Legion donation Rankin Inlet The Royal Canadian Legion Branch 169 Rankin Inlet made another donation to the community it serves when it donated $11,000 to the annual RCMP Christmas Food Hamper in Rankin Inlet (and surrounding communities) this past week.

Branch 169 makes numerous donations to deserving groups, projects, activities and individuals throughout the year to thank the community for its continued support.

Jamie Makpah, 41, brings down polar bear near Arviat

It was a while in coming, but Jamie Makpah of Rankin Inlet successfully landed his first polar bear on the land near Arviat on Nov. 2, at the ripe old age of 41.

Makpah said he left Rankin Inlet at midnight Nov. 1 with Albert Netser and his son, Nangnat, to do a little hunting near Arviat.

He said things didn't go as smoothly as they would have liked on the trip, as bad weather along the way forced them to look for shelter to wait for the system to pass.

"We spent a few hours in the shelter and then continued along our way at daylight," said Makpah.

"We got to Arviat late in the morning and then headed out south from the community looking for nanuq.

"The first ones we saw were all a little too small, like the ones that go into the dump in the community, so we didn't bother with them at all.

"The following day Albert's son got one in the morning and I got mine in the afternoon."

Makpah said they were about 20 miles from Arviat when they harvested their two bears.

He said they were on the shoreline when they approached his bear and the weather conditions gave him almost a sense of urgency to bring down the bear as quickly as he could.

"The tide was going out when we first saw the bear and I didn't want it to get too far down from where we were because we would have probably got stuck trying to follow it," said Makpah.

"We measured it when we returned to Rankin and mine was nine feet from nose to tail. We saw, I guess, eight or

nine bears in total out there, of which I'd say three or four were really small, but the one I caught was a very healthy bear."

Being his first polar bear, Makpah said he would love to have the animal displayed in his home as an awesome rug.

He said that might depend, however, on just how big a rug the animal makes.

"I was looking at my cousin's catch – his bear was actually smaller than mine – but it turned out to be 18 inches longer after it was done and ready to be displayed, or whatever," said Makpah.

"So, it was pretty wide.

"We gave some of the meat to the guy we stayed with in Arviat and I sent some of it out to family members in the Kivalliq.

"I also gave some to people in town and kept a little for myself, seeing how it was my first one."

Up to 20,000 litres of propylene glycol leaks in Rankin Inlet QEC states best practice is to wait until spring to complete a full assesment and determine any impact

Equipment failure led to a propylene glycol leak of 15,000 to 20,000 litres, which was discovered on Nov. 3, according to the Qulliq Energy Corporation (QEC).

The source of the leak was the district heating system (DHS), in the section of buried pipeline connected to the health centre.

Workers subsequently isolated and emptied the pipeline in that area.

"There's no evidence of propylene glycol moving through the ground or reaching the surface," stated a QEC news release issued Nov. 10.

"At this time of year, the DHS pipeline is frozen underground making inspection difficult. QEC has determined that the best option

is to wait until spring, when conditions allow for a full assessment, to determine any impact."

Propylene glycol is a clear, odourless, tasteless liquid that readily dissolves in water.

QEC described it as "relatively non-toxic to humans and wildlife."

It is routinely used as a de-icing fluid at airports, to prevent ice formation on critical surfaces before take-off.

Propylene glycol is used in QEC's District Heating System because of its ability to transfer large amounts of heat, according to the power corporation.

QEC has reported the incident to authorities and continues to closely monitor the situation.

The power corporation committed to provide an update when a full assessment is completed.

Whale Cove rec co-ordinator first Nunavut grad from training program

Molly Okalik has achieved something that no one can ever best her at.

The recreation co-ordinator for Whale Cove, Okalik, 25, is the first Nunavut graduate from the Recreation North training program.

Okalik said the course began in October 2018 and carried on throughout the year.

She said the program was delivered online, with a conference call being held for all the participants every two weeks.

"The program helped me a lot because I had just started my job and I needed more information on how I could help my community, as well as a

better understanding of the proper way of doing things," said Okalik.

"The program really helped me a lot in both those areas.

"Also, we have three different facilities in Whale Cove and the program helped me to properly schedule our various events and activities, including evening sessions, as well as how to properly plan an event for the future."

Okalik said she was never really planning for a career in recreation.

She said she's always been open to new things, so, when the rec co-ordinator job became open, she decided to apply.

"I applied for the job, but I didn't think for one second that I would get it, but I'm so happy I did. Once I had

the job – I started on June 20, 2018 – it helped me want to do better for my community because I know how hard it can be for the kids here.

"So, that really motivated me to keep the job and do my best at it.

"And, so far, I've enjoyed every minute of it."

Five terms and counting for mayor Bob Leonard begins 12th year as Arviat mayor following election win

There can be no doubt who the Kivalliq's elder statesman is, as far as municipal politics are concerned, following Bob Leonard's fifth-consecutive election win for the mayor's seat in Arviat on Oct. 28.

