Gjoa Haven gets first ambulance 'People have noticed and they're excited about having it here,' says mayor

Medical patients in Gjoa Haven will rarely have to rely on pickup truck or the fire truck for transport after the community took possession of its first ambulance, which arrived by sealift in September.

"We're never had an ambulance in the community," Mayor Joanni Sallerina said. "They were all volunteer's vehicles. Whoever was closest to the accident – if it was a pickup truck or a van – or if there was nothing available then they would call the firefighters and the firefighters usually used the fire truck to transport the patient to the hospital."

The used ambulance arrived from Quebec. The mayor was unsure of the price paid for the vehicle and

how old it is. Those are details he said the senior administrative officer (SAO) would have, but the SAO was travelling last week and unavailable for comment.

The hamlet arranged for some local firefighters to receive training in how to operate the ambulance, said Sallerina.

"So it's all ready to go," he said.

Gjoa Haven hamlet council had expressed interest in acquiring an ambulance in the past but the municipality was in deficit recovery mode and therefore not in a position to afford the emergency vehicle until recently, said Sallerina, who's serving his third term as mayor.

"We're doing a lot better financially," he said. "We were able to find a good vehicle at a reasonable price."

The ambulance has caught the attention of Gjoa Haven residents, Sallerina noted.

"People have noticed and they're excited about having it here," he said.

Also excited are the volunteer firefighters who get to use it, along with Fire Chief Hector Nargyak.

"It's pretty awesome," he said.

"They (the firefighters) were pretty happy about it when it came in."

The fire hall has a two-bay garage and the new ambulance now occupies one of those bays, Nargyak added.

Neither the Department of Community and Government Services, nor the Department of Health, nor the Nunavut Association of Municipalities could account for the number of Nunavut communities that are still without a proper ambulance.

First Air, Canadian North sign off on merger contract ᓄĪØflî

Nunavut Inuit ‘partners' invited to be part of deal; regulatory approval still pending

A signing ceremony to mark the merger of First Air and Canadian North was held in Montreal on Friday afternoon, even though regulatory approval has not yet been granted.

Cheers erupted after representatives from Makivik Corporation, owners of First Air and representing the Inuit of northern Quebec, and the Inuvialuit Regional Corporation – owners of Canadian North on behalf of the Inuit in the NWT's Beaufort Delta – signed the agreement.

Officials from the airlines didn't open the doors to a Makivik boardroom until almost two hours after their scheduled 3 p.m. Eastern press conference.

"We were so far apart, but I think we were able to overcome the obstacles that we had at the beginning," Charlie Watt, president of Makivik Corporation, said of the deal, which has been talked about for years.

"Hopefully the Government of Canada is going to be able to understand that we need to be able to do this on our own without being told what to do because we know the North better than anybody else," said Watt.

Duane Smith, chair and CEO of the Inuvialuit Regional Corporation, said co-operation between the partners is critical.

"We cover a large area and we

have to help each other out," he said.

"This is an example of how we help each other, and we're all going to grow from it and benefit from it. I just see lots of positive things coming out of this."

Inuit leaders from Nunavut have been invited to be part of the new ownership structure, according to Johnny Adams, chair of First Air's board.

"We're still missing our Nunavut partners. We're expecting them.

"We've invited them to the table.

They're looking at it and we're optimistic," Adams said. "We're hopeful that they'll be able to join us as well.

"That will truly be an Arctic airline where we encompass our brothers and sisters from Nunavut as well ... We've always been divided and conquered with whatever businesses we've started. From now on we have to show the example and work together."

Makivik and the IRC still expect the merger will be formally approved by regulatory agencies by the end of the year.

The unified airline would be 100 per cent Inuit owned. If permitted, the new entity would be headquartered in Ottawa, would use the name Canadian North and would adopt First Air's marketing brand, including its inuksuk logo.

When he flies from Yellowknife to get back home to Taloyoak, the planes are usually full already, he said.

"Now you're going to cut that capacity in half," said Lyall, who served as president of the Kitikmeot Corporation for 18 years and was a founding board member of Nunavut Trust.

He fears the merger will mean

longer wait times in Yellowknife to get on fewer flights.

