Second charged in boy's murder Rankin Inlet The RCMP has charged a second person with murder in the 2017 death of 12-year-old Ray (OJ) Taparti Jr. in Rankin Inlet.

The announcement was made on Oct. 11.

The name of the second person charged cannot be made public under the Youth Criminal Justice Act as they are under the age of 18.

The RCMP had previously announced that Glenn Kadlak Jr., 21, of Rankin Inlet had been charged with murder in connection to the crime on Oct. 7.

Taparti's remains were found on July 8, 2017, a day after his parents reported him missing for about five days to RCMP.

Camp on Rankin Inlet The annual award-winning Rankin Rock season opener hockey camp is underway this week in Rankin Inlet from Oct. 14 to 19.

The multi-faceted camp features instruction in the minor hockey groups of initiation/novice, atom/peewee girls, atom boys, peewee boys and bantam/midget.

Teaching students to look, listen and learn Rankin firefighters visit schools to mark Fire Prevention Week

Members of the Rankin Inlet Volunteer Fire Department passed on their message of fire safety to students in Rankin Inlet to mark Fire Prevention Week in the community from Oct. 7 to 13.

Rankin Fire Chief Mark Wyatt said five firefighters made presentations to students, with Catherine Tatty-Kabvitok taking the lead.

"I think fire-prevention programs have really made a difference in terms of the number of fires that are prevented before they start and that's not just up here but all over Canada," said Wyatt.

He said he's quite pleased with the effort put forth by the firefighters who stepped-up to help out with the fire department's activities during Fire Prevention Week.

"Catherine (Tatty-Kabvitok) did a dynamite job with the kids this year," he said. "She really interacted well with the kids and did a great job with her public speaking in general.

"From my perspective, she was one of the shiest people I had ever met when she started with the fire department a little less than two years ago and things have really changed in that regard.

"She's come out of her shell and she's doing an excellent job with fire prevention."

Firefighters made presentations to students at Leo Ussak School based on this year's theme for Fire Prevention Week, which is look, listen and learn, said Wyatt.

"It's about looking for causes of fire, listening for your fire alarms, learning how to put out fires and learning two ways out of your home in case of fire.

"I find teaching the kids really helps to educate the adults, too, especially the kids who are a little older because they often go home and talk about what they've done.

"They convince their parents to do fire drills in their home and that type of

Wyatt said the school visits are usually held during Fire Prevention Week.

During the rest of the year a number of kids visit to tour the station and the firefighters will take that opportunity to talk to the younger kids about fire prevention, as well.

The department also held a fire prevention open house at the fire station on Oct. 13. The event featured a number of presentations, tours of the station and hall, the selling of raffle tickets and a barbecue.

"We're looking to recruit new members right now and I'm also looking at putting a burn together.

"If I can get my hands on the sea can I want, we'll build a small living room

in the front of it so we can demonstrate just how quickly fire spreads in a livingroom situation, let it burn a bit and then put it out."

Wyatt said members of the local department do as much as they can to promote fire safety and prevention throughout the year, but there's only so much they can do.

"We do our best to keep people aware of having working smoke alarms all year and carbon dioxide alarms in the winter.

A bilingual performance in Arviat Drama club performs Thanksgiving play in both Inuktitut and English

The Arviat Drama Club went back to an old standard and delivered A Thanksgiving to Remember in both Inuktitut and English at John Arnalukjuak High School (JAHS) in Arviat on Oct. 6.

And the cast also threw in a holiday meal following the performance to all who attended.

The play featured eight main actors with speaking roles and another 14 playing the homeless people at the soup kitchen and shelter.

The roles were opened up to the public this time around and the role call was answered by four former graduates, as well as school janitor Elizabeth Koomak and a number of students from all three Arviat schools.

Director Gord Billard said the club has performed the 20-minute play about five times in Arviat, with the previous production coming back in 2006.

Billard said he received a lot of positive feedback on the performance, which was full of both humorous and sad moments.

"It's basically the story of two families. The Smith family have two really greedy kids who want more and more

and more of everything," said Billard. "Then, on Thanksgiving Day, mom decides that she's going to bring the kids to the soup kitchen and, in the meantime, we meet the Murray family: a mother who has lost her job and is out on the street with her two children after their father died.

"They end up at the same soup kitchen, where the Smith mother befriends the Murray mother and offers her a job as a secretary at her little company.

"At the end, the rich son, Bobby, has an epiphany when he has an encounter with all the homeless people he saw at the shelter and realizes how lucky he is. It ends with him wiping his eyes and saying, 'I get it now.'"

When Billard first brought the play to Arviat, he had it translated after its first showing. Over the years it has become the club's go-to bilingual production.

"We hadn't done it in a while and, when I came across it in my script files, I thought we should resurrect it this year because we haven't done anything in Inuktitut in quite a while now," said Billard.

"I was little bit skeptical at first because we only had about four weeks to put it together and I wasn't sure

that was enough time to get enough skilled actors, good in both languages, to pull it off.

"I was really fortunate to get an excellent group that showed up regularly and became our core, with four of them really strong in both their Inuktitut and English readings.

"They became the anchors for the group and they pulled the show off marvelously."

The drama club performed for students on Oct. 5 before doing a double show for the public on Oct. 6.

The troupe performed the English version, took a 20-minute break, then came back on stage and performed the Inuktitut version.

Billard said it was new JAHS principal Don Peters who suggested serving a meal to the audience following the Oct. 6 performance.

He said a meal of turkey stew, caribou stew and bannock was served to the more than 100 people who attended.

