Co-ordinator named Rankin Inlet/Nunavut Kathleen Merritt of Rankin Inlet has stepped down from her role on the Qaggiavuut board to join the performance arts company’s working team.

In a press release dated Oct. 2, Qaggiavuut stated that Merritt is an award-winning Kivalliq throat singer, performing and recording artist known as Iva. She will be co-ordinating Qaggiavuut’s Digital Nunangat project, which will use technology and youth workshops to maintain and revitalize ancient Inuit music.

Tourney dates released Rankin Inlet/Kivalliq Rankin Inlet recreation co-ordinator and Rankin Inlet Minor Hockey Association president David Clark has officially released the dates of this hockey season’s tournaments to be hosted in Rankin Inlet.

The tournaments, their dates and age brackets are listed below.

Airlines merge Kivalliq/Nunavut Makivik Corp. (Makivik) and the Inuvialuit Corporate Group (ICG) announced they have signed a definitive agreement to merge First Air and Canadian North.

The announcement was made on Sept. 28.

In a written press release, the two partners stated that the merger is being made in order to provide the best possible air services across the Arctic.

Following the receipt of government regulatory approvals, Makivik and ICG will proceed to complete the merger, expecting the transaction to be fully completed by the end of 2018.

The proposed Pan-Arctic airline will operate under the name Canadian North. Its aircraft will feature the new First Air livery, including its inukshuk logo.

Headquarters for the proposed airline will be located in Ottawa. The two airlines first announced their intention to merge on July 6.

Curator visits Baker Lake Joanne Schmidt, curator of Indigenous Studies at the Glenbow Museum of Calgary, was scheduled to be at the Jessie Oonark Centre in Baker Lake from Oct. 6 to 8.

Schmidt planned to bring a collection of photographs taken across Nunavut by Geraldine and Douglas Moodie between 1903 and 1905.

She hoped to have some of the people seen in the photos identified by the folks of Baker Lake to add to their stories.

The curator also planned to leave a photo book and digital copies of the photographs with the Jessie Oonark Centre for the community to keep.

Hundreds of people passed through the arts market and took the time to attend the fashion show during the ninth annual Kivalliq Trade Show in Rankin Inlet on Sept. 25.

Putting a bright spotlight on regional artists and craftspeople to help generate sales and promote their work has been a staple of the Kivalliq Trade Show over the years, as have the unique workshops held each year for the artists themselves.

This year’s registered-artist workshop focused on photography.

The Government of Nunavut’s (GN) adviser for arts and the traditional economy, Theresie Tungilik, said the arts market held during the annual trade show in Rankin is very useful because many Kivalliq artists and craftspeople don’t have an effective means of promoting or advertising their work, if any at all.

Tungilik said in addition to the immediate sales they often generate, participating in the annual arts market provides an opportunity for regional artisans to network and meet people who, in many cases, will eventually become their clients.

She said it’s also an opportunity for them to see the artwork of others, which can often inspire their own creativity in different ways.

“The arts market allows people to see what each artist creates and what area they specialize in,” said Tungilik.

“The workshops are also very important because they help our artists improve themselves in terms of their ability to promote and advertise their work, as well as in creating better marketing opportunities.

“We offer something different every year with the workshops and this year’s focus on photography went over very well with the artists who attended.

“Only registered artists can attend the workshops and they were very pleased with what they learned this year.”

Tungilik said one artist from each Kivalliq community outside of Rankin Inlet is brought into the Kivalliq Trade Show each year.

She said two artists from Naujaat were allowed to participate in this year’s event because the community of Chesterfield Inlet did not have an eligible artist able to attend.

“So, we ask for one representative from each of the other six Kivalliq communities each year to join the five registered artists we allow from Rankin Inlet.

“Other artists from Rankin Inlet are allowed sales opportunities at the arts market, but they cannot attend the workshop.”

Tungilik said she personally liked this year’s arts market at the Kivalliq Trade Show very much.

She said one thing she always looks forward to is seeing people enjoying a wide variety of artwork and products from each community.

“What we see is different each year and that’s, really, what we want to see.

“But, I must admit, there was one item at the arts market this year that I really missed seeing.

“There was not one person – not one single artist or seamstress – who had a single pair of kamiik for sale this year and that’s one thing that everyone looks for.

“But we certainly did see a wonderful variety of art and product at this year’s market and, should they be back, every pair of kamiik will be a hot-ticket item at next year’s market,” said Tungilik. bf l A ᓇᖕᒥᓂᓖᑦ m4WZz 10

Embrace Life activities emotional, uplifting for Naujaat high school students

Students and staff members at Tuugaalik High School took part in an initiative aimed at preventing suicide during the school’s Embrace

Life celebration in Naujaat on Sept. 28.

