Fuel spill cleanup continues

Baker Lake Work to clean up a gasoline spill in Baker Lake, announced April 22, is expected to be complete by the fall and monitoring will continue into 2023, the Government of Nunavut stated on July 20.

It has been determined that the spill originated from two sources at the community’s fuel tank farm. The main valve of tank two and the supply pipe drain valve of tank five were found to be faulty.

Both valves have been replaced, according to the Department of Community and Government Services.

“Sampling to date continues to show that the spill has not extended into Baker Lake and the risk of doing so is low,” the GN stated.

Eight of the nine fuel tanks have been inspected and re-certified. The other is undergoing repairs and was expected to be complete within days.

The liner of the protective berms has been repaired. It surrounds the tank farm to contain any future spills. A wall has been created to prevent the movement of hydrocarbons, a component of the fuel.

Water and soil already contaminated is being stored in two temporary containment cells. Treatment of the polluted water is ongoing.

Agnico Eagle Mines is providing assistance by treating several tankers of contaminated water at its own site. The company has also lent machinery and liner material.

The GN didn’t specify on June 20 how much fuel is estimated to have leaked at the tank farm, but stated in May that the volume was approximately 10,000 litres.

Clean-up costs were expected to reach $500,000 to $1 million, as of May.

Ninth annual ball hockey tournament

Arviat Arviat will host its ninth annual ball hockey tournament from Aug. 13 to 15.

Tournament organizer Pierre Ikakhik said at least five teams from Arviat have already registered.

Players from Whale Cove and Rankin Inlet interested in travelling to play have also contacted Ikakhik.

“Two teams from out of town, that would be fun,” he said. “We had a team from Whale Cove two years ago. They were in the finals. It was a good team. They run a lot and they’re strong. They got muscles.”

Ikakhik said the Hamlet of Arviat donated $5,000 to the organizers to help fund the tournament while the Kivalliq Inuit Association gave $1,000.

As in previous years, the event will have two referees. The tournament is open to anyone over the age of 15. Each team must be able to field nine players and a goalie.

Players are required to wear a helmet, gloves and a jersey with a number on it so they can be identified.

The tournament does not allow fighting, and any attempts to do so will result in ejection from the game.

Teams have until the week before the tournament starts to submit a roster.

Combating climate change in the Kivalliq Three federally-funded programs designed to address impacts of changing environment

The Kivalliq is undertaking multiple federally-funded initiatives intended to reduce the impacts of climate change.

Three of those programs were highlighted in a press conference with Northern Affairs Minister Daniel Vandal on June 29.

One of the initiatives is being led by the Kivalliq Wildlife Board on a regional basis, while Arviat and Baker Lake are each spearheading their own programs.

“By empowering communities in their decision-making and supporting their vision for a green future, people working at the local level are finding solutions to tackle the effects of climate change. The end result will be healthier, more sustainable and resilient communities in the North,” Vandal stated.

The Kivalliq Wildlife Board has been combining scientific methods with Inuit Qaujimajatuqangit to develop a terrestrial and marine community-based monitoring project that studies the connection among climate, vegetation and caribou, as well as water conditions and the marine food chain.

The project is intended to address the concerns of Kivalliqmiut related to access to country food by developing local monitoring capacity to track the impacts of climate change.

Local youth are conducting the monitoring activities with the guidance of hunters and Elders, who promote intergenerational knowledge exchange.

In Baker Lake, the community is installing a 130-kilowatt solar energy system atop its recreation centre, which will reduce reliance on imported diesel by an estimated 32,000 litres per year.

The hamlet received $173,000 for its solar photovoltaic system through the Northern REACHE (Northern responsible energy approach for community heat and electricity) program.

Arviat has received $150,000 in federal funding to work on its community drainage plan.

“For years, we have seen the changes that are happening in the natural world, not just in terms of increased flooding, but also the changing weather patterns and disruptions to wildlife such as polar bears, caribou and beluga whales.

That’s why the Arviat council has identified climate change and climate change adaptation as a priority for the hamlet and the community,” said Arviat Mayor Joe Savikataaq Jr. In recent years, Arviat has been experiencing permafrost degradation as a result of rising temperatures. Additionally,

during the spring, severe weather events have caused flooding of community streets and residents’ property. The drainage plan is being completed with the help of Dillon Consulting, in close consultation with the hamlet. Once completed, the plan will help inform the community’s approach to solving its drainage issues to prevent road damage.

“In addition to better managing drainage, this project addresses another community priority of maintaining the quality and safety of public roads,” said Arviat senior administrative officer Steve England. “(This) is a solid start to addressing the infrastructure, knowledge and training requirements the hamlet needs to effectively manage this issue in the coming years.”

