Main said it's still too early to express his thoughts or feelings on Arviat South MLA Joe Savikataaq being named premier.

He said the past week was so intense, he's not really feeling much about anything right now.

"It's like I'm still in a bit of shock.

It was all so stressful that I don't think I've really processed it all in its entirety yet," he said. "I have a lot of respect for Mr. Quassa in terms of his experience and what he's helped to do for Nunavut, so, in that regard, it's still a bit too soon in terms of my feelings on the new premier."

Between the three candidates who put their names forward to become premier (Savikataaq, Kusugak and Patterk Netser – all Kivalliqmiut), the leadership forum was a healthy exercise with even the candidates who didn't get the job as premier making some good points, he said.

"I think there was a bit of consensus-building through that exercise with all three candidates answering along the same lines to a number of questions, so you could see during the leadership forum that already in the house we are starting to heal from this – and that is what's going to have to happen because there were a lot of raw emotions and hurt feelings involved during the process," said Main.

"At the end of the day we're just people and we try to keep that in mind in the house and be respectful of one another because if you can't realize that, you're doing something wrong."

Solfest celebration Rankin Inlet The Rankin Inlet Volunteer Fire Department held one of its biggest annual events this past weekend in Rankin.

The Solfest fundraiser for the department featured an indoor gala dinner featuring the music of the Jerry Cans on June 16, as well as a free outdoor community concert on June 17 featuring the music of the Jerry Cans, Terrie Kusugak and the Midnight News.

Fuel spill Baker Lake A fuel spill was reported at the Martha Taliruq Centre in Baker Lake on June 12.

Community and Government Services, Environment and Health worked closely with a consultant to ensure minimal impact on the community and environment immediately following the spill.

As of press time, the government had not released how much fuel was actually spilled in Baker.

Centre opens Rankin Inlet The new Kivalliq Regional Visitor's Centre was scheduled to officially open in Rankin Inlet on June 16 at 1:30 p.m.

A number of dignitaries were expected to be hand for the event, as well as Rankin Mayor Robert Janes.

Youth council Rankin Inlet Tagalik Eccles of Rankin Inlet was one of 10 youth from across the country appointed to the Prime Minister's Youth Council this past week.

Eccles is in the Nunavut Law program and her vision for Canada is one of a country without food scarcity and where the gap has closed between those living in the North and those living further south.

Boil water advisory Rankin Inlet The community of Rankin Inlet was put on a precautionary boil water advisory by the Department of Health on June 7.

The advisory is a precautionary measure due to high turbidity (cloudy water) levels in Rankin, especially in Area 6.

During a boil water advisory, all water for consumption must be brought to a rolling boil for a minimum of one full minute.

The department says it's essential that all water be boiled for the uses of drinking, preparing infant formulas, preparing juices and ice cubes, washing fruits and vegetables, cooking and the brushing of teeth.

While it's still a ways from completion, the sight of the new arena taking shape in Rankin Inlet has the community excited over the arrival of the long-awaited multi-purpose facility.

Rankin recreation coordinator David Clark points out, however, that the skeleton of the building will be the quickest to go up.

He said work on the inside of the structure will be the more time-consuming part of its construction by a wide margin.

"It's a stand-alone rink with a lobby and beautiful canteen/kitchen and, although it's not a huge building, I'm hoping it will do justice to our community and be a great place for people to enjoy the game of hockey and other events throughout the year," said Clark. "It's going to be a 12-month facility in terms of usage and I can share its basic schedule with Kivalliq News now."

"Hockey will be from October until the middle of April, we'll use the icesurface area for big events during Pakallak Tyme in the spring and, starting in June, indoor turf will be put down for soccer, flag football, maybe some lacrosse and other fun types of things until sometime in August and then we'll take the turf out to have the facility ready for the Kivalliq Trade Show and then start making ice again," he said.

Because the building has a concrete floor, the community will be able to hold numerous special events during the time of year when the ice is out, said Clark.

One of the community's main concerns with the new arena is that its seating capacity is large enough to handle the huge crowds that come out for Rankin's biggest annual hockey tournaments, such as the Polar Bear Plate and the Terence Tootoo Memorial.

A large number of fans have been turned away from

sold-out games during the past few years, including those who travelled in from other communities to watch the tournaments.