Tuugaalik vice-principal Julia MacPherson said the day of Embrace Life activities is always eagerly anticipated by students at the Naujaat school as it helps them deal with

the often overwhelming emotions that come with the battle against suicide.

The day included a morning assembly in the school gym for all students in Grades 7 to 12 and an afternoon of fun-filled activities.

“Many students were crying and hugging each other at times during the assembly,” said MacPherson. “The students really enjoyed the day, despite the tough topics that were discussed.”

The day of celebrating life

is backed and promoted in Nunavut by the Embrace Life Council (ELC).

The ELC is a registered non-profit suicide prevention organization based in Iqaluit that was formally established in 2004 to address the extremely high suicide rates in Nunavut.

Nunavut had 25 deaths by suicide in 2017. It was the fewest in 10 years but the rate was still many times higher than the national average, according to a report released by Nunavut’s Chief Coroner in January.

The ELC provides and promotes suicide prevention related teaching and information resources to Nunavut communities and organizations designed to help youth, parents and others across the territory.

As part the objectives outlined in their 2016-2019 strategic plan – the ELC is helping to create safer communities through initiatives that promote Inuit language and culture.

It also offers programming that targets youth in general – including youth at risk of suicide – as well as continuing to offer resources which explain the risk factors for suicidal behaviour.

The ELC also seeks to remove the stigma surrounding mental illness and encourage people to seek help when they are in mental distress.

MacPherson said they enjoyed a sunny afternoon on

Embrace Life Day. After the assembly, and with temperature hitting 7C, students and staff enjoyed a bonfire, barbecued hamburgers, listened to music and played sports.

In addition, the students watched short videos produced when the brother-andsister team of Kelvin and Tunchai Redvers paid a visit to Tuugaalik High School this past spring as part of the We Matter program.

We Matter is a national media program where Indigenous role models and allies from across the country share their own experiences of overcoming hardships.

“We were lucky enough to watch some words of encouragement delivered by our very own students,” said MacPherson. “Each student was given the opportunity to record a video with words of encouragement and hope, and their videos were edited and sent to the school at the beginning of this year.

“We waited until Embrace Life Day to view them, and the students were quite excited and proud to see themselves on the ‘big screen’ in the gym.”

Teachers also contributed to Embrace Life Day activities, said MacPherson.

Every teacher took the time to write a positive note of encouragement and caring to each of their students. The notes were then given to the students at the end of the general assembly, she said.

Oct. 1 to 7 slipped quietly past this week without the fanfare that can accompany seven-day-awareness periods such as National Fire Prevention Week, Aboriginal Awareness Week, National Youth Violence Prevention Week or National Women’s or Men’s Health Week.

Oct. 1 to 7 fits somewhere between Random Acts of Kindness Week and National Family Volunteer Week, yet perhaps there has never been a time when more attention should have been paid to National Newspaper Week than our present era of doom, gloom and despair over the newspaper industry.

I confess to feeling no guilt over the use of an idiom to note failing newspapers are to today’s industry as cats and dogs are to rain – much to the chagrin of almost every editor I’ve survived during the past three decSanikiluaq ades – since first noting the theme Newspapers Matter on numerous publisher-penned articles on the state of what was once the final bastion of freedom of speech.

Capacity crowd for trade show Northern News Services

The ninth annual Kivalliq Trade Show featured a record number of participants manning their booths at the community hall in Rankin Inlet on Sept. 25.

The event featured a large number of special giveaways from many of the presenters at their booths, as well as a constant flow of information from municipal, territorial and federal government departments and agencies, the private sector, Inuit associations and the Canadian Coast Guard and local fire and rescue.

Kivalliq man catches Greenland shark Age defying sharks could be the world's longest-living vertebrates

One of the longest-living vertebrates known on Earth, a Greenland shark, was caught in a whaling net near Coral Harbour on Oct. 1.

The rare catch measured more than three metres (10 feet) in length and weighed close to 227 kilograms (500 pounds).

Moses Nakoolak said he had never seen anything like it in his more than 30 years of setting whale nets.

He said he and his son, Moses Jr., found a large, unusual creature trapped in one the nets they pulled up about five kilometres outside of the community.

“I was thinking maybe it’s a walrus because it’s way too heavy,” said Moses.

“We pulled it up to the shore and my son recognized it right away. ‘It’s a Greenland shark! It’s a Greenland shark!’”

