Traffic crackdown gets results Rankin Inlet's efforts to curb violations leads to peace in the streets

A crackdown on motorists breaking the rules of the road is achieving results in Rankin Inlet.

Earlier this summer the hamlet announced it would be strictly enforcing its existing ATV laws, with a focus on getting both drivers and passengers to wear helmets.

The announcement was backed up with an increase in patrols by both bylaw and RCMP officers with a focus on making the hamlet's roads safer.

Between the two organizations, close to 20 traffic tickets have been issued over the last month alone.

RCMP was responsible for a dozen, while bylaw issued half that amount.

The offences have included impaired driving, fleeing police, not wearing a helmet while riding an ATV and failing to provide proof of registration and insurance.

Last weekend both bylaw and RCMP did specific patrols to monitor the hamlet's roads. In addition to tickets they pulled over more than 50 vehicles.

Cpl. Braden Stephenson, acting detachment commander for Rankin Inlet's RCMP, said the increase in patrols was in response to complaints from the public.

"We got numerous complaints both through the police line as well through social media that the public is displeased with certain motorist actions and driving habits so as a result of that, we decided to increase our enforcement," he said.

Stephenson said police are more interested in ensuring people are being safe than actually handing out tickets. As a result, first-time offenders are often let go with a warning.

However, he said there are some infractions that are too serious to let slide, especially drinking and driving.

A road safety campaign by RCMP and bylaw officers in Rankin Inlet over the last month is proving effective.

According to Stephenson, RCMP have caught two impaired drivers who caused accidents in the last month.

"There's zero discretion used when it comes to drunk driving," he said.

Fire Chief Mark Wyatt, who manages the hamlet's bylaw unit, echoed Stephenson's sentiments about enforcement. Based on how many people are wearing helmets he believes the increased enforcement is having the desired effect on ATV riders.

"Our goal isn't to issue hundreds

of tickets, our goal is to get people to be compliant and obey the bylaws for their own safety," he said.

Wyatt and Stephenson said they have also been working to deter people – in many cases young adults on ATVs – who have been known to taunt officers and have even challenged them to give chase.

Both RCMP and bylaw have avoided doing so because of the risk of causing an accident.

However, they do have the ability to charge people at a later date.

"In a community this size it's usually pretty easy to identify the same

person that fled on you. The next day you'll see them on the road blowing a stop sign on the same ATV," said Stephenson.

Wyatt said in some cases bylaw officers have confiscated ATVs or talked to parents to warn their children about breaking the law.

RCMP also recently criminally charged a motorist for fleeing from police. Stephenson said that aside from the danger involved in running away from authorities, the penalty is much more severe.

"It goes from a traffic violation to evading police," he said.

Given the success so far, Wyatt said bylaw planned to continue to do traffic patrols with both its officers working the same shift periodically throughout the summer. Bylaw will also continue to try and work with RCMP when possible.

While RCMP can often be busy responding to calls, Stephenson said the detachment would continue its efforts to make the streets safe.

"It is something that is obviously important to the community and therefore we're doing our best to meet their needs when it comes to enforcing traffic laws."

James Kupaa Issakiark was killed in a suspected hit and run in Arviat on July 25. RCMP have arrested a man following an investigation but had yet to press charges as of press time.

Man killed in hit and run Arviat Arviat is mourning the loss of a young man who was fatally struck by a vehicle last week. James Kupaa Issakiark was identified as the victim by family members who spoke with Kivalliq News.

According to an RCMP press release, police received a call about a deceased man on the road at approximately 3 a.m. on July 25. An investigation revealed that the victim was run over by a vehicle that failed to stop at the scene.

RCMP later located the suspected driver and the vehicle believed to have been involved in the incident.

Charges had not been laid as of press time.

Agnico's new mines on schedule to open next year Kivalliq Two major Agnico Eagle Mines Ltd. mines are scheduled to begin production next year. According to a news release from the company, both the Meliadine mine near Rankin Inlet and the Whale Tail pit at the existing Amaruq project are expected to begin production in the second and third quarters of 2019.

Whale Tail pit had its water licence approved by the Department of Indigenous Relations and Northern Affairs Canada on July 11. Approximately 478 metres of ramp had been completed by the end of June. More than a kilometre of ramp is expected to be completed by the end of 2018.

In Rankin Inlet shipping season is in full swing. The first shipment of cargo has been unloaded and more boats are expected over the next few weeks.

Pallet contests Arviat The Hamlet of Arviat has come up with a fun way to get rid of waste by holding a pallet making competition.

