Inuk businessman Peter Tapatai of Baker Lake is feeling honoured after being named to the Order of Nunavut this past month. "ᑕᐅᑐᕐᕈᙱᓐᓇᓚᐅᕋᒪ ᓄᓇᕗᖃᓕᕈᓐᓇᖁᑉᓗᑕ. ᐱᕙᓪᓕᐊᓕᓵᖅᑐᒍᑦ ᐊᒻᒪᓗ ᐃᔾᔪᐊᕈᓐᓇᖅᑕᖅᐳᑦ ᑕᐃᒪ ᐱᒻᒪᕆᐊᓗᐃᑦ ᓱᓕ. "ᒪᒃᑯᒃᑐᖁᑎᕗᑦ ᐃᓅᑦᑎᐊᖁᓐᓇᕐᒪᑕ ᐊᒻᒪᓗ ᑕᐃᒪᑐᖅ, ᒥᑭᔪᒃᑯᓪᓘᓐᓃᑦ, ᐃᑲᔪᖅᓯᒪᕗᖓ ᑕᒡᕘᓇ, ᐊᒻᒪᓗ ᐃᑲᔪᒃᑲᓐᓂᕈᓐᓇᕐᓂᐊᖅᐳᖓ."

Named to the Order of Nunavut Territory's highest honour bestowed on Baker Lake businessman

Well-known Baker Lake businessman Peter (Shamou) Tapatai received the territory's highest honour when he was named to the Order of Nunavut for 2020 this past month.

Tapatai, who has run his own successful Peter's Expediting business for the past 22 years, remains incredibly well known for his fictional character, Super Shamou and his contributions to the Inuit Broadcasting Corp.

The Order of Nunavut, which is the highest honour in Nunavut and takes precedence over all others, was established in 2010 to recognize individuals who have made outstanding contributions to the territory.

Tapatai said it was one of those beautiful Saturdays when the land

is calling you to come out when he received the phone call asking him if he would accept being named to the Order of Nunavut.

He said he was deeply honoured and humbled to have such an honour bestowed upon him.

"At the moment and every moment since I received that phone call, I feel very, very tiny," said Tapatai.

"I feel so small when there are so many other people out there who have done so much for Nunavut.

"I was very, very honoured to be offered this and I said OK as calmly as I could.

"To tell the truth I felt absolutely humbled. It was like getting a call and being told I won the 649 Lotto – only better!"

Tapatai said it still brings tears to his eyes to be reminded that he has just received the highest honour

Nunavut has to give.

He said he struggles to find the right words to convey how he feels and still finds himself asking how this happened. And he still marvels at how many still remember him for his fictional character Super Shamou.

"That show came about as a pure fluke. We had a three-quarter-inch recorder at the time and what we were doing was all very experimental.

"I can't remember who suggested it, but I was wearing a baseball cap and lying on the table with a white sheet. It was all a joke and then someone suddenly put a white thread on the top part of my cap.

"And, as they panned the camera, someone yanked the thread and out went the cap and I said, 'Wow. It looked like I was flying.'

"That's how the character started, out of a pure accident. We did 150 episodes of Super Shamou and only three episodes aired for, maybe, 35 minutes in total, yet it's absolutely amazing how many remember it – but, Super Shamou was just a fictional character and the Order of Nunavut is much, much bigger than that."

Tapatai, 67, said he can't retire because he still has too much to do in helping to mentor youth.

He said he has the utmost respect for the challenges faced by Inuit youth today, with so many things coming at them from every direction.

"I want to talk to students and help encourage them in any way we can to get up every morning, go to school, complete their education and go further than that with their learning because Nunavut is so very

young and we're going to need them.

"Nunavut was always all about our young people and if I can help mentor them in any way, then that's what I want to do. Nunavut is beautiful and it's theirs.

"This honour I've just received still hasn't totally sunk in yet because, honestly, it's too big. I'm very honoured that the legislative assembly selected me and it makes me want to work even harder for them.

"It's always been my dream for us to be able to have Nunavut. We've only taken one small step so far and we have such very, very big shoes to fill.

