Arviat RCMP responded to a report of a break-in at the Northern Store in Arviat on Oct. 31, and arrested one suspect.

“The subject, a youth, was identified and the matter has been referred to restorative justice,” states an RCMP news release.

It is unknown if anything was stolen or if the business sustained damage.

Volunteer needed for Ikurraq Food Bank/Deacon’s Cupboard

Rankin Inlet With Mary Fredlund stepping away from her decades of involvement with the Ikurraq Food Bank Society/Deacon’s Cupboard due to personal reasons, a new volunteer is being sought to assist the organization.

“She has been an essential aspect of making the food bank a success for more than 20 years,” David Fredlund wrote in reference to Mary Fredlund in a Facebook post last week.

Unless someone comes forward to help out, the food bank and second-hand store will be forced to close during December and may not reopen until the key responsibilities are assigned to a willing individual.

The duties include food preparation, opening the food bank for distribution of goods, organizing volunteers, mail pickup, overseeing funding requests, dealing with financial matters, responding to email.

“The food bank currently has an extremely faithful core group to help facilitate these matters, but the organization cannot operate without a lead who is dedicated to this organization and would like to move it forward,” David Fredlund stated.

Open season on polar bears over, one tag up for grabs

Rankin Inlet The Kangiqliniq Hunters and Trappers Association announced Nov. 3 that it was accepting names for the community’s one remaining polar bear tag.

Due to an overkill during open season, which ended Oct. 16, Rankin Inlet has one tag to offer hunters instead of the expected two.

Names will be accepted at the Eskimo Point Lumber Services office on Tugliq Street in Rankin Inlet.

The draw was set for the evening of Nov. 9.

Hunts are to begin on Nov. 11 at 6 a.m. and hunters will have four days (96 hours) to bag their bear.

Dances being held for teens

Baker Lake In Baker Lake two dances for the community’s youth have been scheduled, one held this past weekend on Nov. 6 and one more coming Nov. 20.

There will be two separate time slots by age.

Doors will open from 7 p.m. to 9:30 for younger kids, and will re-open at 10 p.m. for the older youth. Those under 16 will need to leave the community hall at midnight, with the festivities carrying on until 2 a.m. for the eldest group.

There will be an entry fee of $3, with 100 people maximum allowed entry. There will be a sign-in sheet at the main entrance for contact tracing and head-count purposes.

Hands must be washed or sanitized upon entry for a minimum of 20 seconds. Masks remain mandatory in all Nunavut communities and must be worn at all times unless outside the arena.

Drinks with lids may be permitted, but attendees are asked to be respectful and must throw out their own garbage in the provided garbage cans. No snuff is allowed and intoxicated people will not be granted entry.

Nunavut RCMP officers are investigating multiple incidents of vandalism at the only daycare centre in Arviat.

Officers were called to Shared Care Child Care daycare on four occasions – Oct. 12, 13, 24 and 27 – last month, they said.

The daycare centre’s modular facility was vandalized, supplies were trashed and thrown to the floor, a paper towel dispenser was pulled off the wall, a restroom was damaged and items were stolen.

Officials are encouraging the public to report suspicious activity by contacting the RCMP detachment.

“It’s a bit of a shock,” said Jackie Williams, program co-ordinator with the childcare centre.

Williams said, a number of “little incidents” have occurred at the centre’s modular classroom over the past few months.

“It’s a fourplex portable that the Government of Nunavut, through the Department of Education, graciously lets us use,” she said. “It’s an older building but it’s very useful for what we use it for and we very much appreciate it.”

The incidents included “things like broken windows, with rocks being thrown at night,” graffiti, garbage “and liquor bottles, even though we’re a dry community.”

the Thanksgiving long weekend, Williams was dismayed to learn a fridge full of food for their healthy mothers and babies program had been stolen.

“That was pretty sad, just to see that people were that hungry and they needed that much food,” she said.

Sometime between Oct. 22 and 23, all the hand sanitizer dispensers in the building were stolen “and because of Covid, we had quite a few,” in addition to a fire extinguisher and paper products from the bathroom, she said.

