As of June 9, the GN has provided $24 million to Calm Air and Canadian North during the ongoing Covid-19 pandemic.

Airline support Nunavut As of June 9, the Government of Nunavut (GN) has provided $24 million to Calm Air and Canadian North during the ongoing Covid-19 pandemic to help support the two airlines.

To date, the GN has provided more than $15 million in support to Canadian North and $8.9 million to Calm Air. During the June 9 announcement, GN Minister of Finance George Hickes reminded Nunavummiut that the territory's travel restrictions will be one of the last public health measures lifted.

"I can't emphasize enough that non-essential travel outside of the territory is still not recommended," said Hickes.

"Right now, travel to Nunavut represents the single biggest risk of Covid-19. The travel ban and the 14-day-isolation requirements for returning Nunavummiut are meant to mitigate this risk and keep our territory safe."

Birthday milestone Kivalliq Well-known Kivalliq personality Dorothy Tootoo celebrated a milestone when she lit the candles for her 65th birthday this past Saturday, June 13.

Tootoo is well-known in the Kivalliq, across Nunavut and beyond for her stellar performance as the commanding officer for the 3019 Royal Canadian Army Cadet Corps (RCACC) in Rankin Inlet for more than a decade.

Then Cadet 2nd Lieut. Dorothy Tootoo signed over command of the 3019 RCACC to Lieut. (Navy) Matt Ayres in Rankin Inlet in November of 2017.

Under normal circumstances, a commanding officer will only serve for three years with a corps, although there is the possibility of an extension or two. Tootoo oversaw the 3019 RCACC for an impressive 12 years before finally being relieved by Ayres.

Tootoo is also well known for her many years of work as a student counsellor on the Kivalliq campus of Nunavut Arctic College in Rankin.

Rankin averages six ATV accidents every year

The Rankin Inlet bylaw department recently sent out its annual reminder concerning all-terrain vehicle rules and regulations and, as usual, not everyone in the community welcomed the reminder.

Fire chief Mark Wyatt said nothing has changed with the ATV regulations during the past two years and, at the end of the day, most of it is just good old common sense that can prevent a lot of heartbreak.

Wyatt said both the local bylaw department and RCMP detachment uphold the ATV bylaws.

"We had our first ATV accident of the spring this past Wednesday (June 10) and the girl involved suffered a head injury," said Wyatt.

"And that's the way things can often go when they're not done properly.

"She had a big scrape on her forehead and she was in considerable pain on the ground when we arrived on the scene and had to transport her in full spinal to the health centre.

"You know, people complain all the time about having to wear helmets – she was a passenger on the back of the ATV – and this is what can happen and much worse, when you're not wearing a helmet."

Wyatt said the vast majority of people in Rankin Inlet support the bylaws concerning ATVs. He said more people are upset by the fact there are 14-year-olds racing around town driving Hondas.

A journey in art Artist ponders future while creating in the present

Young artist Charlotte Karetak puts safety first while painting the outside of the youth centre in Arviat more than six years ago.

In many ways, the world of art revolves around creativity, expression, interpretation and communication, regardless of the medium through which it's presented.

For Arviat's Charlotte Karetak, 25, the art of creativity, itself, is on a journey with her, having been born through the love of a grandmother, openly expressed through opportunity, being a constant companion in a personal space dedicated to its persistent need to simply be and moving towards the age of digital beauty created on an iPad. The need to create blossomed within Karetak after she completed high school and happened to move into the home of a talented artist who also just happened to be the recipient of the Qulliit Nunavut Status of Women Council's Wise Woman Award in 2012 – her grandmother, Rhoda Karetak.

Charlotte said she always had a feel for art and living with her grandmother gave her more encouragement to keep drawing and get into bigger projects.

She said her grandmother played a big part in making her feel more secure about "doing her own thing" when it came to expressing her thoughts and feelings through art – and then opportunity came knocking.

"There was a teacher who used to live here – his name is Ross Patterson – who hired two guys from Toronto to do a painting on the community hall and I learned some techniques through watching them paint the mural," said Charlotte.

