Alexandra Rudd passes

Rankin Inlet Alexandra Rudd passed away just after 5 p.m. on Saturday, March 5 after a lengthy battle with brain cancer.

Her mother, father and sister held her hands during her last moments.

Rudd had been hospitalized full-time as her stage 4 glioblastoma brain cancer continued to progress.

She was in the midst of raising money for this year’s brain tumour walk. Her family and supporters will continue promoting that cause and donations to the Brain Tumour Foundation of Canada. The fundraising initiative can be found on Facebook under the name Team Grey Wolf Virtual Fundraiser.

Her family thanked everyone involved in looking after her during the last few months of her life, including the nurses and doctors at the Kivalliq Health Centre, the Rankin Inlet Fire Department and other family and supporters.

Rudd was 28 years old.

Cellular access in arena now

Rankin Inlet The new Agnico Eagle Arena finally offers cell reception inside the building, thanks to new cell boosters installed atop the structure.

David Clark, recreation director for the Hamlet of Rankin Inlet, posted that the cell reception “will improve safety, enhance our community hosting large events like the Kivalliq Trade Show and so much more.”

He thanked the Kivalliq office of Economic Development and Transportation for supporting the project.

Chair, vice-chair chosen

Rankin Inlet The Rankin Inlet District Education Authority chose its chair and vice-chair at the March 3 meeting.

Albert Netser, formerly interim chair, was chosen as chair of the DEA by his colleagues.

“I won my first election,” he said with a laugh.

Sheila Schweder was named vice-chair.

Regular members of the DEA include Hannah Benoit, Ford Widrig, Atuat Shouldice, Rosemary Sandy and Cecelia Ayaruaq.

Rankin Inlet has an old-fashioned standoff on its hands: on one side, the hamlet council, committed to the enforcement of its vaccine passport bylaw; on the other, the district education authority, committed to its philosophy of unqualified school access.

In the middle are normal people who just want to use the Simon Alaittuq School (SAS) gym for volleyball and soccer.

Both sides blame the other for suspension of the hamlet’s evening gym programming at the school, and the hamlet council particularly wants to make sure the public knows whose fault it is.

Because the evening programming is a hamlet initiative, the council’s vaccine passport bylaw applies; and because the school is the DEA’s jurisdiction, the DEA wants to set the terms of its use.

Both sides are right in their convictions, and somehow both wrong at the same time, as the end result is not positive for basically anyone.

Thankfully, there’s something of a clumsy resolution: gym use at SAS can continue – you just have to book sessions individually, as the hamlet’s programming is suspended.

Pizzo-Lyall replaces Karlik Newly appointed councillor hopes to bolster infrastructure

Rankin Inlet’s newest council member comes with some diverse political experience.

Megan Pizzo-Lyall will be replacing Gabriel Karlik, who resigned at the Feb.

14 council meeting, for the remainder of the term until October 2023.

Pizzo-Lyall was a former city councillor in Iqaluit and ran for the Liberal Party in the 2019 federal election, finishing second to the NDP’s Mumilaaq Qaqqaq.

“I feel like I make good choices,” said Pizzo-Lyall, manager of operations at Atuqtuarvik Corporation.

“The team that’s there with council now, they’re doing great things, and I want to be part of that to be able to serve the community. I love Rankin.”

Following Karlik’s resignation, council decided to appoint a replacement and solicited candidates. Four emerged, with Pizzo-Lyall edging out Patrick Tagoona, Bernard Krako and Simon Okpatauyak in council’s vote at the Feb. 28 meeting.

Pizzo-Lyall said she wants to help advance capital projects and infrastructure needs in the community, such as the water system, as well as strengthening relationships with other organizations and businesses.

In Iqaluit, Pizzo-Lyall was proud to help work towards eliminating the city’s deficit while maintaining services. She found campaigning for the MP role an entirely different experience from being on council, with the challenge being to reach people in every community.

“Something that stuck out from that experience was that no matter what party you’re running in, or what you’re representing, at the end of the day, we all want to make Nunavut a better place,” said Pizzo-Lyall. “And at the end of the day, that’s what everyone on council is there to do.”

On Feb. 24, outgoing Pauktuutit president Rebecca Kudloo’s term ended after eight years and vice-president Gerri Sharpe stepped into the role as interim president.

Sharpe spoke to Nunavut News ahead of International Women’s Day on advances Inuit women have made and the challenges they still face. This interview has been edited for length.

