KIA launches second phase of Covid initiative Kivalliq The Kivalliq Inuit Association (KIA) announced the launch of the second phase of its Covid-19 initiatives for its members on Dec. 8, which will be a $1,500 gift card for every Inuit household in the Kivalliq.

The announcement included an explanation of how the second phase will work, with it being "suggested by the Covid-19 Planning Committee that the ICS Funding (Indigenous Community Support Fund) would be rolled out with a partnership with the Arctic Co-operatives Limited to provide $1,500 gift cards to every Inuit household in the Kivalliq region. This has been presented and approved by the KIA Board of Directors."

The announcement explained that every Inuit household in the Kivalliq region will be eligible to receive this funding, to be used for anything that the local Arctic Co-op store has to offer, with the exception of tobacco and bingo products.

This will allow residents of each household to buy food and assist with the expenses of going on the land and where those communities that have their petroleum products contracted by the ACL, the gift certificates can be used for household fuel and gasoline purchases.

The Arctic Co-operative Limited gift cards are geared toward assisting Kivalliq Inuit with the Covid-19 pandemic and will not be used toward any payment to the store accounts in which the households may have with their respective Co-op store.

KIA president Kono Tattuinee did not respond to the Kivalliq News request to be interviewed on the second phase.

Covid update Kivalliq It was announced on Dec. 14 that Nunavut had 9 new cases of Covid-19, all in Arviat.

As of Dec. 14, Nunavut had a total of 49 active cases of Covid-19. The total number of persons followed to date is 5,377. There are 642 persons currently being followed.

A total of 207 Nunavummiut have recovered from the virus.

Premier Joe Savikataaq said he was assured by the prime minister that Nunavut would get enough of the Moderna vaccine to vaccinate 75 per cent of Nunavut's population over the age of 18.

"I am hopeful this will happen in the first quarter of 2021," said Savikataaq.

"We know Moderna – the vaccine that will work across our remote locations – still needs approval. In the meantime, we are working hard to develop our roll-out plan and the logistics and human resources necessary to administer the vaccine.

"As we get closer to the holidays, I want Nunavummiut to really understand what this season will look like.

We need to prepare for a very different Christmas season.

"This means limited gatherings and parties. This year, we need to celebrate virtually, by phone or with distanced window/porch visits. We need to stay apart this holiday, so we have a chance to come together next Christmas."

Cases in Whale Cove, Rankin Inlet and Sanikiluaq all recovered, monitoring ongoing

All residents of Whale Cove who had contracted Covid-19 are considered recovered as of Dec. 8, according to the Government of Nunavut.

"We (have) reached another milestone in our collective efforts to flatten the curve and stop the spread of Covid19 in Nunavut," said Patterson.

"Residents of Whale Cove should be proud of their efforts. I also want to remind everyone that as long as there are contacts in isolation in a community, it cannot be assumed to be Covid-free.

"Nunavummiut, please continue to follow the current public health measures and stay vigilant."

There are a total of 49 active cases in the territory as of Dec. 14, all in Arviat.

"I know that it is not easy and I want to thank all Arviammiut who are doing their part to stop the spread of the virus in the community," said Dr. Michael Patterson, Nunavut's chief public health officer.

"However, as long as we continue to see new cases of Covid-19 in Arviat, every single community member must do their part and follow the current public health measures.

"It cannot be overstated how impactful every single individual's actions are right now. Please don't take chances; focus on doing your part."

Health Minister Lorne Kusugak has stressed the importance of stopping others from going inside their homes.

"This is very serious, please stop visiting, please stop allowing visitors to your house. You know who you are, if you've been told you have the virus and that you've tested positive, please stop people in your house from visiting.

"It's very simple."

"Arviammuit have endured a lot of pain and a lot of hardship over the years, some of it a lot harder than what they're going through right now," Kusugak said, adding that "they overcame all those obstacles, you can overcome this, unite and fight it together, you have our support."

He adds that health workers in the community as well as across the country are feeling the strain Covid-19 has put on them while endeavouring to keep the spread of the virus under control.

"They are getting tired, so too are many, many caregivers across the country. Help them by helping yourself, stop going out and stop people from coming to your house," said Kusugak.

"Wait two weeks and this will be done."

As of Dec. 14, Arviat testing has yielded 899 negative tests.

Monitoring in Sanikiluaq, Rankin Inlet and Whale Cove continues.

