Vaccine passport required

Arviat Everyone 12 and older will have to show proof of vaccination to enter municipal buildings in Arviat as of Monday, Dec. 6.

The hamlet announced the decision on Facebook and disabled comments on the post.

“In order to access hamlet buildings, you will be required to present a proof of vaccination card or QR code before entering,” wrote the hamlet on Facebook. “You may also be required to present a photo ID if needed.”

Unvaccinated people can still use hamlet services if they call to make an appointment beforehand.

The vaccine passport will not apply to those younger than 12 for the time being.

The hamlet will accept requests for accommodation for anyone unable to get fully vaccinated.

Requests must be made in writing to the senior administrative officer at sao@arviat.ca.

Arviat is following Rankin Inlet, which enforced its municipal vaccine passport Nov. 30.

Boil water advisory lifted

Rankin Inlet The Department of Health has lifted the boil water advisory for Rankin Inlet effective, Friday, Dec. 3.

The advisory was first issued Nov. 19 as a precautionary measure due to scheduled maintenance on the water treatment plant.

While it was in effect, Rankin residents had opened watering holes at Ijaralik for people to get fresh water, and the hamlet kept the road to Ijaralik clear.

Covid-19 restrictions eased again

Coral Harbour With no new cases of Covid-19 in the past two weeks, Nunavut’s top doctor is easing restrictions in Coral Harbour.

“It has been two weeks since we last eased measures in Coral Harbour,” said Dr. Michael Patterson, Nunavut’s chief public health officer.

“There have been no additional cases of Covid19 identified. It is now safe to ease restrictions again,” he said.

Effective immediately: • No limit to outdoor gatherings.

• Indoor gatherings in dwellings are limited to 15 people, plus household members.

• Indoor public gatherings, including conference spaces and community halls, are limited to 100 people or 75 per cent capacity.

• Libraries and galleries are limited to 25 people or 50 per cent capacity. Group tours limited to 25 people.

• Gyms and fitness centres are limited to 25 people or 50 per cent capacity, group sessions limited to 25 people.

• Places of worship are limited to 100 people or 75 per cent capacity, no singing.

• Arenas are limited to 50 people or 50 per cent capacity and 50 spectators.

• Restaurants and licensed establishments may open to 75 per cent capacity.

• Group counselling sessions are limited to 20 people.

• Long-term care and Elders’ facilities may have two visitors per resident, masks mandatory. Immediate family only.

Anyone who develops Covid-19 symptoms is advised to call the Covid hotline at 1-888-975-8601 between 10 a.m. and 6 p.m. EST, or notify their community health centre right away by telephone.

Judging by Facebook comments, you wouldn’t guess 74 per cent of voters chose to have a beer and wine store in Rankin Inlet in a 2017 plebiscite.

Of course, that 74 per cent was derived from only a 38.5-per-cent turnout at the polls, meaning the votes in favour of the store represented roughly 28 per cent of Rankin Inlet’s eligible voters at the time.

As usual with democracy, a passionate minority can outvote an apathetic majority.

It’s everyone’s right to be apathetic, and not voting is simply an endorsement of whatever outcome people who care more decide.

Now that the store is a reality, social media buzz seems weighted in the other direction. Most comments on the Rankin Inlet news page expressed sadness and pessimism about the store.

At the end of it, we need to remember that we are all humans, we all have addictions – some more dormant than others, some worn on our sleeves and others hidden – and our first instinct should be to understand, empathize and help, if needed.

So, like it or not, the store is a reality. Let’s start off by giving the benefit of the doubt on this clean slate.

Helping one another out

Men’s healing group meets weekly to support each other

Through music, sharing and prayer, a healing group in Rankin Inlet is providing a safe place for men to work through their lives together.

“What we focus mainly on is just getting together as men and having a time of sharing,” said Jared Osborn, who started the group in June this year.

The group meets Thursday evenings at the Anglican Church, with about 10 people joining each week on average.

It’s informal and there are no requirements on participants: all men are welcome to drop by,

share if they’d like or just enjoy some music and camaraderie.

“That’s part of our spiel,” said Osborn. “We say that everyone’s welcome to share, but nobody has to share anything. If they just want to come and observe and don’t feel that they have anything to share or that they’re ready to share, that’s totally fine too.”

He started the group because of the amount of challenges the Rankin Inlet community has faced this year and the need for people to have a safe, confidential place to gather and support each other. The group hopes to incorporate activities, like hunting or boating, in the future.

“What I hear from a lot of people is it helps to get things out in the open,” said Osborn. “We

make sure that we hear each other out and we encourage each other. It helps just to be able to get those things off your chest and have somebody to listen so that we don’t feel alone.”

Participants are invited to share about anything, whether it’s a heavy subject or not. Osborn said sometimes the things people share are intense, and other times there’s open discussion about how to be a better husband and father.