Nunavut News: What are some recent achievements or advances for Pauktuutit you have seen?

Gerri Sharpe: A recent achievement that comes to mind is that Pauktuutit has secured $20 million in funding for a minimum of five shelters for Inuit women and children who are fleeing violence. After 38 years of advocacy by the organization, this was a very important milestone.

I also think of how much Pauktuutit has grown, even just in the time I have been involved. We have gone from 15 staff to almost 50! This is a testament to the work the organization does.

Nunavut News: One of Pauktuutit’s goals has been change aimed at reducing violence against Inuit women and children, ranging from advocating for more women’s shelters, getting the RCMP to commit to policy reform, more addictions and mental health resources. Have any of these matters seen any substantial change?

Gerri Sharpe: At our 2020 AGM, Pauktuutit Inuit Women of Canada called on the federal government to make a commitment to provide a minimum of $20 million towards the building of five new shelters in Inuit Nunangat, – one per region, and one in Ottawa for Inuit women and

children fleeing violence.

One year later, this commitment was realized with the new funding announcement in the November 2020 Fall Economic Statement, which included Inuit-specific shelters to improve the safety and security of Inuit women.

Our Pinasuqatigiinniq Agreement with the RCMP is a step in the right direction and serves as a foundation to build a cooperative relationship with Inuit women and gender-diverse peoples.

Together, we will continue to prioritize and take action on the 46 Inuit-specific Calls for Justice. Recently, we have reviewed, and provided analysis on, the Guides for Families of Missing Persons and Families of Homicide Victims as well as working together to ensure a GBA+ (Gender-based Analysis) lens is applied to the development of the Body Worn Camera training.

Nunavut News: What are some challenges Inuit women continue to face here in Nunavut and other places?

Gerri Sharpe: Inuit women continue to face challenges while accessing health care within Inuit Nunangat. The lack of health infrastructure in Canada’s North, where most Inuit reside, creates a system that forces women to leave their home communities.

The revitalization of Inuit midwifery is one effective tool to confront anti-Indigenous racism in Canada’s health care system and to eliminate the existing gap in health outcomes for Inuit women, gender-diverse people, and our families.

It allows for a system that is more inclusive of our distinct needs. This can help strengthen our communities as a whole.

Another significant challenge is the lack of Inuit women’s leadership. The past half century has seen major advancements in gender equality

and diversity in Canada, yet Inuit women continue to be under-represented and unrecognized for their roles in leadership. While Inuit women’s organizations like Pauktuutit are now invited into decision-making rooms, most often Inuit women are still denied a seat – and a vote – at the tables.

This is true at the community, regional and national levels, where the capacity and talents of Inuit women and Inuit women’s leadership to address critical challenges are too often diminished or untapped.

Pauktuutit’s Inuit-specific GBA+ Framework has already begun to address these critical challenges and create systemic change.

Nunavut News: What would you like to say to Nunavut on International Women’s Day? Gerri Sharpe: Inuit women are in the best position to ensure that opportunities reflect the distinct Inuit cultural values and practices.

When Inuit women participate fully in public life, we all benefit from the diversity of their knowledge and experiences. It is important to ensure the inclusion of Inuit women’s equal participation across Canada, to create meaningful change, for all generations.

Nunavut News: Is there anything else you would like to say?

Gerri Sharpe: Remember to stand tall and be proud of who you are. We are Inuit, are all humans and we are alive. We are here and we’ve got this.

We can only move forward as a healthy community as a whole community. We need women and children to also thrive together. We cannot do this alone. We need all of our communities to support us. Together, we’re stronger than ever.

Council eyes end date for vaccine passport Mayor says it’s ‘creating enemies’ in the community

Rankin Inlet’s council appeared to be eyeing a potential April end date to its proof-of-vaccination bylaw at the Feb. 28 council meeting.

The discussion was triggered from a delegation by resident Kevin Sanguin, who presented council with a legal opinion from an Alberta law firm that declared the hamlet’s bylaw “unconstitutional because it is overbroad, disproportionate and arbitrary.”

The Crosson Constitutional Law opinion went on to say that the bylaw constitutes a disproportionate limitation under Section 1 of the Canadian Charter of Rights and Freedoms and breaches human rights law.

It noted that the two exceptions to the bylaw – which bars access to hamlet facilities and programs to people 12 and older who are not fully vaccinated – were to attend a vaccine clinic and make a payment or apply for a program.

