening and later on they imitate the men."

Nutarak calls the meld of Montessori methods and materials and Inuit culture and language powerful.

Inunnguiniq, the process of making capable and contributing human beings, is also an essential element of the Pirurvik program.

Co-founder Tessa Lochhead says developing the program for daycares answers the call they heard from many childcare centres in the territory.

"Over the past few years since we opened – word of mouth travels fast – we've had people approach us about training opportunities, possibilities to support daycares in the Qikiqtani region," said Lochhead. "Family members who were connected to the preschool had family and friends in other communities beyond Qikiqtani who had heard about the program and wanted similar programming."

Vow over a handshake While the creation of Pirurvik Preschool came to be because Pond Inlet students taking Nunavut Arctic College's early childhood education (ECE) program in 2015 needed a location for their practicum, the partnership between co-founders Karen Nutarak and Tessa Lochhead began earlier, in 2013.

"Before the ECE (program), Tessa and I shook hands. We both had ideas of preschool childcare at the daycares. We shook hands that maybe one day we'll go for it," said Nutarak. "When the ECE program started, it all came together."

Support from QIA's Iligiktunut Fund has been instrumental – for the ongoing Pirurvik Preschool in Pond Inlet and the successful Clyde River

pilot – as has funding from Makigiaqta Inuit Training Corporation, which approached Pirurvik Preschool to develop training modules in 2017.

The time had come to turn to the Arctic Inspiration Prize.

"We contacted each of the community daycares and talked about all the things that were required to apply, a point person, bios on each of the people involved. We reached out to 10 childcare centres that had asked about support and seven got back to us very quickly with all of the information," said Lochhead.

Pirurvik had to demonstrate how they were innovating.

"We will learn how to apply the same programming, communityspecific and apply it to infants and toddlers, three months to age two, which is a new area for us since we currently just operate as a preschool for ages three to four," said Lochhead.

"And how to make the programming all-encompassing in a halfroom daycare, in small spaces, that is realistic to the context of Nunavut daycares in our communities."

Ilitaqsiniq (Nunavut Literacy Council) executive director Adriana Kusugak nominated the team, which, along with Nutarak and Lochhead are: Raymee Angnetsiak, Ilisapi Haulli, Celina Kalluk, Leah Kippomee, Samantha Koonoo, Ceporah Mearns, Denica Nahogaloak, Julian Oyukuluk, Pauline Pauloosie, Noodloo Peter, Tannikie Peterloosie, and Sandi Vincent-Connelly.

Koonoo and Kippomee have been a part of the team since the start.

Koonoo trained staff in Clyde River. Over three-and-a-half years,

Alashua Akpaleapik, seen here at Pond Inlet's Pirurvik Preschool, benefits from the blend of Inuit Qaujimajatuqangit (IQ) and the Montessori method. they will be training and setting up materials at Iqaluit's Tumikuluit Saipaaqivik Daycare beginning in April, then at daycares in Arctic Bay, Iglulik, their home community of Pond Inlet, Rankin Inlet, Cambridge Bay, and Taloyoak.

Parents can rest assured there will be no increase in daycare fees, said Lochhead.

"I've been asked about this a lot because people associate Montessori with expensive daycare, as it is in the south," she said.

The two explain the Montessori set-up includes a dramatic play area, as well as materials for sensorial

learning, math, language and reading, in Inuktitut and English.

"Our preschool is a wonderful place for children," said Kippomee.

"They enjoy coming. They enjoy learning."

Koonoo and Kippomee say Nunavut Arctic College should offer the early childhood education course in Pond Inlet again, as well as in as many other communities as possible.

"The course really taught me how to work with children, even with our own children," said Kippomee. "We have to be patient with children and help them. They're our future. They're important."

Graduates motivate DEA chair Clyde River's Terry Kalluk says staying in school is 'the most important thing'

When Clyde River couldn't find enough interested community members to sit on the district education authority, Terry Kalluk stepped up.

That was close to 15 years ago.

He's been chair of the DEA – the community's educational advisory board – for the past five years.

"I have learned quite a bit," Kalluk said of his tenure.

With a new crop of high school graduates each spring, Kalluk has remained inspired to carry on with the DEA. "Every year when people graduate, that's always moved

me, it always picks me up," he said. "The more graduates, the better."

