Warren Luky and Tony Colbourne elected to lead next generation of local union workers

The 2018 United Steelworkers (USW) Local 6166 election finally came to a close in the early morning of April 10, with members Warren Luky and Tony Colbourne emerging as the union’s new president and vice-president, respectively.

“I want to thank everybody who’s been involved with the election, thank the people who supported me and the people who helped out,” said Luky, who’s worked at Inco/Vale for over 20 years and currently serves as the recording secretary for USW Local 6166.

With two decades of mining experience under his belt, Colbourne told the Nickel Belt News that he is definitely looking forward to developing his skills as a leader and taking on a new level of responsibility.

“After being a trustee for six years it was time to move up into the executive,” said Colbourne,

who also celebrated his 50th birthday on April 10. “I felt that we had to take a stand for the membership, because there was a lot of experienced people leaving and if you don’t get involved you’ll never grow.”

Even though Luky and Colbourne are both in high spirits following their election wins, the pair is fully aware of how unstable the local mining industry is right now.

Not only has Vale’s Birchtree Mine been put on care and maintenance, but the smelter and refinery is about to close down in the third quarter of 2018. Because of this, Vale’s overall workforce will be reduced to less than 800 people by the end of the year, a far cry from the 1,300 strong they finished with in 2017.

Additionally, the union is losing many senior members due to retirement, which will put a lot of pressure on its next generation of leaders, especially since their current collective bargaining agreement with Vale expires in

September 2019.

“There’s almost an overwhelming bunch of information that has to be digested and an overwhelming sense of the impending challenges that are coming into this next period of time when the company transitions to mine, mills,” said Luky.

Despite these potentially challenging obstacles on the horizon, Luky remains optimistic about this new executive’s ability to roll with the punches and deal with these problems head on.

“Every organization has a point renewal and regrowth and that’s where we are right now,” said Luky. “So it’s an exciting time and we’re going to be dealing with … people’s issues today and the issues of tomorrow.”

Elsewhere in the 2018 USW Local 6166 election, Baltazar Flores beat out Robert Ellsworth to become the union’s new treasurer, while Jim MacIntyre, Todd Burnside and Randy Wischenewski were voted in to become the

organization’s official trustees.

While their campaigns for union president and vice-president weren’t successful, Luke Robinson and James Crawley were elected as members of the grievance committee.

Overall, 47 per cent of the union’s membership turned out to vote in this new executive, all of whom will be sworn in following the next general membership meeting on May 16.

Former Churchill MP Bev Desjarlais, who died March 15, worked across party lines and stood by her convictions

She died young, but former NDP Churchill MP Bev Desjarlais, whose political career in elected office ended after she refused to vote in favour of legalizing samesex marriage in Canada in 2005, packed a lot into her 62 years.

Desjarlais, who died March 15 from multiple system atrophy in Brandon, where she’d spent the last six years, was elected three times to represent the massive Northern Manitoba riding, first taking office in 1997 and getting re-elected in 2000 and 2004 before leaving the caucus in 2005 and running as an independent candidate in 2006, finishing third behind one-term Liberal MP Tina Keeper and current Churchill Keewatinook-Aski MP Niki Ashton, who won the nomination to represent the NDP as its candidate the province’s north in the 2006 election.

Remembered as a hard worker who started working at age 12 and held roles including gas station attendant, airport security guard nurse’s aide, ward clerk and college instructor, Desjarlais’s first foray into politics came in 1992 when she was

elected as a trustee for the School District of Mystery Lake school board, with which she served one term, part of it as board chair. It was during that time that she showed her fighting instinct as a shop steward at Thompson General Hospital for United Food and Commercial Workers (UFCW) Local 832.

“I always remember Bev as always working for fair treatment for her coworkers,” said Blair Hudson.

“Bev never shied away from a fight if she thought she was right. I believe her finest moment as a UFCW member was during a six-week period in the winter of 1996 when the Thompson General Hospital locked out all the UFCW members trying to force a two per cent roll back on employees’ wages.

