Agnico Eagle Mines (AEM) marked the opening of its second mine in Nunavut last week by donating $1 million to two community groups in Rankin Inlet.

Rankin residents celebrated the official opening of AEM's Meliadine mine last week. The celebrations took place over the course of two days with one event being held in Rankin on June 19, followed by the official ribbon cutting at the mine the following day.

On the first night AEM board chairman Jim Nasso presented a cheque for $250,000 to the Rankin Inlet Fire Department and another $750,000 to the Ilitaqsiniq Nunavut Literacy Council.

The $250,000 for RIFD will go toward building a new facility that will be used to train firefighters from across the territory as well as

Meliadine's own emergency response team.

"You'll learn from them and we'll learn from you," said Nasso, addressing the crowd at Rankin Inlet's rec hall on June 19.

Fire chief Mark Wyatt said the centre was much needed in order to make sure his firefighters could safely train for the situations they face.

Ilitaqsiniq Nunavut Literacy Council will use $250,000 of the donation to purchase a new building in Rankin Inlet that can serve as the council's permanent headquarters in the Kivalliq.

The rest of the $500,000 will go toward offering programming throughout the region.

Agnico Eagle is scheduled to pay approximately $450 million in royalties and fees to the Kivalliq Inuit Association and Nunavut Tunngavik Inc. for its Nunavut mines over the course of the next 15 years.

He added that investments in infrastructure and renewable energy were also crucial.

Savikataaq told Kivalliq News the GN is working on plans to build a mine training centre.

"We don't have a date or a location yet," he said. "I've instructed the departments responsible for that they need to make a decision soon.

While the GN is in the process of amending Nunavut's Education Act, Savikataaq also agreed the feds need to do their part to support education and infrastructure in the territory.

The Department of Economic Development and Transportation (EDT) has submitted a proposal to fund a survey outlining the case for potential routes linking Chesterfield Inlet, Rankin Inlet, Whale Cove and Arviat through the federal government's National Trade Corridors Fund.

The EDT declined to be interviewed about the proposal, but confirmed its request is currently being reviewed by the feds and that a response is expected within the next month.

According to an email from the department, the funding is being requested in order to conduct "a survey to make it easier to determine the best routing, review environmental data and complete a limited field program to determine the potential costs and benefits that could come from a road."

In addition to linking the four communities, the department also stated there is also the potential to connect mining projects directly to ports for shipping purposes.

The territorial government's pitch follows a proposal for funding submitted to the feds by the Kivalliq Inuit Association two years ago. Those plans were ultimately rejected.

Kivalliq Inuit Association executive director Gabriel Karlik told Kivalliq News the organization contributed all the technical and geographical information from its unsuccessful bid to help bolster the GN's current proposal.

"We got rejected, so EDT approached us again," he said.

"We've put this together to see if we could have one big ask."

Karlik said in some cases the proposed roads in KIA's submission follow established routes, for example the ATV trail that already connects Chesterfield Inlet and Rankin Inlet. In that instance the goal would be to expand the existing trail into an all-weather road. He said the connection between Rankin and Whale Cove would likely involve improving and extending the existing road to Diane River southward.

Whale Cove Mayor Stanley Adjuk told Kivalliq News the community is already working on a road toward Rankin Inlet.

He said over the past few years the hamlet has been building a road extending northwest toward the community's traditional hunting grounds.

This year the territorial government approved funding for Whale Cove to extend that all-weather road northeast toward Rankin.

"This year we'll probably put in 10 miles at least," he said.

Adjuk said there hasn't been any work done to connect Whale Cove to Arviat, in part because there are so many large rivers that a potential road would have to cross.

"That one is going to require a lot of bridges," he said.

Karlik said the Kivalliq road system is envisioned as the first piece of the puzzle for the highway to Manitoba, which has been a dream ever since the territory became independent from the Northwest Territories in 1999.

"I think we would finally start to see the vision of what Nunavut was expected to be," Karlik said when asked what the road system would mean for the Kivalliq.

"It would be a huge boost in morale and a huge boost to the communities."

The socio-economic case for the highway has been laid out in a handful of reports over the past 20 years. A 2010 report entitled The Case for The Nunavut/Manitoba Highway estimated that it would cost $1.2 billion to connect Rankin Inlet, Whale Cove and Arviat to northern Manitoba via Churchill and Sundance, the most Northern point on the province's all-weather road network.

Karlik said even if the proposed Kivalliq road network were not connected to Manitoba, it would still reduce the costs of shipping goods to the region.

"It also gives us the opportunity to have one-stop shipping. We're trying to see if this will lower the cost of everything. Instead of flying everywhere, we now have the opportunity to connect everybody," he said.

In addition to the long-term benefits of a road system linking the Kivalliq, Adjuk pointed out that the large scale of the construction projects would provide employment and education opportunities in the short term.

"If you're going to build roads, there's a lot of training needed. There would be training for heavy equipment, and I'm sure they're going to need camps for cooks, so there's everything in there than can help the region," he said.

Karlik said connecting communities by road would also help bolster its plans for the Kivalliq hydro-fibre link that would connect southern Nunavut to Manitoba's electrical grid.