There was also “quite a bit of damage,” she said, as two toilets were clogged so badly they had to be replaced.

In another instance, door locks were broken, preventing students and staff from entering the building, according to Williams.

As operators of the community’s only daycare, the Shared Care Child Care Society offers a number of early childhood programs and the thefts and vandalism “just adds a lot more issues to how we operate,” she said.

“Because other children wanted to come into our building and cause grief, the children that go to our programs couldn’t attend,” said Williams.

“We service a lot of young kids under six years old and it’s sad when there’s damage done to the building and we can’t operate.”

The RCMP have been extremely helpful, she said, “they’ve been here and responding every time we’ve called them, very much around and visible.”

“From what we’ve found out, some of the children that are doing it are not very old, they’re probably under the age of 15,” she said. “It’s really too bad some of the kids even have that much time on your hands that they’re breaking in.”

“I think, because of Covid, we’ve reduced some of the activities in our community but these kids just need something to really engage in that’s a lot healthier than breaking and entering and causing vandalism,” she continued.

She said some small problems like graffiti and litter are to be expected in a community like Arviat, “because it has a lot of kids.”

“Vandalism is one thing,” she said. “But the breaking and entering and the destruction and the stealing was definitely something new to us.

That has never really happened in recent years.”

American tourists make virtual visit to Chesterfield Inlet ‘The Indigenous people … and their whole history is fascinating’ Ezra Black Northern News Services Pittsburgh, Pa./Chesterfield Inlet

A group of American tourists recently walked to Chesterfield Inlet.

It was the second stop on their 33,000-mile virtual trip around the globe.

“We have walked 1,136 miles and find ourselves in the largest territory of Canada. We are in Chesterfield Inlet in the territory of Nunavut. This territory has an independent government run by the Inuit people,” states the Virtual walk around the globe Facebook page.

Linda Kim, a resident of Pittsburgh, Pennsylvania, and the walk’s co-ordinator, explained that about 70 people from across the country started the journey two weeks ago.

They plan to circumnavigate the Earth from the north to south on a route plotted out by Kim’s husband.

This is not their first time around the block, so to speak, as the group has made a number of virtual trips around the globe before, said Kim. The digital walks are an opportunity to discover new landscapes, fresh perspectives and plenty of health-promoting exercise from the comforts of America, she said.

Participants accumulate miles by walking them. They can also convert lots of other activities into mileage using a conversion chart: fifteen minutes of yard work equals one mile, for example.

“We started in Greenland and Chesterfield (Inlet) was the first stop that we made,” Kim said in a telephone interview.

“On my Facebook page, I have a group and every week I tell everybody where we stopped,” she continued. “And tell them a little bit about where we’re at. I mainly go on Google and try to find out as much as I can about the place.”

Kim’s description of Chesterfield Inlet includes a short history of the town, photos of local youths and a ringed seal and links to several videos of Elders talking about the community.

“Well, we are heading south into more populated areas of Canada,” she continued. “I’m not sure they will be as interesting but here we go.”

She posted about the group’s arrival on a Chesterfield community Facebook page but has not spoken with any residents, she said.

“I was never like a geography fan or anything like that,” she said. “But I find myself, when we stop in these towns, just getting immersed in what I’m finding and it’s just been amazing, really, it’s very different.”

She noted “the Indigenous people … and their whole history is fascinating and the fact that they’re keeping it alive is wonderful.”

She said the virtual walks have helped create a workout routine for herself and fellow travellers.

“It just gets you moving,” she said. “You know, when I was in my 40s, I was 230 pounds and very sedentary. Then I joined an exercise group and that started me on my journey. I just realized how important it is to keep moving.”

Appeal judge quashes woman’s convictions for resisting arrest and simple assault Rankin Inlet RCMP made unlawful arrests, failed to communicate and were too forceful, judge finds

A Rankin Inlet woman has successfully appealed her resisting arrest and simple assault convictions based on the way the RCMP treated her.