Men of all ages are welcome to drop by and see if it’s for them. The group meets at 7 p.m.

“We’re not a bunch of guys who think that we’re super great or anything. We’re just ordinary people trying to help each other out and help each other work towards healing,” said Osborn.

Oral history caught in the nick of time Arviat traditional place names maps make their way to homes

Traditional place names maps are on their way to Arviat homes, thanks to the work of local Elders and the Nunavut Heritage Trust.

The maps are part of a long-running project by the organization to collect traditional place names and create maps for each community or region in Nunavut. The trust has documented more than 10,000 traditional names since beginning this effort 20 years ago.

Many Elders contributed to the Arviat map during the trust’s community engagement sessions, but one sticks out: Donald Uluadluaq.

“We were told we better hurry up and get there because he wasn’t going to be alive much longer,” recalled Lynn Peplinski, traditional place names manager for Nunavut Heritage Trust, while she and her team were compiling information for the Arviat map.

She quickly made plans and got on a plane to meet him in the nursing home in Arviat with his daughter. Uluadluaq was connected to an oxygen tank and needed frequent naps, but over the course of seven days, Peplinski and her team went through every name on the map with him.

“He passed away 10 days after we left,” she said, noting how close the timing was.

The Arviat maps have something previous ones don’t, too: they’re waterproof. Two copies of the map will be sent to every household in Arviat.

Peplinski said there are remarkably few conflicts that arise in place names during her community tours. Most Elders have clear ideas of what’s what, and if they don’t, they suggest the right person to talk to.

“The Elders that we work with are so care-

ful to make sure that what is written down is exact,” said Peplinski. “What usually happens is they’ll identify names for a certain area, and then they’ll get to a boundary and they’ll say, ‘Beyond this point here, you really should talk to so and so.’ So even if the person might know the names beyond the boundary, they don’t feel like they’re an authority.”

What separates Indigenous naming conventions and European ones, explained Peplinski, is that Indigenous names tend to describe the area – “big mountain” or “good place to hunt seals” – whereas European names tend to refer to travel sponsors, kings or other people.

“It’s a very interesting difference between the European way and the Indigenous way of naming places,” said Peplinski, adding that the Indigenous way makes “the land come alive.”

It is rare to find Indigenous places named after people, but there are a few, such as Mittimatalik, or Pond Inlet, which is named for where the remains of Mittima are. Otherwise, Inuit would not traditionally name places after people because they didn’t want to give the sense that any single person owned that land.

In Arviat, and commonly in Nunavut, the sad truth is some of the traditional names will never be captured, as they were lost when Elders familiar with those areas passed on.

What’s important for Peplinski now is that this project doesn’t end with waterproof maps, as nice as those may be – she wants the Indigenous place names to be the official names with the Government of Canada.

“It’s really important that these projects follow through to the end, the end being that the names become official,” she said. “As long as the names are not official, they’re vulnerable to being lost.”

Solar-powered cabin sparks passion for energy efficiency GN offers grants to purchase renewable energy systems for homes and cabins

After a Rankin Inlet man installed solar power in his cabin, he asked himself why he took so long getting into the 21st century.

Jackson Lindell got the idea from another resident in town, and being a handy and curious businessman himself, he investigated further for his own cabin.

“He explained it to me a bit and showed me the simplicity of it in his cabin and I was like, OK, why am I not doing this?” said Lindell.

“So I found a very small system, got a battery and put it in my cabin. And the usage of it was instantaneous. The battery was charged and hooked up to our cabin and voila, we had electrical power without running the generator. It kind of made me think why I hadn’t been doing this for the last 10 years and why I’ve been such a Neanderthal.”

That was in 2018, and he’s since become passionate about renewable energy and an advocate for “green” conversions at cabins.

Cabins have a few main requirements for power, he said: charging electronics, keeping the lights on and powering appliances like TV and satellite.

His solar battery covers most of those needs, depending on how much energy is needed on a given day.

“You may have to turn your generator on, but the system is designed so the electricity you’re getting from the battery and your generator are combined into one,” explained Lindell. “So it’s very easy to go from one to the other.”

Though cabins aren’t widely used in the heart of winter, solar batteries still provide enough power to keep a charge with what little sunlight

is available, he said.

His cabin is just outside of Rankin Inlet and his usage needs aren’t huge. Another benefit Lindell has found of installing solar power is that it’s made him much more conscious of energy use.

“It really teaches you how to conserve your electrical usage,” he said, adding that it almost becomes a game to manage power wisely. “You learn pretty quickly to turn off all the lights when they’re not being used,” as well as unplugging appliances.

For him, it’s turned into a passion.

“When you really get into it, you start looking for ways to be more efficient,” said Lindell, who made other changes like switching from tungsten to lower-wattage LED lights.

