KIA is holding a poster contest asking entrants to draw inspiration from the greater Baker Lake area.

KIA hosting poster contest for Inuu'tuti Baker Lake The Kivalliq Inuit Association (KIA) lands department is holding a poster contest for its Inuu'tuti Program.

The program entails water sampling and monitoring in the Baker Lake area including lakes and rivers which flow from Baker Lake out into Hudson Bay. It utilizes scientific knowledge and traditional knowledge from Elders in Baker Lake.

The posters can be done in any form and of anything that a participant likes. People are asked to draw inspiration from the greater Baker Lake area.

The prize package for the winning poster includes. a cooler, water jug, a spool of rope, a lantern, a stove, .223 bullets, three fishing rods, two 25-litre Jerry cans, one set of camping dishes, a headlamp and a 20-gallon gas slip.

Posters can be submitted to the Baker Lake KIA office, open Monday to Friday 8:30 a.m. to 5 p.m.

The contest ends at 5 p.m. on March 31.

Indigenous women's entrepreneur workshop at end of month Rankin Inlet The National Aboriginal Capital Corporations Association (NACCA) and the Kivalliq Business Development Corporation (KBDC) are holding an Indigenous women's entrepreneurship workshop on March 30 for Indigenous women in Rankin Inlet.

It's a one-day workshop on how to start your own business and is being held at the Siniktarvik Hotel.

There will be four laptops to be won as prizes.

The deadline to register is March 26 and there is a maximum of 50 people allowed due to Covid restrictions.

Those who are interested can email Mark Macneill at macneillkbdc@outlook.com or submit their name to the KBDC. More information can be found on the KBDC website.

Hamlet office resuming most regular services Arviat The Hamlet of Arviat will be resuming regular services at the hamlet office for everything outside of road tests for driver's licences, said a March 18 announcement.

People are recommended to call 867-857-2841 or email reception@arviat.ca ahead of time to make an appointment.

The hamlet office is not yet fully staff and people are expected to wait a little longer than normal for hamlet services. People are asked to wear a mask and use hand sanitizer.

They hope to be able to offer road testing once restrictions ease in the future. The community hall, drop-in centre and arena will remain closed until the current public health measures ease.

Extra help for Arviat needed, Main says Premier assures government prepared to deal with backlogs, will conduct evaluations

The Government of Nunavut should draft a recovery plan to help Arviat rebound from its Covid-19 outbreaks and lockdowns that lasted months, MLA John Main says.

He's seeking extra help for the community's health care, mental health counselling, dental care, development and renovation of existing housing, business development and support, K to 12 and adult education, basic government services, social work, family support and child care.

"It's unprecedented ... without a co-ordinated approach, I feel that the negative effects could linger longer than necessary," Main said in the legislative assembly on March 5.

Premier Joe Savikataaq, who also represents Arviat as an MLA, said he intends to visit the community once public health measures allow it. There have been 339 cases of Covid diagnosed there since November.

"As soon as Arviat starts opening up, and restrictions start being lifted, I know that all the departments will be in there to do any catching up, if need be," Savikataaq said. "I talk to all my ministers daily, and I've been assured that if there's any backlog of any services in Arviat that they will be doing their best to get it caught up as soon as available.

"Maybe we can do (it) with our own resources. If we need any other resources, then the appropriate the departments, or the CPHO (chief public health officer) or whoever else can ask for

assistance from outside of the territory."

On March 15, Main called for a formal evaluation of the government's actions to be undertaken to better understand what could have been done better during the pandemic, and where gaps exist.

"My hope is that such a formal evaluation would be of use and it would strengthen future efforts to tackle public health matters, perhaps, such as tuberculosis, which we know as a public health issue that has plagued Nunavut for far too long," Main said.

Savikataaq replied that once the virus has been vanquished in communities, the CPHO and the health department conduct an evaluation and debriefing.

"It's not to lay blame. It's so that OK, if this

happens again, what can we do better next time?

What really worked well and what didn't work well?" the premier said.

In the meantime, he urged Nunavummiut not to let their guard down. He advised residents to continue wearing masks, venture outside only when necessary and wash their hands frequently, despite increasing numbers of vaccinations against the coronavirus.

