Monument planning Rankin Inlet/Ottawa Noel Kaludjak of Rankin Inlet was off to Ottawa this past Sunday, Oct. 20, to attend planning meetings for a national monument recognizing residential school survivors.

Kaludjak is representing the more than 150,000 survivors nationwide at the planning session.

He was invited to take part in the sessions by former Truth and Reconciliation Commission of Canada commissioner Marie Wilson.

Back on air Arviat A large crowd came out to attend the official opening ceremony to welcome the Arviaqpaluk local community radio station back on the airways in Arviat on Oct. 16.

Costumed approach Baker Lake The Abluqta Society Thrift Shop has been in a ghostly mood while offering a wide array of Halloween costumes for community members who want to get in the scare zone on the evening of Oct. 31 in Baker Lake.

The shop has also been accepting donated Halloween costumes from residents this month as it provides Baker Lake residents with one-stop costume shopping throughout the month.

Rankin Inlet residents endure deeply emotional week

A thrift shop worker is a mysterious ninja corporate spy at the Abluqta Society outlet, as the store readied itself to meet the community's need for great Halloween costumes in Baker Lake on Oct. 10.

An 11-year-old girl is dead following a tragic accident in Rankin Inlet on Oct. 15 in Rankin Inlet.

The accident was one of three deaths during an extremely trying week for the community, which also saw a suspicious fire set at the town dump this past Thursday, Oct. 17.

In addition to the fatal accident, a suicide took place in the community and a beloved citizen succumbed to her longtime battle with cancer.

A side-by-side utility vehicle was being driven by a 13-year-old girl in the fatal accident which took place near Leo Ussak Elementary School during the evening hours of Oct. 15.

Two other passengers in the vehicle – aged two and 13 – were treated for minor injuries at the Kivalliq Regional Health Centre and then released, according to a news release from the RCMP. A preliminary police investigation indicates the driver lost control of the vehicle and it rolled onto its side.

The matter remains under investigation.

Fire Chief Mark Wyatt said the 11-year-old girl died from the result of a major head injury during the accident.

He said she was not wearing a helmet at the time.

"Unfortunately, this was an accident waiting to happen in this town," said Wyatt.

"Far too many parents in Rankin allow their children to drive vehicles like this.

"Children should be driving bicycles.

They should not be driving ATVs and side-by-sides around the communityYouth need to be taught how to drive these vehicles properly."

Wyatt said the 11-year-old's death was a senseless tragedy.

He said he and his bylaw officers continue to be frustrated with the com-

munity's attitude concerning helmet safety in Rankin.

"It frustrates me when we (bylaw) push for helmet laws and get resistance from the community because, sooner or later, something like this is bound to happen.

"Now it has happened and we lost a child. It's sad for the entire community.

It was a ridiculous accident that never should have happened.

"That young girl should never have been behind the wheel of that vehicle.

"Parents need to be held accountable and learn to be more responsible or it's going to continue to happen."

Wyatt said bylaw officers can issue tickets for people driving on an ATV while not wearing a helmet, and often pull people over for having far too many people on the vehicle they are driving.

He said, when that happens, people are understanding sometimes but, just as often, they become belligerent with the bylaw officer doing their job.

"A lot of times the driver will be wearing a helmet but passengers, often very young children, on the ATV are not.

"That's also the recipe for another accident because a helmet bouncing off the bare head of a passenger not wearing one can cause serious, serious damage.

"It's a safety measure. We don't try to enforce it to bully the community as bylaw officers. We do it because we're trying to protect this community and keep people safe."

Wyatt said the first person on-scene at the fatal accident was a passerby.

He said the driver and the two other passengers were not at the scene of the accident when the first responders arrived.

"The passerby was walking in the area of the accident when it happened and attempted to do CPR on the victim.

"The airline flight nurses are housed fairly close to the scene of the accident and they also ended up coming on-scene to help but she was too badly

injured in the crash."

Wyatt said a huge issue in the bylaw battle to enforce helmet safety revolves around the fact kids often run away from the bylaw officers trying to stop them.

He said the kids think it's all just a big game to run away from bylaw officers and ignore their attempts to speak with them.

"We're (bylaw) not going to engage in a hot pursuit in this town. That makes the situation far more dangerous.

"When a bylaw officer turns-on his lights and tries to pull over a driver who's obviously too young to be driving the vehicle and they run away; that causes accidents to happen.

"The same girl who was driving the side-by-side in the fatal accident – bylaw tried to pull her over the week before and she sped away.

"Sadly, this was an example of what can happen following a situation like that."

