KIA still plugging for cultural centres Chesterfield Inlet a go, six communities hinge on funding

The Kivalliq Inuit Association's (KIA) plans for a cultural centre in every Kivalliq community are still moving forward, but there are funding challenges to overcome.

KIA president David Ningeongan said it was in his plans – when first elected about five years ago – to get a cultural centre built in every Kivalliq community.

"We plan to construct a multipurpose facility in each Kivalliq community," he said.

"We also see these facilities being a type of healing centre when they do toolmaking and/or sewing programs, during which elders talk to the youths and deliver healing programs that way.

"Those programs will also be an opportunity for the elders to teach the youth about the culture because some communities like Arviat have several cultures – Ennadai Lake, Padlei, Mountain Hills, etc. are all very different areas of the country, so they have little differences in their culture."

He said his vision for each centre includes a women's sewing area, a separate skinpreparation room and a small room for butchering, packaging and putting meat into

a freezer. This would allow community members to have access to country food to help address food insecurity.

The centres would also have a kitchen for cooking or healthy-living programs for young families, a boardroom, a visitor's centre displaying community history and giving visitors the chance to purchase locally made garments and tools, a separate room for the harvester's support program, inventory and a small store for hunting necessities, as well as two separate offices.

The idea to construct these community centres came when Chesterfield Inlet approached the KIA about four years ago to ask for a space to clean skins and hold sewing programs, he said.

Ningeongan said the KIA would want a cultural centre in Arviat to reflect all those different cultural influences.

Inuktitut would be spoken during the tool making and sewing programs to allow the youth to engage with the elders and learn how to speak their traditional language.

The KIA has found a contractor who will start the process of ordering material in the new fiscal year and hopefully everything will be on the first ship to Chesterfield Inlet this coming summer,

said Ningeongan.

Construction is expected to be completed by March 2020.

"Where we proceed from there basically depends on what the federal government allocates for funding," said Ningeongan. "Originally, they said they typically do 75/25 on infrastructure but we quickly learned once you start doing the paperwork, it's not as simple as they make it out to be.

"KIA has put $2 million of Inuit money into this program from a surplus we had over the years and, in the year previous to its AGM this year, Nunavut Tunngavik Inc. committed matching funds of $2 million, so we do have enough money right now to bring one building up."

Ningeogan said the KIA anticipates about $50,000 operation and maintenance for the building and has reached out to the Government of Nunavut (GN) to see if it could look after those costs.

He said the KIA is still waiting for the GN's reply.

"We anticipate we (KIA) would run the day-to-day operational requirements, although we would need the GN's expertise to help support the visitor's centre aspect of the building.

"Other than that, everything would fall under the KIA to run programs."

Ningeongan said every Kivalliq community is looking forward to having a cultural centre, but funding has become a challenge.

"Basically, it's $28 million for the seven communities and we would have had to come up with $7 million based on our first conversation with the federal government.

"We could have achieved that but, with the feds not being able to commit to the 75 per cent, we're starting with Chester for now and the

Mayor won't resign Baker Lake Reports out of Baker Lake indicate Shawn Attungala, 44, refuses to step down as hamlet mayor despite hamlet council calling for his resignation after he was charged with assault on Sept. 8 following a domestic disturbance.

Attungala is scheduled to appear in court on Dec. 4.

The mayor has yet to consent to media requests for an interview since being charged.

New album Nuanvut Nunavut's own hard-rock masters, Northern Haze, have announced the release of a new album, Siqinnaarut (Return of the Sun).

The album will be released on Nov. 23 via Aakuluk Music.

It's the first new release from the band since the 1980s, whose five members (James Ungalaq, Naisana Qamaniq, John Inooya, Derek Aqqiaruq and Allan Kangok) are all originally from Iglulik, where they continue to reside today.

Sewing program Baker Lake A new sewing program sponsored by the hamlet and the Community Health and Wellness committee began in Baker Lake on Nov. 5, with 11 participants taking the program from 1 to 5 p.m. and from 6 to 9 p.m. on Monday, Wednesday and Friday.

Taking the new sewing program are Amanda Nakoolak, Sarah Peryouar, Fiona Angatajuak, Rebecca Kautaq, Alakanaaq Tookoome, Brigette Tunnuq, Lynn Ookowt, Valerie Dorey, Delma Uquqtuq, Delores Kayuryuk and Kayla Mariq.