"People who still never received vaccine shots may have that disease and will not show symptoms," he said. "Life is too precious and we could stop this deadly disease by following simple instructions given by CDC (Centers for Disease Control and Prevention) and Dr. (Michael) Patterson. Let's do our part so that we can normalize our living environment we had before."

Pauktuutit Inuit Women of Canada has been encouraging Nunavummiut to get the Covid-19 vaccine, and to get that message through to youth, the organization has enlisted a social media influencer.

Annie Buscemi of Iqaluit, who Pauktuutit named as its Young Inuk Woman of the Year Award winner in February, appears in a newlyreleased video stating that she intends to get the vaccine as soon as it's available to her.

"I believe (the vaccine) will tremendously help us protect our communities, our Elders and ourselves," Buscemi says in the 41-second video.

"Although this is such a scary time, I believe that if we stick together, we will be OK." Pauktuutit held a press con-

ference with several federal ministers and national media on March 17 to promote its ongoing "For My Community" public health safety and inoculation campaign, which has included the distribution of 5,000 masks over the past several months.

Rebecca Kudloo, the organization's president, said she has received both doses of the Moderna vaccine, as have many residents in her community of Baker Lake.

Those ages 18 and over are eligible to receive shots, but priority groups, including Elders, were first in line.

During her presentation, Kudloo lit a candle and held a moment of silence in tribute to Sanikiluaq's Silatik Qavvik, a

35-year-old mother of five, who died in Winnipeg on Jan. 3 after contracting Covid-19.

"We acknowledge her and offer strength for her family," she said.

Dr. Evan Adams, deputy chief medical officer with the First Nations and Inuit Health Branch headquar-

ters in Ottawa, said Inuit are among the targetted population to receive the vaccine because higher prevalence of the virus and because it's harder to access health services in geographically isolated Northern communities.

He admitted that there is a distrust and hesitation to

get inoculated among some Indigenous people due to sometimes not having "the best relationship with research or with the medical system, where they've had difficult, painful experiences in the past."

However, he pointed out that support from medical personnel has also led to many positive outcomes in many lives. Side effects related to the vaccine have been few and mostly mild, said Adams, who added that the medical community is willing to respond to the public's questions about the vaccine.

Minister Mona Fortier, who oversees the federal portfolio of Middle Class Prosperity, acknowledged that Covid19 has affected certain communities more than others, including Inuit, First Nations and Metis.

The federal government has provided millions of dollars in financial aid to Nunavut during the pandemic and is sponsoring Pauktuutit's vaccine education campaign.

Buscemi, who has close to 12,000 followers on TikTok, said she's honoured to be part of the vaccine promotion campaign.

MLAs renew call for greater action to protect Beverly and Qamanirjuaq caribou herds

Kivalliq MLAs are once again voicing concerns over sales of caribou meat that they say could do lasting harm to the Kivalliq region's treasured herds.

Patterk Netser and Cathy Towtongie both spoke of pressures on the Beverly and Qamanirjuaq caribou herds, which is hunted not only by harvesters from Nunavut, but also from the Northwest Territories, Manitoba and Nunavut.

"Caribou in the Kivalliq are in a crisis. A lot of it is due to overhunting and internet sales ... There is currently no control of the sale of the meat, and some individuals will sell caribou online at a

very expensive price. It is like $400 to $600 per caribou. I want to support hunters that hunt properly, but then there seem to be many other people who just kill caribou and leave it behind," Towtongie, MLA for Rankin Inlet North-Chesterfield Inlet, said in the legislative assembly on March 12.

"Additionally, sometimes we can see caribou that has been hunted and just thrown away because they don't have any fat. They just get left behind. They just get the tongue, and that is not the traditional Inuit way.

"We have to think of ways to teach the younger generation of hunters how they can skin the caribou properly, and what uses there are for different parts of the caribou; for

example, clothing."

Netser said he's hearing from residents who are telling him action needs to be taken to protect the caribou.

"That it is becoming very worrisome because Coral Harbour is on an island, and although its a big island, it is becoming worrisome people are selling caribou from that herd too. We are getting worried about them.

