Mine lockdowns Baker Lake/Rankin Inlet Agnico Eagle Mines (AEM) has announced that effective March 30, its Meliadine gold mine site will be operated in complete lockdown mode for 28 days.

All personnel required for the operation of the site will remain at Meliadine for a period of 28 days, except for emergency situations. No crew change will be performed during that period.

Presence at the site is on a voluntary basis for all employees. The situation will be reassessed after the initial period of 28 days, on April 27.

For the Meadowbank gold complex near Baker Lake, AEM has announced that it's also taking additional precautionary measures by reducing the number of passenger flights.

AEM stated that changes to the working schedules would be implemented on March 30, resulting in the mine having four passenger flights per month – normal passenger flights are four times per week.

During the reduced production period, everyone required on the site who are currently working on a 14 days on/14 days off schedule with a cross-shift, will now be switched to working a 28/28 schedule at Meadowbank.

Rabies alert Rankin Inlet Residents of Rankin Inlet are being warned by the Department of Health that a fox that had been in contact with at least one dog in the community has tested positive for rabies.

Due to the danger of rabies, the department is advising residents to be on the lookout for foxes in their area.

Anyone who has been bitten or scratched by a fox or dog should go to the health centre and report the incident immediately, as the treatment for rabies must be started quickly.

Rankin residents are reminded that a sick fox may appear friendly and children should not play with foxes or other wildlife.

The department asks residents to keep their domestic animals tied up when they are outside and monitor them for a change in behaviour and any sign of rabies.

COVID-19 update Kivalliq As of 1 p.m. on Sunday, March 29, there were still no confirmed or probable cases of COVID-19 in Nunavut.

As released by the Government of Nunavut (GN): the total number of people to be under investigation to date is 207, with 150 people currently under investigation and 57 people cleared of having the virus.

The GN has highlighted a number of support measures during the pandemic. Through the Department of Economic Development and Transportation, the territorial government has announced a one-time grant of $5,000 for eligible small businesses through the Small Business Support program.

Nunavut Arctic College is extending its program suspension to May 4. The college hopes to resume courses for the spring semester, which will likely be delivered through alternative means such as course packs sent to students and online offerings and programming using local resources.

Nunavut Arctic College's graduations and convocations have been moved to September.

To clarify any lingering confusion about critical workers coming into Nunavut, the GN stated that anyone deemed a critical worker is allowed into the territory, provided they are approved by the Office of the Chief Public Health Officer.

All critical workers will undergo greater COVID-19 screening and must follow strict guidelines while in the territory.

Critical workers who have travelled internationally, or are from areas with high risk of COVID-19 transmission, will not be allowed into Nunavut.

A little goodwill can often go a long way and, in at least one case, it tastes pretty darn good at the same time.

Terence Tootoo Memorial (TTM) senior men's hockey championship committee members Troy Aksalnik and Hamish Tatty were at the hamlet garage in Rankin Inlet watching a couple of recreation workers preparing tools to take out the ice surface at the new RanSanikiluaq kin arena on March 24.

Aksalnik and Tatty had been lamenting the fact the TTM would have been starting the very next day if not for COVID-19 and the precautions put in place to slow its spread.

Aksalnik said the TTM committee always gives back to the community during the tournament, so what was to stop

them from coming up with a kind gesture for some families in the community, even though they weren't going ahead with the event this year.

"We came up with the idea of the pizzas and then we, kind of, asked around a bit to find out which families should get one, or maybe two, depending on the size of the family," said Aksalnik.

"So we ended up ordering 22 large pizzas from Chadd Burrill at the Slapshot Canteen at a cost of about $950 and then we distributed them to 18 families who may not get to enjoy something like that all the time.

"They went to single moms and dads, families with lots of kids and people in need. " The TTM committee helps out with a number of things in the community throughout the year.

Aksalnik said the committee tries to

give out $10,000 a year, with the majority of that going towards the community's minor hockey program.

He said in that regard, it's all about helping to create opportunities for Rankin's minor hockey players and they also make sure they do what they can to help out in other areas of the community, such as the local food bank.

"I delivered all 22 of the pizzas to the families and it only took me about 25 minutes.

"Chadd (Burrill) can cook about eight pizzas at a time there, so I delivered six at a time and each time I came back there were six more ready to go.

"Someone else, who wished to remain anonymous, bought 13 pizzas to distribute the same way earlier in the week.

"I didn't give (Burrill) too much notice about the pizzas, but I figured if he could do 13, then he could handle 22."

