KIA picks poster contest winner Baker Lake Fourteen-year-old Eleanor Aupaluktuq recently won a poster contest held by the Kivalliq Inuit Association.

She had never tried her hand at drawing but it's something she started practising when the lockdowns began last March.

Aupaluktuq, who was one of dozens of people who submitted to the contest, said she was surprised her drawing was chosen.

"I was really happy that I won," she told Kivalliq News. "People have been congratulating me."

Aupaluktuq's mother Christina Aupaluktuq said she drew lots of inspiration from her grandmother Elizabeth Aupaluktuq and greatgrandmother Nancy Aupaluktuq, both whom are artists.

"She has been getting better and better since last November," she said.

Eleanor Aupaluktuq's poster will be used for campaign about clean water for KIA. Her winning drawing includes an igloo, fish and a woman drawing water from the river and caribou drinking the water. Aupaluktuq also included a house to show the difference between how Inuit live now and how they used to live.

Her prize was a camping set, which she hopes to use when going fishing with her family this spring.

KIA applications going paperless Kivalliq The Kivalliq Inuit Association will be moving its application forms for all programs and services online as of this month.

"We are working to make everything streamlined for all applicants and staff to deliver these programs more effectively and efficiently," stated the organization in a news release.

The next program application to go onlineonly is for the traditional economy fund grant.

"Any new applications after this point will be responded to and we will encourage online-only applications.

"We are working to make everything streamlined for all applicants and staff to deliver these programs more effectively and efficiently."

If Kivalliqmiut are unable to access the website via computer or cellphone, the online applications can be completed with the help of the local community liaison officer in your community.

Elders lunch coming up Rankin Inlet Rankin Inlet will be hosting a special Elders lunch this week. The lunch will be taking place at the drop-in centre at noon on April 15. Those who need assistance getting to the lunch can request a ride from the hamlet.

People who are attending are asked to bring their own ulu to cut meat. There will also be some games for Elders after food has been served.

The lunch will be limited to a maximum of 20 people due to Covid-19 restrictions. Elders can register by contacting the hamlet office.

Baker Lake will be voting on how the community controls the purchase of alcohol for the second time in three years on April 26. The territorial government talks a big game when it comes to keeping jobs in the North and building local capacity.

But when you look at its procurement policies, its action doesn't add up to its words.

The latest example is the contract for Rankin Inlet's group home, which was awarded to a southern company with no explanation.

The hamlet has been successfully running the group home for the past six years since it took over the contract from the previous operator.

However, under the most recent bid to run the group home, the Sanikiluaq department of health and social services opted to give the contract to Shift, a Halifax-based company which describes itself as a "specialized care operator" on its website.

According to that website, the company has contracts to run three group homes for youth in the North, including two in the NWT and a treatment centre for girls between the ages of 12 and 19 in Iqaluit.

The only adult group home it runs, however, is based in Halifax. That is also where almost all of the company's upper management is located. Meanwhile none of the full-time staff listed on the home page appear to be Inuit.

Covid-19 restrictions eased for Arviat Indoor gathering limits increased and schools going back to in-person learning

Arviarmiut can finally breath a sigh of relief. After months of being under strict lockdown due to the spread of Covid-19, chief public health officer Dr. Michael Patterson announced the easing of public health measures across the Kivalliq region on April 6.

"Based on current circumstances, it is safe to once again ease public health measures across all communities in the Kivalliq region," said Patterson.

It has been more than three weeks since the last case of Covid-19 was identified in Arviat, and there have been no active cases in the community since March 20.

"While some public health orders come into effect tomorrow, we ask community members to be patient as municipalities and organizations take the necessary steps to adjust and implement the new measures," Patterson said.

For most of the Kivalliq – aside from Arviat – the limit on indoor private gatherings has already increased to 15 plus household members. Indoor public gatherings, including places of worship, may allow 100 people or 75 per cent of the facility's capacity, whichever is fewer.

Public swimming pools, recreation centres, gyms, galleries, museums and libraries may open to a maximum capacity of 25 people or 50 per cent capacity, whichever is fewer. Group sessions are limited to 25 people.

Arenas may open to a maximum occupancy of 50 people, or 50 per cent capacity, whichever is fewer, and buildings, public playgrounds, municipal parks and territorial parks may open.

Eased Arviat measures In Arviat, masks will remain mandatory for indoor gatherings, while indoor private gatherings are capped at five people, plus household members.

With the easing of restrictions, schools in Arviat will be moving to Stage 2 of the 2020-21 opening plan for Nunavut schools, effective April 12.

In a statement provided to Kivalliq News, Health Minister Lorne Kusugak, who is the MLA for Rankin Inlet South commended Arviarmiut and local health officials for getting the community back to being free of Covid.

