The images themselves can be a prompt for stories and memories, said Schmidt.

Some dropping in to view the photos have spent hours poring over the images, she said.

At a recent showing in Iqaluit, an image of Nivissannaq, popularly known as Shoofly, was recognized by one attendee who is her descendant.

Shoofly, a respected Inuk from Chesterfield Inlet was in a relationship with Capt. George Comer, an American whaling captain who spent

14 winters in Cape Fullerton in the early 1900s.

When Comer left the Arctic, he brought Nivissannaq's amauti back to the United States with him. It now sits in the Museum of Natural History in New York.

Nivissannaq, other Inuit and some Cree peoples are captured in the photographs, some of which are being toured for the first time, said Schmidt.

The historical images belong in the public domain, she said.

"I think it's extremely important to share them and to understand that it's not the person who took the picture

who owns the image," she said.

"It's the people whose picture was taken," said Schmidt, adding that many people captured in early photographs had little authorship or control over the final destination of those images.

The Moodies made attempts to share copies of the images with the subjects. In some of Geraldine Moodie's images, the subjects are holding copies of the images in their hands.

Sharing historical images with museums for public consumption can help reconnect descendants with images and histories of their ancestors depicted in the photographs, she said.

Solving housing crisis requires outsized courage Northern News Services

Last month, the housing crisis hit the breaking point for at least one family. After four years of couchsurfing while they await social housing, Brian Tagalik, Pitsiulaaq Ashoona and their two young daughters pitched a tent at the Nunavut legislative assembly in protest.

They said they would stay until their homelessness was ended.

Their goal is to raise awareness of invisible homelessness, a type of homelessness all too common in Nunavut, where those without a place to call their own, people crash with a friend or family member until they outstay their welcome and have to move on to the next one.

Nunavut Housing Corporation president Terry Audla tells us Nunavut is now short 3,500 homes. The estimate is 10,000 Nunavummiut without a home to call their own.

Assuming most of those are Inuit – they are – almost one third of the Inuit population in Nunavut is awaiting a home they can call their own.

We've heard too many times stories of housing units packed well beyond capacity. A dozen to a home is nothing new.

Tagalik and Ashoona hope they will find housing soon.

We see little reason to be optimistic.

The issue:

Last year, Iqaluit alone had 250 families on its public housing wait list.

The GN has the resources to build 100 units in Nunavut per year. If the population were to stay static, the government could build 3,500 houses in 35 years. But the territory adds about 500 residents each year. There's simply no way the GN can keep up with the demand.

It would take well over $1 billion to build enough homes to fulfill the need and we suspect even if that amount of money were made available, the project would be doomed from the start. There simply wouldn't be enough builders available to do the job, not enough land and municipal infrastructure would not be able to keep up with the growth.

And that $1 billion would only start the ball rolling. The need for repairs on existing housing is enough that the figure would probably bring the cost closer to $2 billion.

We're just spitballing on that one, but it's probably not too far off. And if municipal infrastructure was considered part of a funding package, the total cost would definitely rise above that threshold.

All things considered, social housing requires an investment of epic proportions.

And yet, housing is the most significant contributor to health in a territory with health crises that tarnish Canada's status as a 'firstworld' country.

Nunavut's struggles with tuberculosis, addictions and suicide are all tied to the housing crisis, as all of these problems can be tied to the crush of people living in quarters so tight, they don't have room to take a breath, physically or mentally.

We've said it before and we'll say it again. Fixing Nunavut's housing crisis – and the others by association – will take a federal government with outsized courage and commitment to the North.

Without hitting a major natural resources jackpot, we just don't see it happening.

That's because it seems the only people with outsized courage are those willing to brave the Arctic winter in a tent to bring attention to the problem. If only we were all so brave.

Shelter is a basic need

Social housing has been on the radar for months and years, but we are neither here nor there.

As we are all aware and have seen in the local news, a young family pitched a tent outside the Nunavut legislature to visually indicate their need and desire for affordable housing.

For those across Nunavut who are still on the wait list, do not give up hope, somehow we will move the hands of our legislators and leaders of the day. I think maybe each of the members in the Nunavut legislature should hold town hall meetings across Nunavut with their respective constituencies and hear first-hand the needs and brokenness of families in distress.

A fundamental social climate involves many of our basic needs, such as clothing, food and shelter. Our Co-op was set up in the spirit of service and assistance to those who decide to join and even they have fallen into the grip of high costs in shipping and handling of the goods requested by the co-owners of the Co-operative system.