“You start to play with what you have, and it becomes a passion to see how efficient you can become. And not only that: you start to realize how easy the system is. When you start to understand all the components to the system, you can see where you could add more storage or more charging capabilities. So it’s one of those satisfying things in your life where you really do feel like you’re making a difference.”

He hasn’t installed renewable energy in his home yet because it’s considerably more technical; instead, he now sells packages for solar installation in cabins. He’s sold eight or 10 of them in Rankin Inlet and says they cost a couple grand for the smallest package.

The Government of Nunavut recently announced a grant program to install renewable energy systems at cabins and homes. Owners can apply to the Department of Environment’s Climate Change Secretariat for a one-time grant of up to $5,000 to install solar or wind power systems. Homeowners can apply to Nunavut Housing

Corporation for a one-time grant of up to half the cost – to a maximum of $30,000 – toward a solar energy system.

When it comes to installing renewable energy on a home, homeowners require Qulliq Energy Corporation’s approval to join the Net Metering Program, which gives renewable energy generators credit for putting surplus energy into the power grid.

Casey Lessard, manager of communications, education and outreach for the Department of

Environment, said as of Nov. 30, the Climate Change Secretariat had received about 40 inquiries for the cabin program.

“A total of 28 Nunavummiut from Rankin Inlet, Iqaluit, Kugaaruk, Kugluktuk, Whale Cove and Arviat have applied for the grant,” he stated in an email.

Nunavut Housing Corporation had received two applications for the home program by that time.

Jordan Ippiak hopes to turn passion into teaching

He started with a phone.

“There was a phone I got with pro mode, where I can manually control the settings like an actual camera,” said Jordan Ippiak, a photographer in Chesterfield Inlet, who got into photography two years ago.

“I started playing with it. When I got better at it, I went ahead and bought my first DSLR, which was a Nikon D3500.”

Since then, Ippiak has upgraded to a Sony A7III with a 14mm wide-angle lens.

He’s lived in Chesterfield Inlet most of his life and works as a finance officer for the hamlet, as well as a casual observer/communicator at the airport.

His photos range in subjects, from wildlife to landscapes. He is particularly apt at capturing the aurora.

As he improves in both his photography and editing skills, Ippiak hopes to teach photography in the future. The hobby has become a passion for him.

“It lets me capture amazing moments,” he said.

A new foodbank champion emerges Sally Cormier-Ittinuar picking up where longtime volunteer Mary Fredlund leaves off

As a young mother in Calgary, Sally Cormier-Ittinuar needed her local food bank.

“I was in dire straits,” remembers the Rankin Inlet woman, who moved to the Kivalliq from New Brunswick almost two decades ago. “It was a life-saver for me. I was so grateful that the food bank was there for myself and my son, so I know what a vital service it is.”

She’s now taken over the role as “champion” of the Ikurraq Food Bank Society, a role Mary Fredlund filled for 25 years.

The society had warned that the charitable organization could close if a new leader couldn’t be found.

“I saw that they were having a hard time getting somebody, so I thought well, I guess it’s my time to step up and try to make a difference, try to do what (Fredlund) does,” said Cormier-Ittinuar, who couldn’t heap enough praise on the community work Fredlund had contributed.

“She is the real champion behind the food bank. She’s the kindest, most non-judgmental person out there, very giving,” she said.

“She’s just an amazing person, and we were blessed with her.”

Those shoes will be hard to fill, “but we sure will try,”

The food bank serves 40 to 60 people per week. Everyone from Elders to families use the services. Some families are quite large, with more than a dozen people in one house, and “they just need that little extra to help them get through the week,” Cormier-Ittinuar said.

Currently, she’s spending about three evenings a week at the food bank, which is entirely run by volunteers. The staff’s philosophy is to offer a safe, welcoming and non-judgemental place where anyone can come for help.

If Cormier-Ittinuar could dream, she wishes the food bank had a larger building, so the thrift store could be on its own side and in its own space.

“Right now, we have to put everything away for the food bank, store it in a room and then on Saturdays, we run the thrift store, so it’s kind of overlapping in the same spot,” she said.

And if she could shoot for the moon, she’d like to have a building big enough to run programs like parka-making and youth activities.

For now, Cormier-Ittinuar is learning the ropes and looks forward to incorporating some new ideas down the road.

“I think it’s running smoothly right now,” she said. “I’m just going to keep it at the same pace and go from there.”

Liquor outlet’s opening day rakes in $32k and 444 customers Residents mull pros and cons of new beer and wine store

The first day of Rankin Inlet’s new beer and wine store saw 444 customers spend just under $32,000 on alcoholic beverages.

“The opening went quite well,” said Daniel Young, director of the Nunavut Liquor and Cannabis Commission, referring to Dec. 4. “It was not overly busy like we had worried for opening day.”