"This has been a long road for the people of Arviat," he stated. "It is my hope we can keep cases at zero."

been a challenge. As Arviammuit live under these eased restrictions, I urge everyone to continue following the public health measures still in place, so we can continue to reduce the risk of more cases of Covid-19."

He also encouraged anyone who has not yet received a vaccine immunization to make an appointment at the health centre.

"It is safe, it is effective, and it is our best defence against this virus."

Liquor restriction plebiscite coming April 26 Baker Lake will be voting on whether or not to restrict purchase of alcohol following abolition of the bylaw in 2018

The people of Baker Lake will once again get the chance to decide how the purchase of liquor is regulated in the community.

The community will be holding a plebiscite on April 26 to vote on whether or not to reinstate restrictions which govern the sale of alcohol in the community.

There will also be the opportunity to cast an early ballot on April 19.

The vote will come just three years after Baker Lake voted to remove restrictions related to the purchase of alcohol.

"We went from a restricted community to an unrestricted community just a few years ago," said Mayor Richard Aksawnee. "From then until today we've had some concerned residents."

The last plebiscite was not without controversy because it

was decided by just a single vote, with 178 (which equated to 60.1 per cent of voters) in favour of removing restrictions and 119 against. The territorial government's liquor regulations state that at least 60 per cent of the votes cast are required to overturn the existing system.

Adding to the narrow margin was the fact that four ballots were discarded.

The low voter turnout in 2018 – just 32 per cent – also meant that it was hard to gauge to what extent it represented the will of the community.

"At that time the people who came forward with the petition thought Elders were not properly notified and voting stations weren't properly accessible for people with limited mobility," said Aksawnee.

Aksawnee said the 2018 plebiscite was held with the intention of reducing bootlegging and the amount of alcohol coming into the community illegally. However, it is unclear whether the decision has had a positive effect.

On the one hand, Aksawnee said the number of callouts for RCMP "have grown a fair amount."

However, he attributed a lot those calls to people calling the police to report public drunkenness.

"The crime side of it is nothing major, there's just some people that feel uneasy when they see someone stumbling down the road in broad daylight so they call RCMP right away."

He added that more people have been seeking help to cut down on the consumption of alcohol.

"We have an addictions co-ordinator so anyone who needs help can use our addictions counsellor who works five days a week," he said. "Alcohol is one of the biggest addictions our counsellor deals with on a day-to-day basis."

Under the territorial government's liquor laws, individual communities have the ability to set their own restrictions related to the sale of alcohol.

Baker Lake's once-popular hot meal program has returned after a two-year hiatus thanks to the efforts of a dedicated group of volunteers led by Darlene Nukik-Amaruq.

"I'm back into it and people are excited," Nukik-Amaruq told Kival-

liq News.

The meal program, which is intended for those that need help putting food on the table, was originally spearheaded by Nukik-Amaruq in 2015.

"Both my husband and I have big families on both sides, so we used to invite a lot of our nieces and nephews over for food. But there was

always leftovers and I would bring some to the arena and say, 'Here, there's some leftover food.'"

What started out as an impromptu gesture of kindness slowly evolved into a monthly affair. Even though they didn't have funding, people appreciated what Nukik-Amaruq was doing, so she and her husband started offering meals twice a week.

However, when two of her grandparents passed away several year ago, Nukik-Amaruq decided to take a step back from her busy schedule.

"It was really hard," she said.

"When my grandparents passed I kind of quit for a bit. They were really supportive of what we were doing."

Earlier this year, Nukik-Amaruq started reaching out to people who might be interested in getting the program going again.

Leah Nukik and Victoria Amarook both signed up as volunteers.

Meanwhile, she applied for funding from Agnico Eagle Mines Ltd., which has pledged $5,000 toward the program.

In addition to funding, the program also gets dry goods donations from a southern-based Facebook group called Helping Our Northern Neighbours.

In the past the meal program was run out of the arena. However,

due to Covid-19 restrictions, NukikAmaruq decided it would make more sense for people to be able to bring the meals home.

In order to make sure that people throughout town have access to the meals, Nukik-Amaruq will be using three vehicles stationed throughout town as delivery stations.

"It's once a month so we might as well go full out," she said. "I'm expecting a lot of people to show up."

Ahead of her first weekend running the meal program. NukikAmaruq said she was excited about prepping the food for the community.

"I'm used to cooking up a big storm – like for an army – because we have visitors every day."

A crowd was out in full force for Baker Lake's Easter Games on April 5. The day featured lots of exciting competitions including ice chiselling, three-legged race and the caribou race.