"They had a lot of spray paint leftover and I was working with the Aqqiumavvik Society at the time – I think it was 2013 or 2014 – and they ran the youth centre.

"So I got permission from Kukik Baker at Aqqiumavvik to paint the youth centre and permission from the high school to use the leftover spray paint and I painted the outside of the youth centre.

"A lot more opportunities to paint murals came along after that."

Charlotte said the hamlet contacted her immediately after she finished the outside of the youth centre, wanting her to do a couple of paintings on the inside of the building.

She said the hamlet came calling again a few years later.

"They asked me to paint in the main area of the new hamlet building they were opening in 2016, I think it was and it was a little intimidating because it was the biggest wall I had ever painted on the inside of a building.

"I had no idea how to use the paint brush properly, but I found the paint a lot easier to use than spray paint because they blended a lot easier.

"The good part of it was they gave me a lot of time to figure out what I wanted to paint on it and they left my options open as to what that would be."

Charlotte said she has her own little space at home that is strictly for painting, writing and reading. She said she has a lot of supplies – many that were gifted to her – and she works with a lot of different mediums at home.

"I work with acyclic paints and pencil and I'm in the process of going digital, drawing on an iPad and things like that.

"A lot of people have also been asking me to design their tattoos or logos for a business that they're thinking about opening. They tell me what sort of things they want done and I do the best that I can to create them.

"A lot of what I do now, actually, is for other people and I don't mind that at all. There are a lot more things that I don't show to other people because they're a little bit more of a personal point of view that allows me to express how I feel on a certain point."

Charlotte said she's thinking about trying to get into an art school for at least one year. After that, she'd like to get into the more educational aspect of creating art, she said.

"I'd like to just be a teacher and help teach other people who want to do it. I don't have a particular school in mind, but I was thinking about maybe going to Ottawa.

"I'm still kicking it around and trying to figure it out.

Thoughts on a departure Northern News Services

Between us, Jim Kreuger and I have half a century of experience in Kivalliq communities, but to say we walked in different circles during that time would be an understatement.

I would hazard a guess that our one mutual friend on Facebook would, pretty much, attest to that fact and call it a wrap.

Yet, during my recent interview with Jim and the casual conversation that would interject itself into the interview from time to time, it became more and more obvious to me that we shared many of the same experiences and have many of the same observations concerning our time in the Kivalliq.

Like Jim in Baker Lake, I have lived the majority of my adult life in Rankin Inlet – Rankin is the longest I've ever lived in one place in my life – raised my daughter in Rankin and now consider Rankin my home.

As I mentioned to Jim, I'm not sure exactly when the change happened, but when asked my entire life where I was from, I simply replied Cape Breton. These days I say I'm originally from Cape Breton but Rankin Inlet is my home.

Sanikiluaq Truth be known, if not for the fact the cost of living prevents a non-wealthy, nonInuk from living in Rankin with only the income from the Canada Pension Plan and Old Age Security to support him, I would, indeed, seriously consider retiring here.

I have never had the sense of community instilled within me anywhere as I do in Rankin. Family and community is everything here.

The good Lord saw fit to call most of who I love home during the past few years and I have no concerns over the ability of my daughter, Lindsey, to take care of herself and her family.

Lindsey knows in her heart that the sun rises and sets on her in my eyes, so the distance between us, though often hard, has never diminished any of the affection between us and she knows I will always be there for her in any situation. Perfect? No. But our relationship will always be strong.

There are parts of the distance between her two children and I that bother me – as well as my grandson through marriage, Colby, possibly even more so if I'm being brutally honest – and the rest remains personal and dealt with from within.

All of this combined to create the perfect storm when it comes to my deep appreciation for the sense of community I now understand and will deeply miss when the day comes I say goodbye.

Like Jim, I also cannot stifle the odd giggle when asked about the differences in Rankin from when I first arrived in the community to the present day.