"With no competition you can be sure that the airfares are going to go up. To me it doesn't make a lot of sense," said Lyall.

He also suspects that there will be job losses.

"How many people are they going to have on the ground in the communities?

"If there's four of them working at Canadian and five of them working at First Air, are they going to have nine people running the airline (in a single community)?" Lyall asked doubtfully.

On July 24, Iqaluit's city council passed motions calling on the Government of Nunavut to attract more national carriers and for the City of Iqaluit to promote the capital as a viable destination.

Another trio of airlines has rejected the idea of offering scheduled passenger or cargo flights in Nunavut.

Representatives from Flair Air, Nolinor Aviation and Air North told Nunavut News that their companies aren't vying to establish a presence

in Nunavut, the same response given earlier by Air Canada and WestJet. Calm Air, which already operates in the territory, has no ambition to expand its services, a spokesperson said previously.

"Flair (Air) does not have any immediate plans to expand service into Nunavut," Julie Rempel, head of communications for Flair Air, stated in an email.

Based in Kelowna, B.C., Flair Air was prepared to partner with Iqaluit businessman Adamie Itorcheak to launch independent airline GoSarvaq, with flights from Iqaluit to Ottawa, in 2016. However, the venture never got off the ground after First Air and Canadian North drastically reduced fares.

Nolinor Aviation isn't planning to jump into the Nunavut market to begin scheduled flights. The same response that Flair Air and Air North recently gave.

Don't expect to see Air North expanding into Nunavut either. Based in Whitehorse, Air North flies in the Yukon, the NWT, Ottawa, B.C. and Alberta.

"No, we have no particular interest in going that far East," said Air North president Joe Sparling.

From an airline owner's perspective, Sparling expressed his understanding of First Air and Canadian North's plan to merge.

"I think your biggest problem over in your region is there's too many empty seats flying around," he said.

"I'm not sure getting more carriers is going to solve that problem. I think it will probably add to it."

The First Air/Canadian North merger, if approved, should allow for greater efficiency and lower costs, Sparling suggested.

Marco Prud'Homme, vice-president of Mirabel, Que.-based Nolinor Aviation, said the GN has contacted his company about registering to be a potential service provider through the government's Airline Procurement Strategy, but it's not of interest at this time, Prud'Homme said.

"Our fleet is busy doing charter flights ... we're flying every day and we're pretty happy with what

we're doing," said Prud'Homme, whose company's business includes transporting workers for crew shift changes at Northern mines. "We look at that market (in Nunavut) and we know that there's an interest to have more competition but there's a low volume for that market."

Although Nolinor recently purchased a few additional 737-200 planes, including a couple of former First Air aircraft, those planes have already been dedicated to charter flights, Prud'Homme said.

"We salute the initiative," he said of the GN's Airline Procurement Strategy. "It's a first, that's for sure. I guess for us we'll see how it goes on the first round and we'll see if there's an interest on the second round."

In an Aug. 22 interview with Nunavut News, Economic Development and Transportation Minister David Akeeagok expressed confidence that additional airlines will express interest in providing duty, medical and personal travel as well as cargo services in Nunavut, which the GN is attempting to encourage through its Airline Procurement Strategy.

Canadian North and First Air representatives have stated that they hope their proposed merger will be approved by regulatory authorities by the end of this year.

Auyuittuq National Park map boasts Inuktitut place names Collaboration on local knowledge and historical mapping shows 'long and deep' history

The newest map of Auyuittuq National Park will have Inuktitut place names after years of consolidating local knowledge and consulting historical records.

The Inuktitut place names map started its work in 2014, holding workshops with the park's Inuit knowledge working group over two years, though it used data that is at least 130 years old.

The Inuit Heritage Trust shared data about the park from its earliest efforts to record place names dating back to 2010. It also used historical maps and information recorded by

Parks Canada staff over the years.

"We took all that information and put it on one big map," said Karen Routledge, an historian with the Indigenous Affairs and Cultural Heritage Directorate for Parks Canada.

They took the important step of verifying the information with local knowledge holders, who discussed the origins of known names and settled on a preferred name based on historical knowledge and early maps.

A workshop in Qikiqtarjuaq brought people from Pangnirtung to discuss all the names that Parks Canada and its partners had found.