The Northern/Northmart also feels the sting of high costs and these costs have to be passed onto the people, customers who already are pinched deeply with all other related expenses of living up here: goods and services, transportation, mobile equipment and many other amenities that are taken for granted in other parts of Canada. The shipping season has come to an end and we will experience a spike in prices very shortly.

I recall many years ago I had to leave home to further my formal education and I lived with a family for three years. I used to go with one of the boys in this home and we would collect pop bottles that were thrown on the side of the road and we would take them to any corner store and get two cents for each of the empty bottles we brought in. After about two or three wagon loads we could go and spend our earnings. I would go to a fast food establishment and order a hamburger deluxe and a large chocolate milk shake for 75 cents.

Nunavummiut will be able to order cannabis online starting Oct. 17, as the Government of Nunavut edges closer to finalizing its supplier.

"The final preparations are coming together really nicely and we're confident we'll be ready for day one," said Dan Young, director of Nunavut Liquor and Cannabis for the Department of Finance.

Young, who sits on the cannabis working group, says the Nunavut Liquor and Cannabis Commission's website will go live on day one.

Customers 19 years and older can order cannabis and a Canada Post agent will verify the buyer's age upon delivery at the post office.

There is no publicly available price for dried cannabis, concentrates or oils yet, though it will be "significantly cheaper" than prices reported

Man's death in police custody triggers investigation Kugluktuk The Calgary Police Service and the Nunavut Coroner's Office are investigating the death of a 22-year-old Kugluktuk man who died while in RCMP custody on Sept. 19 at Stanton Territorial Hospital in Yellowknife.

Emma Poole, team lead with the Calgary police force's media relations unit, said few

others details will be made public at this time.

"I'm afraid at this point, this is about as much as I can confirm as the investigation is still ongoing," stated Poole. "These types of investigations typically take months, although it could take longer. We want to get it right and that takes time."

The results of the investigation, along with

any recommendations relating to charges, will be forwarded to the Crown prosecutors' office for review, Poole added.

Voters to decide the future of Kugluktuk's alcohol policy Mayor, MLA decline to express preference ahead of Oct. 22 plebiscite; longtime resident concerned

Voters will decide in an Oct. 22 plebiscite whether Kugluktuk continues to have an Alcohol Education Committee approve or reject residents' liquor orders or whether restrictions on booze are removed.

"It's a challenging one," Mayor Ryan Nivingalok said of the issue. "Ultimately, it's going to be up to the people to decide what the outcome of it is."

A representative from the Nunavut Liquor Commission is scheduled to meet with the mayor and council on Oct. 9 to discuss the plebiscite and its repercussions. Sixty per cent of voters must be in favour of removing alcohol restrictions to bring about change. It took a petition by some residents to prompt the plebiscite, which Elections Nunavut will oversee.

Nivingalok said he doesn't have a sense which way the vote might go based on his interaction with residents.

"I haven't heard much from people," he said.

Asked whether he has any concerns about the liquor plebiscite almost coinciding with the legalization of marijuana, which occurs on Oct. 17, the mayor replied, "I think it wouldn't matter as long as the people get out and put their vote in, make their vote count."

Kugluktuk MLA Mila Kamingoak wouldn't say which way she hopes the plebiscite will turn out.

"Right now I have no position on this. This decision will be made wholly by the community and by their votes," said Kamingoak. "Obviously I'm going to support what my community decides wholly."

Edna Elias, a longtime Kugluktuk resident, is opposed to removing alcohol restrictions. She said the limitations protect children and the "health of our community."

Baker Lake MLA Simeon Mikkungwak has two young sons who were given an earlier curfew on weekends after alcohol restrictions were voted down in a January plebiscite.

Mikkungwak and his wife force their children to come into the house earlier for safety reasons. With the end of the Alcohol Education Committee, it's become more common to see drunken individuals on the street, intoxicated drivers and underage drinkers, he said.

"I can definitely say for Family Services, the Department of Health and the Royal Canadian Mounted Police, they've been very overwhelmed with the workload," he said.

Statistics from the RCMP show that the number of files – based on

the police looking into incidents – climbed to 868 from Feb. 1 to Sept. 1 of this year compared to 588 during the same period in 2017.

Likewise, the number of incidents involving charges jumped to 61 during that six-month period in 2018, versus 38 in the same six months of 2017.