Bev was on the picket line every day during this fight, ensuring the picket line was strong and encouraging her coworkers that this was a fight we could win if we all stood together. After six cold weeks on the picket line she was proven right. In the end the workers at the TGH and the Leaf Rapids Hospital (who also refused to accept wage rollbacks) were the only health care work-

Workers’ rights were an issue Desjarlais was passionate about, and her successor as the NDP candidate for Churchill appreciates the work her predecessor did in that area, even if they disagreed on same-sex marriage.

“We may have had our political differences at times but I will always respect the work she did on the Westray Bill,” said Ashton, referring to legislation that imposed serious penalties for workplace health and safety violations that lead to worker injuries and deaths. “It’s her legacy and the NDP’s legacy, making it clear that it’s criminal to kill workers.”

Though she represented her riding as an NDP member in the House of Commons for nine years, Desjarlais was not one to worry about which party her fellow politicians or constituents belonged to.

“She would often tell me that her favourite work was in committee work alongside Liberals and Conservatives because that’s where you got to know people,” said her son Kris, who is a city councillor in Brandon, something he attributes in part to the influence of his parents. “I’d say the apple doesn’t fall too far from the tree and it was just what it was kind of like in our family growing up. We were opinionated, sometimes too much so, and had some very heated discussions that would border on arguments from time to time but … I think over time it served us well because we were able to hone those skills and then soften our approach to life and to those conversations and dialogue and I think we

became stronger representatives for our community because of that.”

That ability to transcend party lines served Desjarlais well after she lost her seat in the 2006 election.

“We had heard a rumour in town that Bev was working for Greg Thompson who had just gotten appointed by [Stephen] Harper as veterans affairs minister,” recalls Thompson Coun. Blake Ellis, who was editor of the Thompson Citizen at the time. “I picked up the phone and I found Greg Thompson’s number in Ottawa and I phoned it and the person answered the phone and I asked for Bev Desjarlais. I said, ‘Bev this is Blake Ellis.

I heard a rumour and I guess because I’m talking to you now the rumour’s true, how are you?’ and she laughed and we went on and talked.

I did an interview with her on why she was working for Greg Thompson, her transition and what her future plans were. What she had said at the time was that she had been offered this role and she felt that there still was something she could do at Ottawa that could make a difference and so this is what she was going to do.

She was able to work with a lot of people no matter what their political stripe.”

Many of those with fond memories of Desjarlais didn’t agree with her stance on same-sex marriage but they respect her for standing true to her beliefs even when it was personally costly.

“I didn’t always agree with Bev, but I certainly respected the fight in her,” said Hudson. “Bev and I completely disagreed and I did not support her when she lost the nomination as the NDP candidate for Churchill and she ran as an independ-

“It certainly didn’t help her political career but that was not as important to her as what her beliefs were in spite of the many heated conversations with me over some of those things but I loved her for it because I knew that my mom was beyond a decent person,” said her son. “She was a beautiful human being who loved everyone regardless of political stripes but she had her beliefs, you could say to a fault, but I loved her all the more for it because it shows that it’s important to have those. If she has ideals and she has opinions and she’s not going to be swayed. She was never a loose fish. You could always count on Bev being true to herself and true to her word.”

Even when she made the move from school board trustee to Member of Parliament, Desjarlais remained down-to-earth, says Carolyn Cantrell-Turpie, who met Desjarlais shortly after arriving in Thompson from California in 1974.

“When she started up her career there, I had a women’s clothing boutique going on over at Southwood and boy, all us girls, we used to have so much fun trying to dress her up for Parliament,” Cantrell-Turpie says. Her friend was also honest to a fault, as she displayed when she and Cantrell-Turpie and other Thompsonites took a holiday in Nashville about six years ago.

“Sometimes you buy things while you’re down there and occasionally people might take a tag or two off to get it across the border,” she recalls. “Bev was having none of that, like it was absolutely every nickel, dime she spent, no tags cut off of anything. She was so extremely honest that it was amazing.”

