AEM to implement Covid-19 testing Nunavut Due to the remote nature of its Nunavut operations – requiring frequent travelling and the accommodation of employees in camp facilities – Agnico Eagle Mines (AEM) announced on April 5 that it is moving forward with a pilot project to implement Covid-19 laboratory testing at its Nunavut operations.

A press release issued by AEM stated the purpose of the pilot project is to provide a rapid and accurate Covid19 test to its employees working at its Nunavut mines and to help protect surrounding communities.

The release further stated the lab is able to confirm if a person is positive with Covid-19, even if the individual doesn't show any symptoms. The test is performed on a voluntary basis for employees and contractors working at an AEM site.

AEM is working in close collaboration with project leader Dr. Gary Kobinger, Ph.D, who arrived at the Meliadine site near Rankin Inlet with his team of experts on April 5, with testing scheduled to begin the following day.

Planning is underway to expand the pilot project to AEM's Meadowbank Complex near Baker Lake as soon as possible, the release stated.

Luring a child allegation Rankin Inlet Police have arrested and charged a 28-year-old Rankin Inlet man with making explicit material available to a child Section 171.1 (1) CC and luring a child Section 172.1(1) CC. Allegations of possible child pornography and inappropriate intimate explicit images being shared online were investigated by the Rankin Inlet detachment of the RCMP with the assistance of the V Division Specialized Investigative Team on Jan. 22.

An RCMP press release stated as a part of the investigation, the Rankin RCMP executed a search warrant at a residence in the community on April 3 that led to the arrest.

The man appeared before a Justice of the Peace and was released on conditions. His next scheduled court date is Aug. 10, in Rankin Inlet.

Generosity continues Rankin Inlet In addition to Rankin Inlet's pizza movement featured in this edition of Kivalliq News, the Slapshot Canteen, in partnership with longtime Rankin resident Shawn Maley, spread a little Easter cheer by giving out 38 Easter dinners of turkey, mashed potatoes, stuffing, honey dill glazed carrots and muffins to families in the community who could use a boost.

Families were able to pick-up the dinners at 6 p.m. this past Sunday, April 12.

"I'm happy to say ... our community members are watching, helping and reminding each other of just how serious this all is," says Steve England, Arviat's senior administrative officer.

Hamlet authorities proud of Arviatmiut during crisis

Folks in Arviat have really pulled together to make the best of the challenges faced in warding off Covid-19, said the community's senior administrative officer.

Steve England said the hamlet, itself, has done all it can to make life a little easier for people. He said it's been a real team effort on many levels to put precautions in place and, hopefully soon, get everyday life back to normal.

"Our community members are doing a phenomenal job in dealing with the situation," said England. "It's amazing.

Everyone's doing their part here from the citizens, to the retailers, the hamlet and the various Government of Nunavut (GN) departments.

"The hamlet went out and delivered 640 cleaning kits a couple of weeks ago, one for every household and, this week, we're going out with between 300 and 400 food hampers for people in need.

"We also have $45,000 worth of games and toys on the way to deliver to all the kids in the community to help keep them busy while they're at home and we're also getting ready to distribute another

cleaning kit.

"We held a unique community bingo practising social distancing that went over really well, so we're planning to hold another one fairly soon."

England said the hamlet has spent a tremendous amount of money battling Covid-19, which it intends to keep-up as long as necessary.

He said hamlet administration has been very proud and very happy to see how Arviatmiut have reacted to the pandemic.

"The GN has passed along $90,000 – which is great – that we put toward the food hampers.

"To date, we've probably spent about $150,000 in cleaning supplies, food and toys and activities for the kids. We know there will be more support coming.

There's no doubt it.

"Nunavut Tunngavik Inc. also passed along $50,000 to every community which – while I understand they wanted to get it out quickly – was, sort of, unfair to all the larger communities like Arviat.

"We received a lot less per capita, but we're hoping that gets corrected in the future. And we're still waiting to see what the Kivalliq Inuit Association is going to

do for the beneficiaries in the community and we hope to hear something on that quite soon."

England said it's easy to see that everybody, every organization, is doing what it can right now which, he said, is quite amazing.

"We've been meeting on a weekly basis with all the retailers in town and everything is good to report on that side of things.

"We're watching the situation closely with them and the hamlet has done some bulk buys on hand sanitizers, masks, gloves paper towels and toilet paper, so we could fill the gaps in the short term, just in case there ever is a problem.

"There's always a few in any community who don't listen, but I'm happy to say we have very few in our community like that and our community members are watching, helping and reminding each other of just how serious this all is.