The recruitment of teachers is one challenge that has persisted, but Kalluk has watched more educators emerge from within Clyde River as some high school graduates have enrolled in the Nunavut Teacher Education Program (NTEP).

"There's quite a few people who are graduating from NTEP, local people and that's something really, really good," he said. "Hopefully there will be more after this."

Kalluk's own education involved attending residential school, but he has many positive memories of his time

in the classroom.

"At school, it was really helpful growing up like that," he said. "If it (wasn't) I wouldn't have got involved (in education) today. Residential school had quite an impact, (but) some were not always bad."

He wound up completing his education in what was known as the settlement maintenance program in Iqaluit. His studies served him well in his job at the weather office for 30 years until his recent retirement.

"You need a lot of education ... to get into the job at the weather office," he said.

"There's a lot of numbers, a lot of fractions."

Following through with education is critical in today's world, emphasized Kalluk, who has one child who has graduated high school and another who is in Grade 4.

"It is important to stay in school," he said. "It's the most important thing right now, I think."

The observance of traditional practices, particularly in the spring, can result in temporarily reduced school attendance, Kalluk noted.

However, there are important survival lessons to be learned on the land, just like academic lessons in the classroom, he acknowledged.

Inuit culture is incorporated in school programming

by including activities such as going out on the land with hunters in the spring and learning stitches from sewers in the community.

"We try to keep our culture alive," said Kalluk.

With Education Act changes pending in Nunavut, Kalluk is concerned that local control over schools could be reduced.

"Hopefully things will not change drastically," he said.

"With this new Education Act, the minister's going to be more into (decision-making) than what it used to be.

"With these changes that are coming, if they go ahead with it, I don't think I'll be interested in (being on

Inuit reps give Heritage earful on Indigenous Languages Act Concerned that government services do not reflect that Inuktut is Nunavut's official language and can contribute to negative outcomes, such as public safety

Representatives for Inuktut speakers of the country gave the Canadian Heritage committee an earful this week about the government legislation to revitalize and protect Indigenous languages.

Inuit Tapiriit Kanatami president Natan Obed and Inuvialuit Regional Corporation CEO Duane Ningaqsiq Smith echoed sentiments of independent MP Hunter Tootoo that there are no assurances Bill C-91 – An Act Respecting Indigenous Languages will translate into anything meaningful.

"There is no obligation or requirement of the government of the region to provide any education within the Indigenous languages ... we need to get it as a requirement, to work with us to develop some of our own people to become the teachers," Smith told the committee of parliamentarians. "We're not saying

we don't want to teach them English or French or anything else, but we do think in our region that Inuktut should be part of the curriculum."

Introduced at the end of last year by a Liberal government that has made reconciliation with Canada's Indigenous people a cornerstone of its administration, Tootoo was the lone MP in the Commons to vote against Bill C-91 at second reading last week.

Tootoo said the bill was a nice idea but there was little in the way of concrete action, specifically for Nunavut.

Smith said the IRC wants "bilateral agreements to further the purposes of the act, rather than leaving it as a mere option," and took a shot at perceived pork-barrelling in the Northwest Territories, which receives federal transfers yet holds the purse strings for public service expenses, including education delivery in the Western Arctic.

Duane Smith ing that is distributed is not distributed in an equitable or even logical fashion," said Smith. "It tends to go where the voting populations are greater but the chance of success is weak."

Obed told the committee that Inuktut is Nunavut's official language – spoken by 84 per cent of the territory's population – however, government services including health care, education, poli-

cing and even the Canadian Coast Guard do not reflect this, which can contribute to negative outcomes, particularly where public safety is concerned.

"Inuit face consequential linguistic barriers when it comes to accessing public services, especially within the majority Inuktut speaking regions of Nunavut and Nunavik," said Obed.

"This problem is particularly acute in law enforcement, where the limited number of Inuktut-speaking RCMP officers contributes to under-reporting of violent crime and family violence."

