I have thought a lot about the level of damage having a highly transient white population does to Nunavut. The indifference to social conditions, policy inertia and all the collective micro-aggressions that maintain Inuit in not getting ahead in poverty conditions.

Here are ways that maybe you can be a better white person, or may I suggest, maybe even an ally?! I don't hate you by posting this. It's out of love for myself that I share it!

Even though this is primarily addressed to white people, even non-whites who can be complicit to white supremacy – including Inuit (even me!) either to get ahead or not to be left behind, it is also addressed to you. I hope this stimulates a healthy discussion.

1. You are a visitor, on Inuit homeland. No matter how long your family has been in Canada or Nunavut, you are a settler on Inuit land.

2. Proximity: Being close to Inuit does not make you an expert and a voice for Inuit, including having Inuit children/ having adopted an Inuk child, an Inuk spouse, family or friends. Having lived in or travelled back and forth to the North for a number of years, even knowing some Inuktitut.

I've seen many wolves in my lifetime of hunting, but never caught any of them, but this one was taking our caribou meat so I had to shoot it down. My parents Silas and Mariam Qiyuk, who lived a nomadic life, had to shoot and catch a wolf in order to survive, which is the reason I had never caught a wolf before to show my gratitude toward the animal. I once heard of the same story about not wanting to catch a certain animal but he thought, "if I catch it their spirit will finally eat!" So, in that same thought I caught this wolf so my parents' spirit could finally eat!

Archeological mapping project Chesterfield Inlet The Hamlet of Chesterfield Inlet is taking steps to document sites of archeological value within municipal boundaries via a mapping project.

Through an arrangement with a firm in Winnipeg, a certified archeologist will come to the community when the snow has cleared – likely in June or July – to assist in the mapping initiative, said economic development officer David Kattegatsiak.

The goal is to preserve sites of historical value when future development is planned.

There's also interest in Chesterfield Inlet to obtain a heritage designation for St. Theresa's Hospital, which was built in the early 1930s.

"It's a very well structured building," Kattegatsiak said.

Commercial fishing a possibility Arviat The Arviat Hunters and Trappers Organization's board of directors is examining the viability of a commercial fishery, likely for Arctic char, said Andrea Ishalook, the HTO's manager.

"We're trying to work on it right now and see if it's going to be approved," Ishalook said, adding that many details still need to be sorted out.

She said she's heard elders speaking of large-scale fishing in the Arviat area "a long time ago."

The board's next meeting was set for Feb. 12.

Leading the Way to get underway Coral Harbour After a week's delay, registration for the Leading the Way after-school drop-in program for youth ages 10 to 12 took place last week.

If all goes according to plan, the games at the community hall will begin this week.

"There's a bunch of activities throughout the 10 weeks," said Bobby Akerolik, a supervisor of the Leading the Way program, who took training through the Recreation and Parks Association of Nunavut recently.

Akerolik, who also coaches hockey, described a version of tag called "hot dog" where players who get tagged have to lie on their stomach and the only way they can be freed is to call out, "I need buns." Then two other players have to lie down on either side of the tagged players to get them back in the game.

"Lots of fun and games," he said. "It's just to keep them going and keep them active."

Where did the polar bears go?

Whale Cove Four polar bear tags have been accounted for, but the last of those four was used in November. Another four tags have yet to be turned in, according to Lisa Jones, manager of the Issatik Hunters and Trappers Association. It seems that the predators have been steering clear of Whale Cove for the past few months, eluding hunters.

"It's been a while ... now that we have tags, those bears don't want to show up," said Jones, adding there's no expiration date on the tags.

She noted that the HTA hired a couple of bear monitors last fall to help ensure the safety of community members since bears were close to town at that time.

8. Part of the process of achieving equity is the fact there has to be room made for Inuit to claim their space, whether it's physically on the land, in policy and decision-making, economically or through employment. In order for an Inuk to take a managerial position, someone has to move on. For Inuit to have better access to housing, we need to stop making our housing subsidies mainly available to the transient population. Or down payment and renovation funding going mainly to the transient population. In order to correct or strive to correct social inequity, it is not reverse racism.

Not to do so is maintaining white privilege and maintaining a racist system.