"It was a big hit. We had the meal on the common area steps, so it was a really casual atmosphere, with people chitchatting and mingling with the actors and crew as music played in the background.

"It was really cool and I think it would be a cool

I'm still here: a true story Northern News Services

This piece has taken me longer to write than most I can remember and I struggled for a good long time wondering if I did write it, how would it be received by folks I've lived with in Rankin Inlet for almost 20 years and people I know across the Kivalliq.

In the end, my experience dictated it had to be written.

Like many of you, I had long heard people talk and write about the stigma that can get attached to folks whose need for help dealing with an issue leads them to the door of a mental health counsellor.

I often wondered if people still reacted that way in this so called 'enlightened age' we supposedly live in.

That is until it was me standing outside the counsellor's door.

I readily confess (if that's the proper word) that I totally lost it when, Sanikiluaq within a couple of years, first my marriage dissolved and then my son, Dale, lost his life to a freak accident on Christmas Eve. The time after my son's death is little more than a blur to me, as I sought solace at the bottom of a bottle for a good long time. Anything to numb the pain and turn off the voices in my head.

I also admit (if that, also, is the right word), that during my darkest hours of grieving, I wasn't giving a whole lot of thought to the years ahead and was teetering on the edge of a dark, dangerous precipice from which there is no return.

I can say, one morning I woke up while on vacation in Nova Scotia and realized if I didn't get help that day there would be no coming back from

Baker Lake mayor yet to step down Hamlet council passes vote of non-confidence after Shawn Attungala is charged with assault

The mayor of Baker Lake is facing pressure to resign after he was charged with assault following a domestic disturbance last month.

Shawn Attungala, 44, was arrested and charged with one count of assault on Sept. 8, according to the RCMP. He is scheduled to appear in Nunavut territorial court in Baker Lake on Dec. 4.

Attungala has still not indicated whether he will resign after hamlet councillors passed a a motion to remove the mayor at a special council meeting on Sept. 27.

The non-confidence motion passed with six votes in favour, one abstention and one absent councillor.

Five votes are required to pass a motion.

Attungala was elected mayor in December 2017.

Although the non-confidence vote was passed by hamlet council,

Attungala is under no legal obligation to step down.

The mayor was absent from a regular council meeting on Oct. 4.

Deputy mayor Karen Yip said Attungala had not officially informed the hamlet of his intentions.

Yip declined to comment further on the matter, preferring to let the legal proceedings play themselves out.

"In Canada, section 11(d) of the Canadian Charter of Rights and Freedoms states – 'Any person

charged with an offence has the right to be presumed innocent until proven guilty according to law in a fair and public hearing by an independent and impartial tribunal,'" wrote Yip in an email to Kivalliq News regarding the matter.

"Council members followed the processes they felt necessary to request the mayor to resign and, again, this motion was non-binding.

There is a process in the Local Authorities Elections Act outlining when and how elected officials,

including the mayor, can be removed from office.

"It is my understanding that the municipal council has adhered to this legislation and it is entirely up to the mayor to make a decision on if he will resign or if he will stay for the balance of the mayor's term," said Yip. Baker Lake's hamlet council is scheduled to meet again on Oct. 18.

Attungala could not be reached for comment by Kivalliq News before press time.

Former health minister speaks at circumpolar conference in Denmark Levinia Brown of Rankin Inlet speaks about Inuit well-being in Denmark

Nunavut's former health minister Levinia Brown of Rankin Inlet said she was proud to be asked to be a keynote speaker at the International Congress on Circumpolar Health in Copenhagen, Denmark, this past Aug. 15.

Brown spoke to the delegates about the changes she's seen in Inuit Nunangat in her lifetime, from 1940 to today, telling the gathering that it was not all that long ago Inuit looked after each other as best as they could.

She told the delegates Inuit have come a long way since those days of having no doctors or nurses, with Nunavut now having its very own nursing program.

"I was honoured to be asked to speak," said Brown. "The keynote speakers from the different countries were absolutely moving and inspiring. There was much to learn from all the participating countries in relation to their knowledge and depth of their experiences and connection to the international network for Circumpolar Health Research and Congress."

Brown, who was also heavily involved with health initiatives while residing in Winnipeg for six years,

She said while the agenda was heavy at the gathering, there was still time to enjoy the area and its

people.

"The people there were so very, very friendly and always ready to help out if you needed it.

"I didn't buy too much because I struggled a bit understanding their

money," she said with a chuckle.

"I had some of my cash exchanged to their currency, but I really found it strange to use.

"I did get out and see some of the sights and it was a pleasure to visit

the Greenlandic House."

Brown said she owes a debt of thanks to Nunavut Tunngavik Inc. (flights), the Circumpolar Health Conference (accommodations and fees) and OngomiiZwin (University of Manitoba per diem and incidental costs) for making her trip possible.

She said the conference was an absolute must to attend and a great opportunity to learn as much as possible from the presenters and researchers.

"This was a once-in-a-lifetime opportunity to attend the conference and experience beautiful Copenhagen.

"I sincerely appreciate the efforts and hospitality of everyone involved – Dr. Anders Koch (president of the International Union for Circumpolar Health), whom I had the pleasure of meeting in person, the International Union for Circumpolar Health (conference organizer) and the Danish Greenlandic Society for Circumpolar Health (local organizer).

"My Canadian team – from the University of Manitoba's Ongomiizwin organization – gave me full support while in Copenhagen and I also thank them for escorting me around, keeping me company and often entertaining me."

"It was, overall, an incredible experience."
