Arviat fishing derby coming up

Arviat Arviat’s pike and trout derby will be getting underway this weekend. The 10 biggest fish in each category (pike and trout) will be awarded cash prizes. First place finishers will receive $5,000 while tenth place gets $500.

In addition to cash prizes, there were will also be four photo prizes for best camping scene, best hunting picture, best picture of kids fishing and best picture of Elders fishing.

Registration is $50 per household and can be done at Eskimo Point Lumber between 9 a.m. and 6 p.m. during the week.

Measuring will take place between 9 and 10 p.m. On May 17. People are asked not to hang around the measuring area once their fish has been measured in order to adhere to Covid-19 protocols.

Competitors can start as of 9 a.m. on May 14 and are allowed to fish within 100 kilometres of Arviat.

Energy survey in Coral Harbour

Coral Harbour Sakku Investments Corporation is currently conducting a survey of households in Coral Harbour to better understand the community’s energy needs.

The survey is being conducted to help Sakku and the territorial government come up with a community energy plan for Coral Harbour.

“A community energy plan is only useful if it reflects what is actually important to the community, so we want to hear from you,” reads a statement from Sakku Investments Corporation.

The goals of the survey are to determine where energy is used in Coral, what type of energy is used and how much it costs.

The investment branch of the KIA is also looking to see how Coral Harbour can reduce dependence on diesel and develop renewable sources of energy such as wind and solar.

The survey can be found by contacting Sakku or on the Salliq Public Service Announcement Facebook groups.

Anyone who fills out a survey will be eligible to win prizes including two round-trip flights tickets to any Kivalliq community, a cabin solar panel kit and more.

It is requested that surveys be limited to one per household.

Elders lunch on the land

Rankin Inlet Elders in Rankin Inlet will have the chance to have lunch out on the land on May 13. The hamlet’s community wellness program will be taking a busload of Elders to Mile 24 on the mine road. Once they arrive they will be picked up by members of Rankin’s search and rescue team by kamutik to Tasirqjuak (Meliadine Lake).

Once on the land, Elders will have the opportunity to fish, while being treated to a hot lunch and tea.

The bus will be leaving town at 9 a.m. and will return from the lake at 5 p.m.

Anyone interested in signing up should contact community wellness co-ordinator Christina Best.

Community qamutiik available to borrow

Chesterfield Inlet Community members looking to get out on the land in Chesterfield Inlet can now borrow a qamutik from the hamlet.

The hamlet’s community wellness program currently has two sled boxes and qamutiik for use by local hunters.

Items are available for a maximum of three days at a time and must be returned to the hamlet. SPOT devices are also available but people must provide their own hunting/fishing equipment.

Tristen Dias crowned champion at Kivalliq Snow Challenge

Rankin’s annual races featured a record number of racers despite not including other communities due to COVID-19

Tristen Dias is once again the Kivalliq Snow Challenge champion after he secured victory during Rankin Inlet’s Pakallak Tyme earlier this month.

This year’s challenge featured a record number of racers despite a lack of participants from other communities due to COVID-19.

The annual snowmobile race, which normally attracts lots of competitors from neighbouring Kivalliq communities, ended up having 60 racers taking part over the course of the weekend.

“That’s a pretty high number for locals only,” said Bobby Misheralak, a member of the Kivalliq Snow Challenge organizing committee. “The last races we ran we had 45 people including out of town.”

Over the course of the weekend the races attracted a number of spectators, who were asked to stay in or near their trucks to abide by COVID-19 guidelines.

“There was a huge parking lot made by the hamlet crew.

The crowd was pretty amazing and there was a great turnout,” Misheralak told Kivalliq News.

The growth in the number of competitors can partly be attributed to the fact that organizers added new races to this year’s challenge for women and veterans.

Although it only featured four racers, including Mayor Harry Towtongie, Misheralak said the veterans were a hit with spectators.

Their competition featured a single race of eight laps, which was won by Ross Tatty.

“They felt like they were little kids again,” Misheralak said.

“When they were done the races they all talked about it. Some of them always wanted to race again, but there was nothing

for them to join.

The addition of a women’s category after several year absence from the Kivalliq Snow Challenge, was also welcome for racers and community members.

It included eight racers including two competitors under the age of 18, who had to get their parents to sign off on their participation.

“The two young girls were really exciting to watch,” said Misheralak.

Before the women’s races started, the organizers held a moment of silence for the female racer who passed away in Kugluktuk several weeks ago.

“With that death happening we had ladies stand beside their sleds and hold a moment of silence in honour of that fallen racer.”

Qovik Netser, an experienced racer, was leading the whole way until the final lap when Iris Tatty-Tanuyak pulled up behind her.

Tatty-Tanuyak was rear-ended at the beginning of the race and started in last place. But she kept climbing up through the ranks and eventually passed Netser to take first place at the finish.

“That’s pretty impressive and that’s after eight laps,” said Misheralak.

It’s been a long winter. In addition to the weather being unusually cold and snowy, with big blizzards stretching into the end of April, communities across the Kivalliq have had to contend with the effects of Covid-19 and the lockdowns that come along with that.