Anyone who has reason to believe they have been exposed to Covid-19 is advised to call the Covid-hotline at 1-888-975-8601 between 10 a.m. and 6 p.m. EST, or notify their community health centre right away and immediately isolate at home for 14 days. Please do not go to the health centre in person.

Time to bring them home Environment ripe to pressure Ottawa on Elder care for territory

One silver lining within the dark cloud of Covid-19 is that it has cast the spotlight upon the lack of health-care facilities and the vulnerability of remote Indigenous communities in Canada, said Rankin Inlet's Mark Macneill.

Macneill said long-term Elder-care facilities on the horizon for Rankin Inlet (Level 3 or Level 4, 24 beds), Iqaluit (Level 5, more than 100 beds) and the Kitikmeot region (Level 3 or Level 4, 24 beds) is a big step in the right direction for Nunavut to one day finally be able to bring its Elders home and cared for in the territory – but there's still a long way to go before Nunavut Elders will no longer be shipped far from their families to Elder-care facilities in the south.

He said timing wise, it's opportune to raise the situation with a sense of urgency and point out that it's been going on for a long time.

"There's a focus now on health care and the issues with long-term care elsewhere in the south, where the coronavirus ran roughshod over privatized health-care centres

that were profit driven and run too businesslike," said Macneill.

"What Inuit need (to do), in my view, to raise the level of awareness and focus on this issue, is to say they want the service in Nunavut and control over it for the integrity of their Elders, families and communities and for the ability to provide the service consistent with Inuit culture and the needs of their people.

"I'm not involved with the Government of Nunavut's Department of Health, or what's happening behind the scenes, but I am able to see that there's a chronic shortage and Inuit complain this is one thing they need."

Macneill, a former Nunavut Arctic College management studies instructor and current general manager for the Kivalliq Business Development Centre in Rankin Inlet, has been getting his fair share of attention from a paper he wrote on the subject – Reconciliation of Inuit Elder-care – which was published by Jus Gentium, the online companion publication of the Wisconsin Journal of International Law in October 2020.

He said it's simply not enough and there's no longterm plan for others to be built.

"Sure there are areas of this that workers would have to be trained for, but you send your young people out to train and they also become among those who benefit by these longterm care facilities being built.

"Even if you put one in the central communities of the three regions, their families will be extremely lucky if the Elder or Elders belonging to their family will be put there.

"And you might say, for example, it' easier for someone to travel to Rankin from Naujaat to see their Elder than it would be if they were in Winnipeg or Ottawa, but, really, that's still an awful long way to travel.

Keep the toys comin' Northern News Services

Earlier this month Nunavut RCMP took part in the 10th anniversary of the Toys for the North campaign that, over the years, has seen toys delivered to children in isolated northern communities across Ontario, Newfoundland/ Labrador, Yukon, Nunavut and the Northwest Territories.

This year, in honour of it being the 10th anniversary, toys are being delivered to more communities than ever before.

The RCMP are part of a fourprong partnership in the campaign along with the Canadian Toy Association, Thomson Terminals and the Royal Canadian Air Force.

The collected toys are sorted and packaged by the RCMP and RCMP veterans volunteers and are then loaded onto a transport trailer Sanikiluaq to make the journey to Canadian Forces Base Trenton.

From there the toys are off on the next leg of their fantastic journey, finding themselves headed to Goose Bay, Thunder Bay or Iqaluit.

There is nothing as determined as a toy in search of a young owner, especially when it knows the child is probably not from a well-to-do family and will light right up when he or she first lays eyes on it.

Christmas came a little early in Chesterfield Inlet this year and Santa Claus was all about helping to get the local daycare back on its feet and welcoming kids again.

Cindy Dhillon of Kamloops, B.C., has been giving Santa a helping hand in Northern communities since she started Northern Canada Mini Projects five years ago and, over that time, she has put many a smile on the faces of kids and Elders in the Kivalliq.

Dhillon said when she heard the daycare in Chester hadn't been properly maintained and cared for, felt she had to do something to get it back on its feet.

She said she contacted Vicki Tanuyak in Chester and they weren't long getting the ball rolling.

"I asked Vicki what the needs were at the daycare and the school and she was, like, telling me everything they needed like toys, educational toys and stuffed animals that give the little ones so much pleasure," said Dhillon.

"We have replenished their supply of the basic things that southern daycares have access to, take advantage of and take very much for granted.