Greenland sharks are large, coldwater sharks often found at great depths.

They are known as opportunistic predators that will eat just about any meat they find, dead or alive.

In 2016, researchers used radiocarbon dating to determine the ages of 28 Greenland sharks and estimated the two biggest to be between 335 and 392 years old.

The majority of Greenland sharks are blind due to pinkish-white parasites (copepods) that hang from their eyes. The parasites attach themselves to the shark’s cornea.

According to an article by Holly Chavez for Oceanwide Expeditions, the meat of the Greenland shark can cause symptoms in humans similar to severe inebriation, and the neurotoxins in their flesh can be incapacitating to sled dogs.

The toxicity is due to trimethylamine oxide (TMAO) in the tissue of Greenland shark flesh, which helps the fish stabilize their enzymes and

The shark meat can be prepared in a fermentation process that removes the TMAO, resulting in a much-enjoyed national dish of Iceland, known as Hákarl or kæstur hákarl.

It is prepared by hanging the meat of the Greenland shark up to dry for four to five months, which removes the adverse effects of the neurotoxins.

Moses said they’d never seen a Greenland shark in anyone’s nets in Coral Harbour.

“This is the very first time we saw that caught in the whale nets,” he said. “We normally catch narwhal and beluga.”

Moses and his son put the shark

on a qamutiik and brought it back to his home.

Along the way some curious community members began following them to get a glimpse of the oddity.

Since then, many people have stopped by to take a look and snap photos.

Jeffrey Ottokie had to get an upclose look for himself.

“Jeez, that thing is not the smoothest. It’s really rough skin... if it was alive I’d never touch it,” said Ottokie.

“It’s the first time we’ve seen a whole Greenland shark like that.

“It’s quite amazing to see that.”

Moses said he’s heard Greenlandic people boil the shark meat and eat it. Others have said it’s generally used as dog food.

“I have no clue at all what I’m going to do with it,” he laughed.

Arrest made in 2017 homicide Massive investigation conducted into 12-year-old's murder

The RCMP made an arrest on Oct. 6 in connection to the 2017 murder of 12-year-old Ray (OJ) Taparti of Rankin Inlet.

Glen Kadlak Jr., 21, also of Rankin Inlet, is charged with murder. He will appear in the Nunavut Court of Justice in Iqaluit on Oct. 23.

The victim and the accused knew each other prior to the murder, according to police. The RCMP described them as "casual acquaintances."

The Taparti family notified the RCMP that OJ had been missing for

about five days on July 7, 2017. His body was found the following day by local searchers. An autopsy conducted on the boy's remains listed his death as a homicide.

Kadlak's arrest follows an investigation by the RCMP's 'V' Division Major Crime Unit – one of the largest ever conducted by the unit – aided by a number of specialized units from across the country, as well as other various investigative partners.

During the 15 months following OJ's murder, the RCMP used more than 100 police officers in the investigation, conducted more than 75 interviews, followed-up on more than 250 tasks, involved more

than 15 agencies and departments, and logged thousands of investigative hours.

The Taparti family has asked for privacy in the wake of the arrest, noting in a public statement that they are glad the RCMP worked so hard to bring justice to OJ, who is terribly missed by the family.

Nunavut Justice Minister Jeannie Ehaloak said in a written news release that OJ's death in July of 2017 had a devastating impact on his family and the community of Rankin Inlet.

"Now that charges have been laid, the community can work on moving forward," said Ehaloak.

KIA president addresses controversy 'I do not make any other salary anywhere outside of KIA, and I do not have any personal interest in any business anywhere,' says David Ningeongan

The Kivalliq Inuit Association (KIA) wrapped up its annual general meeting (AGM) in the middle of a firestorm of controversy on social media aimed at KIA president David Ningeongan this past week in Rankin Inlet.

The AGM ran from Oct. 2 to 4.

The controversy was ignited by Richard Connelly, who raised numerous concerns on social media questioning Ningeongan’s business practices as president of the KIA, the effectiveness of the Inuit Impact Benefit Agreement (IIBA) with Agnico Eagle Mines (AEM) for the Meliadine gold project near Rankin, and why Sakku Investments – the investment arm of the KIA – seemed to be competing with local Inuit-owned companies that employ more Inuit than the companies being awarded the contracts.

Sakku has preferred-contract standing through the IIBA, a fact Connelly claims cost his company work at Meliadine, which left many of its Inuit employees out of a job.