"We have about eight playgrounds systems and I drove around one night with my wife and daughter and there was not one child in one playground – it's not always like that, but, in a community with 1,100 kids, it shows the vast majority of people are doing their part."

Food bank offerings Baker Lake The Abluqta Society will be holding a food bank on Thursday, April 16, from 1 to 5 p.m. at the Abluqta building, 2055 4th Avenue (next to the Agnico Eagle Mines office) in Baker Lake.

Elders will be served 1 to 2 p.m., while others are asked to please call 793-2307 for a pickup time.

The next regular food bank in Baker Lake will be held on May 15.

Any family or resident in the community who is in desperate need of emergency supplies between regular food bank dates, is asked to please leave a message at the aforementioned number.

There will be an emergency food pickup on May 1 at 11 a.m. The are limited quantities, so emergency only.

Remember to practise physical distancing (6ft/2m) when picking-up food. One person per family, please and no children.

From what we know about Covid19, even if teachers go into quarantine outside the territory for two weeks before coming back there is no way to absolutely guarantee that none of those teachers will bring Covid-19 back with them.

Pizza movement continues to grow in Rankin Inlet

A small, kind, community gesture by an anonymous female donor continues to grow into a full-scale movement of generosity in Rankin Inlet.

It all started when Troy Aksalnik of the Terence Tootoo Memorial (TTM) senior men's hockey championship committee happened to hear of an eight-pizza donation for those in the community who might appreciate a helping hand at the Slapshot Canteen.

The canteen is currently the sole tenant of Rankin's new arena with everything shut down due to Covid-19.

Aksalnik thought the gesture was a great idea and, after checking with his fellow committee members, he donated 22 pizzas to be distributed in the community the same way on behalf of the TTM. Since that day on March 25, the number of pizzas being donated to the same cause has Slapshot Canteen owner Chadd Burrill matching one donation and struggling to keep up with the rest of the pizza orders for those in need – at least if he intends to ever make anything else on the menu.

Burrill said at first he

couldn't believe the number of people coming forward to join the pizza movement.

Then, he thought to himself, "Of course it's going this way. It's Rankin Inlet," and raced to get back to his oven.

"Holy shite, man, it just blew up and got really crazy," said Burrill.

"That one lady, I mean, one lady wanted to do something nice for the community and donated those eight pizzas and it just skyrocketed from there.

I'm still getting requests from people who want to donate too.

"I was starting to get a little freaked, you know, I'm like really the only place open, so I'm telling people I have to tone it down a little bit – which is not really what I wanted to do in my heart, you know – but I have to get some more product in.

"It's just my daughter and I working now and it got to the point where we really couldn't keep up with that – to do so we'd have to shutdown completely and I still have a full-service here that I have to attend to – but God bless the people of Rankin for it reaching this point."

Burrill said they pumped out more than 60 pizzas in the first few days to meet donor orders, but more requests start-

ed to overwhelm what he and his daughter, Destiny, could keep-up with.

He said he and Destiny have also respected the wishes of those donors who don't want to be identified.

"I kind of think, they, you know, deserve credit for their generosity and helping this way, but it's their wish to remain anonymous and we have to respect that too.

"I said I'd match one donation of five pizzas and then somebody else called to say they were going to match it and then somebody else called to pay for those.

"I told them I already was paying for those so they told me they'd order another five and it just kept on going, going and going.

"What a good feeling for the community, the support and everything else – it even brought a tear to my eye, you know, it was a very emotional feeling how the community came together – and they still want to do more."

Burrill said he'll be honouring pizza donor requests again in the near future.

He said he'll do whatever he can to help keep the wave of community generosity going and that means more cleaning, more sanitizing and social

and I, to meet all our take-out orders for three hours a day and eight to 10 orders on the weekend.

"It feels like I waited my whole life to do this – and it's a freaking honour to be part of this community."

A little ray of sunshine made its way through the Covid-19 precautions to put a smile on the faces of Elders in Chesterfield Inlet earlier this month.

A group of community volunteers paid a visit every Elder in the community to present them with a Happy Easter gift pack sent courtesy of the Northern Canada Mini Projects Facebook group.

Not enough people in Rankin Inlet taking Covid-19 seriously: fire chief 'We have to be even more vigilant for the next three or four weeks'

Rankin Inlet is well ahead of the curve at the moment when it comes to preparedness for Covid-19, should it ever invade the community, said the Manager of Protective and Emergency Services.

Mark Wyatt said the community had the advantage of extra time to prepare for Covid-19 due to being so isolated and the combined planning efforts of the fire department, the hamlet, Public Health and the local health centre.