9. There is a myth that because Inuit are in a leadership position, there cannot be racism. There has never been consistent and deliberate efforts to reform the system. Which means it exists and is rife. We have not gone through the exercise of defining what social equity means in a substantive way to change the circumstances for Inuit. Inuit and others experiencing marginalization can be complicit to maintain their very little piece of privilege.

10. It is a public government! This statement sanctions racism. It confirms that any efforts to reverse systemic discrimination and racism should not be attempted. By saying this, we are maintaining the very system that oppresses Inuit. There has been nothing done to reform the system in any large scale and consistent manner, including Inuit employment, education, housing, poverty related issues (and these are all interconnected). Imagine after Nunavut was created if there was a program to train Inuit to become Inuktut teachers in a deliberate systematic way? Our language would be thriving rather than on a downward spiral.

Instead, right now it is treated as inferior language and not worth saving.

11. The attitude that Inuit get everything paid for them, health benefits and post-secondary education! If that is the case, why are Inuit still facing wide scale poverty? 70 per cent food insecurity of children is a crazy statistic. That means most children miss a meal each day. Hunger! The statement is so anti-Inuit, it is making a statement that Inuit get what they do not deserve. Inuit are undeserving of any efforts to create social equity.

12. The attitude that when Inuit talk about cultural reclamation that it is nostalgia to the old times. This is obviously fear of the unknown. Cultural reclamation and self-determination are not statements of wanting to go back in time. It is a statement we want to reclaim ourselves on our terms. Our land, our bodies, our lives!

These concepts are to be applied in today's conditions and circumstances. What makes you better qualified to determine how Inuit should govern themselves?

13. Suicide, homelessness, hunger, mistreatment or differential treatment in health or justice system are not theories to us.

Large incarceration rates, failing of the education system to graduate students with culturally, socially relevant education. Neither is history of assimilation and wrong doings. Inuit are living them or the effects of them. White people love having loud insensitive conversations about things like alcohol and suicide issues within ear shot of Inuit as if they are theoretical, without realizing these issues are being experienced by Inuit. Stop!

14. Expecting Inuit in the office to translate words, work or give advice on what "Inuit think" as if an Inuk has the answer for all Inuit. Not only is this expectation of subservience (translate this for me), it assumes you are getting an opinion of an Inuk to legitimize your work, but further that white people have dominion over Inuit – it is another tool for gain by those with European descent. It is ignorant!

15. Why don't they just ... (fill in the blank)? Any statement asking why 'Inuit just won't do something' is so culturally and superiority complex loaded. That everyone lives and thinks like

you do. That is a serious arrogant 'knower than thou' attitude?!

16. Do not negotiate with artists or crafts people. Chances are they are selling their item at just above cost of the material they used. Negotiating screams privilege over the impoverished!

17. Volunteerism. Not understanding why Inuit do not volunteer or volunteer as much, including not volunteering to serve on boards and committees. Inuit are expending more hours and energy helping each other out than the superstar volunteer who gets volunteer awards. Inuit also deal with a lot of loss or trauma.

We help those grieving. Give rides, visit each other, helping with application forms, feeding and looking after kids, taking someone shopping or to run errands, helping with sewing projects, fixing snow machines, fundraising for funerals or kids sports are only the tip of the iceberg.

18. Apathy, inaction or omission: The biggest challenge in Nunavut to start turning the social conditions around to improve Inuit lives is inaction or maintaining how things have always been done. Racism kills! There is so much charge and defensiveness around race and racism that we don't discuss it openly. Look at Inuit dying in various dispiriting ways including suicide and violence against each other. Our apparent lack of purpose and belonging runs deep. Assimilation has done a lot of damage.

19. Talking on top of people, cutting people off or finishing sentences for people. These signal people are not worth listening to, or that you have the answers for them. You don't have to fill every silent moment with incessant talk. Shut up and listen!

20. The main thing is to have humility. You have been socialized to be unconsciously invested in racism and there are many ways that you are willfully ignorant or racist. One is not exempt from racism because they are simply 'a good person'. All white people are racist to some degree because they are born and raised in a system made by white people, for white people. Let that sink in! Once you have the ability to admit that, you can then begin to reflect and learn. You have to have the ability to admit that, admit to making mistakes – admit to not being omniscient, reflect and learn. It requires a deeper level of consciousness and willingness to learn. It requires work and effort!