The number of alcohol-related calls was not specified. Although the plebiscite was held in January, April was the first full month without alcohol restrictions in place.

Mikkungwak emphasized that there are plenty of responsible drinkers in the community and many continue traditional practises, leading a healthy lifestyle.

"It's not all negative," he said, but for the minority who are addicted to alcohol, the increased access to liquor has led to problems.

"When you do see intoxicated people out on the roads, it's very con-

cerning for small children," he said.

In conversation with residents of Rankin Inlet, Mikkungwak said they advised him that it takes time for alcohol issues to "settle down" after

removing restrictions.

GNWT will cover cost of airlift Businesses and municipal governments await delivery as more than $3 million in goods stranded after final barge cancelled

The GNWT will pick up the costs associated with a massive airlift that will replace the cancelled barge service into Kugluktuk, Cambridge Bay and Paulatuk, NWT. The NWT government made the announcement on Oct. 4, a week after it was determined that the last barge of the season carrying critical supplies could not make it to the communities due to thickening ice.

The GNWT’s Department of Infrastructure called upon the Canadian Coast Guard on Sept. 27 but was informed that not even the highest class icebreaker in the Coast Guard’s fleet could break through the ice, according to Infrastructure Minister Wally Schumann.

The airlift priority will be diesel fuel for Paulatuk, likely followed by food for grocery stores, Schumann said. Vehicles, however, will not be put on planes, he said. The goods left behind in Inuvik will remain in a secure, heated warehouse that the GNWT took over when it purchased assets formerly belonging to Northern Transportation Company Ltd. (NTCL), which became insolvent in 2016.

The minister said he couldn’t explain why the barge’s sailing date was delayed by a couple of weeks. It may have been related to not having a crew ready or the Coast Guard not getting its buoys in place in time, he suggested. It was not, however, due to commitments to resupply TMAC’s Hope Bay gold project or Sabina Gold & Silver’s Back River project, Schumann insisted.

“People are focusing on that maybe a little bit too much,” he said. “It’s not like we had one boat running around, we had five ships delivering freight all over the place.”

He added, “I’m a business guy.

Prior to the GNWT announcing that it would look after alternative costs, the Kitikmeot Chamber of Commerce organized a meeting on Oct. 3 that involved upwards of 40 affected individuals and business representatives. A spreadsheet was created and a minimum of $3 million in ordered goods was accounted for, said Cynthia Ene, the Chamber’s executive director. There are others who were unable to participate in the meeting and have yet to contribute their totals, she added.

Some small business owners had invested much of their available cash in the sealift order and may have been forced to close without delivery, she said.

“You can imagine the strain on the private sector, but (also) on our communities and infrastructure at large,” she said earlier in the week.

“It’s devastating to a family, to a business.”

The Chamber contacted a legal firm to review the terms of the sealift contracts, Ene said, adding that she hoped legal action could be avoided.

Cost unknown Kugluktuk Mayor Ryan Nivingalok expressed dismay over the barge’s arrival date slipping into October, allowing for the ice to become impassable.

“I remember last year they came in on the first week of August and that didn’t create any problems,”

Nivingalok said.

Schumann said he doesn’t know how much the delivery by air will cost the government and when asked where the money will come from, he replied, “We’ll worry about that when it comes. My worry right now is the people.”

The minister said he doesn’t expect this situation will result in a loss of business for MTS next year.

He said a private sealift company wouldn’t come to the aid of customers without shipping insurance like MTS is doing.

“We’re taking an unprecedented step to try to look after these people in these communities and get in the goods,” he said. “That’s what governments do. We look after the

people, that’s our job.”

The GNWT will continue to run the barging service for at least a couple more years to gather data, Schumann said.

“When we get enough information after a few years of operation and get this thing stabilized, we’ll have a look at if we’ll make it a Crown corporation, or have a private entity run it on our behalf or are we going to sell it or will we continue to run it through (the department of) Infrastructure.”

The isn’t the first time that barge cancellation has affected the Kitikmeot. A 2014 supply ship under the now defunct NTCL was also unable to fulfill its obligations due to October ice.

Ikpiarjuk/Arctic Bay A mother polar bear loitered with her four cubs by the Arctic Bay shoreline last week, before being scared off by wildlife officers.

Josia Akpaliapik spotted the bears while driving his wife to work.