Leonard has been Arviat's mayor for the past 11 years; serving one two-year term

and three consecutive threeyear terms.

Leonard said he had no doubts or reservations about seeking his fifth term as Arviat mayor.

He said there are still a number of projects in development in Arviat and he wanted to see them through before entertaining any thoughts on stepping away from the political arena.

"I can't talk on the spe-

cifics, as they haven't been formally brought to hamlet council yet, but I can say we're looking at doing a multipurpose facility for the community," said Leonard.

"And, of course, we also have a solar and wind powergenerating project that's coming along and, I believe, is now going to come about for sure."

Leonard said the biggest change during his 11-year run

as mayor is having the hamlet solve a lot of its own problems within the community and expanding opportunities through local initiatives, rather than waiting for some other level of government to come along and do it for them.

He said the hamlet is also just finishing-up its first year of looking after bingo games in the community, which he said has gone very well.

"In my opinion, the hamlet looking after the bingo games has been a complete success here in Arviat.

"To be honest, we've had fewer problems with it than we originally thought we would and revenue is up, which we suspected would happen.

"As a result of that, there's a lot more money going out to community groups now than there ever was before."

Another item on Leonard's to-do list as mayor of Arviat is to get a heavy-equipment school up and running in the community.

Leonard said Arviat has been operating heavy-equipment courses for the past couple of years.

In fact, he said, Arviat ran four such courses during the past calendar year.

"We'd like to expand that

and start bringing people from across the region down here and spread the training out more," said Leonard.

"It's been all local people who took the training here to date."

Leonard is a highly visible mayor in his community, which he views as an import-

ant role for any mayor.

He said people should feel that their mayor cares about them and what they're doing in the community.

"To me, it's a way of showing respect for the people who are participating in whatever event happens to be going on at the time," said Leonard.

Good days on ice in Rankin Northern News Services

It just doesn't seem the same as the days of November roll past and not a lick of hockey is being played in Rankin Inlet.

As of press time, problems with getting the ice to freeze properly continue to keep the doors to the new arena closed.

It just doesn't seem fair for a community with the nickname of Hockey Town, whose citizens have been waiting for what must seem like forever to have a new state-ofthe-art rink to call their very own.

Yet, often such is life in the Kivalliq and across Nunavut for that matter, where permafrost, Mother Nature and construction crews often don't see eye-to-eye.

Sooner or later, the beleaguered crew trying to get the ice to freeze properly will figure it out and the doors to the beautiful new facility Sanikiluaq will be swinging open.

Then, hockey will be played almost non-stop in Rankin for the next four months and life will be as it should be.

It is everyone's hope the youth of our fine community will respect the new arena and the new set of rules regarding its use posted by Rankin's Department of Recreation earlier this month.

The Kivalliq region is finally going to have its own long-term elder-care facility.

The multi-million dollar 24-bed facility to be located in Rankin Inlet was approved in the Department of Health's capital budget last week in Iqaluit.

Rankin Inlet South MLA Lorne Kusugak said it took a lot of work by a lot of people to get the facility – the first of three to be constructed in Nunavut – included and approved on the budget.

He said with the budget now approved, hopes are high that the ground will finally be broken for the elder-care facility during the summer of 2020.

"The facility will house mainly people from the Kivalliq and, while I'm not sure about Level 4 care, it will definitely provide up to Level 3 care of elders," said Kusugak.

"Like everyone else, I'm hoping it won't take long to build but, while it is being constructed, one of the things we're talking about is, possibly, having Nunavut Arctic College be able to provide some training to have local people trained and

ready to be employed there when it's ready to open."

Kusugak said the Government of Nunavut is also working on the two elder-care facilities for the Kitikmeot and Baffin regions.

He said the Kitikmeot facility will also be a 24-bed facility, while the Baffin's – to be located in Iqaluit – will provide up to Level 5 care and have more than 100 beds available.

"Having the Rankin facility approved was a team effort working with cabinet, which had to weighout all the possibilities and it turned out that the quickest way to get to

where we want to be would be to have the Rankin facility built first.

"Rankin Inlet is a very large community and we've had Rankin elders being cared for in Gjoa Haven, Iglulik, Pond Inlet, Baker Lake, Arviat and Ottawa. It's time they come home.

"It's been a long struggle over the years that took a lot of effort to make this happen.

"I'm just glad that this government made elder facilities a priority in Nunavut and Rankin Inlet gets the first opportunity to provide the care necessary to bring our elders home."

A large crowd came out to participate in the annual Remembrance Day ceremony in Rankin Inlet on Nov. 11.

by Darrell Greer Rankin Inlet The 2019 service was moved to the Rankin Inlet community hall from its previous home at the Maani Ulujuk Ilinniarvik gymnasium.

Mayor Harry Towtongie lays a wreath of remembrance on behalf of the municipality during the Rankin service.