But for all that she accomplished in the private sphere, Desjarlais was also a central figure in the lives of her family in her roles

as a mom and a grandma.

“She has 11 grandkids who will miss her dearly,” says Kris, adding that the many condolences they have heard from people far and wide have helped Desjarlais’s family deal with her premature death.

“We’re just blown away at how many people that we didn’t even know knew Mom and are sending us memories of her and what kind of person she was and it’s wonderful. We’re sad, we’re heartbroken but we’re also happy to know that Mom made a difference and impacted people in a way that she’s going to be remembered for a long time.”

Kris says he wishes people would take Desjarlais’s non-partisan nature as an inspiration for themselves to see the ties that bind us, rather than those that separate.

“For me, as a political science guy and a municipal officer, I see sometimes our institutions and structures that exist create more opposition than might be necessary and I think a lot of people see that when they look at the provincial and federal governments,” he said. “They see symbolic opposition and sometimes it looks like we’re never going to get along, we’re never going to work things through but we really do have more in common that unites as Canadians and as citizens than divides us and I think we need to remember to focus on those things.

Mom was very much that way. She was so genuine and authentic.”

Her death was also a reminder to cherish the moments we have, says Kris.

“Life is short and sweet and we’ve got to learn to make the best of it and take it each day and embrace each day,” he said.

Bev Desjarlais’s eventful life was celebrated April 7 at 2 p.m. at Knox United Church in Brandon.

Thompson police arrest four motorists for impaired driving KYLE DARBYSON

Throughout the weekend of April 6−8, the Thompson RCMP charged four different people – three male and one female – with driving while intoxicated.

On Friday, a 20-year-old driver was pulled over for speeding and failed a roadside screening test by blowing twice the legal limit. The motorist’s vehicle was impounded and he will appear in provincial court in May. After witnessing a near collision on Saturday night, police pulled over a 37-year-old motorist who also blew twice the legal limit. He is expected in court sometime in June.

Later that night, the RCMP also responded to reports of a 23-year-old who had stolen a vehicle.

Once the vehicle was located and pulled over, police discovered that the driver was intoxicated. He was arrested for operating a motor vehicle while impaired and will appear in provincial court in June.

Finally, the RCMP initiated a traffic stop early Sunday morning and eventually charged the 22-yearold female motorist with impaired driving. She will appear in provincial court in May. According to Mothers Against Drunk Driving, Manitoba has one of the worst rates of impaired driving in Canada, with one Manitoban dying from an impaired driving incident every five days.

Two youths have been charged with carrying a concealed weapon and possession of a weapon for a dangerous purpose after Thompson RCMP seized an air pistol from them in Burntwood April 10.

Police responding to a report of two youths in possession of a handgun located the pair and put them under arrest, finding the air pistol in one of the youth’s waistband. Investigation determined that both had been in possession of the pistol, which led to charges being laid against both.

“Police will treat any incident of a weapon as a real weapon until proven otherwise,” said Thompson RCMP Const. Sandy Deibert in a news release.

According to Pegus, the students took the time to include their own hand-drawn illustrations as well.

Even though the Queen didn’t sign this response letter herself, Lady-inWaiting Jennifer Gordon-Lennox, one of the Royal Family’s personal assistants, assured the students that Her Majesty did, in fact, read their questions and “was touched to see the care you have each taken with your artwork.”

Pegus told Nickel Belt News that Gordon-Lennox also enclosed a number of photos and documents that lay out what a day in the life of the Queen

really is like.

This isn’t the first time that Pegus’s students have participated in this kind of exercise, since they also correspond with pen pals in Wabowden and host a writers’ symposium to show off their own original works.

In the aftermath of this event, Pegus provided each of her students with a copy of this response letter, which will hopefully encourage them to continue developing their writing skills moving forward.

“It’s a very nice letter, and quite exciting for them,” she said. “We wrote to Santa Claus and he didn’t write back, which is very sad.”

A tourism action plan created by Community Futures North Central Development on behalf of the Thompson Chamber of Commerce has identified seven priority areas that need to be addressed in order to further develop the tourism industry in Thompson and the surrounding region.