Wyatt said it can be devastating for those responding to a fatal accident.

He said it affects everyone involved.

"Responding to a fatal accident like the one we had this past week affects all the responders, the nursing staff, people in the community ... everyone is affected.

"Walking into an emergency room and seeing eight hospital staff members and three first responders working feverishly trying to save an 11-year-old girl who shouldn't have been there in the first place has a tremendous impact on everyone.

"We conduct a debriefing session after every incident like this and we spent about 45 minutes together as a group – everyone who was involved in the incident – talking through it, and I follow-up with everybody every time it happens.

"There's also mental health at the hospital but they're not always readily available, so we often do the best we can on our own." bflA m2WZ6

Birthday gift an incredible family experience

To say Richard Connelly's 55th birthday present was something quite special and unique would be a jaw-snapping understatement of crocodilian proportions.

Connelly was treated to a trip to Lake Mary, just north of Orlando, Florida, to hunt alligators and wild hogs with his son, James, his wife, Silu, and Keenan Eetuk.

Richard said he had no idea the trip was coming when his birthday rolled around

He said on his birthday, his kids presented him with a laminated birthday card that highlighted the upcoming trip from Sept. 30 until Oct. 5.

"I've received presents before but I was speechless when I received this one and realized what is was," laughed Richard.

"I had no idea what to say when I received this gift."

Richard said the gator hunting was a ton of fun.

He said it's really hard to describe the experience, which, in one way, is a hunt and in another way is not.

"What you see on TV's Swamp People is commercial gator harvesting but what we did represented the true meaning of sports hunting.

"We left the dock about 6 p.m., just when the light was starting to go down, which the guides told us is when the bigger gators, which are nocturnal, come out from the weeds and start to feed.

"We went to Tom Johnson River, about five miles from the dock, which they told us is about 10-miles wide in some places during the dry

season. It was flooded when we were there and was about two-miles wide.

"So, we had everything there – water, little islands and grassy areas."

Richard said the hunting process was nothing short of incredible.

He said when the party stopped at a grassy area, it was time to bait the gators both literally and figuratively, and it only took the gators a few minutes to start surfacing after they were in position.

"Some of the gators are moving all over the place and others are staying in one area.

You pick one of the alligators staying in one area.

"You zoom over it in the boat and you're using a fishing rod with 700 yards of line on it but no hooks. You drop your bait – a big chunk of beef lung which floats – let your line go out and keep going in the boat for about 200 or 300 yards.

Then you stop and hope the alligator will take your bait.

"We did this a few times before it worked. You play with the line just like you're fishing.

I saw my alligator take the bait and go down. The guide told

me we have to wait about five minutes to make sure the gator swallowed it because some of them just spit it out.

"It was nearly dark when the line started going, telling us the gator had it. You follow the line until you're over the gator but mine took off and zinged away for about another 100 yards."

The group followed the gator until they were on top of it again.

Then the guide put a second line into play, and this one had hooks.

Richard said the hooks can't actually penetrate the skin of the gator because it's too tough.

He said the second line is used to bring the alligator closer to the surface.

"Once it gets to the surface, you harpoon it. You can harpoon anywhere you want except its back or head because the harpoon will just bounce off," said Richard.

"I harpooned it on the shoulder first and got it underneath the tail with the second harpoon. The fight was on.

"I had no idea how big it was, but it was like trying to hold a beluga. It was thrashing, twisting and pulling the boat. After it calmed down, we used a six-foot aluminum pole to kill it.

"They put a .357 round on the end and you, basically, knock it on the head. There's a golf-ball-sized spot on top of their head you have to hit because their brain is only the size of a grape."

Richard said he was off on his first attempt to kill the gator.

He said that led to an even more ferocious fight with the beast.

"When I missed the guide said, "Oh, oh. You just pissed it off." Then the thrashing and pulling really got intense, with

its tail in the air and the whole bit.

"The guide reloaded the kill stick and I managed to knock it out with my second try before killing it the third time.

"Officially, my gator was recorded at 10.5 feet, but it had a chunk missing on its tail, so I call it my 11-footer.

"It was estimated to be about 50 years old and weighed between 550 to 600 pounds."

The group also went on a successful wild hog hunt in Florida.

The hog meat was donated to local charities, but the Rankin group brought back about 120 pounds of meat from their four gators (you can only take the back strips and tail because the rest of the gator is either too tough or all skin and guts), and they're having the skins tanned and sent to Rankin.

They're also having the gator heads mounted, as well as having the wild hog skulls bleached and mounted.

Richard said the gator meat is white – it looks almost like white chicken or fish meat – and tastes a lot like chicken.