Game on Rankin Inlet The initial draft for the upcoming season in the Rankin Inlet Senior Men's Hockey League was held this past Sunday, Nov. 4.

The four team captains for this year's circuit are Lee Kreelak, Bubsy Kusugak, Craig Inuapik Beardsall and David Clark.

Regular season league play begins tonight, Nov. 7.

A house of horrors 'Some kids were too scared to come in'

Hundreds of kids continued the seven-year tradition of visiting the local fire department's haunted house in Rankin Inlet on Halloween evening.

This year's edition featured a talking vampire, plenty of spooky lights, a modern-era Jason Voorhees from the Friday the 13th movies and a not-quite-so-dead body – in casket and all – at the end of the haunted house's little maze.

And, of course, there were plenty of tasty treats to go around.

Rankin Fire Chief Mark Wyatt said the department's haunted house is one more thing for the kids of Rankin Inlet to do on Halloween.

He said a few firefighters also take the trucks out around the town during the 6 to 8 p.m. trick-or-treat time to toss about some candy treats and help make sure the kids are having fun in a safe environment.

"We patrol in the truck to help make sure things don't happen like young kids having their candy taken away by older kids and that sort of stuff," said Wyatt.

"It's just a good presence, having the trucks out there and setting up the hall up here is good as a safe place for people to come and trick-or treat and have fun at the same time.

"I don't know exactly how many, but we had hundreds of kids drop by."

It took the Rankin firefighters about two days to get the hall ready, setting it up as time permitted.

Wyatt said it's always awesome to see how the kids react to the haunted house.

He said you never know just what to expect from each group that arrives.

"Some kids were too scared to come in, some didn't think it was scary at all

"It was like some of them just like to be scared, so they'd go outside and then come back in to be scared again.

"In my three years in Rankin, I haven't seen anything like older kids stealing candy or anyone handing out bad treats, which really speaks to Rankin's sense of community.

"We had a fire a couple of years ago right before Halloween, but that had nothing to do with the occasion itself."

Wyatt said about 10 firefighters were really instrumental in making the haunted house happen and having a presence out on the street.

He said every one of them enjoyed the evening with the kids.

German film crew documenting life, teaching youth in Arviat 'You can raise children to become fragile like eggs, hard like rocks or true human beings'

A German film crew is in Arviat to work on a virtual reality (VR) documentary series, Eggs, Rocks, Human Beings.

The film crew consists of director Philipp Schaeffer, cinematographer Fabian Klein and creative producer Levin Hubner.

Schaeffer said the VR series will consist of five different videos tied together by the theme and stories of youth in Arviat.

"What we're really trying to do is find some of the really unlimited stories of young people in Arviat that are fascinating and give them a voice," said Schaeffer.

The director said each story has its own protagonist and dynamic depending on the life of the person they are looking at, but it's all part of the same cosmos and, to him, the interesting thing will be to see the five different parts making one big picture together.

"We're also continuing work on a documentary I

started working on the previous time I was here in 2017 and we're working with Gord Billard and the (Arviat) Film Society to produce one little short film with the students in co-production to come up with the creative-and-technical direction for the film.

"We hope to shoot that film this coming weekend."

Schaeffer said he wants the VR series to weave through Arviat to the point where the community itself becomes a character in the documentary.

He said he wants viewers to realize everything they see in the series has to do with life in this little community in the south of the Kivalliq region.

"We are really interested in trying to use speeches that some elders give on the radio – about what it was like to growup in the old days when they were children – as a red thread to inform and contextualize the stories of the young people growing up today and I think the two fit perfectly together.

A local group of researchers – including Shirley Tagalik, Joe Karetak and a few others – have been doing tremendous work on IQ (Inuit

Quajimajatuqangit) and one of the most important things within the focus of their work is what it takes to raise a capable human being.

The title of the series (Eggs, Rocks, Human Beings) is a tribute to that.

"As elder Rhoda Karetak says, ‘You can raise children to become fragile like eggs, hard like rocks or true human beings,' – that's the context we're trying to put this series in, so we're always looking for connections between what the elders know about child rearing and about how young people are growing up and finding their place in this world today," said Schaeffer.

The crew is not trying to explain anything or tell a history that's not theirs, he said.

Instead, they will present a collage of individual stories.

