Miss Teen Intercontinental Rankin Inlet Shanti Dias has returned to Rankin Inlet to take her Grade 11 studies at Maani Ulujuk Ilinniarvik after representing Nunavut and Canada at the recent Globe Productions Miss Teen Intercontinental in the Dominican Republic.

Dias was named the overall Miss Tourism Senior-Teen Intercontinental for 2018 at the event.

New scholarship announced Kivalliq/Nunavut Red River College (RRC) and Accutech Engineering Inc. announced a new scholarship for Nunavummiut students attending engineering technology programs at RRC this past week.

The annual $3,000 award will support one full-time student per year who has relocated to Winnipeg from Nunavut to pursue civil engineering technology, electrical engineering technology or mechanical engineering technology.

Many of the engineering programs will take place in the college's new Skilled Trades and Technology Centre, which opened its doors to students this past month.

The new 104,000 square-foot facility features state-of-theart equipment and learning spaces that focus on collaboration and applied-learning.

McKitrick joins Wolves Coral Harbour The Lakehead University Thunderwolves hockey team have announced the Kivalliq's own Daniel McKitrick will be joining their line-up this fall.

McKitrick, from Coral Harbour, had an outstanding fouryear career in junior A hockey in the Ontario, Saskatchewan and Manitoba junior hockey leagues, averaging just under a point a game during his final three years.

He had 41 points in 48 games for Saskatchewan's Humboldt Broncos in 2015-16 and followed that up with 53 points in 54 games split between Humboldt and Ontario's Cobourg Cougars the following season.

A champion at the regional and national levels, McKitrick played his final year of junior in Manitoba this past year with both the Portage Terriers and Steinbach Pistons, racking up 51 points in 56 contests.

Growing in prestige Festival by the Lake enjoys successful fourth year in Baker

The fourth annual Festival by the Lake continued the event's rising popularity among community members and folks across the Kivalliq region in Baker Lake this past month.

The event ran from Aug. 24 to 26 and featured everything from rides in a hot-air balloon to water-walking balls, traditional games and activities, a mini dunk tank, numerous live performers, a large number of children's activities, community feasts, dances and a fireworks display.

Karen Yip, Agnico Eagle Mines (AEM) community liaison co-ordinator for the Meadowbank Division in Baker Lake, is handing off the baton after spending the past four years as the event's lead co-ordinator.

Yip said Festival by the Lake is a great festival and a positive event for the community that provides opportunities and benefits.

She said the festival actually owes its roots to being an AEM Family Fun Day that has seen AEM and the Hamlet of Baker Lake team up to deliver what has become a growing regional event in partnership with sponsors such as Calm Air, Arctic Fuel Services and other community-based partners.

"Those people have been a major, major help to us in the sponsorship department," said Yip. "The idea behind the festival is to promote wellness, fun, entertainment and inspiration within our community.

"I have an amazing amount of fun making positive memories for kids â&#x20AC;&#x201C; and adults too â&#x20AC;&#x201C; and it's a joy to see the kids smiling, laughing and just enjoying being kids for a while.

"The festival has become an event the entire community looks forward to every year."

Yip said Festival by the Lake also provides an opportunity to hold fashion shows that showcase local initiatives such as beaded-amauti and parka-making programs.

She said the festival also helps showcase local products and talent, which always goes over well with the community.

"We have, for example, people who really know how to sing but don't often get the opportunity to get up there and show the community what they can do.

"We also showcase new businesses such as Fiona's Hair Salon.

"Fiona (Angatajuak) went to a hairdressing school in Ottawa and then returned to Baker to start her own business.

"She donated her services to the festival's auction this year and that gave us the opportunity to promote her business, which she's really working hard to grow."

Yip said three other areas the festival effectively promotes are youth, imagination and volunteerism.

Hardcore group of volunteers She said it has a hardcore group of volunteers who are mostly high school kids in Grades 8 through 11.

"Not only do they show up for all the meetings, they actually make me call meetings because they want to get together to discuss our progress and that's really gratifying.

"It really makes me happy to promote and encourage volunteerism and positivity within our community because volunteerism is not as common as it used to be.

"Our volunteers are a great group of enthusiastic kids who like to have a purpose, something to do and the opportunity to help out within the community.

"Some might think it a cliche, but I really believe a number of these kids are going to be our leaders of tomorrow."

This year's festival attracted upwards of 1,500 people during its three-day run, with a growing number of visitors to Baker from across the region.

Yip said the 2018 Festival by the Lake also benefitted four local charities and associations in the Abluqta Society, Hot Lunch program, Baker Lake Youth Athletics Association and Baker Lake Minor Hockey Association.