"It was really important to meet together," said Routledge, adding

that all the meetings were done with the work of translators Madeleine Qumuatuq and Martha Newkingnak.

The collective knowledge of elders, youth, hunters, trappers and park staff will ensure the history and culture embedded in the park are also clear to visitors.

When visitors travel to the park, "it will really show them, in a visual way, the long and deep and ongoing histories that Inuit have about the land.

They'll think about it in a different way when they're hiking and skiing in it," said Routledge.

Many of the mountains and landmarks have Inuktitut names but were given Norse names like Mount Thor by early explorers.

The mountain, at a towering 5,495 feet in elevation, has the Earth's greatest vertical drop of 4,101 feet.

Its Inuktitut name is Qaiqsualuk, translating to enormous bedrock.

"That peak and quite a few other places in the park had multiple names," she said. "People from different communities had heard different names for different peaks."

Qaiqsualuk's alternative name is Avvinnguaq, meaning "looks like a sealskin scraping tool," said Routledge.

Joavie Alivaktuk of Pangnirtung had heard this name from his father, who travelled often in the area.

Knowledge holders congregated to sort out the names they'd heard, the stories behind them and who they'd heard them from. They collectively negotiated on which names should be on the map. They voted on Qaiqsualuk because it had been recorded as early as the 1980s.

"That was a really impressive process. It worked really well and was

Some of the names on the map are based off recordings from AmericanGerman anthropologist Franz Boas in the 1880s and a separate naming project from the 1980s which covered the Cumberland Sound area.

Those place names were recorded in both maps a century apart.

The effort itself was an intense collaboration that Routledge said would not have been possible without the contributions of the Inuit knowledge working groups for Auyuittuq National Park in Pangnirtung and Qikiqtarjuaq.

NDP MP for Abitibi–Baie-James– Nunavik–Eeyou, Romeo Saganash, used the word, which starts with the letter 'f', in apparent frustration over the federal Liberal government's push to build the Trans Mountain expansion project in the face of opposition by Indigenous groups.

Gender imbalance persists in trades education Northern News Services

Canada Fresh data from Statistics Canada reveal a significantly higher percentage of men than women with trades certification nationally and the imbalance is wider among Inuit.

Across Canada, 15 per cent of men hold an apprenticeship or trades certificate or diploma while only seven per cent of women have the equivalent certification. In Nunavut, it's 18 per cent male versus seven per cent female.

"Canada is heading toward an economy where technological advancements are gradually changing the nature and number of low-skilled jobs. To meet these changing demands, today's students must develop the right skills through post-secondary education and apprenticeship training," Statistics Canada stated on Sept. 27.

There has been progress in increasing female participation in trades programs. Nationwide, women represented 12 per cent of registrants in 2016 compared to nine per cent in 2000, according

news in Brief to Statistics Canada. During that same period, women's involvement in a couple of male-dominated trades – interior finishing and welding – rose by six per cent, the data show. However, it's trades such as hairstylists, estheticians, community and social service workers and early childhood educators where women remain the strong majority, making up more than 80 per cent of registrations, Statistics Canada stated.

North West Company boosts stores Retailer adds five new convenience stores and acquires pharmacy

The North West Company is expanding its Nunavut presence, opening convenience stores in five communities and purchasing the Kitnuna Pharmacy in Cambridge Bay from the Kitikmeot Corporation.

The QuickStop convenience stores are based on a new model of prefabricated ATCO trailers, delivered by sealift.

"We completely outfitted the stores before they went on the barge," said Chris Santschi, vice-president of sales and operations for Northern Canada retail.

The first new Quickstop was set to open this past Saturday in Iglulik. Pond Inlet's opening is scheduled for Oct. 3, Naujaat's is targetted for Oct. 5 and Gjoa Haven's is expected to open on Oct. 7.

The convenience store in Cape Dorset is due to arrive on the final sealift in late October, meaning QuickStop sales there will likely begin in early November, said Santschi.

The convenience stores will bring increased shopping hours for customers, as the QuickStops open earlier than the NorthMart and Northern grocery stores and close later. Exact hours will vary by community, he noted.

It won't mean a mark-up in prices, however.

