An operator and his front-end loader are barely visible through the drifting snow as they fight to keep the main roads open during a raging blizzard in Rankin Inlet earlier this month.

Deep freeze Kivalliq A number of school days were lost across the Kivalliq with the arrival of a week-long freezing-cold spell that had windchills often falling below -60C and nearly hitting -70C on a couple of occasions this past week in the Kivalliq.

Government and municipal offices also shutdown for a couple of days in many communities due to the extreme freezing temperatures.

The deep freeze hit the region just a day after a three-day blizzard pounded most of the Kivalliq.

Raising funds Baker Lake The Baker Lake Minor Hockey Association continued its fundraising efforts with a special dinner plate pickup this past Friday, Jan. 25, at the Jonah Amitnaaq Secondary School atrium.

The menu included chili in a cup and bannock in a cup for $10, spaghetti, bun and side of macaroni salad for $20 and a simple macaroni salad in a cup for $5. The volunteers would even deliver the meals for an extra $5.

The Baker Lake Minor Hockey Association will hold similar dinner-plate specials on Feb. 8 and Feb. 22.

The association is also raising funds through a lottery of Chase the Ace, which recently saw its jackpot top $4,000.

JLM tourney Arviat Ten teams took to the ice to compete in the annual JLM Calm Air Cup senior men’s hockey championship in Arviat this past weekend from Jan. 24 to 27.

Players on the Whale Cove team were the talk of the region when they braved -60C with the windchill temperatures to drive their machines the 93 miles between Whale Cove and Arviat to compete in the tourney.

An inclusive-and-interactive workshop addressing Indigenous research and training capacities with a focus on disability rights, deafness and the revitalization of Inuit sign language was held in Rankin Inlet, Jan. 21.

The workshop was sponsored by the Canadian Deafness Research and Training Institute (CDRTI) in connection with the Nunavut Deaf Society and supported by a connection grant from the Social Sciences and Humanities Research Council.

The gathering was facilitated by CDRTI Director of Research Paige MacDougall, who said the workshop had a positive dialogue going all day among its participants.

She said the group looked at previous materials and work that’s been done collaboratively in recording the Inuit sign language, as the groundwork for moving forward with trying to implement the materials in creative ways in the communities.

“That involved some research on the part of local people in deciding where the materials should be placed to help create awareness in public spaces right here in Rankin Inlet,” said MacDougall.

“Everyone piped up with ideas such as the bank, post office, health centre, airport, restaurants, RCMP and taxi cabs, among others.

“So, in addition to using the resources that we’re generating like sign-language cards, videos and books, we’re looking at making a poster with the ABCs on it, and maybe a few basic signs, just so when deaf people come into an area they see this and feel more comfortable knowing the people who work there at least have some awareness of the challenges deaf people have in trying to communicate.

“A number of the participants were really excited about that as something concrete they could work towards in their community, so they’ll be exploring spaces and maybe involving local artists in the creation of posters and, maybe, pamphlets.”

MacDougall said a number of workshop participants told the gathering about problems getting into taxi cabs, or issues at the health centre where they ended up waiting six hours for an appointment because no one called their name in a way they could understand.

She said a number of issues could be partially rectified simply by the creation of basic resource materials for the community.

“The conversation we had on just trying to make daily life easier soon led to more serious issues like access to justice, or needing social services due to family violence. If a deaf person is involved in these situations, then we have to look at a more formal means of communication.

“I was in the Siniktarvik Hotel a few years back doing my consultations and recordings with the deaf community and a deaf man was in court at the same time.

“While I was sitting in the restaurant, a justice professional who was working with this deaf person in court came up and asked me if I could be an interpreter, which I couldn’t because I am not a qualified interpreter.

“There’s a need for us here to use the documentation of the language to start putting it in schools and getting the next generation ready for the development of interpreter-training programs that are locally appropriate.”

MacDougall said the process represents a holistic wheel where you start with awareness and get things going in preschool.

Then, she said, as the sign language is developed and recorded, it can get into higher levels of education and the territory can work towards building an interpreter training model that works in the local cultural context.

“At that point you have employment being generated and access to important services happening.

“So the awareness opens up room for education, the education leads to the development of training programs, and then we have more equal access to services.

“There are no qualified deaf interpret-

ers in Nunavut, but we’re trying to make it happen by creating these materials and recording the language and life histories for the past 12 years.

“This program is now receiving support from the Social Sciences and Humanities Research Council and they want to open up new avenues of collaborative research between Indigenous and non-Indigenous people and organizations.”

MacDougall will team with her father, James MacDougall of McGill University, as well as the president of the Nunavut Deaf Society Sandy Kownak and her deaf son Clayton Ungungai – all founding members of the Nunavut Deaf Society – to write a policy-suggestion paper to present in Ottawa this coming March.

She said things take time and, at this point, it’s important those in the Nunavut Deaf Society be patient and take each step as needed and necessary.

