MLA calls out Nunavut gov't for spending $572K at Ottawa trade show Dozens of officials sent to a four-day Northern Lights conference

Arviat North/Whale Cove MLA John Main was not impressed with the Government of Nunavut (GN) spending more than $572,000 on the 2018 Northern Lights Convention and Trade Show in Ottawa this past February.

Main said he was in Iqaluit during the trade show when he and other MLAs noticed the GN's delegation seemed unusually large.

He said questions were asked in the legislative assembly and it turned out to be quite a large expenditure of funds at the four-day Ottawa conference and trade show.

"By all means attend a trade show because economic development, jobs and business are all very important, but everything has to be well justified," said Main.

Among the costs to send 73 delegates to Ottawa, the GN doled out more than $70,000 in hotel expenses, $34,000 in conference registration fees, more than $120,000 in airfare and $37,000 in per diems, taxis and incidentals for 73 people who attended the conference under the GN's financial umbrella.

The territory also donated $166,000 to the Baffin Regional Chamber of Commerce to help host

Northern Lights under the GN's Strategic Investments Program under the Department of Economic Development and Transportation.

"We have to think these things through thoroughly," said Main. "As a regular MLA, I'm looking forward to continuing to evaluate government spending habits because I think this is just the tip of the iceberg in terms of where government dollars are flowing, so I anticipate we will be looking at other questionable expenses in the months and years to come."

Main received a response to the written question he submitted during the past sitting of the Legislative Assembly of Nunavut and is tabling that response during the current sitting, which began on May 24.

The Arviat North/Whale Cove MLA said there's no doubt that some positives came from the trade show but did the GN receive good value for that kind of expense?

"To me that amount of expenditure was not justified is this case," he said. "The fact the government got more money towards the development of high speed, fibre-optic Internet during a trade show is great – we need every single federal dollar we can pull in – but that could have been done without the benefit of a trade show, so, to me, it's a little bit like putting lipstick on a pig."

"I'm not debating the trip was useful, but how useful?"

When you're talking $500,000, you're talking one public-housing unit that could have been built, he said.

Main said in terms of the Kivalliq, the needs are great and efforts have to be made to connect Iqaluit to the reality of what's going on outside of the capital.

"Issues and priorities can get distorted when looked at through the lens of the capital," he said. "Of course, Iqaluit has its needs, but there's an incredible need for investment outside of the regional centres and I think right now, the rich are getting richer and the poor are getting poorer in terms of individuals and also in terms of communities."

"If we don't act to correct that, what is it going to mean down the road for a kid growing up in Whale Cove or Gjoa Haven?" he asked. "If we don't try to correct the way things are going, then I don't know what the implications are for the so called 'have not' communities, except that they're not good."

Main hasn't been an MLA for a complete year yet but said there is a disconnect between issues affecting Iqaluit and communities outside the capital. Each community is unique with it's own issues, but the gap

"The way to do that is the continuous speaking of truth to power and making sure the voice of people all across Nunavut is heard," said Main.

"That disconnect is a concern to me because you look at pre-Nunavut days and what we didn't want to do was create another Yellowknife – the place where, back in the 1990s, all

the decisions were made. So now we have Nunavut and Iqaluit is the place where all the decisions are made."

As a long-term goal, he said, smaller communities should be given decision-making power, which means money.

"They should be given control over the money that's available in terms of allocating it – in terms of where it gets spent," he said.

'I had some tough times in my younger years,' says Barney (Kudjaaq) Nanooklook of his journey through Nunavut's foster care system

A Baker Lake youth who never gave up on success and happiness through a sometimes challenging childhood in Nunavut's foster system is passing on his inspiring message to others.

Barney (Kudjaaq) Nanooklook, 20, addressed a crowd of students during the closing ceremonies of Trades Awareness, Skills and Knowledge (TASK) week in Baker Lake earlier this month to ask them to never stop following their dreams.

"I always thought when I was younger that I'd probably never have a goodpaying job, but nowadays I realize it's out there if you really want it," Nanooklook said. "Now I have a good job at the mine and I want to learn to do other things there too."

"The students' reaction to my talk was priceless," he said. "They were happy to see me and have me speak in front of them and all the instructors and teachers."

Nanooklook said he is extremely happy as an Agnico Eagle Mines (AEM) employee at the Meadowbank gold mine

and is living proof that good things happen to people who don't give up.

According to documents provided by Agnico Eagle, Inuit workers made up 35 per cent of the Meadowbank mine's workforce in 2014 and 60 per cent of those employees came from Baker Lake.

The open-pit gold mine is about 110 kilometres north of the community.

Nanooklook said tremendous opportunities exist in Baker right now and students nearing the completion of high school should be doing everything they can to take advantage of them.

He described tough times growing up in foster care.