"My constituents keep calling me about it, saying that we need to do something about it," said Netser, Aivilik MLA. "Within the Nunavut Land Claims Agreement, it states that any Inuk can sell caribou. However, if we want our future generations to have wildlife to hunt, then we have to start doing something about it now.

"It's getting very worrisome. So I encourage our minister to sit with Nunavut Tunngavik Incorporated and have meetings about it. It would be good if they could do that before we run out of caribou."

Baker Lake MLA Craig Simailak asked Environment Minister Joe Savikataaq whether his department meets with neighbouring jurisdictions on the status of the Beverly and Qamanirjuaq caribou herds, and if there are agreements in place to ensure all jurisdictions are doing everything possible to prevent the continued decline of the herds.

Savikataaq assured that work is ongoing with comanagement partners in the NWT and the provinces, as well as with the Beverly and Qamanirjuaq Caribou Management Board. He added that a total allowable harvest on the herds could be set within Nunavut, "if we feel there's a conservation issue."

Simailak said he believes that the GN should be prepared to reopen certain sections of the Nunavut Agreement to effectively protect the Kivalliq caribou herds, if necessary.

It takes a community to raise graduates

On March 10, Nunavut Arctic College held a ceremony to honour the Class of 2019 – Adult Basic Education Essential Skills (ABE-ES) at the Community Learning Centre in Baker Lake. "Nunavut Arctic College, CLC, Baker Lake students and staff extend best wishes to the graduates, family members, friends, Elders and the community, especially hamlet council members and deputy mayor Paula Hughson, Co-op and the Northern Store for their active participation and contributions in making this event special for our graduates," reads a statement from Nunavut Arctic College. Arviat loses 'kind and humble' man to Covid

MLA wants housing issues resolved to reduce harm from next crisis

In a short time, Covid-19 took Luki Sammurtok away from his family forever.

The 59-year-old Arviat resident died on Dec. 19, a little more than two weeks after being diagnosed with the dreaded virus.

"It was very difficult for all of us as we were hoping to see him get better," said his sister, Cecilia MacCallum. "He was a very kind and humble person all his life ... he was the kind of person who would give someone the shirt off his back.

"He was caring, loving and humble man, he didn't judge people. He was always helpful, smiling and had to be doing something, whether cleaning up or changing furniture around at his place. He loved his wife dearly and all his brothers, sisters, their spouses, nieces and nephews."

On March 11, the National Day of Observance for Covid-19, the flags outside Nunavut's legislative assembly flew at half-mast. Inside, territorial politicians held a sombre moment of silence for the thousands of Canadians who perished from the coronavirus, including Sammurtok.

John Main, MLA for Arviat North-Whale Cove, offered his condolences to the surviving family members: Sammurtok's wife and his four sisters and two

brothers among them.

"Now, the difficulties of going through this pandemic is obvious, and when you think of his widow now, Diane Sammurtok, she contributed a lot.

"Even though her husband Luki had passed away and although she was obviously grieving and her heart was also causing her issues, she continued to comply with the measures and publicly asked her fellow residents to faithfully follow these health measures enacted by the chief medical officer," Main said, adding that Diane also encouraged Arviammiut and Nunavummiut to get vaccinated.

MacCallum told Nunavut News that there certainly are there are helpful words that others can heed in light of her brother's death.

"I would like to quote what my daughter Naomi MacCallum said on Facebook: 'I know what my late Uncle Luki would want his death from Covid to be an example to all. He would tell people how dangerous this virus is and ask that everyone stay home and stay safe,'" stated MacCallum.

Main told his peers in the legislative assembly that the crisis Covid created has deep roots that lie in a number of areas, and they must be addressed.

"I don't think we will make any progress if we just talk about the pandemic without resolving our housing crisis that impacts our

'It's been my life:' Longtime educator reflects on almost 50 years of work Uliut Iksiktaaryuk has taught generations of Baker Lake students while striving to preserve the Inuktitut language

Uliut Iksiktaaryuk, a Grade 5 teacher at Rachel Arngnamaktiq Elementary, is closing in on 50 years of experience as an educator.

She has taught generations of Baker Lake students, championed the Inuktitut language and she's still going strong.

"It's been my life," she said. "The only way I was able to last this long is I work with a lot of good supportive teachers."