She said they will be the recipients of the proceeds raised during a number of festival activities.

"For me, another great thing to come out of my four years with the festival are the often inspiring stories you hear from many of the participants, like the year we had a couple of young boys doing air guitar by the end of the stage during the entire concert performed by the Midnight News from Rankin Inlet.

"The festival helps build dreams, encourage possibilities and create happy memories.

"It's been very popular during its four years up and running and I'm sure it will

continue to be so going forward with some very capable people stepping up for the 2019 undertaking."

Yip said during the past four years, Festival by the Lake has provided Baker Lake with a level of entertainment the community would probably never have experienced otherwise.

She said the festival has featured a popular Elvis impersonator, world-class jugglers, international children's entertainers, TV stars, circus performers, acrobats, Jake Chenier, the Trade-Offs, the Midnight News and a pair of fantastic clowns from Northern Quebec in Clopin Lanouille and Mr. Nono.

"This year we highlighted a lot of people from the Kivalliq region, such as Alan Voisey of Whale Cove, DJ Laz of Arviat and the Baker Band.

"For attractions we've had Winnipeg's Prairie Exotics bring in their snakes and spiders and a lot of the kids were just fascinated by them.

"We've also had water-walking balls, Nunavut's first zip-line and, of course, our hot-air balloon.

"And, over the years, we've had volunteers dressed up as characters from shows such as Frozen and Paw Patrol and the kids go absolutely crazy over them."

Yip said the festival has boosted community spirit in becoming a go-to event that people plan to attend.

She said it's a community-wide festival that truly does offer something for kids of all ages.

"We really try to motivate people to get involved, try something different, be resourceful and use their imagination in many of the activities we schedule.

"I've always known Inuit to be resourceful, imaginative and creative people, so it's fantastic to be able to showcase those abilities so everyone can see what people in our community are capable of doing and how they inspire others to do likewise.

"We've had many requests from musicians and entertainers to either attend our festival or be offered the opportunity to come back again â&#x20AC;&#x201C; from Winnipeg, Northern Quebec and communities across our region â&#x20AC;&#x201C; so that shows the festival is becoming larger, more well-known and more popular." bf l A Wm B< Nm m4WZz 9

Naujaat man mauled to death Second fatal polar bear attack in Kivalliq during past two months

One man is dead following the Kivalliq's second deadly polar bear attack in the past two months.

Darryl Kaunak, 33, of Naujaat lost his life when a female polar bear and her cub surprised him and his hunting companions, Leo Ijjangiaq and Laurent Jr. Uttak, while they were having tea on the morning of Aug. 23 at Lyon Inlet, about 70 km southeast of Naujaat.

The attack comes after Aaron Gibbons of Arviat lost his life on July 4 when he heroically protected his family from a polar bear's attack.

He was unarmed at the time.

Uttak, Ijjangiaq and Kaunak had become stranded at Lyon Inlet when their boat experienced mechanical difficulties and ice blew in, preventing a return to open water.

After attacking Kaunak, the bear and its cub were taken down by Ijjangiaq, who then unsuccessfully tried to help Uttak administer first aid to their fallen comrade.

Ijjangiaq later took down two other bears who were circling him and Uttak, as the two refused to leave the body of their friend behind.

The two men were rescued during the early morning hours of Aug. 28 after being spotted by a search helicopter from the icebreaker CCGS Louis St-Laurent. They had originally left Naujaat to hunt tuktu and narwhal on Aug. 21.

Naujaat SAO Rob Hedley said the community was in shock and then in

mourning over Kaunak's death.

"They left Naujaat to go caribou and narwhal hunting, but they had a problem with their boat and had to go into one of the little inlets to set up camp and see if they could fix the problem.

"Then the ice blew in and they became kind of blocked off, so they couldn't get back to open water even if they wanted to.

"They only had a CB radio and they were trying to raise someone on that, but they couldn't get hold of anybody for whatever reason."

Hedley said most of the people on boats around Naujaat were close to town at the time because of the bowhead hunt.

A harrowing experience He said it must have been horrible for Ijjangiaq and Uttak to see their friend die and then be stalked by more bears for the following three days, keeping them on edge and trying to stay alert without much sleep.

"They left on Tuesday (Aug. 21) and weren't expected back until that Thursday or Friday. The family notified the RCMP when they still hadn't returned by Saturday (Aug. 25) and a Hercules aircraft was sent out the following day but they couldn't be located.

"Ground searchers were also sent out by boat toward Lyon Inlet but they couldn't get in to where they thought the men were because of the ice conditions.