So to see the Kivalliq communities have been going ahead with plans to celebrate the return of spring is a breath of fresh air.

As Mayor Harry Towtongie told Kivalliq News last week, it’s important to get your mind off nothing but Covid all the time. “Hopefully this will give people a break from the same old thing.”

Being asked to isolate from one another is bad enough when freezing temperatures already force people to be confined outside. But with the return of spring, it’s hard to deny people the ability to enjoy the fresh air, especially when so many houses are already overcrowded. This is why it was so good to see Rankin’s council push Sanikiluaq back against the CPHO’s request that Pakallak Tyme not proceed this year.

There is no doubt the chief public health officer meant well in trying to prevent a disaster, given the nasty way in which the virus has spread in Iqaluit.

However, the toll that extended periods of isolation and fear has taken on people should

not be underestimated.

One need look no further than Arviat, which was under siege from November of last year until just a few weeks ago. When their lockdowns ended at the end of April, one Arviat resident remarked that it felt “just like a war ended.”

In the end Rankin Inlet had to compromise with public health recommendations by committing to not inviting other communities to celebrate Pakallak Tyme.

They also cancelled most indoor events as an extra precaution. A host of competitions were held online from a cross-dressing photo contest, to cakes and pictures of snow forts, all of which received rave reviews from the community.

Rankin was able to run its snowmobile races after being cancelled last year. Even though racers from other communities were not participating there was a record turnout with 60 racers lining up over the weekend.

And to make sure spectators could enjoy the races too, the hamlet plowed a massive parking lot beside the track so that people could be socially distanced in their trucks while watching the action.

It may not be the spring celebration that Kivallirmiut deserved but it was better than nothing.

With no active cases in the Kivalliq, other communities in the region are also celebrating their own hamlet days in the month of May. Baker Lake, Whale Cove, Arviat, Coral Harbour and Chesterfield Inlet, Rankin Inlet and Naujaat have also been organizing fishing derbies.

The chief public health officer has done a good job of trying to stop the spread of Covid-19.

But as Towtongie pointed out, it has been residents that have been abiding by public health measures that enabled Kivalliqmmiut to have this return to what now passes as normal. Without people being courteous and responsible there may not have been any hamlet days or fishing derbies this year.

Even though there is still a chance that Covid-19 could return to the Kivalliq, it’s important to be able to celebrate life, family and the return of warmer weather as safely possible.

In the meantime let’s keep Iqaluit in our thoughts as they try and battle the latest round of Covid-19 infections so that they can celebrate with us.

KIA and Sakku create new corporation to manage Kivalliq Hydro-Fibre Link Nukik Corporation, which is 51 per cent owned by KIA, will oversee the development and financing of the $1.6 billion project

The Kivalliq Inuit Association and Sakku Investments have jointly formed a new corporation to manage the development of the Kivalliq Hydro-Fibre Link project.

Called the Nukik Corporation, it was officially incorporated in March after the boards of KIA and Sakku voted unanimously to create the new entity.

It will now assume the lead role in developing the hydro-fibre link that will bring clean energy and broadband service to the region.

“KIA and Sakku through our project planning processes agreed that with the magnitude of this project and its scale … we thought it would be more efficient to create an entity such as Nukik,” explained David Kakuktinniq, who was chosen by KIA and Sakku to be the president of Nukik Corporation.

Kakuktinniq also serves as the president and CEO for Sakku Investments. According to the government registry, the other three directors for Nukik are KIA president Kono Tattuinee and Peter Kattegatsiak, KIA’s regional director for Chesterfield Inlet, as well as Sakku Investments chairperson Dino Bruce.

The new corporation is 51 per cent owned

by KIA with the other 49 per cent owned by Sakku Investments.

KPMG signed on as financial advisor Discussions about the possibility of hydro/ fibre optic link, connecting southern Nunavut to Manitoba’s grid have been ongoing for decades. According to Kakuktinniq, the creation

of Nukik represents a major step forward in bringing the project to life.

“It’s certainly a project that is significant to the region, but also to the territory. And given that it’s a nation-building project. We’re really excited to see what comes next,” Kakuktinniq said, pointing to the fact that the hydro-fibre link will bring clean energy and broadband service to the region.

One of Nukik’s first steps since incorporating was to sign an agreement with the Canada Infrastructure Bank. The company has also hired KPMG to act as a financial advisor on the project.

“They’ve been signed on through Nukik to help carry the project to a financial close,” Kakuktinniq told Kivalliq News. $3 million from feds The news of Nukik’s creation comes as the federal government announced another $3 million to support the continuation of feasibility studies and surveys which have been underway for the past few years.

Kakuktinniq said those studies will be necessary to make sure Nukik can meet the requirements of the Nunavut Impact Review Board, the Nunavut Water Board and other community consultations that will be necessary for the project to be approved.

“The funding that CANNOR has provided has helped a lot with the pre-feasibility and the planning for the baseline studies,” said Kakuktinniq. “Those detail pieces need to be planned for and you need to create the business plans and the financial models and the different elements like that.”

