Inuit-led climate change strategy announced The National Inuit Climate Change Strategy is designed to help protect Inuit culture and livelihood against the effects of climate change

An Inuit-driven climate change strategy announced in Inuvik, NWT, will help communities and governments across Inuit Nunangat collaborate to address growing concerns changing climate is having on the region, say officials.

The Inuit Tapiriit Kanatami (ITK)'s climate change committee worked for two years to develop the National Inuit Climate Change Strategy, a framework that functions to protect Inuit culture, language and livelihood against the effects of climate change.

"Our strategy talks about Inuit and Inuit societies, as well as talks about the importance of our environment and the national environment and all living things within it," said ITK president Natan Obed on June 7. "Climate change is something that has impacted Inuit – but we did not create it."

The ITK is a national representational organization for the 65,000 Inuit living in Canada. The majority of Inuit live in Inuit Nunangat, which is made up of 51 communities across the Inuvialuit Settlement Region, Nunavut, Nunavik (Northern Quebec) and Nunatsiavut (Northern Labrador).

"We know that climate change is directly and indirectly impacting our health, whether it be our personal health, our community health and environmental health," said Obed.

"We also understand that it impacts food security and the way in which we can provide for our families, the way in which we interact with all living things within Inuit Nunangat, in our environment."

The strategy has five priority areas of focus: • to advance Inuit knowledge and capacity in climate decision-making; • to improve Inuit and environmental health and wellness;

• to reduce the climate vulnerability of Inuit and market food systems; • to close the infrastructure gap with new climate resilient buildings; • and to support regional and community-driven energy solutions that will lead to Inuit energy independence.

"We worry about our future and our future children, grandchildren and what world they will inherit," said Obed.

Anne Kendrick, the senior policy advisor who oversees wildlife and environmental issues at ITK, said the first priority – advancing Inuit knowledge and capacity – will act as the foundation of work off which the other four priorities will build.

"It focuses on the broad objectives of strengthening Inuit-driven climate change policies and actions, supporting necessarily diverse and unique regional Inuit climate change strategies," said Kendrick. "Promoting Inuit climate change research and

monitoring and keeping an eye on long term outcomes."

At the heart of the strategy, she continued, is determination of Inuit to work together to achieve mitigation, adaptation and resilience-building efforts.

"This strategy is a road map, laying out the path for Inuit to work together with others in meaningful partnerships and yet building sustainable and resilient communities in the face of our rapidly-changing environment," she said.

Environment and Climate Change Minister Catherine McKenna said the federal government will contribute $1 million to help implement the strategy.

"What happens in the Arctic doesn't stay in the Arctic: we're all impacted," said McKenna. "It's not just the right for Inuit to be cold, because when it stops being cold here, we've got a big problem for everyone around the world."

Kivalliq Hall students eligible for compensation Kivalliq Former students who lived at the Kivalliq Hall residence in Rankin Inlet between June 12, 1985 and Dec. 31, 1997 are now entitled to compensation after years of legal battles with the federal government.

The case against Kivalliq Hall was started in 2012 by Baker Lake MLA Simeon Mikkungwak, a former student at the residence.

He argued the residence and the students who went there should be considered as part of the 2007 Residential School Settlement.

The case originally ruled in Mikkungwak's favour in 2016, but the federal government appealed the decision. The Nunavut Court of Appeals quashed the feds' challenge last summer, upholding the original ruling.

Former students can apply for a common experience payment of $10,000 for the first year and $3,000 for each additional year.

The application deadline for Kivalliq Hall claims is Jan. 25, 2020.

Sports teams celebrate with square dance Qamani'tuaq/Baker Lake Baker Lake held a square dance June 15 to celebrate the achievements of the community's young athletes.

The dance was organized to recognize the bronze medals won by the boys' and girls' midget hockey teams — who scored bronze medals at tournaments earlier this year — as well as those who are currently trying out for the upcoming Arctic Winter Games.

Athletes from the winning teams were asked to wear their medals to the dance.

Man accused of causing disturbance on flight arrested Igluligaarjuk/Chesterfield Inlet A man from Chesterfield Inlet was arrested after a flight crew reported a disturbance on a flight from Winnipeg to Rankin Inlet on June 7.

RCMP were dispatched to the Rankin Inlet airport to meet an inbound flight from Winnipeg after receiving a report about an unruly passenger who was causing a disturbance on the plane, stated a police news release.

Upon the aircraft's arrival, Mounties boarded the plane and arrested the passenger, who reportedly continued to cause a disturbance after landing.

A 25-year-old man from Chesterfield Inlet has been charged with several Criminal Code and Aeronautics Act offences.

Kivalliq Wellness Tour Tikiraqjuaq/Whale Cove and Qamani'tuaq/Baker Lake Agnico Eagle is hosting a wellness tour across several Kivalliq communities. The tour includes performances by magician Brian Glow and drum dancer Shelton Nipisar, as well as a painting workshop run by Jennifer Hicks.

