Nutrition North continues retailer subsidy Raised allowances, additional important items cited among improvements

Among the long-awaited changes to the Nutrition North Canada program, which were announced the afternoon of Dec. 10 in Iqaluit, one was missing.

The federal government failed to clearly address a major concern for Nunavummiut – retailer transparency – though several other changes do indicate good news for stressed consumers.

"The initial funding and other changes are welcome.

However, they have failed, failed to fix the biggest problem with the program, its transparency and accountability," said independent Nunavut MP Hunter Tootoo during question period at Parliament the next day.

"For example, the department has admitted the program subsidy received by some retailers is higher than the freight rate they are paying, which is why some Nunavummiut believe some retailers are unjustly profiting from the subsidy."

Tootoo asked Minister of Intergovernmental and Northern Affairs and Internal Trade Dominic LeBlanc if he would commit to finally fixing that

problem before the spring budget.

"I absolutely share my colleague's concern with the need to add increased transparency. I've talked to him about that. I've talked to Northern premiers about that," said LeBlanc, adding his department would bring more and further changes.

"We'll start with the new Crown-Inuit working group on food security."

Nutrition North Canada was heavily criticized from the beginning for benefitting the stores rather than the customer. But reporters were told during the technical briefing that retailers do have to supply what they pay for freight, as well as outline profit margins, in order to facilitate independent audits. Audit results are posted on the Nutrition North website.

Recognizing continuing concern about transparency, the federal government said it would develop a communication plan with each community so those intended to benefit will have a better understanding of the program.

"Our expectation going forward is that the federal government will work jointly with Inuit through the recently announced Inuit-Crown bilat-

eral process on food security to make the necessary and foundational systemic changes to (Nutrition North Canada) so it evolves into an accountable, transparent social program that reduces food insecurity in Inuit communities," stated ITK president Natan Obed in a news release.

Diapers to be subsidized LeBlanc's parliamentary secretary Yvonne Jones, outlined some of those changes at the Iqaluit announcement.

"Changes to the subsidy rates, as well as to the food eligibility list are being made to reflect what we heard from all of you and others across the North about how we can better help them access healthy food," she said, reminding officials in attendance a new Harvesters Support Grant would be introduced in the new year as previously announced.

Of note, some items under the retailer freight subsidy will be introduced as a new "highest-level rate." These include milk, frozen vegetables, infant formula and infant food.

The list of subsidized items has been revised and includes butter and lard, cooking oils, baking powder, salt and yeast in the same category as preprocessed white bread, among

Nunavut Tunngavik Inc. president Aluki Kotierk similarly said NTI would need to become knowledgeable about the changes. But she stressed context.

"We have to remember that Nunavut has 25 communities and every single community depends on the Nutrition North program, which is different than other jurisdictions.

"We also have to remember that in Nunavut, in the spring a report came out, seven out of 10 children in Nunavut go to bed hungry every day – in

Canada, a country well-known to be well off," said Kotierk.

"When you're hungry, you're not thinking about anything else. You're thinking about food and where you're going to get food.

"You're not able to achieve what you're meant to achieve to make life better for Inuit if you're hungry."

Decades of dedication for fire chief Gordon Hikomak has risen through the ranks of the Kugluktuk Fire Department

For 32 years, Gordon Hikomak has been a member of the Kugluktuk Fire Department and for the past decade, he's been its fire chief.

He's still tethered to the portable emergency radio.

"I carry my radio all the time, 24/7," he said. "I have my radio right beside my bed.

I'd be lost if I don't have it."

He leads fire department practices and meetings each weekend. At age 50, it's not as easy to do the heavy lifting, he admitted.

He keeps in shape by refereeing and coaching hockey as well as other forms of exercise.

Hikomak joined the fire department in 1986 when one of his friends asked him to become a member. He remembers the use of rain jackets and hip waders for the first 10 years he was involved.

"That was our gear," he said. "After we got brand new equipment, everybody was happy ... we have big fire trucks, nice trucks now and the breathing apparatus got way better than the old one."

With improved equipment comes the need for upgrading skills, such as for pump operators. The fire department either sends volunteers to larger centres for training or

In case you didn't notice, the deadline for public consultations on the merger of Canadian North and First Air, the two main airlines servicing Nunavut, passed on Dec. 14.

Without last week's reporting on the consultations, the process would have been strictly off the public's radar until it was too late.

