Bike giveaway Rankin Inlet Agnico Eagle Mines, in partnership with the Hamlet of Rankin Inlet, will be having a bicycle giveaway for kids aged 11 to 14 today, July 8, at the community recreation hall from 1 to 4 p.m.

All those attending are asked to please follow the social distancing rules in place by the hamlet.

Calling all youth Kivalliq Canadian residents aged 13 to 21 can now apply to become a part of the RCMP's National Youth Advisory Committee (NYAC).

Applications must be received by Sept. 11, however, those who apply by July 31 will be a part of the first selection round and get a better chance of being selected.

This is an online opportunity for youth to connect, have their say and make a difference. NYAC members interact with participants from all over the country and discuss important issues they face in their respective communities.

They share their thoughts about youth crime and victimization topics and help shape RCMP programs and initiatives. NYAC members can also receive reference letters and volunteer hours.

Anyone looking for more information on this opportunity are asked to please visit the RCMP website.

Literacy award Kivalliq Nominations are now open for the 2020 Council of the Federation Literacy Award.

Premier Joe Savikataaq is accepting applications to recognize an individual who supports, encourages and shares ways to strengthen literacy skills in Nunavut.

The 2020 Nunavut Council of the Federation Literacy Award will be awarded to someone who supports and inspires others to use Inuktitut and develop their literacy skills – oral, written or through artistic expression.

The winner will be recognized with a medallion and certificate presented by Savikataaq in the fall.

Deadline for nominations is July 21.

Much to learn for Nunavummiut in rapidly changing times, says Kusugak

Lorne Kusugak has a unique perspective on Nunavut's path during the past 21 years having viewed them through the eyes of a father, an informed-andinvolved citizen, a voice on CBC Radio, a municipal mayor, an MLA and a territorial minister.

The amicable politician and family man is also a man about town, equally at home fielding questions in a boardroom as he is bluffing his way through a game of poker or shooting a friendly game of quills.

Equal parts friendliness, confidence, opinion and outspokenness, he is known for having little patience for those who would tell him things can't be done, rather than finding ways to make them happen.

And he views Nunavut's first 21 years in much the same manner, being aware of the negatives but always focused on the positives that have taken place in a territory very much still in its infancy.

Kusugak said Nunavut, itself, brought the biggest change one could imagine – a territorial government in which the majority is comprised of those born and raised within its borders. He said in terms of time, that was just a dream not all that long ago and today they are the people who will decide where Nunavut is headed.

"We now have Nunavummiut who, pretty much, have direct lines to their leadership – a dramatic change from the past which has led to us all – all Nunavummiut – finding our voices and

becoming more vocal," said Kusugak.

"Technology has advanced so rapidly during the past 21 years that it's actually driving Nunavut today – the way we communicate in Nunavut ... the way we access Nunavut and Nunavummiut – it's changed our everyday lives and how we govern.

"All this has helped to give communities more authority and they now use government funding to run more programs themselves.

"The municipal governments in Nunavut now have a lot more power and authority than they did in the past and their voice is much stronger now, as well."

Kusugak said 21 years is a very short amount of time, so of course there are adjustments to be made, much more development to come and many more challenges to be met.

He said the wealth Nunavut brought with it through numerous new opportunities and the growth of the mining industry has a solid economic middle class taking form in the territory, however, the gap between the 'haves' and the 'have nots' has never been wider.

"That will continue until we see more people striving for higher education (including trades training) and improving their ability to hold a job.

"That's a steep learning curve but we will get there. We have a mine now just a stone's throw from Rankin and we have to learn how to capitalize on opportunities like that.

"We, as Nunavummiut, have to change the way we look at employment opportunities and, actually, the way we

raise our families.

"We, as Nunavummiut, are raised to be family first and family strong – and that also goes to extended family to the point where, for example, Rankinmiut are known for looking out for each other – but we also have to learn to accept that we might have to be away from home to work at the mine for two weeks at a time so that our families can have a better life.

"Two weeks in and out is becoming the new norm up here and once we grasp that you'll see the economic playing field begin to level off."

Kusugak, a father of three daughters, said the advent of the internet and the cellphone changed everything because suddenly his daughters knew far more about technology than he did.

He said he views the advances in technology as having Inuit youth more connected to what's happening today.