Though Akpaliapik has seen three cubs before, spotting four cubs is a first, he said.

Typically a bear will have a litter of two. Litters of three and four are possible, though uncommon.

According to elders, sometimes a polar bear will adopt another cub from another bear.

Wildlife officers tried to use boats to deter the bears, which were in close proximity to four or five dog teams near the airport.

"One of the cubs was kind of scary.

Sometimes she would go to the dogs but never harm them.

The owner untied a few dogs," he said.

By nightfall, the bears were gone, he said.

Community rallies around house fire victims

Kugluktuk A Sept. 28 fire destroyed a home in Kugluktuk and has forced a man, woman and their two teenage children to seek refuge with relatives.

Residents have been donating essential supplies to the family.

"The whole community is pitching in to get them whatever they need," said Kugluktuk Fire Chief Gordon Hikomak.

The blaze, which is still under investigation, broke out around 2 a.m. in the one-storey, three-bedroom home. The occupants were out of the building before the fire crew arrived, Hikomak said.

"It was really bad. As soon as we made it there, it was really in flames," he said of the scene. "The whole building was on fire really fast because the wind was a west wind. It made it worse."

Eleven firefighters responded and it took them close to four hours to fully extinguish the fire. Water trucks were needed to combat the blaze after the pump on the fire truck broke down about 15 minutes after it was deployed.

Mould problem addressed; arena due to reopen this month

Ikaluktutiak/Cambridge Bay After a year without the use of the community arena, residents in Cambridge Bay will soon have access to the facility again.

The contractor's work to remove and cover up a growing mould problem should be finished by Oct. 19, according to Tim Brown, director of community infrastructure with the Department of Community and Government Services.

"The scope of work is being completed as originally planned. However, after removal of damaged material in some areas, additional mould-infested material was discovered, which will be required to be removed and replaced," Brown stated.

Cambridge Bay's Qillaq Construction was hired in early August to undertake the work for $257,000, but the final cost won't be known until the project is completed, Brown added.

De Beers CEO visits Pangnirtung following Chidliak purchase

Panniqtuuq/Pangnirtung Just two weeks after closing a deal to purchase the Chidliak project from Peregrine Diamonds, De Beers representatives flew to Iqaluit.

CEO Kim Truter said she met with Premier Joe Savikataaq and also travelled to Pangnirtung.

"This trip was exploratory, as we ask people how they want to communicate," said Truter.

Quarterly face-to-face interactions will continue so that communities can stay informed about De Beers' intentions for the project, which sits between the two communities.

The $107-million deal to acquire the Chidliak project from Peregrine Diamonds concluded Sept. 12.

De Beers representatives will come to the North for engagement and permitting purposes every quarter, said Truter.

Asked how the community will be engaged following the change of hands, he said De Beers has hired employees from Peregrine to ensure continuity.

The mining company is still in the process of determining who it will work with as stakeholders in the project.

Major food donation

Iglulik Arctic Fresh, an Iglulik-based online grocery retailer serving Baffin communities, provided close to $10,000 worth of groceries to the Igloolik Food Bank prior to the Thanksgiving weekend.

Rhoda Angutimarik, the company's CEO, grew up often going hungry "because fresh and nutritious foods were not available or were too expensive," stated an Arctic Fresh news release.

She launched the Inuit-owned business to reduce the high cost of groceries and to help ensure others have access to healthy foods, according to the news release.

The recent food donation was possible with help from Canadian North, which lowered its freight costs for the delivery.

Greg Morash, the community's senior administrative officer, expressed gratitude for the gesture.

"Food insecurity is a major issue in Northern communities and families rely on food banks for assistance," Morash stated.

"This year, Thanksgiving week will be better for most because of the generous donation of nutritious and fresh food sent to Iglulik from Arctic Fresh... When a community comes together, great things can happen."

Naujaat Bandmates Mathew Thompson, Anthony Collens and William Palliser took their music around the community of Naujaat in a unique way this past spring.

The trio used a generator to power their equipment and were towed around the bay on a qamutiik in front of the community and then out to the site of the bowhead whale bones.

The group has a video on YouTube showing some of their unique rock-and-roll journey.

They also played a live concert for the community this past year.

Abluqta Society to hold AGM

Qamanittuaq/Baker Lake The Abluqta Society will be holding its annual general meeting on Monday, Oct. 15, beginning at 7 p.m. at the Thrift Shop (QDC 33).