"In all five of these locations, we made a decision to keep the pricing exactly the same as our main store," he said, adding that the convenience stores will offer staples

This ATCO trailer in Iglulik is the new model for the North West Company's QuickStop convenience stores. It was the first one scheduled to be in business, as of Sept. 29. In the coming weeks, the North West Company also plans to open convenience stores in Pond Inlet, Naujaat, Gjoa Haven and Cape Dorset. The retailer has also purchased the Kitnuna Pharmacy in Cambridge Bay from the Kitikmeot Corporation. like bread, milk, eggs, baby formula, diapers and snacks.

The QuickStops will result in the equivalent of one or two new full-time positions in each community, but because many of the jobs will be parttime, it will translate into six to 10 new hires per location, he said.

The North West Company is already one of Nunavut's largest private employers with

close to 800 workers.

All of the convenience stores will be situated in locations that are a considerable distance from the grocery stores. Those stores have been in place for several decades and the communities have grown away from them, Santschi said. In consultations with the communities, residents expressed a desire for different sites in hopes of

shorter walks to and from, he added.

Additional QuickStop locations in other Nunavut communities are a possibility in 2019, he said.

The North West Company's acquisition of the Kitnuna Pharmacy, announced Sept. 17, will lead to a new location adjacent to the Northern store with an aim to open by Oct. 15. Existing

employees will be retained and professional services for conditions like diabetes and smoking cessation will be expanded, the company stated. Kitnuna is the North West Company's fifth drug store in Nunavut.

In choosing to sell the pharmacy, the Kitikmeot Corporation was already facing an imminent change in the ownership of the busi-

ness as partner Super Thrifty Pharmacy had announced its intentions to divest its holdings in Kitnuna, according to John Stevenson, the Kitikmeot Corporation's chief operating officer.

"It made perfect sense for us to exit that space. We had an opportunity to sell and it was at fair market value and we just felt it was timely," said Stevenson.

"Although it will mean that some long-term friends and allies of the Kitikmeot Inuit will no longer be involved in Nuna's operations going forward, we thank you for helping to build an Inuit business success story," Stanley Anablak, chair of Kitikmeot Corporation and president of the Kitikmeot Inuit Association, stated in regards to the outgoing executives.

Nuna Logistics, which was formed in 1993, is involved in all-weather and ice road construction, contract mining, building dikes and dams, earth works, quarrying, heavy equipment training, mine care and maintenance and mine reclamation.

The Kitikmeot Corporation, which is the business arm of the Kitikmeot Inuit Association, retains 51 per cent ownership in Nuna Logistics.

Foster parents are compensated between $43 and $50 per day for their service, depending on the community they are based in, said Niego. Some children are temporarily in care while others are long term.

People who are interested in becoming a foster parent can contact their local community social workers, she said.

Single-parent homes are eligible to apply, though the department is ideally looking for two-parent homes with one parent at home who can provide fully for the child, she said.

Children are often coming from homes where there is "some sort of agitation in the family and they need that respite ... and some time for the family to recover," she said.

Any foster family should be able to support "healthy relationships between children and their family and be part of a team to nurture a child," Niego said.

She said the department recognizes that overcrowding is a problem in Nunavut and is exploring equipment and training initiatives for foster parents in the coming months.

More than 170 years after the Franklin expedition ships HMS Erebus and Terror sunk, artifacts found resting on the Arctic Ocean floor have been recovered and temporarily displayed for Kitikmeot residents.

Nine items retrieved this summer from the ill-fated 1845 mission by British explorer Sir John Franklin were exhibited in Gjoa Haven and Cambridge Bay in September. Among the artifacts were a ceramic pitcher and a copper alloy navigational tool known as an artificial horizon roof, both discovered in the officer's cabin on the lower deck of Erebus.

Pulley wheels, a nail, a pin and rigging from the upper deck were also retrieved.

Gjoa Haven's Sammy Kogvik was one of the people who got a look at the Erebus

artifacts on display.

"It's very exciting for me.

I saw some other stuff that I'd never seen before," he said.

Kogvik is hopeful to one day behold the mast of the Terror again. He touched the upper portion of the Terror's mast when he came across it near King William Island, several years before the ship's wreckage was formally detected by researchers.