Transport Canada's consultations on the merger were already limited in their scope. A select number of people were consulted on the merger to get feedback on a variety of topics, including fares, employment, cargo, access for communities, safety, environment and Indigenous considerations, among others. Comments from the general public were accepted in writing only.

When Transport Minister Marc Garneau issues his recommendation, expect the background materials to include very little public feedback at all. The suggestion that the general public should submit written feedback with less than one week's notice leaves a cynical stain on the process.

Certainly there is an expediency in limiting the scope of the consultations, but we are left to hope that our publicly elected officials will have the opportunity to bring all of their constituents' concerns to the table. With the amount of concern we've seen

Celebration and looking ahead Northern News Services

As we begin the celebration of Christmas, let's look beyond ourselves and consider those who have fallen on hard times: homeless, jobless, loss of close ones and family members.

As a songwriter put it, "Lift your eyes out of despair and look into hope and peace." I quote this with all sincerity and good wishes.

We are also coming to the close of another year and it is a good thing to look back, but just briefly and count all your blessings of yesteryear. Some of us were able to make things a bit more comfortable and to engage in more outdoor activities like going out on the land and enjoying the cabin. Whatever we were involved in makes for a memory or good memories.

I think we are all in the place of being able to think outside the box and this is where we can reflect on how we've been able to engage at work and in the public in general.

For those in the service sector and caregiving capacity, we thank you. Those who put self completely aside in the best interest of the needy are doing something that is not easy.

There are folks in extended care need, there are children who have been separated from the most precious environment – the family circle – and there are people who are struggling with various forms of addiction and many other situations and circumstances that have brought us down.

The people who engage in very public

capacities around enforcement and up-keep of rules, regulations and laws literally put their life on the line as they do this for our protection. This is where fostering good spirits by being open, welcoming and inclusive begins to stir up hope.

As we look back and say, "Did I accomplish my goals and objectives? Did I get involved in ensuring social justice? Did I contribute more than complaining? Have I cleaned house physically by giving out the extras and have I cleaned house personally; that is with a change of attitude, change of heart, or by changing the way I think towards others?"

We must not be afraid to begin to change.

When a change is introduced, there is hesitation and a fear of the unknown. This is where the phrase, "think outside the box", comes from. To embrace change is to empower oneself in positive movement forward.

Eetoolook returns as NTI vice-president

Incumbent James Eetoolook prevailed in a two-way race for vice-president of Nunavut Tunngavik Incorporated. He earned 2,399 votes compared to 1,117 for challenger Peter Ohokanoak. The results from that Dec. 10 election were delayed until late on Dec. 13 due to stormy weather in Arctic Bay, Gjoa Haven and Cambridge Bay. Stanley Anablak is back for another term as president of the Kitikmeot Inuit Association and the outcome wasn't even close.

Anablak garnered 503 votes, more than his three competitors combined. Bob Aknavigak was named on 161 ballots, George Sonny Porter received 148 votes and Vivienne Aknavigak came in at 147.

In the election for KIA vicepresident, Jeannie Evalik prevailed with 352 votes compared to 310 for Darlene Metuituk and 269 for Joe Tulurialik.

In the Baffin, the Qikiqtani Inuit Association held elections Dec. 10 for its community

director positions. The results in Iqaluit were so close that a recount was needed but the outcome didn't change, with Steven Polee Lucassie holding on for the win.

P.J. Akeeagok remains QIA's president by acclamation.

All terms are four years.

An uplifting reason to attend school Plane tickets among incentives for Gjoa Haven students to improve attendance

Teachers and education board members in Gjoa Haven have been looking for ways to improve attendance and this year they seem to have found a solution that is taking off.

As an incentive through a promotion with airline Canadian North, the top attending students at each of Qiqirtaq Ilihakvik and at Quqshuun Ilihakvik, along with one parent each, will have a chance to win one of two pairs of plane tickets for a trip to Edmonton.

The tickets will be awarded at the end of the school year and used during the summer, said Trina Sallerina, principal at Qiqirtaq, which has students from Grades 7 to 12.

In addition, binders, book bags, pencils and other supplies are handed out during monthly attendance assemblies. Those who achieve perfect attendance each month have their names go into a draw, along with their parents' names, for prize draws featuring fox furs, tea kettles and camping bags.

"It's a community effort.