He said the trip was an incredible experience he'll always remember.

"I learned an awful lot during this trip – like how much of a problem wild hogs are down there and how they destroy the land – and it was just so much fun.

"The kids always tell me I work too much and need a break, so they figured if they gave me something I'd have to leave work to go and enjoy that I'd do it.

"It was constantly on my mind during the summer and, once we actually got there and got in the airboat, it was game on.

Interest in governance at all-time low Northern News Services

There was a time, not all that long ago, when getting people out to cast their ballots was the biggest challenge faced in the Kivalliq, and right across Nunavut, during municipal election time in the territory.

These days, the problem is quickly becoming how to find enough warm bodies for people to actually vote for.

The seemingly massive disconnect between the public and any interest whatsoever in grassroots politics is more than a little alarming.

Here in the Kivalliq, Coral Harbour is among five Nunavut communities that will have no municipal elections on Oct. 28.

Sanikiluaq Eight other Nunavut communities will only have elections for mayor.

Every single candidate who put their name forward in Coral Harbour has been acclaimed. The community will have an entirely acclaimed mayor and hamlet council.

Meanwhile, in Rankin Inlet, only two longtime veterans of the political scene, Harry Towtongie and Levinia Brown, have put their names forward for the mayor's position, while only one of the confirmed candidates for hamlet council will NOT be elected. One! In order to fill the council chamber in some communities, the acclaimed members may actually have to appoint councillors from among the community's registered voters.

Last minute arena snag in Rankin Section of rink floor causes opening delay

Problems have surfaced at the community's new arena, preventing the facility from opening on schedule on Oct. 21 in Rankin Inlet.

The delay means the annual prize-winning Rankin Rock Season Opener hockey camp could not go ahead as scheduled and will have to be held at a later date.

Rankin's recreation coordinator, David Clark, said he was deeply disappointed that the camp couldn't go ahead as scheduled.

He said the season opener is always scheduled to coincide with professional development week for teachers in Rankin, freeing minor hockey kids to have day-long sessions at the camp.

"I'll be able to reschedule the camp as soon as the hamlet gets the keys to the new building," said Clark.

"Now we'll just have to run it with evening-and-weekend sessions, which limit individual ice time and causes scheduling problems with school facilities.

"But we'll definitely be opening the new building with the hockey camp, we just don't know when."

Clark said (as of press time) a section of arena floor just wouldn't freeze.

He said a flood was attempted last week to start making ice, but the problem could not be solved.

"They've been working hard trying to figure out why this is happening – and trying different things to fix it – so, hopefully, we'll have an answer any day now.

"I was also planning on

bringing a filmmaker to Rankin to do a mini documentary on the camp. I booked her six months ago for the camp's original dates, but that's in jeopardy now because she may not be available for the camp's new dates.

"And we had the school booked for that week to use the gym and a classroom, so those are all variables that are up in the air now because of the rink not being able to open

on time."

Clark said they will still try and run a full program at the camp, but the kids will only get on the ice once a day instead of the usual two sessions.

He said taking the camp out to other Kivalliq communities this season still depends on funding.

"We put out the last bit of Arctic Inspiration funding we had recently but we're always searching for new funding.

"My goals this year were to get back to Baker Lake and, possibly, go to Coral Harbour for the first time, and it's all depending on funding applications that have already been sent out.

"It's one of those situations where it all comes down to the almighty dollar."

Clark said he's starting to get a little worried about the bantam's Arctic Winter Games tryout camp, which is scheduled for Rankin Inlet during November's Remembrance Day weekend.

He said that's the next big hurdle he has to get past before things get back to normal.

"The hamlet took it upon itself to bring-up our longtime refrigeration expert to take a look at it, so we can get his input into the situation.

"In my opinion, it's a matter of getting the contractor, the sub-contractors and the government to all work together and get this problem solved as soon as possible."

The annual Rankin Rock Season Opener camp means a great deal to Clark, who came-up with the original concept.

He said his main disappointment in the camp's rescheduling is that having the kids participate all-day long simply makes for a better camp.

"The kids get a lot more out of it when they're not in

school and we have them for the entire day," said Clark.

"The way it's going to be now; the kids will be in school all day and then they'll have hockey camp in the evenings, so it can become a bit of a grind on them.

"We'll still make the best of the situation. We're throwing around different ideas on how to make it work best.