There is a common saying that hurt people hurt other people.

The gist of this little pearl of wisdom is that if you have been unable to deal with your personal traumas, you are more likely to project those traumas onto others. While there is certainly truth in that saying, the opposite is also true: healed people can heal other people.

Look no further than Baker Lake’s Allan Qiyuaryuk, who started an Alcoholics Anonymous group for the community this summer.

Speaking to Kivalliq News earlier this month, Qiyuaryuk was very open about some of the trauma he has experienced. Following the loss of his partner, who was also the mother of his four children, Qiyuaryuk admitted that he became one of the worst Sanikiluaq alcoholics in Baker Lake.

It’s impossible to imagine how hard it must be to lose a lover and the mother of your children. Indeed, it was difficult not to become emotional while listening to Qiyuaryuk tell his story over the phone.

It took him another six years to finally seek help at a treatment centre in British Columbia. But even that couldn’t keep him sober.

It wasn’t until he was faced with being cut off from his family and, in particular, his children that Qiyuaryuk was finally able to

find the motivation to quit drinking.

But Qiyuaryuk was not just content with turning his own life around, he wanted to create a space where other could come to heal.

Although the goal of Alcoholic’s Anonymous is to become self-sufficient, it also relies on the power of community to help achieve that goal.

Aaron Solberg, reverend deacon at St. Aidan’s Anglican Parish, who helped Qiyuaryuk set up the Alcoholic’s Anonymous program in Baker Lake, put it best when he said: “You help people the most often when you want to help yourself.”

So far, the group has hosted half a dozen meetings. Attendance has not been as high as Qiyuaryuk would have liked, but just like a person who is suffering, it has room to grow.

Gabor Maté, a Hungarian-Canadian physician with a background in family practice and a special interest in childhood development and trauma, has attempted to deconstruct addiction. He defines addiction as “any behaviour that gives a person temporary relief and pleasure, but also has negative consequences, and to which the individual will return time and again.”

But to Maté, addiction is not a disease,

rather it stems from an attempt to solve a deep-seated problem, most often due to trauma or loss.

Alcohol doesn’t necessarily have to be seen as something evil. Some people are capable of having just a few drinks and stopping. But those who are using it to numb their pain can easily become consumed by it.

The more alcoholics rely on booze to escape, the more they suffocate the parts of themselves that are desperate for love and understanding.

Trying to overcome the emotional and psychological barriers that lead to alcoholism can seem daunting.

That’s why it can be so helpful to join a community of like-minded people who are dedicated to healing themselves.

Of course, talking about one’s trials and tribulations in a group setting might not be for everyone. And both the federal and territorial governments should be doing more to make counselling available to those who would prefer to deal with their pain one-onone with a therapist.

But anyone in Baker Lake who is looking to kick the habit that is holding them back is better off knowing they can find support from their peers.

Cabins can be a great spot for a little rest and relaxation, or a place that can save a life.

In Gjoa Haven, Enuk Pauloosie, manager of the local hunters and trappers association (HTA), said he regularly spends time at this cabin, which he built a few years ago, just a few kilometres outside the community. He goes there to take a break from the daily grind and to make caribou dry meat and dry fish.

“My family, we go have a barbecue there.

It’s a home away from home, sort of thing,” he said. “It’s quiet and cooler to sleep in during the summer. However, cabin owners would likely never complain if someone unexpectedly used their building during an emergency situation, particularly in the winter, he said.

The HTA has several cabins of its own at various locations outside of Gjoa Haven. These are accessible to residents travelling on the land.

Some of them are on the mainland, a couple of hours away from the community, which sits on King William Island.

“They’re all painted red” to make them easily identifiable, he said of the HTA structures.

“Hunters, when they go in the cabin, they use their own equipment, bedding and stoves and whatnot … when there’s nobody there, it’s not locked. They don’t need to let us know, they’re more than welcome to stay in the cabin if they wish to.”

Getting a cabin on site in a remote location can pose logistical challenges. Some residents elect to build their cabin in the community, then put it on a sled and tow it out to the site by snowmobile. Others transport the building materials and construct the building where they want it to stand.

“Last year there were a couple of cabins damaged by grizzly bears,” he said, adding that there’s a compensation program available through the territorial government for such incidents.

Chesterfield Inlet unveils Leonard Putulik Cultural Centre

$4.5-million facility will house cultural, educational and retail spaces

Chesterfield Inlet’s long-awaited Leonard Putulik Cultural Centre was unveiled with a grand opening ceremony on July 21.

“The excitement was in the air and everybody was happy,” said former Kivalliq Inuit Association (KIA) president David Ningeongan.