Since becoming a registered society during the summer of 2017, the Abluqta Society opened a thrift shop in Baker Lake on May 11, which sells clothing and household items.

The society has also held several food bank events to collect donations for people in need, distributed donated mattresses from Agnico Eagle Mines and sought government funding to move away from financial reliance on bingo.

The Abluqta Society will be electing a new board at its AGM, including the positions of president, vice-president and treasurer.

Tuberculosis prevention screening clinic in Whale Cove

Tikirarjuaq/Whale Cove A screening clinic for tuberculosis (TB) in Whale Cove will start at the end of October.

It will be the next community screened for the disease after a pilot screening wrapped up about six months ago in Qikiqtarjuaq.

Whale Cove was selected as the next community for the screening based on a variety of factors including community infrastructure, states a Government of Nunavut news release.

Screening will take place by household starting on Oct. 22.

The clinic is expected to be operational for five to six weeks, states the release.

"We need to make bold decisions and explore new programs to eliminate TB in Nunavut," said Minister of Health George Hickes in the release. "Lessons learned from the TB clinic in Qikiqtarjuaq were incredibly valuable. As we move forward, this is just one of many ways that show the commitment of municipal, federal and Inuit organizations in achieving our collective goal."

More information will be provided through the radio and the hamlet office.

Cambridge Bay Tea Talk

This summer I had a pleasure of meeting Inniffum from Pangnirtung. He is 11 years old and speaks Inuktitut fluently. I was so amazed and proud and excited to hear him speaking his first language with his father, grandparents.

When you walk into stores and anywhere in the communities in the eastern part of Nunavut, all you hear is Inuktitut with both young and older.

This is very important part of our culture, but many of those who were sent off to residential school lost their traditions of language, it affected many of us, sad but true. Today, those of our generation with the legacy of residential schools, we struggle with that now. Many are shy to learn and speak our ancestors' tongue. The schools, government and colleges are trying to teach the language now. We need more and more lessons offered to our Inuinnait before it is lost. Let us get back our Inuinnak and teach our youth.

Destructive winds hit Baffin Island on Oct. 4, sending sheet metal roofing flying into power infrastructure and causing outages across Iqaluit and Cape Dorset.

Qulliq Energy Corp worked to restore power and sent line crews to patrol the distribution system for any issues overnight.

In Cape Dorset, the severe weather left part of the community without power, but crews were unable to make repairs due to safety concerns.

By 11 a.m. Friday, Qulliq had restored power.

On Friday morning, the siding and roofs of several buildings littered downtown Iqaluit and blocked off the main four corners intersection.

The winds overturned sheds in the Plateau neighbourhood, hurled sheet metal debris onto vehicles and bent stop signs sideways.

This Greenland shark got trapped in Moses Nakoolak's whale nets in Coral Harbour last week. It was brought into the community, where it attracted a great deal of attention.

Shark creates buzz in Coral Harbour Salliq/Coral Harbour In more than 30 years of setting whale nets, Moses Nakoolak has never seen anything like it.

On Oct. 1, he and his son pulled up one of their nets about six kilometres from the community and a large unusual creature was trapped in it.

"I was thinking maybe it's a walrus because it's way too heavy," Nakoolak said. "We pulled it up to the shore and my son Moses Jr., he recognized it right away. 'It's a Greenland shark!

The specimen measures 3.1 metres (10 feet, three inches) and weighs close to 227 kg (about 500 pounds), Nakoolak said.

"We've never seen a Greenland shark in anyone's nets here in Coral Harbour. This is the very first time we seen that caught in the whale nets," he said, adding that narwhal and beluga are what he normally catches.

He and his son put the shark on a kamotiq and brought it back to Nakoolak's home.

Before they got there, some curious community members were following them to get a glimpse of the oddity. Since then, many, many people have stopped by to take a look and snap photos.

Jeffrey Ottokie had to get an up close look for himself.

"Jeez, that thing is not the smoothest. It's really rough skin... if it was alive I'd never touch it," Ottokie said. "It's the first time we've seen a whole Greenland shark like that... It's quite amazing to see that."

Nakoolak said he's heard Greenlandic people boil the shark meat and eat it. Others have said it's generally used as dog food.

"I have no clue at all what I'm going to do with it," he said, laughing.