"I wouldn't mind seeing that again," he said.

The recently recovered items from the Erebus are all jointly owned by the Inuit Heritage Trust and the Government of Canada.

In the near term, the artifacts will be sent south to Parks Canada's lab for study and conservation purposes.

The Inuit Heritage Trust and Parks Canada are negotiating the long-term location of the items.

Sixty-five artifacts previously retrieved belong to the British government, which has gifted the remainder to Canada.

Thousands of objects, including written documents, are still housed in the two shipwrecks, Parks Canada experts estimate.

The dive team has not detected any skeletal remains of any of the crew and hasn't yet accessed Franklin's personal quarters, according to members of Parks Canada's dive team.

Further exploration of the Erebus and the Terror will take place again next summer.

This marked the first full summer season that the Inuit Guardians program, employing residents of Gjoa Haven, watched over the Erebus and Terror wreck sites.

The wreck of the Erebus

was discovered in 2014. The Terror, with Kogvik's key piece of information, was located in 2016. All 129 crew members aboard both ships died – some quickly, others over years – after getting trapped in the Arctic ice.

Park trail to be upgraded

Kugluktuk The Hamlet of Kugluktuk is preparing to lay a proper trail leading into Bloody Falls Territorial Park.

The trail will be one lane, wide enough for a single vehicle.

A few pullouts will exist in case vehicles meet head to head along the route, so one can pull over to the side, said Don LeBlanc, the hamlet's senior administrative officer.

The first phase of the work will take place this year with up to $400,000 budgeted to clear the trail over 7 kilometres and then to lay gravel. Another 9.7-km will be built next year, LeBlanc said. Hamlet staff will look after phase one but the second phase will be contracted out.

The territorial government is assisting with the funding, he said.

"We want to develop more tourism and ... the park is a big asset," said LeBlanc, who added that many local residents use the existing ruts while driving all-terrain vehicles, but the route is sometimes in very rough condition depending on the season and weather conditions.

The new trail would allow for a bus to take elders to the park, for example, LeBlanc noted.

There is an established 13-km all-terrain vehicle trail within the park boundaries, which will undergo some upgrades next year. A 3.7-km, 2.4 metre wide boardwalk planned for the trail this year had to be postponed until 2019 because the supplies didn't arrive on sealift, said Larry Adjun, parks operations and maintenance with the Department of Environment.

Lena's back in recreation

Sanirajak/Hall Beach Lena Kautaq returned as Hall Beach's recreation coordinator on Sept. 25. She was in the position last year for four months.

Kautaq was getting reacquainted with the priorities last week, but said she's already thinking ahead to a Halloween celebration at the community hall.

"A costume contest, that's what they do every year. Usually there are three prizes, adults and kids," she said, adding that she's planning to put up some appropriate decorations.

Two hamlet councillors appointed

Ikaluktutiak/Cambridge Bay Susie Kemukton and Nellie Hogaluk are the Hamlet of Cambridge Bay's two new councillors.

They fill vacancies left by Charles Zikalala, who resigned due to being hired as the hamlet's director of healthy living and Andrea Omilgoitok, who stepped down for personal reasons.

Kemukton ran in the 2017 municipal election and accepted one of the available council seats last week. Mayor Pamela Gross and council selected Hogaluk from among six applicants who sought the other seat.

"Council felt (Hogaluk) will provide a direct youth voice.

She has been active in the community with youth for many years," stated Marla Limousin, Cambridge Bay's senior administrative officer. "(Kemukton) wishes to be involved in managing the change in a fast-growing community."

Kemukton and Hogaluk are eligible to serve until October 2019 when the next round of municipal elections will be held and four-year terms will then become standard.

Iqaluit reservoir full, city asks residents to keep conserving water

Iqaluit The Geraldine Lake Reservoir is full just in time for the winter freeze-up, said acting chief administrative officer Amy Elgersma.

The pumping operations, combined with higher than average rainfall, have filled the reservoir to 111.25 metres above sea level, but the city is still advising residents to be mindful of their water use.

A car wash ban is still in effect.

Although the city is at 80 per cent of its demand last year, residents are still asked to be "water wise" said Elgersma.

There is an additional 16,000 cubic metres left empty in the reservoir to account for snow and rain that may accumulate.