Coming up through an education system that originally intended to suppress her Inuit culture and language, Iksiktaaryuk has had a tremendous impact on her students and the community.

"I was the last one in my family to be born in an iglu out on the land," she said. "I have no recollection of ever living in an iglu or a tent because I was brought into the community at the age of six when my parents were told I had to attend school, so I started attending federal day school.

"But I do remember starting our life in Baker Lake in a shack, which was not heated," she added.

Her career in education began in 1974 when her principal asked whether she'd like to train as a classroom assistant instead of going to high school.

"I didn't want to be the only one left behind from my peers but he told me I had to listen to my parents so I

was sad about that but that's when my life as an educator started," she said.

She was only 16 years old.

The decision meant she could avoid attending a residential school in Yellowknife, Inuvik or Iqaluit, she said, which was probably a fortunate thing, though she didn't know it at the time.

"Being a teenager, I didn't know what the reasoning was for my parents to not send me out," said Iksiktaaryuk. "I had seen my brother being taken away from us when I was just a toddler to attend school and I remember one time in the middle of winter we were rushing to come back to Baker Lake from the land and it turned out my brother had walked from the community to maybe 30 or 40 miles to our camp all by himself, walking to run away from the school," she said.

"I guess he was being mistreated and he wanted to see us but my parents were afraid they'd get into trouble because my brother ran away from school, so I remember rushing him back with a dog team," she continued "I was a toddler but I remember bits and pieces."

After many years working as a classroom assistant, Iksiktaaryuk received her standard teaching certificate in 1993.

Then in 1997 she was offered the chance to become a school administrator.

"At first I didn't want to but then I thought, 'Well I've gone this far, why

not try something else?' So I agreed," she said.

After taking a three-year course, she worked for a year as an acting school principal with an eye toward eventually becoming a superintendent. "But by then my mom's health was deteriorating so I finished off my acting principal year and went back to teaching."

Things have changed quite a lot over her career, she said.

"Back then, when I first started, the kids that were coming into the school spoke Inuktitut very well but they didn't understand a word of English," she said.

That's why perhaps the most important part of her career was the 13 years she worked as a language consultant helping to incorporate Inuktitut into the curriculum – a remarkable achievement considering she herself was shamed for speaking the language when she was a student.

"I was forced to not to use the language when I first started school," she said. "I used to get punished for that, so I try to encourage any student that I see that comes through my doors at the school. I try and speak to them in Inuktitut and explain to them what I'm saying.

"At first they were shy because it's no longer their first language so I try my best to make sure we keep the language alive," she continued.

Right now she's in the middle of trying to conduct parent teacher interviews over the telephone and dealing with report cards.

Uliut Iksiktaaryuk has seen a lot of changes to the territory's education system over her almost 50-year career.

"Most of my day is spent worrying about classes and then going home, it's just home and school life right now," she said. "Especially with Covid going on.

"Every once in a while, I see my grandchildren. We're in the same community but because of Covid it's really hard to plan gatherings and

stuff like that with family."

And at 63 years of age, Iksiktaaryuk has no plans to retire just yet.

"I keep trying to retire but something else keeps coming up," she said. "My teaching certificate has been extended again so we'll see what happens."

'It smells like mud in this apartment' Emilia Hallauk says her family suffers chronic health problems because of their mouldy apartment

An Arviat mother whose home is overrun with mould said the problem is making her family sick.

Emilia Hallauk, 36, is worried about how the mould could affect her elderly father, who has respiratory problems, and her three-year-old daughter, who has been asthmatic since birth.

"It smells like mud in this apartment," she told Kivalliq News.

Home for Hallauk is a two-bedroom Arviat Housing Association apartment she shares with up to 13 other people, including her six children, her parents, two brothers and three sisters, although one

sister now lives with her boyfriend because "we don't have enough room," she said.

She has been living in the home for 12 years, she said, and first noticed the mould issue about a year ago. She said the problem has been making her family members sick.

"My dad (who) is over 60 years of age started to lose his voice and get respiratory problems and my three-yearold girl has been asthmatic since birth," she said.

"It really makes my head hurt," she added. "Big time headaches."

She raised the issue with the Nunavut Housing Corporation and the Arviat Housing Association about six months ago, she said.

Last week she shared

images of her home on social media.