Earlier Smith told the committee that just 22 per cent of Inuvialuit have conversation ability compared to 38 per cent of Inuktut speakers in Nunavut, where 40 per cent report it as language spoken at home. In terms of funding disparities among language groups in Nunavut, Inuit Tapiriit Kanatami's written submission provides eye-

"Under the terms of the 2017-2020 Canada-Nunavut Agreement on French Services and Inuktut Language, for example, approximately $8,189 is allocated for each French speaker compared to $186 per Inuktut speaker per year," according to ITK's written submission to the Heritage committee. "Neither Bill C-91, as currently drafted, nor any federal policy-maker,

has expressed any interest in ensuring that Inuktut, and by extension Inuit, receive the same dignity that English or French Canadians receive within Inuit Nunangat."

Due in part to Inuktut's official status in Nunavut – one of three official languages including English and French; in NWT it's one of 11 official languages – ITK wants the legislation to include an Inuktut annex. While Smith called the legislation "a positive start", he articulated potential issues the federal legislation could have if it becomes law.

"There are existing laws that recognize Inuktut as official language," said Smith noting Canada's obligations under the Inuvialuit Final Agreement and territorial legislation. "It will be necessary to re-evaluate the creation of the Office of the Commissioner of Indigenous Languages and its role in jurisdictions in NWT and Nunavut that already have a similar office."

Communities vie for new schools 'Students continue to talk about how great the new building is,' says Cape Dorset principal; Coral Harbour DEA chair says community must settle for renovations

Getting a new school in Nunavut is no simple task.

In Coral Harbour, district education authority chair Bridget Saviakjuk would very much like to see Sakku School replaced.

"But I know for a fact that we won't be given (a new) one. Our school is going to be renovated is what we're told," she said. "If we request for a new school, we'll be put at the bottom of the list."

Following repeated concerns about mould at Sakku School, which was constructed in 1979, the Government of Nunavut conducted testing late last year, found no health concerns relating to mould and improved the building's ventilation and heating systems. Ongoing air monitoring will take place until multiyear renovations and an addition are completed, according to the Department of Education.

However, before the schools burned down in Cape Dorset in 2015 and Kugaaruk

schools in the territory, there is overcrowding. Kugluktuk MLA Mila Kamingoak made appeals in the legislative assembly last week and in November to get a new school that can better accommodate the 222 students, rather than the existing building designed for a maximum of 203.

Education Minister David Joanasie replied both times that Jimmy Hikok Ilihakvik is only at 70 per cent capacity, so there is potential to move a grade from the high school to the elementary school in Kugluktuk to solve the problem.

Cape Dorset students elated The Department of Education's capital planning for 2019-2020 includes the new $40-million, 49,470-squarefoot in Kugaaruk, which will hold up to 450 students. It's expected to open in August.

The renovations to Sakku School in Coral Harbour and an addition to Iqaluit's Ecole des Trois-Soleils are also on the books this year.

The new high school in Iglulik, which carried a $29.6-million price tag, was supposed to open last year but a dispute between the GN and Quebec-based contractor FCNQ Construction over flooring deficiencies has created a delay.

Iglulik Mayor Celestino Uyarak said he still hasn't been given an indication of when students and staff can occupy the new building.

In Cape Dorset, the new Peter Pitseolak High School – built for $34 million and encompassing 32,000 square feet – opened in 2018, a year ahead of schedule. The experience has been extremely positive over the past five months, according to principal Allan Boyce.

"The excitement ... has not abated. Students continue to talk about how great the new building is," Boyce stated.

The new high school features an atrium where students can eat breakfast; a fullsized gymnasium and fitness centre; a generously-equipped science room; a music room with ample instruments; a modern industrial arts area; a kitchen; well-lit classrooms; new desks, shelves and display areas for students' work;

and better acoustics throughout.

"The advantages of the new school range from the simple to the complex, and all of these advantages promote learning," said Boyce. "The facilities contribute to excellent teaching and create learning spaces in which students excel."

The expanded amenities

in the brand new school also result "in better behaviour and increased respect between students and staff," Boyce added.

Conversely, asked whether run-down schools can be a detriment to learning, Joanasie replied, "We try to mitigate as best we can any impacts that the state of our schools has on our education program."

Last week, we reported that Finance Minister George Hickes was instructed by his father, former Manitoba MLA George Hickes Sr., not to follow in his footprints, but to leave his own – and they had better be prints made by work boots. He wore those boots to present his first budget.