"I've always wanted to make absolutely sure that we have healthy young Inuit and I hope, in some small way, I have helped in that regard and that I will continue to be able to do so."

Positive Covid test at Meliadine Rankin Inlet After reporting on Sept. 28 that an employee working at its Meliadine mine near Rankin Inlet had presumptively tested positive for Covid-19, Agnico Eagle has since confirmed it received official notice on Sept.

30 from the local public health authorities confirming that the Meliadine employee has tested positive for Covid-19.

The test was validated at the Laboratoire de Santé Publique du Québec.

A report issued by Agnico Eagle stated that the individual boarded the northbound flight on Sept. 28 in Mirabel, Que., and was tested at the company's lab in Val-d'Or. The individual was in strict isolation prior to receiving the initial results as per the company's protocol and was kept isolated until they returned home on a special charter on Sept. 29. The individual is now under the care of their local public health authority.

The report went on to say that all employees who were on the Sept. 28 northbound flight were immediately placed in strict isolation in their rooms upon arriving at the mine site, while contact tracing was conducted.

The tracing analysis identified 15 people who were in potential contact with the individual who tested positive for Covid-19. These 15 employees were safely extracted from site as a preventive measure on Sept. 29 on a separate charter flight to the south.

They have shown no symptoms and have all tested negative for Covid-19.

The report said the risk of transmission to the community of Rankin Inlet is very low. The Meliadine mine implemented precautionary measures in March to isolate itself from the community by having its Nunavummiut workers stay at home with 75 per cent of their base salary to eliminate the potential risk of transmission of Covid-19 into the communities.

Report on strip searches

by RCMP released Kivalliq/Nunavut The Civilian Review and Complaints Commission (CRCC) publicly released a report on Oct. 1 regarding its national review of the RCMP's policies and procedures on strip searches.

In a press release the RCMP stated it welcomes the report and the information, which supports its need to improve the handling of persons detained and engaging in what is defined as a strip search.

The release said the RCMP in Nunavut have taken steps to address the findings and recommendations of the CRCC report, including updated best practices and procedures regarding strip searches, and ensuring adequate supervision and documentation in compliance with jurisprudence.

In July of 2020, the RCMP online course, Using a Trauma Informed Approach, became mandatory for all RCMP members in Nunavut to provide training in mental health first aid with an Inuit-specific context to all members new to the division.

New training facility will help improve firefighting across territory

Editor's note: This is the third of a three-part series that shows how far the Rankin Inlet Fire Department has come in the past five years as it readies itself to officially open its new training centre in Rankin Inlet.

The satisfaction is evident on the face of local Fire Chief Mark Wyatt as he stands on the second-floor railing at the new Rankin Inlet Regional Fire Training Centre in Rankin Inlet this past week.

It's been five years in the making for the chief, who remembers what his first visit to the old training facility had him thinking.

Wyatt said he knew immediately that what he saw wasn't an acceptable form of training. He said people were simply not going to learn anything really dramatic in terms of fighting live fire while training that way.

"Going into one sea can, turning a corner and putting out a fire is not proper training," said Wyatt.

"It doesn't teach people up here how to safely deal with the types of fire situations we can encounter, and a fire in Nunavut is no different than a fire in Calgary, a fire in Mexico or anywhere else around the world.

"Structure fires are structure fires and there are basic things you need to know in order to fight fire. We have many multi-storey buildings here, as well, that, if you don't have a facility to teach people how to pull a charged hose line up or down a flight of stairs and fight a fire on that level, then you're not teaching them how to be safe or deal with things.

"So, basically, what you have is a territory full of fire-

fighters who should never be going inside a building."

Wyatt said you also get a lot more property loss when firefighters are not trained properly.

He said the new training facility in Rankin Inlet is key to training firefighters not just locally but also the Agnico Eagle firefighters and others from across the territory.

"The level of training you get up here right now through the Office of the Fire Marshal is OK, but it's Nunavutcertified, not Canada-wide certified or worldwide certified because we don't have the facilities or the expertise to get it to that point.

"This new training facility is going to give me the opportunity to probably get it certified by a school down south like the Justice Institute of B.C. or the College of the Rockies, and I'm certified to be able to train to that level.