Ningeongan declined to comment on anything of a legal or personal nature but said he thinks a lot of the concerns raised by Connelly were clarified during the community concerns addressed at the AGM on October 4.

“We had a full house of people at the meeting interested in hearing what Mr. Connelly had to say and how I answered his questions, but I think a lot of it was miscommunication, misinformation and third-hand information shared that shouldn’t have been.

“I did own a business when I first ran for KIA president, but I indicated to the communities of the region that if I were elected my only priority would be to represent the communities. But, of course, you cannot just sell a business overnight and, once I was elected, it took a while to sell the business.

“But the business was sold back in 2014 and I was under a blind trust at the time, as well, so I did not have any dealings with it, nor management of it while I was the KIA president.”

“I do not make any other salary

anywhere outside of KIA, and I do not have any personal interest in any business anywhere.”

He said the online comments may have damaged his reputation.

“Any other person who has gone through what I have in what was put on social media... it definitely had an impact on their political career.

“So, yes, it has had that kind of an impact on my chances of running again for my position, for sure.

“I’ve got about a year to think about whether I’m going to run again or not – I can’t say for sure at this point – but we still have a lot to do during the next 12 or 13 months and what we achieve will dictate how we move forward.

“We had hoped by this AGM we would have completed our Kivalliq tour to start providing programs for the communities, but we had to deal with these social media issues and that basically sidetracked the schedules we had moving forward.”

Connelly was contacted and invited to meet with Kivalliq News to discuss some of the concerns posted on social media, but could not be reached before press time.

Manitoba hydro project Ningeongan said the 43rd KIA AGM went as well as could be expected given the situation.

He said every item on the agenda was dealt with, noting that among the most important to highlight are the KIA moving ahead with the Manitoba fibre/hydro project through discussions with potential partners, and a marine-protected-area proposal put forward by the Department of Fisheries and Oceans.

“The proposal is for the Kivalliq region, but more so specifically between Coats Island and Coral Harbour, so that’s one item I would see as interesting news for the people of Coral Harbour to see,” said Ningeongan.

“Bringing hydro into the Kivalliq region from Manitoba has been talked about for many years but, during the past four years, we’ve really started concentrating on that project and we’ve included fibre optics as part of the transmission line that we’re proposing to bring from Sundance, Gillim or Churchill into the communities of Arviat, Baker Lake, Chesterfield Inlet, Rankin Inlet and

Whale Cove.

“We really want to get fibre optics into the Kivalliq, so it just made sense to include it in this proposal, which is now, for me, the most interesting aspect of the project.

“It would be a phenomenal upgrade that would allow us to get true high-speed Internet into all seven Kivalliq communities in the future.”

Past regrets Ningeongnan said when the KIA – long before his time as president – negotiated the very first IIBA ever signed in connection with the Meadowbank gold mine near Baker Lake, the KIA received $3.8 million in royalties from a multi-billion dollar operation.

He said it was a horrible deal for Kivalliq Inuit.

“Inuit got a whole lot of nothing,” he said. “So when I became KIA president, I made sure that we can take as much out of our resources for ourselves and move ahead that way, including to support our business arm (Sakku), which is representing 10,000-plus beneficiaries in

the region.

“If our business arm is doing well, the communities will do well in dividends coming into the KIA which, in turn, we give to them in programs, services, scholarships and what have you.

“Yes, there are business opportunities within the IIBA that are under the preferred contracts for Sakku because we got a whole lot of nothing from the first IIBA, but the next two IIBAs we signed, we got a 1.2 per cent royalty rate for Meliadine, which improved to 1.4 per cent for the Whale Tail project.”

Ningeongan said Sakku was not included in the first IIBA signed for Meadowbank.

“As far as I’m aware, we have the best IIBAs within the territory, which we hope to further improve upon, and, with preferred contracts, if I’m not mistaken, both the Qikiqtaaluk Corp. and the Kitikmeot are looking to incorporate those provisions into their IIBAs, as well, so their subsidiaries can get work through the mines to give back to their communities.”

Ningeongan’s current term as KIA president runs until Dec. 20, 2019.

Community: Coral Harbour Sport: Hockey Daniel is this edition’s player of the week for playing his first game (a 6-5 shootout win over the Lethbridge Pronghorns) of university hockey in front of 2,300 fans in Thunder Bay, Ont., on Sept. 22.

After his multi-championship junior A career, Daniel has become, arguably, the first Inuk to play Canadian university hockey. Dustin MacDonald of Rankin Inlet played a season (2006-07) with Edmonton’s Northern Alberta Institute of Technology in the Alberta College Athletic Conference.