What you won't see in the photo we published last week is a pair of handcuffs. He must have been wearing some for him to present the budget that he did.

"Each year we are doing more with less," he told reporters. Unfortunately, Nunavummiut are bearing the brunt of this fact.

Most notably, the government has earmarked enough money to build 100 new housing units in the coming fiscal year. In the fall, we reported that Nunavut faced a shortage of 3,500 units, while the population grows by 500 people per year.

Simply put, 100 new units is nowhere near enough. And yet, municipalities are unable to afford infrastructure growth, meaning Hickes truly does have his hands tied.

Define social justice Northern News Services

How would one define or try to understand social justice?

This is a very broad and complex matter that involves everyone from infant to adult and the community in general. Not an easy conversation to engage in, but with a collective attitude we can come up with ways of finding a path in ensuring social justice is front and centre in our daily dealings. Let's see if we can find some common ground.

There was a time when hard times hit that affected the whole settlement or community, and people pulled together in comforting or supporting the directly-impacted family and extended family through visits, food and just being there for them. There is a time and a place for many words to be spoken and there are other times when no words have the same effect around the circumstance.

From the days of nomadic existence to the supposed organized community we have learned and adapted to some very dramatic changes.

Through all of these changes, the dynamics of the family structure has been impacted drastically.

A significant impact happened as a result of residential schools across this country. The trauma that has crippled many has been passed down from one generation to the next and hopefully with all the support mechanisms and covered under the umbrella of the Truth and Reconciliation Commission, we can move forward in healing and more importantly to reconcile with oneself.

I mentioned the changes in the family unit and this is critical in ensuring best practices are implemented through programs, services and support/follow-up in the journey of reconciliation. Many valuable concrete lessons can be learned through the knowledge of early existence of Indigenous peoples across the North.

They showed respect, caring, awareness, so ready to help and so on.

Today's society is so different in almost every way. We want to help, but what's in it for me? When are you going to pay back? Why should I get involved?

We need to truly become engaged in support of others. I think I understand how and where some of us have come from and it is very hard to let go and to trust again. So where does this

People need to know they have the right to all basic needs, including food, shelter and clothing. If none of these basics are met, then something is wrong with our social structure, our social institutions, our social obligations to our youth, elders and shut-ins. I believe the Inuit Qaujimajatuqangit principles are the foundation of social justice; respecting others, relationships and caring for people; fostering good spirits by being open, welcoming and inclusive; serving and providing for family and community; decision making through consensus; development of skills through practice, effort and action; working together for a common cause; being innovative and resourceful and respect and care for the land, animals and the environment.

There is a thread of connection and absolute inclusiveness throughout the eight principles outlined.

Mould problems won't end 'anytime soon' Northern News Services

Addressing mould in Nunavut Housing Corporation residences is a "slow process" and "this is something we're not about to stop anytime soon," Housing Minister Patterk Netser said in the legislative assembly on Feb. 22.

Netsilik MLA Emiliano Qirngnuq pressed Netser for details on the GN's efforts to remove mould from 15 houses in his con-

stituency communities of Taloyoak and Kugaaruk.

In his minister's statement on Feb. 26, Netser said the Housing Corporation is testing new roof designs in Kugaaruk, Igloolik and Baker Lake to find better ways to prevent mould. In Arviat and Iqaluit, new exterior designs of homes are being tested along with new mechanical ventilation systems. Recreating an Inuit village Iglulik Close to 100 people will be involved in creating a traditional Inuit village on the outskirts of Iglulik over the next month.

The project, arranged by the hamlet with funding assistance from the Government of Nunavut and the Qikiqtani Inuit Association, will have cultural and economic development components.

The site – located at Iglulik Point, a few kilometres from the community – will feature several iglus, some of which will have multiple domes for various rooms. The largest iglu will serve as a hotel for business travellers to Iglulik. It will be a place where guests can see cultural performers, said Merlyn Recinos, Iglulik's economic development officer.

Elders will help guide youth and adults in constructing the iglus.

"Kids are going to learn to throat sing and drum dance so we regain that knowledge and those traditions. It's going to be used to showcase our culture and traditions to people who want to be part of it," Recinos said.