"So my goal, really, is to get people trained here to what's known as the pro board or initial firefighting course, a seal that says they're qualified to fight fires anywhere across Canada that they may choose to go."

Wyatt said it took a long time just to find a proper location for the new training centre.

He said location after location was looked at, but then turned down for various reasons.

"Finally, we arrived at a location to build it behind the ball diamond, which was approved by hamlet council, but then a new town planner came in and dusted off the file on that property and figured out that nothing should ever be built there.

"Which was good because had we started drilling pilings into that particular location, there could have been some real problems.

"He helped us find the current location just at the edge of town and it's the perfect spot.

"I also wanted to develop a facility that would also be able to work well with the Agnico Eagle team. They've been a major partner in this and, when this whole Covid thing is over, it's going to vastly improve their level of training as well."

The cost of the new facility is a little more than $500,000, with Agnico Eagle putting in $250,000, the fire department raising $75,000, $100,000 coming from the Government of Nunavut through a small capital grants program, and hamlet council agreeing to put a portion of a budget surplus run by the department the past two years into the training facility as well.

Wyatt said the new facility is going to present some really unique and challenging training opportunities for the firefighters.

He said some time in the future the training firefighters receive in the new facility will save someone's life.

"It's a proud moment every time I see my firefighters perform well in real time and they're only going to improve moving forward.

"We'll be using the new training facility every week now until it's too cold to do so, and I'm working with my officers to put together a training program for each week, so we know how we're going to progress with it further and further to get people as advanced as they can this winter.

"Next spring, when things open up, I think we'll see a lot more courses from the Office of the Fire Marshal happening here, and I'm going to be working with them to try and develop some advanced livefire courses.

"The Office of the Fire Marshal is revamping its training program, as well, and together I think we're going to do some great things for this community and this territory." bf l A ᓯᕗᓂᒃᓴᖅ m4WZz 4

To take a short break from Covidrelated and other heavy issues in this space, I've been asked to make one prediction or suggest one course of action for each Canadian NHL team as we enter a week which sees the NHL Entry Draft being held and free-agency season jumping into full swing.

So here we go.

The first lacrosse camp for youth of all ages was a huge success in Rankin Inlet Sept. 25 to 27, said the local recreation co-ordinator and camp program developer.

David Clark said the camp attracted large numbers of youth in the three youngest age brackets.

He said he was a little disappointed in the relatively low number of youth who participated in the midget-aged category, but that was his only concern from the camp.

"I don't know if, maybe, they think they're simply too old to pick up a new sport or what kept them away, but I was hoping we were going to get more kids out in that age group," said Clark.

"But, all together, we had about 120 kids out for the camp, so we're quite happy with that.

"The real excitement was also in the younger age groups. That may be because they're younger and simply more eager to learn new things, but we had amazing turnouts with the younger groups.

"The kids had a blast, were really energetic and picked up the sport really quickly, so it was quite exciting to see that, for sure."

Clark said although it's only been one camp, he definitely sees promise for the sport to grow in Rankin.

He said his only concern moving forward is finding the right people to make it work.

"The kids will just eat it up. You show Rankin kids a new sport and they'll be into it and wanting to learn how to win at it very quickly. It's great here that way.

"But, if you don't have the proper coaches and programming, you're just setting yourself up for failure.

That's something the recreation

department and some volunteers will have to figure out so we can have some balance there.

"The excitement we saw in the kids was a little bit about the newness of the sport here and a little bit about the new challenges the game presents and the way it's played.

"A lot of the younger kids, and some of the older ones, were asking the right questions and picking the sport up quite quickly."

Clark said it was obvious the majority of the youth who came out to the camp enjoyed the physical side of the sport.

He said when it comes right down to it, lacrosse is an exhausting sport to play.

"In hockey you can glide around a bit when you're not skating hard, and there's quite a bit of walking in soccer because the space involved in the game allows it.

"But lacrosse is a fast game and

you have to be continually moving fast to keep up with the play, so it's one of those sports where you have to be really physically fit to compete."

Clark said a lot of the kids who attended the camp were eager to get out and try again.

However, he said, the camp was a one-off this year just to gauge interest in the sport.