"I can barely remember a lot about my past up to today, because I am so, so happy right now, but I would say my time in the foster system was good, with some challenges I had to overcome," he said.

"But I had some very good times with my family also... going out on the land with family in my younger days to go hunting and fishing and learning about the land."

He spoke to the students about his efforts to complete high school.

"After that I got a job offer from AEM at Meadowbank and I'm still smiling

as I'm working in housekeeping at the mine," he said.

Nanooklook said he always enjoyed learning new things from his teachers and didn't mind doing lots of homework during his years in school.

Nanooklook said he became interested in Meadowbank when numerous people he asked described it as a very good place to work.

He said some people even described their job duties to him and, after that, he decided to apply with AEM. "I like my job very much and I like the company too, so I wanted to speak to the students because I want them to make sure they're on the right track, not getting themselves depressed or thinking negative thoughts and knowing that there are good opportunities out there," he said.

Naujaat students learn new careers Twenty Grade 9 students take part in Take-a-Student-to-Work program

A group of Grade 9 students from Tuugaalik High School spent a day in the workforce as part of Take-aStudent-to-Work day in Naujaat on May 11.

A total of 20 students took part in the program.

Grade 9 teacher Lloyd Francis said he had been wanting to run the program for a while and that it went better than he expected.

"The students were paired up with a worker at one of the businesses or organizations that agreed to take part in the program and, basically, they were shown the ropes of what they would do in the type of job they were assigned to," said Francis. "The students asked the person they were paired with questions about how long they were in the job, their favourite things about the job and what kind of education you would need to get this job.

"That was one of the key aspects of it, for students to see what kind of things they would need to do after they graduate high school if they are interested in one of these jobs."

Francis conducted a job lottery to pair students with their workers.

The student's names were randomized into a computer program and as each student's name popped up on the program, they got to choose where they wanted to go.

Francis said he tried to set up the program as fairly as possible so the students would have a good chance to

pick where they wanted to go.

Even though that didn't guarantee every student got their preferred placement, it made the process fair to everyone and gave the students a say in the job they wanted to shadow for the day, he said.

"Once the process was completed, overall, everyone pretty much ended up where they wanted to be and the students all found that they had learned at least one thing from the experience," said Francis. Students who got to work with Community and Government Service employees learned about going around to check water, while ones who were with the housing department learned about a housing manager's duties.

"The student who was out pumping gas really enjoyed it, found it interesting and really liked the practical hands-on activity the job offered," he said.

Francis said this is the type of program that would benefit every Kivalliq community.

It's also part of the school curriculum.

Every student would benefit from it, especially Grade 9 students who might be starting to think long-term about what they're going to do after high school, which is only three years away for them, he said.

"It kind of gives them a little taste of a job and that way they can gear their education towards that career," he said. "I know some people say it might be a little young to start thinking about what they want to do, but it's good

to have an idea and give them a little experience at different things. If they do the program in multiple years, maybe they get to try something else and, after spending a day or half a day in that field, decide this is for me."

For those of us who call the Kivalliq home, we've all been there.

Whether it's trying to get back to or fly out of our home communities, there are often times the plane simply cannot land or takeoff.

It's almost always a case of where we choose to live – nothing more, nothing less.

Aviation is often challenging beyond belief in our environment and there are a number of things that simply cannot be controlled in the Arctic.

Yes, it's always darn disappointing but it serves no one justice to point the finger at the airlines or the airport crew as being the cause of our misfortune.

They simply have nothing to do with the situation and always act in the best interests of passenger safety.

In the case of inclement weather, the age-old saying, better to be on the ground wishing you were in the air, than in the air wishing you were on the ground, still serves us well, but there are also plenty of other forces at work beyond man's control.

So it was this past April 25 when the runway lights went down in Rankin Inlet during the evening hours and three flights coming into the community were affected.

Students busy rebuilding the fleet Arctic Inspiration Prize renews excitement over qajaq program in Chester

The nationally-recognized qajaq program at Victor Sammurtok School (VSS) is in the process of receiving a much-needed revitalization in Chesterfield Inlet this month.

VSS teacher and program developer Glen Brocklebank said so far the program has gone through about 60 per cent of the $122,000 in Arctic Inspiration Prize monies it received earlier this year.

Right now he and his students, with the help of some local volunteers, are focused on rebuilding the program's qajaq fleet, he said.

"We've got five built now and we had planned to have them covered, but, unfortunately, our material didn't arrive," said Brocklebank. "So, we're going to have to wait to cover them when this year's sealift arrives."

So far, they've purchased a construction shed, 30 sets of new gear including dry suits and cold weather protective gear, wood to build more boats and a trailer to transport their qajaqs around the community.

"So that's taken up a big chunk of our funding," he said.