He commended the well-trained staff for their customer service.

Despite being the initial day operation, Young was impressed by the store’s staff, six workers on the floor plus a manager, whose average fill time per order was only 48 seconds.

“It was quite efficient,” he said.

Some comments on social media expressed pessimism and dismay about the store. Kivalliq News reached out to several commenters for additional thoughts.

Veronica Angotingoar said she cried when she saw news of the beer and wine store opening.

“It brought back a lot of sad memories when I saw that post,” she said. “We need a lot of things in Rankin other than a beer and wine store. Let’s look after our community, let’s look after our people first before we open up a wine and beer store.”

She added that “maybe I’m just being a mother” and recognized not everyone would agree with her. Traumatic visions from childhood inform her opinion now.

“I was a very young child during the time Hudson’s Bay in Rankin Inlet used to sell beer,” she said. “I’ve seen what alcohol can do to people who cannot handle it, even within my own home. It’s good for people who are able to handle it and just have a few and leave it, but it’s not that great for some people that cannot handle it.”

Another commenter who chose to remain anonymous said there are pros and cons to everything.

“It can be good for people to purchase at a reasonable price instead of buying $150-200 bottles

and then having to buy another one if they still want to continue,” said the individual. “Parents need to be accountable and make priorities.”

Taina Aliyak Kubluitok noted that residents voted for the store and it’s good for those who occasionally drink alcohol at the end of the night.

However, she worries about the potential for child neglect and Elder abuse.

She noted some of the negative repercussions she saw from the beer and wine store in Iqaluit this past summer.

“My boys ages seven and nine witnessed seeing a lot of drunks and happily saying that they saw a drunk,” said Kubluitok, adding that the experience was an eye-opener for innocent children who don’t know what’s good or bad yet.

Although most government operations shut down over the holidays, the beer and wine store will have a handful of opening days over the Christmas holidays. Young said this is to make sure there’s a constant legal supply of low-alcohol content liquor for those who want to purchase alcohol.

People can still purchase higher-alcohol content liquor from the NULC, but they have to order it instead of walking in to the store.

The journey to the Rankin Inlet liquor outlet began in 2012, when the Department of Finance initiated a task force to meet with every community in the territory to discuss the impacts of

liquor and how things could be improved. One solution presented from the ensuing report was increasing access to low-alcohol content alcohol to change behaviours around binge drinking and other related harms.

“Essentially, the philosophy is if people want to have liquor, they’re going to get it,” said Young.

“We all recognize that bootlegging, and a lot of activities that possibly go along with that, are not good, and we’re looking at ways to change that by providing access.”

In 2017, the beer and wine store opened in Iqaluit.

That same year Rankin Inlet voters chose in a plebiscite to have a similar store in their community.

Since the beer and wine store opened in Iqaluit, the amount of hard liquor being brought into the capital city has dropped by more than half.

“We think a lot of that drop has to do with people not having to rely on bootlegging anymore,” said Young, adding that it’s difficult to track statistics in illegal markets.

He was proud of the Rankin Inlet team’s work, especially being their first real day in action.

“I think anyone who comes into our store will see that they’re professional, and it’s a well-run operation,” he said. “Hopefully, they can see that we’re serving the community in the best way we see fit, knowing that not everybody is open to having a liquor store in their community.”

GN should hire remote workers in communities: MLA Former Naujaat mayor Solomon Malliki wants to see decentralization

Former Naujaat mayor and councillor Solomon Malliki is just learning the ins and outs of his new role as Aivilik MLA, and his top priority is getting more remote government jobs in the communities.

“I’m going to try to convince the government to give the jobs to smaller communities by teleworking,” said Malliki, adding that he would like to see the Government of Nunavut decentralized.

“The federal government is doing it. Nunavut government might as well. I think it will be a benefit.”

He said the newly-elected government has a good mix of old and new members.

“I think it’s going to be a pretty strong government,” said Malliki.

His mayoral experience is helping the adjustment process.

“I have the idea how the system works,” said Malliki.

One organization that doesn’t have a lot of faith in the GN is Nunavut Tunngavik Incorporated.

At the organization’s annual general meeting in Rankin Inlet last month, NTI resolved to seek a negotiation mandate with the Government of Canada to begin pursuing self-government.

“At NTI, we wholeheartedly understand how difficult it will be to continue to struggle under a regime that does not support us nor wants us to succeed in fulfilling the vision of a prosperous and thriving Nunavut envisioned by young, bold

Malliki said NTI has every right to pursue its goals as an Inuit organization.

“But it would be very beneficial for government to work collaboratively with NTI to move forward,” he said. “That’s the only way we’re going to succeed with the future of Nunavut.”

Besides telework jobs, Malliki’s priorities for his first term as MLA also include mental health, housing and Elders’ facilities.