The plan, which was shared with other organizations like the City of Thompson, Thompson 2020 and the Thompson Hotel Association in February, says Thompson needs to develop more tourist products and infrastructure, promote a positive image of the city, help hospitality businesses access training, and make the community more visually appealing to visitors.

A leadership structure to promote tourism growth and a way to fund its associated activities are also needed, the document says.

cal tourism industry and its potential for further development was gathered by having a small groups of residents take part in three focus group workshops, including one on understanding the tourism industry and the Thompson tourism market profile, another on SWOT (Strength, Weaknesses, Opportunities, Threats) analysis and a third on actions and priorities. Participants were selected based on demographics and involvement in the local tourism industry or a background in tourism and economic development. Following the workshop process, the information they provided was forwarded to people in the local tourism and hospitality industry, some of whom then completed short questionnaires.

Defining a tourist as “Someone who is making a visit to a main destination outside his/her usual environment for less than

a year for any purpose (including) holidays, leisure and recreation, business, health, education or other purposes,” the action plan identified three main groups of visitors to Thompson, including service tourists, business tourists and leisure tourists.

Service tourists include those in town for shopping, health or other government services, and education or training, and they are estimated to spend from $500 to $2,500 per trip. Business tourists, who include those attending meetings or conferences as well as construction crews, lodge owners and outfitters, or those in Thompson to conduct winter weather testing or research, spend about $200 to $800 per trip. The final group of tourists includes those visiting friends and relatives or participating in sports events, as well as those in the area for recreational purposes like hunting, fishing, canoeing,

camping or snowmobiling. This last group also includes visitors attending cultural events and passing through en route to Churchill. Leisure tourists spend up to $1,000 per trip, the action plan estimated.

In 2014, the plan says, Northern Manitoba had the second-fewest numbers of person-visits by tourists among Manitoba’s six regions, ahead of only the Parkland region, and the 530,000 person-visits that year represented only five per cent of the province’s total. However, the visitors spend nearly twice as much per person as those in the next-highest regions and a higher percentage of the visitors spent at least one night in the region.

Northern Manitoba has untapped mining potential

The past 20 years have not been kind to the mining industry in Manitoba. Low metal prices, challenges in raising capital and the previous NDP government’s adversarial attitude toward the industry have all contributed to a sharp decline in mineral exploration and mine development in the province.

Times have changed for the better! We are open for business and our government is committed to reduce the burden of red tape, manage the province’s fiscal situation and reduce the tax load on companies and Manitoba families. These improvements will have a positive impact on all sectors of the provincial economy, including the mining industry.

We are developing a clear focus on expectations for local communities and the

Trade Minister Blaine Pedersen exploration/mining industry. To this end, Ron Evans and Jim Downey have been tasked to develop a Mineral Development Protocol. This protocol will assist everyone from prospectors to

local communities to mine developers to work together for the mutual benefit of all.

The establishment of this protocol will be a clear signal to investors that Manitobans welcome develop-

ment opportunities for their mineral sector.

Having recently attended the Prospectors and Developers Association of Canada (PDAC) convention in Toronto, the world’s largest mining and trade exposition, it was very encouraging to meet with so many development companies that are already working in Manitoba. It was also encouraging to hear how local communities and mineral development companies are working together. This partnership is not just about jobs – it’s about supplying services and further education for careers in the mining industry. Local employment provides stability for both communities and companies building the local economy, which in turn drives economic development in our province. Our government will continue to work in a positive fashion to welcome the investment that makes these gains possible.

The overarching message heard at the PDAC convention was about the strong prospectivity of Northern Manitoba in terms of mineral resources and employment potential. Investors are talking and taking note of the changes we are making.

Northern Social Work Program The University of Manitoba, Faculty of Social Work at Thompson has EXTENDED the date for accepting applications to the Northern Social Work Program. The deadline for submitting applications is April 13, 2018. The program is scheduled to begin September 2018. Students may complete the Northern Social Work Program as a full-time or part-time student.