Still ready to help Ikurraq Food Bank OK for now, but future could bring concerns

Like most operations, especially those which are nonprofit, it's going to be challenging times ahead for the Ikurraq Food Bank (Deacon's Cupboard) and thrift store, as it strives to continue meeting the needs of the community while more and more shutters close to lessen the dangers of COVID-19 in Rankin Inlet.

Ikurraq has been serving its community in one form or another for the past 23 years and is incorporated under the Societies Act of Nunavut.

Volunteer David Fredlund and his family have been overseeing the food bank for a number of years, supported by the dedication and hard work of a small group of volunteers in the community.

Fredlund said both the food bank and the thrift shop – which helps raise funds to purchase food for Ikurraq – are closed to the public right now.

He said the operation's volunteers aren't really interested in working face to face with anyone right now, due to the risks of COVID-19 and that has prompted Ikurraq to move in

a different direction.

"We're actually doing more of a gift card approach right now to help meet the needs of the 25-to-30 families who we see regularly at the food bank," said Fredlund. "The local Co-op (Kissarvik) has been gracious enough to help us with the gift cards and it's looking like that's how we're going to do things for the next little while."

Fredlund said Ikurraq wasn't given directive from any level of government.

He said, basically, they've just been following what everybody else seems to be doing.

"Poverty Reduction actually got a hold of me this past Thursday, March 26, to see where things are at with our food bank, so, hopefully, we'll be able to figure something out because our service is vital to the community.

"We're actually concerned that our intake numbers may begin to grow at the food bank if things continue the way they are.

"We look at a family to be consisting of four people – two adults and two kids – and by that gauge we average helping 25 to 30 per month.

"We stopped the face-to-face distribution of food on March

18 and started using the $100 per family gift card system for the first time on March 25 and, I should add, we've also been in contact with another government department that's helped us in the past, so, for the next few weeks at least, we're think we're going to be able to meet the needs of those 25-to-30 families."

Fredlund said the big concern is if those numbers grow in the next little while.

If there's any substantial increase at all, he said they simply don't have the capacity right now – volunteer-wise or financially – to do more than the 30 gift cards they distributed on March 25.

"We received some funding at the end of the fiscal year that we've been able to use to address the situation as it is right now.

"In the short term, we should be OK for the next couple of weeks, even if we have to take on five to 10 additional families and deliver actual food to them, but, beyond that point, I don't know what it's going to look like.

"I think things are progressing the way they probably should in the North.

"We haven't had a single confirmed case (of COVID-19) here yet, so that says to me the steps that have been put in place are working."

Defending against COVID-19 Kissarvik Co-op doing what it can to protect staff, customers

Things look the same from the outside, but once one ventures inside it doesn't take long to realize that changes have taken place at the Kissarvik Co-op in Rankin Inlet since the COVID-19 pandemic was released upon the world.

Kissarvik assistant general manager and retail store manager Glenn Woodford said a number of different routines have been put in place in an attempt to help keep the virus out of Rankin Inlet.

He said cleaning and sanitizing is top of the list in trying to protect store staff members from the virus, should it appear in the community.

"Watching people's movements to respect social distancing is ongoing at the store," said Woodford, "and we're trying to keep up with all the latest information being released to ensure that we're doing the right thing.

"We have a lot of meetings to discuss what's ahead and what needs to be done and we've installed plexiglass safety barriers for our cashiers to help keep them safe when they're serving customers.

"We're waiting for material to arrive from the south so we can totally finish that job and, of course, everyone is wearing rubber gloves, especially our cashiers, because we don't want anybody handling cash with their bare hands."

Woodford said it does raise anxiety levels in people who are taking the precautions seriously, but so does seeing others in the community still not taking COVID-19 seriously.

He said the store is asking customers not to bring in kids under 12 years of age to limit the number of people who are in the store at any given time and that's not gone over well with some in the community.

"Some people don't take kindly to that – if you have a baby in an amauti, fine – and try to bring their kids shopping with them anyway.

"People should just come to the store themselves and limit the amount of people we have in the building because the more space you have, the more distancing you can do and the less chance there is of spreading the virus should it arrive here.

"So far, as far as we know, thank God it's not here.

"God forbid but, if that virus does make it here, with our small communities and the overcrowding we have in some homes, it will be rampant in a short amount of time."

Woodford said, should the virus ever arrive in the Kivalliq, he worries that the health-care system in the region will not be able to deal with the workload.

He said there's still been no cases of hoarding at the store and he expects it will stay that way, at least for the immediate future.

"People are just going about their business as usual.

"Most of the people around, by now, understand hoarding toilet paper, for example, is a ridiculous thought for COVID-19.

"Even if it does show up here, I don't think people will go into panic mode and buy every roll of toilet paper I have in the warehouse. That won't happen here.