"I kept asking for help but got no response," she said. "So, I just started to post pictures to get attention so my family will have a healthy lifestyle. I don't want them to be here."

Two Arviat Housing Association staff visited her home on March 17 and said the problem would be taken care of, she said.

Hallauk wants the mould removed, but she is also open to moving to a "three or four bedroom" unit "because this little apartment is so small for my six kids."

"I just want my kids to be healthy," she added.

A representative from the Nunavut Housing Corporation declined to comment.

Hallauk said her family suffers chronic health problems because of the mould in their home.

Clocking in a win for the ages Team Jose Kusugak wins Rankin Inlet Hometown Hockey Tournament

It's only fitting that the son of one of Nunavut's founding fathers would pot the winning goal on a team named after that very same man.

The Rankin Inlet Hometown Hockey Tournament emanated from the Rankin Inlet Arena from March 18 to 21 with eight teams in action but not just any eight teams. They were made up of players from the senior men's hockey league, oldtimers league, U18 and U21 divisions. Each team was put together through a draft with each captain getting to pick from those signed up to play.

The final – and perhaps, most fitting – touch? Each of the eight teams was named after some of the elder fans who have passed on, those fans who were some of the most well-respected and well-known in the community.

Pujjuut Kusugak played on the team named after his late father, Jose Kusugak, and he said it was a special feeling to be able to do so.

"The organizers (including Troy Aksalnik) contacted to let me know they were hoping to do it and it was a great honour," he said. "I asked my mom and sisters first to see if they were OK with it and they gave their blessing. It was a real classy gesture by the organizers to include people that we remember as being at the rink all the time, never missed a game, contributed so much to hockey here – it was very special."

The teams were divided into two divisions with three games guaranteed in the round-robin and at least one playoff game. The winners of each divisional playoff game would advance to their respective final and it would be Team Jose Kusugak versus Team Kowmuk in the A division final while Team Misheralak and Team Tattuinee did battle in the B division decider.

In the A division final, Team Kowmuk opened the scoring courtesy of a goal from BJ Tanuyak before that was answered by Quentin Issaluk of Team Kusugak to tie the game at 1-1. Kris Okpatauyak, Craig Beardsall and Steven Panika would score three unanswered goals for Team Jose Kusugak to give them a 4-1 lead after two periods of play. Team Kowmuk would get one back thanks to Aglukaq Tartak to cut the lead in half, followed by another courtesy of Tristan Dias to cut the gap to 4-3.

Makpa Uluqsi would restore Team Jose Kusugak's two-goal cushion at 5-3 but Team Kowmuk wasn't done. Wendel Kaludjak scored on the power-play to make it 5-4 and Tristan Dias would get his second with less than three minutes to go to tie the game at 5-5.

Sudden-death overtime was required to decide it and that's where Pujjuut Kusugak played the hero's role as he banged in a puck which came off the glass and right in front of him to give his team a 6-5 win.

"We got fortunate on that one," said Kusugak. "We had a couple of lucky bounces off the glass and one of those landed right at my stick. I had an empty net to look at and put it in."

In the B division final, Team Misheralak would skate away victorious thanks to a 5-2 win over Team Tattuinee.

As with the minor hockey tournament held earlier this month, this tournament employed 12-minute periods for round-robin games and 15-minute periods for the playoffs. There were also no fans allowed in the stands due to Covid-19 restrictions.

Kusugak said it was a format which he felt went over well.

"It felt a little longer in the playoffs but it was good for the round-robin because every game took around one hour to play," he said. "I think the format may stick around for a while."

Damir Dzumhur walked off the court during a match in Mexico earlier this month. Before he left, he had some words for the chair umpire which caused a few ears to perk up.

Well, that was enough for Dzumhur, who fist-bumped van de Zandschulp and walked off but not before giving the chair umpire one last parting shot.

If you watch the video and listen close, you'll hear Dzumhur tell the umpire something which sounded close to how he was going to kill him. It's not totally clear but it sure sounds like it.

Now, it looked like the ball was out and if Dzumhur wants to ask about it, he's well within his rights to. But this does nothing to convince people that tennis players are sulky and spoiled.

I'll say this, though: he's no Viktor Troicki.