The reverse osmosis unit will arrive on the last sealift for the year, but is intended for a water supply emergency.

Councillors thanked city employees for their hard work to address Iqaluit's water supply.

Cadet corps gets reprieve

Naujaat The multi-award-winning 3055 Royal Canadian Army Cadet Corps (RCACC) in Naujaat may yet find itself back on its feet.

Claude Constantineau does a lap around the BMX track in Cape Dorset. The track needed a few finishing touches as fall snow threatened to keep falling, but youth in the community used the site throughout the summer anyway. Constantineau, Will Sandoval and Joseph Pinguartuk devoted many volunteer hours during spring and summer 2017 constructing the recreational attraction.

Hamlet senior administration officer Rob Hedley said cadet Capt. Erin McKinlay travelled to Naujaat from Winnipeg earlier this month to try to breathe life into the corps and recruit an instructor to keep the corps afloat for the current year.

And it looks like she may have accomplished her mission.

"The week here was spent trying to get everything organized and they held one night of signing-up cadets for this year and they had 26 sign up right away that night," said Hedley.

"So, we figure we'll likely have about 46 signed by the time we're done.

"We have a local civilian instructor we're looking at in Romeo Kopak and he seems to be totally committed to keep 3055 RCACC going.

"It's looking up again for the corps and the hamlet couldn't be happier about that."

Sanikiluaq walrus tests positive for trichinella

Sanikiluaq The Department of Health is advising residents in Sanikiluaq that a walrus has tested positive for trichinella.

If you have consumed uncooked walrus and experienced stomach pain, muscle pain, diarrhea, swollen eyelids, sweating and weakness, you might be infected with trichinella, a parasite that causes a disease.

Anyone who has eaten uncooked walrus and is experiencing those symptoms should go to the health centre, states an advisory from the department.

"Testing walrus before consumption will prevent trichinosis.

Before eating walrus that someone else caught, ask if it was tested. Freezing or fermenting meat will not kill trichinella; it can only be killed by cooking," the department states.

There is free testing available for walrus tongues.

their local conservation office, hunters and trappers organization or environmental health officer.

Councillors vote for first pay increase in 14 years

Iqaluit Councillors have voted to double their pay to $20,000 ahead of the removal of a one-third tax exemption that currently applies to a municipal officer's allowance.

City councillors earn approximately $10,000 per year, which fluctuates based on the number of meetings attended and chaired. For each of those, they earn $100 and $120 respectively.

Councillors have not taken a pay increase since 2004 and most of the work councillors do happens outside the council chamber, said Coun. Kyle Sheppard in a motion before council.

The councillors voted on the motion, which included recommendations from the finance committee.

The motion, which includes adjustments to the mayor's pay in light of the new rules, will be written into a draft bylaw.

Changes to the Income Tax Act take effect for all elected officials, including school boards, as of Jan. 1, 2019.

In preparation, many Canadian municipalities put the issue of pay raises before a committee, usually with two options: do nothing and take a pay cut or adjust pay grades to reflect identical take home pay.

The deputy mayor position will earn $30,000 and the alternate deputy mayor will earn $22,000.

The mayor will not get a pay raise, but will receive identical take home pay once the rules take effect.

If no adjustments were made, the mayor would take a 20 per cent pay cut.

Most threats to furry family members nullified by vaccines

A three-person team from the Winnipeg-based Tuxedo Animal Hospital made the journey to conduct the annual veterinary pet clinic in Rankin Inlet from Sept. 18 to 22.

The health team consisted of veterinarian Dr. Jonas Watson and registered veterinary technicians Jenn Dakin and Erin Dack.

The clinic was organized

by Page Burt and John Hickes of Nanuq Lodge.

Animal health-care professionals from the Tuxedo Animal Hospital have been travelling to Rankin to deliver the clinic for the past 18 years.

"It's a very satisfying feeling to be delivering our services to people and pets in parts of the country where we're needed the most," said Watson.

"From an animal-welfare perspective, making veterinary

medicine accessible to remote communities like Rankin Inlet is very important."

The health team attended to about 85 animals during the visit, with about half their furry patients being seen for spay-and-neuter surgeries and half for wellness exams and vaccine administration.