“There’s no alternative way to comply with the bylaw, such as proving natural immunity or by engaging in regular testing,” wrote Crosson Constitutional Law. Sanguin, a 34-year resident of Rankin Inlet, said he is fully vaccinated and boosted but the bylaw means his unvaccinated sons – 13 and 16 – cannot enter the arena.

“I have two small boys who can’t go to the arena or any other thing that the hamlet does because they’re not vaccinated,” he said.

Sanguin went on to say he respected council and how the local government handled Covid from the start, but said the council could now lead in making changes and asked the hamlet to revoke the bylaw.

“What we’re losing now by the restrictions is more than what we’re gaining,” he said. “Covid’s here and we have no choice but to learn how to live with it. We don’t have the luxury of saying if we separate everyone, that we’re going to overcome Covid. That turns out not to be true.”

That delegation led to an open discussion on the bylaw later in the meeting.

Coun. Justin Merritt said he has read lots of legal opinions but if he was going to change his mind about the bylaw, it would be “because of the people in the community,” not this legal opinion, noting the hamlet wasn’t being sued.

“I still have the conviction that we did the right thing and should continue to do the right thing,” said Merritt, suggesting that the hamlet continue the proof-of-vaccination bylaw through March

and look at potentially ending it in April with a new season and new fiscal year.

He added that part of the intention of the bylaw originally was to open up activities in the community, but the Government of Nunavut put a damper on that with its territory-wide gathering restrictions just before Christmas.

Coun. Lynn Rudd agreed, saying the hamlet hoped to run more games during Christmas, but the GN “tied our hands up.”

Even if the bylaw were removed, she added, the territorial government could come up with new restrictions anyway. She agreed with Merritt to take a measured approach in watching what happens with new information and which way the territorial government decides to go.

Senior Administrative Officer Darren Flynn echoed some of those challenges in balancing community objectives with territorial mandates, saying it can be hard to get information out of the GN about what direction they’re going.

“There is a real strong lock on how the GN manages its communications and how it communicates directly with local governments,” he said.

Coun. Daniel Kowmuk said he would be happy to reconsider the bylaw for April but wanted to keep it while case counts were still fluctuating.

“The way I look at it, our bylaw made a huge difference,” he said.

Coun. Kelly Lindell said, “We really have to look at moving forward away from the bylaw,” noting the number of unvaccinated people in Rankin Inlet was quite low.

“The rest of Canada is moving forward in opening up their doors and somewhat getting back to normal.”

She said she was okay with waiting a month but was edging toward the line of wanting to take away restrictions.

Mayor Harry Towtongie expressed perhaps the most concern with the bylaw at the meeting, asking, “Can we just revoke this bylaw and just do what the CPHO says, because that’s what we’re doing anyway?”

He said the bylaw was “creating enemies in our community” and felt like it was hurting some of the young people.

Flynn noted that the bylaw would take three readings to revoke, though that could be done through special meetings and wouldn’t necessarily mean waiting for three regular council meetings to end it.

If the GN ends the state of emergency, that would immediately end the bylaw as well.

passport rule – would be enforced.

On Feb. 25, DEA office administrator Deanna Fitzpatrick emailed hamlet recreation director David Clark that with the updated guidelines from the Chief Public Health Officer and easing of some restrictions coming Feb. 28, the board would allow the return of evening recreation sports programs at SAS – on one condition.

“There is one mandatory, non-negotiable condition that is required going forward,” wrote Fitzpatrick. “The board will not allow the requirement of proof of vaccination passport under Bylaw No. 326 to be enforced in the schools. The schools are an inclusive environment and all programs within the schools must be open to all members of the community.”

Clark forwarded that email to Senior Administrative Officer Darren Flynn, who in turn sought guidance from CPHO Dr. Michael Patterson.

According to an email presented to council, Patterson replied that his interpretation of the situation is the hamlet can mandate proof of vaccination in the community and the DEA cannot choose whether or not to enforce it.

“If they open to the general public or to after-hours activity they have to do so in a way that meets both the public health orders and local bylaws,” wrote Patterson.

Hamlet council discussed the conflict at its Feb. 28 meeting.

“The DEA hasn’t made a right decision in 10 years,” said Coun. Justin Merritt, “so why would they be right on this?”

He suggested the hamlet close down the program for the next month while the council reviews the bylaw – which members indicated could be revoked as early as April after more information is gathered – and make sure the public knows why the program is on hold.