“We can outline the steps of how this trajectory is going to happen, but it’s a process that can’t be rushed, so, in terms of how long it will take until we see everything being implemented, that depends on the momentum of interest we can generate to support such a project in the communities within Nunavut and in Canada.

“Our approach really is to do work and raise awareness in the communities, which can then filter up through to the levels of funding and support needed for these projects.

“Recording language is a complicated endeavour. We don’t even know the number of deaf people in Nunavut at this time and the sign languages up here are quite variable.

“So it’s important we get all the deaf people together so we can actually explore the different signs and come up with a multi-useful representation of the sign language here called Inuit sign language.

Students at Tuugaalik High School picked up in 2019 right where they left off in 2018 – busy, creative and recognized.

The students began their Christmas holidays on a festive note when, on Dec. 12, school staff members distributed the Christmas gifts donated to them by the Lions Club of Edmonton, Alta., and Bev Mitchell on behalf of Hands Up Canada in Toronto, Ont. The youths were filled with early Christmas spirit and a healthy dose of gratitude after receiving two gifts each from the south.

The Edmonton Host Lions Club has been sending Christmas gifts to the youth of Naujaat for the past two decades.

It enjoyed a similar relationship through educator Leonie Aissaoui – now the director of French services for the Government of Nunavut.

When Aissaoui decided to head further north to Tusarvik School in Repulse Bay, the Edmonton Host Lions Club took the relationship along for the ride.

Vice-principal Julia MacPherson said the staff members also had sunglasses, glow sticks, and various holiday treats to pass out among the students – with some choosing to open their gifts right away. Others tried to wait until Christmas.

She said the Edmonton Lions Club is great to work with. It gets in touch very early on in the school year wanting a list with the names of the school and its students.

“The gifts are very beautifully wrapped with a tag on them to show the student’s name,” said MacPherson.

“It’s something really nice the kids look forward to and it’s also very generous on their behalf.

“And then, during the past couple of years, there was Helping Our Northern Neighbours, which is affiliated with Bev Mitchell. So Bev contacted a teacher at the elementary school who was able to put her in touch with me.

“She then organized lots of boxes to be sent up with more gifts for students from kindergarten all the way to Grade 12.”

MacPherson said the gifts sent to the Naujaat students were all quite useful in everyday life, such as keychains, headbands, bracelets, flashlights and watches.

She said, from what she saw, it was about 50-50 between the number of students who opened their gifts right away and those who decided to try to wait for Christmas.

“Dec. 12 was our final busy

day in class before our holiday break and things certainly ended on a high note.

“Shortly after our return to the classroom, school/community counsellor Jennifer Kadjuk was with a senior high class she visits quite frequently to run different programs and, with the help of mental health outreach worker Brittany Holm, she conducted a lesson on problem solving.

“The students had a balloon which they had to move from one side of the classroom to the other without touching it. One student started off by moving it with his breast and, I believe, he made it about halfway.

“He then got his friend to help him and the applause I heard while walking down the hall probably meant that they had made it.”

MacPherson said Tuugaalik High School has a pretty good cooking-and-baking program that leads to a lot of cooking being done at the school.

She said on Jan. 10, student support assistants Rosalie Kringayark and Stacy Papatsie recruited two students who volunteer a lot in the school – Shane Mapsalak and Anthonese Mablik. They helped prepare caribou stew and bannock for the approximately 135 students in Grade 7 through to Grade 12.

“The stew and bannock was delivered to every classroom in the school and, because it has been so cold since coming back after the holiday break, it was a nice treat.

“The effort was appreciated by everyone and it was a nice way to help get things started again.”

Question before believing Northern News Services

I have written in this space a number of times during the past two decades about the ability, and desire, of the modern media to put forth their version of what happened at a news event.

And – in this tech-crazy day and age when the ability to receive messages, photos and video is at the fingertips of people around the globe – news, good or bad, but mostly bad, often arrives mere minutes after happening.

The biggest problem, however, in today's world, is that the competition between news agencies is extremely fierce and, all too often, an agency will edit the video footage or print copy to be as sensational as possible as it zips around the Internet and social media at lightning speed.

My college professor in journalism, the late Martin Dorrell, once told me if my mother tells me she loves me, I should ask my father if he agrees Sanikiluaq that she does. In other words, ask and ask again until you have confirmed to yourself that what you have is the truth.

Building the fleet in Chesterfield Inlet Qajaq program on solid footing

The qajaq program at Victor Sammurtok School (VSS) received another boost with the covering of five new qajaqs in Chesterfield Inlet earlier this month.

The qajaqs were built this past May by VSS students and staff members, and students from Grade 9 to Grade 12 worked on sewing the new covers for the qajaqs from Jan. 7 to Jan. 10.

VSS teacher and qajaq program developer Glen Brocklebank said it was hoped the qajaqs could have been covered much earlier in the school year but the material didn’t arrive on time.