The program provides post-secondary education for Residents of Northern Manitoba, in particular those who have not had the opportunity due to economic and cultural reasons, lack of formal education, linguistic barriers or residence in remote areas. Relocation to Thompson will be required.

Individuals can apply either under ACCESS or EXTERNAL categories. The ACCESS category is for mature students, 21 years or over, who have under 30 credit hours of university level courses. The Thompson Teachers’ Association is proud to recognize Phil Neziol on receiving the “Best Practice Program” designation from the Boys & Girls Club of Canada for the Youth Build program, a life skills and job readiness program for local youth that he has piloted with the Thompson branch of the Boys & Girls Club. CEOs from the Boys & Girls Club of Canada visit and review their programs or programs which are implemented in their sites across Canada. They did a review of the Youth Build Program during the first part of 2017.

In September 2017, the CEOs came to the Boys & Girls Club in Thompson and did a presentation of the review to the staff of the Boys & Girls Club, including Mr. Neziol. The review includes interviews with the Boys & Girls Club of Thompson staff, funders of the program, parents and community members in Thompson.

The review concluded that the Youth Build program was a “Best Practice Program.” It meets all the criteria of the review and more.

practice program. It has to go well beyond what is expected by the Boys & Girls Club. They recommended that all Boys & Girls Clubs across Canada implement it.

The Thompson site is one of three Youth Build sites in Manitoba, and participants in the program have greatly benefitted. In addition to receiving the “Best Practice Program” designation, Mr. Neziol was also honoured by the School District of Mystery Lake Board of trustees at the school board meeting on Feb. 13.

The Youth Build program, which Mr. Neziol began in 2002, provides at-risk youth aged 18 to 29 with training in education and life management skills. A stated goal of the program is that participants return to school or find gainful employment. Many participants in the program have received a GED certificate or have returned to R.D. Parker Collegiate to obtain their mature student diploma. Having been involved with the program for 15 years, Mr. Neziol says that he enjoys seeing many

graduates of the program working in successful jobs in Thompson, and that some past participants have even come back to volunteer and offer their time to help current students.

He also says that the program offers participants a sense of pride and accomplishment and that he maintains an open-door philosophy where past students are welcome to return and access resources to help them on their journey to success.

Snow Lake Mining Museum takes top spot in Travel Manitoba contest My Take on Musings SnowMaui Lake from

In a down-to-the-wire, nail-biter of a final, the Snow Lake Mining Museum (SLMM) took on the Minnedosa Museum and Heritage Village (MMHV) and won Travel Manitoba’s recent March Madness Manitoba Must-See-Ums contest. The contest, between Manitoba museums, began March 12 and wrapped up on March 23 with the announcement that the Mining Museum had bested the Heritage Village with votes totaling 543 to 527.

The contest was promoted by Travel Manitoba as a way of boosting awareness of the many wonderful hidden gems the province boasts. It took 32 of them and broke them down into eight categories.

Initially competing in the industrial and manufacturing division, the SLMM came up one side of the draw dispatching most

of their competition with relative ease. The MMHV began in the category of pioneer museums and did the same on the opposing side. The Mining Museum’s prize for the win … a free promotional video, said to be worth $5,000, courtesy of Travel Manitoba!

There were three other northern museums in the mix. Thompson’s Heritage North Museum was dispatched in the first round by Morden’s Canadian Fossil Discovery Centre; Churchill’s Itsanitaq Museum made it to the second round where they were bested by Steinbach’s Mennonite Heritage Village; and The Pas’s Sam Waller Museum was propelled into the third round before they came up against the second place Minnedosa Museum and Heritage Village.

Knowing the reputation of some of the other facilities in the contest, Hawman wasn’t overly optimistic of the Mining Museum’s chance of winning. “I had poor prospects all the

Free will – the seven moral vices Moral vices are wrong, not because they can result in impermissible or unlawful behaviours, but because they defeat the very purpose for which human free will exists: human fulfillment.