Court voids tax assessment on Mary River Project lands QIA submitted complaint against review board in time, court rules

A court ruled that the Government of Nunavut failed to properly notify the Qikiqtani Inuit Association (QIA) and its lessee Baffinland Iron Mines Corp. that the Mary River Project lands were open to tax reassessment.

The judgment voids the Government of Nunavut's Territorial Board of Revision (TBR) notice that it would reassess the tax value of the land.

To assess the land, the TBR must issue a new notice to Baffinland and the public.

Although the tax assessor's office sits across from the QIA offices, a 2016 notice took 16 days to reach QIA and several more days for its officials to become aware of the notice.

The TBR issued a notice on Nov. 24, 2016 that it would reassess the property's taxation value but fumbled its delivery of that information, according to court documents.

The 2016 notices of assessment for Mary River Lands were delivered to the Iqaluit post office on Nov. 28 but QIA only received the notice on Dec. 13.

After it arrived at QIA, an employee left the relevant documents in an unmarked file in the Lands Department and failed to forward it to upper management.

Baffinland solicitors were only aware of the documents by Jan. 23 – after the 45 day complaint period.

Under its commercial lease agree-

ment with QIA, Baffinland is obliged to pay all rates, tax charges and assessments charged for the Mary River Lands.

QIA and Baffinland Iron Mines Corp. disagree with the Government of Nunavut's attempts to collect fee simple taxes on the aforementioned land.

They maintain that under the Property Assessment and Taxation Act, as well as the Nunavut Land Claims Agreement, they are exempt from property taxation.

QIA and Baffinland filed consecutive complaints against the revision board about the 2016 notices on Jan. 23 and 24, 2017.

In a six-line email, seven months later, the secretary of the revision board said the TBR would not hear complaints because they were filed more than 45 days from the stamped date of mailing.

Gerald "Gerry" Towns is the project manager for the Nunavut Property Assessment Office for the Department of Community and Government Services (CGS).

In a deposition, Towns stated that he mailed a notice of assessment on or around Nov. 27, 2016 to QIA as the assessed owner and not Baffinland.

It was practice to send it only to the assessed owner, unless requested otherwise, he said.

Three days later, Towns advertised in Nunavut News and Kivalliq News to advise the public that the notices were issued and that QIA had 45 days to respond.

No public notices were published elsewhere and no attempts to deliver

Despite repeated attempts by the Government of Nunavut to assess the tax value of the Mary River Project, a September court judgment has nullified its 2016 notice of assessment. electronic copies to QIA or Baffinland solicitors were made, according to court documents.

QIA argued the TBR was reasonably expected to "exercise the courtesy" of forwarding an electronic copy of the notice to QIA lawyers.

It also argued the TBR failed to place a notice on the community bulletin board in the main lobby of the Igluvut Building where QIAs offices are located.

The chief financial officer of

Baffinland made attempts to contact Towns by phone between Jan. 5 and Jan. 17 to determine if the assessment notice was sent, but was unable to reach him.

Newspaper ads taken out by the TBR did not specify the dates the notices were mailed, making it impossible for the viewer to discern when the 45-day response period ended.

Justice Earl Johnson concluded in his judgment that the TBR was

wrong in finding that QIA's complaint was out of time.

He also ruled that in the absence of any evidence on the precise date the notice of assessment was mailed, it couldn't determine when the response period ended.

Because the 2016 notice was nullified by Justice Johnson, the GN will have to notify QIA and Baffinland again of a pending assessment.

Two notices of assessment from 2014 and 2015 are still under appeal.

Baffinland, QIA sign updated Inuit Impact Benefit Agreement Iqaluit Baffinland Iron Mines Corporation and the Qikiqtani Inuit Association announced the signing of an updated Inuit Impact Benefit Agreement (IIBA) on Oct. 3.

The mining company says the new deal will strengthen Baffinland's commitments to Qikiqtani communities.

Baffinland and QIA have jointly pledged to increase the benefits of the Mary River Mine to Nunavummiut by enhancing the focus on Inuit training and employment, according to a Baffinland news release. This will be done through: - Increased skills and training opportunities for Nunavummiut - Increased financial commitments to training and skills development - Development of a state-of-the-art training facility in Pond Inlet - Programs designed to specifically increase Inuit employment in all aspects of Baffinland's organization - Improved support for all residents of the Qikiqtani communities The updated agreement immediately replaces the original IIBA, which was signed in September 2013.