Karlik said KIA is currently focusing all its efforts on building the case for the hydro line. The association is in the process of undertaking a feasibility study, which is expected to be completed in March.

"Once that goes through, we're going to put all our focus into the inter-community (network) and connecting to the rest of Canada."

The trail from Rankin Inlet south toward Diane River makes up part of a route which the Kivalliq Inuit Association believes could be the foundation of a road network linking four communities in the region. Northwestel to reimburse Rankin customers

Issues with service plaguing Rankin residents and costing local businesses money since late April

Northwestel plans to reimburse Rankin Inlet customers who have been experiencing extended service outages over the past few months.

Customers have been complaining about periodic outages in cellular and internet connectivity, which have lasted anywhere between a few minutes to 12 hours at a time, on an almost daily basis since the end of April.

The outages have been affecting business as well as private residents. When the internet goes out, the debit machines and cash machines that rely on Northwestel also go offline.

This has placed an extra strain on small businesses as well as customers who are unable to use their cards or take out cash when outages occur.

"It's on and off – sometimes it will work and sometimes it won't work," said Dali Kaludjak, one of the owners of Niksik Hunting Supplies.

"We've been having bad issues with it the past few months.

It's been costing us business. People come to buy stuff and when it's down they leave and they don't come back."

Northwestel declined an interview to answer questions about the outages. In an email to Kivalliq News, a representative for Northwestel stated that the company was aware of the issues and was working to resolve them.

They said service is expected to return to normal in the next few weeks and customers will be compensated.

"Northwestel will automatically apply a credit proportional to the impact on their service, once this issue has been fully resolved," stated the email.

"We thank our customers for their continued patience, and we apologize for the inconvenience."

At least a dozen people took to the Rankin Inlet News Facebook page this week to air their grievances.

A handful mentioned they had contacted the company to complain, with one writing that they had contacted the CRTC. Megan Pizzo Lyall told Kivalliq News she pays $140 for a 100 GB internet package from Northwestel.

"The package is technically $100 but with taxes and a landline it's almost $140," she said, adding that Northwestel requires customers to pay for a landline in order to connect to its network.

Pizzo Lyall said she has been calling Northwestel every time her service has cut out over the last month. She said her internet has been cutting out for at least a short period almost every day.

"With the amount of money they got for their upgrades, you would expect top-notch service," said Pizzo Lyall.

Northwestel received $30 million in federal funding for service upgrades in 2017.

Earlier this month Northwestel was ordered to pay out a $5 million settlement for contravening the Telecommunications Act for failing to consult with CRTC before charging for services. Of that money, $2 million will go toward infrastructure upgrades to improve cellular service in Nunavut, the Northwest Territories, and the Yukon.

Northwestel is one of several internet providers in Rankin, in addition to Xplornet and Qiniq, which is owned by SSi Micro.

Pizzo Lyall said she has switched over to a Qiniq account while Northwestel fixes the problem.

"I cancelled that account yesterday," she said. "So many of my friends switched over."

In the meantime she said she continues to call Northwestel to complain every time there is an outage.

"I feel like the more pressure we put on them, hopefully they'll deal with sooner," she said. "I'm sure they dread my call."

Meliadine mine officially open Northern News Services

Last week marked the official opening of Agnico Eagle's Meliadine mine near Rankin Inlet.

The celebrations took place over the course of two days, with one event held in the community on June 19 and another held at the mine the following day.

The official ribbon cutting for Meliadine was held at the mine on June 20, with representatives from the GN, AEM and elders from the community taking part.

The Jerry Cans closed out the first night of the opening ceremonies for Meliadine with an hour-and-a-half set that had the crowd in Rankin's rec hall moving.

Arviat woman hoping to open restaurant Mary Nibgoarsi plans to expand her home catering business with the help of funding

There could soon be a new place for Arviatmiut to grab a bite to eat in town. For the past few months, Mary Nibgoarsi has been running a small catering service out of her home. Now she is looking for to expand with her own restaurant.

"It's in the baby stage right now and I am gaining more customers," said Nibgoarsi. "I will start off with catering first and do the restaurant after."

Nibgoarsi has always enjoyed cooking and baking at home.

She got the idea to start her own business after completing an entrepreneurship program run by Nunavut Tunngavik Inc. She said the program gave her the confidence to take initiative on the project.

"For sure, it would let the other Inuit know that us Inuit can do it too," she said.

There are currently four different restaurants in Arviat and Nibgoarsi thinks there is plenty of room for more to open. Nibgoarsi is currently applying for funding through the Nunavut Entrepreneur Incentive program in order to help her move into a commercial location.

"I have to pay 10 per cent off my own pocket and that funding application," she said.

Earlier this month, Nibgoarsi created a survey which she has been circulating among Arviatmiut both online and in person, in order to get an idea of what kind of dishes people want. On June 19, she presented some of the items on her menu at a business showcase in Arviat.

Although she doesn't have a date set for the opening of her restaurant, Nibgoarsi believes she is moving in the right direction.

"I would like to expand my business so that I can have a stable job and be my own boss and deliver what Arviat is lacking."