Suffice to say there are many and the majority of them are overwhelmingly positive. And I will add, I have never regretted missing the era of the honey bucket in our community and I still rub my chin in bemusement when I hear someone lament the passing of that era.

Like Jim, I have also dedicated a fair amount of my time to the great game of hockey in my community and, also like him, I consider everyone involved with the game to be members of a special community in its own right.

And while lacking his expertise on the matter, a good number of teachers have grown to be what I consider very close and dear personal friends of mine across the region during the past two decades-plus and I agree totally with his three C's depiction of education in the Kivalliq – community, culture and curriculum – as well as his assertion that all three require our constant attention or the process stalls.

I also realize if too much time is spent focusing on one of the three C's, the education program, as a whole, suffers.

And, I second Jim's motion that we must all put something back into our community to repay, if even a small bit, all we have taken from it.

In retrospect, my interview with Jim left me wondering why I didn't make the effort to know the man better during the past two decades, despite interviewing him numerous times on a number of different topics.

Maybe, just maybe, valued readers, you have someone fitting that description on the outskirts of your orbit right now.

If so, time is passing and we're all running out of tomorrows to catch up on everything we put off today.

Arviat's Class of 2020 Pandemic cannot dampen community's spirit of celebration

The community is coming together this week in an effort to give the Class of 2020 the best graduation it can under the challenging conditions brought about by Covid-19 this school year at Arviat's John Arnalukjuak High School (JAHS).

A total of 40 students are expected to receive their Grade 12 diplomas during the grad event on June 19.

The week's celebrations are scheduled to get underway on Wednesday, June 17 and Thursday, June 18, with a grad photo shoot co-ordinated and shot by teacher Gord Billard.

The graduates comprising the Class of 2020 will then receive their high school diplomas during a drive through diploma pickup on the front steps of JAHS beginning at 1:30 p.m. the following day.

The diploma ceremony is scheduled to be immediately followed by a grads-only Parade of Celebration around the community in tribute to JAHS's Class of 2020.

Social distancing will be respected and its guide-

lines adhered to throughout the activities, which will also include the distribution of special food hampers to the grad families to further recognize the educational achievement of the graduates and a radio show will be broadcast in the community featuring the members of JAHS's Class of 2020 themselves.

Acting JAHS principal Chi-chi Arinze said if everything goes according to plan, it is hoped the grads-only parade will capture all 40 of the graduates together in a continuous conga line of sorts.

She said that way viewers should see each of the Class of 2020 graduates on a Honda wearing their graduation gown.

"That will be a very different presentation than the usual parade, which would have family members of the graduates and other members of the community celebrating," said Arinze. "But, this time, we want it to be just the grads."

Arinze said everyone was waiting to see what would happen with the pandemic restrictions as the traditional end of the school year was fast approaching.

Graduates in John Arnalukjuak High School's (JAHS) Class of 2019 will be looking on this week as the 40 current graduates of JAHS's Class of 2020 receive their high school diplomas during a drive-by presentation in front of the school steps in Arviat on June 19.

She said the community was, of course, hoping to hear the restrictions would be lifted

by August.

While hope for that news arriving in time may have begun to fade, it did nothing to stem the rising sense of pride the community displays for its high school graduates

every year.

"The excitement level over the graduation just kept on intensifying in town until it reached a level where we just had to do something.

"At that point, we decided to meet with the parents and teachers and that's when we came up with this plan.

"I don't want to exaggerate but, right now, this is the talk of the town as we prepare for the event with involvement from our hamlet, the fire department and members of our business community, as well as expected appearances by our MLA and members of the District Edu-

cation Authority.

"Everyone will have a specific time slot to show up and participate on the 19th.

People who cannot attend the event in person will also be able to watch the proceedings on the JAHS page on Facebook, so, really, it is a true community event."

Baker Lake man owes his life to search and rescue team Jason Subgut was found after making an unsuccessful trip from Baker Lake to Chesterfield Inlet

Jason Subgut has made the trip between Baker Lake and Chesterfield Inlet many times but, until the June 6 to 7 weekend, never had he spent it in a frenzy, wondering if his life was over.