"It all goes back to our traditional sustainable livelihood, which is the hunting, the fishing, the arts. We want to create an economy out of it ... selling the fish, selling the country food and also creating employment for people to build iglus and make kudliks to be used within the iglu hotel."

At the end of March, the community will celebrate the accomplishment with various events at the site, such as dog-sledding, sliding and various performances.

Kugaaruk votes to keep alcohol ban Kugaaruk The majority of voters in Kugaaruk have decided to keep the community's prohibition on alcohol.

Of those who cast ballots in the Feb. 25 liquor plebiscite, 54 per cent preferred that alcohol remain outlawed in the community.

Under Nunavut's Liquor Act, 60 per cent of voters were needed to vote in favour of allowing restricted quantities of liquor for a change to be made. The plebiscite in Kugaaruk proposed that access to beer and wine be permitted, but that hard liquor remain prohibited, a combination that would have been a first for the territory.

Close to 300 people voted – representing almost 75 per cent of eligible voters, according to Netsilik MLA Emiliano Qirngnuq.

"I am very proud of my community today," Qirnqnuq said in the legislative assembly on Feb. 26. "I know that many residents of the community feel very passionately about building a healthy future for the community and I especially want to thank the young people of the community who spoke out about an issue that very much affects them."

Women's wellness program introduced Kugluktuk A women's wellness group has been formed in Kugluktuk.

Members, ages 18 and up, will be able to meet twice weekly to discuss challenges in their lives in a "healing circle" style of gathering, said Kelsey Foote, cultural support provider with the Hamlet of Kugluktuk's wellness department.

"We can share things that have happened in the week or how we're feeling and just kind of work through some of that," said Foote. "We want it also to be a therapeutic program, and then we'll do something kind of lighter for the last half, such as baking, or we might do some games or maybe some sewing or beading."

The program runs Sundays from 1 to 4 p.m. at the Prenatal Centre and on Tuesdays at 7 p.m. at the Elders' Centre.

Medical travel policy improved for pregnant women, parents and guardians Nunavut Parents and guardians travelling for a child's medical needs can now bring their infants, Health Minister George Hickes announced in the legislative assembly on Feb. 22.

Another new option through the GN's expanded medical travel policy is for all pregnant women to have a medical escort.

Previously only those who had a medical requirement for an escort or those covered under the Non-Insured Health Benefits program were entitled to an escort.

The changes were made after extensive consultations, according to Hickes.

"Health recognizes that finding appropriate child care in Nunavut is a challenge and that infants are best supported staying with a guardian, when possible," the minister said. "It is also essential that we provide sufficient support to mothers travelling to give birth away from home. GN paying for Kitikmeot wolf samples as part of study Kitikmeot Some hunters in the Kitikmeot have been warning about a high number of wolves affecting caribou herds and the Government of Nunavut is studying that concern.

A pilot project that pays $300 per wolf skull has been intro-

duced in the region as the Department of Environment researches "what's going on with the wolf population within the Kitikmeot," Environment Minister Joe Savikataaq said on Feb. 21.

The samples will help researchers determine the wolves' diet and whether the population skews younger or older.

In response to questions from Kugluktuk MLA Mila Kamingoak, Savikataaq also acknowledged that the GN will meet with counterparts from the Government of the Northwest Territories in Kugluktuk in early April. They will discuss what can be done to bolster the Bluenose-East and the Bathurst caribou herds, which are in "severe decline," Savikataaq said.

MLAs reprimand education minister over lack of breakfast, lunch programs Northern News Services

The Department of Education's failure to put territory-wide school breakfast and lunch programs in place has raised the ire of MLAs John Main, Cathy Towtongie and Adam Lightstone.

"When we talk about hunger and hungry children, there are many children who are in that situation," Main, MLA for Arviat NorthWhale Cove, said on Feb. 26. "I haven't quite grasped why this hasn't been prioritized to date.

I am disappointed in this lack of effort and also quite unhappy with that."

Education Minister David Joanasie replied that district education authorities can access breakfast program funding through the Department of Health. Hamlets and Brighter Future programs also offer breakfast programs, he noted. School staff and community volunteers sometimes raise additional funds and donate their time to ensure students are getting meals, the minister added.