"Everyone, understandably, was very shocked and upset when this

"His dad was my foreman at the hamlet, so I knew Darryl personally and I knew his dad very well."

Tensions have been especially high concerning polar bears across the Kivalliq recently with the deaths and another close call in Rankin Inlet.

Hedley said there's definitely an undercurrent of frustration right now in Naujaat.

"I can't say it's everybody, but there's a fair number of people now saying if they see a polar bear out there they're shooting it. End of story.

"Before, the community was

more about the right to manage and trying to scare a bear away but it's more like an attitude of shoot first and ask questions later now.

"There's also concern over the quota when one community (Coral Harbour) has more than 40 tags and we have less than 10.

"We're getting more and more polar bear incursions here and I can't tell you why because I really don't know why, but when you look at things like tourism in Churchill and changing weather patterns – anytime you alter the behaviour of a wild animal it's going to be different."

Hedley said Naujaat does have a mental-health nurse and a social worker on staff and he's already spoken to the Government of Nuna-

vut (GN) about additional help if and when it's required.

He said it may be a while before certain emotions manifest themselves in the community.

"Right now we seem to be OK but sometimes, when something like this happens, there's shock and denial initially.

"There's a bit of a cathartic release following the funeral but sometimes really heavy emotions don't manifest themselves until weeks or even months later, with the realization is there that the person is truly gone.

"We may need some additional resources at that time and I've been assured by the GN if that proves to be the case, whatever resources are needed will be mobilized."

More challenges to coexistence Northern News Services

The people of Naujaat are not alone in their anger following a hunter's death by bear attack this past month.

The community of Arviat dealt with similar grief the previous month and another tragedy was narrowly averted in Rankin Inlet two weeks ago.

Social media sites have become verbal battle grounds between southerners who have little to no understanding of the Northern environment – some being twisted enough to actually go so far as to be cheering for the bears in their attacks – and Inuit and a number of their fellow Northerners who have a deep-rooted history of successfully managing wildlife stocks while executing their necessary hunting rights.

It is more than a little unsettling to realize just how many voices in the south spew forth from people who equate nanuk to the cuddly creatures featured in animated films, or portrayed by the likes of the computer-generated bears once prominently featured in Coca-Cola commercials.

Nanuk is one of the world's most dangerous predators – one known to kill for the act of killing itself (surplus killing) – and there is absolutely nothing cute and cuddly about it.

However, polar bears and man are, to a point, forced to coexist in the North and when powerful predators and man are forced to coexist, tragedy can strike at any time.

The spotlight is now shining more brightly on Churchill, Man. and the effect tourism and the infamous Tundra Buggy may be

having on nanuk's behavioural patterns.

Of course, more often than not, no matter what the circumstances surrounding a tragic bear encounter, many southerners start screaming climate change, claiming the bears are vulnerable and on the edge of being an endangered species.

They are predicted to be extinct in as little as 30 years in some corners and are portrayed to be slowly starving to death, becoming more bold in man's presence and habitat than ever before.

I am no wildlife biologist.

Therefore I have no educational foundation for making predictions regarding the bears. However, I am an inquisitive type of bloke and a voracious reader, so I do have a bit of a handle on a number of the issues surrounding nanuk today.

And I believe what my eyes tell me.

While almost every bear I see has been captured on film by the educated, involved or hunting, I do see a number of them annually and the vast majority don't look like they're on the edge of starvation to me.

In fact, they look far from it.

The majority of hunters in our region believe the polar bear population is far healthier than what's being portrayed and, although they have a vested interest in a healthy bear population, they have a wealth of practical experience and traditional knowledge to back their claims.

Others claim – even though there have

been recent increases in the number of tags allotted – that there are too few tags being issued for the number of bears walking and swimming around.

Theoretically, this has created a buffer zone of sorts for the bears and they're growing increasingly bolder because they're moving safely in areas where previously they wouldn't have been moving for long had they encountered man on their travels.

They're also encroaching upon man's turf with increasing regularity and suffering little, if any, consequence, especially when one considers the level of questioning and investigating that can now follow a defense kill.

The battle cry is becoming 'If I see a bear, I'm killing the bear.'

And, based on the tragedies that shook Arviat and Naujaat – and came too close for comfort in Rankin – it's becoming increasingly difficult to oppose that stance.

This is not about conservation. This is about safety, with a healthy dose of cause and effect thrown in for good measure.

Hopefully, the next round of talks with the Kivalliq Wildlife Board, as well as the next layer of applied science to be initiated, will ease tensions and increase safety.