Subgut, 31, loaded up his Ace 900 Ski-Doo around 7 a.m. on Friday, June 5 and headed for Chesterfield

Inlet to see his infant daughter. He was carrying extra gas, his cellphone and a GPS. A few hours into his trip, he encountered a mix of rain, snow and fog that limited his visibility and disoriented him. His cellphone died and his GPS began malfunctioning.

After a while, his GPS responded and he resumed his travels. Eventually, he realized the GPS was still faulty because he was being led in

circles – evidenced by the same hill that he went around and he made the same river crossing for a second time.

"I freaked out from there," Subgut admitted. "That's the first thing I should never do is panic, but I panicked because I lost my bearings, I lost my way."

He was also very low on fuel and he knew he was going to be stranded.

"No one knows where I am – not even my family knows where I am.

I have no SPOT (communications device) with me. I have no satellite phone with me. I'm scared," he said of the terrifying circumstances.

Fortunately, Subgut had informed his mother and a neighbour that he was leaving for Chesterfield Inlet. His mother notified Baker Lake Search and Rescue on Friday afternoon that he didn't reach his destination.

Subgut decided to stay with his snowmobile. Because he hadn't packed any food, he snacked on old withered berries. He drank water pooled in the depressions of stones.

'I asked God to protect me' He made a modest shelter using nearby rocks. Standing about twofeet high, it was enough to protect him from the elements when he huddled under it. He passed the first night there. The moss he used as bedding gave him a little added comfort but his windpants, parka and all-season boots didn't prevent him from shivering overnight, when the temperature dipped to around -10 C. He could only sleep fitfully, maybe 20 minutes at a time.

"If I slept right through the night, I probably would have froze to death," he said, adding that he worried about grizzly and polar bears hunting him since he didn't have a rifle. "I asked God to protect me."

Although Subgut knows it's recommended to stay with one's machine when lost, he said he was unable to fight the urge to start walking on Saturday.

His GPS, although unreliable, indicated that Chesterfield Inlet was still 160 km away. Baker Lake was approximately 75 km. But he only made it 2.8 kms before collapsing on Saturday evening.

"My legs gave out. My energy was drained. I couldn't move anymore," he recalled. "I was exhausted, hungry, tired, cold ... I curled up into a ball to keep myself warm."

He was fearing the worst as he lied there next to some boulders.

"I was like, 'This is going to be my final resting place, whether they find me or not," he said, his voice cracking with emotion.

"All I could think about was my daughter and my son, nothing else."

His son Rajon is four. His daughter Ava Marie was born in January.

Unbeknownst to Subgut, search and rescue volunteers Sam Qarliksaq, John Etegoyok, Solomon Mariq and Patrick Attungala departed Baker Lake on Friday afternoon and were scouring the landscape for him.

Meanwhile, Baker Lake mayor and longtime search and rescue leader Richard Aksawnee coordinated the search without sleep on Friday night and into Saturday.

The searchers found Subgut on Sunday around 5 a.m. He was roused from his slumber by a snowmobile in the distance. At first he thought he was dreaming. Then he began whistling and waving his arms with all the strength he could muster.

One of the men spotted him.

"It was a real relief," Subgut said.

"They gave me food. They gave me tea, coffee. I was able to warm up with a Coleman stove under a tarp.

"One member (of the search and rescue crew) said, 'We were not going to stop until we found you.' They were really determined ... I told them that there's no amount of money I could ever give you to thank you guys."

'My dad's looking out for me' Aksawnee said there were about a dozen other volunteers in Baker Lake who were ready to help out in any way they could.

"If we have something that needs responding to, the community does come together right away," he said.

The number of search and rescue missions has fallen substantially over the past decade – from more than a dozen year to about six – due to the availability of GNWT-provided SPOT devices that can be signed out by community members who travelling on the land, said Aksawnee.