The competition is tasking people in the community to come up with inventive things to build out of scrap pallets.

Suggestions include book shelves and benches.

Awards of $300, $200 and $100 are to be awarded to the first, second and third place projects.

The deadline to submit your work is Aug. 3 at 1:30 p.m.

At the moment he is concerned that the department will require the hamlet to hire specific workers to do the job. There is no doubt that when it comes to sports in Rankin Inlet, hockey is king. With enough players to make up several teams across several age groups, the people playing another sport are a distinct minority. But what other sports lack in numbers, they more than make up for in passion and dedication.

Nowhere is this more evident than in Rankin's fastball league, which just wrapped up its inaugural season.

The league was started by Robert Kabvitok and his wife Holly Mercer because their son Kayden is a baseball fanatic. He has a wicked curveball and hopes to pitch in the major leagues one day.

Kayden's parents were unsure if the sport would be as popular with other kids, but after reaching out to the community, they had more than 20 players – including two girls Sanikiluaq – eager to take part in the fastball experiment.

The fruits of their labour were on full display during the weekend tournament which was held to cap off the end of the first successful season and it did so in fine fashion.

For three long days the two teams, which had been fine-tuned with small trades to even them out in preceding weeks, took to the ball diamond to slug it out.

Volunteers chipped in to serve up was a beautiful thing to behold. In free food, people came down to sell just a year, a group of young adults baked goods and the Northern Store was brought together to play a new and Sinniktarvik offered pizza, bur- sport.

They exceeded expectations on gers and other refreshments. And of course, there were the parents and the field and they stood a little bit relatives who came down to watch taller when they were sporting their and honk their horns every time a big jerseys.

And for a moment they made it play was made.

As the weekend drew on, the possible to believe one day a young crowds continued to grow until the ballplayer from Rankin Inlet or somefinal game when the Blue Jays found where else in the Kivalliq could be themselves with the bases loaded, the first player from Nunavut to play down by a run, with two outs, in the in the major leagues.

Girls soccer got off on the right foot last week as dozens of players took to the pitch for the first time this summer to take part in a two-month training camp.

The camp is being run by Chelsea Dubiel, who plays for the University of Manitoba, with the help of Paul Stroeder.

The camps are running every Tuesday and Thursday evening for girls with two groups aged eight to 11 and 12 to 15.

There is still room to register.

Ottawa man offers boxing courses in Rankin

A couple of boys take turns throwing alternating punches – jabs, upper cuts and hooks – ducking behind one another in quick succession as their blows are absorbed by the pads of Mahmoud Zahaby.

The group may not be big, but they're dedicated to getting better at boxing. Which is why they have started showing up to bi-weekly training sessions being offered by Zahaby.

"What I find about boxing is it's an independent sport, it's not a team sport. It's heavily reliant on your self so it builds that character," said Zahaby at the start of the second workout.

Zahaby came to Rankin Inlet from Ottawa in April to help his dad run a bed and breakfast he owns in town. After a few months, he decided he wanted to do something to give back to the community.

Zahaby boxed competitively in his early twenties but stopped when

he realized he wasn't going to be able to fight at a higher level.

"If you're not going to make a career out of it there's no point to keep sparring and taking fights to take on that damage," he said.

He never lost his love of boxing, though and teaching eventually became his way to stay connected to the sport.

"You're able to still refine your skills without taking the punishment," he said.

Shortly after arriving in Rankin, Zahaby approached the hamlet's recreation co-ordinator David Clark to see if there was any interest in setting up a boxing program before the end of the summer.

"I've been in boxing for quite a few years and I realize there was lots of spare time and there's a lack of activities. It just popped in my head, I started juggling for a few weeks, then said I can either keep thinking about it or I can do something," he said.

Zahaby starts every class with a warm-up session including stretch-

ing and skipping rope. He then dives right into the fundamentals of the sport, teaching participants about offence, defence, footwork and different kinds of punches.

Dorian Richardson attended the first two sessions. The 17-year-old said he has put on boxing gloves to fight with his cousins for fun but has never properly trained.

With just a bit of time spent with Zahaby he was already starting to get a better grasp of the technical elements of fighting.

"I wanted to learn more," he said.

"I want to become a good boxer."

Zahaby will be starting university in Ottawa at the end of summer but he said he's hoping to come back next year to continue his boxing lessons in the community.

"What I see with people over the long run, it's a very rewarding experience," he said.

The boxing classes at the arena will continue on Mondays and Thursdays at 7 p.m. until the end of August. People of all skill levels and ages are welcome.