"We had planned to host this camp in the spring, and then we moved it back to the summer and then the fall because we were going to bring a guy up to help facilitate the camp but, obviously, the Covid restrictions changed everything and that didn't happen "I really wanted to have it because all the gear we needed was here, but we had to figure it out on our own.

I took advantage of the time I had in isolation to research the game and come up with a solid plan for

the camp. Overall, I think we did a pretty good job."

Clark said the turf was removed this week and the recreation crew will be starting up the ice plant this coming Monday.

He said that will start the process of cooling down the floor so the crew can start the ice the following day.

"The ice will be in until midApril of 2021, or so, then we need some time to take the ice out and conduct some maintenance.

"We're planning on holding some big events in there during the spring festival and, possibly, the Laura Gauthier Memorial volleyball tournament, as well.

"We'll put the turf back in June of 2021 to start up our summer programming and one of the big things we may do is add lacrosse to what we offer at the new arena during the summer."

Removing honours is not the same as erasure Readers Write Dear Editor: The simplistic depiction in your editorial of people looking to rename places or remove statues as "screaming" and "tearing down statues" is just as unhelpful to discussing history ‘warts and all' as the approaches you mentioned.

People can learn about history without leaving names and statues up simply because they're already there. For instance, I know lots about people though I've never seen a statue of them or something named after them … in fact nearly all of the history I know did not come from commemorations for the events/individuals in the form of statues and names, they came from history books.

Discontinuing commemorations for something/someone is not "erasing them from history", it is simply refusing to commemorate them going forward. It's a collective decision weighing the total context now to decide if people want that now. If things end up being seen as unworthy of such honours, the honours stop.

People in the present have the right to decide what the present reflects and what the future will be, that's a cornerstone of humanity's entire existence on Earth. In fact, this cycle of change and action over time is what ‘history' reflects.

This reductive view of "erasing history" supposes that nothing can or should be done now to lessen the presence of past figures now and going forward. It relies on a lopsided view of history and inflates the value of some views by a simplistic assertion that people were just as racist and we're merely applying a modern lens in a situation that does not call for it.

However, this is a one-sided view of history which erases the fact that there were also many people who did not think the same and in fact had visions closer to our modern concep-

tions. It also erases the perspectives of those who were not powerful or well-regarded enough to have a say when the honours were given at the time, yet were negatively affected nonetheless.

Just as there were racists in the past, there were people decrying such discrimination at the same time. Not everyone was just like Rhodes or John A. MacDonald or anyone else as an example, you can always find dissenting views no matter the era. To pretend otherwise is actually erasing history more than mothballing a statue or changing a name would be.

To remove a statue in this day and age is not close to "erasing history", it is a contemporary decision to stop certain things being honoured going forward. It is people now deciding what they want or don't want now. That's life.

In some cases it will be preferable to leave things as they are, or to add more details so it's "warts and all". And in others it will be preferable to remove a name or statue completely.

None of these decisions will be "erasing history", and applying such a simple criticism to something that will be a contextual consideration to place and time (both of the past the figures occupied and of the present discussion) is against the spirit of what you say you wish to see.

People learn about Stalin and Lenin even if people decided to rename Stalingrad and Leningrad. Monuments to the Nazis erected in their honour have been torn down, and people have no trouble learning about their place in history. Changing ‘Frobisher Bay' to ‘Iqaluit' or ‘Fort Chimo' to ‘Kuujjuaq' did not erase history, it was a recognition that the names of the past were not useful to the present. For certain people who were sidelined from discussions when it would have mattered in the first place, the ability to be heard now is merely the fruit of discussing history "warts and all".

Even with such changes in how things are recognised, history will always be there. If names and statues meant to honour things in the past end up being discontinued once people

decide they do not wish to honour them anymore, it is adding to their history and not erasing it.

In fact, sometimes history is easier to understand fully once honours meant to influence people's perceptions have been discontinued, and future generations assess it in a less one-sided manner than occurs when plaudits have been placed all around them.

If we want to talk about history "warts and all", we can't minimize those who think differently than us as some sort of screaming mob of vandals or in any other fashion. To do so is to erase history.
