Kivalliq gold to be used for 20th anniversary coin Baker Lake Gold mined from Agnico Eagle's Meadowbank mine near Baker Lake will be used to make a set of commemorative coins to mark Nunavut's 20th anniversary next year.

The coins, which will be designed by Pangnirtung artist Andrew Qappik, will feature a ptarmigan, walrus, polar bear, bowhead whale and narwhal framed within the outline of a maple leaf.

"From the responsibly-mined gold, to the artist and his design, Canadians can be proud of this 100 per cent Canadian coin," stated the Mint's vice-president of sales Chris Carkner in a news release.

Gold from the Hope Bay mine in the Kitikmeot will also be used to make some of the coins.

Fifteen hundred of the 1/10 oz $20 pure gold coins will be made. Each one will retail $359.

Trade show applications Kivalliq The Kivalliq trade show is currently looking for artists and designers to take part in the annual event, which will take place in Rankin Inlet from September 24 to 26.

Artists selected for the show will get the chance to display their work during a one-day art market, in addition to a photography workshop focused on teaching participants how to capture their works on film for advertising purposes.

Designers and seamstresses will each be asked to provide a minimum of three outfits and a maximum of five.

Models will be available in all sizes and items may be sold after the show is over.

People can apply to take part in both the art and fashion show. The deadline is July 27.

Kayak workshop Arviat Arviat will start hosting miniature kayak-making workshops in the community this week. The workshops will be led by local craftsman Charlie Anawtalik. They will run from 7 to 9 p.m. every Wednesday in July and will be open to boys aged 10 to 13 years old.

There will also be a qaurutik workshop for girls between the ages of 10 to 13 starting in two weeks. Those workshops will be held every Monday in July starting July 16.

All workshops will be hosted at the visitor's centre.

New JP appointments Arviat/Baker Lake Arviat and Baker Lake each had a new community justice of the peace appointed to their community on June 21.

Brian Aglukark was appointed to the position in Arviat, while Charlie Tautuajuk was given the nod in Baker Lake.

Kiv artists representing at territorial arts festival Iqaluit A handful of artists from the Kivalliq were expected to take part in the Nunavut Arts Festival in Iqaluit this week.

Stranded hunters get rescued on Father's Day Group of six men from Whale Cove spent two days stranded on an island before being rescued by helicopter

When Chris Jones and Ryan Kolit left for a hunting trip from Whale Cove in their 18-foot aluminum boat a few weeks ago, the skies were sunny and the seas were calm.

Joined by four hunters in another boat, the group set out in the hopes of taking down a walrus that could be brought back to Whale and shared with the community's elders.

Little did they know they would end up spending the next few days stranded on an island in the middle of Hudson Bay. As the hunters made their way north past Marble Island, Jones said he noticed the weather turning rapidly. A huge wind started to build from the east stacking up steep mountains of waves while a wall of rain could be seen creeping closer on the horizon.

"Things just weren't right," said Jones.

Rather than continue to their final destination, the hunters decided to turn around and make a beeline for Whale Cove. After two hours of trying to outrun the storm through the choppy seas and massive ice floes the rain caught up, leaving the men soaked and with no choice but to seek shelter.

Because of the torrential downpour and the large amounts of ice still on the sea, the men struggled to find a safe place to weather the storm. By that time the waves had built up so high that the two boats, which were about 50 metres apart, couldn't see each other when they were in the troughs.

"I've been on rough seas before on different boats but that was one of the scariest things that happened to me," said Kolit.

It wasn't until 3 a.m. that they were able to find a small rocky patch of land where they could pull up their boats. By the time they hit land, the six men were soaked to the bone due the heavy rain and waves. To make matters worse one of the hunters in the other boat, Gerard Maktar, fell in the water while trying to get to shore.

ᑕᑯᒃᓴᐅᓂᐅᔪᒥ ᐃᓂᐅᔪᒥ ᐊᖑᑏᑦ ᑕᖕᒫᕐᕕᒋᓕᓚᐅᖅᑕᖓᓐᓂ, ᑕᐅᕘᓈᓚᐅᖅᑎᓪᓗᒋᑦ ᐊᖑᓇᓱᒋᐊᖅᑎᓪᓗᒋᑦ, ᓯᕗᓂᕐᔪᐊᖓᓂ ᐊᓄᕌᓕᕐᔪᐊᖅᑳᓚᐅᕋᓂ.

"It was bad right off the start," said Jones. "When we got to safety it still wasn't good."

After setting up a temporary shelter using a tarp and firing up a set of Coleman stoves to keep warm, the men radioed for help. Later that day a Hercules airplane flew over the island and dropped supplies including new radios, food and clothing. The dry clothes proved the most important as everyone had been soaked by the rain, especially Maktar, who was having trouble sleeping due to severe muscle cramps.

Unfortunately, the storm didn't show any signs of subsiding during the day.

Because the ceiling was so low, helicopters couldn't come to rescue the men until things cleared up, which meant at least one more night on the island.

After toughing it out under the tarp for two days, the six men were notified that a helicopter was on its way to pick them up on Sunday, which also happened to be Father's Day. When the helicopter finally showed

up, Kolit was surprised to recognize the pilot from a hunting trip near Whale Cove the previous week.

"One of the pilots had been doing sampling up the river where me and my buddy Chris were hunting. When we got rescued he was like ‘Hey Ryan, hey Chris," said Kolit, who was happy to see a familiar face. "It was pretty funny."

It wasn't until the men were finally home with their families that they were able to feel truly at ease.

"I started to cry when I saw my common-law. It was very emotional," said Kolit.