"The signing of the amended IIBA represents another major step in our commitment to deliver on our promise to bring employment and training opportunities to the Qikiqtani region," said Brian Penney, Baffinland president and CEO. "It also reflects the strong relationship between Baffinland and QIA, as we continue to find new ways to work in partnership and understand how we can continue to move forward and make a real difference for all Nunavummiut."

The host society of the 2018 South Slave Arctic Winter Games has released its final report on the event, co-hosted by Hay River and Fort Smith in March.

The report was submitted to the Arctic Winter Games International Committee on Sept. 4.

"On behalf of our region, thousands of committed volunteers, the sponsors and supporters, thank you for the opportunity to host the 2018 games in the South Slave," wrote Greg Rowe, the president of the host society in a letter to John Flynn, the president of the Arctic Winter Games International Committee.

"It was this opportunity which allowed us to demonstrate that a successful set of games could be hosted not only in the South Slave Region, but also in two small communities," Rowe added. "I look forward to future editions of the games and witnessing the tremendous impact this internationally important sport and cultural event has on the young people of the North."

An audit and final financial arrangements for the society, along with the organization's dissolution, have yet to be completed.

Hay River Mayor Brad Mapes was pleased with the report.

"I think it was a pretty thorough report," he said.

Mapes said the report will help other communities hosting or considering hosting the Arctic Winter Games.

"Of course, our games were very unique because we were jointly holding it with two communities," he noted. "So there were a lot of challenges that normally you wouldn't see in a community that was hosting it themselves. We had a lot of logistic issues and different things like that. But overall I think the report was pretty good."

The report noted many positive things about the 2018 South Slave Arctic Winter Games, along with a number of challenges.

"Community volunteer commitment was very strong in both communities," the report stated. "Numerous individuals, companies and organizations committed significant time and resources (financial and other) to help make the 2018 South Slave Arctic Winter Games very successful. The commitment and contributions by the board were outstanding."

However, several factors were challenges.

The report pointed out that the use of three airports (Hay River, Fort Smith and Yellowknife) significantly increased the logistical challenges and costs for the 2018 games.

It noted that bus travel worked well, but added an additional workload, cost and risk element to the event.

The construction of the Hay River Rec Centre, which was ready for use just days before the games began, was described as a "stress

Nunavut The Jays Care Foundation, the charitable arm of the Toronto Blue Jays, puts out a call every year for organizations to submit requests to help build and maintain play areas for youth.

The Recreation and Parks Association of Nunavut (RPAN) is helping out with that call this year as it wants communities

There were "significant problems" in recruiting and retaining volunteer chairs in a number of key areas.

The final report made numerous suggestions on the governance of future games,

regarding the roles of the Arctic Winter Games International Committee and host societies ranging from logistics, merchandizing, hiring of staff and more.

In the end, there were 17 paid positions and 43 volunteer committees for the 2018 games.

In October of 2017, the GNWT provided the full-time services of its director of sport, recreation and youth to support management requirements for the games.

For future games shared by two communities, the report recommended that, depending on logistical considerations, the opening ceremonies be held in one community and the closing ceremonies in the other.

During the South Slave games, both the opening and closing ceremonies were held in Hay River.

This is the same camp which was awarded $80,000 as part of the Arctic Inspiration Prize earlier this year and the plan is to take the camp to Baker Lake and Arviat later this season.

It's camp time

Iqaluit The Iqaluit Speed Skating Club is opening its doors later this month to give people a chance to try the sport for the first time.

It's hosting an open house on Oct. 13 at the Arctic Winter Games Arena starting at 10 a.m. It's open to all ages and skates will be provided to those who don't already have a pair but the club is asking that people show up at least 30 minutes early so they can be fitted with skates.

Helmets and neck guards are also required to be on the ice.

Kangiqliniq/Rankin Inlet With students in Rankin Inlet out of school soon, it's time for one of the more popular sports programs in the community to get going.

The Rankin Rock Hockey Camp starts up on Oct. 13 and it will be a mixture of on-ice and off-ice training. The on-ice business will see work on skills and development while the off-ice work will include fitness programs, nutrition education and literacy development.

Students and teachers from across the Kivalliq region descended upon Victor Sammurtok School in Chesterfield Inlet to participate in the Kivalliq Regional Science and Culture Camp from Sept.

6 to 10.

The annual event is one of the main activities of the Kivalliq Science Educators Community.

The water was full of qajaq activity during the science camp in Chester.