The opening ceremony was well attended by community members, with dignitaries and politicians travelling from all over Nunavut to take part. The guest list included Ningeongan, NTI President Aluki Kotierk, KIA President Kono Tattuinee, and Cathy Towtongie, MLA for Chesterfield Inlet-Rankin Inlet North, among others.

“This is what Chesterfield Inlet needs. Being the oldest community, there is a disconnect between Inuit culture, language or Elders and youth. The centre will enable the youth to connect to their culture and their Elders,” Towtongie told Kivalliq News on July 23.

The $4.5-million centre is named after the late Leonard Putulik. His wife Leona Putulik cut the ribbon at the ceremony, surrounded by her family. Ningeongan said he approached Leona several years ago to ask if she would be OK with the centre being named in Leonard’s honour.

“I wanted to make sure to name the building after someone that was respected in the community,” said Ningeongan. “He was a businessman. He helped the community. He did so much for the people of Chesterfield Inlet.”

The centre houses a canteen, a display of traditional archaeological artifacts, two offices, retail space, an arts and crafts area, an industrial shop, a room meant for preparing hides and animal skins and extra space for other programs such as a food bank, conferences or training areas.

“We haven’t seen any new infrastructure in the community in quite some time,” David Kattegatsiak, Chesterfield Inlet’s economic development officer, said. “(The centre) is definitely

It’s going to create employment training and it’s going to help out economic development at the local level, specifically with tourism.”

There is also a kitchen that can be used by the community, as well as a two large community freezers for storing country food.

“Instead of promoting fast food to be bought in the stores, we wanted a kitchen that could be used to teach healthy food cooking,” Ningeongan said.

Kattegatsiak said there’s no timeline for the start of educational programming at the centre. He said the hamlet looks forward to working with the KIA on developing new opportunities for community members.

“I know it’s still in the planning stage,” he said. “The hamlet will certainly be open to coordinate programs and training.”

Plans for the cultural centre were conceived by Ningeon-

gan when he was first elected as president of KIA in 2011.

The idea came to him when Chesterfield Inlet approached Ningeongan requesting a space to host the preparation of seal skins and sewing programs.

That’s when he came up with the vision to have a cultural centre in every Kivalliq community.

The idea was not supported by the former leadership of NTI, but when Kotierk became president, she was in favour of it.

NTI ended up giving $2.5 million toward the project. Heritage Canada contributed $875,000, according to Ningeongan.

“The community is looking forward to having access this beautiful facility,” he said. “It’s a place where great things are going to happen and a place of integrity.”

Plans to build cultural centres in every Kivalliq community are still in place. However, it’s unclear which community will be selected for the next phase of construction.

Swing Flames event held in honour of the late Solomon Tulurialik

Baker Lake has invited teams from around the Kivalliq for the second annual Swing Flames softball tournament July 31 to Aug. 2.

The event is held in honour of the late Solomon Tulurialik, who drowned near Baker Lake in July 2019. Florence Nagyougalik, Tulurialik’s younger sister, said he had big dreams of helping others. Among other things, he wanted to teach softball and hockey to children and everyone around him.

“He was an amazing, loving father to both his children, hockey coach and a good inspiration to many of the youth,” Nagyougalik told Kivalliq News.

She came up with the idea to host a tournament that celebrated Tulurialik’s life on the first anniversary of his death last year, she said.

“Solomon was a positive guy who cared about everyone. He was very athletic, made people feel happy, lifted them up and helped everyone in every way he could,” Nagyougalik said. “He wanted everyone to have the best life they could. He always had a smile on his face no matter what was happening or what he was going through. He always held his chin high and shared the positive things in life.”

Last year’s memorial tournament featured two separate categories, one for youth and one for adults. Due to a lack of volunteers, there won’t be a youth tournament this year, although Nagyougalik remains hopeful that it will return next year.

In total, six local teams took part in the adult tournament in 2020.

The Mound Pounders ended up winning gold, beating the Jets, with the Invaders finishing in third.

“Everyone was happy and excited for the community,” Nagyougalik said of the local support for last year’s event.

Because of COVID-19, Baker Lake was unable to invite teams from other communities last year. However, this year some players from Arviat reached out and asked if they could travel to play. Shawn Attungula, one of the other tournament organizers, requested permission from the chief public health officer, who eventually allowed visiting teams to participate.

At first, Arviat was worried it might not be able to send a team due to a lack of funding. However, the hamlet offered to help support the ball players at the last minute. Families in

Baker Lake have also stepped up to offer accommodations to the travelling teams to help keep costs down.

In addition to Arviat, Coral Harbour and Rankin Inlet have also expressed interest in being part of the competition.

“We’re excited for more teams to play,” said Nagyougalik.