Meanwhile, if not 'shoot it first', then definitely 'safety first' should be the Kivalliq battle cry when it comes to the ongoing saga of man and beast coexisting in an ever-changing and slowly shrinking world.

The Kivalliq came dangerously close to suffering yet another tragedy at the paws and jaws of a polar bear when a young female bear hanging around for most of the day began stalking Jon Powell as he tended his fish nets at Tent City in Rankin Inlet on Aug. 25.

Powell said he was aware the bear had been spotted in the vicinity of Tent City and was believed to be hanging around the area when he went to pull his nets.

He said he was on his days off from work and was out fishing with his family when the encounter occurred.

"I knew the bear was out there but, as far as I knew at the time, it was at a different side of the island from where my nets were," said Powell.

"It was low tide, so you have to check your nets. What are you going to do, just leave the fish out there for the seagulls or whatever?

"Obviously I was aware a bear was in the area, so I was cautious of my surroundings, but I didn't know exactly where it was."

Powell said he emptied his fish from the nets, put them in a tub, cleaned his nets and was walking up the shoreline when a neighbour alerted him that the bear was coming out of the water behind him.

He said the bear was trying to sneak up behind him.

"It's a predator, right? So, basically, it was doing its thing.

"There were about 150 yards between us when I first looked at the bear. It was coming right up on my heels.

"I stopped right away, put my fish tub down, grabbed my scope and rifle and looked to see what the bear was going to do, if it

was going to leave me alone.

"By this point my neighbour, Richard MacKenzie, had come down to warn me and he had his rifle too. The bear continued to stare at me and it just kept coming."

Powell said the bear was a young female, about two years of age.

He said his Inuit relatives told him that's almost always a dangerous nuisance bear.

"It's already stolen fish from others and it knows where to go now, so it's definitely a dangerous nuisance.

"It's not like I went down there to intentionally shoot a bear. I wasn't doing that at all. It was 100 per cent a defense kill.

"When it became obvious it wasn't going to stop I shot it twice to bring it down and I immediately notified Wildlife and the Hunters and Trappers Organization (HTO) of what had happened.

"We put it on some plywood, pulled it up on the shore before high tide came in and sat and waited for wildlife officers or HTO members to come out."

Powell said the wildlife officers took the bear and distributed its meat amongst the people of the community.

He said the matter was still being investigated to substantiate that it was a defense kill by looking at what, if anything, could have been done to deter the bear and, possibly, why Wildlife wasn't alerted to it being around the community earlier.

"I haven't received any negative reaction from the community over what happened.

Everybody seemed happy the bear was gone and they were safe. A lot of people I know, especially the families at Tent City, were happy because the bear wasn't going away. Really, I was surprised that Wildlife or the HTO weren't out there a lot sooner.

"I could have deterred the bear and maybe tried to scare it somehow. But then, if I did that and two hours later it goes around the corner

and kills someone, it's on my conscience.

"Given the circumstances, I'm confident I made the right decisions."

Legionnaires claim softball crown Sweep New Era in impressive championship run in Rankin

The Legionnaires put an exclamation point on their championship season by taking down the New Era 17-5 to sweep the final three games to none and claim the 2018 Rankin Inlet Co-ed Softball League (RICSL) title in Rankin on Aug. 22.

New Era defeated the Cubs in their semifinal, while the Legionnaires took out the Fireballs in their semi to set up the championship tilt.

The Legionnaires win brought down the curtain on one of the RICSL's most exciting seasons, with the four teams battling each other tooth-and-nail throughout the regular season and playoffs.

The league intends to build upon that success. Plans are already in place to host an umpire clinic prior to the 2019 season, with the league executive encouraging all four teams to have at least three players certified.

The co-ed circuit also plans to host a family softball weekend tournament during the preseason and the dates for the 2019 Calm Air Cup have been tentatively set for Aug. 7 to 11, with all teams having to arrive in Rankin by Aug. 8 at the latest.

Legionnaires captain Lee Kreelak missed almost the league's entire 2018 regular season due to work commitments.

The shortstop only played in three regular-season games before leading Kativik to the championship game of the Calm Air Cup this past month.

Kativik lost the national quali-

fier to the Salliq (Coral Harbour) Invaders by a single run in extra innings.

The majority of the Kativik squad suited up for the Legionnaires in league play and began their playoff run immediately following the regional tournament.

Kreelak said he felt a "little rusty" returning to action in the Calm Air Cup, but playing in the tournament had him firing on all cylinders when league playoffs began the following week.

He said playing seven roundrobin and three playoff games in the tournament really helped him be ready for league playoffs.