He said the necessity of building a new stage for the school gym further delayed the project, and it was agreed to finish covering the qajaqs upon the return of the students following their Christmas break.

“We only have 12 students enrolled in Grades 9 and 10 right now and another 12 enrolled in Grades 11 and 12, but all 24 pitchedin on the work covering the qajaqs,” said Brocklebank.

“The majority of the students broke into groups of four or five for each qajaq, while others helped out as necessary with the different groups, making it a very fluid operation.”

Brocklebank said the style of the new qajaqs has never been used before, making the design unique to Chesterfield Inlet.

He said the cost of the new qajaqs came from the $140,000 Arctic Inspiration Prize the program was awarded this past year, which only

“We purchased a little more than $10,000 worth of material, which gave us enough to cover 35 qajaqs.

“There is nothing in the historical record of qajaqs from Chesterfield Inlet. The research we did on oceangoing qajaqs shows some from the Naujaat area, some from the Pelly Bay area and some that were used in Baker Lake, but there’s a gap in the record, basically, from Wager Bay to Whale Cove where nothing in the historical record exists for what qajaqs looked like.

“So we went out on the land to find some winter qajaq stands and take some measurements so we had an outline of qajaqs from our community, but we only know the outside dimensions, which are more than 22 feet long and only 15 inches wide.

“Those qajaqs would be about five-to-six feet longer than the ones we’re currently paddling and we were worried that any time we got wind it would make them really, really hard to maneuver for the smaller paddlers we have coming up

through the grades, so we decided to make them 17- and 18-feet long as opposed to 22.”

Brocklebank said he’s ecstatic about the condition of the qajaqs and equipment in the VSS program since winning the Arctic Inspiration Prize.

He said they just came off a season of paddling during which no one got wet, and they had enough wetsuits and lifejackets to accommodate every need of the program, including taking care of the students who came to VSS for the

annual Kivalliq Science Culture Camp which focused a great deal on qajaqing.

“The Arctic Inspiration Prize allowed us to purchase everything that we needed for the program and more.

“We will have to work on our design and improve it for the next time we build new qajaqs – possibly five more this coming May – but this is the most solid our program has ever been and we’re all excited about what we may be able to accomplish during the next few years.”

The long-awaited apology to the Ahiarmiut for their forced relocations by the federal government from 1949 to 1959 finally happened in Arviat on Jan. 22 when federal Minister of Crown-Indigenous Relations and Northern Affairs Canada Carolyn Bennett publicly apologized to the Ahiarmiut on behalf of the Government of Canada.

The Ahiarmiut reached a $5-million monetary settlement with the federal government this past summer, with, at the time, each of the 21 survivors to receive $100,000 and 164 of their children to receive $3,000 each.

During a dark decade in Canadian history, the Ahiarmiut were forced from their homes in Ennadai Lake and relocated in unfamiliar areas along the coast of Hudson Bay – once to Nueltin Lake and finally to Henik Lake – where many starved to death.

They moved themselves to Padlei Lake before the government moved them again, this time to the iglus made by members of the RCMP at Eskimo Point.

Arviat's Elisapee Karetak was intimately involved with the entire process leading to the federal apology and said she was happy with the way everything went on Jan. 22.

Karetak said the first thing she felt on the morning of Jan. 22 was that the day Ahiarmiut had been awaiting for so long had finally arrived.

She said everything for the ceremony was well-planned out in three sections, with the first organized by the Government of Canada, and the apology and plaque unveiling both organized by the Ahiarmiut Relocation Society.

“The best parts of the day for showing our happiness were the feast and dance

organized by the Ahiarmiut Kinguvaangit Youth Group, so everybody had a job and knew exactly what to do and the day went very, very well,” said Karetak.

“We wanted the day to be exceptional so everyone could just enjoy it, and I was really happy with how things went.

“As we waited for this day, our elders were getting old and going because of old age – they had lived good, long lives – but I was never worried that I wouldn't live to see this day.

“We were, however, quite worried that all of our original elders from Ennadai Lake might not live to see the day, but we're quite happy that at least one of them lived to see this day and hear the apology.”

Karetak said most of the Ahiarmiut wished the elders who had guided and advised them from the time they first started discussing the settlement – the husband-andwife team of Jobe and Eva Muqyunnik – would have lived to hear the apology but, unfortunately, they did not.

She said the general feeling was that the apology and settlement brought closure to the elders and the surviving children.

“It was a long struggle.

We wanted the Government of Canada to recognize and own what wrongs it did to the Ahiarmiut and to apologize – and we accepted that apology.

“We were encouraged by our elders to let the past be the past, to accept the apology and to forgive and, all in all, I think that was the best advice for us.

“If you're talking reconciliation it's two ways: one is to accept and recognize the wrong they did and to ask for forgiveness, and the second is whether the other people decide to accept the apology or deny it.

“Both have to happen to begin true reconciliation between the two peoples.”