Parents have worked really hard to wake their kids up and send them to school ... the community seems to be very receptive and happy that this is happening," Sallerina said.

"The DEA (district education authority) has been creative and innovative in their ways of supporting attendance ... I

have students who have never been to school who have 100 per cent attendance now, or 90 to 100 per cent. For me, that's a huge accomplishment as a teacher."

In her first year as principal after 23 years of teaching in Gjoa Haven, Sallerina said she couldn't provide attendance figures but she said she's seeing more faces in school based on her experience.

"You know there's more people because you're giving out more pencils, you're serving more food," she said.

"What I can tell you is that, in the past, (attendance figures) have been much lower."

Monthly attendance at Qiqirtak Ilihakvik has ranged between 55 per cent and 68 per cent this year, according to the Department of Education. In 2017-18, attendance averaged 51.5 per cent for the year.

Between 2001 and 2014, the school attendance rate Nunavut-wide varied between 70.3 per cent and 74.5 per cent, according to Department of Education data attained through the Nunavut Bureau of Statistics.

Raymond Quqshuun Sr., chair of the Gjoa Haven DEA, said he and his board are "really happy" about the improving attendance at the elementary school and the high school.

"We're hoping that it's going to continue," he said.

"It's real exciting for us and for

the students ... We want our students to finish school and go on to college or university or the workforce in the future.

"That's what it's all about."

Enrolment falls for young adults Northern News Services

Nunavut The number of Nunavummiut aged 20 to 24 who are enrolled in education has fallen by 10 per cent over the past eight years, according to Statistics Canada.

That troubling trend was revealed in a study titled Education Indicators in Canada: An International Perspective, 2018, which Statistics Canada released last week.

The only other jurisdictions that were in decline over the past eight years were the NWT and New Brunswick, both falling four per cent. The Canadian average saw an increase to 43 per cent of 20-24 year olds still involved in education, a seven per cent jump.

Other data included in the study showed that 35 per cent of Nunavut's population has a college or university education, the lowest rate in the country. Likewise, the high school graduation

rate in Nunavut was 40 per cent compared to the Canadian average of 88 per cent.

Nunavut also had a higher-than-average proportion of women graduating from high school compared to males. The national rate in 2015-16 was 91 per cent female to 85 per cent male high school graduates. In Nunavut, the spread was wider at 14 per cent in favour of women.

Kimmirut November's Education Week at Kimmirut's Qaqqalik School was packed with activities.

The week started off with the monthly IQ awards, stated principal Kevin Nearing.

"The highlight was the Inuktitut literacy day on Wednesday," he said.

The day began with a pancake breakfast for parents, guardians, Elders and students.

"Then the elders read Inuktitut stories and shared their own stories with students from kindergarten to Grade 6," said Nearing.

Meanwhile, in Grise Fiord, students had a similar experience at Umimmak School when Mayor Meeka Kiguktak read to students in Inuktitut. That was followed by a meal prepared by staff and students.

At Alookie School in Pangnirtung, a successful Education Week was capped with an open house and staff appreciation dinner.

Expedia chooses Cambridge Bay as a 'best of winter' destination

Radio revival in Taloyoak

Taloyoak The Hamlet of Taloyoak recently assisted with the purchase of new equipment to get the community's radio station up and running again.

"People seem to be happy about it," Mayor Simon Qingnaqtuq said.

There are a few paid radio staff who make announcements at noon and 5 p.m. daily from the old hamlet building.

The municipality is seeking residents to sign up for a radio committee that will oversee the broadcasting service after hamlet financial support ceases in six months, Qingnaqtuq said.

Capital hosts pilot Makerspace

Iqaluit As part of winning a finalist position for $10 million in a Smart Cities competition, a collaboration headed by the Nunavut Association of Municipalities (NAM) has entered into pilot phase with a Makerspace in Iqaluit.

The project – Community, Connectivity and Digital Access for Suicide Prevention in Nunavut – received a $250,000 grant heading into the final pitch in the spring of 2019. Pinnguaq Association, the Embrace Life Council and the Qaujigiartiit Health Research Centre are partners in the project.

"The goal is continued growth of te(a)ch (computer science education program) across the territory and in order to do that we need infrastructure," said Pinnguaq's Ryan Oliver, adding,

"part of that is running experiments and tests."

Hence the Makerspace, a hub of resources to help make access to technology a part of communities.