Woodford said it's terribly difficult for people to totally insulate themselves against COVID-19 because society still has to function.

He said he's confident the Kissarvik Co-op is doing all it can to help

the current situation.

"We're also giving priority shopping to our elders because we don't want to limit the time they can shop at our store.

"Telling the elders, for example, they can come between 8 and 9 a.m. is kind of telling them when they have to come to shop and I don't want to do that.

"I want to respect our elders, so

they can come to the store when they please and, when they're ready to go to the till, we'll give them priority service and get them out of the store as quickly as possible.

"That's respecting the elders while, at the same time, looking out for them because we know they're vulnerable to the virus should it ever be here and we want to do what we can to take care of them."

It's one thing to have a personal opinion on a matter, it's quite another to refuse to follow precautions because you don't "believe" COVID-19 poses any real threat to the Kivalliq because it's not here now and everything appears to be normal.

In today's world, things are not normal and the dangers posed by this silent killer are all too real.

Those sloughing off the threat and not taking the danger seriously are putting at risk everyone in their community and the entire Kivalliq for that matter.

And we're not talking the flu shot here either, where the bug Sanikiluaq may have skipped Australia and is laughing at the fact your flu shot can do nothing to help stop its spread, herd immunity or no herd immunity.

COVID-19 is a different animal altogether and is relentless in its attack.

At present there is no vaccine or natural health product authorized to treat or prevent against COVID-19, although there are at least 30 countries and academic institutions currently trying to develop a vaccine.

Former Naujaat teacher reflects on teaching on the waves

It was quite the experience travelling with Class Afloat for former Naujaat teacher and cadet leader Lloyd Francis, who left Naujaat in 2018 after spending five years in the community.

Francis had 60 students from 17 countries, about half of whom were Canadian, on board the Dutch vessel Gulden Leeuw (Golden Lion) with him during his first year.

There were 60 students representing 14 countries during the first three months of this year's school semester, when Francis had to return home due to medical concerns with his mother.

Francis taught high school social studies, global geography, global history, political science and Canadian history on board the vessel.

He visited about 30 countries during his tenure, a number of them twice, with Class Afloat beginning and ending its travels each year in the capital of the Netherlands, Amsterdam.

Francis said there were a number of differences between teaching on board and teaching in a regular classroom, including the lack on internet resources on the vessel.

He said that meant having to acquire all his teaching resources either from the previous teacher, the books on board the ship, or by downloading items while in port.

"Once we left port, we really had no connection with the outside world," said Francis.

"There were, obviously, connections in case of emergencies and things of that nature but teachers had no access to that, so we really had to have everything prepared before we left because sometimes we'd be at sea for up to two weeks at a time.

"You also had to be a little flexible because students would get seasick, which meant you had to have lessons prepared that were a little bit easier for the students for when the seas were rough.

"The biggest thing my students and I learn-

ed, some maybe the hard way, was that you do as much work as you can when you're feeling good, so you have as much as possible done beforehand when storms hit or you've become seasick."

Available space was also a challenge on board the vessel and, sometimes during a class, everyone would be needed out on deck to conduct a sail manoeuvre, especially during a storm.

Francis said one thing he learned during his time in Naujaat was to be flexible with his teaching methods and that really helped him while on board the Gulden Leeuw.

He said he's disappointed a planned visit back to the community in the coming month had to be cancelled due to COVID-19.

"My girlfriend and I were going up for four or five days to visit people I know in Naujaat, visit the cadet corps there and just kind of see how things are doing.

"It's been almost two years since I've been there and I miss Naujaat, which I consider my second home."

Francis said he taught his students a lot about Nunavut while on the ship.

He said the students were really curious to learn about Nunavut and the students from countries outside of Canada were quite curious to learn about the Arctic in general.

"On Nunavut Day, we actually raised the Nunavut flag on the ship and the students thought that was a very cool thing to do.

"While in Naujaat, I'd drive my snowmobile out onto the land and turn it off just to listen to the complete silence.

"It was kind of like that on the ship too, when we were out in the middle of the Atlantic Ocean, when you'd look around and it would show you just how vast the world really is."

Francis said there were more challenges during his time with Class Afloat than he might have thought of at first, but nothing came up that he couldn't handle.

He said, overall, the experience was pretty much what he expected.

"You really bond with the students – you get really close with them – because you are all part of the crew.

"You live, work and eat with the students

and the rest of the crew, so you get to know everyone quite well. You're kind of like a family really.

"It was a big change going from the Arctic Circle to the Atlantic Ocean, but it was definitely something I'm glad I did for the past year and a half."
