Canada Day games

Kivalliq Sanikiluaq A few events were planned as of press time for Canada Day in the Kivalliq.

In Whale Cove, games were planned at the ball diamond or down by the bay, with possibility of a community barbecue.

For Naujaat, a sculpin derby is scheduled to take place from 9 a.m. to 5 p.m., with possibility to change depending on the ice conditions. Measuring will be done at the community hall, with cash prizes for top six fish.

In Arviat, a full day was on schedule, including a parade at 1 p.m., sports park competitions for “most Canadian” vehicle, ATV and bike at 2 p.m. and a barbecue soon after. Games for youth were scheduled to take place at 3 p.m., with adult games at the ball diamond at 4 p.m. A traditional feast for Elders, plus more games were scheduled behind the soccer turf for 5 p.m., with a square dance at the communtiy hall finishing the night.

Major appointments made

Kivalliq Three changemakers in the Kivalliq are receiving some of the top honours in the territory and country.

Maryanne Inuaraq Tattuinee will be receiving an Order of Nunavut award, announced Speaker of the Legislative Assembly Tony Akoak.

Tattuinee has provided counselling and guidance to generations of young people and is renowned for the aid and comfort that she provided to Inuit receiving treatment for tuberculosis at the Clearwater Lake Sanatorium during the 1950s. She also participated in the National Inquiry into Missing and Murdered Indigenous Women and Girls.

Also receiving the Order of Nunavut is Dororthy Atuat Tootoo, who has played significant roles with both Nunavut Arctic College and the Royal Canadian Army Cadet Corps.

Tootoo is a long-time community volunteer who has been recognized with numerous awards, including the Queen Elizabeth II Diamond Jubilee Medal and Governor General’s Polar Medal.

Both of those awards will be presented in the fall 2022 sitting of the legislative assembly.

Last but not least, Nancy Uqquujuq Karetak-Lindell is set to receive the Order of Canada. She is being recognized for her commitment to bringing northern and Inuit voices to Parliament and to ensuring the region’s unique cultural, economic and environmental interests are recognized.

Agnico won’t comment on expansion plans

Rankin Inlet Agnico Eagle is seeking approval from the Nunavut Impact Review Board for a proposed extension to the Meliadine Mine that would extend the life of the operation to 2043.

The Meliadine Extension proposes to include a new windfarm with up to 11 turbines to help reduce greenhouse gas emissions while powering the mine. It would also allow the company to mine underground in areas F Zone, Pump and Discovery, where Agnico had only planned and been approved to mine using open pits.

The extension would include improved access via the Tiriganiaq-Wolf portal to an underground mine, as well as an airstrip.

“We do not plan to build the airstrip any time soon,” writes Agnico Eagle’s submission on the NIRB website. “However, we are seeking approval for it now so that we can build it quickly if we need to in the future.”

The airstrip proposes to increase flexibility during caribou migration, reduce dust and traffic on Meliadine Road and provide partnership opportunities with local businesses during construction and operation.

Casey Paradis St-Onge, Nunavut Communication Coordinator, initially suggested an interview about the plans would be possible with Kivalliq News, but later withdrew that offer.

“After validation with our internal team, we prefer to not go through with the interview about the Meliadine Extension project at the time,” wrote St-Onge. “Sorry for the inconvenience. We are currently in the NIRB’s approval process and in order to respect the process and all the regulatory bodies involved we prefer to not comment for the moment.”

Community health centre services Government forecasts 12 health centres could close this summer due to staff shortages

With a shortage of nurses, health centre services in Nunavut might be drastically scaled back this summer.

“We are forecasting complete closures in 12 communities between June and September due to critical nursing shortages,” said John Main, minister of health, in the legislative assembly June 13.

“The Department of Health is actively trying to mitigate reduced services and prevent projected complete health centre closures,” he said. “Mr. Speaker, we’ve been applying a variety of mitigation strategies to prevent the disruption of health services due to staff shortages. Unfortunately, there continue to be multiple vacancies which lead to either reduced health services, or emergency services.”

Main was responding to a question from Amittuq MLA Joelie Kaernerk, who asked which communities the health centre closures would affect. But Main wouldn’t divulge.

“It’s changing from week to week,” said the minister. “Rather than list out the names of the communities and the dates here in the House, I can tell the member that in the community, notification will be given to the residents regarding either reduced services or complete closure in advance.”

Kaernerk responded through interpretation, “That’s a lot of communities. What is the Department of Health going to do?”

Main said he regrets that this has to happen and it’s due to the lack of nurses.

“In terms of dealing with complete closure in the communities, which I believe was the member’s question, we will have two paramedics on site, as well as support staff,” said Main. “We’ll have out-of-territory virtual support to remote triage cases. In the communities with complete closures, the services will be limited to emergent, life-threatening care only. We do have additional resources to put towards those communities, such as virtual nurse practitioners, virtual walk-in clinics and virtual telephone triage, as well as one- to three-day scheduled clinics run by a doctor and a community health nurse. Kaernerk noted that those communities would likely go through challenging times during the closures, asking again for any clarity on which communities would be affected.

“Will my two communities of Iglulik and Sanirajak not be affected by the closures?” asked Kaernerk through interpretation.

“The minister stated that there are plans to do work by phone and virtually. I would like to ask the minister if he can assure me that my constituents of Iglulik and Sanirajak will not be affected by the closures.”

Main responded that Iglulik would be, but not Sanirajak, again noting the burnout nurses have felt.

“The communities have grown considerably, and as the Department of Health, we have to look into the future, to a longer term to try to get a real handle on the workload that our staff are facing in some of these communities,” said Main. “That would mean bringing on additional staff to try to spread the burden so that our staff are not getting burnt out, so that we’re retaining more indeterminate staff, which in the longer term will benefit everyone in Nunavut, in terms of better health services. That is, I believe, the root of what we’re dealing with, along with a worldwide shortage of health professionals.”