"In the Makerspace we're offering courses in technology and visual art," said Gail Hodder, office manager at the Iqaluit pilot space since early September.

"At this time, our consistent programming consists of afterschool programming. I've been breaking the weeks down to different age groups and one week will be a tech week and the next week will be an arts week."

Hodder says there have been as many at 27 youth coming by for the drop-in sessions.

There are also adult classes on the weekend. As well, the space is available to other organizations offering tech- or artrelated programming.

In Iqaluit, those interested in checking out the pilot can head to Building 754, where the Makerspace is located. For other communities, consultations are in the works leading up to the group's final pitch.

"The $250,000 was to flesh out the final proposal," said Oliver.

A man born and raised in Kugluktuk is now teaching youth across the Western Arctic the fundamentals of lacrosse.

Kyle Aviak just spent two full days teaching students in Fort Providence, NWT, the ins and outs of the game that took him from Kugluktuk to competitions across North America.

"The lacrosse camp went well, we had a lot of participants from the school. It seemed to catch on with the students, they seemed like they enjoyed (playing) a new sport," said Aviak.

Aviak has spent the past five years living in Yellowknife and teaching kids from the NWT about lacrosse in partnership with the territory's Aboriginal Sport Circle (ASC). Aviak himself learned to play the game in Nunavut and he travelled to various competitions in both Canada and the United States, including playing for Team Nunavut.

"I first learned to play lacrosse back in Kugluktuk, which is where I'm originally from and then not long after I was playing there, I was lucky enough to travel all over Canada and then the United States playing at different levels," said Aviak.

Aviak now works at an NWT mine that sees him work two weeks on and two weeks off. During the two weeks off he partners with the Aboriginal Sport Circle in order to fit the schedules of schools who want to bring him into their communities to help teach their students.

Aviak's skill with a lacrosse stick made him one of the feature characters in the recently released movie "The Grizzlies", which revolves around his hometown team, the Kugluktuk Grizzlies.

The Grizzlies premiered earlier this year at the Toronto International Film Festival (TIFF) and was shown more recently at a film festival in Yellowknife as well. The film took a hard look at some of the major issues afflicting Northern Indigenous communities, such as colonialism, suicide and substance abuse and how sports can help youth to overcome these challenges.

"Talking about the past, it's like I can feel what they feel, but I can't," Emerald MacDonald, an actor in the film told Nunavut News in a previous interview. "I can't imagine to have that news in school about a kid's suicide. It's really sad."

In his adult life, Aviak has taken to coaching in order to help others take the first step to having an illustrious career in the sport, similar to what he was able to experience.

"I decided to pass on some of my experiences and pass on some of the opportunities that I've had to other athletes as well," said Aviak.

Team NU gets dog sled team for 2020 AWG

Nunavut Team Nunavut is set to get a dog mushing team at the next installment of the Arctic Winter Games.

The application to submit a team for the games closed in October and now Team Nunavut says they have received interest in the sport.

"Sport and Recreation received individuals and community groups that are interested in participating in dog mushing at the

2020 Arctic Winter Games.

The Sport and Recreation Division is committed to working with interested groups on next steps for meeting participation requirements," stated Mariele dePeuter, chef de mission for the games.

The territory did not have a dog mushing contingent at the previous Arctic Winter Games.

Futsal team raises funds

Kangiqliniq/Rankin Inlet The Rankin Inlet men's futsal team is selling raffle tickets to raise funds needed to go to nationals.

Tickets are $5 each, with a number of bulk option discounts available. The grand prize is a trip for two to Winnipeg. The winner will be pulled on Dec. 21.

The national futsal tournament is held each year in April and 2019 will be the second time Rankin FC has attended the tournament.

Rankin camp heads to Arviat Award winning youth hockey program makes final stop

The Rankin Rock hockey camp tour came to an end last week in Arviat.

The Rankin Rock won an $80,000 Youth Arctic Inspiration prize earlier this year in order to expand the camp outside of Rankin Inlet. The camp has been run in Rankin Inlet for the past five years, but after winning the funds, they were able to expand to both Arviat and Baker Lake, where a camp was hosted earlier this month.

"We're a locally-run camp with the majority of our camp leaders coming from Rankin, growing up in Rankin, that kind of thing. We went to Baker Lake about three weeks ago and the one in Rankin Inlet took place in the middle of October," said David Clark, the camp's organizer. "It's part of the whole Arctic Inspiration Prize we won last January. The camp entailed that

we do camps in Rankin Inlet where we've done it for about five years now. We expanded and did one in Baker Lake and Arviat was our last stop."