"You never know what can happen with a new building, but it hurts to see a camp you had planned for six months – and that the kids were really looking forward to – not be able to open on time"

She was at home in Baker Lake, surrounded by family, quietly watching the federal election results come in. She led the vote count from start to finish but the gap between her and Liberal Megan Pizzo-Lyall and Conservative Leona Aglukkaq – who kept swapping second and third place – hovered around 10 per cent throughout the night, preventing Qaqqaq from celebrating too early.

"I'm trying to wrap my head around what I need to do tomorrow,"

she said with a laugh that revealed a sense of relief.

But she's still wrestling with the perception of being a politician.

She sought this lofty leadership role because she wants to be an advocate for Nunavut and for Inuit, she said.

"Now that I have the political status attached to me, that changes a lot of people's perspective and how they interact or treat me. I've found that aspect to be the most challenging," said Qaqqaq. "I'm a human that wants to help other humans, and it always starts getting complicated when there are certain titles attached to people's names. I think that's been one of the more challenging aspects to it."

She'll be in Ottawa in a few weeks to be sworn in as Nunavut's fourth

member of Parliament. Liberal Nancy Karetak-Lindell was Nunavut's first MP, serving four terms. She was followed by Conservative Leona Aglukkaq for two terms and then Liberal Hunter Tootoo for the past four years, however much of that was served as an independent.

Although Nunavut recently marked its 20th anniversary, too little has changed, according to Qaqqaq.

She said she recently watched a television report reflecting on the territory's greatest issues when division from the NWT occurred in 1999 and those same troubles persist today: housing, food insecurity and economic development.

"I'm not there (in the House of Commons) to fill a seat, I'm there to help 38,000 people in the biggest

Video workshop has Arviat Film Society members active again

The Arviat Film Society (AFS) played host to a special video-production workshop delivered by the Nunavut Film Development Corp. in Arviat earlier this month.

AFS member Gord Billard said about 10 people registered for the workshop, while another six or seven showed up at various points throughout the Oct. 4 to 6 weekend.

He said although attendance was sporadic, with a number of people

missing segments due to work or previous commitments, three people did make it through the entire workshop.

"Mark Aspland, a professional videographer out of Iqaluit, was one of the main facilitators," said Billard.

"I met Mark at the Skills Nunavut competition, where he was a judge and, I believe, the committee chair for video production, so we had contact with each other before the workshop.

"There was a small group of

facilitators, including sound engineer Kyle McLean of Baker Lake, who, with their combined skills, covered pretty much the entire spectrum of video production."

Billard said the first day of the workshop was a crash course in video production, covering everything from shot framing to shot types and camera movement.

He said there were a number of tutorials given using the actual equipment, including professional over-the-shoulder cameras and professional software programs editors

often use today, such as Final Cut Pro X. "After that first day of basics, everyone got together and planned their own short, two-to-threeminute video they shot on Saturday, Oct. 5," he said.

"Once the necessary footage was collected, the videos were edited on Saturday and Sunday and then presented before the end of the day on Oct. 6.

"It was interesting to see these creative short videos being produced in a couple of days, with the

participants using the knowledge they had just gained through the crash course of the previous day.

"The workshop was the full package and fairly fast paced. The facilitators moved along according to the skills gained by the group, while also taking into consideration that a number of the participants all ready had a good deal of video experience before taking the workshop."

constantly interacting with the instructors throughout the weekend, whether they were planning shoots or asking advice on what type of shots to get.

He said Aspland also spent a great deal of time in the workshop with Elisapee Karetak, who's very involved with cultural activities and history in the community of Arviat.

"She's part of the Kikkik story and very much into video and wanting to learn how to edit.

"So, Mark spent a fair bit of time with her at the computer, teaching her how to use a couple of different editing packages.

"And, when the younger crowd finished their collection of footage, he spent time with each one, walking them through different aspects of the editing process and how to use the Final Cut Pro X or iMovie software.

"Some of the kids did go back to the iMovie program. It was something they were used to, so they found it a little easier to use than Final Cut Pro X." Billard said there was certainly nobody left

He said everyone had something to do, and they were all engaged in the process.

"If nothing else, a number of the participants got their feet wet again because we, as a film society, haven't been very active during the past year, or so.

"The most we did was when the German filmmakers did some work with the group and then, after that, it was me concentrating on the video-production skills team I was taking to Iqaluit for the Skills Nunavut competition.

"Other than that, we didn't do a whole lot with the film society this past year. This brought back some of our old members, and I'm hoping it will form the basis of a rejuvenation of some sort for the film society and activity in town.

"We do have people who are still in contact about projects they'd like to do with us at some point, so there's potential there. It's just a question of bringing everyone together and having the time, energy and manpower to pull-off new projects with my commitments to work, the drama club and everything else."