She was arrested on two separate occasions – September 2018 and May 2019 – after family members phoned the police to have her removed from her father’s home while she was intoxicated.

In both instances, the woman was sitting on the front steps and not making a disturbance when the RCMP officers arrived.

Regardless, the police arrested her and took her to jail cells because she was intoxicated and “they did not know what else to do with her,” according to the court transcript.

The officers failed to inform the woman why she was being arrested, which turned out to be a charge of mischief. On the first occasion, they struggled with her to remove her clothes while in a jail cell. They didn’t ask her to remove her clothes for herself or explain why it was necessary. She resisted.

At one point during the struggle, the woman, while lying on the floor of the jail cell, kicked one of the two officers in the head. This resulted in a charge of assaulting a police officer.

The woman pleaded guilty to resisting arrest but told the court that she felt “very uncomfortable” while the officers forced her to obey orders in the jail cell, similar to times when she’d been physically abused in the past.

“It made me feel so hopeless and very upsetting,” she said.

suffered from abusive relationships.

On the second occasion, in May 2019, an RCMP officer arrived at the woman’s father’s house and told the woman she was under arrest.

He commanded her to come down the front steps.

When she didn’t immediately comply, he pulled her down by the arm. She consequently yelled and flailed her arms and legs, ripping the officer’s radio from his vest and swinging it around, according to the court transcript. The woman later kicked at the police while being placed in the back of the RCMP vehicle. That also brought about charges of assaulting a police officer.

Again, the Mounties didn’t tell the woman why she was being arrested.

Her lawyer argued that she was acting in self-defence on both occasions.

Although trial judge Susan Cooper found that the woman “played a significant role” in causing the officers to use force and she had the option to “simply stop struggling and fighting,” during the September 2018 incident, the Crown later admitted that there should have been a deeper examination of whether the arrest was lawful in the first place.

In regards to the May 2019 episode, Cooper deemed the arrest unlawful because the officer lacked reasonable and probable grounds. While the woman was found not guilty of resisting arrest and assaulting the officers in this instance, the judge determined that she used too much force in attempting to “disengage and resist, and crossed over into an attempt to harm.”

The judge decided instead that the accused was guilty of two counts of simple assault.

The Crown later conceded that new trials should be ordered in both cases.

The woman and her lawyer countered that she should be acquitted of all charges, alleging that the trial judge made errors of law.

“The Crown is unable to prove beyond a reasonable doubt that the appellant was not acting in self-defence in respect of both incidents; nor are they able to prove that her actions were unreasonable in the sense of being an excessive response to the force being used against her by police.”

Schutz determined on Oct. 12. “in both incidents, the police were trying to effect an unlawful arrest and were using physical force against her in doing so.”

Without a lawful arrest, the appellant was entitled to resist, Schutz determined, adding

that the officers’ search of the woman in the jail cell was “carried out in an unreasonably forceful manner.”

“It cannot be said, in the circumstances, that the kick to the officer’s head in the course of the appellant’s resistance and struggle during this unlawful assault upon her was unreasonable, nor was it excessive,” Schutz stated.

The judge also faulted the police for failing to communicate to the woman why she was being arrested.

Schutz quashed all of the woman’s convictions relating to both incidents and did not order a retrial.

A 22-year-old Rankin Inlet man died in a standoff with police on Saturday afternoon.

The RCMP responded to a disturbance involving intoxicated men in Area 6 of the community at 2:15 p.m.

One man obtained a rifle and was seen walking in town. The Mounties allege that he shot toward the police officers.

He then took a truck at gunpoint and drove the vehicle outside of municipal limits, according to the RCMP. The Mounties contained him in that area for several hours and called in the Emergency Response Team from Manitoba, who arrived and were involved in a fatal shooting incident.

The man was later pronounced dead.

Ottawa Police Service will conduct an investigation into this matter.

“These events are difficult for all involved.

Our thoughts are with the family and community at this time,” the RCMP stated in a Nov. 7 news release.
