SC Johnny Karetak’s memorial unveiled in Arviat

RCMP Special Constable (SC) Johnny Karetak was honoured at a special ceremony last month. Karetak died in June 2017 at the age of 87 after serving with the police force for 25 years.

“He built a bridge between RCMP and the community,” Mayor Joe Savikataaq Jr. told Kivalliq News.

Karetak was born in St. John’s, N.L. but moved to Arviat at the age of three and lived there until he passed away four years ago.

Although he was buried in 2017, plans to hold a special ceremony in his honour were on hold until Aug. 17 of this year.

The cross for Karetak’s grave was made from the mast of his Peterhead fishing boat. It has since had a specially engraved gravestone added in front of it.

An old photo of David Aglukark Jr with his parents Rhoda Karetak and Johnny Karetak. Rhoda is currently living in the Elders Centre in Arviat and was not able to attend the ceremony. She is 88 now and it was too cold and rainy for her, especially since she has mobility restraints.

Federal election results

Nunavut As of early morning Sept. 21 68 out of 69 polling stations in Nunavut have reported in.

The New Democratic Party’s Lori Idlout has been elected with 3,277 total votes thus far, ahead of Liberal candidate Pat Angnakak at 2,413 votes and far ahead of Conservative candidate Laura Mackenzie at 1,129, according to Elections Canada.

“It’s a great honour to be able to keep our seat orange, we have a great team to make sure we could keep our seat as NDP,” said Idlout.

Liberal candidate Pat Angnakak conceded the election around midnight on Sept. 20.

The Liberal Party is projected to form a minority government, having won just one fewer seat than it held following the 2019 election.

Agnico Eagle implementing mandatory vaccine policy

Nunavut Agnico Eagle Mines will be requiring employees to provide proof of vaccination starting Oct. 15.

Agnico Eagle announced on Sept. 16 that it will require employees at all of its Nunavut mines to have two doses of vaccine by Nov. 15, while first doses will be mandatory by Oct. 15.

The policy will be applicable to everyone who works at the Meliadine mine and Meadowbank Complex in the Kivalliq region, the Hope Bay mine in the Kitikmeot as well as offices in Cambridge Bay, Val-d’Or, Que. and Mirabel, Que., and on Nolinor, CalmAir, and SummitAir flights.

Contractors and visitors to these sites will not be exempt.

The mining company cited recent data from the Public Health Agency of Canada showing that the rate of new COVID-19 infections among unvaccinated individuals is 11 times higher than among those who are fully vaccinated. In addition, the majority of deaths from the virus occur among those who are unvaccinated or partially-vaccinated.

Agnico Eagle stated that mandatory COVID-19 testing will continue, along with other preventive measures already in place.

“It is our duty to protect the health and safety of our employees and contractors and help protect the communities where we operate,” said Martin Plante, Agnico Eagle’s vice-president of Nunavut operations. Implementing this new measure adds an additional layer of protection to help us ensure a safe workplace and reduce the risk of spreading the virus.”

The mining company only started welcoming back Nunavummiut employees over the past several weeks after keeping them at home, while paid, for more than a year to minimize risk of COVID-19 spreading to Nunavut’s communities.

Deadline for territorial election candidacy

Kivalliq The deadline for declaring candidacy in the territorial election is approaching. Eligible candidates have until Sept. 24 at 2 p.m. to hand in the necessary paperwork to run in the election.

Candidates can run in any constituency in Nunavut, not just the one they live in, but they can only be a candidate in one constituency at a time.

The time has come to take action in restoring some normalcy to life in the Kivalliq. So says Rankin Inlet hamlet councillor Justin Merritt, who has suggested that people who are not double-vaxxed should be barred from using hamlet facilities.

Just a few days after Merritt spoke up, Agnico Eagle announced that proof of mandatory vaccination will be required for all employees and contractors working at its mine sites in the territory.

The decision marks a reversal from just a few months ago when Sanikiluaq the company said it was leaving the choice up to employees.

Rankin Inlet may soon be the first community in Nunavut to adopt a vaccine passport system that restricts unvaccinated people from using hamlet facilities in an effort to resume regular activities and capacities for community events.

(CPHO) won’t take action, the hamlet should consider taking matters into its own hands.

Merritt said it’s not fair that a small percentage of people who are refusing to get vaccinated are holding back the community from having its programs and facilities run at full capacity.

“I want life to get back to normal in this community,” he said. “I don’t want to be shut down for a year when we’re 80 per cent double vaccinated. It doesn’t make sense at this point.

It’s the people that are unvaccinated that are the problem.”

Merritt pointed out that every time a single case is detected in a Nunavut hamlet, it results in a complete shutdown not just in the affected community but throughout the region too.

Merritt said that approach can’t be sustained given that cities in Southern Canada are starting to allow full capacity at sporting events in arenas that hold thousands of people.

“If you can get 20,000 people in the Blue Bombers’ stadium and 20,000 people in the MTS Centre, Rankin can get 200 or 300 people in the arena if they are vaccinated,” he said.

“Our community should be able to function like a city just like Winnipeg.”

Merritt pointed to evidence that unvaccinated people are accounting for a greater percentage of hospitalizations which places an unreasonable burden on the territory’s health care system. Merritt said under his proposed plan unvaccinated people would still have access to essential services like grocery stores and the health centre. However, failure to produce proof of vaccination would mean no entry at hamlet facilities.

“That means you won’t be able to go buy Bingo cards. If you want to play Bingo someone can buy cards for you. You want to go to the arena to watch your kids play hockey? You won’t be able to bring your kids to hockey unless you’re vaccinated.”

Merritt added the hamlet should adopt a policy stating that all its employees should be vaccinated too.