Lightstone, MLA for Iqaluit-Manirajak, pointed out that this issue had been raised during last year's budget proceedings. He said it should be the Department of Education that assumes responsibility by giving the school faculty all the resources they require to ensure children are being fed.

Main added that he doesn't feel it should be up to teachers, already "inundated with a heavy workload," to do any cooking.

Joanasie said, "We, too, can look at volunteers, but it is due to the lack of cooks that poses the biggest challenge."

Hudson Bay MLA Allan Rumbolt suggested that breakfast program funds should flow from the Department of Education instead of the Department of Health.

Centre for healing children to open in Iqaluit in April A centre to treat children who have suffered from abuse and neglect will open in Iqaluit in April, Justice Minister Jeanne Ehaloak announced on Feb. 22.

The Umingmak Centre will be led by the Arctic Children and Youth Foundation, who worked alongside the departments of Justice, Health, Education, and Family Services, as well as the RCMP and Nunavut Tunngavik Incorporated to advance the concept, which has been in the works since 2014.

Having care workers under one roof should make treatment more efficient, according to Ehaloak.

Condition of community learning centres 'a sad state of affairs,' says MLA The community learning centres in Sanikiluaq and Gjoa Haven need to be replaced, MLAs representing those communities say.

"There's a sad state of affairs for our community learning centres in our communities," Hudson Bay MLA Allan Rumbolt said in the legislative assembly on Feb. 27.

The lease on the community learning centre in Sanikiluaq, located in Nuiyak School, expires in four months, Rumbolt said, adding that he's been raising the need for a new location since December 2017.

Patterk Netser, the minister responsible for Nunavut Arctic College, said he hadn't been briefed on the status of things in Sanikiluaq so he'd respond at a later time.

In Gjoa Haven, the floor of the structure housing the community learning centre has collapsed.

"The building is unusable," said MLA Tony Akoak.

Akoak and Rumbolt asked Netser to visit their communities and to commit to replacing the community learning centres in each location. Netser declined to make such a commitment, stating that an assessment of the buildings is taking place.

In Kugluktuk, the community learning centre has been closed since the beginning of the year, said MLA Mila Kamingoak.

Lightstone previously submitted a similar written question in relation to the GN's staff housing allocation and it was revealed that Inuit only occupied 26 per cent of GN residences despite making up 50 per cent of the territorial government workforce.

"I hope that, in the response to my written question, I will see improved figures with the Qulliq Energy Corporation's staff housing allocation," Lightstone said.

MLA and ministers' compensation shows broad range The latest instalment of compensation and expenses pertaining to MLAs and government ministers revealed total earnings ranging between $52,343 for Iqaluit-Manirajak MLA Adam Lightstone and $95,350 for then-deputy premier Joe Savikataaq during the five-month reporting period from Nov. 6, 2017 to March 31, 2018.

Travel and living allowances ranged from a low of $5,948 for Quttiktuq MLA David Akeeagok to a high of $14,400 for Hudson Bay MLA Allan Rumbolt.

Constituency funding, including expenses to operate a constituency office, varied from $29,054 for Jeannie Ehaloak in Cambridge Bay up to $80,359 for Adam Lightstone in Iqaluit.

For constituency travel budgets, 11 MLAs didn't claim any expenses. Akeeagok had the highest total at $11,136.

A special event, Ubuntu – ᐃᓅᖃᑎᒌᓕᒪᑦ – Inuuqatigiilimat Celebration, organized by Kabelo Mokoena saw the pews at St. Jude's Cathedral filled with Iqalungmiut the evening of Feb. 16.

"Ubuntu means humanity. It is often translated as 'I am because we are,' or 'humanity towards others,' but is often used in a more philosophical sense to mean the belief in a universal bond of sharing that connects all humanity," explained Mokoena.

Students and teachers from Joamie School, Nakasuk School, Iqaluit Fiddlers and Inuksuk High School and other artists shared the stage.

"A strong umbrella of unity was evident in the house," said Mokoena. "Inuit drums and African drums cordially set the heartbeat of the night, accompanied by sweet African melodies fused with Inuit chants and throat singing."

Youth addressed mental health, food insecurity and suicide.