Clark said the most recent information he was given has the arena's capacity set at 900 inside the rink itself and another 100, or so, in the lobby.

He said that still has to be approved by the Office of the Fire Marshal, but it's the number they're shooting for.

"I think that's fair and will do the job during our bigger tournaments. I wanted a little bit more, but it's going to be a new building the hamlet and the community can take pride in," said Clark.

"It's going to really benefit our community, not only as a hockey facility but as a complete recreation facility throughout the whole year."

The initial schedule for its opening is January of 2019, but Clark's guess is that the community will have one more hockey season with the old barn before

they finally get to start fresh with the new arena.

Clark said he's working with the recreation committee and hamlet council on different ideas for use of the old arena once the new one is operational.

He said time is running out and he wants to be able to utilize the old building as soon as it becomes available.

"We need to come up with a solid plan for the old building and find the money needed for that plan to further benefit our community," he said.

"The hamlet's not going to have two rinks operating at the same time. That decision has already been made.

I'd like to take the boards and plexiglass out of the old building and build a new outdoor rink near the new arena."

"We also need to look at finding the money to come up with drawings on, possibly, expanding our existing community hall in the old building and see if it would be worth the effort," he said.

Man conceals cigarette lighter from staff uses it to ignite his cell bunk

The outcome could have been a lot worse after an inmate managed to light the bunk in his cell on fire at the Rankin Inlet Healing Facility on June 11.

Rankin Fire Chief Mark Wyatt said 10 firefighters and four trucks were on scene shortly after the call came in at around 4:15 p.m.

He said the fire was lit in the cell of an inmate who had just come to the facility from Iqaluit to make a court appearance in Rankin.

"Somehow he managed to get something into the cell to light a fire and then managed to get the mattress on his bunk burning pretty darn good," said Wyatt.

"They'd evacuated most of the inmates in that section by the time we arrived and there was a fair amount of smoke already in the hallway."

"There was an awful lot of smoke in the cell and the fire scorched the concrete walls of the cell pretty good."

Firefighters went in with self-contained breathing apparati and put the mattress fire out before ventilating the facility.

If not for good timing, the situation could have been significantly worse, said Wyatt.

An inmate caused considerable damage to his cell when he lit his bunk on fire at the Rankin Inlet Healing Facility on June 11.

If the fire had not been discovered quickly enough by facility staff, the inmate could certainly have become very sick or even died from smoke inhalation as the cell was a "pretty toxic environment" by the time firefighters arrived at the scene, he said.

"Those mattresses are made of foam. The fumes they're giving off while burning are very, very unhealthy, so you

don't want to be breathing that stuff in at all," said Wyatt.

"You could die – easily – from that smoke."

"He's not going to light the building on fire because it's concrete, but he caused a lot of damage and I'd venture to guess they're looking at a cost of about $10,000 to fix it all up, have it power-washed and repainted."

"If that had been a regu-

lar structure it could easily have spread to the next cell, but there's only so much you can burn in what's basically a concrete bunker – but it really surprised me that he was able to get a lighter, or whatever, into his cell because, from what I understand, they're usually searched quite thoroughly when they come in."

Department of Justice spokesperson Stephen Shad-

dock said the department is not prepared to release the name or any personal information on the inmate due to privacy concerns.

Shaddock said the RCMP is investigating the matter and will consider laying charges.

Shaddock would neither confirm nor deny the inmate was the same person who smashed a TV set during a previous stay at the facility.

"The fire appears to have been started using a cigarette lighter and Nunavut Corrections is investigating the matter," said Shaddock.

"Nunavut Corrections maintains a strict policy prohibiting contraband in facilities, including smoking paraphernalia, as well as directives to allow for searches when contraband may be suspected," he said.

Dawn of a new day for Nunavut politics?

Well, I certainly didn't have a nonconfidence motion in mind when I called for a Kivalliq premier in Nunavut ('Time for Kivalliq led and Kivalliq first', Nov. 14, 2017, Kivalliq News), but as they say, here we are.

I pointed out in that article that the Kivalliq voice, once strong and united, had become soft and divided by too many of our elected officials trying to ‘play the game' once they arrived in Iqaluit.