"They don't think about people in small Northern communities that struggle to have things like that.

"So, right now, it's all about replenishing and recreating their daycare so those kids can go there and experience a little bit of magic."

day one of their operations.

And, even though the daycare had a bit of priority this year, the Christmas presents will be there once again for the kids.

Dhillon said she has donors from all over Canada in her group and, once she sees a need, she quickly mobilizes them.

She said there are still more things to come to Chester to help with the daycare and she'll start up another drive in January once the Christmas mail rush is over with at Canada Post.

"When all is said and done, we'll have sent probably about $10,000 worth of items between the kindergarten class and daycare in Chester.

"Vicki can utilize many of the items we sent for any early education program they have where there's a need.

"If you went to a southern daycare and they didn't have things for the kids like books, stuffed animals, toys and things on the wall there would be a revolt.

"We're all ready for Santa visiting and bringing a present for every kid we can reach, as well. I believe, in total, we have 4,596 Arctic kids getting presents from us this year. So, even during a really crappy, weird year like 2020, they will

get a little bit of normalcy in the form of Christmas presents."

Dhillon said every year they think about the kids who, perhaps, don't get a visit from Santa Claus and they do their best to fill the void.

She said when the kids get their gift, hopefully, they know they're being thought of and they realize there are people out there in the big old world who care.

"I like to think, with the younger ones during such a crazy year, that when they get their gift, they know Santa hasn't forgotten them or lost his way during a zombie apocalypse.

"We sent gifts to 400 kids the first year I did this and now we're up over 4,500. It's hard to believe. In total, to date over our five years, we've sent 17,542 Christmas presents to Arctic kids.

"We take care of as many Elders as we can, as well and this year we started to try and do some mental health things for the teachers, who've had a pretty rough year too.

"As long as there's an interest in people to be educated about some of the shortcomings in the North and how they can help, I'll keep our project going. We're not going away any time soon."

Rankin non-profit groups get grants Agnico Eagle distributes $50,000 to six organizations

Dec. 3 was a big day for a number of non-profit organizations in Rankin Inlet, when the hamlet announced the groups that were receiving the $10,000 grant from Agnico Eagle Mines (AEM).

Rankin Inlet minor hockey received $10,000 towards the $37,000 home and away tournament jerseys for every age level in Rankin minor hockey.

The Rankin Inlet junior high boys volleyball team received $10,000 to attend the territorial volleyball tournament in Iqaluit.

Society received $10,000 as part of a $61,000 project to digitize and approve the onair equipment to provide better service to the community.

The Kangiqtinniq spay/ neuter clinic was awarded $10,000 to help fund and improve their veterinary clinic.

The Rankin Inlet Search and Rescue (SAR) Committee received $5,000 to go towards equipment needed by the local SAR team, which makes a huge effort to locate and rescue people lost, with broken-down machines or in need of help out on the land.

And, finally, the RCMP hamper fund was awarded $5,000 to go towards offering

a Christmas hamper to those who need it most during the holiday season.

AEM's director for Nunavut affairs Pujjuut Kusugak said Agnico Eagle is always proud to participate in the Rankin Inlet charity ball through its financial contributions and this year is no exception.

"We hope the organizations that the hamlet selected to receive the 2020 funds will find this additional support a great way to help them continue their work in the communities," said Kusugak.

He said Page Burt and John Hickes started the clinic, but when he took over bylaw and started rescuing dogs it seemed like a good idea for them to work together.

"Since I got involved with them we've been doing more fundraising, like this grant proposal I submitted to AEM, holding bingo's and that sort of thing," said Wyatt.

"Basically we're raising money for a couple of things – to pay for the spay-andneuter clinic in town because Page and John used to pay for a lot of that themselves and I didn't think that was right.

"Plus we're trying to develop a new vet clinic, so we're trying to raise money to help put that whole thing together. And, once that's in place and is working in the community, it's going to give us the opportunity to do more than just one spay-and-neuter clinic a year.

"I've got a line on one veterinarian who is retiring and may be interested in coming up for more than one week at a time, maybe three or four weeks twice a year and that could solve a lot of problems for Rankin and neighbouring communities with dogs that need medical attention."

Rankin Inlet recreation co-ordinator David Clark said Rankin minor hockey now has about 200 members and they've ordered good quality jerseys for the players to wear during tournaments.

He said a good quality jersey and socks is about $100 and you have to buy both home and away jerseys.