21. People of colour expend a lot of emotional energy trying not to upset white fragility. Like A LOT: anything that upsets internalized superiority. So when you get defensive, change narrative to be white centric, or personal centric, it is an effort to maintain power. You have responsibility to take responsibility for that.

22. Recognize and admit your power and privilege and the fact you are benefitting from racist systems. That being white or white passing is "normal" and everything else is 'other'. Being white is not an insult and people of colour are identified by their race. The only way we can start to work on equalizing voices is by calling things as they are. Nurse shortage no crisis, says mayor Problems showing up in other Nunavut communities due to 'burnout' and lack of continuity, says president of Nunavut Association of Municipalities

Nunavut is enduring a shortage of nurses and the Government of Nunavut Department of Health has identified Rankin Inlet as one of the communities in greatest need of additional staff.

However, the impact at the community level is not readily apparent, according to Rankin Inlet's mayor.

"Nothing that I'm aware of.

Nobody has brought it up at a council meeting," said Mayor Robert Janes. "We have a lot of nurses here, and doctors."

Cape Dorset and Iglulik are two of the other communities with acute medical staffing needs, states the Department of Health.

Nursing vacancies are causing a strain on existing staff and resulting in a lesser understanding of patient needs, says Madeleine Redfern, president of the Nunavut Association of Municipalities (NAM).

There are 119 nursing vacancies out of 295 nursing positions in Nunavut, according to the Department of Health. The Government of Nunavut uses casual staff and agency nurses to fill some of these positions.

The reliance on those temporary staff, who come and

go from the south for stints of weeks or months, is far from ideal, said Redfern.

"The need to have stable health professionals," was a resounding refrain from several mayors at the NAM annual general meeting in Cambridge Bay in November, she said.

"There was a recognition that many of the health centres struggle with not having sufficient number of staff on hand," Redfern said. "(They're) often overworked – the high number that are coming and going; not necessarily consistent individuals and therefore not familiar with the community, not familiar with the residents."

The level of comfort and trust between patients and nurses can consequently be eroded, Redfern said.

The "burnout" caused by the shortage of nurses makes it less likely that long-term staff will remain in place, Redfern noted.

"It therefore perpetuates the challenging issue of bringing back the same individuals if they're not adequately staffed and supported," she said. "It's too much for the number of short staff to try and do the work of other people that simply are not in those position.

There were an estimated

55 occasions when community health centres resorted to reduced services status in 2018 to this year due to either a lack of staff or because of medical emergencies that occupied most or all of the medical professionals, according to the Department of Health. That compares to 54 such instances in 2017-18 and 66 in 201617. Reduced services are not expected to last beyond 24 hours, stated a department spokesperson.

Neither the Registered Nurses Association of the NWT and Nunavut nor the Nunavut Employees Union was willing to comment on the issue of doctor and nurse staffing.

An existing job advertisement for a community health nurse in Cape Dorset reveals a salary range of $99,743 to $113,159 a year with a Northern allowance of up to $20,980.00 annually. Subsidized housing is also available.

For long-term nurses, various other allowances and bonuses are offered.

Subsidized housing, however, is not available in all communities at any given time. One of the NAM resolutions passed at the November AGM calls upon the GN to allocated more vacant houses to medical staff.

The Government of Nunavut Department of Health is attempting to recruit additional nurses and a permanent full-time doctor to the Kivalliq Health Centre in Rankin Inlet. The shortage of staff hasn't been severe enough to appear on the agenda at hamlet council meetings, said Rankin Inlet Mayor Robert Janes. new health centres, as some of the existing facilities are aging and unappealing to workers and patients.

Redfern added that she and other mayors have also urged the GN to provide routine updates to municipal councils on the level of demand and the status of staffing at health centres.

"Right now, for the most part, there isn't that type of

regular reporting that happens," she said.

The GN has increased the number of physicians in the territory to 24 at present from 18 in 2015. Although not every community has a doctor, those without are on four- to eightweek rotations for physician visits, based on population.