Although Arviat South MLA Joe Savikataaq came out on top over my two picks in that article of Lorne Kusugak or Cathy Towtongie, I have the utmost faith Mr. Savikataaq will do a fine job as Nunavut premier.

Whether he will put our region first for a change and let us catch up a bit on the zillion-mile lead that Baffin has in terms of infrastructure and opportunity remains to be seen.

I have no doubt Arviat North/ Whale Cove MLA John Main was not exaggerating when he said he was still in shock following the past week's events in Iqaluit.

Nor do I doubt his description of the non-confidence motion being a time of great stress and emotion.

Victor Sammurtok School tied its previous high number of graduates when six students completed their Grade 12 studies in Chesterfield Inlet this year.

Five of the students – Todd Sammurtok-Walters, Delilah Issaluk, Kris Ippiak, Troy Issaluk and Qimmialuk Ipkarnerk – received their high school diplomas in Chesterfield Inlet on June 8.

The sixth student, Adam Nattar, decided to cross the stage in Whale Cove to receive his diploma so his mom and dad could be part of his graduation ceremony.

A fond farewell for Francis Teacher, cadet leader feels sting of leaving after five years in Naujaat

It was no easy decision for Lloyd Francis to leave Naujaat after five years.

"It's hard to sum up my time in Naujaat," he said. "I really felt accepted by the community and I'll definitely miss everyone there for a long time."

Francis had grown close to the community, the students he taught and especially the cadets of the 3055 RCACC that he helped become the best corps in Nunavut during his tenure in the community.

Francis, 29, said he was more worried about the future of the cadet program in Naujaat than anything else, as the time for his departure drew ever nearer earlier this month.

He said there is nothing solid yet, but he's still harbouring hope the program that is near and dear to his heart will continue.

"There is a little glimmer of hope that someone will be taking over," said Francis. "I became an air cadet when I was 12 years of age in September of 2001, remaining a cadet for the next six years and I worked with the same squadron during the four years I did my undergraduate studies in Cape Breton, N.S. "I also worked with the army cadet program in Antigonish, N.S.,

during the two years I was there to do my Bachelor of Education before leading the Naujaat corps for five years."

Francis said the kids really made his five years with the 3055 RCACC in Naujaat an easy time.

He had a great core group of cadets including senior cadets Anita Kopak, Jonathan Ijjangiaq, Gene Siusangnark and Terance Mapsalak, he said.

"Having a strong leader at the front of the cadets made it easy for me to do some of the work I did," he said. "From my perspective, I just looked for as many opportunities for the cadets as possible, because I was fortunate enough to get so many opportunities from the cadet program when I was a kid. If it wasn't for cadets, there's no way I would have been able to have so many wonderful experiences as a kid."

Between cadets and Tim Hortons Camp, that was all Francis was able to do as a youth because he came from a background where his parents couldn't afford to put him into organized sports and other activities, he said.

When Francis found opportunities for the Naujaat cadets and find them he did, they never let him down.

They almost always excelled at whatever adventure they were on and

always did a great job representing Naujaat and Nunavut.

Francis said the land trips he participated in with both the school and the cadets, "were just amazing and I will never forget some of the trips we were on together like taking 20 cadets to Port Alberni, B.C., this past year, as well as going to Europe with four cadets."

Francis said when he was making the decision whether to leave Naujaat this year, the 3055 RCACC was the biggest thing in the pro column of keeping him in the community.

He struggled with his decision for a while because he didn't want to leave for the sake of the future of the program.

"I worried a little bit that some of the kids might think I was abandoning them, but I think they understood," he said. "A lot of people realized I stayed in Naujaat longer than a lot of teachers do, so I did receive a lot of thank yous from the community for staying as long as I did. I do feel a little bit like I'm leaving them, but I know the community does want the program and a lot of people support it, so now it's a matter of putting the pieces in place to keep it going next year."

Francis said he timed his announcement to coincide with the corps' 20th anniversary celebration this past March.

He said he timed it so the kids and the community would know he was leaving and still have some time to deal with it.

"I didn't want to keep it a secret and then just spring it on them when it was time to leave, so I think they

had some time to adjust," he said.

"There's some apprehension among the cadets over the fate of the program with me gone, but I still have faith the community is going to come through and the program will still be there next year.