"Each age group will have their own set for travel and when we host tournaments here," said Clark.

"I'm always optimistic, so I think the kids will be playing again sometime in March, but it's long process to make this many pro-style jerseys, so having them ready for nest season is probably a bit more realistic."

Clark said while most people in town are looking forward to the new jerseys, it's a little disappointing when others post negative comments about it.

Macneill said the Truth and Reconciliation Commission doesn't end with the schools.

He said the same underlying attitude and treatment extends to many other aspects of Indigenous lives, including the Elderly.

"I'm happy with the feedback I've received already on the paper and there seems to be a lot of interest on it. The paper was published by the University of Wisconsin International Law Journal and they're ranked about 30th out of 200 or 300 law schools in the U.S.A., so that's a solid university and a prestigious journal.

"There's a lot of socially-conscientious policymakers in the U.S.A. and the Western world and they're very responsive to anything to do with the North and the

Inuit. To them it's fascinating because they haven't set foot in the Arctic.

"So when you present them with an article on laws pertaining to Indigenous people or the issues they're suffering from, they're more than interested and readily willing to publish it, so long as it's a decent grade.

"That's an avenue to increase the level of awareness which then escalates the probability that Ottawa may do something about it."

Macneill said Nunavut may have a self-governance agreement and its own government, but there's still a fiduciary relationship between Ottawa and the Indigenous people of Canada.

He said Prime Minister Justin Trudeau could find his reputation sullied, tarnished and tainted if Nunavut's long-term Elder care issue was pressed on the international stage as a form of administrative abuse and neglect; where there's a duty of care for the Elders on the government

that's being neglected. ''Nonfeasance is the failure (willful failure to execute or perform an act or duty required by one's position, office, or law) to do something you had to do," said Macneill. ''You have international laws. Then you have the Constitution of Canada, in which Indigenous rights are enshrined and then there's the Canadian Charter of Rights and Freedoms within the Constitution that also speaks to the rights of equality and non-discrimination. ''Then you have torts or civil law, which says misfeasance – the government is not doing the job it should be, or it's not doing it properly and communities and Elders are suffering. ''The Government of Nunavut, Inuit, should be pursuing it aggressively and escalating it. They should put it out to the international community and put pressure on Ottawa and, if need be, take it to the courts."

Remote learning poses hurdles for GN Newly adopted online platform wasn't accessible in some communities during two-week Covid lockdown

When it comes to remote learning online, the Government of Nunavut is still absorbing some lessons.

An newly adopted internet-based education platform known as Edsby was pressed into use during the territorywide two-week lockdown Nov. 18 to Dec. 2.

By the end of that stretch, 16 schools still had not yet activated students' accounts to log into the program. That number fell to 11 by Dec. 7, according to the Department of Education, in the following communities: Resolute Bay, Pond Inlet, Iglulik, Sanikiluaq, Sanirajak, Baker Lake, Arviat, Chesterfield Inlet and Cambridge Bay. The two-week lockdown hampered the roll out, according to the department.

John Fanjoy, president of the Nunavut Teachers' Association, said the one day of Edsby training for most educators was insufficient.

He was also critical of the platform's limitations for language instruction.

"The lack of Inuktitut capabilities on Edsby make it not a realistic option for many of our elementary teachers and further widens the resource gap between Inuktitut and English instruction," Fanjoy stated.

The Department of Education responded that the platform is capable of including Inuktut through the upload of documents and there are plans to include that feature, along with the associated training, during the 2021-22

This is how a teacher's desktop would look when logging into the Edsby remote learning platform that the Department of Education adopted earlier this year. Twenty-nine of 45 Nunavut schools had activated students' Edsby accounts as of Dec. 2, when the Nunavut-wide Covid lockdown ended. school year.

James Arreak, executive director with the Coalition of Nunavut District Education Authorities, said many parents are also unprepared to cope with Edsby.

"There doesn't seem to be much opportunity for parents to work through some of the learning curves involved in such a platform ... it's daunting, I'm sure," he said. "Obviously the lack of the right learning resources in Nunavut com-

munities is an issue."

Arreak said teachers are primarily communicating through email when students are learning from home, but not every household has an internet connection or an electronic device for email or Edsby. For that reason, paperbased lessons seem to be easier for students and parents to deal with, he noted.

Arreak admitted that he doesn't have any "quick solutions" to a complex problem,

but he suggested involving community radio as a betterknown medium for many families and the use of CBs or VHF radios for interactivity.