He said the group has been meeting for a month now and implementing plans to deal with the situation should there be a Covid-19 outbreak in Rankin.

"We've set up a temporary screening centre at the drop-in centre which is not is use yet but quickly will be should the need arise," said Wyatt.

"We have two quarantine sites established at Kivalliq Hall and the executive suites at Nanuk Lodge.

"That would give us 36 beds between the two and our arena is designated as an emergency treatment facility, if necessary, so, if things got really bad, we'd be able to set up a temporary field hospital there. We've also recruited a corps of volunteers who we're beginning to train now to be able to help out in the case of an emergency – so we're planning pretty well and public health has begun testing a fair number of people, so right now, we're doing pretty good."

Wyatt said a lot of people in the community are taking the Covid-19

threat seriously, but there are some who need to start taking it a lot more seriously.

He said the reality of the situation is in a small community like Rankin that's so overcrowded in the housing department, one single case could end up infecting hundreds if it's not caught quickly and isolated.

"Then we have certain people who have returned from international travel, get in to Nunavut, are supposedly isolating themselves, but they're having people over and throwing parties.

"That's not the way to do this at all.

"Just because you're staying home, everybody that you bring into your home could potentially go out and start infecting people.

"We call people like that super infectors because those are the type of people where one person infects hundreds, like the bartender down south who was a positive case and, in one night, he infected 350 people."

Wyatt said Covid-19 is one of the most contagious viruses anyone has ever seen.

He said it's remarkable how quickly the virus spreads when it gains a foothold in a community.

"It can live on surfaces for up to 72 hours in some cases, so the protocols of social distancing, staying home and washing your hands and not touching your face are incredibly important.

"And, it amazes me that some people in this community just don't get it.

"You still see kids out playing with other kids and, if that virus gets

School decision set for April 21 Chesterfield Inlet teacher waiting on direction for high school plan

A number of teachers across the region have slowly started to get familiar with their classrooms and photocopiers again since the Government of Nunavut (GN) called Nunavut teachers in the south back to the territory earlier this month.

All school staff are expected to be back to work by April 21 when students could, possibly, return to school.

Education Minister David Joanisie made the announcement during a press conference on April 7, adding any teachers requesting to work remotely would be looked at on a case-by-case basis.

The decision on whether schools will actually reopen or remain closed, however, ultimately rests with Nunavut chief public health officer Dr. Michael Patterson, who is expected to announce the decision by April 21.

Nunavut schools have been closed due to the Covid-19 threat since March 17.

The decision to possibly reopen the schools has not been a popular one in some corners, with Nunavut Teachers' Association president John Fanjoy having already gone on the public record to say the GN should keep Nunavut schools closed for the rest of the school year during the Covid-19 pandemic.

It will be business as usual, however, if Patterson does open the schools, with students filing back to their classrooms to complete what remains of the current school year.

If not, teachers will still be expected back at work to plan for what Joanisie referred to as "report card season," and help develop and prepare continuity-of-learning plans (lesson packages) for students.

The GN allowed Nunavut teachers to start volunteering time at their schools as of April 7 in order to start preparing learning packages, provided no more than 10 staff members are in any one school at any given time and those in the schools strictly adhere to social distancing.

At the time of the GN recall, 93 Nunavut teachers were outside of the territory, with the majority of them being from schools in the Kivalliq region.

The teachers all require 14-day quarantine periods before returning to Nunavut, with the GN picking up the tab for their accommodation and meals in one of four designated southern Canadian hotels.

The quarantine period and accompanying medical clearance will make it all but impossible for the 93 teachers to be back in their classrooms by the GN's April 21 deadline, which was referred to as a "mandatory return-to-work date" in a letter sent to school staff members by the Department of Education.

"We were told, at the time, direction was forthcoming as to what we should include in the packages, but we haven't received that direction yet (as of April 10)," said Brocklebank.

"The last day of school for students in Ches-

ter is scheduled for June 4 and the last day for staff members is June 5.

"If the schools are opened, some of my students want to go back to finishing their science fair projects. I talked to some of them while passing by in the community, always maintaining our social distancing and they were still pretty pumped about science fair.

"So I told them we'll take a couple of days to

finish those off and then we'll try to keep going through the rest of our science curriculum."

Brocklebank will be preparing high school learning packages for his students.

"I'll definitely include whatever direction is given, as to what we should include in the student packages," he said. "I'll try to give my students the absolute best and most, that I can give them, as directed, in those packages."