Chris Puglia, manager of communications with the Department of Health, told Kivalliq News in an email that the department has been able to avoid all tentatively scheduled closures to date, which is why no specific community announcements had been made by June 24.

“We have committed to announcing all communities with confirmed closures two weeks prior to them being closed,” wrote Puglia.

“So far, we have not had to close a health centre as we have been able to ensure adequate staffing was available. Currently, there isn’t a tentative closure within the two-week announcement timeline.”

Passing on the skills Coral Harbour teacher proud of students’ learning

The school year is over, but not before students had some fun making traditional clothing and useful gear in the career and technology studies program at Sakku School in Coral Harbour.

“They make anything, such as sealskin mitts, baby booties, headbands, miniature mitts, kamiks, sealskin jackets, slippers,” said Rhoda Paliak-Angootealuk, who has been teaching the Grade 10-12 class for over a decade.

“Whatever students make, they are for them to keep.”

The youth often look forward to coming to the class and finishing their projects, she said.

“And boy when they are done, they are the most proud of finished projects,” said Paliak-Angootealuk. “I often try and let other teachers see them just so they’ll be more proud.”

It’s important to Paliak-Angootealuk that students learn their traditional ways of sewing, as they will know how to make items for their future generations as well.

“Parents are quite proud of their child’s work

and this makes me feel I’ve made a difference for each and everyone of them,” she said.

Even the boys join in, though they make hunting pants out of canvas or sealskin mitts instead of sealskin pants. Some of them are excellent sewers too.

After more than a decade teaching the class, Paliak-Angootealuk is eyeing the end of her career, but she has another year or two in her still. She hopes that when she does retire, someone else can continue passing on the teachings.

“I hope this will continue in the future for another teacher to take over because my retirement is not too far from my future,” she said.

No promises on dental services boost in Rankin Inlet Department of Health ‘stretched’ as is, says minister

Earlier this year, Clarissa Ussak told Kivalliq News about the plight of her daughter, who had reached a point of being barely able to eat or drink with swollen gums.

Ussak was awaiting a trip to Manitoba to get her daughter the services she needed, specifically anesthesiology, which is not offered in Rankin Inlet.

Rankin Inlet North-Chesterfield Inlet MLA Alexander Sammurtok used a question in the legislative assembly June 13 to query Minister of Health John Main about whether his department could expand dental services offered in the community so that children could stay closer to home.

“In terms of whether or not we could offer those services in Rankin Inlet, right now I am unable to say,” responded Main. “Having general anaesthetic services for children requires specialized staff, and requires specialized infrastructure space that currently doesn’t exist in Rankin Inlet.”

Pursuing that would be a large undertaking when considering the additional staffing and infrastructure needed, he added.

“We’re stretched right now, trying to provide the services that we currently offer, due to worldwide human resource issues in health professionals,” said Main. “I can reassure the member that the Department of Health is working on this

issue in terms of general anaesthetic services for children, and we are looking in every direction for ways of making improvements and we can offer more services to Nunavummiut.”

The dental issues extend beyond Rankin Inlet, though. Even the territory’s capital, Iqaluit, is seeing long backlogs for dental surgeries for children at Qikiqtani General Hospital.

“We too are concerned about this as a department,” said Main through interpretation. “The waiting list for children who are waiting for dental services that require general anesthetics is quite large. We are concerned. We are working with our partners to support children on a larger scale to deal with them.”

Sammurtok went on to ask how the Department of Health decides whether to send children south for dental surgery.

“The issue is that although we are looking at the best services available in Iqaluit, Ottawa, Churchill, Winnipeg or Edmonton, the waiting list is very long,” said Main through interpretation.

“We will be shipping patients out to as many of the facilities as possible in order to reduce the waiting lists. They are not numbers, they’re children. These are real children that need care, but their numbers are too numerous.”

The department uses every opportunity to get children the services they need, no matter where that may be, he said.

“Anywhere they’re available, we will send them there because it’s really an issue of concern for us,” said Main through interpretation.

More than 100 students in the Kivalliq marked a major milestone this spring, completing their high school studies and attending graduation.

After two years of pandemic restrictions, the ability to gather and celebrate again was appreciated by many.

Adoring family and supporters were on hand to congratulate their grads and wish them the best.

On top of the ceremonies, the grads also received some special shoutouts during the last session of the legislative assembly.

“A word of advice to the graduates,” said Arviat South MLA Joe Savikataaq through interpretation in the assembly. “Life and learning doesn’t end when you graduate from Grade 12. Rather, it just opens more doors and opportunities to either further your education or to start your career but not to rest on your laurels, and to launch yourself using Grade 12 as a springboard.”

Lorne Kusugak, MLA for Rankin Inlet South, also spoke through interpretation in the assembly, acknowledging students for their work and recognizing the parents and supporters who helped get them there.

“It was just yesterday they were just little children who just completed their schooling,” said Kusugak.

The pandemic wasn’t the only challenge for students though.

At Maani Ulujuk Ilinniarvik in Rankin Inlet, graduation ceremonies began with a moment of silence for two students whose lives ended far too soon, devastating the school community.

Brandon Kirkwa and Cole Kaludjak would have been graduates in 2022 but sadly passed before their time.

The school honoured them with their framed photos on chairs and their grad caps in front of the stage.

Rankin Inlet department now has seven certified emergency medical responders

Rankin Inlet’s fire department now has seven certified emergency medical responders, thanks

to practical training and evaluations completed in June.

Department members had been working on the course virtually during Covid-19 lockdowns and were able to finish it with in-person training this summer.