"These are things that work. People are familiar with them and this is what you want to capitalize on if you're trying to take on an education system that's struggling at this point," he said.

He added that the coalition of DEAs has also emphasized that learning need not be

restricted to scholarly subjects.

Parents are encouraged to take their children out on the land and to teach them about daily life and culture, he said.

This included learning and well-being packages, as well as regular communication between students and teachers to ensure that instruction continued.

In an email, the Department of Education stated that school staff had been informed of best practices and methods to instruct and assess students' work remotely with or without use of the internet or electronic devices.

"The Edsby online learning platform and the deployment of laptops and iPads by the department were always intended to be another tool to support remote learning," the email reads.

The department stated the contract for Edsby was $111,000 including initial setup and annual support.

Schools have used a variety of improvisations during the lockdown, including using drop boxes in Northern and Co-op stores so that students could deposit learning packages to be assessed by their teachers.

In Pangnirtung, some learning packages were dropped off to families through the post office; and in Baker Lake, school staff and community members had a home learning Facebook group to share helpful links and experiences related to learning remotely.

While teachers did send emails to assign work and explain expectations, they also regularly called students to check in and explain

assignments, according to the Department of Education.

Speaking in the legislative assembly on Oct. 22, Education Minister David Joanasie described the Edsby platform – owned by a company called CoreFour Inc. based in Richmond Hill, Ont. – as an "easyto-use interface, which is similar to other social media sites.

(It's) intended for students from kindergarten to Grade 12, teachers and parents. It can be accessed from almost any digital device, such as a laptop, a tablet or even a smartphone.

"If a Nunavut school needs to be closed, this online platform will enable our teachers to provide lesson materials and a way to communicate with students and parents through an internet connection.

"With this new online platform we are providing a resource that can be used quickly and easily during this pandemic, while also providing an education tool for future distance learning opportunities and classroom support."

Attendance dilemma Some parents have been forthright about their reluctance to send their children back to school, even after the Covid lockdown was lifted.

Arreak said Jedidah Merkosak, chair of the coaltion of DEAs, has advocated that parents ought to be comfortable in their own decision-making.

The safety of students, teachers and parents is the first priority, said Arreak.

"We let parents determine what they think is appropriate for them. It's their child and their environment," he said.

Local expediter, product manufacturer and Agnico Eagle team to donate more than 4,000 masks to Baker Lake schools

A total of more than 4,000 masks to help in the ongoing battle against Covid-19 were donated to Jonah Amitnaaq Secondary School (JASS) and Rachel Arngnamakktiq Elementary School in Baker Lake on Dec. 1.

The masks were proudly delivered to the schools by local Baker company, Peter's Expediting Ltd. The donation of the made-inCanada masks was made possible through the combined efforts of

Peter's Expediting (which purchased and sourced 2,500 masks), the mask manufacturer itself, Oliberte, (which donated an additional 1,500 masks) and Agnico Eagle Mines (which delivered the masks from the south to Baker Lake).

The Baker donations followed a trend across the Kivalliq region – most notably in Arviat and Rankin Inlet – which has seen numerous companies, organizations and the hamlets themselves, step-up to generously donate and distribute goods and services to people in their communities to keep spirits high and

offer a helping hand through the challenging times brought about by the pandemic.

Meadowbank Complex general manager Alexandre Cauchon said Agnico Eagle was quite happy to lend a hand to Peter's Expediting Ltd. by getting the masks to Baker Lake.

"Agnico Eagle has the resources to help and, since these masks are for the children and youth of the community, we felt it was especially important to support them," said Cauchon.

"After all, that's what being a

good neighbour is all about: helping each-other out."

The management-and-employee team with Peter's Expediting Ltd. has a long history of working successfully with both the community and industry to develop solutions to challenges presented them and to support education, training, development and well-being in Baker Lake.

Company president Peter Tapatai was equally happy to have Peter's Expediting be able to help the children and youth of his community stay safe, while continuing to keep Covid-19 at bay.

"We wanted to ensure we did our part to assist keeping our children safe in the schools and in the community, during these challenging times," said Tapatai.

Oliberte president Tal Dehtiar said everyone involved with the manufacturing company understands the unique challenges faced

by Northerners during the current pandemic.

"We are here to support any community, whether it's a long-term-care community, a school, our own community or our friends in the North," said Dehtiar.