"The strength of this piece could be which stories the viewers find most interesting and that they get to engage in an array of individual stories from young people around Arviat that will give them some picture of what it feels like to grow up here.

Billard said the member-

ship in the Arviat Film Society constantly changes from year to year so he never knows how many members will show up for a meeting on any given night.

He said he decided not to start up anything with the society this semester until Schaeffer's arrival and the decision proved to be the right one.

"We had a really good turnout of about 20-to-25 people at our first meeting from the schools and the community to find out what this was all about," said Billard.

"There's great interest generated already and I think it's due in large part to the fact Philipp was here before and made those friendships and relationships and the fact I promoted it even more within the school and community to produce a little hype before he arrived.

"This is invaluable. We couldn't pay for this kind of attention, training and interest in what we're doing here, our little hamlet and the kids I work with every day.

"I can't put into words how grateful and fortunate I feel that Philipp has fallen into our lap with his team and is

Billard said the crew has also brought new technology which is quite exciting.

He said the society has done a lot of small films in the past and garnered a bit of acclaim for them here and there, but now they're moving into VR, which has been a real draw for the kids who have

been showing up.

"They brought along Google goggles or glasses which aren't even on the market yet and the reality that you see with those on really is quite remarkable," said Billard. "All the kids got a chance to put them on and get a feel for what it's going to be like when their actual footage is going to appear inside those goggles.

"So it's all new and exciting and we're really grateful for this opportunity."

Installation on hold Arena's concrete floor, artificial turf have to wait until next year

Plans to have a concrete floor installed at the Naujaat arena had to be put on hold until the spring of 2019 when shipping delays resulted in the materials arriving in the community too late for the project to be done this year.

Hamlet senior administrative officer (SAO) Rob Hedley said the community is deeply disappointed by the delay.

He said the local Co-op partnered with the hamlet on the concrete floor, which will comein at just under $100,000.

"The sealift was late bringing the material in, which was a little ironic because we actually had a film crew here doing a piece on the sealift," said Hedley.

"Also, for next year, we're trying to access funding so we can add artificial turf and have a year-round facility.

"We didn't get a dime of government assistance on this. The Co-op contributed $50,000, Nunavut Sealink and Supply Inc. contributed $5,000 and Calm Air kicked in $5,000 without even being asked.

"We were going to wait until the concrete was down and we were happy with it, then we were going to apply for funding for the artificial turf so that, hopefully, once hockey season was over we'd sweep everything away, wait until it was warm enough and then lay down the turf so our youth could get into soccer, maybe lacrosse and whatever else we could accommodate."

Hedley said like most Northern arenas, Naujaat's only gets used for about half the year.

The SAO said it's disappointing to have

everything backed-up for a year, but there was simply no choice.

"You have no idea. We're very, very disappointed. We tried everything, but our first sealift didn't arrive here until Sept. 15.

"We were originally told it was going to be here in July and, were that the case, we wouldn't have had a problem, but, with all the horrible weather we had and everything else, our sealift was 1.5-months behind.

"It was too cold by the time we got it in because concrete won't cure (remain hard) at that temperature, even if we tried with heaters, so, basically, better to wait until next year rather than take any chances.

"They (NSSI) sent everything – concrete, rebar, you name it – so we got this done together and it's much appreciated."

Hedley said the local hockey community is really looking forward to having the concrete floor installed.

He said a lot of prep work, such as ensuring the natural ice bed in the arena was level, was done in anticipation of the project.

"We have the drainage plan in place, so when we do put the concrete down it will drain properly.

"It's bedrock in there so it's not going to move too much, but you have to worry about frost heave and such.

"Once it's down, it's going to be really, really nice – the ice will be better, more stable and easier to freeze because it won't have to be so thick and we'll have an extended season.

"Then, if we're able to secure funding and get the artificial turf down, we can do almost anything in there ... The sky's the limit!"

Despite what opinions you may, or may not, have about the performance of the Kivalliq Inuit Association (KIA) as a regional Inuit association, the cultural centre described by KIA president David Ningeongan in this edition ('KIA still plugging for cultural centres') is the multipurpose facility that dreams are made of to every Kivalliq community – and then some.

By today's standards, it boggles the mind how much the lives of so many Kivalliqmiut in the region's seven communities would benefit by seven buildings at a cost of $28 million.