"As parents, we are responsible for the connection between today and yesterday. The internet is not going to do that for us.

"Through my years working with the CBC I was very fortunate to memorize all kinds of legends, which I share with my children and grandchildren.

"There is a certain amount of disconnect that just naturally happens from one generation to the next.

A long way in 21 years Northern News Services

Well, it's been 21 years now in this territory and what a ride it's been.

It seems like just a few months ago when I was developing film in a broom closet, checking my fax machine every 30 minutes out front because I only had one outlet in back (old gyms are built that way) and one had plenty of time to go do their grocery shopping while waiting for a page to load on the internet, taking for granted one was able to log onto the darn thing to begin with.

Flying was still fun, if considerably longer and noisier and every Government of Nunavut (GN) minister would return your call the same day or early the next.

Nunavut is about to reach its 21st year as a recognized territory but the land, the people and their customs and traditions have a much longer history.

From east to west, Nunavummiut are celebrating Nunavut Day on July 9. Here are the thoughts of some of your relatives, friends and neighbours as they reflect on what Nunavut means to them.

"It is important to keep our culture alive; show different parts of the world how we Inuit live, what material we use to make clothes (mainly from caribou skin, seal skin and polar bear skin, if you're from the coastal area)."

"Nunavut means our land. I think what makes Nunavut special is that we get to keep our culture and the language that we speak. Most of all, the reason is that our Elders are here for us to keep the tradition alive.

"We Inuit can watch and learn and as we listen, we Nunavutmiut are capable of keeping the tradition alive. These days, our children are our future generation and if we teach the kids, we will not lose our culture.

"Education is the key – keep pushing our children to school. We have to keep the circle strong because Nunavut is a special place to live in.

"Each community needs more mental health as we are growing each year and a lot of people struggle at home with verbal and emotional abuse, but I know we can change that. I would love to see more organizations for traditional knowledge and land skills for youths.

"Nunavut is our land and I am proud to say I am from Nunavut.

"I love the land that we live in."

There is plenty to celebrate on Nunavut's 21st birthday on July 9, but not all the change has been good, according to some, and there are still plenty of challenges to be met in the years ahead.

While many folks point out how the internet and the cellphone have been game changers in how we communicate during the past two decades, others lament what they view as the loss of simpler times when people were more relaxed around each other.

And some things have fallen by the wayside during that time that some folks still miss.

David Tulugak of Rankin Inlet misses the days when people weren't afraid to speak their mind and traded their opinions freely.

He said that's all changed today in Nunavut.

"I'm not really sure what would be the biggest change of all, but you sure have to watch what you say and do now," said Tulugak.

"It's all become too political."

Tulugak also frowns on what he sees as an uneven distribution of opportunity and infrastructure, with Iqaluit reminding him a lot of the Yellowknife these days.

He said people got it wrong when they voted for the Baffin over the Kivalliq to house the territory's capital.

"It looks like the Baffin region tries to take the big projects and leave the little ones for the other two regions. That's my opinion anyway.

"They do it a little too much. If Rankin was the capital, our region would spread the jobs and opportunities more equally."

Heather Kolit-Carter said the continued housing shortage is troubling in Nunavut and communities definitely need more mental health support.

She said it also bothers her to see examples of the younger generation not having as much respect for their Elders these days.

And, while video may have killed the radio star in many places around the world, here at home, recreation wise, she sees the Kivalliq region's love for the game of hockey as being the reason interest died and her beloved Kivalliq Summer Games have not been held in more

"I miss the Games and seeing old teammates," said Kolit-Carter.

"I miss the travelling in the region every year and, no matter what community you were in, everyone was always trying to help each other perform better like coaching and stuff.

"I also miss watching the Elders drum dance, the whipping contest, and bannock and

"For a long time the communities would look forward to the Kivalliq Inuit Summer Games and many people in every community would come out to watch."

"We're certainly not going to do anything to violate the restrictions in place. We're going to play it safe and be careful.

"We're seeing some restrictions being lifted now. This past Monday we were able to open our restaurants at half capacity.

"So we're hoping that in another two weeks we'll see another portion of the Government of Nunavut's reopening plan go into effect that will allow larger gatherings.

"Sometimes we get as many as 300 or 400 people out to the barbecue, so we have to be sure we'd be OK to host that many when we finally go ahead with it."