There will also be screenings of the critically acclaimed movie The Grizzlies, based on the true story of the first lacrosse team from Kugluktuk, one that went on to compete in a national tournament.

The tour was in Whale Cove last weekend and will be in Baker Lake on June 21 and 22.

Girls soccer camp Rankin Inlet There will be a summer soccer camp for girls in Rankin Inlet on June 22. The camp is open to girls ages 6 to 12.

There are 30 sports available on a first-come first-served basis. The deadline to apply is June 20.

Whale Cove water woes continue GN says new treatment plant won't be ready until 2021; hamlet threatens legal action over bills for fresh water

It could be at least another two years until the community of Whale Cove can finally say goodbye to boil water advisories for good.

The community has had to boil its water intermittently for the better part of four years. The most recent advisory has been in place since December of last year.

The news that Whale Cove could be waiting until 2021 for its aging treatment plant to be replaced came to light during a recent sitting of the legislative assembly when Arviat North-Whale Cove MLA John Main asked Minister of Community and Government Services (CGS) Lorne Kusugak for an update on the situation.

"It's no surprise that the residents of Whale Cove are very tired of the boil water advisory," said Main.

Kusugak responded by saying a study is currently being undertaken to test the quality of the lake near town where the community draws its water from. That study is expected to be completed in July.

"After the study has been completed, we will try to see how expensive it will be or how much money it will cost to put water-cleaning equipment into the reservoir and also the cost of a water treatment plant," he said.

"We will request money from the FMB (First Nations Financial Management Board) and try to get work done on it hopefully in the summer of 2021."

In the summer of 2017, the territorial government spent $500,000 on a water filtration system intended to remove the coliform from the community's water.

They had to wait until the following summer to install it due to the freeze-up.

However, even with the system installed, it has proven ineffective. Whale Cove SAO Ian Copeland told Kivalliq

News that the small-scale system couldn't keep up with the community's demand.

As a result, the hamlet decided to shut it down and resume normal operations at the existing pumphouse.

"They tried sending us a filter box, like a sea-can full of filters and UV rays ... and it was a waste of probably a million bucks. They should have never bothered to do a temporary (solution) and fixed that pumphouse completely," Mayor Stanley Adjuk said in an interview earlier this year.

"We've had this water boil advisory for four years in a row now … they want to get that water plant fixed up. Up to today we're fighting to get it fixed. If it was a bigger centre it would've been dealt with, done, finished."

Copeland said the GN is working on plans to increase the capacity of the new filtration system.

"We're not overly optimistic that it will work but we'll give it a try," he said.

Copeland told Kivalliq News that about a year ago, the hamlet started to partner with the local Co-op to offer free clean water to its residents.

The Co-op already had a reverse osmosis system in place, which residents could use. At the hamlet's request the store increased its capacity to meet the community's needs.

Each month, the Co-op bills the water consumed to the hamlet, which in turn forwards the statements to CGS. Copeland said despite being legally responsible for providing safe drinking water to the community, the territorial government has been ignoring the bills.

"They say we never actually got approval for this initiative. But we still think that it was a solution to the problem at least for the drinking water," he said.

"They are legally responsible to pay for this and if they don't do it soon, we

will take them to court."

According to the government's advisories, the reason water needs to be boiled is due to the presence of coliform bacteria in the water. According to Health Canada, total coliforms are a group of bacteria that are naturally found on plants and in soils, water, and in the intestines of humans and warm-blooded animals. They are common in surface water sources, such as lakes.

While the statements issued by the GN describe advisories as a precautionary measure, they also say people should "avoid swallowing (the water)."

Copeland said the language used is confusing and he wonders if the issue is more serious than the government lets on.

"They do say that this boil water advisory is only an advisory and actually our water isn't all that bad but just to be on the safe side boil the water," he said.

"In the back of your mind you wonder how honest everyone is being."

Meanwhile, Rankin Inlet is entering into one of the longer boil water advisories in recent memory.

The community has been told to boil its water since May 23.

Kivalliq News requested an interview on the situation in Whale Cove and Rankin from CGS but had not received a response by press time.

Copeland said the water issues Rankin Inlet is facing are causing concern for Whale Cove.

"I fear Rankin's situation because these regional centres normally they get priority. So, we're a little worried that our water treatment plant might not happen in 2021 because the money might end up going to Rankin instead of us," he said.

"It's usually what happens because we're the little guy and we get strung out here and we often don't get what we deserve."

Since the beginning of June, residents of Rankin Inlet have been quietly grumbling about having to boil their water before drinking it.

It's not uncommon for temporary boil water advisories to get issued in the region's largest community — especially in the spring. But now that the current one has stretched into its fourth week, people are getting fed up and are voicing their concerns in check-out lines and on Facebook pages.

While I can attest to the frustration of having to boil water to be able to drink it, four weeks pales in comparison to the four years Whale Cove has spent searching for alternatives to whatever is flowing from their taps.