There were five teams from Baker Lake confirmed in addition to one from Arviat as of July 22. Nagyougalik said additional billets may be needed if the other teams decide to come.

Rankin’s radio station upgraded and back on air

97.9 FM was off air ‘a bit more than a week’ to install new equipment

Rankin Inlet’s radio station is back on air and sounding better than ever thanks to newly installed equipment upgrades.

“It’s sounding way better than it used to,” Mayor Harry Towtongie said.

The local station, which is found on 97.9 FM, had to go offline for close to a week to have the equipment installed.

The upgrades include new computers, microphones and a

replacement antenna, among other items. There was initially an issue installing the antenna. That led to a delay in getting the station up and running again.

Although it meant a day of bingo was missed, Towtongie said residents were understanding.

“It was down for a bit more than a week. People were patient. We were surprised there was no complaints,” he said.

Molly Ugjuk, one of the community’s radio announcers, said the upgrades were long overdue.

“Sometimes you could only hear static and people wouldn’t really hear you so it was time to get new equipment,” she said.

“It’s way better now. When you walk in it’s like a studio.”

A technician flew up from Calgary to help install the equipment. He also trained local radio staff on how to use it.

“We got told what needs to be on and what needs not to be done. It’s good as long as you know what you’re doing,” Ugjuk said. “It was hard at first but then we got used it and now me and Vital know what to do.”

Towntongie said community members rely on the radio station to get their information, especially Elders and people who don’t use social media.

“It’s a very big part of the community. It keeps people informed out on the land. It’s really good to see that it’s been renovated,” the mayor said.

In addition to the new equipment, one of the computers came loaded with 7,000 songs, but they were all in English.

Ugjuk said Gabriel Karlik ended up bringing a flash drive with a catalogue of Inuktitut songs to download onto the new computer, which means the station can now get back to playing songs in both languages. All the other usual programs are also back on the air, including radio bingo.

“It’s different now because it has a bingo program. You have to hold that button the whole time when you’re a bingo caller.”

Nunavummiut prepare for annual fruit harvest

From east to west, north to south, Nunavummiut are preparing to harvest berries.

In Kugluktuk, Wendy Klengenberg, who goes berry picking every summer, has already been checking on the blueberries.

Although not yet ready to be collected, she said the amount of rainfall and the recent warm temperatures – it was 27 C on July 21 – are setting up great conditions for blueberries to thrive.

They’re her favourite.

“They’re the most flavourful,” she said. “You can do so much with them. I usually make pie with them every year.”

In addition to pies, Klengenberg makes jam with blueberries and cloudberries, also known as aqpiks. The cloudberries are usually ready to be plucked off the vine by the first week of August, she said. Blueberries and black currants follow a couple of weeks later.

The end of August brings cranberries.

She said the berries can be found just a kilometre or two outside of the community.

“It’s not far,” she said. “You can walk. It’s not recommended to walk because of the bears around.”

Klengenberg hasn’t had any close encounters with bears but she said she always carries a rifle with her, just in case.

It’s not just bears that are attracted to berries, geese also munch on the fruit.

“They can clean up the fields pretty quick,” she said, adding that the birds seem particularly fond of blueberries.

Some people travel across the Coppermine River to gather berries on the other side.

“They’re all over the place,” she said.

Originally from Ulukhaktok, Klengenberg said the only berries in her home community are blueberries, and they’re scarce. In Kugluktuk, she strives to collect several kilograms of cloudberries and cranberries and up to 20 kg of blueberries each summer.

Cranberry muffins are another of her delights.

In Sanikiluaq, Sarah Meeko said alpine bear berries are the first to ripen for the season, usually by the end of this month.

She described them as “mildly sweet,” but they were still green on July 21. They’ll turn red when they’re ideal for consumption, she noted.

Cloudberries, blueberries and crowberries are best in August.

The late-season fruit that sprouts around Sanikiluaq is lingonberries – like cranberries – but they’re still plenty tasty the following spring, even if unpicked, Meeko said.

“They get sweet through the winter, and the Elders used to use lingonberries as medicine a long time ago. They said the berries settled the stomach,” she said, adding that they also make good jam.

Residents can find berries in close proximity to Sanikiluaq, but some travel about 20 km to the southeastern part of the island by boat.

“They’re a lot more abundant there because it gets warmer than this part of the islands,” Meeko said. “The other island is about 120 km southeast of Sanikiluaq, where some people go camping for the summer and bring back a lot of berries and char.”

The berries, especially lingonberries, are a treat in herbal tea, and herbal tea leaves are bountiful in the area, she added.

Meeko normally gathers a modest amount of berries for herself and her family each year.

“Just enough to make pies and save a few Ziploc bags in the freezer for the winter,” she said.