"It can truly be a little difficult getting back up for the league playoffs after being in a tournament like the Calm Air Cup, with the caliber of ball played and the level of competition you face.

"New Era had an awesome season the year before but, because of how well everyone on our team was playing, I was not surprised at all that we swept them in the final despite not having players such as James Merritt and Carlo Issaluk in our lineup.

"Everyone stepped up and played their best ball of the season â&#x20AC;&#x201C; all our guys and all our girls â&#x20AC;&#x201C; and we celebrated together as a team by bringing the championship trophy to our local Legion for an evening.

"As we start to get a little older, we realize we can't take any season for granted â&#x20AC;&#x201C; and we don't know if the chance to win it all will ever come around again â&#x20AC;&#x201C; so to go out and celebrate it together as a team was pretty cool."

Relocation settlement proposed $5 million to go to Ahiarmiut central beneficiaries, education and commemoration

A proposed settlement worth $5 million has been reached between the Ahiarmiut Relocation Society and the Government of Canada.

The deal was announced

by Ahiarmiut Relocation Society legal counsel Steven L. Cooper on Aug. 27. The claim was originally filed against the federal government in 2008 by the society, which represents the interests of all Ahiarmiut who traditionally lived around Ennadai Lake.

The Ahiarmiut who lived in that area were forcibly relocated by the Government of Canada under various pretenses between 1949 and 1959, including commercial and administrative programs.

The relocation resulted in great hardship and the deaths of members of the group.

There were 62 original relocatees, including very young children and babies, some of whom never made it out of childhood.

When the claim was filed in 2008, there were 27 central

beneficiaries from the original 62 represented, of which 21 remain alive today.

A meeting was held in Arviat (where the majority of the group resides) on Aug. 20 to explain the proposed settlement, seek comment and answer questions from society members.

The more than 100 society members who attended the meeting cheered the result, with the settlement being approved by the society's board of directors.

Cooper said after it was filed in 2008, the claim sat on the back burner for the next 10 years because of an abeyance agreement, freezing everything so the plaintiff doesn't have to worry about the claim being derailed by the passage of time or other sources.

He said during the freeze, the society spent years trying to get the Government of Canada to talk to it productively, but nothing was happening.

"Then, about three years ago, we entered into an exploratory table, which was an opportunity for the government and the Ahiarmiut to sit

"We met very regularly during the following years – either by phone or in-person – to talk about what a settlement could look like that would be acceptable to the Ahiarmiut.

"This past June we progressed to the next stage, which doesn't always happen in these cases and the government proposed a settlement.

"Negotiations took place on the initial settlement proposal and finally an agreement was entered into draft form – something more than an agreement in principle but less than a full

settlement agreement."

Cooper said the entire group – including the original relocatees and their immediate descendants – consists of less than 200 people.

He said there was universal acceptance of the settlement draft at the Arviat meeting and he was shocked to find there were literally no questions asked after he had described the proposal to the group.

"The proposal is quite straightforward on how the funds are going to be distributed, which is ultimately up to the society and hasn't been entirely decided yet.

"This is a bit of a unique situation in the sense that the Government of Canada, for a

variety of good reasons, has opted to simply make the payment and allow the group to decide how best to distribute it.

"Part of that derives from the fact that all of the other settlements they've dealt with of this nature, other than the High Arctic exiles, for one example, usually had them dealing with bands.

"First Nations have bands – a recognized legal authority with a chief and council set up – but here we're dealing with a society that doesn't have the same structure, so each of the central beneficiaries signed an authority giving the board the right to accept or reject so that the government is dealing with one group rather than almost 200 individuals."

Cooper said the society is set to sign the formal final version of the settlement this week. He said every 'i' has been dotted and every 't' crossed, so now it should be just a matter of tracking down the government's authorized signatory.

"Our best guess is that it will be sometime in October when the funds are actually

distributed, but it's important to note that it's out of our hands because we're dealing with a signatory about whom I know nothing, although I do get the sense they've chosen somebody far enough up the hierarchy to have the authority, yet far enough down to be accessible.

"I have met with, or spoken with, every member of the surviving 21, including one who now lives in the United States and they're all so happy that this fight is finally over.

"There is a substantial portion of money – more than $1 million – set aside for education and commemoration and the society board will have to decide how that's spent.

"I've been doing this type of work for 30 years and the money comes and goes, but the significance of the settlements are always an acknowledgment of a historical injustice and, ultimately, an apology.

"The money is transient and short lived, whereas the acknowledgment, education, commemoration and apology are what survive the settlement."