The GN's recruitment and retention strategies for doctors have changed to include "more

flexible contract formats" and offer variable bonuses based on length of service, stated a department spokesperson.

There's also greater emphasis on recruiting medical residents – particularly through Memorial University of Newfoundland – who can learn under experienced Northern doctors, with a goal of having the residents return to start their careers in the North.

When the dominant structures of the Canadian south began creeping steadily throughout Inuit land, a colonial power dynamic was firmly rooted in place, with the intent to strip Inuit of their autonomy, agency and culture. Last week of work readiness training program Arviat Participants in a work readiness program, offered jointly between the Hamlet of Arviat and Agnico Eagle Mines Ltd., are heading into the final stretch this week.

There were close to 180 applicants for 75 seats in the five weeks of lessons, said hamlet economic development officer Melodie Obszarski.

"It's a very popular training program that we deliver," she said, adding that this is the fifth intake since 2013.

Segments of the training include assertiveness, grief and trauma techniques, coping skills, conflict resolution, safety, improving communication and job interview preparation.

Once participants have earned their work readiness certificate, they are put on a list to take a site readiness program at the Meadowbank gold mine, said Obszarski.

These are necessary steps to becoming mine employees.

She noted that applications from young adults who are still in high school are screened out.

"When they're still in high school, we don't pull them out of school," she said. "We aim for people who graduated and people who are seeking employment.

“We are very careful with our selection process here."

It was a hometown-proud weekend as teams from Arviat claimed both the A Division and B Division crowns on playoff Sunday at the 2019 JLM Calm Air Cup senior men’s hockey championship in Arviat on Jan. 27.

Arctic Connection capped off their perfect 4-0 run by nipping Team Kivalliq 5-2 in the A Division final, while the Arviat Kings demolished Rankin Inlet 8-0 to claim the B Division title.

The surprising Whale Cove Whalers took bronze in the A Division, while the Arviat Legends further excited the hometown crowd by claiming bronze in the B Division.

Nunavut will be sending athletes for weeks one and two of the Canada Winter Games in Red Deer, Alta.

The week two contingent, though, will have one group of members that will be doing something completely nonathletic yet vitally important to the Games itself.

The Nunavut Youth Ambassadors Program will be sending 10 young people to Red Deer – eight of which who hail from the Kivalliq region – to work as volunteers on the ground in various capacities, said Alison Griffin, the program's manager.

“We were lucky that all of them were able to select the role they wanted to do,” she said. “We have one who will be part of the mascot crew that will be accompanying the Games mascot around to venues to hand out swag and take photos. We have one who will be helping to sell merchandise, two who will be doing some minor officiating at sports like badminton and one who will be on the social media squad going out and about doing human interest pieces.”

Those who were picked to go took part in a training session in Iqaluit last June, which included a webinar with

Games officials, she added.

“They outlined the roles for everyone and what it all entails,” she said. “All of our ambassadors got to pick their jobs based on interests.”

The work, though, will begin before week two gets underway as the ambassadors will be helping with the turnaround at the athletes village.

“We'll be helping get everything ready and making sure the beds and rooms are in good shape,” said Griffin.

“We're also staying around for a couple of days following the completion to help with the tear-down of the village.”

The process to pick the group of 10 began last April with the recruitment phase.

Interviews were done over the phone in May followed by the week-long in-person training seminar.

“The training was the first time we met everyone in person,” said Griffin. “We've been in contact with each other through conference calls and I think everyone's just getting excited that the time is getting closer.”

In order to be eligible for selection, applicants must be between the ages of 16 and 21; be a resident of the territory; have two written reference letters; and fully complete the application.

“We have a scoring rubric associated with the application

process,” said Griffin. “The phone interviews were also part of that scoring and the top applicants were chosen.”

Griffin and the crew will

be flying to Red Deer on Feb. 22 to begin and she said it's been a long road from the start to now, but she can't wait to get going.

“It's been an amazing experience so far,” she said.

“The buzz is there and you can see it growing all the time.

I'm excited for them to get to

experience the atmosphere of the Games and Red Deer will be an amazing host. I just hope they take everything in and cherish the opportunity.”