Subgut, who started going on hunting trips at age four, had another close call while riding an all-terrain vehicle into a river last year. He was able to get himself out of that jam, but he said he heard a voice guiding him.

"My dad's looking out for me. I love my dad. He's up in heaven," he said. "He's always been on the lookout for me."

Leaving their community Jim and Laurel Kreuger bid adieu to Baker Lake after 27 years

There is no shortage of words when it comes to what one may be feeling as they take the first few tentative steps toward a new chapter in their life, but it only takes two to describe what Jim and Laurel Kreuger knew they were leaving behind as they boarded the plane in Baker Lake on June 11 – their community.

Jim, 60, and Laurel, 61, spent 27 years in Baker Lake; Jim a teacher and Laurel the manager of the community's prenatal nutrition program.

They raised their two children – a daughter, Emma (three when they arrived and now 30) and a son, Teal (one when they arrived and now 28) – in Baker Lake, immersed themselves in a new culture and built the type of friendships and relationships that last a lifetime.

Both were heavily involved with their community, Jim a staple of Baker's minor hockey program for a large part of those 27 years and one would be hard pressed to find anyone in the community of more than 2,200 who didn't recognize the Kreugers on sight and greet them with a smile.

Jim could write a book on education during his time in Baker and rarely misses a chance to point out the importance of the relationships formed between teachers, their students and the parents in the community – all wanting a strong, successful education program in place and all having to remind themselves at one time or another that such programs can often take a long time to develop.

Another book could also be written on the changes they've seen during their time in Baker Lake.

"Sometimes, when the kids see the hockey equipment I brought with me 27 years ago and played with for 10 years after my arrival – including my old skates that look like they're out of the 1800s and now hang at my daughter's place – they really see the age and the changes that have taken

"When we first arrived, Laurel and I were amazed by how the town seemed to be dominated by ATVs – mostly three-wheelers at that time – and Ski-Doos in the winter time and how the hamlet catered to those, as the parking lots were built with that kind of size of machine in mind and there wasn't a lot of sand spread on the streets because it ruins the skirods and the ski-skins.

"And then came the transformation towards car and trucks. It was probably similar to when the West made the transition to cars from towns that were all dominated by horses. We see that now because the parking lots are all too small and can't hold the big trucks and SUVs that are around now."

Jim notes it's been no less of a huge transformation seen in schools and classrooms.

The chuckle returns to his voice as he points out that the kids in school today all assume cellphones and iPads have been around forever.

"Today is a mind-blowing difference from the internet being brand new when we first came up. In the office I was in, the only person who had the internet and emails was our director and he used something called a Gopher server (a system that predates the World Wide Web for organizing and displaying files on internet servers).

"At that time, we couldn't even figure out an educational application for it. He was using it to get the scores from Scottish soccer leagues.

"It looked like a typewriter.

Everything you typed in looked like a typewriter font and the messages

came back almost like a Telex.

"Just imagine how different it is now for kids. They can't imagine it."

People in the hamlet arranged a special goodbye for Jim and Laurel in the form of a community parade of sorts and the couple being trucked around to wave their emotional goodbyes (for now).

The community hid the event well from the couple, which is no small feat in Kivalliq communities and Jim and Laurel were more than a little overwhelmed by the outpouring of affection.

The goodbyes, once again, touched their hearts in a way only a true sense of community can do.

"We've always tried to look at the community, buy into the community, be part of the community and support it because the community supports us in so many ways and we all need that. We can't all be

individuals just doing our own thing.

"There's value added by a community and, therefore, you have to commit and put something back into that community because we take so much out of it that we don't even realize.

"When I look at everything – my work, my life and our home – community is central to all, whether it's the Kivalliq Science Educator's Community, the community of the Nunavut Teacher's Association, the Nunavut Youth Abroad community, the community that is minor hockey and the community of Baker Lake.

"Nunavut education is the three C's: community, culture and curriculum and if we don't give our constant attention to all three, it stalls.

"It has to be a community. Family has to see the school as theirs, just as Laurel and I will always see Baker as ours."