Mokoena adds that as a political philosophy, Ubuntu – ᐃᓅᖃᑎᒌᓕᒪᑦ – Inuuqatigiilimat encourages community equality, the distribution of wealth and resources and the alleviation of poverty.

Nunavut wraps up in Red Deer Canada Winter Games concludes with athletes in judo and badminton

No medals this year for Nunavut at the Canada Winter Games, but judging from the athletes, they had a ball.

The 2019 edition of the Games wrapped up on March 3 with the closing ceremony. It was a smaller group for Nunavut with just judo and badminton in play but it was still as busy according to Mariele dePeuter, Nunavut's chef de mission.

"It's the Canada Winter Games so there's always something going on," she said. "We worked out where things were and we still had places to go."

As of press time, badminton competition had moved into the team event and Nunavut had an up-anddown start to things. The team competition features men's and women's singles, men's and women's doubles and mixed doubles combined into one match-up and Nunavut began against Prince Edward Island on Feb. 28, which ended in a 5-0 loss. They rebounded to beat Yukon by the same 5-0 scoreline later in play. They had Saskatchewan left to play later in the evening with the top two teams advancing to the quarter-final round

on March 1.

Calvin Holoboff, the team's head coach, said the players were starting to get used to their surroundings by the time the team competition rolled around.

"They weren't used to the roof being so high," he said. "When they play in their communities, the roof is only about 15 or 20 feet high and here in Red Deer, it's closer to 60 feet, so they were having trouble with the trajectory of the shuttle."

Something else which was a factor was the lighting, he added.

"The lighting was tough and some of our players were missing the shuttle altogether because of it but they've gotten used to that," he said.

The team competition was kind to Nunavut four years ago in Prince George, Sask., where they managed to make it to the quarter-final round after sweeping their pool.

Holoboff said that team four years ago was much older and more experienced than this current crop.

Nunavut back at the Brier

Brandon, Man. Fresh off the Scotties Tournament of Hearts, Nunavut is back on the national curling front, this time on the men's side.

Former Iqaluit resident Dave St. Louis is once again skipping the territory at the Tim Hortons Brier in Brandon, Man., and he led Peter Mackey, Jeff Nadeau and Lloyd Kendall into action on March 2 against New Brunswick. They played B.C. the following day and then a double-header against Ontario and Nova Scotia on March 4. The NWT follows on March 5 and they will wrap up the round-robin against Alberta and Team Canada on March 6.

He said having this experience will extend to the Arctic Winter Games next March in Whitehorse, where he predicts the team will be one to beat.

"You still have Alberta North and Greenland, both of which are really good teams, but playing the best will only make them better," he said.

Lerena Ashevak of Cape Dorset was one of the badminton players who got the chance to go to the Games for the first time.

She said it was a really cool experience.

"This is the biggest competition I've ever been to," she said. "Seeing the level of play (in Red Deer) was awesome because I've never seen that before. It was an eye-opener."

Getting experience was the key for Ashevak because she has a chance to play at the Games again in four years time as badminton's age limit is U23.

"We're all young so having this experience will make us better for next time," she said. "I definitely want to come back in four years and see what I can do."

When it comes to judo, there was just one athlete competing, that being Rocco Canil from Iqaluit in the boys 60-kg division.

He lost both of his matches by ippon (one point), which is all that's needed to win a match, to Max Litzenberger of Saskatchewan and Brandon Hanson of New Brunswick respectively but he said he was excited to just have the opportunity to compete.

"I was a bit nervous at the start but I really enjoyed being able to have the chance to fight against others from around Canada," he said.

He stuck around to watch the medal matches once his day was done on Feb. 26 and he was impressed with the set-up.

"I like how they dimmed the lights around the crowd and the lights were just on the mats," he said. "That's an amazing look."

This will be Canil's one and only chance to compete at the Games in judo as he will be too old in four years but that's not stopping him from looking at other sports to compete in.

Coach Donald Clark eyes one final trip East before leaving junior 'C' program behind

One day, the Rankin Rock will figure out how to put a cherry on top of a big run.

The failure to win the big game after an impressive tournament run hit the Rankin Rock again, when the Baffin Blizzard held on for a 4-3 victory to claim the 2019 Polar Bear Plate juvenile-junior tournament in Rankin Inlet on Feb. 17.