Following a discussion council agreed to arrange a future date to debate the matter more fully. SAO Darren Flynn also said he would look into preparing a draft document of the proposal to send to the CPHO’s office.

Coun. Michael Shouldice, said Merritt’s suggestion was “pretty radical” but was in favour of further discussion on the matter.

“I don’t think any other community is doing this. I’m

just curious if anyone else has said ‘let’s take the bull by the horns,’” Shouldice said. “This would really rattle the election people too.”

Merritt responded that it would also put pressure on the CPHO to take action.

“That office needs a good rattling,” added Flynn.

Merritt concluded that if the hamlet took the lead by restricting unvaccinated people from using its facilities it would encourage more people to accept the shot, which would ultimately decrease the overall risk to the public.

Council has yet to set a date to debate the measure further, but Merritt hoped council would be prepared to hold a vote before the winter hockey season starts.

“I’ve had my vaccines and I’m tired of people not being vaccinated,” he said. “I don’t want to go through (more) years of not being able to see my grandson because people can’t get vaccinated.”

When asked for comment the Department of Health replied that Dr. Patterson had not yet received a copy of the proposal and was unable to respond until he had reviewed it.

Community will be second to ban single-use plastic bags, hamlet approves new disposal bylaw

Rankin Inlet has joined Baker Lake as the second community in the Kivalliq to vote in favour of banning single-use plastic bags.

The third and final reading of the bylaw, which passed unanimously without comment from councillors, took place on Sept.

13.

The new bylaw, which prevents businesses from providing, selling or distributing single use-plastic bags to customers, will come into effect starting July 31, 2022.

It also includes a provision stating that businesses can apply to request a five month exemption

from the date the bylaw takes effect.

Flynn pointed out that this would give business ample time to comply with the new measures.

“We have to give our retailers the ability to wear down their inventories,” SAO Darren Flynn told Kivalliq News.

Flynn added that the bylaw was supposed to be put before council last summer but it was delayed due to Covid-19.

Following the second reading of the bylaw earlier this summer the hamlet posted an announcement about its plans.

“Most of the comments on the Facebook feeds have been positive. One person said that

they were concerned that there wouldn’t be plastic bags for sharing country food. That’s a small price to pay for not having your fence blown out every winter,” Flynn said, referring to the negative impact that the build up bags has had on the management of the hamlet’s dump.

Under the new bylaw a retail establishments that do not comply are liable for a fine of up to $5,000 for a first offence and up to a maximum of $10,000 for a second offence.

New tipping fees for dump In addition to the plastic bag bylaw, council also approved

a garbage disposal bylaw in an effort to better manage the community’s waste.

It provides for stricter restrictions on when and where garbage can be put out for collection. Following the passing of the bylaw, residential units, including multiunit dwellings will be liable for a $33 per month garbage collection fee, while government buildings will be on the hook for $110 per month and commercial buildings will have to pay $110 per pickup.

The bylaw also seeks to limit unlimited tipping of garbage at the community dump by implementing tipping fees beginning with $50 for a truck load, all the

way up to $800 for the disposal or large vehicles over 5,000 kilograms.

“When I was a councillor I talked about the garbage and how we have to deal with it and it would be an embarrassment for me now if we didn’t do something about it because I’m the mayor now,” said Mayor Harry Towtongie.

“It has to be done and I was set on fixing that bloody dump before my term ended so I’m hoping we’ll be doing more than just plastic bags.”

The hamlet also has plans to distribute 200 new dumpster bins to the community which

will make it easier for the new garbage truck to do pick-ups.

“We’ll consolidate our drops, so you might have to share with someone across the street but it will allow us to be more efficient,” said Flynn.

Flynn added that the hamlet previously approved $250,000 in new fencing for the dump which should arrive in the community soon.

The hamlet has also invested $100,000 in cleaning up and reorganizing the dump over the summer.

Restrictions tightened in Arviat after new case

Nunavut’s chief public health officer has ordered increased public safety measures effective immediately after a presumptive positive case of COVID-19 was detected in Arviat.

The new case was identified on Sept. 16 when a school-aged individual from the community tested positive on an IDNow rapid testing device, according to a press release from the health department.

“A second sample has been sent to the lab in Rankin for confirmatory testing, with results expected later today,” stated Dr. Michael Patterson. “Schools in Arviat are closed today as we work to assess the risk. The COVID-positive individual nor their family has history of recent travel, which indicates this is a second exposure. There is strong evidence that the lab will confirm this case a true positive. For that reason, we are increasing public health restrictions in the community.”

Travel in and out of Arviat is being discouraged at this time.

Anyone who left Arviat on or after Sept. 6, and is not fully vaccinated, is asked to isolate for 14 days from when they left Arviat.

Anyone who develops symptoms is asked to call Nunavut’s COVID-19 hotline at 1-888-975-8601.

Effective immediately, masks are mandatory in Arviat in all indoor public places and outdoors where physical distancing cannot be maintained.

Schools will move to their learning plan combining classroom and remote learning. Meanwhile, long-term care and Elders’ facilities may allow a max of two visitors per resident; masks are mandatory for all visitors over the age of four; only immediate family can visit.

Further measures include: outdoor gatherings being limited to 50 people; indoor gatherings in dwellings are decreased to 10 people; plus household members; indoor public gatherings, including places of worship, gyms, fitness centres, libraries, galleries and swimming pools are restricted to 25 people or 50 per cent capacity, whichever is less.

No public places may allow group tours, group workouts or singing. Gatherings in arenas are restricted to 50 people or 50 per cent capacity, whichever is less. No team sports are allowed.

Restaurants and licensed establishments are restricted to 25 per cent capacity. Group counselling sessions are limited to 10 people.