Despite the scare, Kolit was already back to hunting for seals when he went to pick up his boat the following week.

"That's just part of it," said Jones. "We went through it, so it happens and that probably won't be the last time either." bf l A ᐊᔪᖅᓯᓯᒪᔪᑦ m4WZz 4

Breaking traffic bylaws puts others at risk Northern News Services

Summertime in the Kivalliq wouldn't be the same without the low rumble of Hondas zipping around town. There is a good reason for this: the all-terrain machines are much cheaper and more efficient than cars, which allows people to get around town quickly and they also have the ability to handle the tougher terrain where hunters, fishers and lovers of the land like to travel on a daily basis.

Up until recently in Rankin Inlet, ATVs also had the added advantage of being able to fly below the radar of the long arm of the law.

That changed with the hamlet's decision to start enforcing its longSanikiluaq defunct ATV bylaws this summer.

The list of rules and regulations covers a range of issues from bureaucratic licensing and registration to more common sense laws like enforcing speed limits in school zones and requiring all riders to wear helmets.

The rules were introduced last year to comply with the the territory's traffic laws, along with an educational campaign to help spread the word about their impending enforcement.

As of this week, the hamlet's bylaw officers will be trading words of cautions for tickets.

Most of the fines start at $25 for a first offence, while anyone caught for dangerous driving risks a $500 fine and the confiscation of their machine.

Rankin Inlet's youngest inquiring minds were deeply immersed in the world of science last week as the annual Actua summer camp came to town. The Ottawa-based learning group has been coming up to the Kivalliq to teach science to youth in the communities about the many ways that we are surrounded by science through hands-on experiments that mix fun with learning.

The week-long camps are packed full of activities ranging from learning about the environment and local flora and fauna to building electronic circuits and programming small robots to perform simple tasks.

Rankin was the first stop on Actua's tour of the region this summer, which will be followed by visits to Naujaat, Coral Harbour, Baker Lake, Chesterfiled Inlet and Whale Cove before finishing up in Arviat in August.

Fines coming for ATV riders who flaunt laws in Rankin Hamlet set to begin enforcing long-standing traffic bylaws after years of inaction

On any given day it's fairly common to see people zipping around Rankin Inlet on ATVs without helmets, sometimes with upward of four or five people riding on the machine at once.

But as of this week, the community's ATV users will be facing punishment for not adhering to the hamlet's traffic bylaws.

It has been nearly two

weeks since the hamlet's fire department announced it would be launching a campaign to enforce the community's longstanding bylaws in an effort to crack down on speeders, unregistered vehicles and people who aren't wearing helmets.

In the announcement, Fire Chief Mark Wyatt said that bylaw officers would be issuing fines and even confiscating ATVs in certain circumstances if people failed to adhere to the regulations.

The hamlet bylaws were introduced a long time ago in order to comply with the territory's updated traffic laws, according to SAO Justin Merrit.

"At one time bylaw used to enforce this quite strictly. We used to have a good relationship 10 or 12 years ago with the RCMP but over the years it kind of lost its enforcement."

After going several years without being enforced, the hamlet approached the fire chief to come up with policies

to ensure residents complied with the law. Council ultimately decided to run an educational campaign last summer.

While users were pulled over and issued warnings, no fines were handed out.

"This year we plan to issue fines and possibly even confiscate Hondas so parents can pick them up if their kids are driving too fast."

Among the many regulations in the bylaw is a rule stipulating that anyone riding an ATV – both drivers

and passengers – must wear a helmet. The bylaw also limits the number of people that can ride on an ATV at a time to two. The only exception is children who are being carried in amauti, which do not count against the limit. It is also illegal for anyone under the age of 14 to drive an ATV. ATV operators will also be expected to obey speed limits of 50 km/h everywhere in town except in school zones where limits are 20 km/h and and ensure that their vehicles are registered and insured.

Fines will start at $25 for most violations including not wearing a helmet and having too many people on a machine at once, while dangerous operation will face penalties of up to $500.

Wyatt added that miniATVs and dirt bikes, which are popular among youth, are not street legal and should only be used on the land.

All tickets handed out by bylaw officers will be issued through the RCMP, Wyatt said.

"So once you get a ticket you have no choice but to pay it," he said. "Or you can fight it in court if you don't want to wear a helmet but the law is the law."

Wyatt added that the helmet bylaw will not be enforced for vehicles on the land.

Wyatt said enforcing the bylaws was about common sense and safety. He said there have already been two serious accidents involving ATVs in

Rankin this year.

"I've been to a lot of motor vehicle accidents in my life ... the ones that wear helmets are usually the ones that come out a little bit better. If your head bounced off the gravel you're probably going to sustain some kind of permanent brain damage."

Although the laws will apply to all riders, Merrit said the hamlet is particularly concerned with protecting the community's youth.

"Ninety-five per cent of the problem is kids driving their parents' ATVs," he said. "It's summertime, they're not wearing helmets, they're throwing four on a Honda and going 80 km/h. It's dangerous."

Merritt added that bylaw will maintain its policy of not chasing individuals but that if people fleeing bylaw can be identified, they would still be liable to pay a fine.

Following the announcement a handful of residents took to Facebook to protest the measure, arguing that helmets are too expensive.

Wyatt's response to those holding out on buying protective gear is clear: if you can afford to fill up your machine with gas, then you can afford a helmet.

He added that helmets could be bought in town for under $50 and that some stores in town currently have them on sale for 25 per cent off.

"Go buy a helmet. It's cheaper than paying tickets."