It was a particularly tough loss for head coach Donald Clark, who is stepping away from the junior 'C' program after he takes Nunavut's team to the Maritime-Hockey North Junior 'C' Championship one final time this coming March 27 to 31 at the Ayr Motor Centre in Woodstock, N.B. Clark said he liked the level of goaltending he saw across the board at the Plate, and he was impressed with a young Whale Cove squad taking bronze at the event.

He said he felt early in the tournament the final would come down to the Rankin Rock and Baffin Blizzard teams.

"The difference in the final game was that the Baffin finished when they got their chances and we didn't," said Clark.

"It was 4-2 going into the third period and we made it 4-3 on a penalty shot to get close, but we took

three or four penalties in the third period and, when you're trying to play catch up, you can't be taking penalties like that.

"That's especially true when it's three-minute penalties in run time, and it's hard to go on the offensive when you're shorthanded so much.

"I found the two teams were very evenly matched. We made a few mistakes that ended-up in our net and that was that."

Turning his attention to the junior 'C' program, Clark said the lack of funding to support the program was the main reason for his decision to skate away following this season.

He said there was no funding made available for the Challenge Cup this year, which means a new direction will have to be taken to send a Nunavut team to the Maritime-Hockey North Junior 'C' Championship.

"I'm a little frustrated over the fact there's no funding from Hockey Nunavut for the junior 'C' program this year after we built it up to be such a worthwhile program.

"We are getting $7,500 in funding from our Branch, Hockey North, to help with travelling to New Brunswick.

"So, to the best of my knowledge, there was no funding given to the Polar Bear Plate, and I know for a fact there was none given to the junior 'C' program by Hockey Nunavut.

"So, it's a good time for me to walk away now."

Clark said moving forward the Polar Bear Plate might become the evaluation camp for the team that travels to the Maritimes.

He said he and Baffin coach Todd Gardner made a gentleman's agreement that Kivalliq would go this year and Baffin would go the following year "There's no restriction on the number of players you can pick from any region, so if I wanted to go to Woodstock with 20 kids just from the Kivalliq, that would be our choice.

"Next year will be the Baffin's turn to represent the Branch in the Maritimes and it will be their choice on how they go about it and what players they select for the team.

"I don't see the Challenge Cup coming back into play unless Hockey Nunavut agrees to finance it or, at least, a portion of it."

Clark said it's a little ironic that the only reason the Kivalliq is going to the junior 'C' championship this year is because they lost the past couple of Challenge Cups against the Baffin.

He said that left the team with money in the bank to help towards making the trip to the Maritimes this year.

"Baffin has gone the past two years, so they're pretty much flat broke right now, so for them to raise

"So doing it this way would mean a two-year rotation for each team to go, which would provide a little longer time for fundraising, too.

"It's not ideal – you'd much rather go as the winning team – but if you have to spend $25,000 to fly to Iqa-

luit, or for them to come to Rankin, for a three-game tournament (Challenge Cup), and then raise another $60,000 or so to go to the Maritimes, that's a tough order here now with all the other groups fundraising.

"I just don't have the energy for that anymore, so it's a good time for me to leave it behind."

Almost everyone on the badminton team will be eligible for 2023 and don't think she isn't motivated. When I spoke to her, she was excited about the prospects and so was Calvin Holoboff, the team's head coach.

Give Ashevak and the others four more years to develop and I predict good things will come.

Helping Hand Team Nunavut mission staff You can't do anything without having a good mission staff and Nunavut had an awesome bunch from Mariele DePeuter, the chef de mission, right on down to people such as Mandy Hickey, Lee Hodgers, Sonja Lonsdale and Gary Wong.

Having to work from my home office is tough and I depend on the mission staff to help me get the interviews and results. They did so and in very good order. No having to deal with mission staff telling you to go through other channels, like some other Northern teams did (not naming names … this time) – just asking who I wanted to talk to and when.

It really is that simple, you know. Mission staff are there as support and Nunavut's crew did fantastic. Many thanks, gang.

I sincerely hope you all enjoyed your time in Red Deer. I'll see some of you in Whitehorse for the 2020 Arctic Winter Games and if you know how I operate, you'll know I'm there. The folks in Greenland found out the hard way.