One helpful way to look at moral vices is in terms of love. Love is valuing that which is valuable to the extent it is valuable, whether it is persons or things, neither less nor more than they are valuable, and acting accordingly. The traditional seven vices are the roots sins that defeat the very purpose of love. They make meaningful relationships difficult if not impossible.

The first three vices of pride, envy and wrath are all perversions of love, diversions of love from objects which are properly desired to objects which are not properly desired.

Pride is the proper love

of the self perverted to the hatred and contempt for God and one’s neighbour.

It is not loving yourself as God loves you, but loving yourself as if you were God. It is devaluing one’s neighbour from the status of a person to the status of a thing that is used and exploited. It makes meaningful relationships difficult if not impossible.

Envy is the proper love of one’s own real goods perverted to the wish to deprive others of their own real goods. It makes meaningful relationships difficult if not impossible.

Wrath is the proper love of justice perverted to revenge and spite. It makes meaningful relationships difficult if not impossible.

The fourth vice of sloth is a deficiency in love, loving real goods too little.

The next three vices of avarice, gluttony and love are excesses in love, loving real goods too much.

Avarice is the excessive love of the real goods of wealth or money, the making of those purely instrumental goods into fi nal goods. It is valuing things over persons. It makes meaningful relationships difficult if not impossible.

Gluttony is the excessive love of the real good of pleasure, the making of a real good into the final

good. It is another form of valuing things over persons. It makes meaningful relationships difficult if not impossible.

Lust is excessive love of persons, loving other persons not as God loves them as persons created in his image, but as if they were God, idealizing them to an unlimited degree, venerating or worshipping them in a manner that displaces God and puts a human being in place of God. This kind of idealized over-estimation of another destroys the self-love that is selfrespect, because the self is absorbed into the other and loses its individuality and integrity. It makes meaningful relationships difficult if not impossible.

The museum didn’t win - the people of Snow Lake won.”

Hawman says that the contest has brought some great exposure to the mu-

seum and it has showed up already with interest on their Facebook page, as well as messages and questions about their displays and hours. He feels that this in turn will bring more exposure to the community itself.

The video promoting the museum will be shot by a professional videographer mid-summer and Hawman says that they will be ready for it! He added that it is also a good reason to spruce up the town and for residents to show their pride

in the community.

Asked how much control the museum will you have over the proposed video’s content, Hawman replied, “As far as I know, we will have input. I’ve already told them we want it to be (on the) area, community and museum.” Till the video is shot, they will get ready for their spring opening and annual celebration of Provincial Mining Week, and find a place of prominence for the certificate awarded with their amazing win.

Responsibilities include processing and issuing payments to caregivers, data entry and maintaining an accurate filing system etc., responsible for maintaining confidentiality in accordance with the Agency Policy & Procedure Manual. The incumbent must demonstrate excellent attention to detail and be able to locate inadequacies and discrepancies in the system. Time management skills are essential that will ensure work deadlines are met; payments are administered and job responsibilities are performed in a timely manner.

Qualifications: • Business Administration Diploma and accounting experience or a related post secondary certificate and accounting experience will be considered • Knowledge of Child and Family Services legislation and standards is an asset • Excellent written and oral communication skills • Excellent assessment skills • Good organizational, time management and prioritizing skills • Proficiency in MS Office applications (Word, Excel, and Outlook) • Must be self-motivated with the ability to work independently and in a team setting • Sensitivity to and an understanding of First Nations culture and values • Ability to speak and/or understand the Cree or Dene language would be considered an asset

Youth Build Administration Coordinator (Full-Time 12 month Term) Reporting to the Youth Build Administration Coordinator is responsible for being part of a program team that is responsible to deliver life skills, employment/job training and introduction to carpentry program to youth aged 18 – 29 within Thompson.

Responsibilities: • Assist with establishing job placements for participants • Provide referrals for appropriate resources/programming • Accompany team members and participants on field trips and in class work/presentations • Provide administration support, including but not limited to, monthly program fund reporting, tracking actual expenditures to budgets, and provide financial reports upon request.