The federal government also announced they would be investing $40.4 million over three years with this year’s budget to support feasibility and planning of hydroelectricity and grid interconnection projects in the North.

Kakuktinniq said Nukik is hoping to be able to access some of that funding for the Hydro-Fibre project.

In addition to public funding, Nukik will be seeking out private investors and partners.

The corporation’s next major step is to choose a development partner that has significant experience with planning and implementing major hydro infrastructure projects.

Kakuktinniq said Nukik is hoping to select a partner by the end of summer.

“By sometime in August we’ll know who our development partner is,” said Kakuktinniq. “Once that’s in place, the nature of that relationship will morph into what Nukik represents and what we will move forward with.”

Big benefits of hydro and fibre optic connection The most recent estimates peg the price tag for the project at $1.6 billion. The joint development of both a hydro and fire optic line have the potential to deliver huge benefits to the Kivalliq region.

According to information provided on www. kivalliqlink.ca, when completed the fibre optic link will lower broadband costs by 50 per cent.

Meanwhile internet download speeds will be 3,000 per cent faster, while upload speeds will be 1,000 per cent faster.

In addition to those benefits, the transition to cheaper and greener energy will also be an incentive for potential investment in the region.

“It creates an economic opportunity for the region in the long term, in that we will have renewable resources,” said Kakuktinniq.

“There’s a multiplier effect in what these benefits are and that extends into the mineral resource sector. If you’re providing green alternative energy instead of a company needing to buy diesel that provides a business opportunity in itself.”

Rankin HTO issues warning about wasting meat

Hunters and trappers organization makes statement after concerned resident captured images of caribou left on the land

Rankin Inlet’s HTO is raising alarm bells over the wasting of caribou meat after council shared images of unharvested carcasses with the organization.

Thomas Comer, who is a casual employee with the Kivalliq Hunters and Trappers Organization, said the images were first shared with him by the hamlet.

“They wanted us to respond to a picture of a photo that has been posted on Facebook,” Comer told Kivalliq News.

“There were about five or more caribou carcasses that had been left behind. Their body parts were taken and the rest was left behind.”

After seeing the pictures, Comer decided to write up a public notice that was shared on the community Facebook page.

“The Hamlet of Rankin Inlet and the KTHO are very disappointed with this kind of practice.”

The notice reminds hunters that fines for improper harvesting start at $575 under the Nunavut Wildlife Act. According to the act, hunters are legally allowed to leave behind the head, the legs below the knee, and the guts. The skin can also be left behind if the animal is shedding and wounds can also be cut out to avoid lead poisoning.

Even if there are parts of the caribou the hunter does not want, they should not waste it, Comer wrote in his statement.

“If there are certain parts of the meat which you do not wish to keep, please bear in mind that there are Elders and other members of the community who will gladly take the meat.”

Comer said the difficult thing about prosecuting illegal harvesting is that it requires a witness.

In order to raise awareness about meat wastage, Comer said he planned to circulate the HTO’s statement to the local radio station.

“We’d like to see their participation in this whole thing and get Elders talking on local radio. “There’s got to be some

kind of a stop put to it. Leaving food out on the land is not IQ compliant. A lot of the Elders here will speak against it.”

Comer added the he’d like to see all the communities within the Kivalliq region come together in an effort to stop irresponsible harvesting.

“If we as a community are going practice what we preach we should not be wasting meat.”

Rankin Inlet hamlet retaining group home contract GN awards operation of group home to community after southern company unexpectedly withdraws bid

The Hamlet of Rankin Inlet will be operating the community’s group home after the southern company that had previously won the contract to run it unexpectedly retracted its bid.

Last month Rankin Inlet Mayor Harry Towtongie criticized the territorial government for its plans to award the contract to run the community group home to Shift, a Nova Scotia company.

Just a few weeks after Towtongie was public with his comments, the hamlet was notified that it would be running the group home after all as Shift had unexpectedly withdrawn its application.

“We were a little bit shocked too that it had come back,” SAO Darren Flynn told Kivalliq News.

Flynn said the hamlet was preparing to transition the running of the facility over to Shift when they received the news from the Department of Community and Government Services.

“We were prepared to work with the new company in a co-operative manner,” said Flynn. “We’d been outbid on the

contract so we advised them of the service we were running.

About a week later I got contacted by procurement at CGS advising me that they had withdrawn their bid, so it defaulted back to the hamlet’s bid.”

“We’re currently running the operation as we always have, so instead transitioning we’re looking at continuing to run the service,” he continued.

Rankin’s municipal government has been running the Rankin Inlet Adult Group Home on behalf of the Department of Family Services for the last six years.

The hamlet will now retain the $2.4 million contract for

another three years, with the potential for three consecutive one-year extensions based on performance reviews conducted by the territorial government.

“That’s what it costs us to run the operation. We’re doing this a service to the community, we’re not profit driven,” Flynn said. Although it came as a surprise, Flynn said the hamlet is excited that the decision ended up going in its favour.

“It means employment will be maximize for the people of Rankin Inlet,” he said. “It’s good news, most importantly for the clients that occupy the building, who will have a continued level of service that they’ve had for the past six years.”