The camp was open to all registered minor hockey players in the community. Clark said the Arviat camp had kids from the age four all the way up to 17 years of age. The kids were taken through two office sessions a day and two onice sessions. In the classroom, the kids were taught personal growth and run through office training programs while they worked on skating and puck skills once they strapped on the skates.

"We do all kinds of off-ice training with the kids that they can use after we leave if they want to continue to do so and then from there we do two ice sessions. One skating session per day and then we do one puck skill session per day," said Clark.

Clark said the off-ice training sessions were just as

important to the camp as the hockey skills. The classroom session focused on teaching the kids personal growth and team-building including goalsetting, self-reflection and teaching the students the sacrifices they may have to make in order to pursue hockey at higher levels.

"We're not just a hockey camp. Our goal is to make better people also. A big thing for us, we want to make better players, but we also want to make better people, that's huge for us," said Clark.

Clark also noted in an earlier interview with Nunavut News the importance of having a made-in the-North camp to help the kids relate to what was being taught in each community. The camp also featured the Arviat Sr. team playing a showcase game against the camp instructors.

While Arviat was the camp's last stop, Clark hinted that the camp could take to the road again in the future.

PSAC calls for minimum wage increase Justice Dept. to launch consultation in 2019

A petition to increase Nunavut's $13 minimum wage circulated in Iqaluit and most communities this month.

The petition is a part of a pan-territorial Public Service Alliance of Canada's (PSAC) Living Wage campaign.

The petition calls for a minimum wage increase to $15 across all three territories, said regional executive vicepresident for the North Jack Bourassa.

Nunavut's petition, noting the living wage is Yellowknife is $20.96/hour, states the estimated living wage in Nunavut is $26. It asks that the Government of Nunavut, above and beyond raising the minimum by $2, that it develop a plan to change the minimum to a living wage of $26, as well as tie an annual wage increase to the consumer price index.

tre for Policy Alternatives, a living wage is calculated as the hourly rate at which a household can meet its basic needs, once government transfers have been added to the family's income – such as federal and provincial child benefits – and deductions have been subtracted, such as income taxes and Employment Insurance premiums.

PSAC plans to have MLAs in Nunavut, the Northwest Territories and the Yukon table the petitions at each government's next sitting. Bourassa says the petition is the result of a resolution from the 2017 PSAC North regional convention.

"Since the resolution passed and I've embarked on this campaign, we've had three provinces either at or moving towards $15 an hour. It certainly seems to me the writing is on the wall that at some point all the provinces will eventually move towards $15 an hour," said Bourassa.

In 2016, the Government of

Nunavut raised the minimum wage from $11 to the existing $13, but when legislation was changed in 2015 to allow for the increase, the act was updated to allow for review and increases by way of regulation rather than by legislation. This makes the process quicker.

"We are currently looking to review the minimum wage again through our regular planning process," said Justice senior policy analyst Mark Witzaney.

"Things we look at are the consumer price index and the Nunavut food price survey.

Social policy initiatives like this tend to require consultation, so we're looking to do some sort of survey or some sort of consultation with both businesses and Nunavummiut in the new year."

'Territory must move toward living wage' Witzaney says when the department upped the wage in

2016, it found most businesses in the territory were not paying the $11 minimum wage at the time.

"Most were paying over and above," Witzaney said.

"The way we did that consultation at the time, is we actually found a list of businesses and called around and just sort of got an idea of what the different businesses were paying around the territory.

"There were only a few that would actually have had to have to increase their wages to meet that $13 an hour."

The department found businesses were paying between $13 and $15 at the lower end.

For its upcoming survey and consultation, the department again intends to find out what businesses are actually paying and what the cost of living looks like.

Provinces are outpacing the territorial minimum wage despite the fact that Nunavut has the highest cost of living in Canada. crepancy is the greatest in the North, in particular Nunavut.

"I don't expect a living wage will be adopted anytime soon, but they (governments) need to move in that direction. We are now falling behind people living in the south and our cost of living in the North is so much

higher than theirs," he said.

"It's just not fair."

In Calgary, where the minimum wage is now $15, the 2018 living wage is estimated to be $17.70 for a family of four, with two parents working fulltime, according to the Calgary Herald.