“The DEA put a gun to our head to make

a decision,” said Merritt. “They gave us no flexibility to carry on for another month.”

He went on to call the education board “nothing but uncooperative” and said, “Nobody’s going to put a gun to my head and tell me to change things.”

Later that week, the DEA met on March 3 and discussed the conflict as well. Chair Albert Netser said the board received an email from Flynn echoing the discussions in council, informing the board the hamlet’s gym program at SAS would be shut down indefinitely.

The DEA, for its part, decided to stick to its guns as well.

“It’s the discriminating part that we don’t agree with,” said Netser, calling attention to a hamlet posting earlier in February that expressed dismay at the DEA’s direction and emphasized the importance of exercise to improve mental and physical health in the community.

“All at the same time the hamlet is saying that they care about the mental and wellbeing of the community, but we cannot go in there because of a vaccine status,” said Netser. “They’re creating two societies now.”

Ford Widrig, who swore in as a new member of the DEA earlier in the meeting, said the vaccine passport bylaw was why he left the Rankin Inlet Fitness Society.

“That was a hamlet facility,” he said. “Bylaw 326 was not something I agree with. I didn’t feel comfortable volunteering my time to an organization that operated under those circumstances.”

By the end of the discussion, the DEA clarified that people and groups are still able to use the SAS gym for sports, vaccinated or not – they just have to individually apply with the DEA to book a time, but the hamlet’s program with open timeslots is currently suspended, as it would fall under the bylaw.

We Care initiative sends students home with hampers

Sending Maani Ulujuk Ilinniarvik students home with hampers on Feb. 25 was about more than providing a few good meals.

“When you look at it, this is an organization within a bigger organization,” said principal Olusoga Tomoloju. “In other words, it’s a community within the bigger community. There has to be collaboration, partnership and so on for our students to thrive and for us to meet their learning needs.”

Supporting students goes beyond in-school activities. It extends to supporting their families and the community at large, he said.

Every student had the opportunity to take home a hamper – reusable bags so stuffed to the brim that several broke and needed to be re-bagged before youth could take them home – for the second time this school year. It’s part of an initiative the school has dubbed We Care. The hampers contained ham, ground beef, bread, mashed potato and many more items that families need.

Tomoloju said he wants to send a message to the community that the school cares.

“We understand that there are families that really need a little bit of help, so we don’t take it for granted,” he said, adding that the Rankin Inlet District Education Authority provided the funding necessary.

The response is always phenomenal, he added.

“You can tell with the love, the hugs, the smiles, the thumbs up, it’s a reflection of the acceptance of the initiative,” he said.

It also plays into the reciprocal nature of school-family relationships — furthering collaboration and support between families and the school, noted Tomoloju.

“Anything we can do to support our family, that’s why we’re here,” he said. “It doesn’t have to be academic only.”

That all comes down to the core of MUI’s philosophy: Maslow’s hierarchy of needs, represented by a pyramid displaying the foundational blocks needed for people to reach their creative potential.

“If the physiological and the psychological needs are not met, learning cannot take place,” said Tomoloju. “There has to be food in the tummy. They have to be socially OK.” The school is hoping to hold another We Care hamper giveaway before the end of the year.

KIA board meeting talks hydro-fibre link, land use plan

With loosening restrictions, the Kivalliq Inuit Association’s board of directors got to meet in person again March 1 and 2 in Rankin Inlet, the first time since August 2021 in Naujaat.

On the agenda were board and department reports, appointments and discussion of KIA’s Legacy Fund – monies stored away for the future – but what stole the show as expected for the organization was the Kivalliq Hydro-Fibre Link project.

President Kono Tattuinee called it a nation-building investment, and was “out of words” when it appeared on the federal budget last spring.

“That’s a big one for us,” he said after the meeting.

The Kivalliq Hydro-Fibre Link would be a 230kV electric

transmission system extending from Manitoba into the Kivalliq, delivering reliable renewable energy and broadband internet service.

KIA is working with consultants and staff on the project daily, and some of the work now is negotiating with the Dene and Cree nations in Northern Manitoba about the fibre link passing through their land.

“We have to go through their territory, so we’re still working on baseline studies and making sure we have MOUs (Memorandums of Understanding) made up so we can understand each other a little more,” said Tattuinee.

As health regulations ease and gatherings are more freely permitted, KIA also aims to tour the communities to discuss the Nunavut Land Use Plan.

“We have a lot on the go,” said Tattuinee.

He hopes to see the board meet two or three more times this year.