Watson said access to regular veterinary visits has probably improved overall animal health and welfare in Rankin Inlet during the past 18 years.

He said there's still room for improvement with pet spaying and neutering in Rankin, with the visiting team doing about the same number of surgeries each year.

"There are probably populations – and pet owners – we're never quite getting to that are still contributing to dog overpopulation in the community," said Watson.

There are many health benefits to an individual ani-

mal that has been spayed or neutered, he said.

Spaying a female dog eliminates the risk of deadly uterine infections and greatly reduces the risk of mammary cancers, he said.

In a male dog, neutering helps prevent testicular cancers, prostatic disease and some anal gland problems. It also reduces certain undesirable testosterone-fuelled behaviours.

Cases of distemper and rabies in wildlife have been identified in and around the Rankin area over the years, which means it's important to vaccinate pets in the Kivalliq.

Watson said the first indications of the virus expressing itself in a beloved family pet may include neurological signs – seizures, dullness and aggression – and other behavioural changes.

He said it's quite possible for an owner not to notice the

symptoms until their animal becomes aggressive.

"The onset can be insidious, but sometimes an owner will know the animal has had an interaction with a wild animal such as a fox.

"If that has happened, you want to make sure your dog is revaccinated to decrease the likelihood of it getting infected. These diseases are entirely preventable through vaccination," he said.

During a routine exam, an animal health-care professional looks for a lean body condition, clean teeth, a healthy, shiny coat and the absence of any sign of skin, ear or eye infections.

When it comes to 'treats' and how many are enough to harm your pet with kindness, going by the recommendations on your dog or cat's pet-food bag is a useful guideline, said Watson.

After four years without a home, Brian Tagalik and Pitsiulaaq Ashoona pitched their tent outside of the Nuna-

vut Legislative Assembly to bring awareness to invisible homelessness in Iqaluit.

"It will give the public outcry that people need to realize the true scope of housing in Nunavut," said Tagalik.

The two are common-law partners and are now sleeping outside with their two children, ages one and seven, until their situation is remedied.

Kris Ukpataujaq of Rankin Inlet was over the moon when he found out he was one of 20 players invited to a Team Canada national futsal evaluation camp in Gatineau, Que., earlier this month.

Ukpataujaq, 26, became the first futsal player from Nunavut to be invited to a national camp

and he hopes to pass on what he learned to upand-coming players in his home community.

"We're on the right track to improve our program in Rankin and I really want to help make that happen," he said.

The players who attended the camp were selected during a 2017 national qualifying tournament in Kingston, Ont. Team Canada picked a 20-player all-star team from the qualifying tournament to attend

Hockey North is getting the officials ready by hosting a certification/recertification course in Iqaluit on Oct. 13 at the Ilinniapaa Skills Development Centre. The course is open to officials looking to break into refereeing or to brush up on their

"I was surprised to be selected, but then I had a meeting over the phone with them and the coach (Kyt Selaidopoulos) told me what to expect, so I started to get more comfortable then," said Ukpataujaq.

Kyriakos (Kyt) Selaidopoulos was appointed as Canada Soccer's national futsal coach for CONCACAF (The Confederation of North,

Central American and Caribbean Association Football) and FIFA competitions in 2016.

At the time of his appointment, Selaidopoulos was a former national futsal player who represented Canada in CONCACAF competitions in both 2013-14 and 2012.

Nothing warms my heart more than seeing bullies get their comeuppance stuffed good and tight right down their throat.

This comes from Utah, where an autistic boy by the name of Michael Conrad was the victim of a cruel prank. Conrad was duped into believing that a cheerleader had sent him an invitation to his school's homecoming, which was preceded by the brave group (no idea who they were, which is the most unfortunate part) egging his house. Imagine his heartbreak when the cheerleader in question told him she had a date already and had nothing to do with what happened.

But over time, you look back and you appreciate some of what Gibbons did. He had his managerial style, like everyone else who manages a dugout. That's his job and you can secondguess him all you want – like I've done – but it's his job. He's the captain of the ship and it's his head if 25 guys are lousy.

Gibbons is considered a player's manager but he was never shy about reminding his players who was in charge. Ask Ted Lilly or Shea Hillenbrand about that when they decided to challenge him. They found out that if you have something you want to say, tell him. If not, he'll come and find you and talk to you about it.

Don't forget Gibbons led the Blue Jays to the playoffs in 2015 and 2016, the two happiest baseball seasons in Toronto in more than a generation when they happened. Only two other Blue Jays managers were able to accomplish that (Bobby Cox and Cito Gaston) so Gibbons has that piece of history.

Take the good with the bad because with Gibbons, there's both. But the good outweighed the bad in recent years.

An event 23 years in the making Tununirusiq Arena finally gets working Zamboni

Imagine having an arena that's been open for close to a quarter-century and no resurfacing machine to keep the ice in good shape.

That's the state of affairs which has plagued the Tununirusiq Arena in Arctic Bay for 23 years but the problem has been solved and both the community's recreation co-ordinator and senior administrative officer couldn't be happier.

The arena now has a new – and working – propane-powered Zamboni after it arrived in the community by sealift earlier this month.

According to Thomas Levi, it's the first time the arena has had an ice resurfacing machine of any sort since it opened in 1995.

There was a sense of excitement in the community once it arrived, said Debbie Johnson, Arctic Bay's senior administrative officer.

"I bumped into some of the hockey players in the store and they were telling me they could win back-to-back Qamutik Cups now," she said.

The Qamutik Cup is the senior men's hockey tournament which is held following the completion of the Nunavut Quest dog mushing race each year. Arctic Bay won this year's tournament back in April after they beat Pond Inlet 6-5 in the final.

Before the new Zamboni came to town, Johnson said cleaning the ice at the arena was done the old-fashioned way: a barrel of water, a scraper to clean up the ice shavings and a mop-like cloth to help smooth out the water that came from the barrel.

"They would pull the barrel around the ice and it worked but there was a lot of downtime in

Thomas Levi, the recreation co-ordinator in Arctic Bay, drives the new Zamboni the community received on a sealift earlier this month. Getting the funding to help buy the Zamboni was a long process, she added.

"We've been trying to get the funding for as long as I've been here, which is five years," she

said. "Thomas was writing proposals for it and we also had a lot of help from Julian Oyukuluk, our economic development officer, who also wrote funding proposals for it."

Getting the Zamboni was a sense of relief for the community, said Johnson and it will help

promote a sense of well-being and active living.

"We'll be able to do some more activities at the arena now and the community needed something like this," she said. "I know Thomas was very pleased when it arrived and he did a lot of work to get it here."

Ukpataujaq said the national camp was at a very high level and quite intense.

He had to learn and adapt to a whole new system of play that he was totally unfamiliar with, he said.

"The camp was a real eye-opener as to how Team Canada uses its offensive and defensive systems and, also, how to shut those systems down if you're playing against them," he said. "They taught me how to come back to Rankin and try to pass on what I learned to help our senior team improve and start coaching the younger generation.

"I'm not sure how our guys will react to a new way of playing – if they start to learn Team Canada's system or not – but in my mind, a team has to be able to play an effective system to be successful.

"Our Rankin team plays a more run-and-gun style but everyone is on the same page with a system and, when you see play at the highest level, you see it's far more tactical and structured."

Ukpataujaq said he doesn't know where he was ranked at the evaluation camp, but he adjusted to the new system fairly quickly.

He said he's waiting for an email to arrive to know what comes next.

"I'm honestly not sure if the players at the camp are all going to be on one team to compete, or if there will be cuts.

"I guess I'll find out in the email."

Ukpataujaq said the camp really got him revved-up and he wants to start helping a new generation of players learn how to play better.

Unfortunately, he has another hurdle in his path before he can restart his futsal coaching career.

"Our guys are all starting to get a little older, so it's time to start focusing on the younger kids now," said Ukpataujaq.

"I coached once five years ago and took Rankin's U15 boys to Whale Cove, where we won the tournament, winning 1-0 in the final game of our season, but I couldn't go back the following year because I started work at the camp (Meliadine).

"I wasn't picked to coach this year before I left for the evaluation camp – which I don't understand because I had said I really wanted to – even though I moved back to town to work so I could. So I guess I have to start over. I'm trying to find out what I have to do."
